Ken Takacs, who estimated 600 residents were evacuated along the river, which curves around three sides of Painesville.In Eastlake, between Cleveland and Painesville along Lake Erie, the Coast Guard searched for a man reported missing while checking on his boat at a marina near the Chagrin River.A deluge hit the area Thursday and early Friday, but by midday the sun broke through and flood waters began to recede. The weekend forecast called for clear weather.
Gov. Bob Taft declared a state of emergency in Lake County, helping the state provide resources to respond to the flooding and assist with recovery.The evacuations in Painesville included 10 to 12 people rescued from condo and apartment rooftops by boat crews operating in 15 feet of water, Takacs said.Some people had to drop from second-floor windows, and in one case a large front-end loader nudged a rescue boat through a tough current to reach a woman who uses a wheelchair, Takacs said.Jeanette Fattori, 57, and her husband fled their Eastlake home with only their prescription medication.I thought we were going to drown. It was just filling up our basement and the only way we got out of there was in a small boat with people from the fire department, Fattori said at a Red Cross shelter.
Kevin Ford, 37, said the water flooded the bottom floor and garage of the Painesville condo he shares with his mother.We had two vehicles, appliances and furniture and they're probably all destroyed. I saw a refrigerator floating,he said.Flooding severely damaged many of the riverfront condos and apartments, but there were no immediate damage estimates, Takacs said.

Archbishop Lajolo Comments on Conference Over Lebanon
VATICAN CITY, JULY 27, 2006 (Zenit.org).- The results of the crisis talks in Rome regarding Lebanon were significant, said the Vatican secretary for relations with states, even though an immediate cease-fire was not achieved.Archbishop Giovanni Lajolo, in an interview today on Vatican Radio, analyzed the results of the conference Wednesday. He attended the meeting as an observer.
With regards to a call for an immediate cease-fire, unanimity among the participants was not achieved because some countries maintained that an appeal would not have produced the desired effect,the Vatican representative said. And it was felt more realistic to express a commitment to achieve without delay a cessation of hostilities, a commitment which can, in fact, be maintained.An immediate suspension of hostilities is possible, and, therefore, necessary,he added.
Archbishop Lajolo stated that the position of those who maintain that conditions must first be created so that any truce is not once again violated, is only apparently one of realism, because those conditions can and must be created with means other than the killing of innocent people.In this connection, the archbishop considered "problematic" the fact that in the final declaration -- written by the U.S. secretary of state, Condoleezza Rice, and Italy's foreign minister, Massimo D'Alema -- limited itself to inviting Israel to exercise the greatest restraint.By its nature, this call has a certain inevitable ambiguity, while respect for the innocent civilian population is a precise and binding duty,Archbishop Lajolo said.
Positive points
The archbishop pointed out, however, four positive elements of the conference: the commitment made by various countries to help Lebanon; the request for an international force, under the mandate of the United Nations, to support the regular Lebanese army in security matters; the commitment to send humanitarian aid; and the resolution of the participants to follow further developments in Lebanon. The Vatican secretary of state, Cardinal Angelo Sodano, who on Wednesday evening received Lebanese Prime Minister Fouad Siniora in the Vatican, after the conclusion of the conference, said today in comments to the Italian newspaper Il Corriere della Sera that he was disappointed by the lack of an agreement on an immediate cease-fire.We are before a humanitarian problem of the first order and in its solution all men of good will should find a way to cooperate,said Cardinal Sodano, who will leave office in September.The integrity of Lebanon must also be safeguarded, but obviously today priority must be given to human lives,added Cardinal Sodano. TYRE, Lebanon - Hezbollah launched a new kind of rocket Friday that made the deepest strike into Israel yet, rattling Israelis as their warplanes and artillery targeted guerrillas in attacks on apartment buildings and roads. Lebanese officials said about 12 civilians died in the day's fighting; Israel said it killed 26 militants, raising to about 230 the total number killed in the campaign.
Hezbollah's launching of the new weapon unnerved Israelis, 500,000 of whom are already living in northern shelters because of rocket bombardments. The rocket firing was also likely to escalate a conflict now in its 18th day, with Secretary of State Condoleezza Rice heading back to the Middle East this weekend to make a second attempt to resolve the crisis.The guerrillas said they used the Khaibar-1 — named after the site of a historic battle between Islam's Prophet Muhammad and Jewish tribes in the Arabian peninsula — to strike the Israeli town of Afula.
With this, the Islamic Resistance begins a new stage of fighting, challenge and confrontation with a strong determination and full belief in God's victory,Hezbollah said in a statement.Five of the rockets crashed into empty fields outside Afula, causing no injuries. Still, Israel deployed a Patriot interceptor missile battery north of Tel Aviv, believing the area could be in range of Hezbollah's barrages.Israel said the Khaibar-1 rockets were renamed, Iranian-made Fajr-5s. They have four times the power and range of Katyusha rockets, making them able to hit Tel Aviv's northern outskirts.Hundreds of Katyushas have hit northern Israel in the current fighting, including 96 on Friday, one of which hit a hospital. The Afula strike came two days after Hezbollah leader Sheik Hassan Nasrallah vowed his guerrillas would fire rockets beyond Haifa, Israel's third-largest city, which has been hit repeatedly in the conflict.A top U.N. peacekeeping official said he thought the war could continue until the end of August and voiced fears Israel would flatten Lebanon's southern villages and destroy the port of Tyre neighborhood by neighborhood if Hezbollah rockets keep slamming into the Jewish state.
At U.N. peacekeeping headquarters in Naqoura, barely a stone's throw from Israel, political affairs officer Ryszard Morczynski said Tyre would become a target of intense Israeli attacks because Hezbollah was firing rockets from the city's suburbs into Haifa.
Although possessing overwhelming firepower, Israel has made no threats to destroy Lebanese cities and villages. Israel has stressed that it is not fighting the Lebanese people or government, but will go after Hezbollah wherever it finds the militants.Rice's second trip to the region comes as diplomatic efforts are solidifying into two sharply divided camps. Most agree on the idea of bringing international forces into the south to end Hezbollah's decade-long free rein here — but still unresolved is how and when.
A U.S. official, speaking on condition of anonymity because of the sensitive nature of the discussions, said possible elements of a Rice proposal to resolve the crisis included an international agreement on a U.N.-mandated multinational force, disarming Hezbollah and integrating the guerrilla force into the Lebanese army; urging Hezbollah to return Israeli prisoners; a commitment to resolve border issues and an international reconstruction plan for Lebanon.
Many Europeans and Arab countries are increasing the pressure for an immediate cease-fire first, followed by a plan to tackle the complicated issues of a force to curb the Shiite guerrillas.In Beirut, Hezbollah signed on to a peace package that includes strengthening an international force in south Lebanon and disarming the guerrillas, the government said.The agreement, reached at a Cabinet meeting, was the first time that Hezbollah has agreed to a proposal for ending the crisis that includes the deploying of international forces.The package falls short of American and Israeli demands in that it calls for an immediate cease-fire before working out details of a force and includes other conditions. But European Union officials said it forms a basis for an agreement.
The uncertainty allowed the offensive to persist with a new dimension of destruction emerging — the environment. Beaches in Beirut were black with oil spilled from a power station that was blasted by Israel two weeks ago and was still burning. In the south, rescue workers dug through the rubble of bombed houses, looking for bodies.Early Saturday, two Israeli air raids destroyed a bridge on the Orontes river in the Bekaa Valley, largely cutting off the town of Hermel from the rest of the country. There were no casualties, residents said.Late Friday, the Israeli army said it killed 26 Hezbollah guerrillas in fighting for the Shiite town of Bint Jbail. The army did not report Israeli casualties, but Israel Radio said six soldiers were wounded. Hezbollah has verified 35 guerrilla casualties. The competing claims could not be resolved independently.
Hezbollah said its guerrillas attacked Israeli troops on a ridge overlooking Bint Jbail and in Maroun al-Ras, a nearby villages that Israeli troops overran last weekend. The guerrillas said five Israeli soldiers were wounded. Eight Israelis died fighting for control of Bint Jbail on Wednesday, the highest toll of the campaign. Bint Jbail had the largest Shiite community along the border; it was known as the capital of the resistance during Israel's 1982-2000 occupation because of its vehement support for the Shiite Hezbollah. The Israel army said a half-million Israelis were living in shelters in northern Israel. U.N. humanitarian chief Jan Egeland told CNN that 800,000 Lebanese had fled or were caught in crossfire. The Israeli offensive began after Hezbollah guerrillas killed three soldiers and captured two others in a cross-border raid into Israel. The war with Hezbollah opened a second front for Israel, which was already battling Palestinians in Gaza after Hamas militants seized a soldier in a cross-border raid June 25.
Israeli tanks and troops pulled back to the Israel-Gaza border Friday after an unusually deadly incursion that killed 30 Palestinians over three days. The army said the withdrawal was temporary. On Israel's border with Lebanon, the United Nations decided to move 50 unarmed observers from their posts to the better-protected positions of 2,000 lightly armed U.N. peacekeepers after an Israeli bomb killed four observers this week. With medicine, food and shelter trickling into the war zone in southern Lebanon, Egeland called for a three-day truce to let help aid get in and enable thousands of civilians trapped in the heat of the battle to get out — a call that got no response. In Washington, President Bush and British Prime Minister Tony Blair said they want an international force dispatched quickly to southern Lebanon. But they said any plan to end the fighting must address the long-term issue of disarming Hezbollah.
This is a moment of intense conflict in the Middle East, Bush said. Yet our aim is to turn it into a moment of opportunity and a chance for broader change in the region. French President Jacques Chirac said his country will press for the rapid adoption of a U.N. Security Council resolution calling for an immediate cease-fire, increasing the pressure on the United States and Israel.
In southern Lebanon, Israeli missile strikes and artillery rained down around towns and roads targeting rocket sites and buildings believed connected to Hezbollah but wreaking destruction in populated areas. One airstrike flattened a house in the village of Hadatha, and six people inside were believed dead or wounded, the Lebanese state news agency reported. Hezbollah's al-Manar TV said all six were dead. Missiles destroyed three buildings in the village of Kfar Jouz near the market town of Nabatiyeh, apparently targeting the apartment of a Hezbollah activist. A Jordanian was killed in a nearby house, and the blasts collapsed a shelter, killing a Lebanese husband and wife.
Three women were killed in strikes on their homes in other southern villages, security officials said. A wounded woman was rushed to the hospital in the village of Ain Arab, and more people were believed trapped in the debris of a destroyed building there. An explosion, believed to be from Israeli artillery, hit a convoy evacuating villagers from Rmeish, lightly wounding a driver and a Lebanese cameraman for German TV news. Another strike hit a potato truck and a nearby car, wounding three. At least 445 people have been killed in Lebanon in the fighting, most of them civilians, according to a Health Ministry count Friday based on bodies taken to hospitals. But Lebanon's health minister estimated Thursday that as many as Lebanese 600 civilians have been killed, with other victims buried in rubble. On the Israeli side, 33 soldiers have died in fighting, and Hezbollah rocket attacks on northern Israel have killed 19 civilians, the Israeli army said. Bush, Blair Back Multinational Force

