COLLISION COURSE

Anything less than an explicit commitment to what is called the two-state solution to the Israeli-Palestinian conflict could put Netanyahu on a collision course with Washington and the European Union.Palestinian officials say Netanyahu must clearly endorse statehood for peace talks, currently frozen, to succeed.He has said he wants to focus negotiations on shoring up the Palestinian economy in the West Bank rather than on territorial issues that have blocked progress toward a settlement.Netanyahu, like his predecessor Ehud Olmert, has said Israel, widely believed to be the Middle East's only atomic power, will not tolerate Iran turning its nuclear program into weapons. PRAGUE, Czech Republic – Israeli President Shimon Peres expressed optimism Monday that his country's next government can achieve Mideast peace, even though the coalition will contain parties traditionally opposed to making concessions to the Palestinians.His comments appeared aimed a soothing both U.S. and EU concern that the new government under Benjamin Netanyahu may abandon the concept of an independent Palestinian state alongside Israel as the primary goal of a Western-backed road map to peace in the Middle East.Peres spoke on the eve of the swearing in of a new Israeli coalition government, including hawkish parties opposed to major concessions to the Palestinians, and after meeting with Vaclav Klaus, president of the Czech Republic, which holds the rotating EU presidency.Netanyahu has been a critic of past peace efforts that require Israeli concessions. But he recently pledged that his government — which includes the centrist Labor Party — will pursue peace with the Palestinians.Peres seized on that promise by expressing optimism that the new government will be fully committed to seeking a Middle East settlement.They say,We shall continue the negotiations with the Palestinians, he told reporters.They say, We shall negotiate with each one of our neighbors.They say,Yes, we would like to develop the regional economic opportunities, and they say also,We are going to see what can be done in terms of peace on regional level.

So I would think this is a very reasonable and promising beginning.An Israeli government statement on the visit quoted Peres as saying the Israeli people want true peace between Israel and its neighbors, and the new government ... will be for peace.Netanyahu last week said his government would be a partner for peace with the Palestinians. His comments, just a day after President Barack Obama pledged that the U.S. would push creation of a Palestinian state, reflected a softening of his previous skepticism about Mideast peace negotiations.During the election campaign, Netanyahu derided the past year of peace efforts and indicated he would halt negotiations to focus on developing the Palestinian economy — a stance alluded to by Peres Monday. Netanyahu also said he would allow existing Jewish settlements to expand to accommodate natural growth in their populations.Even if he has moderated his stance, however, Netanyahu has still not specifically expressed backing for an independent Palestinian state. On Monday, Syrian President Bashar Assad told a summit of Arab leaders that the real aim of Israel's recently elected government is against peace and that the composition of the incoming Cabinet is a clear, unsurprising message to us.Besides Labor, at the forefront of peace efforts, Netanyahu's chief partner is Yisrael Beitenu. Its leader and designated foreign minister, Avigdor Lieberman, has drawn allegations of racism for a proposal that could strip Israeli Arabs of their citizenship unless they declare loyalty to the Jewish state.Another coalition partner, the ultra-Orthodox Shas Party, objects to even discussing sharing Jerusalem with the Palestinians.The Israeli statement quoted Klaus as saying that his country, in its EU presidency role, will continue to support the advancement of the peace process. Warning Issued Not to Sign With Vatican

(IsraelNN.com) Pope Benedictus XVI is scheduled to arrive in Israel six weeks from now, and concern is growing over possibly irreversible Israeli concessions to the Church.For more than ten years, Israel and the Vatican have been negotiating a diplomatic agreement regarding their tax dispute over Catholic Church properties in Israel, as well as other issues over which they disagree. Though public details are sparse to nil, Foreign Ministry officials say major progress has been made – leading many to fear that the Church will be granted a political and religious foothold in the Holy Land.Though Church officials hope the agreement will be completed before the Pope’s arrival in May, this is not certain. Israeli Foreign Ministry’s Bahij Mansour, who heads its religious affairs section, said two weeks ago, We are 85-90% there.

Mansour also said that most issues still in dispute would be resolved in a meeting in April. Dr. Daisy Stern, who has researched and publicized the entire topic extensively, says that varying Italian reports say the meeting will take place either April 7 or April 23 - before and after Passover, respectively - and is to involve relatively high-level officials from both the Vatican and Israel’s Foreign Ministry.

The Sanhedrin, a body of 71 rabbis that is attempting to renew the ancient tradition of Judaism’s most authoritative court, has written a public letter to Israel’s leading officials, warning that any agreement regarding the transfer of national, historic, and/or religious Jewish assets to the Catholic Church will be null and void and will not be recognized by Jewish authorities.

Striving for Internationalized Jerusalem
In February 2000, the Vatican and the Palestinian Authority signed an agreement calling for an internationally guaranteed special status for Jerusalem. During his visit that year, Pope John Paul II announced in Bethlehem that the Vatican had always recognized Palestinian national rights to a homeland. Rabbi Shlomo Aviner, Dean of Yeshivat Ateret Cohanim, said at the time that the Pope's goal was simply to obtain a foothold in Jerusalem for the Church.The Sanhedrin, which sees itself as a vehicle to bring about Jewish unity and civil justice, to help repair some of the deepest rifts in our society, and to provide an active, exemplary and unified Torah leadership, warns President Shimon Peres and incoming Prime Minister Binyamin Netanyahu against the Church’s religious agenda hiding behind diplomatic agreements.

