RCMP REVEALS USE OF SECRETIVE CELLPHONE SURVEILLANCE TECHNOLOGY FOR THE FIRST TIME.
16 And he(FALSE POPE) causeth all, both small and great, rich and poor, free and bond, to receive a mark in their right hand, or in their foreheads:(CHIP IMPLANT)
17 And that no man might buy or sell, save he that had the mark, or the name of the beast, or the number of his name.
18 Here is wisdom. Let him that hath understanding count the number of the beast: for it is the number of a man; and his number is Six hundred threescore and six.(6-6-6) A NUMBER SYSTEM
1 And I heard a great voice out of the temple saying to the seven angels, Go your ways, and pour out the vials of the wrath of God upon the earth.
2 And the first went, and poured out his vial upon the earth; and there fell a noisome and grievous sore upon the men which had the mark of the beast, and upon them which worshipped his image.
19 And I saw the beast, and the kings of the earth, and their armies, gathered together to make war (NOT COMETS KILLING AND COMING) against him (JESUS) that sat on the horse, and against his army.(THE 7 YRS EARLIAR RAPTURED CHRISTIANS)
20 And the beast (EU WORLD DICTATOR) was taken, and with him the false (VATICAN POPE) prophet that wrought miracles before him, with which he deceived them that had received the mark of the beast, and them that worshipped his image. These both were cast alive into a lake of fire burning with brimstone.
21 And the remnant were slain with the sword of him (JESUS) that sat upon the horse, which sword proceeded out of his mouth: and all the fowls were filled with their flesh.(ISRAELS MIGRATION BIRDS EAT ISRAELS ENEMIES FLESH)
10 And the devil that deceived them was cast into the lake of fire and brimstone, where the beast and the false prophet are, and shall be tormented day and night for ever and ever.
11 And I saw a great white throne, and him that sat on it, from whose face the earth and the heaven fled away; and there was found no place for them.
12 And I saw the dead, small and great, stand before God; and the books were opened: and another book was opened, which is the book of life: and the dead were judged out of those things which were written in the books, according to their works.
13 And the sea gave up the dead which were in it; and death and hell delivered up the dead which were in them: and they were judged every man according to their works.
14 And death and hell were cast into the lake of fire. This is the second death.
15 And whosoever was not found written in the book of life was cast into the lake of fire.
THE EU WORLD DICTATOR
1 And I saw when the Lamb opened one of the seals, and I heard, as it were the noise of thunder, one of the four beasts saying, Come and see.
2 And I saw, and behold a white horse:(EU WORLD DICTATOR) and he that sat on him had a bow;(PEACE) and a crown was given unto him:(WORLD LEADER) and he went forth conquering, and to conquer.(THIS IS THE EU DICTATOR)
1 And I stood upon the sand of the sea, and saw a beast rise up out of the sea, having seven heads and ten horns, and upon his horns ten crowns, and upon his heads the name of blasphemy.(7 HEADS ARE THE 7TH WORLD EMPIRE IN HISTORY (THE EU) AS WELL AS THE VATICAN WHICH IS BUILT ON 7 HILLS. 10 HORNS ARE 10 KINGS THAT ARISE FROM THE EU, THEN #11 COMES ON THE SCENE BECOMES THE HEAD OF 3 OUNTRIES AND THEN THE EU DICTATOR, COMES FROM 1 OF THE 3 COUNTRIES THAT RULE FOR THIS TERM. I BELIEVE THE 3 COUNTRIES RULING AT THE TIME ARE SPAIN AND 2 OF THE ORIGINAL 6 THAT STARTED THE EU. FROM 1 OF THESE 3 COUNTRIES COME THE FUTURE EU DICTATOR PRESIDENT OF THE EUROPEAN UNION WHO GUARENTEES ISRAELS SECURITY FOR A LAND FOR PEACE 7 YEAR TREATY.
2 And the beast which I saw was like unto a leopard, and his feet were as the feet of a bear, and his mouth as the mouth of a lion: and the dragon gave him his power, and his seat, and great authority.(THE JEWISH EU DICTATOR GETS HIS POWER FROM SATAN,HE COMES FROM THE OCCULT).
