The Bicol provinces were shaken by three consecutive earthquakes Thursday morning, government seismologists said, but no damage or casualties were reported.Similar events also affected Mindoro and Mindanao areas during the past few days where at least seven more earthquakes were recorded.The latest was a magnitude 5 earthquake (intensity 3.6) which shook the island province of Masbate and the other parts of Bicol region at around 8:41 a.m. Thursday, the Philippine Institute of Volcanology and Seismology (Phivolcs) said. Its depth was 36 kilometers or 21.7 miles beneath the ground.Margina Ramos, Phivolcs Science Research Analyst, said that the other events were recorded at 7:40 and 8:40 a.m. She explained that the three earthquakes were not aftershocks of previous earthquakes but rather 'series' of tectonic origins.

The same earthquakes were also felt slightly in Legazpi, Albay, Calbayog, Samar and Manila. Its origin was tectonic in nature and the center was plotted at 12.394 degrees north and 123.897 degrees east.The epicenter was traced 35 kilometers east of Masbate, or 85 kilometers south of Legazpi. The institute said that the earthquakes were also felt 90 kilometers west-northwest of Calbayog, Samar and as far as 400 kilometers southeast of Manila.Ramos said the 7:40 a.m. event was intensity 2 at the epicenter while the 8:40 a.m. episode was recorded at intensity 3. The scientist explained that the 8:41 a.m. event was the strongest with intensity 3.6 or magnitude 5.

On the other hand, the worldwide seismic monitoring networks have reported that at least ten earthquakes were felt in different areas of the country from October 20 until the 26th of the month alone.Six of them (magnitudes ranging from 4.2 to 5.8) occurred in Mindoro Island originating from depths ranging from 10 kilometers to as deep as 35 kilometers below the surface.Other episodes were previously felt in Metro Manila and two others in Mindanao with magnitude range of 4.2 to 4.7 at depth range of 35 to 63 kilometers below the ground.There had been no reports of damage to life and properties so far but various disaster coordinating councils have activated their communication centers to make sure there are no casualties. LIMA, Peru - A moderate earthquake with a preliminary magnitude of 5.5 rattled Peru's southern coast Thursday, sending residents of one city scurrying into the streets but apparently causing no damage or injuries. The quake struck at 6:54 p.m. inn the Pacific Ocean, 94 miles southeast of Lima, almost the same location where a powerful magnitude-6.7 quake hit six days earlier, the U.S. Geological Survey said on its Web site.Apartment buildings and commercial towers shook in Lima for several seconds, but no damage was reported.The earthquake caused the most alarm in Ica, a coastal city 165 miles to the southeast, where local radio reports said panicked residents rushed from their homes into streets and parks.

Peruvians have been on edge during the last week because of several aftershocks from the Oct. 20 quake, including a 4.2- magnitude temblor that made Lima shudder late Wednesday.We have registered more than 280 earthquakes, a process that concerns us, but which we also know is expected after the strong quake we felt last Friday, Hernando Tavera, director of the Geophysics Institute of Peru, told The Associated Press.

Flooding brings chaos to region's roads

NON-STOP rain brought flooding to several parts of Yorkshire yesterday, and traffic ground to a halt on motorways and roads around the region as motorists struggled with terrible driving conditions.Weather experts reported more than an inch-and-a-half of rain in Bingley before 6pm and West Yorkshire Fire Service was inundated with reports of flooding.A spokesman for weather forecasters the Meteo Group said Bingley had had the highest rainfall in Yorkshire – about a third of the amount in 12 hours that it would normally have in the whole month of October.We expect those levels to rise steeply too, because they are quite early rainfall levels. We won't be giving another reading until tomorrow, but we expect most of Yorkshire will have had at least an inch or an inch-and -a-half of rain by the end of the night, but Bingley is looking like it could be heading to two-and-a-half or three inches of rain..

The Highways Agency said there had been horrendous congestion on the region's roads throughout the day, and that traffic had practically ground to a halt in parts of Leeds during the evening rush hour.The M621, M62 and main arterial routes into and out of the city were particularly badly affected. A spokesman said: We can't even give any particular reason for it, apart from perhaps the weather. There haven't been any major accidents but traffic has certainly been particularly bad today.There was a three-car accident on the M1 southbound early in the evening between junctions 34 and 35, but nobody was injured.And on the East Coast Coastguards were involved in a search off the North Bay at Scarborough. Battling against terrible weather conditions and high seas the Scarborough Lifeboat scoured the area after North Yorkshire Police reported an unattended bicycle on the shore.The search began at about 6.30pm but was called off at around 9pm when no-one was reported missing. SAN JOSE DEL CABO, Mexico - The remnants of Tropical Storm Paul made landfall on Mexico's mainland Thursday, triggering floods that caused mostly superficial damage to 5,000 houses, officials said. An elderly woman died in a car crash on a rainy road and officials were investigating whether the death was directly connected to the storm, said Jorge Tallaeche, a spokesman for the civil protection service of the Pacific state of Sinaloa, where the storm hit land.Paul, which had been a hurricane earlier in the week, weakened to a tropical depression before making landfall near the Sinaloan town of La Reforma. After hitting land it quickly dissipated.However, it unleashed floods that forced more than 5,000 families to evacuate their homes, Tallaeche said. Most of the damage was superficial, with the houses' structures left intact, he said.Gov. Jesus Aguilar Padilla said he would ask the federal government to declare the zone a disaster area.

Some of the worst flooding was in the village of Villa Juarez, where a canal overflowed and sent more than 3 feet of water into the streets.On Monday, Paul neared Category 3 hurricane status, with winds reaching 110 mph.In September, Hurricane John battered Baja California, killing five people and destroying 160 homes. Later that month, Hurricane Lane threatened the resort region but ended up hitting the resort town of Mazatlan, causing relatively minor damage.San Jose del Cabo and Cabo San Lucas are popular with sports fishermen and celebrities and famous for its deep-sea fishing, golf courses and beaches flanked by cactus-dotted deserts.

Officials seek arsonist responsible for Cabazon blaze

Four firefighters were killed today when a fast-moving arson fire fed by Santa Ana winds churned through the rugged wild terrain of Riverside County, destroying homes and forcing hundreds of residents to flee.The Esperanza fire burned more than 10,000 acres near Cabazon, some 90 miles east of Los Angeles and about 20 miles northwest of Palm Springs.Fueled by dry wood, high temperatures and winds gusting to more than 30 mph, the blaze burned out of control as more than 700 firefighters fought to tame the fire that was reported at 1:12 a.m.This is an arson fire. This is a deliberately set arson fire, fire Chief John Hawkins told reporters at an afternoon news conference. Hawkins oversees fire operations in Riverside County.A deliberately set arson fire that leads to the death of anyone constitutes murder,he said.The county will establish a $100,000 reward to find the arsonist, officials said.Turn that scum in, said Riverside County Supervisor Marion Ashley, one of many angry officials who vowed to find and prosecute those who started the blaze.

Hundreds of people have been evacuated and will stay overnight at community shelters or with friends.But as many as 2,000 people were trapped in a park for recreation vehicles. The people are safe in a protected area, Hawkins said.The fire raced through the terrain, outpacing officials' ability to keep track of the damage. This morning, there were just 800 acres charred. Within eight hours, the damage had increased more than tenfold despite firefighters' efforts and the usual assortment of land and air equipment.It was on one of those rescue efforts that a crew of firefighters were trapped in their vehicle as the rapidly moving fire simply devoured their attempt at shelter from the firestorm.The U.S. Forest Service reported the three deaths, initially saying that two firefighters were critically injured. One of the injured died later at Arrowhead Regional Medical Center, according to Cheri Patterson, a spokeswoman for the Riverside County Fire Department and the CDF. The other firefighter remains in the facility in critical condition.