The letter states as follows [subheadings added]:

The State of Israel grants freedom of worship to every religion – except to Jews on their most sacred spot, the Temple Mount. They do not have the right to pray there, nor even minimal religious rights. The State thus contravenes the purpose for which it exists, and undermines its own foundations. On the other hand, the State of Israel goes out of its way to transfer diplomatic, religious and spiritual assets to foreigners. Over the course of many years, contacts have been underway and promises of various agreements have been made regarding what the Catholic Church sees as its property or wishes were its property, in Mt. Zion, the Old City of Jerusalem, the Sea of Galilee, and elsewhere. There are those who came up with the idea of the Holy Crescent [an area around the Old City to the north and east, newly known as the Holy Crescent - ed.] -- the main purpose of which is to rid the Temple Mount and the Old City of exclusive Jewish sovereignty.

The Goal: Sever Jerusalem from Jewish People
Ever since the Israeli army liberated the entire city of Jerusalem in 1967, the members of other faiths and nations have not accepted the Jewish People’s sovereignty and return to its eternal capital, the place in which its Temple for the G-d of Israel and G-d’s kingdom will be established. In recent years, the Vatican – acting on behalf of Catholic theology – signed a series of secret agreements, behind the public’s back, with various elements in the State of Israel, bereft of respect for the spiritual and political essence of the Jewish Nation. The essence of these agreements is the transfer of ownership over national Jewish property in Jerusalem to the hands of foreigners, and the instigation of processes to destabilize the Jewish People’s ownership over its sacred sites – primarily, the Temple Mount, the Western Wall, and the entire Old City of Jerusalem. Giving these and other sites to the Vatican and international elements will lead to their detachment from the State’s territorial area.The State of Israel is bound to the document of acquisition [known as] the Bible, which was the basis for the Jewish People’s claim to its Land when it established the State of Israel. The State must therefore actualize Jewish sovereignty in Jerusalem, the City of G-d, the city of kingship, the capital of Israel, the heart of the world. It must guarantee the right of worship for Jews on the Temple Mount…

Standing Up For Israel's Honor
It should be noted that in 1964, when Pope Paul VI visited Israel, the third President of Israel, Mr. Zalman Shazar, read to him the verse in Micah stating that though other nations might follow other gods, we will walk in the Name of our L-rd G-d forever. The Chief Rabbis at the time similarly stood up for Israel’s honor by refusing to meet with him at all, after he refused to meet with them in their Jerusalem office. [During his visit, Paul VI did not acknowledge Israel’s existence or visit its key sites, did not mention its name, and refused to meet with the Chief Rabbi in Jerusalem. He later addressed a thank you note to the Israeli president, who lived in Jerusalem, by writing, Mr. Salman Shazar of Tel Aviv.- ed.]

Public Opposition Worked
In 2000, when Pope John Paul II visited Jerusalem, various elements tried to promote foreign sovereignty on the Temple Mount at the expense of Israel’s sovereignty there. They attempted to enable the visit to the Jews’ holiest site in the world without official Israeli presence - but public opposition thwarted these efforts.All official and religious elements in Israel must prevent the signing of an agreement that deviates from the spirit of this document, and express their objections to the Catholic restorationist tendencies whose goal are the neutralization of Israel’s sovereign powers and the Jewish People’s status in its Holy Land, the Land of Israel.

We expect you to show maximum alertness to the matter of Jerusalem as the holiday of Passover approaches, so that our right hand not be forgotten… Please, clarify your positions to your countrymen and the entire world. Show honor to the G-d of your forefathers, your city, and your nation, without flattery to foreigners who wish to minimize our national image…The Sanhedrin asserts that the representatives of the State of Israel can represent the Jewish Nation as long as they act in accordance with its traditions and laws – and are not authorized to transfer the ownership, or authority over, lands and properties in the Land of Israel to any foreign religious or political element.

Agreement Will Be Null and Void
Therefore, any agreements made by such representatives with the Vatican as a theological political body, in opposition to the spiritual essence of the Nation of Israel, have no validity. They are all null and void, the Vatican should not believe that property promised to them by these contracts will remain in its hands.

Churches in Israel - The Result of Forced Exile
It should be remembered that the Vatican, as the leading Christian Church, is responsible for the legacy of Rome – the conqueror of Jerusalem, the exiler of its Jews, the destroyer of its land. All the churches that exists today in the Land of Israel are the result of the Jewish destruction 1,900 years ago, the elimination of the Jews from their land, and the exile that Christianity wishes to boast will be eternal. This, in addition to the priceless material and spiritual treasures found in the basements of the Vatican [such as the utensils of the destroyed Holy Temple - ed.], as well as the countless synagogues throughout the world that were confiscated by the Vatican and its representatives and not returned.It is gravely forbidden to validate such agreements, as determined by the State’s criminal law code.

Warning: Religious War
Continued flattery to the Church on the basis of illegal agreements is liable to end, Heaven forbid, in destructive religious wars all over the globe.Former Chief Rabbi Yisrael Meir Lau has said that Pope Pius XII refused several requests by then-Chief Rabbi Isaac Herzog to meet with him before and during the Holocaust to discuss how the Church could help save Jewish lives. After the war, too, Chief Rabbi Herzog asked for the Pope's assistance in locating Jewish orphans who were cared for by Catholic families, and again, the Pope refused.

