Russia, which has vehemently denied responsibility.“We believe that the

Government advances plans for seven new Jewish

establish a new community in the Negev, as well as to examine the
possibility of the establishment of a new city in the south and five

of Lehavim, while the other five communities will be established near
Route 25 in the northern Negev.The communities are slated to include
around 10,500 housing units.Interior Minister Ayelet Shaked, who backed
the program together with Housing Minister Ze’ev Elkin, welcomed the
government’s decision, saying it would advance Zionist values as well as
play a key role in the security of the state.“Development will
strengthen governance and sovereignty in the Negev and will open up the

urban bloc on the ground, putting a stake in the ground and beginning to

Russia has defaulted on its
foreign debt because it offered bondholders payments in rubles, not
dollars, credit ratings agency S&P has said.Russia attempted to pay
in rubles for two dollar-denominated bonds that matured on April 4,
S&P said in a note on Friday. The agency said this amounted to a
"selective default" because investors are unlikely to be able to convert
the rubles into "dollars equivalent to the originally due
amounts."Moscow has a grace period of 30 days from April 4 to make the
payments of capital and interest, but S&P said it does not expect it
will convert them into dollars given Western sanctions that undermine
its "willingness and technical abilities to honour the terms and
conditions" of its obligations.A full foreign currency default would be
Russia's first in more than a century, when Bolshevik leader Vladimir
Lenin repudiated bonds issued by the Tsarist government.Russia cannot
access roughly US$315 billion of its foreign currency reserves as a
result of Western sanctions imposed following its invasion of Ukraine.
Until last week, the United States allowed Russia to use some of its
frozen assets to pay back certain investors in dollars. But the U.S.

Denmark stocks up on iodine pills to bolster nuclear emergency plan-APR 11,22

will buy 2 million iodine tablets to protect people in the event of a
nuclear accident close to the Nordic country, it said on Monday.Iodine
is considered a way of protecting the body against conditions such as
thyroid cancer in case of radioactive exposure, and worries about
nuclear incidents in Ukraine have prompted stockpiling across
Europe."The developments of COVID-19 over the past two years has shown
us that it is important to be prepared. The war in Ukraine has shown us
that the world is unpredictable," the agency said in a news
release.Denmark is more than 900 kilometres from the nearest nuclear
plants in Ukraine, according to the health agency, and there is
currently no concrete risk to Denmark, Health Minister Magnus Heunicke
said in an emailed comment.The stock of iodine would be used in the
event of an accident at a nuclear power plant in the vicinity of
Denmark, which has no nuclear plants but is close to some in Sweden and
Germany, or onboard nuclear-powered vessels in Danish waters.A stock of 2
million tablets would cover risk groups including children and young
people up to 18 years of age, pregnant and breastfeeding women and
emergency personnel up to the age of 40, according to the agency's
estimates.For people over the age of 40, no protective effect is seen

Korea’s National Assembly by video link, Zelensky said Russia had
“completely destroyed” the besieged city in the southeast of the
country.“The Russians completely destroyed Mariupol and burned it to
ashes. At least tens of thousands of Mariupol citizens must have been
killed,” he said.“But for Russia, Mariupol is just an example. Ladies
and gentlemen, we’ve seen a lot of destruction like this in the 20th
century.”Zelensky’s comments came as Ukrainian forces prepared for a
“last battle” to control Mariupol, marines in the city said.“Today will
probably be the last battle, as the ammunition is running out,” the 36th

My uncle stayed there. They shot him, in the leg and head. Then his
son, my cousin, came to pick him up and they shot him. They laid them
face down on the floor and shot them. In the chest,” he said.His partner

