Experts: US-N.Korea nuclear war unlikely, but risk is rising-[The Canadian Press]-YAHOONEWS-August 9, 2017

A nuclear war between North Korea and the United States is not imminent, analysts said, but the inflammatory rhetoric on both sides is increasing the risk. They called on all parties to de-escalate.North Korea's army said in a statement distributed by state media Wednesday that it was examining a plan to use ballistic missiles to make an "enveloping fire" around Guam, a U.S. territory that is home to Andersen Air Force Base. The statement came a day after President Donald Trump warned North Korea against making more threats, saying, "They will be met with fire and fury like the world has never seen."What experts in South Korea, China and the U.S. had to say:___SLIM CHANCE OF ATTACK-A North Korean attack or an American pre-emptive strike is unlikely, said John Delury, an associate professor of East Asian Studies at Yonsei University in Seoul. He saw North Korea's statement as a warning to Washington that its missiles could reach targets in the region, rather than one of an actual attack."Well, I'm gonna go out on a limb here and say if North Korea was planning some kind of pre-emptive or surprise attack on Guam, we would not be reading about it in North Korean media," Delury said in an interview at his office. "Now that said, you do need to track their threats. And there are cases where they (have) made a specific threat and carried it out."A U.S. strike against North Korea would need the support of South Korea, he said, because the North would likely retaliate against the South and its 600,000 troops."It's not something you can do without robust, full support from the South Korean government people, and there's absolutely no sign that South Korea will support military options with North Korea," Delury said.— Yong Jun Chang in Seoul, South Korea-___DEEP CONCERN IN BEIJING-Chinese government-backed scholars said Beijing is deeply concerned about the latest statements from Trump and North Korea. They hold the U.S. partly responsible, saying Trump's heated rhetoric is fueling the flames.Trump's tough talk has contributed to an increase in animosity that is pushing the sides closer to armed conflict, said Cheng Xiaohe of the School of International Studies at Beijing's Renmin University."If not kept well under control, this verbal spat could turn into a military clash," he said, adding that China should dispatch diplomats to engage in shuttle diplomacy to bring the sides to the negotiating table.China's patience with North Korea, its onetime close ally, appears to be running thin: Beijing agreed to recent U.N. sanctions, despite potential losses to Chinese firms doing business with North Korea and fears over destabilizing the Pyongyang regime.A top Chinese expert on North Korea said Pyongyang seemed to have been heartened by Washington's failure to take firm measures in response to earlier actions."Trump said the U.S. would take tough measures if North Korea fired off missiles, but it did not," said Zhang Liangui, a professor at the ruling Communist Party's main training academy. "This might make North Korea think that's just some verbal threat, so its attitude is getting tougher and tougher."The U.S., China and Russia need to come together to force the North to de-escalate, he said. "The big countries should not attack each other, but unite to better co-operate on maintaining the denuclearization of the Korean Peninsula."— Christopher Bodeen and Fu Ting in Beijing___NO CAPABILITY YET-U.S. nuclear expert Siegfried Hecker, who has repeatedly visited North Korea's nuclear facilities, said he doesn't think North Korea currently has weapons systems for "enveloping fire" around Guam, as it threatened."I don't believe they have the capability to do so yet, and besides, why would they want to commit suicide by attacking a remote target like Guam?" he said. "The real threat is stumbling into an inadvertent nuclear war on the Korean Peninsula by misunderstanding or miscalculation. Inflammatory rhetoric on both sides will make that more likely. It's time to tone down the rhetoric."Hecker said North Korea does not have a sophisticated nuclear weapon like those of the U.S., Russia, Britain, China or France, the major nuclear superpowers."The shorter-range missile that can reach South Korea and Japan can accommodate larger nuclear warhead payloads," he said. "Making the warhead sufficiently small, light and robust to survive an ICBM delivery is extremely challenging and still beyond North Korea's reach."The way to avert a war with North Korea is to have a conversation, and that's not happening, Hecker said."Unfortunately, there seems to be no serious dialogue between Washington and Pyongyang, only threats," he said.— Martha Mendoza in San Jose, California-The Associated Press.