The firefighters were trapped when high winds suddenly pushed the flames over them, U.S. Forest Service spokesman Pat Boss told the Associated Press.The engine was in the area and with the wind conditions like they were, the fire just overtakes and burns the entire engine,said Pat Boss, a U.S. Forest Service spokesman. They were trapped within the engine.The deaths took place near the end of Gorgonio View Road, about 10 miles from Twin Pines Road. The fire crew was trying to protect a home in an inaccessible area.Gov. Arnold Schwarzenegger briefed reporters this morning outside the student union on the Cal State Fresno campus.So far, 700 people have been evacuated, he said. We have 700 firefighters battling the fire right now to contain it. My, and my wife's, all of our thoughts and prayers are with the families and friends of those firefighters who were killed in this fire.

One major firefighting effort was to protect as many as 2,000 people in the Silent Valley RV Park who are in the hills directly south of Banning near Poppet Flats, according to CDF Fire Capt. Rick Griggs, who has been on the fire line since 4 a.m.We are having to protect structures to save lives,he said. They are well protected there.But the fire, he said, is all around them.

Iran fires up nuclear processors

TEHRAN, Iran (Reuters) -- Iran has resumed its uranium enrichment program by building a second cascade of centrifuges and injecting gas into the system over the past few weeks despite threats of U.N. sanctions over its nuclear program, Iran's semi-official news agency ISNA reported on Friday.The news comes almost two months after Tehran ignored an August 31 U.N. Security Council deadline demanding it halt its nuclear program.Iran's president, Mahmoud Ahmadinejad, has repeatedly said uranium enrichment is his country's right and will not be abandoned, despite Western fears that Iran's goal is to build nuclear weapons.

ISNA reported the International Atomic Energy Agency's director-general Mohamed ElBaradei is fully aware of the injection of gas and the agency's inspectors are currently present in Iran.ElBaradei reportedly said the second cascade has already produced its product but no uranium has been introduced into the new system yet. However, it could be added into the system in upcoming days, he is quoted as saying.Iran had been conducting a small-scale research enrichment program using 164 centrifuges at its Natanz facilities and has now doubled its capacity, ISNA reported. The news agency also said the country's centrifuges are projected to number 3,000 by March 2007.The news of Iran's resumed program comes while six major powers have been meeting at the United Nations to review a draft Security Council resolution mandating sanctions against the Islamic republic over its flaunting of the U.N. deadline.

14. Decides, with regard to the construction of Bushehr I Civil Nuclear Power Plant and on the condition that activities set out in subparagraphs (a) to (d) below are notified to the Committee within ten days of taking place, that;

(a.) the measures imposed by paragraph 4 and 5 above shall not apply to supplies of items, materials, equipment, goods and technology, nor to the provision of technical assistance or training, financial assistance, investment, brokering or other services, and the transfer of financial resources, related to the construction of Bushehr I, where these are being provided directly by the Russian Federation,

(b.) the measures imposed by paragraph 7 above shall not apply where such travel, directly between Iran and the Russian Federation, is necessary for the construction of Bushehr I,

(c.) the measures imposed by paragraph 9 above shall not apply to funds, other financial assets or economic resources payable to the Russian Federation by Iran, related to the construction of Bushehr I,

(d.) the measures imposed by paragraph 13 above shall not apply to assistance provided solely to Iran by the IAEA, related to the construction of Bushehr I,

(e.) all other activities related to Bushehr I which are covered by the measures in paragraphs 4, 5, 7, 9 and 13 above must be approved in advance and on a case by case basis by the Committee;
The rest of the text - as proposed but unaffirmed - spells out the restrictions sought to be placed on Iran, including but not limited to travel of those involved in Iran’s nuclear and ballistic missile programs, the sale of items that can be used for the programs, and the refusal of training abroad in related fields.

Such restrictions are logical as presented. Yet, as Paragraph 14 above clearly states, the logic stops at Bushehr.

With a draft proposal [made available here] that calls for the cessation of all enrichment activities including ceasing construction of Iran’s heavy water reactor at Arak the wisdom of an exception in all restrictions for the Islamic Republic’s largest nuclear reactor is more than questionable. The reasons for it are clear: Consensus requires Russian approval, and Putin’s Russia has a greater interest in a partnership with the Iranian regime than countering the potential acquisition of nuclear weapons by the world’s primary state sponsor of international terrorism.

Glasnost should be officially declared dead.

It should be recalled that during the 2003 US invasion of Iraq, Russian advisors were in Baghdad, feeding intelligence and, some say, directing Hussein’s military defense against American forces.With the Hussein regime gone, Iran represents Russia’s primary seat of influence at the Middle Eastern power table. The Bushehr sanctions exception both recognizes and solidifies this.

Israel will continue flying over Lebanon, minister says (Roundup)

Tel Aviv - Israel will continue to fly over Lebanese territory, Defence Minister Amir Peretz said Thursday, two days after Israeli planes buzzed a German naval vessel close to the Israel- Lebanon border. Meeting with European Union foreign policy chief Javier Solana, Peretz said that the Israeli flights over Lebanon would continue so long as two Israeli soldiers snatched by Lebanese Hezbollah guerrillas were not released, and so long as there was no organized supervision of the Syrian-Lebanon border. Israel has said Hezbollah is receiving arms across that border, in defiance of United Nations resolution 1701, which ended 33 days of fighting between Israel and the guerrilla group sparked by the abduction of the two Israeli soldiers on July 12.

Reports from the Peretz-Solana meeting said the two men also discussed Teheran's nuclear programme, which Israel sees as particularly alarming, given President Mahmoud Ahmadinejad's repeated statements that the Jewish state should be destroyed and dismantled. Consequently, the Iran issue was raised in the other meetings Solana held Thursday with Israeli officials. Foreign Minister Tipi Livni called for sanctions against Iran to prevent it from obtaining nuclear arms, telling a joint news conference with the European envoy after their morning meeting in Tel Aviv that 'the Iranians are trying to win time. We are not asking the world to help us, we are asking the world to help itself, she said. Vice Premier Shimon Peres, who met with Solana in the early afternoon, accused Europe of not doing enough to forestall a nuclear Iran. Iran is not strong, Peres said. The reaction to Iran is weak, and that is what strengthens Iran.

Solana, for his part, concentrated his remarks on the Israel- Palestinian conflict, telling the news conference with Livni that Israel had to fulfil its obligations under the stalled international road map peace plan and uproot unauthorized Jewish settlement outposts in the West Bank.He said the road map was still alive and Israel should remember that it too had commitments under it. Calling for a relaunch of the stalled peace plan, which was initiated three years ago by the EU, United States, Russia and United Nations but has been bogged down ever since, he said: We don't push enough to get it moving, too get the train out of the station. We have to have the road map on to the road and to the end of the road,he said, adding that end was very clear two states living side by side in peace and security.

Later, meeting with Peres, he accused Israel of imposing collective punishment on the Palestinians, and thus increasing despair and poverty in the Palestinian areas. Peres replied that Israel was first and foremost committed to the security of its citizens, and would not open the passages to the Gaza Strip, or undertake any other gestures, so long as Palestinian militants continued firing makeshift rockets from the Strip at Israeli communities bordering the salient. Solana arrived in Israel Wednesday and first met with the head of the hardline Israel Beitenu party, Avigdor Lieberman, who is due to enter the government as a minister dealing with strategic threats facing Israel. EU six agree to fight terrorism and illegal immigration

The EU's six largest countries have agreed to work together on fighting terrorism, organised crime and illegal immigration after a two-day informal meeting hosted by the UK.The interior ministers of France, Germany, Italy, Poland, Spain and the UK known as the G6 met in Stratford-upon-Avon and agreed to crack down on tax fraud that could fund terrorism, to fight human trafficking, share more information about terrorist threats and make joint moves toward African countries to curb illegal migration routes.The important thing is to keep this at the top of the European agenda, because it is at the top of the concerns of the populations of every country which is represented here: organised crime, counter-terrorism, managed migration, UK home secretary John Reid said after the meeting, according to Reuters.

