Vietnam's typhoon death toll hits 41 2 hours, 35 minutes ago

HANOI, Vietnam - A powerful typhoon that slammed into Vietnam's central coast over the weekend killed at least 41 people and forced tens of thousands from their homes, disaster officials said Tuesday.Typhoon Xangsane hit the port city of Danang especially hard. Twenty-six people were killed in Danang, most when their homes collapsed, city disaster official Huynh Van Thang said.

The toll could rise as reports of casualties were still coming in from districts where communications were poor.In neighboring province of Quang Nam, 12 people were killed, deputy provincial governor Nguyen Ngoc Quang said Tuesday.

Two people were killed and another was still missing in Quang Tri province, and another was killed in Quang Binh province, according to the National Floods and Storms Control Committee.Before wreaking havoc in Vietnam, Xangsane struck the Philippines late last week, killing at least 78 people and leaving 69 missing.In Vietnam, many in hard-hit areas found their homes demolished, while others discovered they still had foundations upon which to rebuild. Virtually everyone along the coast from Danang to the ancient city of Hoi An will have some rebuilding to do.When I returned home, there was nothing left,Pham Thi Thanh of Son Tra District in Danang said Monday. Luckily, all my four family members are safe.Soldiers were mobilized to help villagers clean up and repair their homes, officials said.

291 dead, missing in Philippines storms

Manila (dpa) - The death toll in continuing bad weather in the Philippines, including a powerful typhoon that battered a large portion of the country last week, has reached to 219, disaster relief and local officials said Tuesday. Seventy-two people were still reported missing in landslides caused by typhoon Xangsane in the provinces of Cavite, Laguna, Batangas, Rizal and Quezon, an industrial area collectively called Calabarzon just outside Manila. The Calabarzon area has so far posted the most number of killed at 147, including six people who died in flashfloods and landslides in Antipolo City and Teresa town in Rizal on Monday evening following continuous heavy rains.

Twenty-three people were also killed when a passenger mini-bus sank in a swollen river in the central province of Iloilo on Monday, police said. Seventeen others were reported missing in the accident. While Xangsane has already left the Philippines, the weather bureau said the continuing bad weather was due to a new storm skirting the country's extreme northern region and the southwest monsoon. The new storm, packing maximum sustained winds of 85 kilometres an hour and gusts of up to 199 kilometres an hour, was spawning a surge of strong winds and enhancing the south-west monsoon, causing the heavy rains, the bureau added.

Xangsane, the worst typhoon to hit metropolitan Manila in a decade, also killed 25 people in the eastern region of Bicol, nine in the capital, 11 in the central region of Visayas, and four in northern provinces. The typhoon destroyed 1.33 billion pesos (20.66 million dollars) worth of crops and infrastructure, including 208,442 houses and thousands of school buildings. More than 96,000 people were staying in evacuation centres.

Thai floods kill 13: UN Mon Oct 2, 1:00 PM ET

GENEVA (AFP) - Thirteen people have been killed and tens of thousands affected by floods sparked by heavy rain across a swathe of Thailand, the United Nations' emergency aid agency has said. The UN Office for the Coordination of Humanitarian Affairs (OCHA) said Monday that 26 homes have been totally destroyed and more than 1,200 partially damaged.More than 1,400 roads and 179 bridges have been destroyed, OCHA said Monday.The total amount of damage from initial surveys by local authorities is estimated at 4.3 million dollars (3.35 million euros), it said.

The flooding began after a series of tropical depressions began moving across Thailand in recent weeks, and has affected almost 945,000 people.Eighteen provinces are still inundated, with water levels remaining high in key rivers.The Thai government is running its own aid effort and has not requested any international assistance, OCHA said.

SINGAPORE, Oct 3 (Reuters) - Forest fires in Indonesia have sent air pollution to the highest level in Singapore this year, the National Environment Agency said on its Web site.The agency said south-southwesterly winds had helped blow smoke from land and forest fires in Jambi and South Sumatra to Singapore, obscuring sunlight and reducing temperatures and visibility.The city-state's Pollutants Standards Index (PSI) level reached 73 on Monday although rain could bring some relief, the agency said. A PSI reading between zero and 50 is considered healthy, 51-100 moderate and 101-200 unhealthy.Each year, uncontrolled slash-and-burn practices by farmers, plantation owners and loggers on the Indonesian islands sends billows of smoke to Singapore, Malaysia and southern Thailand.The current dry weather conditions in southern parts of Sumatra are expected to persist until mid-October, the NEA said. EU welcomes autonomy plan for Internet governance

BRUSSELS (Reuters) - The European Commission welcomed on Monday U.S. government moves to make the company that manages Internet domain names independent by 2009, but said it would monitor the process carefully.The Internet Corporation for Assigned Names and Numbers (ICANN), which controls addresses including .com and country domain names such as .cn for China, now reports to the U.S.Commerce Department.On Friday, the Commerce Department said it would retain oversight for three more years, renewing an agreement that was scheduled to expire last weekend.

But a lighter regime was introduced, with ICANN no longer having to file reports with the Commerce Department every six months or having its work prescribed for it, the European Commission said.A new and final chapter opened this weekend. We welcome that ICANN will be set free in a process over the next three years,Commission spokesman Martin Selmayr told a news briefing.The Commission criticized ICANN's decision this year to reject a new .xxx Internet domain for pornography sites, saying that was U.S. political interference in the Web's governance.The United States has fought off attempts to wrest control of the domain-name system from the Commerce Department.

Condoleezza Rice in Saudi Arabia on first stage of Mideast tour Mon Oct 2, 2:05 PM ET

JEDDAH, Saudi Arabia (AFP) - United States Secretary of State Condoleezza Rice arrived in Saudi Arabia, on the first leg of a Middle East tour, for talks with King Abdullah and Foreign Minister Saud al-Faisal. Rice, who landed in the western Saudi city of Jeddah, was expected to focus on relaunching the moribund Middle East peace process and ran's nuclear aims.Saudi leaders will appeal to Ms. Rice to relaunch the Middle East peace process and to firm up George W. Bush's vision of two states, Israeli and Palestinian,a Saudi official told AFP on condition of anonymity.Iran's nuclear program and the crisis in Lebanon were also to figure on the agenda, he said.

On the aircraft to Jeddah, Rice told journalists she intended to hold talks with King Abdullah about ways to help Palestinian president Mahmud Abbas and Lebanese Prime Minister Fuad Siniora.Saudi Arabia has offered a total of 1.5 billion dollars (1.17 billion euros) to the effort to rebuild Lebanon following the July-August conflict between Israel and the Shiite Hezbollah movement.

Israelis say they'll attack if America, UK refuse to act


The Bush administration and the British government are under increasing pressure from the Israelis to conduct an illegal air strike against Iran's nuclear facilities, according to a number of reports in Europe's largest newspapers. In London, The Sunday Telegraph and the daily Telegraph have reported that war clouds are spreading as Iran continues its nuclear development and Israel reacts to it. According to The Sunday Telegraph Israel has appointed Maj. Gen. Elyezer Shkedy, commander of the Israeli air force, to direct military action against Tehran. Meanwhile, the Telegraph reports that Britain is holding secret talks at which senior defense chiefs and government officials will consider the consequences of an attack on Iran.

The Pentagon is also drawing up plans for an attack. U.S. military ground forces are already bogged down in Afghanistan and Iraq, and in dozens of other deployments abroad. Still, irresponsible air strikes against Iran's nuclear sites, which would inevitably result in massive, insoluble geopolitical, military, energy and economic problems, are planned by Bush administration numbskulls.