The Latest: Officials in Guam say it's safe from North Korea-[The Canadian Press]-YAHOONEWS-August 9, 2017

WASHINGTON — The Latest on North Korea's nuclear and missile programs (all times local):1 a.m.Elected officials in Guam are reassuring constituents that the U.S. territory is safe following North Korea's claim that it is examining its plan for "making an enveloping fire" around the strategically important Pacific island.Governor Eddie Baza Calvo said Wednesday there is no threat to Guam or to the Mariana Islands to the north. He adds that he will continue discussions with Joint Region Marianas Commander Rear Admiral Shoshana Chatfield to discuss military and first-responder readiness, to ensure that Guam is "prepared for any eventuality."Guam Congresswoman Madeleine Z. Bordallo issued a statement saying Pentagon officials have assured her that the territory is protected.Bordallo was critical of President Donald Trump's vow Tuesday to answer North Korea "with fire and fury like the world has never seen" if Pyongyang continues to threaten the U.S. She urged Trump to work with the international community to de-escalate tensions.12:20 a.m.A nuclear expert who has repeatedly visited North Korea's nuclear facilities says he doubts the country is yet capable of attacking the U.S. territory of Guam with medium- to long-range missiles. He says escalating rhetoric from both the North and the U.S. is the real danger. The North said Wednesday it is examining its plan for "making an enveloping fire" around Guam, a Pacific island that is home to major U.S. military bases.Siegfried Hecker, a professor at Stanford University's Center for International Security and Cooperation, said Tuesday night in the U.S. that although the North tested two intercontinental ballistic missiles last month, developing a nuclear warhead for such a missile is "extremely challenging and still beyond North Korea's reach."Hecker says the real threat is "stumbling into an inadvertent nuclear war on the Korean Peninsula by misunderstanding or miscalculation." He adds, "Inflammatory rhetoric on both sides will make that more likely."10 p.m.Australian Prime Minister Malcolm Turnbull says North Korea is reckless, provocative, dangerous and a threat to peace.Turnbull's comments on Wednesday come after North Korea said it is examining its operational plans for attacking Guam to contain U.S. bases there. The prime minister said of North Korea's regime: "Its conduct is illegal, it's reckless, it's provocative, it's dangerous. And it threatens the peace of the region, the peace of the world."Turnbull says a conflict with North Korea would be shattering and have "catastrophic consequences." The prime minister says the global community is united in seeking to impose the maximum economic pressure on North Korea "to bring them to their senses without conflict."___9 p.m.Security and defence officials on Guam say there is no imminent threat to people there or in the Northern Mariana Islands after North Korea said it was examining its operational plans for attack.Guam's Department of Homeland Security and Office of Civil Defence say they are monitoring North Korea with U.S. military and government officials.Guam's Homeland Security Adviser George Charfauros says officials there are confident "the U.S. Department of Defence is monitoring this situation very closely and is maintaining a condition of readiness."Charfauros in his statement Wednesday morning urged calm and said defences are in place on Guam and its neighbouring Pacific islands for threats such as North Korea.___8:30 p.m.The speaker of the Guam Legislature says he hopes the island can defend itself in the event of an attack from North Korea.Benjamin J. Cruz tells The Associated Press in a telephone interview, "We're just praying that the United States and the ... defence system we have here is sufficient enough to protect us."North Korea says it is examining its operational plans for attacking Guam to contain U.S. bases there.Cruz calls the threat "very disconcerting," saying, "It forces us to pause and to say a prayer for the safety of our people."Rena Chang, who owns a hair salon in the tourist area of Tumon, says: "That's so scary. My heart is pumping right now."___7:40 p.m.North Korea says it is examining its operational plans for attacking Guam to contain U.S. bases there. The army said in a statement distributed Wednesday by the state-run news agency that it is studying a plan to create an "enveloping fire" in areas around Guam with medium- to long-range ballistic missiles. The U.S. territory is home to Andersen Air Force Base. The statement says the move is in response to a recent U.S. ICBM test.It comes as President Donald Trump says North Korea "will be met with fire and fury like the world has never seen" if it makes any more threats to the U.S.A Japanese defence paper and a U.S. media report Tuesday said North Korea may have successfully produced a miniaturized nuclear warhead that can fit inside its missiles.___6:20 p.m.Republican Sen. The Office of the Director of National Intelligence could not immediately be reached for comment.Separately, Japan's defence ministry assessed in a report Tuesday that it is possible that North Korea has achieved the miniaturization of nuclear weapons and has developed nuclear warheads. The Associated Press.