Barack Obama's wife’s cousin is a Rabbi, according to the Jewish magazine Forward. Michelle Obama's first cousin once removed, Capers Funnye, shepherds the flock at a mostly black Israelite synagogue on Chicago’s South Side, the Beth Shalom B’nai Zaken Ethiopian Hebrew synagogue.The Black Israelite congregations, often called Black Hebrews, are a very small and mostly separate stream from mainstream Judaism and are not recognized as Jews by the Chief Rabbanite of Israel. Although Rabbi Funnye's congregation refers to itself as Ethiopian Hebrew, it is not connected to the Ethiopian Jews who have immigrated to Israel en masse in past decades and are recognized as Jews by the Israel Chief Rabbanite. Forward reports that Rabbi Funnye’s mother, Verdelle Robinson Funnye (pronounced fuh-NAY), and Mrs. Obama's paternal grandfather, Frasier Robinson Jr., were sister and brother.Rabbi Funnye converted to Judaism in a ceremony supervised by the Black Israelite rabbis.He later underwent another conversion procedure, reportedly supervised by Orthodox and Conservative rabbis. He has a Black Israelite ordination.

EU to boost civilian mission to Afghanistan

EUOBSERVER / BRUSSELS – Europeans on Tuesday (31 March) are expected to commit more civilian assistance, such as police instructors and election monitors, at a United Nations conference on Afghanistan in the Hague.Delegations from 73 countries, including Iran, and 11 international organisations are to participate in the Dutch-hosted event.On Monday, the European Commission announced an extra €60 million aid for the next two years, on top of the €610 million already available to Afghanistan for the 2007-2010 period.It is important ...that we give a new impetus to our long standing commitment to Afghanistan, said EU external relations commissioner Benita Ferrero-Waldner. Much remained to be done to improve the security and living standards for most Afghans, she added.Of the new €60 million, €20 million will be earmarked for election monitoring in August, when Afghanistan is to hold presidential elections, €15 million for police training and €24 million for rural development.

The EU has already committed 400 police trainers as part of EUPOL, but only 250 have been deployed so far. An additional 100 officers are to be sent by the end of the spring.Ever since president Barack Obama came to power, expectations have grown for Europe to commit more troops and civilian assistance to fighting the insurgency and reconstructing Afghanistan. A sword of Damocles hangs over our heads. It is a real threat that has been all but ignored.On Feb. 3, Iran launched a communications satellite into orbit. At this very moment, North Korea is threatening to do the same. The ability to launch an alleged communications satellite belies a far more frightening truth. A rocket that can carry a satellite into orbit also can drop a nuclear warhead over any location on the planet in less than 45 minutes. Far too many timid or uninformed sources maintain that a single launch of a missile poses no true threat to the United States, given our retaliatory power. A reality check is in order and must be discussed in response to such an absurd claim: In fact, one small nuclear weapon, delivered by an ICBM can destroy the United States by maximizing the effect of the resultant electromagnetic pulse upon detonation.An electromagnetic pulse (EMP) is a byproduct of detonating an atomic bomb above the Earth’s atmosphere. When a nuclear weapon is detonated in space, the gamma rays emitted trigger a massive electrical disturbance in the upper atmosphere. Moving at the speed of light, this overload will short out all electrical equipment, power grids and delicate electronics on the Earth’s surface. In fact, it would take only one to three weapons exploding above the continental United States to wipe out our entire grid and transportation network. It might take years to recover from, if ever.

This is not science fiction. If you doubt this, spend a short amount of time skimming the Report of the Commission to Assess the Threat to the United States from Electromagnetic Pulse Attack from April 2008. You will come away sobered. Even as the new administration plans to spend trillions on economic bailouts, it has announced plans to reduce funding and downgrade efforts for missile defense. Furthermore, the United States’ reluctance to invest in a modern and credible traditional nuclear deterrent is a serious concern. What good will a bailout be if there is no longer a nation to bail out? Fifty years ago, it was not Sputnik itself that sent a dire chill of warning around the world; it was the capability of the rocket that launched Sputnik. The rocket that lofted Sputnik into orbit also could have served as an ICBM.

Yet for all its rhetoric, the Soviet Union was essentially a rational power that recognized the threat of mutual destruction and thus never stepped to the edge. The world is different today. Intercontinental range missiles tipped with nuclear weapons in the hands of leaders driven by fanaticism, leaders that support global terrorism, leaders that have made repeated threats that they will seek our annihilation . . . can now at last achieve that dream in a matter of minutes. Those who claim that there is little to fear from Iran or North Korea because at best they will have only one or two nuclear weapons ignore the catastrophic level of threat we now face from just a couple of nuclear weapons. Again: One to three missiles tipped with nuclear weapons and armed to detonate at a high altitude — to achieve the strongest EMP over the greatest area of the United States — would create an EMP overlay that triggers a continent-wide collapse of our entire electrical, transportation, and communications infrastructure.Within weeks after such an attack, tens of millions of Americans would perish. The impact has been likened to a nationwide Hurricane Katrina. Some studies estimate that 90 percent of all Americans might very well die in the year after such an attack as our transportation, food distribution, communications, public safety, law enforcement, and medical infrastructures collapse. We most likely would never recover from the blow.Two things need to be done now and without delay:

1.Make clear in the strongest of terms that, if either Iran or North Korea launches a rocket on a trajectory headed toward the territory of the United States, we will shoot it down. The risk of not doing so is beyond acceptable. And if they construe this as an act of war, so be it, for they fired the first shot. The risk of sitting back for 30 minutes and praying it is not an EMP strike is beyond acceptable, beyond rational on our part.
2.Funding for EMP defense must be a top national priority. To downgrade or halt our missile defense program, which at last is becoming viable after 25 years of research, would be an action of criminal negligence.