Israel, as usual, is counting on U.S. backing-and it is making it obvious that if there is no strike on Iran it will act on its own. In a recent visit to the United States, former Israeli Prime Minister Benjamin Netanyahu warned friend and foe alike that Israel is prepared to take on any country or combination of countries to protect itself. The Israelis refer to the Iran Front, The Sunday Telegraph reports. Israel is becoming extremely concerned now with what they see as Iran's delaying tactics,an Israeli-Iran analyst told the newspaper. The [Israeli] planners think negotiations are going nowhere, and Iran is becoming a major danger for Israel. Now they are getting ready for living with a nuclear Iran or letting the military take care of it.

According to the British publication Gen. Shkedy will coordinate the intelligence gathered by Israel's foreign spy agency Mossad and military sources, in order to draw up battle plans. . . . He will command the campaign from a ‘hot seat' in the Israeli army's headquarters in Tel Aviv. Uri Dromi, a former air force colonel and analyst, told The Sunday Telegraph: It's natural that Shkedy is nominated in this role, because the air force is Israel's only force that can reach and sustain a military operation against Iran. . . .Everyone is playing with dates and time frames . . . but the list of options is becoming shorter. I think we have one year open [to launch military action].Israel reportedly has an arsenal of at least 200 nuclear warheads and as many as 400. The Telegraph reported wishfully:

[It is] believed that an American-led attack, designed to destroy Iran's ability to develop a nuclear bomb, is inevitable if Tehran's leaders fail to comply with United Nations' demands to freeze their uranium enrichment program..Tactical Tomahawk cruise missiles fired from U.S. Navy ships and submarines in the gulf would, it is believed, target Iran's air defense systems at the nuclear installations. That would enable attacks by B2 Stealth bombers equipped with eight 4,500-pound enhanced BLU-28 satellite-guided bunker busting bombs, flying from Diego Garcia, the isolated U.S. Navy base in the Indian Ocean, RAF [Royal Air Force] base Fairford in Gloucestershire and Whiteman USAF base in Missouri. It is understood that any direct British involvement in an attack would be limited but may extend to the use of the RAF's highly secret airborne warning aircraft. Eight Arab states join in peace process Agencies


Cairo:Eight Arab countries are banding together to meet US Secretary of State Condoleezza Rice on her trip here, in hopes of relaunching the deadlocked Arab-Israeli peace process and making headway on other regional issues.During their meeting with Rice today, the ministers of the six-nation Gulf Cooperation Council, Egypt and Jordan are expected coordinate efforts to buttress the stature of the moderate Palestinian leader and stem Iran's growing influence.The trip comes as some Arab countries have in recent weeks halted dealings with the Palestinian group Hamas.

They want it to join a unity government that supports a 2002 Arab League plan that would offer peace to Israel in exchange for land and they have even started funnelling aid through Palestinian President Mahmoud Abbas, Arab diplomats say.Yesterday Rice arrived in Saudi Arabia on the first leg of a Middle East tour, for talks with King Abdullah Bin Abdul Aziz and Foreign Minister Saud Al Faisal.On the aircraft to Jeddah, Rice told journalists she intended to hold talks with King Abdullah about ways to help Palestinian president Mahmoud Abbas and Lebanese Prime Minister Fouad Siniora.

EU defense ministers meet on security, defense policy

Defense ministers of the European Union (EU) began an informal meeting in Finland on security issues and the regional bloc's defense policy on Monday. At the two-day meeting in the Finnish ski resort of Levi, the ministers are to discuss the ongoing EU operations and missions in Bosnia-Herzegovina, Sudan and the Democratic Republic of Congo. They will also discuss the military capabilities for and the civil-military coordination in crisis management. On Monday, UN special envoy on the status talks for Kosovo, former Finnish President Martti Ahtisaari, will brief the ministers on the negotiations he was leading on behalf of the United Nations over the future status of Kosovo.

Moscow hails completion of Israeli pullout from Lebanon

MOSCOW, October 2 (RIA Novosti) - Moscow welcomes the end of Israel's withdrawal from Lebanon and hopes that both sides will fulfill UN Security Council Resolution 1701, the Russian Foreign Ministry's official spokesman said Monday. The UN peacekeeping force confirmed Sunday that Israel had withdrawn from south Lebanon, putting a formal end to a nearly three-month invasion of the country that began after Hezbollah militants seized two Israeli servicemen. The completion of the pullout of Israeli troops from Lebanon is good news, Mikhail Kamynin said. It is a new important step toward fulfilling UN Security Council Resolution 1701, which has laid the groundwork for a long-term settlement between Lebanon and Israel.

He said Russia expected all parties to strictly adhere to UN Security Council Resolution 1701, adding that some of its provisions were yet to be fulfilled. He said Russia would continue to work with all parties concerned to promote a lasting settlement between Lebanon and Israel, aimed to achieve comprehensive peace in the Middle East.

Worldwide spending on weapons is expected to reach record levels this year at a time when the arms industry is increasingly able to avoid export controls, human rights and aid agencies say in a report published yesterday.By the end of the year, military spending is estimated to reach $1,058bn (£561bn), about 15 times the amount spent on international aid, say Amnesty, Oxfam, and the International Action Network on Small Arms (Iansa).The figure is higher than the cold war record reached in 1987-88 of $1,034bn in today's prices, they claim, adding that last year the US, Russia, Britain, France and Germany accounted for an estimated 82% of all arms transfers.Other countries are emerging as major exporters. Brazil, India, Israel, Singapore, South Africa, and South Korea have arms firms in the top 100, Amnesty says.

In their report, Arms without Borders, the agencies claim US, EU, and Canadian companies can get round arms regulations by selling weapon components and subcontracting arms manufacturing to companies overseas. Weapons, including attack helicopters and combat trucks, are being assembled from foreign components and manufactured under licence in countries including China, Egypt, India, Israel and Turkey.The report shows how these or similar weapons have ended up in Colombia, Sudan and Uzbekistan where they are reported to have been used against civilians.The report says that the EU has an arms embargo against China, and the US and Canada have banned the sale of armed helicopters to Beijing. Yet China's new Z-10 attack helicopter would not fly without weapons parts and technology from Anglo-Italian company (Augusta Westland), the Canadian firm Pratt & Whitney Canada) a US company (Lord Corporation) and a Franco-German company (Eurocopter), it says. There is no suggestion any of the companies are breaking the law.

The report points out that China has previously sold attack helicopters to a number of countries including Sudan, which is under a full EU arms embargo.The Apache helicopter, used by Israel in the Lebanon conflict, is made from 6,000 parts manufactured worldwide, including the UK, the Netherlands and Ireland. Under the EU's code of conduct, those countries should refuse to export attack helicopters directly to Israel, the agencies argue in their report.Last year, Uzbek security forces fired on demonstrators, killing hundreds. The Uzbek army used military Land Rovers. Around 70% of their parts were British. They were sent flat pack to Turkey, where they were made into military vehicles. The vehicles were then supplied to the Uzbek government.

The report says the government had no control over the Land Rover deal because the vehicles were not converted into military vehicles in Britain. Again there is no suggestion the company broke any law.The UN has just opened its annual session on arms control. The general assembly is to vote on a British-backed proposal for an arms trade treaty. Human rights groups say the treaty should impose export controls on components of weapons systems as well as complete weapons. Controls should also cover foreign licensing agreements, they say.