Trump boasts of U.S. nuclear power in warning to North Korea-Dylan Stableford-Senior Editor-Yahoo NewsAugust 9, 2017

A day after warning North Korea that any threat to the United States will be met by “fire and fury,” President Trump tweeted on Wednesday that the U.S. “nuclear arsenal” is “far stronger and more powerful” under his watch — but hopes “we will never have to use” it.“My first order as President was to renovate and modernize our nuclear arsenal,” Trump tweeted. “It is now far stronger and more powerful than ever before….”Seven minutes later, Trump finished his thought.“Hopefully we will never have to use this power,” the president wrote, “but there will never be a time that we are not the most powerful nation in the world!”My first order as President was to renovate and modernize our nuclear arsenal. It is now far stronger and more powerful than ever before….— Donald J. Trump (@realDonaldTrump) August 9, 2017-Trump’s statement was far less ominous than the one he issued on Tuesday afternoon, when the president threatened to meet Pyongyang’s nuclear provocations with “fire and fury.”“North Korea [had] best not make any more threats to the United States,” Trump told reporters at his golf resort in Bedminster, N.J. “They will be met with fire and fury like the world has never seen.”North Korean leader Kim Jong Un “has been very threatening, beyond a normal statement,” Trump said, “and as I said, they will be met with fire, fury and, frankly, power the likes of which this world has never seen before.”Those words were criticized by lawmakers on both sides of the aisle.Sen. Dianne Feinstein, D-Calif., deplored Trump’s tough talk. The situation on the Korean peninsula is already volatile enough. President Trump is not helping the situation with his bombastic comments.— Sen Dianne Feinstein (@SenFeinstein) August 8, 2017-Sen. John McCain, R-Ariz., did too.“I take exception to the president’s comments because you gotta be able to do what you say you’re gonna do,” McCain told reporters. “In other words, the old walk softly but carry a big stick, Teddy Roosevelt’s saying, which I think is something that should’ve applied because all it’s going to do is bring us closer to a serious confrontation. I think this is very, very, very serious.”“The great leaders I’ve seen don’t threaten unless they’re ready to act, and I’m not sure President Trump is ready to act,” McCain added. “It’s the classic Trump in that he overstates things.”North Korea responded by threatening a missile strike on Guam. Also read: Guam residents fear attack after North Korea statements-In a scheduled visit to the American island on Wednesday morning, Secretary of State Rex Tillerson looked to tamp down the rhetoric.“I do not believe that there is any imminent threat” from North Korea, Tillerson said. “Americans should sleep well at night.”While Trump may have vowed to modernize the U.S. nuclear arsenal, President Barack Obama’s 2010 arms-reduction pact with Russia included billions for upgrading America’s nuclear infrastructure. Franklin, likely to be hurricane, aims at Mexico Gulf coast-[The Canadian Press]-YAHOONEWS-August 9, 2017

MEXICO CITY — A strengthening Tropical Storm Franklin took aim at Mexico's central Gulf coast after a relatively mild run across the Yucatan Peninsula, with forecasts saying it would grow into a hurricane before making its second landfall late Wednesday or early Thursday. The U.S. National Hurricane Center said Franklin began gaining strength after getting over open water again, with its maximum sustained winds quickly rising to 70 mph (110 kph) by early Wednesday. The storm was expected to gain more power as it moved across the lower reaches of the southern Gulf of Mexico.Franklin's centre was 165 miles (265 kilometres ) east-northeast of Veracruz and it was heading west at 13 mph (20 kph).A hurricane warning was in effect for Mexico's coast from Veracruz city north to Cabo Rojo. A tropical storm warning extended east to Puerto Dos Bocas and north to Barra del Tordo in southern Tamaulipas state.Mexico Civil Protection director Ricardo de la Cruz said Tuesday that the storm's impact on Yucatan was not as bad as initially feared, with some trees down and power out in some areas. But, he warned, "The second impact could even be stronger than the first."Forecasters said Franklin's rains could cause flash floods and mudslides in the mountains of central Mexico. Four to eight inches (10 to 20 centimetres ) of rain were forecast for mainland areas in the storm's path, with localized amounts of up to 15 inches (38 centimetres ).The Associated Press.