3 And I saw one of his heads as it were wounded to death; and his deadly wound was healed: and all the world wondered after the beast.(THE DICTATOR HAS A FALSE RESURRECTION. JUST LIKE JESUS HAD A LITERAL RESURRECTION THIS DICTATOR GETS MURDERED AT THE 3 1/2 YR MARK OF THR 7 YEAR TREATY AND COMES BACK TO LIFE. THIS IS HOW HE CAN CLAIM TO BE GOD AND GET AWAY WITH IT AND CONTROL THE WHOLE EARTH.
7 And it was given unto him to make war with the saints, and to overcome them: and power was given him over all kindreds, and tongues, and nations.
8 And all that dwell upon the earth shall worship him, whose names are not written in the book of life of the Lamb slain from the foundation of the world.
9 If any man have an ear, let him hear.
16 And he (FALSE POPE) causeth all,(WORLD SOCIALISM) both small and great, rich and poor, free and bond, to receive a mark in their right hand, or in their foreheads:
36 And the king shall do according to his will;(EU PRESIDENT) and he shall exalt himself, and magnify himself above every god, and shall speak marvellous things against the God of gods, and shall prosper till the indignation be accomplished: for that that is determined shall be done.
37 Neither shall he regard the God of his fathers,(THIS EU DICTATOR IS A EUROPEAN JEW) nor the desire of women, nor regard any god: for he shall magnify himself above all.
38 But in his estate shall he honour the God of forces:(HES A MILITARY GINIUS) and a god whom his fathers knew not shall he honour with gold, and silver, and with precious stones, and pleasant things.
39 Thus shall he (THE EU DICTATOR) do in the most strong holds (CONTROL HEZBOLLAH,AL-QUAIDA MURDERERS ETC) with a strange god, whom he shall acknowledge and increase with glory: and he shall cause them to rule over many,(HIS ARMY LEADERS) and shall divide the land for gain.
40 And at the time of the end shall the king of the south(EGYPT) push at him:(EU DICTATOR PROTECTING ISRAELS SECURITY) and the king of the north(RUSSIA) shall come against him like a whirlwind, with chariots, and with horsemen, and with many ships; and he shall enter into the countries, and shall overflow and pass over.
We shall have World Government, whether or not we like it. The only question is whether World Government will be achieved by conquest or consent.James Paul Warburg appearing before the Senate on 7th February 1950
Like a famous WWII Belgian General,Paul Henry Spock said in 1957:We need no commission, we have already too many. What we need is a man who is great enough to be able to keep all the people in subjection to himself and to lift us out of the economic bog into which we threaten to sink. Send us such a man. Be he a god or a devil, we will accept him.And today, sadly, the world is indeed ready for such a man.

RCMP reveals use of secretive cellphone surveillance technology for the first time-[CBC]-YAHOONEWS-April 5, 2017
The RCMP for the first time is publicly confirming it uses cellphone surveillance devices in investigations across Canada — but at the same time says the potential of unauthorized snooping in Ottawa, as reported by CBC News, poses a threat to national security."Absolutely," RCMP Chief Supt. Jeff Adam, who is in charge of technical investigations services, said in an unprecedented technical briefing Wednesday with reporters from CBC News, the Toronto Star and the Globe and Mail. The RCMP held the briefing in the wake of a CBC News investigation that found evidence that devices known as IMSI catchers may be in use near government buildings in Ottawa for the purpose of illegal spying."Not everyone uses the equipment in the way the RCMP does," Adam said. "It is publicly known there is equipment out there that is not limited in its capturing of communications between devices. And so it's a security risk when it is used in proximity to government and/or any other commercial enterprises."Public Safety Minister Ralph Goodale said Tuesday the devices detected did not belong to any Canadian police or intelligence agency.Adam told reporters that while he isn't "personally aware" of foreign agencies using the technology in Canada, "I can't rule that out."The RCMP and CSIS are now investigating.- CBC INVESTIGATES | Someone is spying on cellphones in the nation's capital-But on Wednesday, after shrouding their own use of the technology in secrecy for years, the RCMP took the unprecedented step of speaking publicly about the devices — also known as Stingrays or Mobile Device Identifiers (MDIs) — to address public concern amidst mounting questions about their use.