Surely, with such a threat confronting us, a fair and open debate, with full public access and the setting aside of partisan politics, is in order. In the meantime, a policy must be stated today that we will indeed shoot down any missile aimed towards the United States that is fired by Iran or North Korea. Commission expects bankruptcy surge in 2009

Up to 200,000 corporate insolvencies are expected in Europe this year, according to the European Commission's SME envoy, Françoise Le Bail, who said the reluctance of banks to lend to SMEs will force thousands of viable companies out of business.The European Commission has said the economic crisis hit SMEs after having struck larger enterprises, but smaller firms are now suffering badly. A major cause of difficulty for businesses is reduced access to credit, as banks have been less inclined to extend loans in recent months.To combat this, the European Investment Bank has ramped up its support for SMEs and will make €30 billion available over the next three years. There have been complaints that the funds have been slow to reach SMEs, but the Bank and the Commission now insist that the infrastructure is in place to distribute the loans. Criticism that more was being done to bail out larger companies without comparable support for SMEs has been dismissed by European Commission SME Envoy Françoise Le Bail.Meanwhile, efforts are ongoing to ease the administrative burden for SMEs by implementing the Small Business Act, which was introduced last June.Speaking at last week's European Business Summit in Brussels, where she addressed a workshop entitled SMEs in times of crisis: red tape or red carpet?,she said 19 EU member states had already launched recovery packages for the real economy which will directly benefit small companies. Le Bail said the Commission was in the process of implementing the Small Business Act, which will help make life easier for smaller businesses by cutting red tape. This will include amendments to the Late Payments Directive which could be unveiled as early as this week. The changes are expected to recommend that public authorities pay private firms within 30 days.

Arndt Kirchhoff, chair of the BusinessEurope's SME committee, said the revamped directive is badly needed to inject cash into the system and keep companies in business, adding that the credit crunch will ruin thousands of sound companies.

Adequate access to finance must be secured to stop viable SMEs going bankrupt. The rapid adoption of the Late Payments Directive is essential as governments are delaying the release of money and this is making matters even worse,he said. Kirchhoff said the Small Business Act has good answers to many of the problems facing SMEs, but its implementation is crucial if companies are to feel its impact quickly.

Valia Chilova, managing partner at marketing consultancy company Marketor and a candidate in the forthcoming Bulgarian national elections, described SMEs as the blood of the economy,but said the government in her country has failed to adopt around half of the measures proposed by business organisations. She was also critical of what she described as a lack of information on the precise impact of the crisis and the slow pace of response from politicians.Up to the end of last year, we were told there would be no crisis in Bulgaria, that we were in a strong position, which turned out not to be the case. Over the past four or five years, more than €30 billion in foreign direct investment has entered Bulgaria, but it was invested in the construction sector, and now there is no cash in the market.Chilova added that EU funds are no longer flowing to Bulgaria, and SMEs in South Eastern Europe face particular difficulties in attracting investors due to a lack of trust. Luuk Borg, director of the secretariat of EUREKA , a pan-European network for R&D, said the ongoing crisis is not the only reason to tackle bureaucracy, and all administrators have an obligation to cut red tape. However, he said some procedures are necessary in order to guarantee that public money is spent properly. Borg said the Commission has been working to deal with bureaucracy and to make R&D more accessible to SMEs. However, a high success rate for applications is important. You cannot ask people in small companies to spend time and money on research applications if only 8% of them will ultimately be successful,he said.

The session was moderated by the founder and publisher of EurActiv.com , Christophe Leclercq, who noted that SMEs as well as EU representatives are calling for changes in public policy to address the ongoing crisis. Typically, businesses fight against intervention but now they are engaging with policymakers. This could lay the groundwork for a greater consensus of what public policy should be,he said.

Geithner’s Dirty Little Secret: The Entire Global Financial System is at Risk

US Treasury Secretary Tim Geithner has unveiled his long-awaited plan to put the US banking system back in order. In doing so, he has refused to tell the dirty little secret of the present financial crisis. By refusing to do so, he is trying to save de facto bankrupt US banks that threaten to bring the entire global system down in a new more devastating phase of wealth destruction.What Geithner does not want the public to understand, his dirty little secret is that the repeal of Glass-Steagall and the passage of the Commodity Futures Modernization Act in 2000 allowed the creation of a tiny handful of banks that would virtually monopolize key parts of the global off-balance sheet or Over-The-Counter derivatives issuance.The Geithner Plan, his so-called Public-Private Partnership Investment Program or PPPIP, as we have noted previously is designed not to restore a healthy lending system which would funnel credit to business and consumers. Rather it is yet another intricate scheme to pour even more hundreds of billions directly to the leading banks and Wall Street firms responsible for the current mess in world credit markets without demanding they change their business model. Yet, one might say, won’t this eventually help the problem by getting the banks back to health? Not the way the Obama Administration is proceeding. In defending his plan on US TV recently, Geithner, a protégé of Henry Kissinger who previously was CEO of the New York Federal Reserve Bank, argued that his intent was not to sustain weak banks at the expense of strong. Yet this is precisely what the PPPIP does. The weak banks are the five largest banks in the system.