Although agreements do not lead to any formal decisions, compromises reached by the G6 who represent three quarters of the EU population help set the agenda of meetings at the EU level.The ministers were also concerned about alienation of European Muslims and sought to engage Muslim minorities in the fight against extremism, seeking to counter anger at what they see as unfair treatment by the authorities.The fears were highlighted by the overnight violence in the suburbs of Paris, where youths many from immigrant families - set four buses on fire ahead of the one-year anniversary of major riots across France.

Hostile environment for terrorists

The G6 said close contact between the countries in the 25-nation bloc was needed in order to properly fight terrorism.The six also agreed to increase cooperation on explosives and the technologies that could be used to trace them. In particular the emerging threat from liquid explosives, which British police believe were at the heart of an alleged plot to blow up transatlantic passenger jets last August.They said improved co-operation in monitoring and analysing internet use by radicals for organising and recruiting terrorists was required, to make what Mr Reid called a more hostile operating environment for terrorists.

Immigration

French minister Nicolas Sarkozy emphasized the importance of a common EU-wide policy on granting asylum and said Europe should negotiate as a bloc with African countries on limiting routes used by illegal migrants.There are voices around this table from the right and from the left who are united in seeing the subject of immigration not as a thing of politics but of human drama, he said according to Reuters. His Spanish counterpart Alfredo Perez Rubalcaba said according to El Pais that we have approved a very important initiative. The final document of the meeting will be presented to EU interior and justice ministers meeting on 9-10 December.The G6 was set up in 2003 by France and the UK to provide an informal forum for big European Union countries to discuss issues of law and order and immigration

Adas invoked the Islamic concept of government officials as being the imam (leader) of the people clothed with authority to declare what is to be followed in matters pertaining to secular and religious affairs.The Apdi also issued a statement condemning the renewed violence that had prompted a heightened terror alert level following recent bombing incidents in Mindanao, southern Philippines.In a public statement, Adas said terror was among the worst forms of evil.He said he had twice witnessed what tragedies terrorism could cause, on June 23 in Shariff Aguak and on Dec. 24, 2002, in Datu Piang, both in Maguindanao.In the first incident, seven people were killed while in the second, 14 died, including Mayor Saudi Uy Ampatuan, the brother of the regional governor.

West

A significant snow storm is taking shape over central Colorado this morning. Snow, heavy at times, has been developing, as a storm system deepens and pulls in colder air. Winds will begin to increase over the area as well, and this in combination with the snow, will result in blizzard conditions in a few locations. Blizzard and winter storm warnings have been posted for parts of central Colorado through today. During the afternoon, the storm system will begin to move into the central Plains, allowing temperatures to warm over Colorado. This will result in snow mixing with, and changing over to rain in a few spots, before ending later today.

Conditions will significantly improve by Friday and the weekend, as high pressure builds across the area. Meanwhile, offshore winds will continue to be strong over southern California, continuing the threat for fires there. A new storm system will generate a few showers over the Pacific Northwest.

South

A storm system will move out into the central Plains today, deepen, and continue moving east. Abundant Gulf moisture will be pulled northward resulting in widespread rain, heavy at times, across the Mid-South, and Mississippi Valley today. There will be a potential for flooding, particularly across the Lower Mississippi River Valley, as the heavy rains move over areas where rivers are still running high, or still at flood from previous rains. High pressure should hold most of the rain west of the Southeastern states today, but overnight tonight, and into Friday, heavy rain will spread eastward. The storm system will begin to track northeast toward the Mid-Atlantic by Saturday, pushing a cold front east through the southern states. This will clear the rain out, and allow for cooler conditions. By early next week, a warming trend will be in store for the south.

Midwest

A disturbance moving across the Middle Mississippi and Lower Ohio River Valleys this morning has been triggering rain. This wave of rain will push north and east, while a strong system advances into the central Plains, bringing more rain back into the area. Rain, heavy at times, will cover much of the Midwest and central Plains. Winds will also increase over the central Plains, with gusts possibility reaching over 40 mph in a few locations. The northern Plains, and Upper Midwest should remain rain free, as the storm system will remain south of that area. The threat for rain will shift east of the area by the weekend, as high pressure builds across the area. More rain will be in the forecast, mainly for the northern tier, as a new storm system approaches.

Northeast

High pressure will dominate most of the Mid-Atlantic and Northeast today, with partly cloudy skies and cool afternoon highs in the middle 40s to lower 50s. The only exception will be northern New England where a few rain and snow showers may occur. Changes are on the way, as clouds will gradually increase later today, moving up the Ohio River Valley, as a new storm system advances toward the area. Rain will overspread parts of the Mid-Atlantic, including Pittsburgh, Buffalo, and Washington by Friday, then the rest of the Northeast by Saturday. This will be a strong storm system, with heavy rainfall possible, along with increasing winds, especially over New England. This storm system should move out of the area by the start of next week, allowing cooler conditions to filter in.

Global warming could substantially raise sea levels around New York City over the next century and put the Big Apple at greater risk of being flooded by hurricane waves, a new computer model predicts.Sea level around the city could jump 15 to 19 inches by 2050 and by more than three feet by 2080, according to the model.With sea levels at these higher levels, flooding by major storms would inundate many low-lying neighborhoods and shut down the entire metropolitan transportation system with much greater frequency, said study team member Vivien Gornitz of NASA's Goddard Institute for Space Studies and Columbia University in New York.

Hurricane risk

While rare, hurricanes have hit New York City before. The strongest was a Category 4 hurricane at its peak in the Caribbean, which made landfall at Jamaica Bay on Sept. 3, 1821 with a 13-foot storm surge that flooded much of lower Manhattan. Also, the Category 3 Great Hurricane of 1938 tore through central Long Island and ripped into southern New England on Sept. 21, 1938. The storm, which killed at least 600 people, pushed a wall of water up to 35 feet high in front of it, sweeping away protective barrier dunes and buildings.Officials have long warned that a similar storm striking Manhattan would be devastating today. Of particular concern: massive subway flooding.

Frightening future

If sea levels rise as predicted, New York City would face an increased risk of flooding by hurricane storm surge, the researchers say. Storm surge is an above normal rise in sea level caused by a hurricane. The new model used data collected by the U.S. Army Corps of Engineers and the National Hurricane Center to calculate the amount of damage hurricane-induced storm surges would inflict on the city. A previous study in 1995 predicted that a Category 3 hurricane could create surges of up to 25 feet at JFK Airport, 21 feet at the Lincoln Tunnel entrance, 24 feet at the Battery and 26 feet at La Guardia Airport. The estimates did not include the effects of tides or boosted wave heights on top of the surge.Even an increase of as little as 1.5 inches in normal sea level could contribute to flooding many parts of the city if a Category 3 hurricane were to strike, said Gornitz and fellow researcher Rosemary Rosenzweig. Hurricanes are ranked from 1 to 5, with 5 being the strongest and most destructive.

Areas that could potentially be flooded [image], the researchers said, include the Rockaways, Coney Island, much of southern Brooklyn and Queens, portions of Long Island City, Astoria, Flushing Meadows-Corona Park, Queens, lower Manhattan and eastern Staten Island, from Great Kills Harbor north to the Verrazano Bridge.The findings will be presented this week at the annual meeting of the Geological Society of America in Philadelphia.