President Bush and British Prime Minister Tony Blair said Friday they want an international force dispatched quickly to the Mideast but said any plan to end the fighting must address long-running regional disputes to be effective. The leaders, standing side by side in the White House's East Room after meeting in the Oval Office, said they want to see a U.N. resolution introduced next week. Bush announced he was sending Secretary of State Condoleezza Rice back to the region on Saturday to negotiate the terms.
Bush said they envisioned a resolution providing a framework for the cessation of hostilities on an urgent basis and mandating the multinational force. This is a moment of intense conflict in the Middle East, Bush said. Yet our aim is to turn it into a moment of opportunity and a chance for broader change in the region. Bush and Blair remained united against many other European and Arab nations, by resisting calls for an immediate, unconditional end to Israel's campaign against Hezbollah militants that effectively control southern Lebanon.
This stance has been interpreted by Israel as a green light to continue its offensive as long as it takes to cripple the Shiite Muslim militant group.In Lebanon, Hezbollah and its Iranian and Syrian sponsors are willing to kill and use violence to stop the spread of peace and democracy,Bush said.They're not going to succeed. Bush said the plan developed by he and Blair would make every effort to achieve a lasting peace out of this process. Nothing will work, unless, as well as an end to the immediate crisis, we put in place the measures necessary to prevent it from occurring again,Blair said. "We take this opportunity to set out and achieve a different strategic direction for the whole of that region. Bush and Blair came together at the White House as consultations continue on the makeup and mandate of a possible international peacekeeping force to stabilize the more than 2-week-old situation along the Israeli-Lebanese border and help the Lebanese army establish control in the south where Hezbollah has near-autonomy. A senior State Department aide was in Europe. And U.N. Secretary-General Kofi Annan made plans to invite nations that might contribute troops to meet on Monday in New York, according to a United Nations official who spoke on condition of anonymity because no announcement had been made. The EU must act with Troops

EUOBSERVER / COMMENT - The international conference in Rome on July 26 offered hope that a consensus could be reached on a plan that would end the fighting between Israel and Hezbollah. But the conference ended without a resolution, and the members of the European Union are scrambling to salvage their first diplomatic attempt to end the current crisis. The EU should not be discouraged; it is capable of conducting a pro-active foreign policy and has the ability to commit the necessary financial, diplomatic, and military resources to bring stability and peace to the region. The EU must act decisively as a counterbalance to US unilateralism by proposing a European solution to the current crisis. The failure of the talks has been blamed on US Secretary of State Condoleezza Rice, who was under siege from the European and Arab state participants who were calling for an immediate cease-fire. Dr. Rice remained steadfast in her demand that any cease-fire must be preceded by the disarmament of Hezbollah.
In true diplomatic fashion, humanitarian and reconstruction aid were agreed upon, but the hypocrisy of Washington doling out reconstruction aid to Lebanon with one hand and missiles to Israel with the other did not go unnoticed. However, the chief problem is that the EU, which has an unprecedented opportunity to bring regional stability and an end to the deadly conflict between Israel and its neighbours, is holding back, as if it needs a permission slip from the United States before it can act.
EU must send troops
Unlike the US, whose inaction in the face of the widening catastrophe has squandered its bona fides as a negotiator for peace, the EU is still a credible broker in the region; Syria, Lebanon, Israel, and the Palestinian Authority are members of the European Neighborhood Policy (ENP) - their relationship yields more than $45 billion in trade annually. The EU also has normalized diplomatic and trade relations with Iran, the implicit puppet-master of this proxy war.The European Union should consider the immediate dispatch of its EU Rapid Reaction Force (RRF) - invoking the EU Rapid Reaction Mechanism (RRM) - to southern Lebanon. The RRF is a European military force that can be triggered in situations of crisis and armed conflict,and falls under the auspices of the EU Common Foreign and Security Policy.
Its development was predicated on the idea that the EU needs a force that can act independently of US-led NATO missions. The RRF's mandate limits its deployment to six months, which would afford enough time for Europe to build a semi-permanent EU force like the one deployed in the Balkans, or ideally, the development and deployment of the Lebanese army to secure its own peace.
Moving in this direction is necessary for a number of reasons. For one thing, Dr. Rice's desire to see a US-led NATO force deployed to southern Lebanon with the charge of ridding the area of Hezbollah operatives entirely, involves NATO deployment for ninety days, after which a UN-sponsored force would take charge. However, France's president Jacques Chirac, who would support an EU force, opposes the idea of a NATO-led force, stating, As far as France is concerned, it is not NATO's mission to put together such a force..Whether we like it or not, NATO is perceived as the armed wing of the west in these regions, and as a result, in terms of image, NATO is not intended for this. Thus, if Washington continues to push for a NATO force, the Atlantic alliance is at risk of collapse. Moreover, the United Nations is not up to the task: UNIFIL, the United Nations Interim Force in Lebanon, has failed to keep the peace, loses its mandate at the end of this month, and has already suffered casualties in this war.
Solana's vision short-sighted
Another solution that would not work is that proposed by Javier Solana, the EU's foreign policy chief and former secretary general of NATO, who has proposed an international force made up of troops from Europe, Turkey, and the Arab states (which would be almost all Sunni). Dr Solana's vision is short-sighted and likely has more to do with a desire to pawn the manpower needed onto Turkey and Egypt, even though Egypt has categorically stated that it will not be a part of such a force.The other problem with Dr. Solana's vision is that by putting Sunni boots on Shia ground, the possibility of more bloodshed and wider scale conflict increases dramatically. In Iraq, radical Shi'ite cleric Muqtada al-Sadr has voiced his support for Hezbollah (which is a Lebanese Islamic Shi'ite group), and announced he is recruiting an army to deploy to southern Lebanon. The case for an EU force must also take into account Europe's refusal to list Hezbollah as a terrorist organization, which opens the door for direct negotiations with hopes for the possibility that an EU force can maintain the peace without firing a shot.Israel also has indicated willingness for a highly trained European force to be deployed as a stabilization entity in Lebanon. In fact, this is the second time in a year that Israel has requested EU military assistance.
Back in November 2005, Israel asked EU monitors to guard the Gaza/Egyptian border. While the EU monitors had no mandate to use force, Israel requested it. Israel realizes that it needs international support now more than ever, and the Europeans would be remiss to squander this opportunity. On Tuesday, August 1, the EU foreign ministers will hold an emergency meeting to discuss how best to organize a UN-mandated international force; a force that, the EU must be reminded, is readily at their disposal.
There is no time to waste. As Terje Roed Larsen, the United Nation's chief envoy for Syrian/Lebanese issues, just said, I do not feel confident that this war between Israel and Hezbollah has peaked yet.The European Union must act before it is too late.

UK should help kill off EU constitution, MPs say

A group of cross-party British parliamentarians have urged their government to end the paralysis surrounding the EU constitution by encouraging other states to bin the document. The foreign affairs committee of the UK's House of Commons, made up of Labour, Conservative and Liberal-democrat parliamentarians, in a report dated 19 July concluded that although the [Constitutional] Treaty is not dead, it is comatose and on life support. We conclude that the Treaty establishing a Constitution for Europe is unlikely ever to come into force, although attempts may be made to enact some of its provisions by other means,the MPs wrote after hearing various UK officials over recent developments in the EU. We recommend that the government encourage its European counterparts to face up to this reality and explicitly to abandon the Treaty as a package.
The UK government led by prime minister Tony Blair has so far refrained from a firm public stance on the fate of the EU constitution after French and Dutch voters rejected the charter last year. London has put plans for a referendum on the text on ice, but has not sided with The Hague which has declared the constitution dead or with those states pushing for a revival of the charter, such as Germany or Spain. It is widely believed that London would not resist a slow starving off of the document however, with the chances of a positive outcome of a British referendum on the constitution seen as marginal. As Israel’s assault on Lebanon intensifies in response to the kidnapping of two Israeli soldiers, unfortunately yet again it is the civilians that are getting caught up in this bloody mess.Within the first few weeks of the Israeli onslaught 343 civilians in Lebanon have been killed. In retaliation to the Israeli bombardment of Lebanon Hizbollah has fired more than a thousand rockets at Israel killing 17 of its citizens. The question has been asked whether Israel’s decision to wage war on Lebanon was just and legal, bearing in mind that this crisis has the potential of escalating into a regional conflict and possibly beyond that.
Under the Just War doctrine, a guideline used by states and the international community to determine the legality of a war, a Just War is allowed because it is a lesser evil, but it stops being “just” when inappropriate force is used and innocent people and civilians are harmed. In other words, the Israel government cannot attack civilian targets and destroy the infrastructure basic to the life of the population, and then claim self defence.So why has the international community been mute in condemning Israel’s attacks on Lebanon?
Perhaps it is the fear of being accused of anti-Semitism that has made western governments reluctant to speak out. It seems as if criticising Israel’s onslaught in Lebanon equates to anti-Semitism.Prime Minister José Luis RodrÃguez Zapatero has found this out the hard way.When Sr Zapatero accused Israel of using abusive force in Lebanon at a Socialist youth rally in Alicante and was photographed wearing a Palestinian scarf a Jewish community leader in Spain claimed that Sr Zapatero was anti-Semitic.The silence of the international community today towards what is happening in the Middle East could become regret tomorrow,said Sr Zapatero.