MANAGUA, Nicaragua - US Defence Secretary Donald Rumsfeld has questioned Venezuela's build-up of arms, saying the Latin American country faced no threat from the West.I can understand neighbours being concerned,Rumsfeld said, in response to questions about Venezuela's arms purchases, including some US$3 billion ($4.69 billion) in weapons from Russia.Rumsfeld and General John Craddock, head of the Florida-based US Southern Command, said several nations had expressed concerns about what Venezuela, under the leadership of leftist President Hugo Chavez, was going to do with the weapons.

Chavez has accused the United States of planning to assassinate him but Rumsfeld said there were no plots against Venezuela.

I don't know of anyone threatening Venezuela, certainly not anyone in this hemisphere, he told reporters after meeting with nearly all the hemisphere's defence ministers behind closed doors in Nicaragua.Rumsfeld's comments were the latest in the war of words between Venezuela and the United States. The countries have been locked in confrontation for years but tensions have grown as Washington and Caracas spar over the role each plays in Latin America and globally.Chavez drew international attention last month at the United Nations and called US President George W. Zimbabwe: Diseases Claim 30 000 Cattle in Masvingo

AT least 30 000 cattle died of various diseases in Masvingo in the first eight months of this year, further depleting the drought-prone province's herd.This has seriously crippled replenishment efforts in the face of crippling droughts which have surfaced over decades.

Most of the cattle succumbed to anthrax, lumpy skin and blackleg, among other diseases.In an interview last week, Masvingo provincial veterinary director Dr Charity Sibanda said the province -- which has an estimated 800 000 cattle -- had lost 30 000 beasts since the beginning of the year.This year we lost approximately 30 000 cattle to a combination of diseases in the first eight months. The diseases that claimed most of the cattle were lumpy skin, anthrax and blackleg. This adversely affected efforts by the province to restock its beef herd,said Dr Sibanda.

She said the worst affected districts were Bikita, Gutu, Mwenezi and Zaka, where anthrax and blackleg outbreaks were prevalent.

Dr Sibanda said they had sufficient stocks of anthrax vaccines and appealed to farmers to have their livestock immunised before the onset of the rains.We are appealing to farmers in the province to make sure that they vaccinate their livestock as the rainy season is just around the corner and it is the time when there are more outbreaks of diseases like anthrax, blackleg and lumpy skin.We also urge farmers to regularly dip their cattle two times a week on average,she said.Anthrax and blackleg were the most prevalent diseases in most parts of Masvingo where they killed thousands of cattle and in some cases claimed human life.

Dr Sibanda said the two diseases posed the most serious threat to the province's efforts to rebuild its beef herd.Of 800 000 cattle in the province, a majority of these are found in communal areas.Masvingo has been on a sustained restocking programme following the serious drought of 1992 which severely reduced the cattle population and that of other livestock.

Man Storms Amish School, Kills 3, Self

A milk-truck driver carrying three guns and a childhood grudge stormed a one-room Amish schoolhouse Monday, sent the boys and adults outside, barricaded the doors with two-by-fours, and then opened fire on a dozen girls, killing three people before committing suicide.At least seven other victims were critically wounded, authorities said.It was the nation's third deadly school shooting in less than a week, and it sent shock waves through Lancaster County's bucolic Amish country, a picturesque landscape of horse-drawn buggies, green pastures and neat-as-a-pin farms, where violent crime is virtually nonexistent.Most of the victims had been shot execution-style at point-blank range after being lined up along the chalkboard, their feet bound with wire and plastic ties, authorities said. Two young students were killed, along with a female teacher's aide who was slightly older than the students, state police Commissioner Jeffrey B. Miller said.

This is a horrendous, horrific incident for the Amish community. They're solid citizens in the community. They're good people. They don't deserve ... no one deserves this, Miller said.Miller told Fox News late Monday that a fourth girl had died at Hershey Medical Center. However, a spokeswoman for the hospital, Amy Buehler Stranges, said that there had been no change in the condition of the three girls at that hospital.The gunman, Charles Carl Roberts IV, a 32-year-old truck driver from the nearby town of Bart, was bent on killing young girls as a way of acting out in revenge for something that happened 20 years ago when he was a boy, Miller said.Miller refused to say what that long-ago hurt was.

Roberts was not Amish and appeared to have nothing against the Amish community, Miller said. Instead, Miller said, he apparently picked the school because it was close by, there were girls there, and it had little or no security.The attack bore similarities to a deadly school shooting last week in Bailey, Colo., but Miller said he believed the Pennsylvania attack was not a copycat crime. I really believe this was about this individual and what was going on inside his head, he said.Miller said Roberts was apparently preparing for a long siege, arming himself with a 9mm semiautomatic pistol, a 12-gauge shotgun and a rifle, along with a bag of about 600 rounds of ammunition, two cans of smokeless powder, two knives and a stun gun on his belt. He also had rolls of tape, various tools and a change of clothes.Roberts had left several rambling notes to his wife and three children that Miller said were along the lines of suicide notes.The gunman also called his wife during the siege by cell phone to tell her he was getting even for some long-ago offense, according to Miller.

From the suicide notes and telephone calls, it was clear Roberts was angry at life, he was angry at God, Miller said. And it was clear from interviews with his co-workers at the dairy that his mood had darkened in recent days and he had stopped chatting and joking around with fellow employees and customers, the officer said.Miller said that Roberts had been scheduled to take a random drug test on Monday. But the officer said it was not clear what role that may have played in the attack.Miller said investigators were looking into the possibility the attack may have been related to the death of one of Roberts' own children. According to an obituary, Roberts and his wife, Marie, lost a daughter shortly after she was born in 1997.

As rescue workers and investigators tromped over the surrounding farmland, looking for evidence around this tiny village about 55 miles west of Philadelphia, dozens of people in traditional plain Amish clothing watched the men in light-colored shirts, dark pants and broad-brimmed straw farmer's hats, the women in bonnets and long dark dresses.Reporters were kept away from the school after the shooting, and the Amish were reluctant to speak with the media, as is their custom.The victims were members of the Old Order Amish. Lancaster County is home to some 20,000 Old Order Amish, who eschew automobiles, electricity, computers, fancy clothes and most other modern conveniences, live among their own people, and typically speak a German dialect known as Pennsylvania Dutch.Bob Allen, a clerk at a bookstore in the Amish country tourist town of Intercourse, said residents see the area as being safe and the Amish as peaceful people. It just goes to show there's no safe place. There's really no such thing,he said.

The shooting took place at the one-room West Nickel Mines Amish School, a neat white building set amid green fields, with a square white horse fence around the schoolyard. The school had about 25 to 30 students, ages 6 to 13.According to investigators, Roberts walked his children to the school bus stop, then backed his truck up to the Amish school, unloaded his weapons and several pieces of lumber, and walked in around 10 a.m. He released about 15 boys, a pregnant woman and three women with babies, Miller said.He barricaded the doors with two-by-fours and two-by-sixes nailed into place, piled-up desks and flexible plastic ties; made the remaining girls line up along a blackboard; and tied their feet together with wire ties and plastic ties, Miller said.