-Other police forces have them, too-The RCMP says that MDIs — of which it owns 10 — have become "vital tools" deployed scores of times to identify and track mobile devices in 19 criminal investigations last year and another 24 in 2015.He says in all cases but one in 2016, police got warrants. The one exception was an exigent circumstance — in other words, an emergency scenario "such as a kidnapping," said Adam, whose office tracks every instance where an MDI has been used by the RCMP."This technology is a vital tool in providing valuable assistance to criminal investigations," Adam said, adding some recent media reporting has misstated how police use MDIs and what the technology can actually do.He says using an MDI requires senior police approval as well as getting a judge's order. And he says the technology provides only a first step in an investigation allowing officers to identify a device. He says only then can police apply for additional warrants to obtain a user's "basic subscriber information" such as name and address connected to the phone. Then, he says, only if the phone and suspect are targets of the investigation can police seek additional warrants to track the device or conduct a wiretap to capture communications.Adam says the RCMP currently has 24 technicians trained and authorized to deploy the devices across Canada. He knows other police forces own and use them too, but declined to name them.-RCMP device 'does not collect' texts, emails, calls-He said the RCMP's devices are restricted in their use, with software that only allows them to identify a mobile device and to potentially track the location of that phone."What the RCMP technology does not do is collect private communication," Adam said. "In other words, it does not collect voice and audio communications, email messages, text messages, contact lists, images, encryption keys or basic subscriber information."There do exist interception tools that allow eavesdropping on phone calls and direct interception of digital messages but Adam said the RCMP does not own them or use them.He said anyone operating in Canada without a proper licence or judge's authorization would be breaking section 191.1 of the Criminal Code that prohibits possession of these kinds of interception devices. He also said it would be a violation of the Radiocommunications Act.-RCMP lacked proper approval-Adam conceded that until two months ago the RCMP itself failed to get express approval to use MDIs from Innovation, Science and Economic Development Canada (ISED, formerly Industry Canada), the government body responsible for regulating technology that might interfere with wireless communications. He said the RCMP believed at one point that an exemption introduced in early 2015 to the Radiocommunications Act allowing the use of cellular "jammers" might also exempt the use of MDIs — but ISED ultimately disagreed.Otherwise, he said police have almost always sought a warrant, though he noted a few exceptions. He said in recent years the law has changed to catch up with emerging technologies.Police used to apply for a general warrant to use the technology. In 2015, Adam said there was a period of at least six months — between March and October — when the RCMP didn't seek a warrant at all, acting on advice from the Department of Justice and government prosecutors.RCMP say that in the past five years — including this period — police used the devices without a warrant in 11 investigations.-Innocent users' data-IMSI catchers have been highly controversial for fear that hundreds of innocent device users can be swept up in the collection of cellular data.Adam said all data collected is strictly protected, isolated and reported to judges, preserved until it is no longer needed and then destroyed."The data, once it is seized lawfully to the judge, will be secured and locked up for criminal court purposes. It will not be accessed other than the target information," Adam said.He said the RCMP has been fully co-operating with the Office of the Information and Privacy Commissioner, which has been investigating police use of cellphone-tracking equipment in Canada. He also said police are very aware that cell MDIs can potentially disrupt mobile users' signals and even, in older phones, interfere with the ability to dial 911.Adam said the RCMP has developed protocols to ensure the MDIs — which essentially highjack all cellular signals in a given area — are only used for a few minutes at a time to limit potential disruption for users. He said that while his office is tracking the numbers of warrants and applications, currently the law requiring police to report to Parliament on interception techniques does not expressly require them to detail how many times they use cellphone-catching technology."We're not averse to reporting, to a degree, on the number of times this technology is used, but there is as of yet no requirement to do so," Adam said.