Bucha emerges from the horror of the Russian occupation, townspeople are
desperate to know the fate of loved ones.Some know how their story
ends.Others still wait to find out, hoping against hope it will not end
in tragedy.Tetiana Ustymenko knows the conclusion to her story.Her son
and his two friends were gunned down in the street outside and she
buried them in the garden of the family home.Oleh Onyshchenko is
searching for two family members. He arrives on a windswept plain where
50 body bags are laid out on the ground.His relatives are burnt beyond
recognition, he thinks, though a wedding ring may prove a clue to end
the mystery of their final moments.Oleksandr Kovtun still has hope. His
son is missing but perhaps, he reasons, the Russians abducted them as
they retreated.Bucha — a commuter town on Kyiv’s doorstep — was occupied
by Russian forces in the early days of the invasion.The horrors left
behind after their withdrawal last week are slowly being
uncovered.Garden burial-There is a black sash draped across one door on
Kyiv-Myrotska Street. Out front a car riddled with gunfire has a pool of
clotted blood in the passenger seat. There are three bodies in the back
garden.Ustymenko, 65, says she put her son Serhii and his friends
Nastia and Maksym here on March 4.Serhii, 25, offered to evacuate her
but she was reluctant — it was too dangerous. Without her knowledge he
came anyway.“I heard shooting but I was sure he wasn’t there,” she
said.“Then the phone turned on. I said, ‘Son, son?’ and a neighbor told
me a car was shot in front of him. He said my son is gone.”Maksym was
shot in the forehead by a sniper through the windscreen, she said.
Nastia was shot in the legs. Serhii was shot in the back.They lay in the
open for three days before Tetiana’s husband Valerii washed and dressed
the bodies and dug a simple grave with the neighbors’ help.It is at the
bottom of the garden past daffodils. There is one mound in the sandy
earth, but each body is marked by a sprig of conifer. On top is the
metal blade of a broken snow shovel.The year before last Serhii snapped
it, prompting a squabble with his mother. “I put this here to say
‘Forgive me son,'” she said. “I want him to forgive me for arguing with
him for nothing.”“How can I live now?”Searching body bags-Onyshchenko
arrives to inspect the bodies of Bucha’s war dead at the cemetery. There
are around 50, some stacked on top of each other, others lie side by
side on the ground in crumpled black body bags.A gaggle of police
officers is poring over paperwork, writing preliminary reports to
identify the corpses.Every few minutes they unzip a new bag. In one, a
woman’s arms lie tangled across her lifeless face. In another, rigor
mortis gives the impression of a man standing to attention.Some contain
only body parts, scorched and severed.Onyshchenko, 49, hangs back. In
his pocket are photocopies of the ID card of his sister-in-law Tamila,
and the birth certificate of her 14-year-old daughter Anna.They left
Bucha in a borrowed car but the owner later saw a video of it ablaze in
the street.He has come to look for distinctive jewelry, to identify what
remains of the mother and daughter.A police officer tucks a handwritten
note into one gaping body bag. “Bucha, man, approximately
30-years-old,” it reads. “Eyes open. Bodily injuries on the left side of
the abdomen, on the neck and hands.”“A month ago no-one could imagine
something like this was possible,” says Onyshchenko.Kovtun’s 19-year-old
son Oleksii is missing. “He went into the city and did not come
back.”The 58-year-old now clings to the hope he might have been taken by
the Russians.Another young man from their street is rumored to have
been taken captive in Russia. Maybe this was the fate of his boy too.“My
son knew him,” he says. “There’s no other hope for us.”On Saturday the
bodies of 20 people dressed in civilian clothing were found strewn along
a single Bucha street.On Sunday a city official said 57 civilians had
been buried in a mass grave by their neighbors.The register of the dead
grows day by day.“We asked around about him, talked with a woman who
deals with such cases,” said Kovtun.“We hope he is not on those lists.”

incitement supporting the violence and encouraging future
attackers.Fourteen people have died so far in four attacks across the
country, the bloodiest wave of violence the Jewish state has seen in
years. Palestinian Authority President Mahmoud Abbas condemned the two
attacks committed by West Bank Palestinians in Bnei Brak and Tel
Aviv.But on Palestinian social media, many accounts have relentlessly
put out clips praising the attacks. In some cases, users have set
graphic footage of the violence to traditional music. Addressing
Israelis, the lyrics vow that “you will see hell and its gates will open
on the Day of Resurrection.”Other Palestinian social media users shared
a song — originally disseminated by the Islamic Jihad linked Filastin
al-Yawm channel — hailing Jenin’s so-called resistance: “God blessed the
champions of Jenin with a Molotov cocktail and a knife.”The Hamas and
Islamic Jihad terror groups have sought to play up the violence in their
official media. Both terror groups issued statements praising the