Fentanyl Added To Marijuana, Heroin In London, Ont., Tests Suggest-[HuffPost CA]-Sima Shakeri-YAHOONEWS-August 8, 2017

Police and health officials in London, Ont. are warning that marijuana and other drugs in the city are being laced with the deadly opioid fentanyl.Urine tests from people who said they only used heroin or pot came back positive for the opioid, according to the London Free Press. City officials quickly issued a warning to remind users that illicit street drugs can be cut with fentanyl, which can be lethal in tiny doses."Finding fentanyl in drugs like marijuana means that people who think they are doing something minor may end up dying of overdose," Dr. Chris Mackie, London's medical officer of health, told the outlet. In light of the findings, he advised marijuana users to carry naloxone, which can reverse the effects of an overdose, Global News reported.... people who think they are doing something minor may end up dying of overdose. Dr. Chris Mackie But some people are skeptical.David Cowan, who said he has never smoked marijuana or used fentanyl, tested positive for the opioid."In my case, I've had easily half a dozen false positives," he told CBC News. "They say it's probably in your marijuana, or they think you're actually using the drug. I've never used that in my life, and I also don't smoke marijuana, so I know it's wrong.""I'm not sure if the report here is necessarily accurate by those who reported smoking only marijuana. They may have done something else and are just declining to speak about it. That does happen from time to time," added Eric Shepperd, a marijuana activist in London, in an interview with the Free Press. In addition, the Middlesex-London Health Unit reported that fentanyl, which is 50 to 100 time stronger than morphine, is also being turned into powder and snorted like cocaine on London's streets.CORRECTION: A previous version of this story stated that fentanyl had been discovered in marijuana and other drugs in London, Ont.; in fact, the opioid was found in urine samples of people who said they used pot and heroin. This version has been updated.

Spain’s government prepares to stop Catalan breakaway vote By Sarah Morris-EUOBSERVER

Madrid, 8. Aug, 12:46-Less than two months ahead of a planned independence referendum in Catalonia, Spanish government ministers are braced for having their holidays interrupted by separatist moves.Prime minister Mariano Rajoy has said he would call them back for an extraordinary cabinet meeting if the Catalan government presents a law this month for the vote on 1 October.“With calmness and moderation, we have to say that there won’t be a referendum on 1 October,” Rajoy told reporters, speaking while on holiday at his home region of north-west Galicia. The Spanish government says that the vote is illegal since the 1978 Constitution gives sovereignty to all Spaniards, meaning they all have a say over the whole of the country’s territory. The government has repeatedly taken legal action against moves to hold independence votes, and has made it clear that it will consider prosecuting civil servants who defy court rulings to help in the October vote.Madrid has, however, resisted outlining what further action it would take if the Catalan government, the Generalitat, ignores court orders, which it says it no longer considers legitimate. The Spanish Constitution includes an article that allows for the suspension of the powers of an autonomous region. The police could be sent to confiscate ballot boxes and make arrests on 1 October.“Spain is a state of law, with sufficient legal and administrative resources to defend its Constitution and the rights of all Spaniards,” an official working for the Spanish government told EUobserver. The official called the planned referendum “radically unconstitutional”.“If we allow just some citizens to decide on a question concerning everyone, such as the future of their country, we would be denying all Spaniards a fundamental right,” she said.-Legal measures-Catalan president Carles Puigdemont says that people living in the region have the “right to decide” whether they want to leave the rest of Spain to become an independent country. He has said that he is prepared to go to prison rather than cancel the referendum.Nationalists in Catalonia, as well as in the Basque Country and Galicia, argue that Spain should follow the example of the United Kingdom - providing referendums for regions that have a strong sense of identity. But the Spanish government points out that the UK has no constitution and says the situation in Spain is similar to the situation in Germany and Italy, where the Constitutional courts have ruled against moves by regional nationalists. So far, despite lobbying in Brussels and EU capitals, the Catalan government has not won any public support from EU states, and the European Commission has not changed its position that an independent Catalonia would have to apply for EU membership as a new country.Analysts think the Spanish government is relying on its legal measures, making it difficult for the vote to take place. At one point, the Generalitat said that no companies had come forward for a public tender, to provide the ballot boxes, and one company said it had received no guarantees that it would be paid for providing them.-Spanish funds-The central government has warned that it will cut off top-up funding to help the indebted Catalan region if it uses any of the funding for the referendum campaign.Catalonia's pensions system is in deficit, and since the financial crisis, the region has relied heavily on money from the central state, the Spanish official pointed out.Since Spain’s Autonomous Liquidity Fund (FLA) was set up in 2012, when regions were struggling to issue new debt on the markets, Catalonia has received more than €60 billion and is due to receive another €3.6 billion this year.Puigdemont has promised to hold the referendum in any case, and to declare independence within 48 hours of a Yes vote. But few analysts think that is likely to happen.“The most likely scenario after October is that the pro-independence movement would try to gain time by upgrading the secessionist challenge, calling for protests against Madrid in an effort to raise international exposure about the issue,” said Antonio Barroso of Teneo Intelligence consultancy.