China may scrap divisive dam in Myanmar to advance other interests - sources-[Reuters]-By Yimou Lee and Shwe Yee Saw Myint-YAHOONEWS-April 5, 2017
NAYPYITAW (Reuters) - China has shifted its position in a lengthy dispute with Myanmar over the building of a $3.6 billion dam, seven sources said, signalling its willingness to abandon the project in exchange for other economic and strategic opportunities in Myanmar.Myanmar President Htin Kyaw will discuss a potential deal on the massive Myitsone dam during a trip to China beginning on Thursday, two senior Myanmar officials and a person familiar with the matter told Reuters.Until recently, China had been pushing hard for the 6,000 megawatt project to go ahead despite widespread opposition within Myanmar which forced the suspension of work in 2011.Now, it is discussing alternative options with Myanmar including developing a number of smaller hydropower projects and securing preferential access to a strategically important port to compensate it for shelving the project, the sources said. The seven sources include senior Myanmar government officials, a person familiar with the original deal and a person close to the Chinese state-owned operator of the dam. They declined to be named due to the sensitivity of the matter.Executives at the developer, the Sino-Myanmar joint venture Upstream Ayeyawady Confluence Basin Hydropower, are "deeply concerned" the project will get scrapped, according to a person close to the company. In a statement, the company said it was looking forward to "an impartial and fair" review by the Myanmar government into the environmental and social impact of the project. It said it remained confident of an appropriate solution, without giving details.Myanmar's national security advisor Thaung Tun said the review, led by Htin Kyaw, was in its final stages. The person familiar with the original deal said the Chinese-owned operator of the dam, the State Power Investment Corp Yunnan International Power Investment (SPICYN) has not been actively pursuing the project over the last six months, in contrast to its more proactive stance previously.SPICYN declined to comment.-LESS POWER NEEDED-China would maintain communications with Myanmar to handle "any difficulties encountered in the course of cooperation on the project" Hua Chunying, a spokeswoman for China's Ministry of Foreign Affairs, told a regular media briefing. The Myitsone dam was supposed to send 90 percent of its electricity to China's neighbouring Yunnan province, angering many in electricity-starved Myanmar. But in recent months, China's appetite for the project has diminished because Yunnan now has an oversupply of electricity as it switches to less energy-intensive industries amid an economic slowdown, sources said.Instead, China, with its "One Belt, One Road" ambitions of improving links with central Asia and Europe, "wants a face-saving solution" that would allow it to advance its other economic interests if it shelves Myitsone, said a top government official familiar with discussions.A deal would mark a geopolitical shift away from the West, as Naypyitaw looks to improve ties with China at a time when the United States and the European Union are focussed more on domestic policies.Beijing is an increasingly important partner for Myanmar leader Aung San Suu Kyi, who has made ending decades of ethnic war her top priority. Myanmar needs Chinese support to stabilise their shared border amid increased fighting with armed ethnic groups.Myanmar is likely to be liable to China for compensation on hundreds of millions of dollars already spent on the project, according to the source close to the deal and a person familiar with the government's position.Myitsone's developer and operator did not comment on potential compensation arrangements and it was not clear how that would be handled."The compensation doesn't have to be cash," said one of the officials familiar with Suu Kyi's thinking. "China is interested in other infrastructure projects including smaller-scale dams."China is also pushing for preferential access to the deep sea port of Kyauk Pyu on the Bay of Bengal, according to two sources familiar with the government's position.Kyauk Pyu is the entry point for a Chinese oil and gas pipeline and the two countries are close to starting pumping oil through it. The pipeline will provide China an alternative route for receiving Middle Eastern oil.For a graphic on 'Key Chinese investment in Myanmar', click - http://tmsnrt.rs/2nCocII-(Additional reporting by Antoni Slodkowski, Wa Lone, Simon Lewis, Soe Zeya Tun in MYANMAR, Michael Martina in BEIJING and David Stanway in SHANGHAI; Editing by Lincoln Feast)

New Zealand and Australia still pounded by ex-Cyclone Debbie-[Reuters]-By Jane Wardell and Tom Westbrook-YAHOONEWS-April 6, 2017
WELLINGTON/SYDNEY (Reuters) - Thousands of people at the top of New Zealand's North Island were told to evacuate on Thursday while an Australian town is forecast to be underwater later in the day as the tail end of Cyclone Debbie continues to cause major flooding. The effects of the Category 4 storm, one level shy of the most powerful Category 5, are still being felt in both countries more than a week after it pounded Australia's Queensland state, killing six people, smashing tourist resorts, bringing down power lines and shutting down coal mines.Scores of roads were closed or blocked by landslips across New Zealand's North Island following two days of heavy rainfall, although some areas had been given a reprieve from expected flash flooding. The international airport in the capital of Wellington was reopened on Thursday morning after the severe weather brought down air traffic systems late on Wednesday. No deaths have been reported, but authorities continued to search for a man reported missing in a swollen river.New Zealand's mountainous terrain makes its roads susceptible to landslides and many regions are still recovering from November's 7.8-magnitude quake.Kaikoura, the coastal holiday town at the epicentre of that quake, was shut off from the rest of the country for the second time in six months as connecting roads were again hit by landslips. In Australia, where the deluge was still flowing through tropical river systems, major flooding is forecast to hit the Queensland city of Rockhampton at lunchtime on Thursday and put the town underwater for two days.Rockhampton's airport closed and authorities have built a temporary levee to protect streets from the slowly rising water. Residents sought shelter in evacuation centres, with some choosing the Fitzroy Hotel, a local pub on higher ground. The Australian disaster zone stretched 1,000 km (600 miles) from Queensland's tropical resort islands and Gold Coast tourist strip to the farmlands of New South Wales state.Australian insurers have declared the event a catastrophe likely to cost more than one billion dollars, with state officials saying recovery and repairs will take months.(Editing by James Dalgleish)