Already rising

Sea levels around the world have been rising steadily, by fractions of an inch, during most of the 20th century, but the rate of increase has nearly doubled, to 0.12 inches per year, within the last decade. Scientists believe warming of the world's oceans and melting glaciers caused by global warming are to blame.

A 2001 report by the Intergovernmental Panel on Climate Change found that a global warming of 1.4 to 5.8 degrees Celsius (2.5 to 10.4 degrees Fahrenheit) could raise sea levels 4 inches to 3 feet by the end of the century.Recent studies have also linked human-caused global warming to increases in hurricane strength and duration, but some scientists attribute the changes to natural cycles in global weather patterns.

Israeli membership in NATO has advantages and disadvantages

On October 16th, Israel and NATO established a new cooperation agreement. Israel is the first non-European nation which NATO has chosen to work with in the frame of its Individual Cooperation Program (ICP).

The program specifies 27 areas of cooperation including response to terrorism, intelligence sharing, political dialogue, and a host of military and civilian issues including search and rescue operations.The boost in cooperation provides an opportunity to further enhance the relations that evolved in the past year, and comes just weeks ahead of NATO's upcoming summit in Riga. As part of the burgeoning NATO-Israel relationship, NATO's Secretary General visited Israel last year, and his deputy concluded a visit to the area Tuesday. Addressing the Atlantic Forum of Israel, the latter noted that with the new agreement, the bilateral relationship has acquired a strategic value in its own right.

Both parties have been advancing the upgrade in their relations gradually and cautiously. The trend however, is clear: Israel wants an official partnership with the organization. NATO has two basic forms of associations partnership and membership. As an alliance, NATO membership is first and foremost a mutual and collective defense pact. In the past, partnership served as an interim phase towards membership.

End goal: Membership?

The question is whether Israel's aspirations for a partnership signal an end goal or an interim phase after which Israel will pursue membership in NATO. The answer to this is based on an assessment of the efficacy of a formal alliance. This can be achieved bilaterally with the United States or multilaterally with NATO. These options reveal Israeli considerations and misgivings, since mutual defense pacts have both advantages and disadvantages, such as the limiting of one's freedom of action. Israeli membership in NATO entails an American formal defense guarantee and renders superfluous a bilateral defense pact. There are those in the US who contend that Israel must strive for a relationship similar to that of the US-UK special relationship NATO allies that maintain a parallel strategic bilateral relationship governed by written and implicit arrangements and understandings.Israel can of course concentrate on achieving a defense pact with the US alone, perhaps even without delay, utilizing the last term of the friendly Bush administration. Conversely, considering the misgivings of a defense pact, it is also possible to forego both possible NATO membership and a defense pact with the US.

There are Americans, such as Dr. Ronald Asmus, or Europeans, such as former Prime Minister of Spain José Maria Aznar, who contend that it is in NATO's interests to achieve a pact with Israel in order to tackle jointly global threats and to maintain regional stability.

Assessing the benefits

Israel will assess the efficacy of joining the Alliance considering what it foresees in the geopolitical arena, as well as threats stemming from the possible nuclearization of Iran.If Israel reaches the conclusion that an alliance will provide it with an additional layer of deterrence above and beyond its current level it will then have to decide whether to pursue the multilateral option (with NATO) or the bilateral one (with the US), or perhaps even both. In any case, either option will require a considerable Israeli effort to overcome misgivings and inhibitions, as well as active, energetic and sophisticated statecraft leveraging its capabilities to obtain its goals. If these goals prove to be out of reach, or if Israel opts to be satisfied merely with advanced levels of cooperation, then a
deepening of relations within the existing frameworks must be realized to its fullest potential, either with NATO and the new ICP or with the United States, or both.It is worthy to note that the last generation of Israeli prime ministers, at times discreetly and at times overtly, aspired to achieve a formal defense pact and alliance with the US. It seems that within the anticipated strategic reality, it is
wise to consider such an upgrade.

Operatively speaking, it would be most appropriate to utilize the final two years of the responsive Bush administration to achieve a defense pact with the United States. 3-D vision of solar storms

The US has launched a space mission to study potentially disruptive solar storms by taking three-dimensional pictures of the Sun.The rocket carrying the Solar Terrestrial Relations Observatory, or Stereo a pair of solar probes lifted off from Cape Canaveral Air Force Station in Florida on Wednesday.Stereo will take pictures of the solar outbursts so that scientists can, for the first time, pinpoint where the storms are heading.The eruptions, called coronal mass ejections, can shut down communications and navigational satellites, affect aircraft and disrupt electricity supplies as billions of tonnes of charged particles are sent streaming into space.

Right now we can only see the Sun, essentially, in just two dimensions, said Terry Kucera, Stereo's deputy project scientist. We can't tell in some cases whether coronal mass ejections are moving towards us or away from us. That's pretty fundamental.With 3-D, we'll be able to tell basic things like how fast is it going, is it speeding up or slowing down? These are important things that we need to know if we're going to be able to predict what the impact of a particular event is going to be.The satellites were launched on a Boeing-built Delta rocket, which lifted off at 8:52pm local time (0052 GMT).They were placed in a temporary, looping orbit around the Earth. On December 15, lunar gravity will slingshot the first spacecraft into a solar orbit just ahead of Earth's path.

GOLAN HEIGHTS /Israel has visibly beefed up its military presence here in the Golan Heights while neighboring Syria reportedly has placed its army on high alert and has warned it is preparing for a possible war with the Jewish state. The Israeli Defense Forces yesterday carried out the second in a series of scheduled military exercises in the Golan. IDF chief of staff Dan Halutz earlier this week made a surprise visit to the mountainous territory, which the army here said was intended to test the operational readiness and capabilities of local divisions. Since the end of Israel's war against Hezbollah in Lebanon in August, Syrian President Bashar Assad has given a series of interviews in which he warned of possible confrontations with Israel. He has stated several times he views Hezbollah's victory over Israel as proof military tactics bring results.

In recent weeks, Assad said the Syrian army was preparing for war, claiming he was worried Israel would attack his country first. We must remain ready at all times.

We have begun preparations within the framework of our options, Assad told the Kuwaiti newspaper Al-Anba. He said Israel could attack Syria at any moment and that Israeli leaders have abandoned the peace process and are seeking a war.Yossi Beyditz, head of research for the IDF's intelligence branch, told the Israeli cabinet last week the Jewish state has indications Assad is preparing his army for a confrontation with Israel. Assad has not returned the army to its pre-Lebanon war positions,Beyditz said.

Israeli officials here claim the IDF alert level in the Golan Heights has not been raised in response to Assad's recent statements and to the new Israeli intelligence estimates. They say Israel has maintained the same heightened state of alert in the Golan Heights that has been in effect since clashes with Hezbollah broke out July 12. But a tour of the Golan Heights finds multiple new army positions local residents and soldiers stationed here say were established within the past three weeks. More tanks have been patrolling the area, with several tanks setting up shop in strategic positions, according to soldiers. Makeshift military outposts have
been erected and Golan checkpoints fortified. A fence that runs along parts of the Golan-Syrian border also has been fortified, with a series of surveillance cameras newly installed. Residents in one border town told WND the new cameras were installed along the border fence two weeks ago.

Syria has noticed the beefed up IDF presence and in response has heightened its own alertness even more, according to yesterday's edition of the Qatari newspaper, Al-Watan. The newspaper said Syrian Defense Minister Hassan Turkmani ordered troops in the area to be on the ready. Syrian sources said Damascus was closely monitoring IDF activity in the Golan. The Golan Heights is strategic mountainous territory captured by the Jewish state after Syria used the terrain to attack Israel in 1967 and again
in 1973. The Heights looks down on major Syrian and Israeli population centers. Military officials here have long maintained returning the Golan Heights to Syria would grant Damascus the ability to mount an effective ground invasion of the Jewish state.