Long wait for captive Yazidis' return spent rebuilding shrine in Iraq's Bashiqa-[Reuters]-By Khaled al-Mosuly and Maher Nazeh-YAHOONEWS-August 9, 2017

BASHIQA, Iraq (Reuters) - Yazidi men and boys in the town of Bashiqa north east of Mosul are rebuilding a shrine destroyed by Islamic State as they wait for the return of women from their community taken captive years ago by the jihadists. They are hoping to celebrate their first religious festival for three years in the Malak Miran shrine next month but the big celebration will happen after the release of Yazidi women, taken by Islamic State when it overran the plain of Nineveh in 2014.More than 3,000 Yazidis, mostly from Sinjar to the west of Bashiqa, were killed - with more than half shot, beheaded or burnt alive - and about 6,800 taken for sex slaves or fighters.Islamic State fighters are now reportedly selling captive women and girls before they make their escape from their beseigned Syrian stronghold of Raqqa, according to the U.N."The real festival will come when all our captives are freed," said the shrine's supervisor, Shaker Haidar al-Mujewar.Volunteers come every day to help with the rebuilding and they gather from time to time for prayers in the unfinished temple, clustering around candles to recite prayers in the local Kurdish dialect.Residents and other Yazidi families are funding the reconstruction, Mujewar said.Yazidis in Bashiqa were able to escape before Islamic State seized the town and the militants were driven out in November 2016, about a month after the start of the offensive to retake Mosul, the northern city used by the militants as their capital. Many of Bashiqa's families are still living in camps.Bashiqa is now under the control of the Kurdish Peshmerga fighters who helped take it back from Islamic State. The Sinjar mountain, the other main area of Yazidi settlement in Iraq, is also under Kurdish control. The Yazidi faith combines elements from various ancient Middle Eastern beliefs. Eid Hajjin, the Yazidi festival which falls early September, celebrates Abraham, a prophet they have in common with Judaism, Islam and Christianity. The shrine is closely associated with Abraham as Yazidi religion says it was Malak Miran, or the Angel Miran, who saved the prophet from the biblical King Nimrod's furnace of fire.(Writing by Maher Chmaytelli; Editing by Louise Ireland)

