The Jerusalem District Planning and Building Committee is set to review and advance this month construction for some 1,800 houses in East Jerusalem.During meetings set for both this Tuesday and July 16, the Finance Ministry body is slated to approve a stage known as “depositing” for over 1,060 homes in the Pisgat Ze’ev neighborhood and 684 units in the Gilo, Neve Ya’akov, and Ramot neighborhoods.Following the deposit stage is a roughly two-month period during which the public can file objections to the approval. These are typically submitted by anti-settlement watchdogs such as Peace Now or Bimkom, or private Palestinian landowners; though usually with little success.The proposal is slated to be one of the largest housing projects over the pre-1967 Green Line in recent years, a period when Israel faced significant international pressure led by former US president Barack Obama to halt construction in the West Bank and East Jerusalem.Israel annexed East Jerusalem after the 1967 Six Day War and considers it part of its undivided capital. The government does not regard building in the city as settlement activity and has said it maintains the right to build anywhere within municipal boundaries. The state has worked to solidify its control over the area with a string of moves. This, despite the expectation of Palestinian Authority leaders that East Jerusalem be the capital of their future state.Among the more controversial of the plans set to be reviewed by the committee on July 16 is the construction of four buildings in place of already existing homes in the middle of mostly Arab neighborhood of Sheikh Jarrah, even though the Palestinian families are bitterly opposed to the move.According to the 1950 Absentee Property Law, the Jewish heirs who owned the homes prior to Israel’s establishment in 1948 have the right to reclaim the property, so long as the Palestinian owners are compensated.Right-wing groups over the past several decades have been working to resettle the Jewish families, but in 1988, the High Court of Justice ruled that the Palestinian families living on the property would be granted the status of “protected tenants,” so long as they continued to pay rent.While the Jewish owners of the Sheikh Jarrah homes are still in legal battles with the current Palestinian tenants in order to seize the buildings, the law still allows them to now go ahead to raze and rebuild them as long as the “protected tenants” do not lose their right to live in the new structures; thereby allowing for the advancement of the plans by the Jerusalem planning committee.JTA contributed to this report.

IDF officer killed in Hebron accident remembered as ‘hero, beautiful boy’-Lt. David Golovenchik was shot in accidental discharge during drill; IDF freezes all training and launches probe into incident-By Times of Israel staff July 5, 2017, 7:14 pm

Family, friends and comrades gathered on Wednesday to bury 1st Lt. David Golovenchik, who was killed in Hebron on Tuesday, when one of his soldiers accidentally discharged his weapon and struck him during a nighttime drill.The funeral began shortly after 4 p.m. at the Mount Herzl military cemetery in Jerusalem.Golovenchik’s brother, one of his four siblings, spoke over the open grave, telling the crowd in a choked voice that he felt he was living “in a dream, I can’t accept it.”His sister Ruti eulogized him: “My David, my hero, my beautiful boy, you were so beautiful. You were the youngest, but acted like a big brother. You really were my big brother. I learned everything from you.”“I have no words, I don’t know what to say,” his mother told the gathered crowd over the grave. “For 22 years, I had a privilege, and I thank God for that wonderful gift.”Golovenchik was shot during a routine platoon drill by his Golani infantry company at around 8 p.m. Tuesday that attempted to simulate a stabbing attack at the Jilber checkpoint, between Hebron’s Palestinian and Jewish neighborhoods.According to an initial probe of the incident, soldiers participating in the drill neglected to clear their weapons of ammunition prior to starting the drill, in violation of safety regulations.During the drill, a rifle of one of the soldiers was discharged, hitting Golovenchik in the upper body. Only one bullet was fired, investigators said.Golovenchik was evacuated in critical condition by helicopter, but later died of his wounds.Following the accident, IDF Chief of Staff Lt. Gen. Gadi Eisenkot ordered a halt to all training exercises on Thursday and a review of safety precautions throughout all the IDF’s combat units. The army also launched a full investigation into the incident.Golovenchik, 22, from the settlement of Efrat, is survived by his parents, two brothers and two sisters. He was posthumously promoted to the rank of first lieutenant.

