The Jerusalem municipality postponed a meeting planned for Wednesday in which a series of construction projects were set to be approved, including a number in East Jerusalem neighborhoods, hours before Prime Minister Benjamin Netanyahu was set to meet US President Barack Obama in New York.The Jerusalem city hall initially denied that the meeting, which would include discussion of housing in the East Jerusalem neighborhood of Gilo, had been pushed off for political reasons.However, Meir Turgeman, head of the city’s Planning and Construction Committee, told Israel Radio that the decision had been taken to avoid clashing with the high-stakes political powwow. He said the meeting would be held in two weeks.The approval of the homes as Netanyahu and Obama meet could have proven highly flammable for the two leaders, coming a day after Obama stridently called for Israel to end its occupation of Palestinian land.The White House has said Israeli-Palestinian peace efforts will be a central component of the meeting between Netanyahu and Obama, scheduled for 7 p.m. Israel time Wednesday.Jerusalem City Hall denied that the Planning and Construction Committee’s meeting delay was linked to the meeting or diplomatic pressure, instead citing “technical reasons.”However, Jerusalem Deputy Mayor Dov Kalmanovitz accused the city of moving the meeting to avoid coinciding with the Netanyahu-Obama meet.If construction plans get postponed every time the prime minister meets a foreign official, the US State Department had might as well set up a planning and construction committee for Jerusalem in the municipality’s stead, he said.The Gilo construction consists of three buildings containing “dozens of apartments,” according to a Channel 2 report from last week. It said the construction contract has been awarded to a company that builds homes for ultra-Orthodox Jews.An unnamed senior source in the municipality told the TV channel last week that numerous other plans for building in East Jerusalem neighborhoods were now being “taken out of the freezer” and would be approved in the next few months, as the Obama administration nears the end of its term. Projects “big and small” will be approved, the source was quoted as saying, and “never mind the political pressure.”On Tuesday, an Interior Ministry committee approved construction over the Green Line in the Ramot neighborhood northward, toward the neighboring Arab village of Bir-Nabala, according to Israel Radio.The Obama administration routinely and bitterly criticizes the Netanyahu government for building in the West Bank and East Jerusalem, since it considers such construction to undermine efforts for a negotiated Israeli-Palestinian peace agreement.Reports have indicated that Obama plans to ramp up pressure on Jerusalem over peace efforts in the closing months of his term, and after the US signed a $38 billion defense aid package with Israel.In 2010, a major diplomatic rift was sparked when the Interior Ministry approved housing in the neighborhood of Ramat Shlomo, over the Green Line, while US Vice President Joe Biden was visiting.Senior officials said the move was made without Netanyahu’s knowledge. Turkish President Recep Tayyip Erdogan on Tuesday said that he planned to use recently strengthened ties with Israel to help encourage the peace process with the Palestinians, calling the implementation of a two-state solution an “obligation of the international community.”“There is a need to allow for the Palestinian people to establish an independent Palestine with East Jerusalem as its capital, based on the two-state solution,” he told the UN General Assembly in New York. “It is an obligation of the international community toward the Palestinian children, if nothing else.”Mentioning Israel as part of a broader speech on Turkey’s role in the global community, Erdogan said that the recent reconciliation deal signed between Ankara and Jerusalem would allow his country to play a greater role as a facilitator in the peace process.“We will try to use the normalization of relations to assist the peace process and solve the economic and humanitarian challenges that our Palestinian brothers and sisters face,” he said.The Israel-Turkey reconciliation deal, agreed upon by the two countries’ leaders in June and ratified by Erdogan last month, begins the process of exchanging ambassadors to fully restore diplomatic ties.Relations between the former allies deteriorated with the rise of Erdogan’s AKP to power, then broke off almost completely in 2010 following an Israeli naval raid on a Turkish flotilla trying to breach the Israeli-Egyptian blockade of the Hamas-controlled Gaza Strip. Jordan’s King Abdullah warned Israel would find itself in “a sea of hatred” if it did not accept a Palestinian state, while also condemning Muslim terrorists from the United Nations rostrum Tuesday.Speaking at the UN General Assembly in New York, Abdullah spoke of the importance of peace between Israel and Palestinians, blaming the ongoing conflict for continued unrest in the region.“No injustice has spread more bitter fruit than the denial of a Palestinian state. Security guards at a checkpoint in the northern West Bank shot a 13-year-old Palestinian girl who did not heed their calls to halt on Wednesday morning, in what appears to have been a suicide attempt, the Defense Ministry said.The incident was initially misreported as an attempted stabbing attack. However, upon searching her possessions, a sapper “did not find anything,” the ministry said in a statement.“The girl approached the vehicle crossing by foot, holding a bag,” arousing the suspicion of the security guards, the statement said.They “ordered her to stop and even fired warning shots into the air,” the ministry said, but when the teenager continued approaching despite the calls to halt, the guards “shot her in the legs in order to stop her.”During an initial investigation of the incident, the teenager said, “I came to die,” according to the ministry.The girl, identified by Palestinian sources as Bara’a Ramadan Owaisi of nearby Qalqilya, was lightly injured and taken to a nearby hospital for treatment. Her aunt, Rasha Owaisi, 23, was shot dead at the same checkpoint last November after she brandished a knife and approached the guards there. The aunt had left a suicide note for her family.A video circulating online appeared to depict the moment of Wednesday’s shooting.The past year of Palestinian attacks has seen several instances in which teenagers appeared to provoke gunfire from Israeli security forces in order to commit suicide.One such case, in late April, was echoed in Wednesday’s incident: A Palestinian brother and sister — Maram Hassan Abu Ismail, 23, and her brother Ibrahim Saleh Taha, 16 — were shot dead by Defense Ministry security guards at the Qalandiya crossing in the central West Bank, as they approached a vehicles-only lane on foot.Initially, police said Abu Ismail then hurled a knife at security personnel before she was shot. A knife was recovered at the scene, and a spokeswoman said a second, identical knife was found on Taha’s belt, along with a Leatherman-style multi-tool.But as an investigation into the incident was opened, police said they suspect the guards were wrong to shoot the Palestinians, according to a Channel 10 news report. After the incident, police said they would investigate suspicions of unlawful conduct by the guards.The past week has seen a renewed surge in attacks, after months in which the violence that marked 2015 and early 2016 appeared to have waned.