After all Sr Zapatero’s comments are completely in line with a large part of Spanish and international opinion. PP leader Mariano Rajoy said the Prime Minister is behaving like “the leader of a Third World country by criticising the Israeli offensive in Lebanon.Regarding the incident with the Palestinian Kaffiyeh Sr Rajoy said Sr Zapatero probably though he was being trendy.He probably believed it would win him votes,the PP leader jibed, arguing that Sr Zapatero is waging a campaign against Israel.Peace demonstrations organised by the Socialist party and other groups in Madrid and other Spanish cities last Thursday were ridiculous and tasteless Sr Rajoy added.The PP has been a staunch critic of Sr Zapatero’s foreign policy and has argued that the government has failed to adopt a balanced opinion towards the conflict, breaking with the view adopted by the EU of not condemning the actions of Hezbollah militant group as forcefully as those of Israel.The main opposition party is due to present a motion in parliament this week end demanding recognition of Israel’s right to defend itself.

The average temperature was 22.1 C (71.8 F), according to provisional figures. The previous record was 21.3 C (70.3 F), recorded in July 1994.The weather service, which has nationwide records dating back to 1901, said this month's average includes forecast temperatures for the remaining days.Uwe Kirsche, a spokesman for the weather service, said forecasting techniques were so accurate that the final figure could vary by no more than 0.1 of a degree, weather service spokesman. The service said the average number of hours of sunshine for July was about 336 hours. The previous record, also recorded in July 1994, was 289 hours.

The big jump in the death count came primarily from Los Angeles County and the Central Valley counties of Merced and Stanislaus, where coroners struggled to keep up.
This is unprecedented for the county,said Stanislaus County Office of Emergency Services spokesman David Jones. The county, home to Modesto, typically sees one heat-related death a year, he said. On Friday, it reported 29.The vast majority of deaths believed linked to the heat wave were elderly people, whose bodies don't cope as well in the heat. But there have been younger victims as well: A 38-year-old gardener collapsed on the job and died last week; on Wednesday, two brothers, ages 57 and 68, were found dead in a home without air conditioning.
Many of them probably underestimated the potential for harm, county coroners told The Associated Press.They've dealt with heat forever,said Sgt. TAIPEI, Taiwan - A 6.1-magnitude earthquake struck off the coast of Taiwan on Friday, rocking buildings in the capital but causing no damage or casualties, the Central Weather Bureau said. The quake's epicenter was located about 90 miles southeast of Taipei, the bureau said. Japan's Meteorological Agency said there was no threat of a tsunami.The quake was also felt in the Yonaguni islands in southwestern Japan, but there were no reports of damage or injuries there either, officials said.Taiwan's weather bureau warned against aftershocks, but said they were not expected to cause any damage because of the epicenter's distance from the island.Quakes frequently rattle Taiwan, but most are minor and cause little or no damage. HONOLULU (July 27) _ A light earthquake occurred at 10:03:33 AM (HST) on Thursday, July 27, 2006 . The magnitude 4.4 event occurred 37 km (23 miles) SSW of Makena, Maui. The hypocentral depth is 31 km (19 miles). A four-point-five-magnitude earthquake off the Big Island rattled windows and residents on islands as far away as Oahu, but there were no immediate reports of injury or damage, although one resident reported feeling the quake through her car stopped at a stop light. That's pretty strong.
A different earthquake with a magnitude of 6.1 hit offshore the Indonesian island of Sumatra, the Indonesian Meteorology and Geophysics Agency said on Thursday. The United States Geological Survey put the quake, which occurred at 1116 GMT, at a magnitude of 6.0. Stuart Weinstein, assistant director of the Pacific Tsunami Warning Center, says the quakes were too small to generate a tsunami. A few hours later, another earthquake measuring 6.1 on the Richter scale jolted Taiwan , The epicentre of the quake, which struck about 3:40 p.m. (0740 GMT), was 82.1 kilometres off Ilan on the north-eastern coast and five kilometres under the sea, the Seismological Observation Centre said. There was no immediate reports of casualties. The quake was felt throughout Taiwan. In Taipei, tall buildings swayed, and some office workers and residents ran into the street.

MANADO, Indonesia - A volcano on an eastern Indonesian island started spewing lava and hot clouds, forcing the evacuation of thousands of villagers, officials said Friday. Lava and hot ash rumbled 750 yards down Mount Karangetang's slopes Thursday, its second eruption since July 17, said Saut Simatupang, chief researcher at the government's volcanology agency.Nearly 4,000 people were evacuated from five villages, said Iskandar Gobel, a North Sulawesi provincial official, and police said more would likely leave in coming days. Nobody was hurt.Mount Karangetang, one of the country's most active mountains, has been rumbling for weeks. Six villagers were killed when Karangetang erupted in 1992.

Flights cancelled and Tube landslide as storms hit London

While thunder storms caused flash floods, disrupting flights from Stansted Airport, the Piccadilly Tube line was closed by a landslide.Six hundred passengers were evacuated after a Tube driver was forced to make an emergency stop as it left Boston Manor station in west London.Water overflowed from the flooded basement of nearby flats, causing three to four tonnes of debris from the embankment to land on the tracks, a London Underground spokesman said.The train did not derail and no-one was injured.Because some of the carriages still faced the platform, the train was emptied in about 15 minutes.The Piccadilly line was closed between Heathrow and Northfields. Workers cleared the track overnight for services to resume this morning.

Air traffic at Stansted Airport has also returned to normal after thunderstorms caused Ryanair to cancel at least nine flights last night.Easyjet also put services on hold, while some incoming flights were diverted to Luton and Birmingham.London's West End was set to be crippled by another day of blackouts caused by excessive use of air conditioning systems across the capital.Energy supplier EDF said there was a "significant risk" that staggered power cuts would hit more than 3,000 shops, restaurants and theatres in Soho today. Met Office forecasters said the thunderstorms heralded the end of the current heatwave. Although temperatures were forecasted to reach 30C in London today, highs are expected to drop to 25C over the next few days.July is nevertheless on course to be named the UK's hottest month on record with an average mean temperature of 17.7C topping the 17.3C of July 1983 and August 1995.
But the worst may be yet to come. The main heatwave in 2003 occurred in the first half of August, with the UK's highest temperature ever measured (38.5 C at Faversham in Kent) recorded on the 10th of that month.The latest monthly forecast for this August suggests that temperatures will remain above average,a Met Office spokesman said.It could even become the UK's warmest summer on record, he added. "So far, mean temperatures are higher than they were at this point in 2003, the joint-warmest summer on record (together with 1976).

A group of cross-party British parliamentarians have urged their government to end the paralysis surrounding the EU constitution by encouraging other states to bin the document. The foreign affairs committee of the UK's House of Commons, made up of Labour, Conservative and Liberal-democrat parliamentarians, in a report dated 19 July concluded that although the [Constitutional] Treaty is not dead, it is comatose and on life support. We conclude that the Treaty establishing a Constitution for Europe is unlikely ever to come into force, although attempts may be made to enact some of its provisions by other means,the MPs wrote after hearing various UK officials over recent developments in the EU. We recommend that the government encourage its European counterparts to face up to this reality and explicitly to abandon the Treaty as a package.
The UK government led by prime minister Tony Blair has so far refrained from a firm public stance on the fate of the EU constitution after French and Dutch voters rejected the charter last year. London has put plans for a referendum on the text on ice, but has not sided with The Hague which has declared the constitution dead or with those states pushing for a revival of the charter, such as Germany or Spain. PP leader Mariano Rajoy said the Prime Minister is behaving like “the leader of a Third World country by criticising the Israeli offensive in Lebanon.Regarding the incident with the Palestinian Kaffiyeh Sr Rajoy said Sr Zapatero probably though he was being trendy.He probably believed it would win him votes,the PP leader jibed, arguing that Sr Zapatero is waging a campaign against Israel.Peace demonstrations organised by the Socialist party and other groups in Madrid and other Spanish cities last Thursday were ridiculous and tasteless Sr Rajoy added.The PP has been a staunch critic of Sr Zapatero’s foreign policy and has argued that the government has failed to adopt a balanced opinion towards the conflict, breaking with the view adopted by the EU of not condemning the actions of Hezbollah militant group as forcefully as those of Israel.The main opposition party is due to present a motion in parliament this week end demanding recognition of Israel’s right to defend itself.

FRANKFURT, Germany - July was the hottest and sunniest month ever recorded in Germany, the country's weather service said Friday. The average temperature was 22.1 C (71.8 F), according to provisional figures. The previous record was 21.3 C (70.3 F), recorded in July 1994.The weather service, which has nationwide records dating back to 1901, said this month's average includes forecast temperatures for the remaining days.Uwe Kirsche, a spokesman for the weather service, said forecasting techniques were so accurate that the final figure could vary by no more than 0.1 of a degree, weather service spokesman. The service said the average number of hours of sunshine for July was about 336 hours. The previous record, also recorded in July 1994, was 289 hours.

FRESNO, Calif. - The death toll from California's record-breaking heat wave reached 132 on Friday, the first day in nearly two weeks that temperatures were expected to stay below 100 degrees across most of the state. The big jump in the death count came primarily from Los Angeles County and the Central Valley counties of Merced and Stanislaus, where coroners struggled to keep up.
This is unprecedented for the county,said Stanislaus County Office of Emergency Services spokesman David Jones. The county, home to Modesto, typically sees one heat-related death a year, he said. On Friday, it reported 29.The vast majority of deaths believed linked to the heat wave were elderly people, whose bodies don't cope as well in the heat. But there have been younger victims as well: A 38-year-old gardener collapsed on the job and died last week; on Wednesday, two brothers, ages 57 and 68, were found dead in a home without air conditioning.
Many of them probably underestimated the potential for harm, county coroners told The Associated Press.They've dealt with heat forever,said Sgt. Sue Norris, supervisor of the Merced County coroner's office. They don't think that it could be a real danger.The entire state has been sizzling in triple-digit temperatures since July 16. The number of consecutive days when temperatures surpassed 110 degrees was unprecedented for California, meteorologists said. Woodland Hills, which set a Los Angeles County record of 119 degrees on Saturday, hit 102 degrees on Thursday, its 22nd day of triple-digit heat.Californians trying to keep cool have also set records for energy consumption, forcing some voluntary blackouts and even catching the Department of Water and Power officials by surprise.Before this week, the utility's highest peak energy use was recorded at 5,661 megawatts. The heat wave created a demand of 6,165 megawatts — shocking officials who predicted usage wouldn't top 6,100 megawatts for another four years. They didn't even believe our customers could ever put such a load on our system — that we could even have energy use from our customers up to that kind level," DWP board member David Nahai told the Los Angeles Times. July has seen extreme heat across the country. In St. Louis, the misery was worsened by storms that knocked down power lines last week in the worst blackout in city history. Most of the 12 Missouri deaths attributed to the heat wave occurred in the St. Louis area, where about 34,000 homes and businesses remained without power Thursday. Missouri regulators opened an investigation into whether AmerenUE and other utilities were properly prepared for the storms, and whether they responded adequately.