IDF Chief of Staff Gadi Eisenkot said Wednesday that Israel is in the midst of a major campaign to thwart attempts by Iran, Syria, and the Lebanon-based Hezbollah terrorist organization to arm themselves with accurate missiles.Addressing the Knesset’s Foreign Affairs and Defense committee, the army’s top officer gave a review of current security threats against the Jewish state.Eisenkot said that the primary concern for Israel is what he called the “accuracy project” — efforts by Iran, Syria and Hezbollah to equip themselves with accurate missiles.“We are engaged in a whole campaign against the accuracy project and it is our top priority,” he noted.Regarding the efforts by Hezbollah to obtain advanced rockets through Syria, Eisenkot said, “We are working all the time against the project with a wide variety of tools that it is best to keep quiet about, and with the aim of not causing a deterioration [in the situation].”Iran has reportedly begun constructing new missile factories in Lebanon after Israeli airstrikes in Syria destroyed several shipments of rockets destined for southern Lebanese launching pads in recent years.Eisenkot said “decreasing Iranian influence in the areas near Israel’s borders is no less important than defeating Islamic State, and for Israel perhaps even more.”On Sunday, Defense Minister Avidgor Liberman issued a public warning to Hezbollah and its Iranian patrons over the development of rocket manufacturing installations inside Lebanon.“We are fully aware” of the rocket factories, Liberman told military correspondents in a briefing in Tel Aviv. “We know what needs to be done… We won’t ignore the establishment of Iranian weapons factories in Lebanon.”Last month, at the Herzliya Conference, IDF intelligence chief Maj. Gen. Herzl Halevi said that “Iran has been working for the past year to set up indigenous infrastructures for producing precise munitions both in Lebanon and Yemen. We can’t ignore that, and we won’t.”On Wednesday, Eisenkot assured MKs that Israel’s military capability is the best it has ever been.“The IDF has an operational intelligence capability that it has not had since its inception,” he said. “Eleven years after the Second Lebanon War, there is a very good security reality on both sides of the border. The time was used to dramatically improve the IDF’s ability.”However, Hezbollah is constantly breaking the terms of the ceasefire, Eisenkot warned.“There are constant violations of the [UN] resolution 1701 by the Hezbollah organization by using civilian and built-up areas for cover.”“UNIFIL contributes to the quiet but is not doing enough to reflect Hezbollah’s permanent violation to the UN decision-makers,” he said referring to the UN peacekeeping force in Lebanon.Eisenkot also touched on a controversial plan, allegedly approved by the security cabinet, that would reportedly have approved construction of some 15,000 apartments in Qalqilya, a Palestinian city in the West Bank. After news of the scheme broke, some cabinet members, including Prime Minister Benjamin Netanyahu, distanced themselves from the plan claiming they had never agreed to such extensive expansion of a Palestinian city that is nestled against Israel’s central region.In the ensuing spat, accusations were made that the defense establishment had tried to implement the plan of its own accord and slip it by the government by hiding its full-scale. Liberman denied the claims, saying the cabinet was presented with all of the details. Netanyahu eventually ruled that it would be debated for a second time by the security cabinet.“The Civil Administration draws its authority from the authority of the Central Command; there is no independent policy,” Eisenkot said referring to the IDF body responsible for administering the West Bank territories. “We are subordinate to the political echelon and act according to the law.”“The Qalqilya plan is implementation of policy and in principle serves the security interests of Israel. “These steps are part of the ability to realize our responsibility to prevent deterioration [in the situation.”At the time Liberman explained that the plan was part of Israel’s “carrot and stick” approach to the Palestinians, in which it would reward areas that show a dearth in terror attacks with material benefits.