The dirty little secret which Geithner is going to great degrees to obscure from the public is very simple. There are only at most perhaps five US banks which are the source of the toxic poison that is causing such dislocation in the world financial system. What Geithner is desperately trying to protect is that reality. The heart of the present problem and the reason ordinary loan losses as in prior bank crises are not the problem, is a variety of exotic financial derivatives, most especially so-called Credit Default Swaps. In 2000 the Clinton Administration then-Treasury Secretary was a man named Larry Summers. Summers had just been promoted from No. 2 under Wall Street Goldman Sachs banker Robert Rubin to be No. 1 when Rubin left Washington to take up the post of Vice Chairman of Citigroup. As I describe in detail in my new book, Power of Money: The Rise and Fall of the American Century, to be released this summer, Summers convinced President Bill Clinton to sign several Republican bills into law which opened the floodgates for banks to abuse their powers. The fact that the Wall Street big banks spent some $5 billion in lobbying for these changes after 1998 was likely not lost on Clinton. One significant law was the repeal of the 1933 Depression-era Glass-Steagall Act that prohibited mergers of commercial banks, insurance companies and brokerage firms like Merrill Lynch or Goldman Sachs. A second law backed by Treasury Secretary Summers in 2000 was an obscure but deadly important Commodity Futures Modernization Act of 2000. That law prevented the responsible US Government regulatory agency, Commodity Futures Trading Corporation (CFTC), from having any oversight over the trading of financial derivatives. The new CFMA law stipulated that so-called Over-the-Counter (OTC) derivatives like Credit Default Swaps, such as those involved in the AIG insurance disaster, (which investor Warren Buffett once called weapons of mass financial destruction), be free from Government regulation.At the time Summers was busy opening the floodgates of financial abuse for the Wall Street Money Trust, his assistant was none other than Tim Geithner, the man who today is US Treasury Secretary. Today, Geithner’s old boss, Larry Summers, is President Obama’s chief economic adviser, as head of the White House Economic Council. To have Geithner and Summers responsible for cleaning up the financial mess is tantamount to putting the proverbial fox in to guard the henhouse.

The Dirty Little Secret

What Geithner does not want the public to understand, his dirty little secret is that the repeal of Glass-Steagall and the passage of the Commodity Futures Modernization Act in 2000 allowed the creation of a tiny handful of banks that would virtually monopolize key parts of the global off-balance sheet or Over-The-Counter derivatives issuance.Today five US banks according to data in the just-released Federal Office of Comptroller of the Currency’s Quarterly Report on Bank Trading and Derivatives Activity, hold 96% of all US bank derivatives positions in terms of nominal values, and an eye-popping 81% of the total net credit risk exposure in event of default. The five are, in declining order of importance: JPMorgan Chase which holds a staggering $88 trillion in derivatives (€66 trillion!). Morgan Chase is followed by Bank of America with $38 trillion in derivatives, and Citibank with $32 trillion. Number four in the derivatives sweepstakes is Goldman Sachs with a ‘mere’ $30 trillion in derivatives. Number five, the merged Wells Fargo-Wachovia Bank, drops dramatically in size to $5 trillion. Number six, Britain’s HSBC Bank USA has $3.7 trillion. After that the size of US bank exposure to these explosive off-balance-sheet unregulated derivative obligations falls off dramatically. Just to underscore the magnitude, trillion is written 1,000,000,000,000. Continuing to pour taxpayer money into these five banks without changing their operating system, is tantamount to treating an alcoholic with unlimited free booze.The Government bailouts of AIG to over $180 billion to date has primarily gone to pay off AIG’s Credit Default Swap obligations to counterparty gamblers Goldman Sachs, Citibank, JP Morgan Chase, Bank of America, the banks who believe they are too big to fail. In effect, these five institutions today believe they are so large that they can dictate the policy of the Federal Government. Some have called it a bankers’ coup d’etat. It definitely is not healthy.