TAIPEI, Taiwan - A 6.1-magnitude earthquake struck off the coast of Taiwan on Friday, rocking buildings in the capital but causing no damage or casualties, the Central Weather Bureau said. The quake's epicenter was located about 90 miles southeast of Taipei, the bureau said. Japan's Meteorological Agency said there was no threat of a tsunami.The quake was also felt in the Yonaguni islands in southwestern Japan, but there were no reports of damage or injuries there either, officials said.Taiwan's weather bureau warned against aftershocks, but said they were not expected to cause any damage because of the epicenter's distance from the island.Quakes frequently rattle Taiwan, but most are minor and cause little or no damage. However, a 7.6-magnitude earthquake in central Taiwan in September 1999 killed more than 2,300 people.

HONOLULU (July 27) _ A light earthquake occurred at 10:03:33 AM (HST) on Thursday, July 27, 2006 . The magnitude 4.4 event occurred 37 km (23 miles) SSW of Makena, Maui. The hypocentral depth is 31 km (19 miles). A four-point-five-magnitude earthquake off the Big Island rattled windows and residents on islands as far away as Oahu, but there were no immediate reports of injury or damage, although one resident reported feeling the quake through her car stopped at a stop light. That's pretty strong.
A different earthquake with a magnitude of 6.1 hit offshore the Indonesian island of Sumatra, the Indonesian Meteorology and Geophysics Agency said on Thursday. The United States Geological Survey put the quake, which occurred at 1116 GMT, at a magnitude of 6.0. Stuart Weinstein, assistant director of the Pacific Tsunami Warning Center, says the quakes were too small to generate a tsunami. A few hours later, another earthquake measuring 6.1 on the Richter scale jolted Taiwan , The epicentre of the quake, which struck about 3:40 p.m. (0740 GMT), was 82.1 kilometres off Ilan on the north-eastern coast and five kilometres under the sea, the Seismological Observation Centre said. There was no immediate reports of casualties. The quake was felt throughout Taiwan. In Taipei, tall buildings swayed, and some office workers and residents ran into the street.
These quakes comes less than a week after a powerful undersea earthquake triggered a tsunami on the south coast of Java island, killing nearly 700 people. The Hawaii temblor at 10:03 am was reported to shaking homes and office buildings for a few seconds from Honolulu (Oahu) to Wailuku (Maui) According to the U-S Geological Survey, the earthquake was in the ocean, centered 44 miles southwest of Makena near Ko'olawe, an island near Maui at a depth of about 5 miles. Indonesia's 17,000 islands sprawl along a belt of intense volcanic and seismic activity, (which includes New Zealand, Japan, the Aleution islands of Alaska, and west coasts of North and South America), is part of what is called the "Pacific Ring of Fire". MANADO, Indonesia - A volcano on an eastern Indonesian island started spewing lava and hot clouds, forcing the evacuation of thousands of villagers, officials said Friday. Lava and hot ash rumbled 750 yards down Mount Karangetang's slopes Thursday, its second eruption since July 17, said Saut Simatupang, chief researcher at the government's volcanology agency.Nearly 4,000 people were evacuated from five villages, said Iskandar Gobel, a North Sulawesi provincial official, and police said more would likely leave in coming days. Nobody was hurt.Mount Karangetang, one of the country's most active mountains, has been rumbling for weeks. Six villagers were killed when Karangetang erupted in 1992.

Flights cancelled and Tube landslide as storms hit London

While thunder storms caused flash floods, disrupting flights from Stansted Airport, the Piccadilly Tube line was closed by a landslide.Six hundred passengers were evacuated after a Tube driver was forced to make an emergency stop as it left Boston Manor station in west London.Water overflowed from the flooded basement of nearby flats, causing three to four tonnes of debris from the embankment to land on the tracks, a London Underground spokesman said.The train did not derail and no-one was injured.Because some of the carriages still faced the platform, the train was emptied in about 15 minutes.The Piccadilly line was closed between Heathrow and Northfields. Workers cleared the track overnight for services to resume this morning.
Flights cancelled
Air traffic at Stansted Airport has also returned to normal after thunderstorms caused Ryanair to cancel at least nine flights last night.Easyjet also put services on hold, while some incoming flights were diverted to Luton and Birmingham.London's West End was set to be crippled by another day of blackouts caused by excessive use of air conditioning systems across the capital.Energy supplier EDF said there was a "significant risk" that staggered power cuts would hit more than 3,000 shops, restaurants and theatres in Soho today. UK's hottest summer?
Met Office forecasters said the thunderstorms heralded the end of the current heatwave. Although temperatures were forecasted to reach 30C in London today, highs are expected to drop to 25C over the next few days.July is nevertheless on course to be named the UK's hottest month on record with an average mean temperature of 17.7C topping the 17.3C of July 1983 and August 1995.
But the worst may be yet to come. The main heatwave in 2003 occurred in the first half of August, with the UK's highest temperature ever measured (38.5 C at Faversham in Kent) recorded on the 10th of that month.The latest monthly forecast for this August suggests that temperatures will remain above average,a Met Office spokesman said.It could even become the UK's warmest summer on record, he added. "So far, mean temperatures are higher than they were at this point in 2003, the joint-warmest summer on record (together with 1976).
Empty vegetable shelves
Meanwhile experts have warned shops and supermarkets to prepare for vegetable shortages caused by the hot, dry summer.

Israel Hits 130 Hezbollah Targets in Southern Lebanon ,July 28,2006
(Bloomberg) -- Israel struck as many as 130 Hezbollah targets in southern Lebanon, using planes and artillery, a day after ruling out an increased land offensive. The targets, including rocket launchers, were hit during the night in the city of Tyre, the eastern Bekaa Valley, and in southern Lebanon, an Israel Defense Forces spokesman said, speaking anonymously by regulation. One of the raids destroyed Hezbollah's regional command center in Tyre that directed rocket attacks on Israeli towns, he said. Israel is pursuing a policy of containment,Israeli Vice Prime Minister Shimon Peres said yesterday in an interview with Bloomberg Television.
Israel will continue intensive combat to strike at Hezbollah's commander centers and infrastructure, the Security Cabinet said in a statement. U.S. Secretary of State Condoleezza Rice said today the U.S. will seek an early end to the crisis. The Israeli government yesterday called up reservists as the military fights Hezbollah in Lebanon and Palestinian groups in the Gaza Strip, in operations that began after three Israeli soldiers were captured. A total of 405 Lebanese and 51 Israelis, including 33 soldiers, have been killed since fighting in Lebanon began July 12.
We hope to achieve an early end to this situation, Rice said at a press conference in Kuala Lumpur. The U.S. will consider conditions for an early cease-fire, she said.
U.K. Prime Minister Tony Blair will press President George W. Bush to back an
immediate cease-fire between Israel and the Shiite Islamist Hezbollah movement and to work on a United Nations resolution spelling out the terms of a peace plan, a spokesman said. The two will meet later today in Washington.
Three Divisions
As many as three divisions of reserves are being put on standby, Israel's military Chief of Staff Dan Halutz said. Any decision to activate the reserve forces will be taken by the full Cabinet, ministers decided yesterday. There are about 5,000 soldiers in each reserve division, Haaretz reported. While the army doesn't release figures for manpower, the Jaffee Center for Strategic Studies at Tel Aviv University estimates Israel's standing army at about 186,000 personnel.
The military action has not come to an end and will continue as long as it's needed, Halutz said late yesterday. This battle may take time, and this is why we are not showing all of our cards immediately. Israel today warned residents of villages from Qlaile in the west, through Siddiqine, Sultaniye, Majdel Silim and up to a point west of the village of Houla, near the Israeli-Lebanese border, to flee their homes and move northward by 10:00 a.m. today.
Safety at Risk
Any vehicle traveling in this area after 10:00 a.m. and any person who chooses not follow this warning is putting his and his family's safety at risk, the IDF said. A majority of Israelis say they are satisfied with Israeli Prime Minister Ehud Olmert and the conduct of military operations in Lebanon, a poll in the Yediot Ahronot newspaper showed today.
The poll, conducted by the Dahaf Institute, found that 71 percent of 513 adults questioned late yesterday rated Olmert's performance as prime minister as either very good or pretty good.Eighty-two percent said the government was pursuing the right course in Lebanon, it said. A poll by the newspaper July 18, six days into the conflict, showed Olmert had the backing of 78 percent of Israelis. Today's survey had a margin of error of 4.2 percentage points, Yediot said.
Impasse Reached
Israel says it is targeting Hezbollah bases with air strikes while staging a limited land incursion into southern Lebanon to root out the Muslim group's strongholds near the Israeli border. The two sides are at an impasse, said Nadim Shehadi of London's
independent international affairs institute, Chatham House, which advises European governments. We are in a kind of deadlock because what's happening on the military side is not yielding any results, he said in an interview yesterday.
The more military operations go on, the more difficult it will be to justify stopping without showing any results for the Israeli army.' Israeli army officials estimate that about 200 Hezbollah fighters have been killed in operations in southern Lebanon since hostilities began, said an army spokesman. Nawwar Sahili, one of 14 Hezbollah members of the Lebanese parliament, described the tally as lies in a telephone interview. Hezbollah is not hiding the number of its martyrs, Hezbollah is proud of its martyrs and when they fall, it announces their names.Some 32 Hezbollah members have died in the conflict, according to statements issued by the organization since July 12.
Security Strip
Olmert yesterday told members of the Knesset, Israel's parliament, that Israel will try to establish a two-kilometer (1.2-mile) strip from the border into southern Lebanon that is free of Hezbollah fighters so that light arms can't be used to hit Israeli towns, said a government official who asked not to be identified. Southern Lebanon, adjacent to Israel's northern border, is controlled by Hezbollah, which is sponsored by Syria and Iran. A United Nations resolution calls for its disarmament and for the Lebanese army to take over the area. Hezbollah captured two Israeli soldiers in a July 12 cross- border raid, sparking the conflict. Israel hasn't
mounted a full- scale military attack on Lebanon or Hezbollah since its troops were pulled out of a swath of southern Lebanon held for 18 years until May 2000.
Scores of Attacks
Hezbollah, formed in 1982, has been linked to scores of attacks on Israelis and Americans, including rocket attacks on Israeli towns, the 1983 bombing that killed 241 U.S. soldiers in Beirut, and the 1994 attack that killed 95 at a Jewish community center in Buenos Aires. The U.S. and Israel have designated Hezbollah a terrorist organization. Al-Qaeda's second in command Ayman al-Zawahiri warned in a tape broadcast yesterday by al-Jazeera television that the terrorist network won't stand idly by as Israel carries out its offensive in Lebanon. I'm not surprised people who use terrorist tactics would start speaking out, Bush told reporters
at the White House yesterday. The U.S. is working hard to solve the conflict, Bush said. As soon as we can get this resolved, the better. But it must be real, and it can't be fake. The war that started July 12 has inflicted $2 billion in damage to Lebanese airports, ports, roads and bridges. Lebanon's economic losses from the aborted summer tourism season and stalled industrial production amount to an additional $2 billion, Riad Salameh, the governor of the Central Bank of Lebanon, said in an interview yesterday.
Gaza Deaths
Two Israeli civilians were lightly wounded today when rockets landed in Zikin, south of Ashkelon, a coastal city 40 kilometers south of Tel Aviv in central Israel. The rockets were fired from northern Gaza, an Israeli Defense Forces spokesman said. Earlier, the army said ground forces left Sajaiyah in the northern Gaza Strip, an area they have been operating in for the past 48 hours in a bid to destroy terrorist infrastructure and stop the launching of rockets at Israel. Israel started its attack on Lebanon two weeks after it sent its forces into Gaza when a group led by the Islamic Hamas movement kidnapped a soldier in a cross-border raid on June 25.
A total of 154 Palestinians have died in raids since then, the Palestinian Health Ministry said yesterday. Israel said it killed 140 gunmen during the same period.
Palestinians Killed
In the Gaza Strip, 22 Palestinians were killed and more than 50 wounded yesterday in air strikes and tank attacks on northeast Gaza City, said Mo'aweya Hassanein, chief of emergency at the Health Ministry. He said that among the dead were four children
under the age of 10, eight adult civilians and 10 militants.
Hamas said yesterday there is no progress in negotiating the release of the soldier, 19-year-old Corporal Gilad Shalit. The group wants all female Palestinian prisoners under the age of 18 freed from Israeli jails in exchange for Shalit being released. Israel unilaterally withdrew from Gaza in 2005, razing Jewish settlements it established after seizing the area from Egypt in the 1967 Six-Day War.