Washington’s will in reaching an agreement to restore the 2015 nuclear
agreement, with key sticking points unresolved after talks halted last
month.Iran has been engaged for a year in negotiations with France,
Germany, Britain, Russia and China directly, and the United States
indirectly to revive the deal, known formally as the Joint Comprehensive
Plan of Action (JCPOA).Negotiations in the Austrian capital Vienna aim
to return the United States to the nuclear deal, including through the
lifting of sanctions on Iran, and to ensure Tehran’s full compliance
with its commitments.“We really don’t know if we’ll get a deal or not,
because the United States hasn’t shown the necessary will to reach an
agreement,” Iranian foreign ministry spokesman Saeed Khatibzadeh
said.“What remains are the decisions of Washington,” he added.Earlier
this month, Khatibzadeh’s counterpart in the State Department Ned Price
said it was Tehran that was not giving way to make a deal possible, but
that Washington still believed there was “opportunity to overcome our
remaining differences.”The 2015 agreement gave Iran sanctions relief in
exchange for curbs on its nuclear program to guarantee that Tehran could
not develop a nuclear weapon — something it has always denied wanting

Monday wrapped up a six-day visit to Lebanon during which they discussed
the deployment of observers ahead of the upcoming May 15 parliamentary
elections in the crisis-hit country.The observer mission said it will
start deploying 30 observers throughout Lebanon later this week, with
their numbers reaching more than 150 from 27 EU member states,
Switzerland and Norway on the day of the vote.During the visit, Gyorgy
Holvenyi, head of the mission, discussed its work with top Lebanese
officials, politicians and religious leaders.The May 15 elections will
be the first in Lebanon since the country’s economic meltdown began in
October 2019.A massive Aug. 4, 2020, explosion in Beirut’s port that
killed more than 200 people, injured over 6,000 and caused wide damage
in the Lebanese capital, precipitated the country’s crisis.The Hezbollah
terror group and its allies control the majority of seats in the
current parliament. Their opponents are hoping to deprive them of this
majority in the next month’s vote.A total of 103 lists with 1,044
candidates are vying for the 128-seat legislature that is equally
divided between Christians and Muslims. Parliamentary elections are held
once every four years in Lebanon.Holvenyi, a Hungarian politician
currently serving as a member of the European Parliament, highlighted
that the EU Election Observation Mission is impartial and independent,
adding that it does not judge the electoral outcome or validate the
results.He said it will evaluate the electoral process and its
compliance with regional and international commitments on political
participation and democratic elections.“We are not here to interfere in

the veteran lawmaker’s office on October 15 last year.He had defended
his actions by saying Amess deserved to die as a result of voting for

to the evidence you have listened to,” judge Nigel Sweeney told jurors,

that were under Russian occupation, including the town of

For the second day in a row,
Palestinians reportedly broke into Joseph’s Tomb near the West Bank city
of Nablus and vandalized the shrine.Video circulating on social media
showed a man throwing rocks inside the site. The already-vandalized tomb
can be seen in the footage.The date and time of the video could not be
immediately verified, but it appeared to have been filmed during the
daytime.In the video, a man is heard saying in Arabic: “There is no
Joseph’s Tomb anymore, you traitors.”The comment was apparently a
reference to the Palestinian Authority, after the Nablus regional
governor pledged to restore the site following its vandalization on
Sunday, and reaffirmed that the shrine was under the PA’s protection.
Ibrahim Ramadan also said that Nablus was a “city of three
religions.”According to Palestinian media reports, PA security forces
were working Monday morning to restore order in the area surrounding the
shrine.Joseph’s Tomb is located inside Area A of the West Bank, which
is officially under complete Palestinian Authority control, though the
Israeli military conducts activities there. The IDF bars Israeli
citizens from entering Area A without prior authorization.The tomb is
venerated by Jews, Christians and Muslims, and has often been a
flashpoint for violence.Some Jews believe the biblical Joseph is buried
in the tomb, while Muslims say a sheikh is buried there.Jewish pilgrims
are usually only allowed to visit the tomb once a month under heavy
armed guard. During these visits, Palestinians routinely throw rocks at
the troops, and sometimes attack them with Molotov cocktails and
gunfire.However, two opposition lawmakers said Monday that if they
weren’t given a date on which they would be permitted to visit the
shrine, they would do so later that evening, even if they did not have
authorization.“If we do not receive an alternative date for within the