The teacher and another adult at the school fled to a farmhouse nearby, and someone there called 911 to report a gunman holding students hostage.Roberts apparently called his wife around 11 a.m., saying he was taking revenge for an old grudge, Miller said. Moments later, Roberts told a dispatcher he would open fire on the children if police didn't back away from the building. Within seconds, troopers heard gunfire. They smashed the windows to get inside, and found his body.Miller said he had no immediate evidence that the victims were sexually assaulted.Killed were two students, and a female teacher's aide who was 15 or 16 years old, authorities said.No one answered the door at Roberts' small, one-story home on Tuesday afternoon. Children's toys were strewn on the porch and in the yard.

A family spokesman, Dwight Lefever, read a short statement from Roberts' wife that said, in part, Our hearts are broken, our lives are shattered, and we grieve for the innocence and lives that were lost today. Above all, please pray for the families who lost children and please pray too for our family and children.The shootings were disturbingly similar to an attack last week at Platte Canyon High School in Bailey, Colo., where a man singled out several girls as hostages in a school classroom and then killed one of them and himself. Authorities said the man in Colorado sexually molested the girls.If this is some kind of a copycat, it's horrible and of concern to everybody, all law enforcement,said Monte Gore, undersheriff of Park County, Colo.Miller, though, said he believed the Pennsylvania attack was not a copycat crime: I really believe this was about this individual and what was going on inside his head.

On Friday, a school principal was shot to death in Cazenovia, Wis. A 15-year-old student, described as upset over a reprimand, was charged with murder.The Pennsylvania attack was the deadliest school shooting since a teenager went on a rampage last year on an Indian reservation in Red Lake, Minn., killing 10 people in all, including five students, a teacher, a security guard and himself.

Nationwide, the 1999 Columbine High School massacre in Littleton, Colo., remains the deadliest school shooting, with 15 dead, including the two teenage gunmen.In Pennsylvania's insular Amish country, the outer world has intruded on occasion. In 1999, two Amish men were sent to jail for buying cocaine from a motorcycle gang and selling it to young people in their community.

There were four murders in Lancaster County in 2005, including the killings of a non-Amish couple were shot to death in their Lititz home in November by their daughter's 18-year-old boyfriend.Kenneth Trump, president of the National School Safety and Security Services consulting firm in Cleveland, said the Colorado and Pennsylvania crimes underscore the lesson that no school is automatically safe from an attack.These incidents can happen to a one-classroom schoolhouse to a large urban school, he said. Quake shakes southern Andes; no injuries Sat Sep 30, 9:20 PM ET

LIMA, Peru - A moderate earthquake rattled parts of Peru's southern Andes Saturday, but there were immediate no reports of injures or damage. The magnitude-5.5 quake struck at 11:26 a.m. in the highland department of Arequipa, some 360 miles south of the capital of Lima, Peru's Geophysics Institute said. The U.S. Geological Survey calculated the tremor's magnitude at 5.7.

Orlando Macedo, head of the Geophysics Institute in Arequipa, told state news agency Andina that the quake may have been caused by a collision of the Nazca and South American plates.

At least 40 dead, 1,000 homeless in Nigerian dam tragedy Sun Oct 1, 3:25 PM ET

KANO (AFP) - At least 40 people were killed and 1,000 displaced when a dam collapsed near Gusau, capital of northern Nigerian Zamfara State due to torrential rains.Government spokesman Ibrahim Birnin-Magaji said disaster struck Sunday on the outskirts of Gusau in the early hours of Saturday, sweeping away hundreds of houses and drowning at least 40 people.There was an unprecedented torrential downpour in Gusau which started Friday night through Saturday as a result of which the dam burst and swept away no less than 500 houses, killing at least 40 people,he said.It was the heaviest downpour recorded here which was accompanied by strong wind. The flood has caused colossal damage. It is a kind of tsunami to us, he said. Rescuers were continuing to recover more bodies.

Apart from the lives lost and the houses destroyed, the flood has inundated a large swathe of farmland that are almost due for harvest and killed hundreds of livestock,Birnin Magaji said.He said those displaced by the flood were accommodated in a secondary school while a headcount of the affected households was going on to ascertain the exact number of casualties.The figure of the dead is not conclusive because a headcount of affected households has commenced and when the headcount is completed we will have a final figure of those killed in the flood,Birnin-Magaji said.The spokesman said the bridge linking Gusau with the northern part of the state also collapsed as a result of the flood.Governor Ahmed Sani who visited the scene on Saturday requested the assistance of the central government to help the disaster victims.

DANANG, Vietnam - Tropical Storm Xangsane barreled across central Vietnam on Sunday, leaving at least six people dead, hundreds injured and tens of thousands of homes damaged, officials said. Heavy rains are expected to continue for several days and could unleash floods and landslides across the region, national weather center director Bui Minh Tang said.The storm, which killed at least 76 people and left about 69 missing in the Philippines last week, hit Vietnam's coastal city of Danang Sunday morning and caused widespread blackouts, officials said.Xangsane, downgraded from a typhoon just before it hit Vietnam, killed at least four people in Danang, a city of 770,000 people, said local disaster official Huynh Van Thang. At least 5,500 homes were destroyed or damaged in the city.

About 435 people were injured in Danang, said Trinh Luong Tran, director of the city's public health department.In neighboring Quang Nam province, a woman was killed by falling debris, said deputy provincial governor Nguyen Ngoc Quang. MIAMI -- Hurricane Isaac raced over the north Atlantic on Monday toward Newfoundland, where the Canadian Meteorological Service upgraded a tropical storm watch to a tropical storm warning.The warning said 45 mph wind and higher gusts could be expected Monday afternoon and evening on the Avalon Peninsula. A tropical storm watch was issued for the Burin Peninsula and Bonavista Peninsula. MARWAHEEN, Lebanon -Israel's troops kept hold of a Lebanese border village and its aircraft prowled the Lebanese skies Monday, prompting the Beirut government and Hezbollah to dismiss the Israeli withdrawal from southern Lebanon as incomplete. The U.N. described Israel's pullout from nearly all of south Lebanon on Sunday as significant progress, but both the Lebanese government and Hezbollah demanded a halt to what they labeled Israeli violations of Lebanon's airspace, sea and land.Senior Hezbollah official Sheik Hassan Ezzeddine warned the Islamic militant group would resume attacks against Israel if it breached the U.N. cease-fire, which went into effect Aug. 14.The enemy must bear the consequences of its continued air, sea and land violations in Lebanon," said Ezzeddine, the group's top political official in south Lebanon.

The Israeli army withdrew from the entire south except for the village of Ghajar, said a statement by the commander the U.N. Interim Force in Lebanon, known as UNIFIL.What is required is a complete and comprehensive Israeli withdrawal and a halt to Israeli attacks on Lebanon,Information Minister Ghazi Aridi told The Associated Press. "So far, there is no final solution. A little-known aspect of the solemn day of Yom Kippur it is a day of friendship and love,according to the prayer service will be emphasized in some 250 prayer services around the country. Some 40,000 secular Jews are expected to take part in secular-friendly Yom Kippur services organized by the B'yachad (Together) and Tzohar (Window) rabbis organizations.The services, which generally take up most of the day, will be held in some 250 locations around the country, buttressed by the participation of religious youths and families from near and far. Many of the services will be held in neutral locations such as community centers, in the hope of easing the way for those who do not feel at home in the synagogue. Words of explanation will be added at various points in the service, and the pace will be regulated according to the participants' needs. During the breaks, the visitors and locals will talk and get to know each other.