MEPs endorse EP red lines on Brexit By Eszter Zalan-EUOBSERVER
BRUSSELS, 5. Apr, 12:49-The European Parliament on Wednesday (5 April) adopted its position on Brexit, by 516 votes in favour, 133 against, and 50 abstentions, setting out its red lines for the upcoming discussions."The UK and Council now know the red lines of the parliament can now take them into account in their negotiations," Belgian liberal MEP Guy Verhodtadt, the parliament's point man on Brexit, told a news conference after the vote. The parliament will not directly participate in the talks. However, when the two-year negotiation time-frame comes to an end, the institution is legally required to give its consent for the final Brexit deal. For this reason, the institution's positions will have to be taken into consideration by the negotiators.Verhofstadt summarised the parliament's position as "citizens first".MEPs are setting out their red lines and mirroring the principles set out by the EU-27 member states. They are looking to find a swift solution for the rights of EU and UK citizens caught up in Brexit, avoid a hard border in Ireland, and for the UK to settle its financial obligations to the EU.Among other issues, the parliament states that no bilateral trade agreement is to be discussed by the UK until it has formally left the bloc, and that security cooperation cannot depend on the future agreement between the UK and the EU.The parliament also proposes that any possible transitional arrangement after Brexit should last for three years. The resolution goes on to stress that access to the European single market would require participation in the EU budget, as well as the acceptance of the EU's "four freedoms” - the free movement of people, services, goods and capital. The EU’s chief negotiator, Michel Barnier, told MEPs that the parliament is setting the tone for the talks, since the resolution is the first institutional political action of the EU in the wake of the UK launching Brexit negotiations last week.European Commission president Jean-Claude Juncker highlighted the need for a deal.“A disorderly separation is the worst possible case. No deal would be the worst case scenario for families, business - it means there will be no winners, and everybody will lose,” Juncker said.“A no deal scenario is not the one we are looking for. We are looking for success, success not against the UK, but with the UK,” Barnier added. He said it is a "risky" approach by the UK to pursue a parallel negotiation on the divorce and future relationship.Barnier defended the EU's position on structuring the talks in phases, saying that its pre-condition of concluding the divorce agreement first is not a tactical step, but is instead an effort to build trust."The sooner we agree on the principles of an orderly withdrawal, the sooner we can prepare our future relationship," Barnier said.-'Mafia union'-While the parliament's president, Antonio Tajani, tried to contain the debate before the vote in the plenary, MEPs engaged in a shouting match over Brexit, with Brexit campaigner Nigel Farage accusing the EU of trying to keep the UK hostage.Manfred Weber, the leader of the centre-right European People’s Party’s group, said that the EU will have a “tough” and united negotiating position. He said the 27 member states will stand up for the interests of Ireland and Spain - with regard to avoiding a hard border in Northern Ireland and clarifying the status of Gibraltar after Brexit.“Let me tell Spain and Ireland, you won’t have to deal with London alone. […] Irish interests are not just Irish interests, but European interests, and Spanish interests are not only Spanish, but European interests,” Weber told fellow MEPs.He questioned what kind of Brexit UK prime minister Theresa May was really aiming for."May said the UK is not withdrawing from Europe, but the EU is an idea. When the EU foreign ministers are discussing Ukraine, Syria, the UK will be excluded, the UK is walking out of these international discussions,” Weber highlighted.MEP Helga Stevens from the conservative ECR group, which also includes the UK Conservatives, argued against a “nasty breakup”, and warned that the UK “is an island, not a boat, it will remain where it is, remain one of our key partners."Verhofstadt recalled that UK's membership of the EU was "never an easy relationship".-Marriage of convenience-“It was never a love affair, it was a marriage of convenience,” Verhofstadt remarked. He said Brexit was “a catfight in the [UK] Conservative party that got out of hand". He also argued to radically change the EU, as it is not “rescued yet” from the crises.Anti-EU MEP Nigel Farage retorted by saying that Brexit will make the UK an "independent, democratic country” that governs itself. The former Ukip leader claimed that "hundreds of millions of people cheered around the world”, when Brexit was officially launched last week.Farage called the EU’s wish for the UK to pay its previous financial commitments a “ransom demand”, and that the EU should be making an offer to the UK not to leave.Barnier answered by saying all the EU wants is to settle the accounts.Farage also claimed that the EU's demands for the UK not to begin trade negotiations with other countries until it has left the bloc has "no basis in Treaty law", and that he trusts the UK government will ignore this.He accused the EU of being “nasty”, and “vindictive”, and behaving like a Mafia.