Indian Prime Minister Narendra Modi spoke on Wednesday morning of the “kinship” he feels with Israel, hailing the rapidly improving relations between the two countries, and especially the burgeoning trade ties.Modi arrived Tuesday, making him the first-ever head of India’s government to visit the Jewish state.“Israel is a real friend and I have really felt that feeling of kinship. I feel absolutely at home here,” Modi said during a meeting with President Reuven Rivlin in Jerusalem. “Your Excellency, you yourself broke protocol and stepped onto the road [at the President’s Residence] to receive me, and this is a mark of respect to the entire Indian nation comprising 1.25 billion people,” he added.“You have expressed your love and your sentiments for our country. For that, I would especially like to thank you and express my gratitude.”Rivlin heartily welcomed the prime minister to his residence.“We have a lot in common, we are doing a lot in common,” he said, praising Modi for understanding the need of fostering both government-to-government and business-to-government relations. “It’s really a pleasure to have as a guest one of the greatest leaders in the world today. Palestinian Authority President Mahmoud Abbas’s tough measures to force Hamas to cede control of the Gaza Strip are overwhelmingly opposed by Palestinians, according to a poll released Wednesday.Since April, Abbas has cut funds for Israeli-supplied electricity to Gaza by 35 percent, reduced by one-third the salaries of tens of thousands of PA employees in Gaza, and reduced the medical budget for Gaza by a reported 90%. On Tuesday, he forced over 6,000 PA employees Gaza into early retirement.A poll by the Palestinian Center for Policy and Survey Research found that 84% of Palestinians oppose cutting the electricity and 88% oppose reducing the salaries to government employees.Abbas’s government has admitted these measures are aimed at forcing Hamas to give up control in Gaza, which it took over in a violent conflict with the PA-controlling Fatah party in 2007.The poll found that 78% think the strategy will be ineffective in forcing Hamas to cede control. Only 13% said the measures will work.However, 47% said they want Hamas to accept Abbas’s demands if it leads to better conditions in Gaza, while 38% said they wanted Hamas not to cave in.On Tuesday, the spokesperson for the government in Ramalllah, Yusuf al-Mahmoud, said in a statement to the official PA news site Wafa that all the measures “are temporary, and are connected to Hamas abandoning [Palestinian] division.”Mahmoud added that the measures were part of the “national strategy to end the division and implement President Mahmoud Abbas’s vision to dissolve the so-called Administrative Committee” and allow the Palestinian government to assume its responsibilities in the Strip and prepare for general elections.Hamas, a terror group sworn to Israel’s destruction. formed the Administrative Committee in March in order to widen its governance in the Strip.-Majority of Gazans want Hamas-Dahlan deal-The poll also found little support for former Fatah leader Mohammed Dahlan, though some backing for a deal he brokered between Hamas and Egypt to ease conditions in the Strip.In a bid to counter Abbas’s measures and solve the electricity crisis in Gaza, Hamas leaders met in Cairo early in June with Dahlan, Abbas’s main rival in the Fatah party.Dahlan is a former Fatah leader and was considered a strongman in Gaza before being ousted in the 2006 coup that brought Hamas to power in the Strip. He was expelled from the Palestinian territories by Abbas in 2011.Dahlan and Hamas reportedly agreed to establish a new “management committee” of Gaza, which would see the Fatah strongman share control of the Palestinian enclave.The poll found that the Hamas-Dahlan deal is far more popular in Gaza, where 61% support it, than in the West Bank, where only 29% were in favor.A total of 50% said that if the Hamas-Dahlan agreement were implemented, then it would lead to a total separation between the West Bank and Gaza, while 38% said it would not lead to a total separation.While Dahlan’s power inside the Palestinian territories seems to be on the upswing, the poll shows the vast majority of Palestinians do not want him to succeed the 82-year-old Abbas, who is in his eleventh year of what was meant to be a four-year presidential term.Should Abbas not run in the next Palestinian president elections, according to the poll, 35% prefer to see jailed Fatah leader Marwan Barghouti replacing him, while 19% prefer Hamas leader Ismail Haniyeh, and just 7% would like to see Dahlan take office.Barghouti is serving multiple life-sentences after being found guilty of murder in a Israel civilian court.Majority pessimistic about Trump-led peace talks-The majority of Palestinians believe relations between Israel and the Palestinians will continue to deteriorate amid an effort by United States President Donald Trump to restart peace talks.Following Trump’s visit to Israel and the Palestinian Authority in May, 51% of respondents believe Palestinian-Israeli relations will continue to worsen, 13% think it will improve, and 33% said it will remain the same.These numbers were nearly identical to how respondents viewed the future of Palestinian-American relations.While respondents expressed pessimism about the prospects of peace, the poll showed a meaningful drop in Palestinian support for an armed Intifada.Three months ago, support for violence was 51%, and has now dropped down to 39%. A majority (54%) said they support nonviolent resistance to Israeli policy.The Palestinian Center for Policy and Survey Research said that support for violence dropped possibly due to the “public perception of the negligible outcome of such attacks, such as knifings and shootings.”The total size of the polling sample was 1,200 adults, interviewed in person in 120 randomly selected locations. The margin of error was set at 3%.