Among the locations where special Yom Kippur services will be held are the Community Center in Ramle, Ichilov Hospital in Tel Aviv, Kibbutz Givat HaShloshah, Pink House in Hod HaSharon, Students House in Kfar Saba, the Old Age home in Katzrin in the Golan, and many more. Some cities will feature several different services, and even kibbutzim and moshavim with no synagogue will host prayers. A full list (in Hebrew) can be seen here. Avi, in Moshav Lachish, southeast of Kiryat Gat and just north of the Negev, excitedly told Arutz-7 of the Yom Kippur plans in his town: We are over 100 families here, and Tzohar is sending 7 young men, 4 young women, and four couples, just as they did last year.

It's a communal event that many people get involved in; it will be held not in our small synagogue, but in the large community center, where there is a lot of room for everyone. Before Yom Kippur, we all eat together, and after the service we dance together, and they give out explanatory material, and the like. It's a real highlight a chance to cement our ties, and to emphasize the ways in which we are the same and not different.

I personally don't like being called secular,Avi volunteered. I and another friend of mine started getting interested in Judaism a while ago, and we were the ones who pushed to have a synagogue built here; it's just two years old. In the meanwhile, he has become completely religious, while I am still sort of half-and-half.In Herzliya, families of a Gar'in Torani a group of religious families will lead one of the services.

One woman who helped found the Gar'in five years ago explained, I see our purpose as simply being here, so that there should not be this separation amongst us of religious families in one community and secular families in another... At present, I don't see a dramatic 'thirst' for spirituality; of course we feel that we would like to set the tone, which requires very thorough work, but even if that doesn't work, we want to be able to see the totality of the Nation of Israel... Simply by meeting our neighbors at the nurseries and in school and on the street, we feel that we are having an effect.

Jason, a resident of the secular community of Kfar Galim, south of Haifa, told Arutz-7: This will be our fifth year of having such a service, and we are excited to have it again. We are a boarding-school community of about 40 families, and I feel that people here are crying out for more spirituality.A prayer leader for part of the services in Kfar Galim is still being sought.

NATO's Rapid Response Force Finally Ready for Action
NATO's new rapid response force is ready for deployment from October 1


After 4 years in the making, the NATO Response Force will be operational as promised in time for its October 1 launch. Germany is contributing the majority of the soldiers for the alliance's new rapid deployment force.

The United States, NATO's leading member, had pushed for a thorough rebuilding of the Alliance after the terror attacks on New York and Washington in 2001 and the deployment of international troops to Afghanistan. Washington set out to convince its fellow alliance members that NATO should be remodelled in order to face new challenges.US Defence Secretary Donald Rumsfeld had developed the idea of using NATO as some sort of tool kit for the protection against global threats. In 2002, heads of states and governments decided to develop a quick response force, scheduled to be fully operational by October 1st of this year.

The military dress rehearsal for the force took place this summer on the Capverdian Islands. NATO Secretary General Jaap de Hoop Scheffer was quite satisfied with the test run. I am convinced that we will be fully operational by October 1st, just as scheduled, he said at the time. NRF’s 26,000 soldiers are now ready for action. The troops lead by Supreme Allied Commander of NATO in Europe, General James Jones are to be able to react to crises within a lead time of 5 days. NATO member states will provide troops for the NRF on a rotational basis. The soldiers will stay in their home barracks until required for an emergency. They will be on duty for at least half a year, and 6 months prior to their deployment, will get trained on how to interact with other nations' armies.

Germany taking lead in NRF

Currently, the German Armed Forces are providing the largest amount of soldiers. German commander, General Gerhard Back, explained that not all of the 26,000 NRF soldiers are to be deployed at once. Rather, units with different abilities such as air transport, mine clearance or ground fighting, are to be available on request.I need all of those skills at my disposal so I can chose whichever unit I need when going on a specific mission,General back said. I don’t know yet what my next mission, or the next crisis situation will look like. When the political decision is made, I can assemble my forces with what I need.NATO will assess potential missions on a case by case basis. The response force is not designed to take part in permanent missions like United Nations peace keeping operations. Instead, its job is to clear the way for peacekeepers, so that they can take over afterwards.

Funding problem still to be solved

Some smaller NATO member states are in favour of an allocation system where all members pay into a pooled fund from which missions can be financed.

BRUSSELS (Reuters) - The European Union hopes to reach an agreement with the United States on a new pact on sharing of airline passenger data next Friday, the European Commission said on Sunday.

U.S. and European negotiators failed on Saturday to reach a deal to share air passenger data before an existing pact expired, but both sides said they would try to reach an agreement quickly.A Commission statement said a draft agreement sent to the European side by U.S. Homeland Security Secretary Michael Chertoff on Saturday may be discussed by EU justice and home affairs ministers in Luxembourg next Friday, in the hope of having an agreement the same day.Under post-September 11 anti-terrorism arrangements, European airlines supply U.S. authorities with information on passengers entering the United States including their name, address, payment details and telephone numbers.

An EU court struck down the existing deal on a legal technicality in May but gave the European Union and the United States until September 30 to replace it.In the statement, the EU Commission urged the United States to continue to apply safeguards for passenger data laid down in the lapsed 2004 agreement until a new one was reached in order to minimize the risk of legal uncertainty and disruption to EU-US flights.The EU statement said Commission Vice President Franco Frattini and Chertoff were in regular contact.Much progress has already been made,it said. It is in the interests of all concerned, travelers, airlines, law enforcement agencies and data protection authorities, that a new agreement is concluded as soon possible.

U.S. officials have not made clear whether they would be willing to apply the safeguards from the lapsed agreement.Without them, said Commission spokesman Jonathon Todd, there was a risk data protection authorities in EU states would challenge airlines' right to transfer data.Airlines fear this could leave them open to legal action by passengers.There is nothing to prevent the Americans from continuing to apply those safeguards,Todd said. If they do, there shouldn't be a problem for European airlines that continue to transfer the data.The Association of European Airlines, which represents big carriers such as British Airways, Air France and Lufthansa, has expressed concerns at the possibility of extreme disruption to services unless a new agreement is reached.

Spokeswoman Francoise Humbert said that if airlines did not supply data required by the United States, passengers faced having to provide such information at U.S. airports with consequent queues and delays.

Islamic Cleric, Hassan Nasrallah - Lebonan's Peaceful Islamic Politician ??

The stupidest, most danderous person in Lebanon is Hassan Nasrallah. He must believe we don’t read newspapers listen to the radio or watch TV. The slightly out of touch Nasrallah say’s, Hezbollah will never give up arms, as called for in the U.N. resolution that ended its 34-day war with Israel last month. No army in the world will force us to drop our weapons, force us to surrender our arms, as long as people believe in this resistance, Hezbollah was victorious in the fighting.

We do not wish to keep our weapons forever,because they should not be part of domestic life. To those who say the resistance is weak, I want to say it's stronger than ever.That fanatical resistance owns more than 25,000 missiles, worse; it is more than willing to use them to kill innocent men, women and children. Speechifying is all well and good when playing to his crowd, but what happens when the hysterical rhetoric is heard or read by more intelligent people? Israel has made no secret of its desire to kill Nasrallah something the vulnerable might regret.

Israel launched a major military operation July 12 to remove Hezbollah from southern Lebanon after militants kidnapped two Israeli soldiers, and after months of Hezbollah rocket attacks on northern Israel. The fighting generally stopped after the August 14 passage of Resolution 1701 by the U.N. Security Council, which also called for the re-establishment of Lebanese government control over the area. Nasrallah, speaking on the Muslim Sabbath, urged all groups in Lebanon, including Christians, to unite against any interlopers, and warned the U.N. peacekeeping forces called in to monitor the fragile cease-fire to stick to their mission.