EU ministers point to Assad and Russia on Syria gas attack By Nikolaj Nielsen-APR 6,17-EUOBSERVER
BRUSSELS, Today, 16:57-Senior ministers in Brussels spoke out against the chemical attacks in Syria, with Germany saying that Russia has to clarify its role, and Britain and France claiming they have evidence that Assad was behind the war crime. The UK-based monitoring group the Syrian Observatory for Human Rights says around 20 children and 52 adults were killed in a nerve agent gas attack in the Idlib province on Tuesday (4 April). The attack came one day ahead of Wednesday's large donor conference on Syria in Brussels and has rattled leaders in their efforts to find a peaceful solution to the six-year-old raging war."I know it sounds surreal, especially today, but if you want peace you have to start building peace," said the EU's foreign policy chief Federica Mogherini in light of the attacks. Both the UK and France have called for an emergency Security Council meeting at the United Nations in New York. The two countries are veto-holding permanent members of the council.British and French foreign ministers, Boris Johnson and Jean-Marc Ayrault, told reporters in Brussels that the resolution aims to condemn the chemical attack and calls for an immediate international investigation."I don't think anybody could possibly, reasonably oppose such a resolution in all conscience," Johnson said.Johnson and Ayrault say all the evidence behind the attack points to the regime under strongman president Bashar al-Assad, with Ayrault pointing out that the planes used in the raid were "Russian-made".Images emerging from the attack show children choking and foaming at the mouth.Hundreds of thousands have been killed in the war, with around 5 million Syrians fleeing their homes to seek refuge outside the country."He [Assad] is responsible for the vast majority of that butcher's bill and you have to go a long way back in history to find a tyrant who had stayed in office in such circumstances," said Johnson.Johnson also appeared to echo comments by US president Donald Trump, who said Barack Obama should have upheld the "red line" promise of acting in Syria, following a similar gas attack in 2013 in Ghouta."I am afraid that the people of Syria are living today with the consequences of that decision," said Johnson.-Germany wants answers-The blame on Assad may implicate the regime's staunchest ally and military supporter in Moscow. But Russia denies any involvement and says the chemicals were released after a rebel depot was bombed. The view has been roundly rejected, with Germany's foreign minister, Sigmar Gabriel, saying Russia has to clarify its role."Russia is responsible for clarifying matters, clarifying matters as soon as possible," he said. The UN is also seeking answers.A UN investigative body, the Organisation for the Prohibition of Chemical Weapons, has been tasked to launch a probe."We need to have accountability based on the results of that investigation," said the UN secretary general, Antonio Guterres.
Man charged with leaving Canada in 2014 to join Islamic State terror group-[The Canadian Press]-YAHOONEWS-April 5, 2017
TORONTO — The RCMP says they've charged a man for allegedly leaving Canada to join Islamic State militants. The Mounties say they began investigating in January 2016 after hearing allegations that Pamir Hakimzadah had travelled to Turkey during the fall of 2014 to join the Islamic State of Iraq and the Levant. They say Hakimzadah was returned to Canada after being detained by Turkish authorities. The RCMP says Hakimzadah was charged Wednesday afternoon with leaving Canada to participate in the activity of a terrorist group. The force says Hakimzadah is in custody in Toronto and is expected to appear in court on Thursday. It says his arrest was part of an extensive national security criminal investigation named Project Sachet. The RCMP says there was never any risk to public safety at any time during the investigation. The Canadian Press.