Rome conference endorses UN force in Middle East

EUOBSERVER / BRUSSELS - A high-profile international conference on the Middle East, attended by a top-level EU delegation, has under US pressure not called for an immediate ceasefire in the region - but has endorsed the idea of a peacekeeping force under a UN mandate. The extraordinary meeting in Rome, chaired by Italian foreign minister Massimo d'Alema, addressed the ongoing bloodshed between Israel and Islamist Hezbollah fighters in Lebanon, with US foreign secretary Condoleezza Rice and UN secretary general Kofi Annan participating in the talks. Arab states such as Saudi Arabia, Jordan and Egypt, as well as Lebanon itself, were also present at the talks and had lobbied for the final declaration of the text to include a call for an immediate cease-fire, according to press reports.
But the final Rome declaration only offers a watered-down version of this demand, stating Participants expressed their determination to work immediately to reach, with utmost urgency, a ceasefire that puts an end to the current violence and
hostilities. The ceasefire must be lasting, permanent and sustainable.
Ms Rice stressed after the talks that we cannot return to the status quo ante and that any ceasefire must be sustainable this time, reflecting US demands that Israel should be given security guarantees against Hezbollah before a cease-fire. The EU attended with a top delegation from both the EU institutions as well as individual member states. Finnish foreign minister Erkki Tuomioja represented the bloc's current presidency and was accompanied by EU foreign policy chief Javier Solana as well as external relations commissioner Benita Ferrero-Waldner.
The EU's big three, France, Germany and the UK, also had a place around the table, as well as Mediterranean member states Spain, Greece and Cyprus. The EU was itself divided at the meeting, with France joining UN chief Kofi Annan in calling for an immediate ceasefire while the UK was more in line with the US, according to press reports.
EU calls emergency meeting
The Finnish presidency has scheduled an emergency meeting of EU foreign ministers next week on Tuesday (1 August), while member states' EU ambassadors will spend most of their time on the issue at a meeting tomorrow (27 July). Member states have
been more united in supporting a UN-led peace force which should secure the Israeli Lebanese border in the near future.
The Rome meeting confirmed this plan, with the declaration saying An international force in Lebanon should urgently be authorized under a UN mandate to support a Lebanese armed force to provide a secure environment. France's president Jacques Chirac in an interview on Wednesday (26 July) opposed the idea of a NATO-led peace force, amid reports that Jerusalem favours NATO over UN involvement.
As far as France is concerned, it is not NATO's mission to put together such a force,Mr Chirac told the daily newspaper Le Monde. Whether we like it or not, NATO is perceived as the armed wing of the west in these regions, and as a result, in terms of image, NATO is not intended for this. The peacekeeping force is likely to be the one dominating topic at the EU meeting next week with EU top diplomat Solana saying I cannot imagine the force without any Europeans.It is fundamental that some European countries will participate, he said.

China eyes stronger military against threats

BEIJING (Reuters) - China needs stronger military forces as it faces growing instability and threats to national security, the ruling Communist Party's ideological mouthpiece said according to reports in the state media on Wednesday.
An essay in the latest issue of Qiushi, or Seek Truth, says China must strengthen its military to guard a peaceful international setting for economic growth, the
official China News Service reported.Destabilizing and uncertain factors are increasing and having a major impact on China's security environment,the essay said.
History demonstrates that one cannot rely on others granting peace, and only building a strong military and firm national defense can provide a reliable security barrier,it added. Qiushi magazine is the Communist Party's ideological mouthpiece and often carries essays by senior officials and theorists.
The latest essay appears to reflect unease about China's military preparedness, even with rapidly rising defense spending over the past decade.
The essay did not specify the threats calling for stronger defense, but it said that Western foes did not want to see a strong China.Hostile Western forces do not want to see a strong socialist China emerge in the east, and they are constantly cooking up vain attempts to hold in check and contain China's development.Supporters of independence for Taiwan -- the self-governed island that China has claimed as its own since their split in 1949 amid civil war -- are also a major peril, it added.China has experienced deepening friction with Japan over Tokyo's treatment of its World War Two invasion and its increasingly assertive foreign policy.

More nuclear fuel removed from Libya, US says Wed Jul 26, 11:07 PM ET
WASHINGTON (Reuters) - Three more kg (6.6 pounds) of weapons-capable highly enriched uranium have been removed from Libya, bringing to 20 kg (44 pounds) the total put under international control since the country abandoned its nuclear arms program in
2003, U.S. officials said on Wednesday.
The recent two-day operation was carried out by Russia, the U.S. Department of Energy's National Nuclear Security Administration and the U.N. watchdog agency, the International Atomic Energy Agency.Libya's cooperation and commitment was key to this joint nonproliferation effort. It is a clear indication of Libya's continued commitment to rid itself of weapons of mass destruction and proliferation-sensitive materials,Linton Brooks, the U.S. agency's administrator, said in a written statement.
A U.S. spokesman said an initial 17 kg (37 pounds) of highly enriched uranium, or HEU, was removed from Libya in 2004 but was not previously announced.The latest shipment was part of a process to remove all Russian-origin HEU material from Libya. The U.S. agency did not say how much was left.A report on Monday by the Libyan news agency quoted leader Muammar Gaddafi as saying Libya at one stage came close to building a nuclear bomb, the first time any Libyan official had confirmed the North African country had been trying to build a nuclear bomb.One U.S. official who deals with nonproliferation issues told Reuters the claim was not credible.Libya possessed nuclear material but not enough expertise to complete the job. I don't think Gaddafi was close, the official said.At Libya's Tajoura Research Center, the HEU was loaded into three specialized transportation containers provided by Russia, while U.S. and IAEA experts monitored the process.
The containers were airlifted under guard from an airport near Tripoli, Libya, to a secure facility in Russia where the HEU will be blended into low enriched uranium, or LEU, which is less suitable for weapons production.The operation was part of the U.S. global threat reduction initiative to secure vulnerable nuclear and radiological materials around the world as quickly as possible. Why do I say that?
Well for starters, both the UNITED STATES and ISRAEL say so. They claim (and rightly so) that Shi'ite Hezbollah is a proxy for Alawite SYRIA and Shi'ite IRAN.
While some Israelis take this as political justification for ISRAEL's cause the conclusions to be drawn from this are for more relevant.What if, just what if, the soldiers in the bunkers in south LEBANON are not Hezbullah fighters as we have been told. But Iranian soldiers?
Units of Iran's elite Revolutionary Guard. That would certainly account for the stiff resistance ISRAEL is confronting.The Israeli public were fooled into thinking this war would end quickly because of the belief in the overwhelming superiority of the Israeli soldiers over those of Hezbullah. But what if ISRAEL is not fighting Hezbullah but in fact a very well trained unit (s) of IRAN's elite Revolutionary Guard?