The soldiers are supporting the U.N. Interim Force in Lebanon, or UNIFIL, and Lebanese soldiers. Nasrallah vowed that Lebanon will never give up its claim to the Shebaa Farms, a disputed area near the Israeli-Lebanese border. Although Nasrallah declared victory in the war, he previously said that if Hezbollah could have predicted Israel's response, it would not have abducted the Israeli soldiers and sparked the fighting. Nasrallah thought there was only 1% possibility that Israel's military response would have been as extensive as it turned out to be, I would say no, I would not have entered this for many reasons military, social, political, economic.

However the Israeli people along with their Prime Minister, Ehud Olmert thinks differently, so do I and the millions more in possession of a television who watched the battle unfolding. It’s absolutely clear Hezbollah got their arse wiped all over the Southern Lebonan’s floor. To insult our intelligence even more Nasarallah says the conflict was an American war. Exactly in which state of the U.S Southern Lebanon is in, Nasarallah doesn’t explain. What he does say is that it was an American war by providing the arms and planning. If the U.S ever was involved who could blame them. Hezbollah is an international terrorist organision, they are ready to kill for the sake of killing but when Hezbollah make insulting anti Western statements like this, Lebanon has been victorious, Palestine has been victorious, Arab nations have been victorious.When they accept weapons from every Islamic country who have shown a willingness to kill Jews, Christians, people of other religions and people of no religion, even other Muslims opposed to Islamic dictatorship. Then they, have lost the moral high ground completely.

Nasrallah went so far as to call Venezuelan President Hugo Chavez a great hero, for speaking against U.S. President Bush at the U.N. General Assembly on Wednesday.

Hugo Chavez, crossed himself as he told world leaders he could smell the devil Chavez then called President Bush the devil and said that, as the spokesman of imperialism, he came to share his nostrums to try to preserve the current pattern of domination, exploitation and pillage of the peoples of the world. Nasrallah defended Hezbollah supporters Iran and Syria, which have been criticised for supplying arms and money to the militants, and said the Hezbollah stances have nothing to do with the international outcry over Iran's nuclear-enrichment program.

DUBAI (AFP) - Ayman al-Zawahiri, the Al-Qaeda number two, has branded US President George W. Bush a liar who had failed in his war against Al-Qaeda and launched a scathing attack on Western targets including the pope and the United Nations.

In an 18-minute video posted on the Internet on Friday, Zawahiri called Bush an executioner, responsible for the spilling of Muslim blood, and said he had failed in his war against the terror organisation headed by Osama bin Laden.Zawahiri begged Muslims to support the mujahedeen in Iraq and Afghanistan by all possible means because these countries were what he called the battlefield of the contemporary Crusade.

The Islamic nation must realise that Afghanistan and Iraq are the field of battle in the confrontation against the contemporary Crusade,he said.The nation is therefore bound to support the mujahedeen in these two countries using all means at its disposal.

He hit out at defeatist Arab governments and Muslim preachers, and called for rejection of all resolutions recognizing the Zionist entity.On Thursday, Islamist websites on the Internet had said there would be a new video message posted by Zawahiri entitled Bush, the pope, Darfur and the Crusades.Zawahiri branded Pope Benedict XVI an impostor for his attitude to Islam and the Arab world.He was referring to the pope's September 12 speech in Germany in which, critics say, the head of the Roman Catholic Church seemed to link Islam and violence.

Benedict quoted a medieval Christian emperor who equated Islam with violence, remarks that sparked outrage across the Muslim world.Also in the video message, the righthand man to Bin Laden called for a holy war in Sudan's Darfur region against the crusaders... of the UN. Zawahiri called on Muslims to join a jihad in Darfur against the forces of the crusaders related to the United Nations.The United States has been leading international efforts to force Sudan to accept the deployment of a 20,000-strong UN peacekeeping force to halt ethnic violence in its western Darfur region.At least 200,000 people have died and some 2.5 million others have fled their homes because of the unrest which began in early 2003 when African rebels launched a revolt to gain more autonomy from the Arab-dominated Khartoum government. Some sources put the death toll much higher.

The UN Security Council passed a resolution last month mandating deployment of the peacekeepers to replace an underfunded and ineffective African Union force in Darfur, but Sudan has rejected the demand.Addressing Muslims directly, Zawahiri said: The (Islamic) nation must admit the helplessness of the governments which usurp power in Muslim countries... These governments recognise the legitimacy of the United Nations, and this constrains them to protect the sovereignty and territorial integrity of Israel.He urged Muslims to "throw anathema at all resolutions and conventions of the surrender, beginning with the resolution on the partition of Palestine, including Camp David and Olso all the way up to Resolution 1701. All these resolutions recognise the legitimacy of the Zionist entity and incriminate jihad against this entity.

In a previous video posted on the Internet to mark the fifth anniversary of the September 11, 2001 attacks on the US, Zawahiri warned that the Gulf and Israel would be Al-Qaeda's next targets.You should worry about your presence in two areas,he said in the message addressed to Western powers.

The first is the Gulf, from where you will be expelled, God willing, after your defeat in Iraq, and your economic ruin will be achieved.And the second is Israel, because the jihadi reinforcements are getting closer, with God's help and power, and your defeat there will put an end to the superiority of the Zionists and Crusaders. In his latest video, Zawahiri called on Muslims to wage a popular jihadist war against the Crusader campaign because that is what the enemy fears the most.

The Egyptian-born Zawahiri is regarded as the ideological powerhouse behind the terror group and carries a 25-million-dollar US bounty for information leading to his arrest or death. Zawahiri, who trained as a surgeon, is regarded as the brains behind bin Laden, and with the Al-Qaeda chief now staying out of the public eye, he has become its most senior spokesman. The FBI's list of most wanted terrorists places the 55-year-old in second place behind bin Laden and says he is the Saudi's personal doctor.

Isaac becomes hurricane in Atlantic 28 minutes ago Sat sep 30,06

MIAMI - Isaac strengthened into the fifth hurricane of the Atlantic season Saturday, and its winds could reach Canada early next week, forecasters said.

At 5 p.m. EDT, Isaac had top sustained winds near 80 mph, above the 74 mph threshold to become a hurricane, the National Hurricane Center in Miami said. The storm was expected to strengthen in the next day.Isaac should stay east of Bermuda, but Nova Scotia and Newfoundland could feel the outer edges of the storm by Monday or Tuesday, forecasters said.The ninth named storm of the Atlantic hurricane season was centered about 315 miles east of Bermuda and moving northwest near 10 mph. NBC: Bible Verses In Veggie Tales Offensive, But Not Madonna's Mockery Of The Crucifixion Of Christ

NBC anti-Christian bigotry continues. This time NBC censored Bible verses and expressions of Christian love from the children's cartoon Veggie Tales being shown Saturday mornings on NBC. NBC says comments such as God made you special and He loves you very much were offensive and censored them from the show. In response to the outrage over the allegations that NBC was ordering the removal of any references to God and the Bible from the animated series, the network first issued a flat denial. As reported in Broadcasting & Cable, NBC said they had to clip off the beginning and ending tags, which are Bible verses, but they were also arguably the easiest cut to make.