BRUSSELS, Today, 08:39-The UN has backed Italy's naval mission in Libyan waters to curb human trafficking, just as Oxfam said in a report that the effort creates a "vicious cycle" of abuse and death for migrants.Ghassan Salame, the UN special envoy to Libya, said on Tuesday (8 August) that "cooperation and transparency between Italy and Libya is the most constructive way" to stop smugglers from taking people on small boats to cross the Mediterranean to Europe."We are on the right track in this sector, addressing a challenge that involves everyone," he added, after meeting Italian foreign minister Angelino Alfano in Rome.Italy sent two ships to Libya last week, to help the Libyan coastguard in patrolling the sea.In a joint press conference, Alfano pointed out that the number of migrants was 50 percent lower in July this year, compared to last year in July."Now that we have an opportunity to reduce the fluxes and organise refugee camps in Libya," he said.In a report published on Wednesday, Oxfam, an NGO, said that the plan is "the latest attempt to keep people from reaching Europe."It said that "bringing them back to Libyan shores creates a vicious cycle where desperate people try repeatedly to escape abuse and death, and European forces prevent them from doing so."The report, written by Oxfam and two Italian NGOs, MEDU (Doctors for Human Rights) and Borderline Sicilia, documents abuses suffered by migrants who came to Libya from other African countries."Thousands of refugees and migrants face kidnap, slavery, torture and sexual violence in Libya before crossing the Mediterranean Sea to reach Italy - if they are not killed first," they said. The three organisations gathered 258 testimonies of migrants who arrived in Sicily after crossing the sea from Libya and were asked about the conditions in Libya.-'Damning indictment'-In one sample of 158 migrants, all but one woman interviewed had suffered sexual violence, 84 percent said they had suffered inhuman or degrading treatment, extreme violence or torture, 74 percent said they had witnessed the murder and/or torture of a travelling companion, and 80 percent said they had been denied food and water during their stay.“These testimonies paint a horrifying picture of the lives of refugees and other migrants in Libya," Roberto Barbieri, the executive director of Oxfam Italy, said in a statement."They are a damning indictment of Europe’s efforts to keep people from escaping violence, slavery and even death."Oxfam calls on EU leaders to "refrain from signing agreements that try to stop people in danger from leaving Libya by sea," and to "create more safe routes for migrants.""Seasonal labour visas and humanitarian visas that protect refugees from persecution are examples of potential solutions," the NGO said. The report also pointed out that NGOs are "worried" that a code of conduct put in place for them by the Italian government, with the EU's support, will "affect their humanitarian mandate and ability to focus on saving lives."The code, which, among other things, prevents NGOs from entering Libyan waters or transferring people from one boat to another, is presented as a tool to deter smugglers from putting people on small boats, knowing that NGOs will rescue them.It has been criticised by the UN children agency, Unicef, and NGOs such as Doctors Without Borders (MSF) have refused to sign.-Absolute priority-In its report, Oxfam argues that "the EU is meant to be a bastion of human rights" and that "EU member states should ensure that migrants arrive safely in Europe where they can have access to a fair and transparent process for claiming asylum."In his meeting with UN envoy Salame, Italian minister Alfano also asked the international body to support Italian efforts to stabilise the political situation in Libya.Alfano said "negotiation formats in Libya must be reduced to one," and that "the UN needs to take the leadership."The demand comes two weeks after the French president, Emmanuel Macron, held a meeting with the two rival Libyan political leaders, Fayez al-Sarraj and Khalifa Haftar, to which no Italian representatives were invited."Political instability in Libya is not a second-tier match - it is an absolute priority," Alfano insisted.

UN chief to make first visit to Israel and Palestinians-[The Canadian Press]-YAHOONEWS-August 8, 2017

Antonio Guterres will make his first visit as U.N. secretary-general to Israel and the Palestinian territories later this month for a firsthand look at a conflict that has been on the front burner of the United Nations for 70 years. The Palestinian ambassador to the United Nations, Riyad Mansour, said Tuesday that the trip "comes at a critical time in which there are attacks against the two-state solution," which would see an independent Palestinian state existing side-by-side with Israel in peace. The secretary-general "is adamant in emphasizing that there is no Plan B to the two-state solution," Mansour told The Associated Press. "So to emphasize the importance of the two-state solution, and abiding by it and respecting the global consensus around it, is something that I think the Israeli leadership needs to listen to."Israeli Ambassador Danny Danon said the trip "will provide an excellent opportunity for him to see firsthand both the challenges and the opportunities that we face in our region, including Hezbollah's activities in Lebanon in violations of Security Council resolutions."Guterres' first stop will be Israel on Aug. 28 followed by a visit to Palestinian leaders including President Mahmoud Abbas on Aug. 29 in the West Bank city of Ramallah, Mansour said. The secretary-general will then travel to Gaza on Aug. 30 where he is expected to visit some projects of the U.N. agency for Palestinian refugees.Danon first mentioned the trip last month. It has not been officially announced by the U.N.Israeli-Palestinian tensions escalated recently over the holiest site in Jerusalem when Israel installed metal detectors after Arab gunmen killed two Israeli policemen there in mid-July. Muslims protested and Israel removed the devices after intervention from the United States, Jordan and others.Israel and the United States, the country's closest ally, have sharply accused the United Nations of anti-Israel bias."We welcome the secretary-general's statements speaking out against anti-Semitism and in favour of treating Israel as a fully equal U.N. member-state," Danon said Tuesday in a statement to AP. "During his meetings with the prime minister, president and minister of defence , the secretary-general will also hear about the importance Israel places on being treated fairly at the United Nations."Mansour said Guterres must "push as much as he can" to stop Israeli settlement activities, which are illegal under international law and are on land Palestinians want for their state. He said the secretary-general also needs to press Israel to lift its "illegal blockade" in Gaza.Edith M. Lederer, The Associated Press.