Damascus prepping public for war

Security officials here told WND there have been indications the past few weeks Syria is seeking to launch a provocation. Besides Assad's statements, the officials say state-run Syrian media have been broadcasting regular warlike messages unseen since the 1973 Yom Kippur War, in which Syria and Egypt launched invasions from the Golan and the Sinai desert. The tone [in Syria] is one of preparing the public for a war,said a senior security official. He said any Syrian provocation would likely be coordinated with Iran. Tehran and Damascus, which both support Hezbollah, have signed several military pacts. Reuven Erlich, a Syrian expert and director of the Intelligence and Terrorism Information Center at Israel's Center for Special Studies, told WND Assad's threats are to be taken seriously. Assad's support for terrorism, for the insurgency in Iraq, for Hezbollah and his alliance with Iran are all indication of the direction in which Syria is headed. Assad needs to demonstrate he is willing to sue for peace, but everything seems to indicate the opposite. Especially following the war in Lebanon,Erlich said.

Reports: Syria to form own Hezbollah

In July, WND first reported Syria is forming its own Hezbollah-like guerrilla organization to attack Israeli positions in the Golan Heights, according to a senior Baath party official. The Baath official told WND Syria learned from Hezbollah's military campaign against Israel that fighting is more effective than peace negotiations with regard to gaining territory. Hezbollah claims its goal is to
liberate the Shebaa Farms, a small, 12-square-mile bloc situated between Syria, Lebanon and Israel. The cease-fire resolution accepted by Israel to end its military campaign in Lebanon calls for negotiations leading to Israel's relinquishing of the Shebaa Farms. The official told WND Syria's new Front for the Liberation of the Golan Heights was formed in June and that the group consists of Syrian volunteers, many from the Syrian border with Turkey and from Palestinian refugee camps near Damascus. He said Syria held registration for volunteers to join the Front in June.

One week after the WND article detailing the claimed group was published, state-run Al-Alam Iranian television featured an interview with a man who identified himself as the leader of the new Front for the Liberation of the Golan. The man, whose features were blocked out, said his new group consists of hundreds of fighters who are training for guerrilla-like raids against Israeli positions in and near the Golan. He claimed the Front has opened several training camps inside Syria. Last month, Amos Yadlin, head of the IDF's intelligence branch, told the Knesset Syria is in the early stages of forming a Hezbollah-like group.

In the past couple of weeks, I've been asked about the implications of North Korea's test of a nuclear weapon. I'm convinced it represents a significant threat to free nations around the world, including Israel. Let's look at the facts. It is well-known that North Korea supplies weapons to terrorists and terror supporting countries worldwide. One of these is Israel's neighbor, Iran, whose leader, president Ahmadinejad, repeatedly calls for the destruction of the Jewish state. For this reason, Israel which understands fully the threat posed by a nuclear Iran has been working hard to rally opposition to North Korea, knowing that a strong response could deter Iran from its deadly pursuit of nuclear weapons, while a weak one could embolden it. There is another piece to this puzzle. Just as North Korea supplies Iran, Iran regularly funnels arms and provides financial aid and training to terrorist groups like Hezbollah and Hamas. These in turn launch their attacks against Israel from her own back yard that is, Gaza and Lebanon. The threat of newer, more powerful, even nuclear, weapons in the hands of the terrorists next door poses a grave danger to Israel's security.

Today, the threat from North Korea and Iran extends beyond Americans concern for Israel, one of its closest allies. For a long time, Americans felt immune from attack on our own soil. But 9/11 changed all that. While some question whether a North Korean missile could reach the U.S., in this day and age such a strike wouldn't even be necessary the same thing could be accomplished by having terrorists infiltrate the U.S with a portable nuclear weapon. The horrors of 9/11 would pale in comparison to such a deadly attack.

In light of these sobering realities, I ask you today to continue your prayers for the peace of Jerusalem, America and the entire world. Even as government officials work through diplomatic channels to alleviate the threats of North Korea and Iran, and our armies stand poised to protect us, let us remember none can give us more protection than the true Guardian of Israel, God Himself the One of whom it is said, He who watches over Israel neither slumbers nor sleeps (Psalm 121:4).

EU's Solana: Mideast Road Map Peace Plan Stalled

Javier Solana, the European Union's foreign policy chief held talks Thursday with senior Israeli and Palestinian leaders in Israel and the Palestinian territories. Mr. Solana says Mideast peace efforts are stalled. Javier Solana urged Israeli leaders to stop building illegal settlements in the West Bank, reopen a crucial border crossing, and expressed concern over comments made to him by an Israeli politician about the permanence of West Bank settlements. The EU foreign policy chief says there is no question that mideast peace efforts are now stalled. As far as the Israeli Palestinian peace process, we have the feeling that it is now stalled, he said. We would very much to see if we can with cooperation of all the parties to see if some movement can be put in place to give not only hope for the people but also realities on the ground.

Solana urged Israel to reopen the Rafah border crossing between the Gaza Strip and Egypt, which Israel has closed for security reasons. He also said he is concerned about comments made to him by member of the Israeli cabinet who reportedly told the EU diplomat that Israel has no plans to remove West Bank settlements or outposts, as called for under the road map peace plan. Solana was apparently referring to Avigdor Lieberman, the leader of a far right political party that advocates annexing the settlements and expelling large numbers of Israeli Arab citizens. Lieberman who held talks with Solana on Wednesday joined Israel's cabinet this week. Under the road map plan, Israel is to stop building settlements and Palestinians are to stop terrorist attacks against Israelis measures aimed at leading to negotiations toward a two-state solution.Solana's comments came at a news conference with Israeli Foreign Minister Tzipi Livni, who said Israel is still committed to the road map peace plan, but Israelis are increasingly concerned about whether they will ever have a reliable partner for peace in the Palestinian territories.

Unfortunately the situation on the ground in the Gaza Strip sends the wrong message to Israelis to those who supported disengagement I believe those Palestinians who want to live in a state of their own and who believe in a two-state solution should take responsibility and act in order to help us and help all those moderates in the region,she said. Following his talks with Israeli officials, Solana traveled to the West Bank city of Ramallah for talks with Palestinian President Mahmoud Abbas. Aides traveling with the EU diplomat said he would urge the Palestinian leader to move forward with plans to create a Palestinian unity government which could begin to receive international aid. Nearly all international aid to the Palestinians has been suspended since Hamas, which refuses to recognize Israel, took control of the Palestinian Authority following parliamentary elections earlier this year.

Hawaii reports strong quake, no tsunami alert Wed Oct 25, 9:58 AM ET

SAN FRANCISCO (Reuters) - A 6.3 magnitude earthquake struck off Hawaii on Sunday morning, with shaking and power outages felt as far as 150 miles away on the island of Oahu, but no tsunami warnings were in effect, agencies reported. The U.S. Geological Survey said the area off Oahu's west coast was hit by a series of quakes, the strongest of which registered a magnitude of 6.3. The USGS considers an earthquake of that magnitude to be strong.There were no immediate reports of injuries, scattered reports of damage but power outages were widespread.There is no tsunami warning in place, said Victor Sardina, a geophysicist at the PacificTsunami Warning Center said.We had a power supply outage and we're running on power backup, Sardina said by telephone.

This whole area was shaken up. It was pretty strong shaking.