United Church of Christ condemns Israel for treatment of Palestinian children-Resolution calls on Israeli authorities to prohibit torture and ill-treatment of detained minors-By JTA July 3, 2017, 8:56 pm-THE TIMES OF ISRAEL

The United Church of Christ overwhelmingly approved a resolution condemning Israel for its treatment of Palestinian children living in the West Bank, eastern Jerusalem and Gaza.The vote Sunday night by delegates at the 31st General Synod of the United Church of Christ in Baltimore, Maryland, was 79 percent in favor, 13% against and 9% abstaining, according to a statement issued by the church.The resolution calls on Israel to “exercise an absolute prohibition against torture and ill-treatment of detained children.”It also calls on the United States to withhold military assistance from Israel over what the church says are violations of human rights in its treatment of Palestinian children. The resolution says the churches and members must learn about the plight of children in Palestine and the State of Israel.It comes two years after the church voted to divest from companies that profit from Israel’s control of the West Bank. The church’s House of Bishops later defeated the boycott plan as laid out in several resolutions.Among the abuses the resolution cited: Palestinian children being held in Israeli prisons and tried in Israeli military courts; strip searches; hands tied; blindfolds; physical violence; verbal abuse; intimidation; solitary confinement, and being interrogated without a lawyer or parent present.The UCC Palestine/Israel Network, which drafted the resolution, worked with many allies and interfaith partners, the church said in a statement.“The United Church of Christ stands with many ecumenical, interfaith and international partners in adopting this resolution,” the statement said. “The UCC joins other religious and secular organizations already seeking the remedies listed and/or currently deliberating actions toward justice for Palestinian children subjected to the abuses named” in the resolution, the statement said.The church says on its website that it has over 5,000 congregations and nearly 1 million members across the United States.Times of Israel staff contributed to this report.

Knesset rejects bill requiring non-Orthodox Western Wall prayer section-Opposition MK Nachman Shai says rejection of his legislation is ‘nothing new’ and demonstrates the government’s further neglect of the issue-By Stuart Winer and Times of Israel staff July 5, 2017, 4:50 pm

The Knesset on Wednesday rejected a bill proposed by an opposition lawmaker aimed at enshrining in law plans to build a non-Orthodox prayer section at the Western Wall in Jerusalem.The move was aimed at countering a government decision to suspend an agreement with liberal Jewish movements to establish the pluralistic prayer plaza.Zionist Union MK Nachman Shai, who co-chairs the Knesset caucus responsible for improving Israel’s ties with Jewish communities abroad, said of the rejection of his bill, “This is nothing is new. The government is choosing a tactic of deferring and suspending in order not to deal with the Western Wall deal.”Shai said his bill, drafted in 2016 but only presented to parliament on Wednesday, was an opportunity to reverse a mistaken decision.Prime Minister Benjamin Netanyahu has been facing harsh criticism over a pair of decisions last week to renege on a January 2016 commitment to significantly upgrade the pluralistic prayer area at the Western Wall, and to advance a controversial bill critics say grants the ultra-Orthodox a monopoly over conversions to Judaism in Israel.“The government decision to retract the Western Wall agreement is a significant threat to the unity of the Jewish people and to the historic ties between the State of Israel and the Jewish people,” Shai said in a statement Tuesday.The decisions, taken at the behest of Netanyahu’s ultra-Orthodox coalition members, were met with fierce opposition from American-Jewish groups, philanthropists, businessmen and various figures active in the Jewish world, as well as Israeli politicians, who expressed dismay and disappointment. Some have intimated the decisions might impact financial contributions to Israel and warned of eroding support for the Jewish state.“The state, which was founded in order to assure religious and political freedom for the Jewish nation, is destroying with its own hands the most fundamental pillars of the nation-state of the Jewish people and leaving millions of Jews disappointed and in pain,” Shai continued.“Impacting the freedom of religion of millions of Jews is to spit in their faces. Israel knows how to ask, but it doesn’t know how to give.”Netanyahu has insisted that despite the cabinet decision, work will continue to develop what is currently a temporary pluralistic prayer section in the area of Robnison’s Arch, an archaeological site that is an extension of the Western Wall.Non-Orthodox prayer has been permitted at the location for almost two decades, but liberal Jewish movements are demanding that it be upgraded to a permanent installation and that access to the area be improved to put it on a par with the more iconic Western Wall. Patience, perseverance and courage is what the founders of America had in abundance,” he said.On July 30 the High Court of Justice is to hear a suit against the government that was filed by the Reform and Conservative movements together with the Women of the Wall — a feminist prayer group. The government has until July 12 to respond to the petition that demands the Reform and Conservative movements be given their own permanent prayer section rather than the existing temporary one. They demand it either be at Robinson’s Arch or drawn from the current orthodox section.The Western Wall, the holiest place of prayer for Jews, is honored as a remnant of a wall supporting the Second Temple complex, which was destroyed by the Romans in 70 CE. It has unparalleled religious and symbolic importance to the Jewish people.