President Vladimir Putin said Tuesday that Moscow will proceed according
to plan with military operations in Ukraine, as the pro-Western country
braces for a major Russian offensive in the east.“Our task is to
fulfill and achieve all the goals set, minimizing losses. And we will
act rhythmically, calmly, according to the plan originally proposed by
the General Staff,” Putin said during a televised press
conference.Speaking to reporters following a meeting with Belarusian
President Alexander Lukashenko at a cosmodrome in Russia’s Far East,
Putin dismissed claims that Moscow’s army was struggling against the
Ukrainian resistance and was forced to withdraw from around major
cities, including the capital Kyiv.“Our actions in certain regions of
Ukraine were just related to containing [enemy] forces, destroying
military infrastructure, creating conditions for a more active operation
in Donbas,” Putin said, referring to a region in eastern Ukraine, parts
of which are controlled by pro-Russia separatists.Putin also said the
operation was not going to speed up, in order to minimize casualties.“I
often hear the question: is it possible to do it a bit faster? It is.
This depends on the intensity of hostilities, but the intensity of

do not wait for nuclear negotiations in planning for the country and
move forward,” Khamenei told a gathering of senior officials, state TV

engaged for a year in negotiations with France, Germany, Britain,
Russia, and China directly, and the United States indirectly, to revive
the deal, known formally as the Joint Comprehensive Plan of Action
(JCPOA).Negotiations in the Austrian capital Vienna aim to return the US
to the nuclear deal, including through the lifting of sanctions on
Iran, and to ensure Tehran’s full compliance with its commitments.
However, key sticking points remain unresolved after talks were halted
last month.“The United States broke its promises [by exiting the deal]
and now they have reached a dead end while Iran is not in such a
situation,” Khamenei said, while calling Tehran’s negotiators to
continue “resisting America’s excessive demands.”Despite the optimism
regarding the talks’ progress, Khamenei’s comments seemed to reflect
those made on Monday by Iranian foreign ministry spokesman Saeed
Khatibzadeh, who questioned the US’ will in reaching an agreement.“We
really don’t know if we’ll get a deal or not, because the United States
hasn’t shown the necessary will to reach an agreement,” he said. “What
remains are the decisions of Washington.”Earlier this month,
Khatibzadeh’s counterpart in the State Department Ned Price said it was

Washington still believed there was an “opportunity to overcome our

Ukraine says it
thwarted ‘serious’ Russian hack against its power grid-Kyiv says
millions would have been left without electricity had attack been
successful; officials say operation was weeks in the making and launched