The creator of Veggie Tales, Phil Vischer, said NBC's excuse for censoring the Bible verses was not true. Vischer said, Well, that's kinda funny, because as the guy required to do all the editing, I know that statement is false...The show wasn't too long, it was too Christian. The show was already cut down to the proper length, so timing had nothing to do with it. NBC then backpeddled: NBC is committed to the positive messages and universal values of Veggie Tales. Our goal is to reach as broad an audience as possible with these positive messages while being careful not to advocate any one religious point of view.

Evidently NBC considers not being truthful as one of their universal values. Vischer said had he known how much censorship NBC would exercise, he would not have signed on for the network deal.

Censored were comments such as: Calm down. The Bible says we should love our enemies. And the Bible says Samson got his strength from God. And God can give us strength, too. NBC says using Bible verses or referring to God is offensive to some

But NBC doesn't hesitate to offend Christians by showing Madonna mocking the crucifixion of Christ. Neither do not mind offending Christians in their new program Studio 60 with a segment called Crazy Christians. (Please read the review.) This will seem a strong statement, and it is: The real reason the religious content is being censored is that the networks are run by people who have an anti-Christian bias. I noticed this anti-Christian bigotry and spoke out against it over 25 years ago. I'm sorry if someone thinks that is too harsh, but I must speak the truth as God leads me to see the truth. TEHRAN (AFP) - President Mahmoud Ahmadinejad has rejected a key Western demand over Iran's nuclear programme, vowing that the Islamic republic would not halt enriching uranium even for a short period.

They want us to suspend for a short period and then they will use this for propaganda and say Iran has suspended and it has caved in,Ahmadinejad said, according to the student news agency ISNA.Nobody has the right to make Iran back down over its rights. With rationality and with logic, we will defend the rights of Iran,he said Saturday in a speech to students to mark the first day of the new university term.Ahmadinejad's comments come just two days after talks between EU foreign policy chief Javier Solana and Iran's chief nuclear negotiator Ali Larijani on Tehran's atomic programme ended in Berlin without agreement.

The main stumbling block has been EU and US demands that Iran suspend uranium enrichment, a process that can be used to make both nuclear fuel and the explosive core of a nuclear bomb.Ahmadinejad's latest remarks are among his clearest signals yet that Iran does not intend to suspend enrichment, despite assertions by European diplomats that Tehran offered a two-month suspension in talks earlier this month.But EU diplomats are still hoping Iran will agree to some kind of suspension under a deal offered by the five permanent Security Council members plus Germany that offers Tehran a package of diplomatic and economic incentives.

We need what I would call trustworthy signals from the Iranian leadership,German Foreign Minister Frank-Walter Steinmeier said in an interview with German private television station n-tv.

Decisions must be reached in Iran, and there still seem to be discussions going on about those decisions,the minister added, suggesting the Iranian leadership was divided about which direction to take in the current talks.But Ahmadinejad indicated that Iran would not bend in its stance on enrichment, a right which Tehran says is enshrined under the Nuclear non-Proliferation Treaty.

They have been putting pressure on us to suspend enrichment. At first they asked us to suspend for six months, then they asked us to suspend for three months, then for one month,he said.We said no.Now they have proposed that we suspend for a short period, for one day, but we asked them Why do you want us to suspend?

They said suspend for a few days and explain that you have technical problems. But we have no technical problems! Why should we lie to the people? he added.Iran insists that its nuclear programme is solely for peaceful energy needs, vehemently rejecting US allegations that it is seeking to manufacture nuclear weapons.US Secretary of State Condoleezza Rice is to hold a conference call with Solana and her counterparts from Britain, China, France, Germany and Russia over the weekend to take stock of the state of negotiations.Rice, who has encouraged the Solana talks despite showing mounting impatience with Iran, has won an agreement from the world powers for an early October deadline for Tehran to stop enriching uranium, diplomats said.But the United States has also been leading a push for UN sanctions against Iran should the talks fail, running into opposition to its tough stance from Russia
and China.

Any UN sanctions would come on top of the existing regime of US sanctions that Washington imposed after the seizure of its embassy in Tehran in 1979 and which include a trade embargo. Meanwhile, the US Congress early Saturday gave its final approval to a new set of sanctions targeting foreign countries that continue nuclear cooperation with Iran and sell it advanced weaponry.

Although it does not name any countries, the measure is seen as a clear warning to Russia and China. Moscow has been involved in a key project to build Iran's first nuclear power station in the southern city of Bushehr.

Ayatollah Khomeini wrote the letter during the Iran-Iraq war

A letter from 1988 in which Iran's top commander says Iran could need a nuclear bomb to win the war against Iraq has come to light in Tehran.The commander is quoted in the letter, written by the father of the Iranian revolution, Ayatollah Khomeini, to top officials in the final days of the war. It has only now been made public by former President Hashemi Rafsanjani. The letter seems at odds with Tehran's statements that Iran is not seeking a bomb because it is against Islam.

The letter from Ayatollah Khomeini lists the requirements of military commanders if they are to continue fighting against Iraq. It mentions more aircraft, helicopters, men and weapons, and also quotes the top commander saying Iran would within five years need laser-guided and atomic weapons in order to win the war. Some Iranian news agencies have, however, deleted the reference to atomic weapons in the letter. It is sensitive because Iran has always said it is not seeking a nuclear weapon and leading clerics say an atomic bomb would be against Islam. Ayatollah Khomeini's letter also reveals how challenged Iran's economy and military were by the eight years of war against Iraq.

The letter quotes the prime minister of the time saying the economy was operating at a level below zero and volunteers for the front were in short supply. Ayatollah Khomeini's letter has been made public at a time when Iran is preparing for a possible confrontation with the US over its nuclear programme. But it also comes against a background of an argument between Mr Rafsanjani and a top military commander over who was instrumental in persuading Ayatollah Khomeini to agree to a ceasefire with Iraq that the Ayatollah himself likened to drinking a poisoned chalice.

GAZA CITY, Gaza Strip - Thousands of government employees and security officials filled the streets of Gaza on Saturday, burning tires, blocking roads and firing in the air to protest delays and complications in receiving their long-awaited salaries. The Palestinian government on Thursday began paying partial salaries to 165,000 civil servants who haven't received their full wages in months due to an economic embargo on the Palestinian Authority. The individual payments of $350 come from money donated to the government by Qatar and Saudi Arabia.But government employees complained that in some cases, the money hadn't arrived, and in others they were left with nothing after Palestinian banks deducted commissions and interest and paid off existing loans.

The protesters closed the main road between Gaza City and Khan Younis, affecting movement between Gaza City and the southern Gaza Strip.Outside Rafah City, protesters threw stones at the vehicle of Attalah Abu Sabh, Hamas' minister of culture, breaking its windows. Abu Sabh was unharmed, Hamas officials said. The protesters also tried to enter a number of schools and disrupt studies, witnesses said.Israel and the West froze economic ties with the Palestinian Authority after the militant Hamas group took power in March. Hamas has refused international demands that it recognize Israel, accept signed peace agreements and renounce violence.

With the aid cut off, the government has been unable to pay the full salaries to its workers, a major part of the Palestinian work force, for six months. Government workers including teachers, doctors and security officers have repeatedly staged strikes demanding the salaries and calling for the resignation of the Hamas government.