Mounting confidence nerve gas was used in Syria attack-[The Canadian Press]-YAHOONEWS-April 5, 2017
BEIRUT — Diplomats at the U.N. Security council sparred Wednesday over whether to hold President Bashar Assad's government responsible for a chemical weapons attack that killed more than 80 people in northern Syria, while U.S. intelligence officials, Doctors Without Borders and the U.N. healthy agency said evidence pointed to nerve gas exposure. The Trump administration and other world leaders said the Syrian government was to blame, but Moscow, a key ally of Assad, said the assault was caused by a Syrian airstrike that hit a rebel stockpile of chemical arms.Early U.S. assessments showed the use of chlorine gas and traces of the nerve agent sarin in the attack Tuesday that terrorized the Syrian town of Khan Sheikhoun, according to two U.S. officials who weren't authorized to speak publicly on the matter and demanded anonymity.Israeli military intelligence officers also believe Syrian government forces were behind the attack, Israeli defence officials told the Associated Press. Israel believes Assad has tons of chemical weapons still in his arsenal, despite a concerted operation three years ago by the Organization for the Prohibition of Chemical Weapons to rid the government of its stockpile, said the officials, who spoke on condition of anonymity because they weren't authorized to brief the media. Turkish President Recep Tayyip Erdogan also blamed the Syrian government for the attack. In Khan Sheikhoun, rescue workers found terrified survivors still hiding in shelters as another wave of airstrikes battered the town Wednesday. Those strikes appeared to deliver only conventional weapons damage.Among those discovered alive were two women and a boy found hiding in a shelter beneath their home, the Civil Defence search and rescue group told the AP.The effects of the attack overwhelmed hospitals around the town, leading paramedics to send patients to medical facilities across rebel-held areas in northern Syria, as well as to Turkey. The Turkish Health Ministry said three victims died receiving treatment inside its borders. The Britain-based Syrian Observatory for Human Rights monitoring group put the toll at 86 killed.Victims of the attack showed signs of nerve gas exposure, the World Health Organization and Doctors Without Borders said, including suffocation, foaming at the mouth, convulsions, constricted pupils and involuntary defecation. Paramedics were using fire hoses to wash the chemicals from the bodies of victims.Medical teams also reported smelling bleach on survivors of the attack, suggesting chlorine gas was also used, Doctors Without Borders said. The magnitude of the attack was reflected in the images of the dead — children piled in heaps for burial, a father carrying his lifeless young twins. The visuals from the scene were reminiscent of a 2013 nerve gas attack on the suburbs of Damascus that left hundreds dead and prompted an agreement brokered by the U.S. and Russia to disarm Assad's chemical stockpile. Western nations blamed government forces for that attack, where effects were concentrated on opposition-held areas. At the Vatican, Pope Francis said during his general audience that he was "watching with horror at the latest events in Syria," and that he "strongly deplored the unacceptable massacre."Tuesday's attack happened just 100 kilometres (60 miles) from the Turkish border, and the Turkish government — a close ally of Syrian rebels — set up a decontamination centre at a border crossing in the province of Hatay, where the victims were initially treated before being moved to hospitals. At the United Nations, U.S. Ambassador Nikki Haley warned the Trump administration would take action if the Security Council did not in response to the attack."When you kill innocent children, innocent babies — babies, little babies — with a chemical gas that is so lethal, people were shocked to hear what gas it was, that crosses many, many lines," Donald Trump said in the White House Rose Garden. The president declined to say what the U.S. would do in response, but he did say that his "attitude towards Syria and Assad has changed very much."The council was convened in an emergency session to consider a resolution that would back an investigation by the chemical weapons watchdog into the attack and compel the Syrian government to co-operate with a probe. It was drafted by the U.S., Britain and France.Syria's government denied it carried out any chemical attack on Khan Sheikhoun, but Russia's Defence Ministry said the toxic agents were released when a Syrian airstrike hit a rebel chemical weapons arsenal and munitions factory on the town's eastern outskirts.British Ambassador Matthew Rycroft dismissed that account, saying the U.K. had seen nothing that would suggest rebels "have the sort of chemical weapons that are consistent with the symptoms that we saw yesterday."Diplomats were also meeting in Brussels for a major donors' conference on the future of Syria and the region. Representatives from 70 countries were present.A top Syrian rebel representative said he held U.N. mediator Staffan De Mistura "personally responsible" for the attack. Mohammad Alloush, the rebels' chief negotiator at U.N.-mediated talks with the Syrian government, said the envoy must begin labeling the Syrian government as responsible for killing civilians. He said the U.N.'s silence "legitimizes" the strategy."The true solution for Syria is to put Bashar Assad, the chemical weapons user, in court, and not at the negotiations table," said Alloush, who is an official in the Islam Army rebel faction.Syria's rebels, and the Islam Army in particular, are also accused of human rights abuses in Syria, but rights watchdogs attribute the overwhelming portion of civilian causalities over the course of the six-year war to the actions of government forces and their allies.___Associated Press writers Bradley Klapper in Washington, Edith M. On Syria, U.S. warns when U.N. fails, states 'compelled to act'-[Reuters]-By Michelle Nichols-YAHOONEWS-April 5, 2017