Lebanese sources say Revolutionary Guard units aiding Hizbullah against the Jewish state, report bodies of dead Iranian soldiers transferred to TEHRAN via SYRIA.The bodies of Iranian Revolutionary Guard soldiers who were killed by the Israeli army in LEBANON have been transported to SYRIA and flown to TEHRAN, senior Lebanese political sources told WorldNetDaily (W.N.D.).
The information was confirmed by Israeli and Egyptian security officials. W.N.D. reported earlier this month that Israeli security officials said they have concrete information hundreds of Iranian soldiers stationed at Hizbullah positions in LEBANON have aided in efforts to fire missiles into the Jewish state. The Israeli officials said Iranian guards directed the firing two weeks ago of a radar-guided C802 missile that hit an Israeli navy vessel off the coast of LEBANON, killing four soldiers.
ISRAEL says IRAN acquired the missile from CHINA. The officials said the Iranian soldiers' duties include keeping custody of long-range missiles within Hizbullah's arsenal, including Zalzal rockets which are said to have a range of 125 miles, placing TEL AVIV within firing range.
ISRAEL has long maintained that Iranian Revolutionary Guard units have travelled regularly to south LEBANON to help train local Hizbullah fighters in terrorist tactics and to fortify Hizbullah positions along ISRAEL's northern border. At times, Revolutionary Guard soldiers could be seen operating openly at Hizbullah outposts in plain view from the Israeli side, military officials say.
Take notice that everyone in the Arab world including the Israeli military seems to agree that units of IRAN's Revolutionary Guard are aiding in this way. Is it possible that they are not just aiding the war effort on behalf of Hezbullah -- but actually running it?
If they are teaching/directing the Hezbullah soldiers how to fire the missiles -- then is there really anything more than a semantic difference in these two statements? If so, then Nasrallah is not in charge of the enemy's defences -- IRAN is. If so, that is not what the Israeli public thinks.
Israel Hits 130 Hezbollah Targets in Southern Lebanon ,July 28,2006
(Bloomberg) -- Israel struck as many as 130 Hezbollah targets in southern Lebanon, using planes and artillery, a day after ruling out an increased land offensive. The targets, including rocket launchers, were hit during the night in the city of Tyre, the eastern Bekaa Valley, and in southern Lebanon, an Israel Defense Forces spokesman said, speaking anonymously by regulation. One of the raids destroyed Hezbollah's regional command center in Tyre that directed rocket attacks on Israeli towns, he said. Israel is pursuing a policy of containment,Israeli Vice Prime Minister Shimon Peres said yesterday in an interview with Bloomberg Television.
Israel will continue intensive combat to strike at Hezbollah's commander centers and infrastructure, the Security Cabinet said in a statement. U.S. Secretary of State Condoleezza Rice said today the U.S. will seek an early end to the crisis. The Israeli government yesterday called up reservists as the military fights Hezbollah in Lebanon and Palestinian groups in the Gaza Strip, in operations that began after three Israeli soldiers were captured. A total of 405 Lebanese and 51 Israelis, including 33 soldiers, have been killed since fighting in Lebanon began July 12.
We hope to achieve an early end to this situation, Rice said at a press conference in Kuala Lumpur. The U.S. will consider conditions for an early cease-fire, she said.
U.K. Prime Minister Tony Blair will press President George W. Bush to back an
immediate cease-fire between Israel and the Shiite Islamist Hezbollah movement and to work on a United Nations resolution spelling out the terms of a peace plan, a spokesman said. The two will meet later today in Washington.
Three Divisions
As many as three divisions of reserves are being put on standby, Israel's military Chief of Staff Dan Halutz said. Any decision to activate the reserve forces will be taken by the full Cabinet, ministers decided yesterday. There are about 5,000 soldiers in each reserve division, Haaretz reported. While the army doesn't release figures for manpower, the Jaffee Center for Strategic Studies at Tel Aviv University estimates Israel's standing army at about 186,000 personnel.
The military action has not come to an end and will continue as long as it's needed, Halutz said late yesterday. This battle may take time, and this is why we are not showing all of our cards immediately. Israel today warned residents of villages from Qlaile in the west, through Siddiqine, Sultaniye, Majdel Silim and up to a point west of the village of Houla, near the Israeli-Lebanese border, to flee their homes and move northward by 10:00 a.m. today.
Safety at Risk
Any vehicle traveling in this area after 10:00 a.m. and any person who chooses not follow this warning is putting his and his family's safety at risk, the IDF said. A majority of Israelis say they are satisfied with Israeli Prime Minister Ehud Olmert and the conduct of military operations in Lebanon, a poll in the Yediot Ahronot newspaper showed today.
The poll, conducted by the Dahaf Institute, found that 71 percent of 513 adults questioned late yesterday rated Olmert's performance as prime minister as either very good or pretty good.Eighty-two percent said the government was pursuing the right course in Lebanon, it said. A poll by the newspaper July 18, six days into the conflict, showed Olmert had the backing of 78 percent of Israelis. Today's survey had a margin of error of 4.2 percentage points, Yediot said.
Impasse Reached
Israel says it is targeting Hezbollah bases with air strikes while staging a limited land incursion into southern Lebanon to root out the Muslim group's strongholds near the Israeli border. The two sides are at an impasse, said Nadim Shehadi of London's
independent international affairs institute, Chatham House, which advises European governments. We are in a kind of deadlock because what's happening on the military side is not yielding any results, he said in an interview yesterday.
The more military operations go on, the more difficult it will be to justify stopping without showing any results for the Israeli army.' Israeli army officials estimate that about 200 Hezbollah fighters have been killed in operations in southern Lebanon since hostilities began, said an army spokesman. Nawwar Sahili, one of 14 Hezbollah members of the Lebanese parliament, described the tally as lies in a telephone interview. Hezbollah is not hiding the number of its martyrs, Hezbollah is proud of its martyrs and when they fall, it announces their names.Some 32 Hezbollah members have died in the conflict, according to statements issued by the organization since July 12.
Security Strip
Olmert yesterday told members of the Knesset, Israel's parliament, that Israel will try to establish a two-kilometer (1.2-mile) strip from the border into southern Lebanon that is free of Hezbollah fighters so that light arms can't be used to hit Israeli towns, said a government official who asked not to be identified. Southern Lebanon, adjacent to Israel's northern border, is controlled by Hezbollah, which is sponsored by Syria and Iran. A United Nations resolution calls for its disarmament and for the Lebanese army to take over the area. Hezbollah captured two Israeli soldiers in a July 12 cross- border raid, sparking the conflict. Israel hasn't
mounted a full- scale military attack on Lebanon or Hezbollah since its troops were pulled out of a swath of southern Lebanon held for 18 years until May 2000.
Scores of Attacks
Hezbollah, formed in 1982, has been linked to scores of attacks on Israelis and Americans, including rocket attacks on Israeli towns, the 1983 bombing that killed 241 U.S. soldiers in Beirut, and the 1994 attack that killed 95 at a Jewish community center in Buenos Aires. The U.S. and Israel have designated Hezbollah a terrorist organization. Al-Qaeda's second in command Ayman al-Zawahiri warned in a tape broadcast yesterday by al-Jazeera television that the terrorist network won't stand idly by as Israel carries out its offensive in Lebanon. I'm not surprised people who use terrorist tactics would start speaking out, Bush told reporters
at the White House yesterday. The U.S. is working hard to solve the conflict, Bush said. As soon as we can get this resolved, the better. But it must be real, and it can't be fake. The war that started July 12 has inflicted $2 billion in damage to Lebanese airports, ports, roads and bridges. Lebanon's economic losses from the aborted summer tourism season and stalled industrial production amount to an additional $2 billion, Riad Salameh, the governor of the Central Bank of Lebanon, said in an interview yesterday.
Gaza Deaths
Two Israeli civilians were lightly wounded today when rockets landed in Zikin, south of Ashkelon, a coastal city 40 kilometers south of Tel Aviv in central Israel. The rockets were fired from northern Gaza, an Israeli Defense Forces spokesman said. Earlier, the army said ground forces left Sajaiyah in the northern Gaza Strip, an area they have been operating in for the past 48 hours in a bid to destroy terrorist infrastructure and stop the launching of rockets at Israel. Israel started its attack on Lebanon two weeks after it sent its forces into Gaza when a group led by the Islamic Hamas movement kidnapped a soldier in a cross-border raid on June 25.
A total of 154 Palestinians have died in raids since then, the Palestinian Health Ministry said yesterday. Israel said it killed 140 gunmen during the same period.
Palestinians Killed
In the Gaza Strip, 22 Palestinians were killed and more than 50 wounded yesterday in air strikes and tank attacks on northeast Gaza City, said Mo'aweya Hassanein, chief of emergency at the Health Ministry. He said that among the dead were four children
under the age of 10, eight adult civilians and 10 militants.
Hamas said yesterday there is no progress in negotiating the release of the soldier, 19-year-old Corporal Gilad Shalit. The group wants all female Palestinian prisoners under the age of 18 freed from Israeli jails in exchange for Shalit being released. Israel unilaterally withdrew from Gaza in 2005, razing Jewish settlements it established after seizing the area from Egypt in the 1967 Six-Day War.