Seismologists warned of aftershocks through Monday.The Honolulu Advertiser reported on its Web site that Honolulu International Airport was closed, there were landslides in Hamakua and Kealakekua and major damage at Kona Hospital, the Honokaa Long-term Care Facility and the Royal Kona Resort.Stuart Koyanagi, another geophysicist at the tsunami warning center, said he knew the 6.3 magnitude earthquake, followed seven minutes later by a 5.8 magnitude temblor, would rattle nerves throughout the Hawaiian islands.

It was felt pretty sharply even on Oahu, Koyanagi said.If the center receives reports of an earthquake approaching magnitude 7, it may issue a local tsunami warning, Koyanagi said.

YELLOWSTONE NATIONAL PARK, Wyo. - A swarm of more than 70 small earthquakes shook the ground near Old Faithful geyser earlier this month.

The largest was a magnitude 2.4, barely enough to be felt. The swarm of 74 quakes lasted several hours Oct. 14, according to information released by the Yellowstone Volcano Observatory. The tight cluster of earthquakes was moderate compared with others in Yellowstone's past, including one in April 2004 in which more than 400 earthquakes were recorded over three days.It piques our curiosity, but it's not out of the range of normal behavior, Henry Heasler, Yellowstone's principal geologist, said of the Oct. 14 activities.Park officials said the earthquakes were more likely caused by the underground movement of hot water and gas, rather than the migration of magma.The largest swarm recorded in Yellowstone was in the fall of 1985 when about 1,800 earthquakes were registered, ranging in magnitude from 1 to 4.9. Around the same time, the huge Yellowstone caldera stopped slowly rising and began slowly falling.

SAN JOSE DEL CABO, Mexico - A weakening Tropical Storm Paul swirled just south of Mexico's Baja California peninsula Wednesday, forcing the evacuation of shantytown residents on a stretch of coastline famed for its golf courses and beaches.

The tropical storm, which weakened from a hurricane Tuesday, had top winds near 45 mph. The storm was expected to weaken further before hitting land Thursday near the resort of Mazatlan on Mexico's mainland Pacific coast.While the threat of damage from the storm had diminished, the National Hurricane Center in Miami warned it could dump up to 10 inches of rain, causing flash flooding and landslides.On Wednesday morning, Tropical Storm Paul was located 70 miles east of Cabo San Lucas and 180 miles west of Mazatlan. It was moving northeast at 14 mph.Paul's maximum sustained winds had reached 110 mph Monday, making it a Category 2 hurricane and the third hurricane to threaten Baja California this season.

The storm has killed one person and left another person missing.

A 23-year-old Mexican fisherman died Monday after he slipped off rocks into rough seas in the coastal community of Todos Santos, north of Los Cabos, said Baja California Sur civil defense director Jose Gajon.Off the coast of Cabo San Lucas, officials were searching for the body of an American who was swept away by the waves while he was walking along the beach with his wife and sister.Gilberto Guzman, manager of the SolMar Hotel, identified the missing tourist as John Skoor, 65, of Moses Lake, Wash. Guzman said an enormous wave swept Skoor and his sister out to sea late Monday. Hotel staff were able to save the sister.

San Jose del Cabo and Cabo San Lucas are popular with sports fishermen and celebrities and famous for world-class golf courses and beaches flanked by cactus-dotted deserts.On Tuesday, streets were flooded with ankle-deep water in Cabo San Lucas, where authorities closed schools and opened eight shelters. Later police drove through neighborhoods, calling on people to take refuge.City government spokesman Jorge Castaneda said there had been plans to evacuate at least 1,000 residents, most from shantytowns in areas at high risk for flooding, but in the end only about 100 went to shelters.Guadalupe Herrera preferred to stay in her wooden shack. If we leave our house alone, we will be robbed,she said.

Tourists were taking the wet weather in stride.

Hurricane John battered Baja California, killing five people and destroying 160 homes, while Hurricane Lane hit the resort town of Mazatlan, causing relatively minor damage.

Both Atlantic and Pacific hurricane seasons, which end Nov. 30, have been normal this year, said Dennis Feltgen, a meteorologist at the National Weather Service, adding that the U.S. has been fortunate to not be hit by any of the five hurricanes in 2006. We must unite to battle radical Islam

The Western world is facing an existential fight for survival against Islamic extremism, and both Christians and Jews need to unite against this common threat, a prominent American Evangelical Christian leader said this weekend.

No thinking person can refuse to see that Western civilization is in a fight for its survival against radical Islam, and that the future of what we know as Western civilization is at stake here, said Rev. Robert Stearns, executive director of the New York-based Eagles' Wings Ministry in an interview with The Jerusalem Post. Stearns, who has been a driving force in Israel's burgeoning relations with the Evangelical Christian world, said that the real threat posed by Islamic fundamentalism required that Christians and Jews unite in this struggle, irrespective of their differences on social issues.

This is not just an issue of religious Christians and right-wing Israelis, but should be of concern to anyone who values the democratic way of life, Stearns said. No matter how much some might not like this alliance, they have to set aside lesser issues because this is a question of survival, he added, in an indirect aside at critics of the close bond that has been formed between Bible-believing Christians and Jews. The alliance between Israel and the Evangelical Christian world has been given the cold shoulder by the predominantly liberal American Jewish leadership, whose outlook on social matters, such as abortion, the separation of church and state and school prayer, are 180 degrees to the left of the Christian Right in America. The Evangelical leader, who was the brainchild and founder of a program which brings dozens of Christian students to Israel for a month over the summer in what has been dubbed the Christian birthright said in the interview that the criticism of Israel among mainstream Christian denominations is a flagrant misreading of Scripture and the result of political pressures.

He asserted that many of the mainstream Protestant Churches who typically opposed Israel are those whose membership was significantly declining. His comments come two months after a public dispute between the Latin Patriarch of Jerusalem and Evangelical Christian leaders in the Holy Land over their hard core support for the State of Israel after the Patriarch issued a proclamation which stated that the Evangelical Christians were leading the world to Armageddon. If there is worry about people leading the world to Armageddon, they really need to talk to the president of Iran, Stearns said. The recent remarks against Christian Zionists served to highlight the two opposing camps in the Christian world, and the deep divide between avid Christian supporters of Israel on the one hand, led by the Evangelicals, and Christian supporters of the Palestinians on the other, a schism which has only deepened over the last decade as the former's ties with Israel began to increase considerably. In the interview, Stearns, who was also behind the launching of an annual Day of Prayer marked by as many as 30 million Christians in 100,000 churches in over 100 nations around the world, revealed that he only got interested in Israel during a visit a decade and a half ago.

Stearns's fascination with Israel, which changed his whole theological worldview, was spurred by an impromptu visit to the Western Wall at the time, which he made at the invitation of a Toronto-born yeshiva student who managed a small Jerusalem bookstore which the American pastor frequented for English newspapers during his stay. The visit to the site turned out to be a theological and philosophical turning point for the young pastor from upstate New York, who had previously only been involved in local church activity, and whose only contact with the Holy Land before that had been through a Jerusalem-based Evangelical organization, the International Christian Embassy in Jerusalem.

I saw people praying to the God of Abraham, Isaac and Jacob and thought to myself: that is the God I pray to ,only they have been praying for thousands of years before my God came along, he said. I understood that the continuity of God's plan did not spring forth in a vacuum but came from a chosen people the Jews- and a consecrated place Israel,he added. Ending another of many visits to Israel this weekend, Stearns leaves the Holy Land with one main focus: to mobilize the global Evangelical Church on Israel's behalf, and to bring thousands of Christian students to Israel to solidify their faith-based support for the Jewish state.