(AP) — Russian military hackers attempted to knock out power to
millions of Ukrainians last week in a long-planned attack, but were
foiled, Ukrainian government officials said Tuesday.At one targeted
high-voltage power station, the hackers succeeded in penetrating and
disrupting part of the industrial control system, but people defending
the station were able to prevent electrical outages, the Ukrainians
said.“The threat was serious, but it was prevented in a timely manner,” a
top Ukrainian cybersecurity official, Victor Zhora, told reporters
through an interpreter. “It looks that we were very lucky.”The hackers
from Russia’s GRU military intelligence agency used an upgraded version
of malware first seen in its successful 2016 attack that caused
blackouts in Kyiv, officials said, that was customized to target
multiple substations. They simultaneously seeded malware designed to
wipe out computer operating systems, hindering recovery.Authorities did
not specify how many substations were targeted or their location, citing
security concerns, but a deputy energy minister, Farid Safarov, said “2
million people would have been without electricity supply if it was
successful.”Zhora, the deputy chair of the State Special Service of
Special Communications, said the malware was programmed to knock out
power on Friday evening just as people returned home from work and
switched on news reports.He said that power grid networks were
penetrated before the end of February, when Russia invaded, and that the
attackers later uploaded the malware, dubbed Industroyer2. The malware
succeeded in disrupting one component of the impacted power station’s
management systems, also known as SCADA systems.Zhora would not offer
further details or explain how the attack was defeated or which partners
may have assisted directly in defeating it. He did acknowledge the
depth of international assistance Ukraine has received in identifying
intrusions, and the challenges of trying to rid government, power grid,
and telecommunications networks of attackers. The helpers include
keyboard warriors from US Cyber Command.Cybercom was asked if it
assisted in the emergency response, but did not immediately answer.The
Computer Emergency Response Team of Ukraine thanked Microsoft and the
cybersecurity firm ESET for their assistance in dealing with the power
grid attack in a bulletin posted online. Officials said the destructive
attacks had been planned at least since March 23.GRU hackers from a
group that researchers call Sandworm twice successfully attacked
Ukraine’s power grid — in the winters of 2015 and 2016. US prosecutors
indicted six GRU officials in 2020 for using a previous version of the
Industroyer malware to attack Ukraine’s power grid by gaining control of
electrical substation switches and circuit breakers.In the 2016 attack,
Sandworm hackers used Industroyer to turn circuit breakers on and off
in a sequence designed to create a blackout, said Jean-Ian Boutin,
director of threat research at ESET.“We know that Industroyer still has
the capability to turn off circuit breakers,” he said.Working closely
with Ukrainian responders, ESET also determined that the attackers had
infected networks at the targeted plants with disk-wiping
software.Successfully activating the malware would have rendered plant
systems inoperable, seriously hindering remediation and recovery, and
destroying the attackers’ digital footprints, Boutin said.One of the
destructive malware varieties used in the attack, dubbed CaddyWiper, was
first discovered by ESET in mid-March being used against a Ukrainian
bank, he said.Western prosecutors blame Sandworm for a series of
high-profile cyberattacks including the most destructive, the 2017
NotPetya wiper virus that caused more than $10 billion in damage
globally by destroying data on entire networks of computers of companies
doing business in Ukraine, including those belonging to the shipper
Maersk and the pharmaceutical company Merck.Russia’s use of cyberattacks
against Ukrainian infrastructure during its invasion has been limited
compared with experts’ pre-war expectations. In the early hours of the
war, however, an attack Ukraine blames on Russia knocked offline an
important satellite communications link that also impacted tens of
thousands of Europeans from France to Poland.In another serious
cyberattack of the war, hackers knocked offline the internet and
cellular service of a major telecommunications company that serves the
military, Ukretelecom, for most of the day on March 28.Zhora said “the
potential of Russian [state-backed] hackers has been overestimated” and
cited a number of reasons why he believes cyber attacks have not played a
major role in the conflict:— When the aggressor is pummeling civilian
targets with bombs and rockets, there is little need to hide behind
covert cyber activity. — Ukraine has significantly upped its cyber
defenses with the help of volunteers from sympathetic countries. —
Attacks as sophisticated as this effort to knock out power are complex
and tend to require a lot of time.“This is not an easy thing to do,”
Zhora said.Ukraine has been under steady Russian cyberattack for the
past eight years, with Zhora noting that the attacks have tripled since
the invasion when compared with the same period last year.Russia has
said its invasion was needed to protect civilians in eastern Ukraine, a
false claim the US had predicted Russia would make as a pretext for the
invasion. Ukraine has called Russia’s assault a “war of aggression,”
saying it “will defend itself and will win.”

country’s president and German Chancellor Olaf Scholz was accused of a

other EU leaders, but Kyiv had told him he was not welcome right now.“I

Two Israeli hikers rescued from active Italian

Two Israelis were rescued while hiking the
volcano of Stromboli in southern Italy, local media and Italian
authorities reported on Monday.The two, a father and son, were hiking in
a canyon in the Vallonazzo area when the father fell nearly 50 meters
(164 feet) down the volcano cauldron, suffering injuries to his shoulder
and chest, while the son was unharmed, according to Italian media.Local
media said the son managed to climb up and get help and a helicopter
team was sent to the location.Italy’s firefighting force published a
video of one of the hikers being lifted onto the helicopter via
winch.The two were reunited with their family shortly afterward at a
local medical center.Stromboli, located on an eponymous island north of