This is Geithner’s and Wall Street’s Dirty Little Secret that they desperately try to hide because it would focus voter attention on real solutions. The Federal Government has long had laws in place to deal with insolvent banks. The FDIC places the bank into receivership, its assets and liabilities are sorted out by independent audit. The irresponsible management is purged, stockholders lose and the purged bank is eventually split into smaller units and when healthy, sold to the public. The power of the five mega banks to blackmail the entire nation would thereby be cut down to size. Ooohh. Uh Huh? This is what Wall Street and Geithner are frantically trying to prevent. The problem is concentrated in these five large banks. The financial cancer must be isolated and contained by Federal agency in order for the host, the real economy, to return to healthy function. This is what must be put into bankruptcy receivership, or nationalization. Every hour the Obama Administration delays that, and refuses to demand full independent government audit of the true solvency or insolvency of these five or so banks, inevitably costs to the US and to the world economy will snowball as derivatives losses explode. That is pre-programmed as worsening economic recession mean corporate bankruptcies are rising, home mortgage defaults are exploding, unemployment is shooting up. This is a situation that is deliberately being allowed to run out of (responsible Government) control by Treasury Secretary Geithner, Summers and ultimately the President, whether or not he has taken the time to grasp what is at stake. Once the five problem banks have been put into isolation by the FDIC and the Treasury, the Administration must introduce legislation to immediately repeal the Larry Summers bank deregulation including restore Glass-Steagall and repeal the Commodity Futures Modernization Act of 2000 that allowed the present criminal abuse of the banking trust. Then serious financial reform can begin to be discussed, starting with steps to federalize the Federal Reserve and take the power of money out of the hands of private bankers such as JP Morgan Chase, Citibank or Goldman Sachs.

She reported that before the anaesthetist put her to sleep, he leaned over to her and smiled, Well, at least you didn't lose all your money with Bernie Madoff.Gallows humour pervades New York conversations these days, often prefaced by the phrase at least: At least I haven't been fired from my job, says an editor friend whose company has undergone a major restructuring.At least my landlord isn't raising my rent,says another friend whose apartment lease runs out next month. Though it's true that Barack Obama is currently riding a wave of goodwill, that doesn't translate into a belief that the President's recovery plans will reverse what is beginning to feel like an inevitable – and natural – process.In addition to the closed stores, empty restaurants, skeletons of half-built luxury apartment houses whose developers have run out of money, there are more subtle, personal signs: waiters getting smaller tips or none at all, shopkeepers looking imploringly at non-buying customers, people with extra bedrooms renting them out to perfect strangers. Some experts are sounding very alarmed. Peter Goldmark, director of the New York State Budget office in the 1970s, said recently: The storm hasn't really hit yet. We're going to see stuff we can barely imagine.And this from John Tepper Marlin, former chief economist for New York City: I'm concerned about people being so desperate that they lose the fear of losing their own lives and they become so desperate that they're willing to endanger other people's lives.

It's no secret that the real fear in the hearts of the opponents of President Obama's bailout plans is nationalization. Call it communism, socialism, the Swedish way – whatever, the idea of nationalization of banks is terrifying to American financial institutions, and promises to make the passage of the new Obama budget a long drawn-out process. To combat potential restrictions on their freedom, the Right in the US has promoted a myth that has pervaded American economics since the Reagan years – namely, that governments can't manage money. Because of the power of this conventional wisdom, the Obama adminstration continues to bend over backwards to avoid government takeover of banks, recently offering to finance a public-private plan to buy up to $2 trillion of toxic assets – and thereby driving liberal economists like Paul Krugman to despair. Officials still aren't willing to face facts, he writes.They don¹t want to face up to the dire state of financial institutions because it's very hard to rescue an essentially insolvent bank without, at least temporarily, taking it over. And temporary nationalization is still, apparently, considered unthinkable.There are two reasons why it is a myth that the government is unable to manage money: first of all, the US government has done a credible job of managing financial institutions many times in the last century; and, secondly, during the present crisis they've already been nationalizing smaller banks at the rate of two a week. New York Times economics writer Joe Nocera outlined the process in a recent column, pointing out that during the savings and loans crisis in the 1980's the government took over banks, replaced their top managers, stripped out bad assets that the government then managed brilliantly, and sold the healthy banks to private buyers. More embarrassingly, in addition to Sweden and Japan using comparable tactics to bail out their banks, the International Monetary Fund, which is virtually an arm of the US Treasury, has been putting constant pressure on countries like Thailand (1997) and Russia (1998) to do exactly the same thing.

It doesn't take an economics wizard to see why corporate interests are resistant to the idea of nationalization. With nationalization comes regulation of banks and financial markets – a step that EU banks recently took, but one which the present administration hasn't addressed publicly yet – and lots of people who made lots of money for the past thirty years will stand to make, well, considerably less. No matter how much Congress and the private sector protest (and protest they will), it may only be a matter of time before the US government moves in to resuscitate what the press calls zombie banks: only with nationalization will banks be forced to lend again, and money will start circulating. One positive effect of scaled-down expectations is that the nervous pace of New York life seems to be slowing down. New Yorkers are taking more time for each other. The signs are small but real: people – of both sexes – knitting. Waitresses in coffee shops leaning on the shoulders of regular patrons and chatting while looking at empty tables. Telephone clerks taking the time to explain how to get a cheaper deal on their own merchandise. The emphasis has shifted away from the compulsion to acquire to a more modest wish – the wish just to get by, and maybe to make life more pleasant. But with these diminished expectations comes a weird counter-feeling: nostalgia. Even if you didn't share in the opulence, you can't help missing it. The news, for instance, that high-end clothing stores like Saks Fifth Avenue are in serious financial trouble, or that Broadway musicals have to close because corporate expense accounts can't afford to spend $200 on a ticket makes one unexpectedly sad. Where has all the grandeur gone?