UNITED NATIONS (Reuters) - U.S. Ambassador Nikki Haley warned on Wednesday during a U.N. Security Council meeting that countries could be "compelled to act" individually if the world body does not take collective action after a deadly poison gas attack in Syria.Western countries blamed President Bashar al-Assad's armed forces for the attack in the town of Khan Sheikhoun in a rebel-held area of northern Syria hit by government air strikes. Syria's government denied responsibility. [L5N1HD1OV]-The council is considering a draft resolution condemning the attack but Russia opposes it. British U.N. Ambassador Matthew Rycroft said negotiations were continuing on the text but a vote was unlikely on Wednesday."Assad, Russia and Iran have no interest in peace," Haley told the 15-member Security Council. "The illegitimate Syrian government, led by a man with no conscience, has committed untold atrocities against his people."When the United Nations consistently fails in its duty to act collectively, there are times in the life of states that we are compelled to take our own action," said Haley. She did not signal what sort of action could be taken. The gas attack killed at least 70 people, many of them children. In February, Syrian ally Russia, backed by China, cast its seventh veto to protect Assad's government from council action, blocking a bid by Western powers to impose sanctions over accusations of chemical weapons attacks.Deputy Russian U.N. Ambassador Vladimir Safronkov told the council that former U.S. President Barack Obama's 2012 threat of military action if a "red line" was crossed and chemical weapons were used in Syria had provoked such attacks."That decision served as a starting point for future provocations by terrorists and extremist structures with the use of chemical weapons, they sought to discredit the official Damascus regime and to create a pretext for the use of military force against a sovereign state," Safronkov said.U.S. President Donald Trump faulted Obama on Tuesday for failing to enforce the red line. Obama's spokesman declined to comment."We're talking about war crimes," French U.N. Ambassador Francois Delattre told reporters."We urge Russia to exert much stronger pressure to the regime ... Frankly, we also need an America that is seriously committed to a solution in Syria and that puts all its weight behind it," he said.-'WHAT IS YOUR PLAN?'-Speaking in the council, Rycroft asked Russia: "What is your plan? What is your plan to stop these horrific senseless attacks? We had a plan and we had the support and you rejected it to protect Assad."Safronkov responded by saying Russia has more than one plan, but the first one is to fight terrorism.Rycroft said the Russian and Chinese vetoes in February sent Assad a message of encouragement and Tuesday's attack was "the consequence."An investigation by the U.N. and the Organization for the Prohibition of Chemical Weapons (OPCW) found Syrian government forces were responsible for three chlorine gas attacks in 2014 and 2015 and that Islamic State militants had used mustard gas.The United States, Britain and France have proposed a Security Council resolution to condemn the latest chemical weapons attack, and push Syria to provide an international inquiry with flight plans and logs for Tuesday, the names of all helicopter squadron commanders and access to air bases.Assad had agreed in 2013 to give up his chemical arsenal under a deal brokered by Russia and the United States.U.N. High Representative for Disarmament Affairs Kim Won-soo told the Security Council on Wednesday that all Syria's declared chemical materials and equipment have been removed or destroyed."For the past three years the OPCW has worked with the Syrian Arab Republic to assess and verify their declaration. A number of outstanding issues related to Syria's declaration remain open," he told the council.(Reporting by Michelle Nichols; editing by Alistair Bell and Bill Trott)
U.S. Senate set to vote Thursday on limiting Supreme Court nominee debate-[Reuters]-YAHOONEWS-April 5, 2017
WASHINGTON (Reuters) - The U.S. Senate is expected to vote at 11 a.m. EDT (1500 GMT) on Thursday on whether to limit debate and move towards the final confirmation of President Donald Trump's choice of federal Judge Neil Gorsuch to take a seat on the U.S. Supreme Court.Democrats are expected to thwart the Republican effort by denying the 60 votes needed in the 100-member chamber to advance Gorsuch. If so, Republicans are expected to take the rare step of changing Senate rules so that they can advance the nomination with a minimum of 51 Republican votes, which would clear the way for Gorsuch’s confirmation on Friday.(Reporting by Richard Cowan; Editing by Eric Beech)