Evangelist Rev. Graham blasts Islam, vows to rebuild churches in Sudan

The Rev. Franklin Graham, a Christian evangelist whose criticism of Islam has frequently outraged Muslims, said Islam teaches its followers to persecute others until they convert, with the aim being total domination. Graham's comments, reported in The News & Observer, came as the evangelist said he plans to rebuild hundreds of churches that have been destroyed by the Sudanese government and its allied militias. There's a war taking place against the church of Jesus Christ in Africa, Graham said, arguing that the battle pits Muslims against Christians in countries such as Ethiopia and Sudan. (AP)

It was the day that a host of BBC executives and star presenters admitted what critics have been telling them for years:

the BBC is dominated by trendy, Left-leaning liberals who are biased against Christianity and in favour of multiculturalism. A leaked account of an impartiality summit called by BBC chairman Michael Grade, is certain to lead to a new row about the BBC and its reporting on key issues, especially concerning Muslims and the war on terror. It reveals that executives would let the Bible be thrown into a dustbin on a TV comedy show, but not the Koran, and that they would broadcast an interview with Osama Bin Laden if given the opportunity. Further, it discloses that the BBC's diversity tsar, wants Muslim women newsreaders to be allowed to wear veils when on air.

At the secret meeting in London last month, which was hosted by veteran broadcaster Sue Lawley, BBC executives admitted the corporation is dominated by homosexuals and people from ethnic minorities, deliberately promotes multiculturalism, is anti-American, anti-countryside and more sensitive to the feelings of Muslims than Christians. One veteran BBC executive said:

There was widespread acknowledgement that we may have gone too far in the direction of political correctness. Unfortunately, much of it is so deeply embedded in the BBC's culture, that it is very hard to change it. In one of a series of discussions, executives were asked to rule on how they would react if the controversial comedian Sacha Baron Cohen known for his offensive characters Ali G and Borat was a guest on the programme Room 101.

On the show, celebrities are invited to throw their pet hates into a dustbin and it was imagined that Baron Cohen chose some kosher food, the Archbishop of Canterbury, a Bible and the Koran.

Nearly everyone at the summit, including the show's actual producer and the BBC's head of drama, Alan Yentob, agreed they could all be thrown into the bin, except the Koran for fear of offending Muslims.In a debate on whether the BBC should interview Osama Bin Laden if he approached them, it was decided the Al Qaeda leader would be given a platform to explain his views. And the BBC's diversity tsar, Mary Fitzpatrick, said women newsreaders should be able to wear whatever they wanted while on TV, including veils. Ms Fitzpatrick spoke out after criticism was raised at the summit of TV newsreader Fiona Bruce, who recently wore on air a necklace with a cross.

The full account of the meeting shows how senior BBC figures queued up to lambast their employer. Political pundit Andrew Marr said: The BBC is not impartial or neutral. It's a publicly funded, urban organisation with an abnormally large number of young people, ethnic minorities and gay people. It has a liberal bias not so much a party-political bias. It is better expressed as a cultural liberal bias.

Washington correspondent Justin Webb said that the BBC is so biased against America that deputy director general Mark Byford had secretly agreed to help him to correct, it in his reports. Webb added that the BBC treated America with scorn and derision and gave it no moral weight. Former BBC business editor Jeff Randall said he complained to a very senior news executive, about the BBC's pro-multicultural stance but was given the reply: The BBC is not neutral in multiculturalism: it believes in it and it promotes it.

Randall also told how he once wore Union Jack cufflinks to work but was rebuked with: You can't do that, that's like the National Front! Quoting a George Orwell observation, Randall said that the BBC was full of intellectuals who would rather steal from a poor box than stand to attention during God Save The King. There was another heated debate when the summit discussed whether the BBC was too sensitive about criticising black families for failing to take responsibility for their children.

Head of news Helen Boaden disclosed that a Radio 4 programme which blamed black youths at a young offenders, institution for bullying white inmates faced the axe until she stepped in. But Ms Fitzpatrick, who has said that the BBC should not use white reporters in non-white countries, argued it had a duty to contextualise why black youngsters behaved in such a way. Andrew Marr told The Mail on Sunday last night: The BBC must always try to reflect Britain, which is mostly a provincial, middle-of-the-road country. Britain is not a mirror image of the BBC or the people who work for it.

Harper pledges continued support for Israel

TORONTO - In his first formal address to the Jewish community since being elected prime minister, Stephen Harper reinforced his strong support for Israel and its right to defend itself.When it comes to dealing with a war between Israel and a terrorist organization, this country and this government cannot and will never be neutral,Harper told B’nai Brith Canada’s annual awards dinner last week, eliciting a standing ovation from more than 1,000 politicians, businesspeople and Jewish community leaders.

The Oct. 18 Award of Merit ceremony, held at the Sheraton Centre Hotel in Toronto, was organized to pay tribute to Walter Arbib and Surjit Babra, the president and CEO, respectively, of the SkyLink Group of Companies for their contributions to Canadian society.

After thanking Arbib, who is Jewish, and his partner Babra, who is Sikh, for their philanthropy and hard work, Harper took the opportunity to assure the Jewish community that even in the face of harsh criticism from the opposition for calling Israel’s response to Hezbollah’s kidnapping of Israeli soldiers last July measured, his government will continue to support Israel’s fight against terror.

Harper refrained from labelling the Liberal party anti-Israel, which he did earlier this month in response to Liberal leadership candidate Michael Ignatieff’s comments that Israel’s strike on the Lebanese village of Qana during the conflict with Hezbollah was a war crime.Instead, the prime minister told the crowd that Israel can count on Canada’s steadfast support, encouragement and friendship,and he urged all Canadians to be guided by our values: freedom, democracy, human rights, the rule of law and the uncompromising opposition to terrorism.

The State of Israel, a democratic nation, was attacked by Hezbollah, a terrorist organization. In fact, a terrorist organization listed illegal in this country, Harper said, noting that Canada is fighting terrorists in Afghanistan and that police have arrested a group of alleged terrorist plotters in Toronto.I understand that with the news reports of the day, and the sound of battle, the images of
destruction and the suffering of innocents, it is sometimes difficult to see and keep the focus on what is truly at stake. But the fact is this: those who attacked Israel, and those who sponsored such attacks, don’t seek merely to gain some leverage, to alter some boundary or to right some wrong. They seek what they and those like them have always sought: the destruction of Israel and the destruction of the Jewish people. Those who seek to destroy the Jews, who seek to destroy Israel, will for the same reason ultimately seek to destroy us all, and that, my friends, is why Canada’s new government has reacted with speed and spoken with clarity on recent events in the Middle East.

Harper dismissed claims that his stance on the Middle East is a departure from what some describe as Canada’s traditional role in foreign affairs.Some have claimed that this is charting a radical new course in foreign affairs. That is simply not accurate, he said.

Some Labor ministers say the party should object because of what they say are Lieberman's extreme anti-Arab views. But, other Labor ministers favor staying in the coalition to maintain political stability.Israeli media report that Mr. Olmert offered Peretz several incentives to remain in the government during a meeting Tuesday night. Lieberman's party calls for annexing Israeli settlements in the West Bank and excluding Israeli Arabs towns from Israel's final borders.Labor objects to stripping Israeli Arabs of their citizenship.Under the coalition deal with Mr. Olmert, Lieberman would become a deputy prime minister in charge of monitoring strategic threats facing Israel. Spain says Mideast road map stalled

MADRID, Spain - A leading European voice on the Middle East said Tuesday that the road map for peace in the long-suffering region had fatally stalled, but Israeli and Palestinian officials were quick to brand his comments as overly pessimistic.Spanish Foreign Minister Miguel Angel Moratinos told a parliamentary panel in Madrid that Europe has a historic opportunity to take the lead in pushing for a fresh approach to the conflict, and that negotiations should include Syria and take into account the Iranian nuclear dispute.Moratinos said Europe must lead the effort to push both sides back to the table, working in conjunction with the United States.