The other day I was visiting a friend at UBS, on the thirtieth floor of the Met Life Building next to Grand Central Station. While I waited I looked out the window at the crush of magnificent skyscrapers that were built during the last 80 years – and which might not be built again for quite a while. The thought made me positively weepy. My city was the first to build these monuments; how dare they stop! It was only then that I noticed that the big vase in the UBS waiting room that used to be filled with fresh flowers now was filled with artificial ones.

Wave of economic bad news hits Europe

A wave of economic bad news buffeted Europe on Monday (30 March), with European Central Bank president Jean-Claude Trichet saying he expected falling growth in each quarter of 2009. Latest information suggests economic activity has deteriorated further in the first quarter of 2009. Looking ahead, we expect demand to remain very weak throughout 2009, both at the global level and in the euro area,Mr Trichet told MEPs in Brussels. 25 million further job loses are expected by 2010 in the OECD area according to a report out Tuesday (Photo: European Commission)A gradual recovery is now not predicted before 2010, while several European economies may have to wait until 2011 or later for signs of an upturn. Rating agency Standard and Poors cut Ireland's top credit rating on Monday from AAA to AA+, making it more expensive for the government of the western isle to borrow money at a time when tax receipts have plummeted. The country is expected to borrow as much as €25 billion this year to plug the shortfall.This is bad news for Ireland at a very bad time. Standard & Poor's decision to downgrade Ireland's credit rating will make it even harder for the economy to recover,said Richard Bruton, the opposition spokesman on finance, reports Bloomberg.S&P downgraded ratings for Spain, Portugal and Greece in January.

Spanish deflationary fears

Addressing the economy committee on Monday, Mr Trichet told MEPs that inflationary pressures have diminished further.Looking ahead, we expect the inflation rate to remain well below two percent for this year and 2010, he said, but ruled out the prospect of deflation for the euro area as a whole. However, for a number of individual countries the threat of deflation remains very real.In Spain, the National Statistics Institute said on Monday that month on month inflation for March had fallen by 0.1 percent, marking the first time prices have fallen since the current measuring system began in 1997.Dropping prices can convince shoppers to postpone purchases as they anticipate further falls, driving down consumption while at the same time increasing the real value of debt.Deflation is also a concern in Ireland and the UK.Fall in European economic confidence On Monday, the European Commission reported that consumer and business confidence slumped to a record low in March.The EU executive said its economic sentiment indicator for the euro area fell to 64.6 points in March, down from 65.3 points in February. This new level marks the lowest point ever recorded since the survey began in 1985.For the EU27, the index fell to 60.3 points from 60.9, marking a slower rate of decline following a number of sharp drops since September 2008 when the US bank Lehman Brothers collapsed.

OECD warns of huge job losses

While many thousands have already lost jobs in Europe since the onset of the financial crisis, economists and unions warn that there is a natural time-lag before falling production is converted into job losses, indicating that the worst may still be to come.A new report to be published on Tuesday (31 March) by the Organisation for Economic Co-operation and Development forecasts that unemployment rates will approach 10% in the OECD area by 2010, compared with the recent low of 5.6 percent in 2007. If proven to be accurate, the numbers of unemployed in the OECD area will rise by about 25 million, by far the largest and most rapid increase in OECD unemployment in the post-war period.Governments need to take quick and decisive action to avoid the financial crisis becoming a fully-blown social crisis,OECD secretary-general Angel Gurria told G8 Labour and Employment Ministers in Rome on Monday. The ECB is aware of this need for action, making a euro area interest rate cut from the current 1.5 per cent level highly likely when the board meets this Thursday. An announcement on a new policy to buy corporate bonds may also be included.

Despite the best efforts of his aides to minimize his dual religious upbringing, the election campaign of Democratic presidential candidate Senator Barack Obama continues to be dogged by the issue. Obama's childhood religious practice and its influence in his formative years is being repeatedly raised as an issue due to a question over whether he might buckle under pressure exerted by the Muslim and Arab world when it comes to foreign policy decisions relating to the State of Israel.

My Muslim Faith – Freudian Slip?

Obama in fact slipped during a nationally-televised ABC interview on Sunday by referring to my Muslim faith while accusing the Republicans of suggesting he has Muslim connections.Interviewer George Stephanopoulus, former senior political advisor and White House communications director to former Democratic president Bill Clinton, did what he could to gloss over what may have been a Freudian slip, but the damage was done.The ABC transcript follows:STEPHANOPOULOS: You mention your Christian faith. Yesterday you took off after the Republicans for suggesting you have Muslim connections. Just a few minutes ago, Rick Davis, John McCain's campaign manager, said they've never done that. This is a false and cynical attempt to play victim. OBAMA: You know what? I mean, these guys love to throw a rock and hide their hand. The...
STEPHANOPOULOS: The McCain campaign has never suggested you have Muslim connections.
OBAMA: No, no, no. But the -- I don't think that when you look at what is being promulgated on Fox News, let's say, and Republican commentators who are closely allied to these folks–STEPHANOPOULOS: But John McCain said that's wrong. OBAMA: Now, well, look. Listen. You and I both know that the minute that Governor Palin was forced to talk about her daughter, I immediately said that's off limits. And– STEPHANOPOULOS: But John McCain said the same thing about questioning your faith.
OBAMA: And what was the first thing the McCain’s campaign went out and did? They said, look, these liberal blogs that support Obama are out there attacking Governor Palin.Let's not play games. Praying to Saints, Bowing in Mosques