Rome conference endorses UN force in Middle East

EUOBSERVER / BRUSSELS - A high-profile international conference on the Middle East, attended by a top-level EU delegation, has under US pressure not called for an immediate ceasefire in the region - but has endorsed the idea of a peacekeeping force under a UN mandate. The extraordinary meeting in Rome, chaired by Italian foreign minister Massimo d'Alema, addressed the ongoing bloodshed between Israel and Islamist Hezbollah fighters in Lebanon, with US foreign secretary Condoleezza Rice and UN secretary general Kofi Annan participating in the talks. Arab states such as Saudi Arabia, Jordan and Egypt, as well as Lebanon itself, were also present at the talks and had lobbied for the final declaration of the text to include a call for an immediate cease-fire, according to press reports.
But the final Rome declaration only offers a watered-down version of this demand, stating Participants expressed their determination to work immediately to reach, with utmost urgency, a ceasefire that puts an end to the current violence and
hostilities. The ceasefire must be lasting, permanent and sustainable.
Ms Rice stressed after the talks that we cannot return to the status quo ante and that any ceasefire must be sustainable this time, reflecting US demands that Israel should be given security guarantees against Hezbollah before a cease-fire. The EU attended with a top delegation from both the EU institutions as well as individual member states. Finnish foreign minister Erkki Tuomioja represented the bloc's current presidency and was accompanied by EU foreign policy chief Javier Solana as well as external relations commissioner Benita Ferrero-Waldner.
The EU's big three, France, Germany and the UK, also had a place around the table, as well as Mediterranean member states Spain, Greece and Cyprus. The EU was itself divided at the meeting, with France joining UN chief Kofi Annan in calling for an immediate ceasefire while the UK was more in line with the US, according to press reports.
EU calls emergency meeting
The Finnish presidency has scheduled an emergency meeting of EU foreign ministers next week on Tuesday (1 August), while member states' EU ambassadors will spend most of their time on the issue at a meeting tomorrow (27 July). Member states have
been more united in supporting a UN-led peace force which should secure the Israeli Lebanese border in the near future.
The Rome meeting confirmed this plan, with the declaration saying An international force in Lebanon should urgently be authorized under a UN mandate to support a Lebanese armed force to provide a secure environment. France's president Jacques Chirac in an interview on Wednesday (26 July) opposed the idea of a NATO-led peace force, amid reports that Jerusalem favours NATO over UN involvement.
As far as France is concerned, it is not NATO's mission to put together such a force,Mr Chirac told the daily newspaper Le Monde. Whether we like it or not, NATO is perceived as the armed wing of the west in these regions, and as a result, in terms of image, NATO is not intended for this. The peacekeeping force is likely to be the one dominating topic at the EU meeting next week with EU top diplomat Solana saying I cannot imagine the force without any Europeans.It is fundamental that some European countries will participate, he said.

China eyes stronger military against threats

BEIJING (Reuters) - China needs stronger military forces as it faces growing instability and threats to national security, the ruling Communist Party's ideological mouthpiece said according to reports in the state media on Wednesday.
An essay in the latest issue of Qiushi, or Seek Truth, says China must strengthen its military to guard a peaceful international setting for economic growth, the
official China News Service reported.Destabilizing and uncertain factors are increasing and having a major impact on China's security environment,the essay said.
History demonstrates that one cannot rely on others granting peace, and only building a strong military and firm national defense can provide a reliable security barrier,it added. Qiushi magazine is the Communist Party's ideological mouthpiece and often carries essays by senior officials and theorists.
The latest essay appears to reflect unease about China's military preparedness, even with rapidly rising defense spending over the past decade.
The essay did not specify the threats calling for stronger defense, but it said that Western foes did not want to see a strong China.Hostile Western forces do not want to see a strong socialist China emerge in the east, and they are constantly cooking up vain attempts to hold in check and contain China's development.Supporters of independence for Taiwan -- the self-governed island that China has claimed as its own since their split in 1949 amid civil war -- are also a major peril, it added.China has experienced deepening friction with Japan over Tokyo's treatment of its World War Two invasion and its increasingly assertive foreign policy.

WASHINGTON (Reuters) - Three more kg (6.6 pounds) of weapons-capable highly enriched uranium have been removed from Libya, bringing to 20 kg (44 pounds) the total put under international control since the country abandoned its nuclear arms program in
2003, U.S. officials said on Wednesday.
The recent two-day operation was carried out by Russia, the U.S. Department of Energy's National Nuclear Security Administration and the U.N. watchdog agency, the International Atomic Energy Agency.Libya's cooperation and commitment was key to this joint nonproliferation effort. It is a clear indication of Libya's continued commitment to rid itself of weapons of mass destruction and proliferation-sensitive materials,Linton Brooks, the U.S. agency's administrator, said in a written statement.
A U.S. spokesman said an initial 17 kg (37 pounds) of highly enriched uranium, or HEU, was removed from Libya in 2004 but was not previously announced.The latest shipment was part of a process to remove all Russian-origin HEU material from Libya. The U.S. agency did not say how much was left.A report on Monday by the Libyan news agency quoted leader Muammar Gaddafi as saying Libya at one stage came close to building a nuclear bomb, the first time any Libyan official had confirmed the North African country had been trying to build a nuclear bomb.One U.S. official who deals with nonproliferation issues told Reuters the claim was not credible.Libya possessed nuclear material but not enough expertise to complete the job. I don't think Gaddafi was close, the official said.At Libya's Tajoura Research Center, the HEU was loaded into three specialized transportation containers provided by Russia, while U.S. and IAEA experts monitored the process.

Why do I say that?
Well for starters, both the UNITED STATES and ISRAEL say so. They claim (and rightly so) that Shi'ite Hezbollah is a proxy for Alawite SYRIA and Shi'ite IRAN.
While some Israelis take this as political justification for ISRAEL's cause the conclusions to be drawn from this are for more relevant.What if, just what if, the soldiers in the bunkers in south LEBANON are not Hezbullah fighters as we have been told. But Iranian soldiers?

That would certainly account for the stiff resistance ISRAEL is confronting.The Israeli public were fooled into thinking this war would end quickly because of the belief in the overwhelming superiority of the Israeli soldiers over those of Hezbullah. But what if ISRAEL is not fighting Hezbullah but in fact a very well trained unit (s) of IRAN's elite Revolutionary Guard?

Lebanese sources say Revolutionary Guard units aiding Hizbullah against the Jewish state, report bodies of dead Iranian soldiers transferred to TEHRAN via SYRIA.The bodies of Iranian Revolutionary Guard soldiers who were killed by the Israeli army in LEBANON have been transported to SYRIA and flown to TEHRAN, senior Lebanese political sources told WorldNetDaily (W.N.D.).
The information was confirmed by Israeli and Egyptian security officials. W.N.D. reported earlier this month that Israeli security officials said they have concrete information hundreds of Iranian soldiers stationed at Hizbullah positions in LEBANON have aided in efforts to fire missiles into the Jewish state. The Israeli officials said Iranian guards directed the firing two weeks ago of a radar-guided C802 missile that hit an Israeli navy vessel off the coast of LEBANON, killing four soldiers.
ISRAEL says IRAN acquired the missile from CHINA. The officials said the Iranian soldiers' duties include keeping custody of long-range missiles within Hizbullah's arsenal, including Zalzal rockets which are said to have a range of 125 miles, placing TEL AVIV within firing range.
ISRAEL has long maintained that Iranian Revolutionary Guard units have travelled regularly to south LEBANON to help train local Hizbullah fighters in terrorist tactics and to fortify Hizbullah positions along ISRAEL's northern border. At times, Revolutionary Guard soldiers could be seen operating openly at Hizbullah outposts in plain view from the Israeli side, military officials say.
Take notice that everyone in the Arab world including the Israeli military seems to agree that units of IRAN's Revolutionary Guard are aiding in this way. Is it possible that they are not just aiding the war effort on behalf of Hezbullah -- but actually running it?
If they are teaching/directing the Hezbullah soldiers how to fire the missiles -- then is there really anything more than a semantic difference in these two statements? If so, then Nasrallah is not in charge of the enemy's defences -- IRAN is. If so, that is not what the Israeli public thinks.

EU troops on stand by as Middle East crisis deepens
EU troops could be deployed in Lebanon if violence continues to escalate in the region. Speaking after a meeting of Europe's foreign ministers on Monday, EU foreign policy chief Javier Solana called on member states to be prepared to participate in operations in the Middle East.
It is important that member states are ready to consider participating in this force,Solana told a press conference. I am confident they are ready to take part if required. EU troops on stand by as Middle East crisis deepens

LOS ANGELES (AFP) - More than 70 people may have died in California's record-breaking heat wave, a state official said as temperatures appeared to ebb.A spokeswoman of the Governor's Office of Emergency Services said officials were working to confirm that the recent deaths of 71 people were due to the record-breaking heat.These are deaths that are believed to be due to the heat or related to the heat wave,Tina Walker told AFP.

And an upcoming U.S.-Russian-Canadian scientific paper points to links between warming and wildfires in Siberia, where 2006 already qualifies as an extreme fire season, sixth in the past eight years. After days of meetings in Cyprus; Beirut, Lebanon; and Israel, the president's top diplomat left the Middle East without hammering out a plan to stop the bloodshed. I seek urgently to get an end to these hostilities, an end to this violence,Rice said. An emergency conference with 15 nations, the United Nations and the European Union only underscored disagreements about the best way forward.
Lasting Solutions?
Many European and Arab nations would like the United States to pressure Israel into a unilateral cease-fire, but administration officials believe that would only empower Hezbollah to attack again. Another option already under discussion is putting an international force along the border. There are massive hurdles, however. Who will send troops, under what terms, and will Hezbollah agree not to attack them? Finally, there's diplomacy. The Bush administration believes Syria is backing Hezbollah. Would the violence halt if the president reversed course, rather than isolating Syria, offering the country incentives to help stop the violence?
Some experts say it may be the best in a range of unappealing options. This could stay ugly for a long time because there's no obvious endgame, because there's no obvious military solution to this on either side, said Michael O'Hanlon of the Brookings Institution.

He and his team used data from the NASA/European Space Agency Cassini-Huygens mission to measure the atmospheric chemical composition, temperature and pressure on Titan.The Cassini craft was launched in 1997 and reached Saturn in 2004 after cruising past Venus and Jupiter.
Information from the probe showed Titan, which is larger than the planet Mercury, is cold and windy with a dense atmosphere of methane and nitrogen.According to team's the findings, reported in the journal Nature, much of the surface of Titan could experience a drizzle for the next few years.In a separate report in the journal researchers from Spain did a modeling study of Titan's atmosphere which suggested clouds over the south pole would produce fierce storms that would pound the surface and could help explain the formation of its river valleys.Ricardo Hueso and Agustin Sanchez-Lavega of the University of Pais Vasco in Bilbao said under the right conditions the storms could produce methane raindrops up to 5 millimetres (0.2 inches) across that would pound the surface similar to flash floods seen on Earth.
Tokano said although the Spanish researchers reached a different conclusion he believed both types of rainfall could occur on Titan depending on the conditions. We do not rule out the presence of such heavy rainstorms because such clouds have been observed near the south pole,he added.
The Cassini-Huygens mission to study Saturn's rings and moons is named after two 17th-century Europeans: Dutchman Christiaan Huygens, who discovered Saturn's rings and Titan, and Italian-French astronomer Jean-Dominique Cassini, who discovered the planet's other four major moons.