Israel has gone on heightened alert over a possible war with Syria amid reports that President Bashar Assad may be considering military strikes to regain the Golan Heights.A signpost points out that Damascus is a mere 60kms from the Golan Heights.For years Israeli military intelligence has down-played Syria's capacity to launch a meaningful attack against Israel, and the threat level has been kept low.But Israeli reports have revealed that the threat level had been raised after intelligence assessments that Damascus is seriously examining military action.The raised threat level comes as Israel prepares for Monday's Day of Atonement,
known as Yom Kippur, a solemn Jewish holiday when the entire country effectively shuts down as residents fast and seek forgiveness for sins.It was on Yom Kippur in 1973 that Israel was caught by surprise as Syrian and Egyptian forces launched a joint attack and inflicted heavy losses before being repelled.The first two days of that war were huge defeats for Israel,said Prof Uri Bar-Joseph, an expert on the 1973 conflict. All the intelligence analysts failed.

Israel is determined to make sure that it is not surprised again, flagging up Syrian military preparations and signals from President Assad that his country might be readying for war.The Syrian leader said this week that he wanted to make peace with Israel. But he warned that his hopes for peace could change one day.And if this hope disappears, then war may really be the only solution, he added.That mixed message has proved divisive in Israel, renewing debate about whether to stay tough, or engage with Syria and solve the decades-long dispute over the strategically important Golan Heights, which Israel first captured in the 1967 Six Day War.

Jewish settlers now populate the territory, which is crucial to Israel as a buffer zone with Syria and as a vantage point over its hostile neighbour, as well as providing Israel with a large proportion of its water supply.Senior Israeli politicians and commentators are split about whether the time is right to start negotiations which would lead to a peace deal between the countries.

Few doubt that such talks would end with Israel returning the occupied land.In return, however, Israeli advocates of the handover say the deal would split Syria from Iran, and would constrain Hizbollah and Palestinian militant groups which have headquarters in Damascus.The Speaker of the Israeli parliament, Dalia Itzik, is one of those pleading for talks to begin. Syria is sending signals all the time and I am not sure that we have the luxury of wasting opportunities like those,she said. Imagine a new alliance with Syria. It is possible. Should we miss it?

But the prime minister, Ehud Olmert, has dismissed such calls. Mr Olmert, who is politically vulnerable after his much-criticised handling of this summer's war in Lebanon, is in no mood to make territorial concessions.He fuelled tension this week by insisting that the Golan Heights will remain in our hands forever.Ehud Olmert is not strong enough to make a deal right now,said Shlomo Brom, a former strategy chief for the Israeli army. He said Israel would have to give up the Golan Heights to satisfy Syria, but Mr Olmert is overloaded with Palestinian problems.Mr Olmert has threatened to dismiss any cabinet minister who suggests negotiations with Syria.Assad wants to use threats as leverage to build on Israel's failures in Lebanon,said Mr Brom. But any sane observer understands that Syrian military forces cannot match Israel, mostly due to our air superiority.

3,000 taken ill by enteric diseases in 16 dists

The state has rushed 580 medical teams to the affected areas and around 70 lakh water-purifying tablets have been distributed Express News Service-Kolkata, September 29: The floods in the 16 districts of the state have left 3,877 people suffering from enteric diseases. For stepping up relief and subsequent rehabilitation, the state government today sanctioned Rs 10 crore more, totalling
the relief disbursed to Rs 85 crore. Officially, no death due to enteric diseases has been reported so far. The state has, however, rushed 580 medical teams to the affected areas. Around 70 lakh water-purifying tablets have also been distributed.

While some districts, among those affected, now are slightly better off, the situation is grave in Nadia, Howrah and parts of Hooghly. Since yesterday the casualty figure has gone up one. The flood toll, according to the state’s official figure, is 78.

Asim Dasgupta, state finance minister, has said that 79 lakh people have been affected. The focus now is on reaching food to the affected and helping them re-build their homes. With agricultural loss at Rs 1,500-crore mark, the state is groping in the dark regarding the loss elsewhere. Reports available suggest that the flood situation will improve in some districts. Release of water from the Maurakshi catchment area has been maintained at the zero level.

Water released from the Damodar Valley Corporation (DVC) dams has also been brought down to 30,000 cusec on Friday. Dasgupta said that Rs 25 crore has been granted for construction of damaged houses. We have also asked the district administration to purchase medicine locally,said Dasgupta. In Howrah, 1,000 quintals of parched rice and adequate amount of jaggery have been provided to the victims. Around 1.74 lakh tarpaulin sheets have been distributed in the affected areas. We hope that situation will improve significantly. Once the water recedes, it will be possible to gauge the damage on roads, bridges, school buildings and health centres,Dasgupta said.

Harper's defence of Israel sparks political flap

BUCHAREST - Prime Minister Stephen Harper sparked a diplomatic flap Friday on one of his first outings among world leaders after he stood in the way of attempts at the Francophonie summit to craft a pointed political statement on this summer's war between Israel and Hezbollah.Harper found himself fighting against what French President Jacques Chirac called a great majority of the 53 member states at the conference when he took a stand against a statement of sympathy for the civilians in Lebanon because it made no mention of the Israeli civilians displaced, injured or killed in the month-long war.Canada's rookie prime minister vetoed a last-minute Egyptian-sponsored amendment to a statement which said that the Francophonie deplored the effects of the war, which killed 1,500 people. The amendment did not recognize Israeli suffering.

The amendment wants to recognize and deplore the war and recognize the victims of Lebanon. We are able to deplore the war, we are able to recognize the victims, but on both sides,Harper said at a news conference near the end of the two-day summit.The Francophonie cannot recognize victims according to their nationality. Recognize the victims of Lebanon and the victims of Israel.

He added that his goal in opposing the Egyptian amendment was to shape the diplomatic language so as to avoid a similar attack on Israel in the future, a similar response and a similar result.'Harper was supported in his stance by Switzerland and France.

Nevertheless, Canada's position set off a firestorm in Bucharest's opulent parliament where the conference was held and it took the intervention of the French president and Quebec Premier Jean Charest, working as go-betweens, to resolve it.Government officials said Harper was only trying to bring the Francophonie statement in line with a United Nations resolution that called for the cessation of hostilities between Israel and Hezbollah.

But it also served to strengthen Ottawa's already staunch pro-Israel position and bring the Harper government sharper into line with the administration of U.S. President George W. Bush.Just days after a Montreal family visiting in Lebanon was wiped out by an Israeli missile this summer, Harper was widely criticized for calling Israel's attacks on Lebanon measured.The prime minister did not stay around to defend his actions to the Arab, French and Canadian press at the summit who took great interest in the dispute.

After what was supposed to be the closing news conference, all leaders headed back into the closed-door meeting for about 30 minutes and eventually agreed on a compromise statement saying that the Francophonie deplores the tragedy in Lebanon and the dramatic consequences for all civilian populations while calling for a total cessation of hostilities in southern Lebanon.Abdou Diouf, secretary general of the Francophonie, played down the dispute as a semantic difference and said all's well that ends well.

He added that all the world thinks the same thing. In the crisis, Lebanon suffered and Israel suffered, but it (Israel) suffered less.Lebanon's culture minister, Tarek Mitri, said plans for the Francophonie to begin taking political positions on international conflicts is new territory for an organization that is normally more concerned with cultural and language matters.We share a number of values and there is an atmosphere in the (Francophonie). An atmosphere where we can agree, and if we disagree we can manage our disagreements in a soft manner, Mitri said. I'm not here to make judgments about anybody but I would have been happier not to see this here.Lebanon was already isolated before the Bucharest summit began.

President Emile Lahoud, who is considered pro-Syrian and friendly to Hezbollah, was not officially invited to the meeting by Romanian President Traian Basescu, the host of the meeting.