It is necessary that this diplomatic initiative be led by the European Union, not with small, gradual steps, but with a major initiative that has great scope,said Moratinos.Everyone agrees that sooner or later there will be a peace conference.He hinted it was too late to revive the U.S.-backed blueprint for peace known as the road map.I don't think the road map is the best path to get out of the stagnation. I don't think it is in condition now to resurrect the Middle East peace process, nor do I think small confidence-building measures can work,said Moratinos, a one-time EU envoy to the Middle East with wide connections in the region.Those comments succeeded in bringing Israeli and Palestinian officials together on at least one thing: Both sides rejected his take on the conflict and leapt to the defense of the Washington-backed peace blueprint, saying it still offered the best way forward.

I don't think we can term anything dead or alive. The road map is there, but if Miguel Moratinos will call for a mechanism to implement it, we will appreciate this, Palestinian negotiator Saeb Erekat, a confidant of moderate Palestinian President Mahmoud Abbas, told The Associated Press. We don't need to reinvent the wheel, we just need there to be a mechanism to implement it. There will not be a solution without the road map.Israeli Foreign Ministry spokesman Mark Regev agreed.The way forward is through the road map which is the international community's consensus document on how to move forward in the Middle East peace process, he said, blaming the Palestinian side for not embracing the plan.In Washington, the State Department spokesman Sean McCormack said the idea has been bouncing around. The U.S. focus right now, he said, is working with Abbas to build up security forces and with the Israeli government to keep open more crossings.

It would also help reassure the Israeli government regarding attacks on its territory emanating from Gaza, McCormack said.But most important, he said, is the Palestinian government must overcome its failure to meet the criteria for peacemaking set by the United States, the European Union, the United Nations and Russia.He referred to demands Hamas renounce violence and accept Israel's right to exist. That's a condition for any sort of engagement with the international community,the U.S. official said.Britain's Foreign Office said London still believes the road map is the best way forward.

The road map, launched in 2003, envisioned a Palestinian state alongside Israel but stalled almost from the outset because neither side met the initial commitments. Relations between the Israelis and Palestinians soured further following the election of a Hamas-led Palestinian government earlier this year.

He did not specify whether he felt Iran should be directly involved in the talks.

MK Gabbai: Israeli Sovereignty Eroding in Jerusalem´s Old City

Following a tour led by Jewish residents of the Old City, MK Eli Gabbai said Tuesday that Israeli sovereignty in the heart of the capital is deteriorating.There is an ongoing undermining of Israeli sovereignty in large sections within the Old City of Jerusalem, according to Knesset Member Gabbai (National Union-National Religious Party). Gabbai, chairman of the legislature's Jerusalem Lobby, was given a walking tour of the Old City by Jewish residents of the Muslim Quarter. Gabbai said the tour revealed to him the weakness and the willful blindness of the municipality and of the police in enforcing the law in the ancient walled area of the city.

The chronic lawbreaking among the city's Arab residents, as cited by their Jewish neighbors, takes the form of illegal construction, large outdoor events held without a license, unauthorized sellers stands which are a security and safety danger to the public as well as the operation of mosque loudspeakers at unusual times and at high volume.

In contrast to its apparent inability to enforce the law against Arab residents of Jerusalem's Old City, MK Gabbai said, the police and municipality have instituted ever more regulations limiting the freedom of movement of many Jews in the city. For example, during the just-ended Muslim holy month of Ramadan, the 800 Jews living in the Muslim Quarter of the Old City were instructed by the Jerusalem police not to leave their homes without prior coordination during the evening hours.

This restriction was announced because of the large number of celebrants including many hostile ones returning from the Temple Mount each night of the month-long Muslim holiday.Furthermore, the Ministry of Education has forbidden any school trips, including those with armed escorts, from entering the Muslim Quarter despite the presence of its 800 Jews.

The Jewish residents of the quarter also complained to MK Gabbai about a lack of basic services, such as mail delivery, in their area of the Old City. For his part, Gabbai promised the Jewish residents of the Muslim Quarter that he would do all in his power to halt the dangerous erosion of Israeli sovereignty in the nation's capital.Gabbai can be emailed at .

Over the last few weeks, the Israeli government has changed dramatically, as manifested by Yisrael Beiteinu leader Avigdor Lieberman's entry into the coalition. But the dispute over the personality and outlook of the minister-to-be for strategic threats has concealed a more important and more interesting change: Prime Minister Ehud Olmert has adopted the positions of Likud Chairman Benjamin Netanyahu. Whoever doesn't believe this to be the case should read the speeches Olmert and Netanyahu gave in the Knesset when the government was sworn in about six months ago. At the time, Olmert spoke about setting the state's border and evacuating settlements in the West Bank as the lifeline of Zionism, and Netanyahu told him to concentrate on the Iranian threat instead of moving settlers from one hilltop to another.

Now Olmert is carrying out the Netanyahu policy, point by point. The prime minister is sending veiled threats to Iran, burying the convergence plan and allowing accelerated construction in settlements. His social-economic policy, too, was copied from Netanyahu. Who needs a social welfare minister? Let the poor get a job and stop making demands. Something similar happened to Ariel Sharon when he was stuck without an agenda after the 2003 elections and adopted the proposal of his rival, Amram Mitzna, for a unilateral withdrawal from Gaza. But there is a difference. Mitzna left politics after he lost at the polls, while Netanyahu remains and is steering government policy from the opposition benches. The hands are the hands of Ehud, but the voice is the voice of Bibi.

So what happened? One can argue that the war in Lebanon and the events in Gaza opened Olmert's eyes and made him recognize that his understanding of the threats facing Israel was mistaken. Nonetheless, it appears that political constraints and the prime minister's personality structure were a greater influence. The strategic threat to Olmert's term of office is not Iranian President Mahmoud Ahmadinejad and his calls to eliminate the Zionist regime, but rather the potential desertion of 11 MKs from Kadima back to the Likud. Only such a move would translate Netanyahu's advantage in the polls to a change of government. In order to foil him, Olmert executed a double maneuver: He stole his rival's positions in order to rule out an ideological excuse on the part of the swing MKs in Kadima - and he split the right-wing camp by bringing Lieberman into the government. The emphasis on the Iranian threat had another function as well: to lock up Amir Peretz and prevent his Labor Party from fleeing the coalition. When the state faces existential danger, as Olmert put it, you don't evade responsibility for its fate.

Those who compared Olmert to Netanyahu and Ehud Barak over the last few months do not understand the prime minister. Olmert does not have their intellectual pretension. Perhaps in the depths of his fortified residence he reads books, listens to symphonies and solves mathematical equations. But the Olmert public persona speaks only about soccer, not Winston Churchill or Charles de Gaulle.

Olmert compensates for his inferiority by quoting from encyclopedias with cunning and with emotional intelligence.

He is a far better political operator than Barak or Netanyahu, and not only because of his astonishing success in surviving the war and acquiring Lieberman at a good price. Olmert is more disciplined than they are, and even during the abyss of his fall in the polls, he controlled himself and did not get dragged into giving radio interviews on morning programs a clear sign of political collapse.

Olmert's weak point is his sensitivity to challenges to his masculinity. Netanyahu understood this when he called him Smolmert (a combination of the premier's name and the Hebrew word for left) during the election campaign. Ever since then the prime minister has made an effort to prove his courage and show that he is the distaff of the left. This has led to Olmert's tendency to use force, to get embroiled in a war with Hezbollah chief Hassan Nasrallah and into total chaos on the Palestinian front and, it appears, to relinquish the positions that he presented to the public when he was elected, and return to being a Likudnik.