Christians are not superstitious. We do not believe in fate or chance. All things are ordered by God and there are no real coincidences in this life.Many of us holding this conviction do, however, look for signs as we seek to hear the Lord speaking to and directing us. And when really amazing things do occur, it can seem to those who have eyes to see and ears to hear that the Lord Himself is shouting a message from the heavens.
This, for example, is how I view the discovery of the Isaiah manuscript of the Dead Sea Scrolls in 1947, and its identification in 1948.For me the timing of the find – precisely in the years when the United Nations voted to partition Palestine and David Ben Gurion declared the establishment of the State of Israel – together with the identity of the book – Isaiah perhaps being the primary prophet foretelling the restoration of the Jews to their Land – put God’s stamp of authenticity on this momentous event.
Biblical scholars have remarked that the Scroll’s discovery blew away much of the skepticism that had taken root concerning the divine Authorship of the Bible.Something similar – if not of quite the same magnitude – happened for me today, a fortnight into Israel’s two-front conflict with Hamas in the south and Hizb’allah in the north.Early this morning (Wednesday, July 26, 2006), I met
with nine other men in the new King of Kings Pavilion Prayer Tower high above downtown Jerusalem. On top of our prayer agenda, naturally enough, was the ongoing war that has been triggered by Muslim Arabs bent on destroying the Jewish state.It is not always easy to know what or how to pray in such circumstances. We know that God’s thoughts are not our thoughts nor are our ways His ways, and we do not wish to pray presumptuously. We even have to submit our understanding of what we read in God’s Word, the Bible, to His Holy Spirit. Sometimes it is perhaps best to simply pray that Word back to God and, as it were, remind Him of what He has written.
Early in the meeting today Pastor Wayne Hilsden was prompted to read Psalm 83. For those of us living in Israel, this is a well known imprecatory psalm – one of the War Psalms.Part of it reads: For behold, Your enemies make a tumult; and those who hate You have lifted up their head. They have taken crafty counsel against Your people, and consulted together against Your sheltered ones. They have said, Come, and let us cut them off from being a nation, that the name of Israel may be remembered no more. (Psalm 83:2-4)

Upon returning home two hours later, I found that someone had emailed me a fascinating report off the CNN website. It was headlined:Medieval book of psalms unearthed – First millennium manuscript, open to Psalm 83, found in Irish mud.

According to the report, the 20-page book, which was found by a construction worker digging in the bog last week, has been expertly dated to the years AD 800 to 1000.It was the first time in more than 200 years that an early medieval Irish document had
been unearthed.CNN quotes the director of the National Museum of Ireland, Pat Wallace, who described the discovery as really a miracle find.
There’s two sets of odds that make this discovery really way out, Wallace said. First of all, it’s unlikely that something this fragile could survive buried in a bog at all, and then for it to be unearthed and spotted before it was destroyed is incalculably more amazing.What’s even more incredible to me is that this book, opened to this psalm, was discovered at this specific time in history.

LOS ANGELES (AFP) - More than 70 people may have died in California's record-breaking heat wave, a state official said as temperatures appeared to ebb.A spokeswoman of the Governor's Office of Emergency Services said officials were working to confirm that the recent deaths of 71 people were due to the record-breaking heat.These are deaths that are believed to be due to the heat or related to the heat wave,Tina Walker told AFP.
However, until toxicology records and autopsies are performed, it won't be certain that that was the cause,she said.Most of the dead, counted since July 14, were elderly people living in the hot central valley between San Francisco and Los Angeles.The deaths included three illegal immigrants whose bodies were found on the US-Mexico border in southern California, apparently dead from dehydration.

Scientists worldwide are watching temperatures rise, the land turn dry and vast forests go up in flames.In the Siberian taiga and Canadian Rockies, in Southern California and in Australia, researchers find growing evidence tying an upsurge in wildfires to climate change, an impact long predicted by global-warming forecasters.A team at California's Scripps Institution, in a headline-making report this month, found that warmer temperatures, causing earlier snow runoff and consequently drier summer conditions, were the key factor in an explosion of big wildfires in the western United States for three decades, including fires now rampaging east of Los Angeles.Researchers previously reach- ed similar conclusions in Canada, where fire is destroying an average 6.4 million acres a year, compared with 2.5 million in the early 1970as.
And an upcoming U.S.-Russian-Canadian scientific paper points to links between warming and wildfires in Siberia, where 2006 already qualifies as an extreme fire season, sixth in the past eight years. An emergency conference with 15 nations, the United Nations and the European Union only underscored disagreements about the best way forward.
Lasting Solutions?
Many European and Arab nations would like the United States to pressure Israel into a unilateral cease-fire, but administration officials believe that would only empower Hezbollah to attack again. Another option already under discussion is putting an international force along the border. There are massive hurdles, however. Who will send troops, under what terms, and will Hezbollah agree not to attack them? Finally, there's diplomacy. The Bush administration believes Syria is backing Hezbollah. Would the violence halt if the president reversed course, rather than isolating Syria, offering the country incentives to help stop the violence?
Some experts say it may be the best in a range of unappealing options. This could stay ugly for a long time because there's no obvious endgame, because there's no obvious military solution to this on either side, said Michael O'Hanlon of the Brookings Institution.

Methane rain forecast for Saturn's giant moon Titan Wed Jul 26, 1:40 PM ET
LONDON (Reuters) - The weather forecast for Saturn's giant moon Titan calls for methane rain, scientists said on Wednesday. It ranges from a persistent drizzle that keeps the surface of Saturn's largest moon -- which has geological features similar to Earth damp to fierce storms that could produce huge droplets.We have found the first evidence of drizzly rain on a remote planet, in this case Titan, which consists of liquid methane and a little bit of nitrogen,said Tetsuya Tokano of Cologne University in Germany.
He and his team used data from the NASA/European Space Agency Cassini-Huygens mission to measure the atmospheric chemical composition, temperature and pressure on Titan.The Cassini craft was launched in 1997 and reached Saturn in 2004 after cruising past Venus and Jupiter.
Information from the probe showed Titan, which is larger than the planet Mercury, is cold and windy with a dense atmosphere of methane and nitrogen.According to team's the findings, reported in the journal Nature, much of the surface of Titan could experience a drizzle for the next few years.In a separate report in the journal researchers from Spain did a modeling study of Titan's atmosphere which suggested clouds over the south pole would produce fierce storms that would pound the surface and could help explain the formation of its river valleys.Ricardo Hueso and Agustin Sanchez-Lavega of the University of Pais Vasco in Bilbao said under the right conditions the storms could produce methane raindrops up to 5 millimetres (0.2 inches) across that would pound the surface similar to flash floods seen on Earth.
Tokano said although the Spanish researchers reached a different conclusion he believed both types of rainfall could occur on Titan depending on the conditions. We do not rule out the presence of such heavy rainstorms because such clouds have been observed near the south pole,he added.
The Cassini-Huygens mission to study Saturn's rings and moons is named after two 17th-century Europeans: Dutchman Christiaan Huygens, who discovered Saturn's rings and Titan, and Italian-French astronomer Jean-Dominique Cassini, who discovered the planet's other four major moons.

Christians are not superstitious. We do not believe in fate or chance. All things are ordered by God and there are no real coincidences in this life.Many of us holding this conviction do, however, look for signs as we seek to hear the Lord speaking to and directing us. And when really amazing things do occur, it can seem to those who have eyes to see and ears to hear that the Lord Himself is shouting a message from the heavens.
This, for example, is how I view the discovery of the Isaiah manuscript of the Dead Sea Scrolls in 1947, and its identification in 1948.For me the timing of the find – precisely in the years when the United Nations voted to partition Palestine and David Ben Gurion declared the establishment of the State of Israel – together with the identity of the book – Isaiah perhaps being the primary prophet foretelling the restoration of the Jews to their Land – put God’s stamp of authenticity on this momentous event.
Biblical scholars have remarked that the Scroll’s discovery blew away much of the skepticism that had taken root concerning the divine Authorship of the Bible.Something similar – if not of quite the same magnitude – happened for me today, a fortnight into Israel’s two-front conflict with Hamas in the south and Hizb’allah in the north.Early this morning (Wednesday, July 26, 2006), I met
with nine other men in the new King of Kings Pavilion Prayer Tower high above downtown Jerusalem. On top of our prayer agenda, naturally enough, was the ongoing war that has been triggered by Muslim Arabs bent on destroying the Jewish state.It is not always easy to know what or how to pray in such circumstances. We know that God’s thoughts are not our thoughts nor are our ways His ways, and we do not wish to pray presumptuously. We even have to submit our understanding of what we read in God’s Word, the Bible, to His Holy Spirit. Sometimes it is perhaps best to simply pray that Word back to God and, as it were, remind Him of what He has written.
Early in the meeting today Pastor Wayne Hilsden was prompted to read Psalm 83. For those of us living in Israel, this is a well known imprecatory psalm – one of the War Psalms.Part of it reads: For behold, Your enemies make a tumult; and those who hate You have lifted up their head. They have taken crafty counsel against Your people, and consulted together against Your sheltered ones. They have said, Come, and let us cut them off from being a nation, that the name of Israel may be remembered no more. (Psalm 83:2-4)

Upon returning home two hours later, I found that someone had emailed me a fascinating report off the CNN website. It was headlined:Medieval book of psalms unearthed – First millennium manuscript, open to Psalm 83, found in Irish mud.

According to the report, the 20-page book, which was found by a construction worker digging in the bog last week, has been expertly dated to the years AD 800 to 1000.It was the first time in more than 200 years that an early medieval Irish document had
been unearthed.CNN quotes the director of the National Museum of Ireland, Pat Wallace, who described the discovery as really a miracle find.
There’s two sets of odds that make this discovery really way out, Wallace said. First of all, it’s unlikely that something this fragile could survive buried in a bog at all, and then for it to be unearthed and spotted before it was destroyed is incalculably more amazing.What’s even more incredible to me is that this book, opened to this psalm, was discovered at this specific time in history.