In his childhood, Obama was registered as a Muslim and bowed toward a mosque on Fridays while praying to a Catholic saint on other days, according to a 2007 report in The Los Angeles Times.Obama's chief spokesman, Robert Gibbs, was careful in an earlier statement to emphasize that he was raised in a secular household in Indonesia by his stepfather and mother. Gibbs said, To be clear, Senator Obama has never been a Muslim, was not raised a Muslim and is a committed Christian…However, the issue, which has dogged the Obama team throughout the campaign, is one that is being juggled as a hot potato, with statements by aides being adjusted as time goes on. A subsequent statement to The Times offered a little more careful wording, saying that Obama has never been a practicing Muslim, but admitting that he had, as a child, spent time in his Chicago neighborhood's Islamic Center.The article quoted his former Roman Catholic and Muslim teachers, and others who said that Senator Obama was registered by his family as a Muslim at both of the schools he attended while in the third and fourth grades.We prayed but not really seriously, just following actions done by older people in the mosque. But as kids, we loved to meet our friends and went to the mosque together and played,The Times quoted Zulfin Adi, who described himself as among Obama’s closest childhood friends.Obama has written in his autobiography,In the Catholic school when it came time to pray, I would close my eyes, then peek around the room. Nothing happened. No angels descended. Just a parched old nun and 30 brown children, muttering words.As a first-grader in the Catholic school, Obama prayed as a Catholic, but was registered as a Muslim since that was his father's faith.

Questioning Obama's Sincerity on Support for Israel

At least one well-known anti-Israel activist insists that the Democratic presidential hopeful is currently hiding his anti-Israel views in order to get elected. Activist Ali Abunimah claimed in a report earlier in the year to know Obama well and to have met him on numerous occasions at pro-Palestinian events in Chicago.Jewish groups are also wondering whether Obama is reliable in his expressed support for Israel. The Democratic candidate told an AIPAC convention earlier this year that he backs an undivided Jerusalem.Within 24 hours, however, in the face of a firestorm of Arab rage Obama quickly backtracked, qualifying his declaration of support with a clarification that he had simply meant he did not want to see the Jewish capital split asunder by barbed wire as it had been when captured by the Jordanians during the war in 1948.

Greek police criticised by human rights group

International rights group Amnesty International has accused the Greek police of exercising widespread abuse during the riots that shook the country late last year.A highly critical report, released Monday (30 March), says the response to the December riots was the culmination of a pattern of serious human rights violations by law enforcement officials, which includes excessive use of force, torture and other ill-treatment, and misuse of firearms.The anti-government protests were sparked after police shot dead 15-year-old Alexandros Grigoropoulos.Amnesty documents a number of alleged incidents, including the arrest and charging of people who had not taken part in the demonstrations; the herding of some demonstrators into an alcove in front of a building where they were beaten by police; and hindering access to lawyers for those taken into custody.The report also notes: 130 foreign nationals were arrested between 6 and 17 December 2008 throughout Greece in the context of the disturbances, and some were expelled from the country. Amnesty expressed concern that some of those expelled may have been asylum seekers.In addition, it suggested that the large amount of foreigners arrested appears to be disproportionate to the general composition of the demonstrating and rioting crowds and could have been the result of discrimination.

The Greek police are also accused of violating the rights of 17 children arrested on 8December. The report says that parents were denied access to information about whether their children had been arrested and where they were being held.Time and again, police officers in Greece have been accused of using excessive force against demonstrators or denying them their rights when in detention,said Nicola Duckworth, Europe and central Asia programme director at Amnesty.She said the incidents should be used as a catalyst by the government to launch a wide-ranging commission of inquiry that would investigate not only recent events, but also systemic issues, including training of police on the use of firearms and of force.Amnesty says it has longstanding and continuing concerns regarding the failure of the authorities in Greece to ensure that the police respect and protect human rights.

EU warns companies on protecting internet users' privacy

EUOBSERVER / BRUSSELS - The European Commission has warned that it will crack down on unscrupulous companies targeting vulnerable online consumers if no improvements are made to protect personal data from abuse.Speaking at a conference on rise of the amount of personal data collected and used for commercial purposes, consumer affairs commissioner Meglena Kuneva on Tuesday (31 March) pointed out that citizens' online data - such as visited websites, purchases made and online friends - are routinely being used without their knowledge.Businesses take the information to build up a profile of consumers so they can target the person who appears to be in debt with predatory loans, the person who appears to have a medical condition with certain drugs or even customise services in terms of price, based on whether the customer is likely to be late in payments, fall ill, or return goods that they buy.The new reality that internet consumers are paying for services with their personal data and exposure to ads,said the commissioner, adding that most users are not aware of this.

The huge growth in internet use both by companies and consumers coupled with a lack in corresponding policy means the World Wide Web is turning out to be the world wild west,she said.While personal data is what makes the internet as an advertising-supported service go round, actual privacy policies are either non-existent or at best intransparent, but avoiding tracking is currently technically difficult if not impossible.The commissioner pointed out that privacy policies are not always easily accessible and in some cases, a consumer is asked to submit personal data before the privacy policy is given or sometimes a web service will include a clause under which the consumer agrees to share data with other commercial partners.You are signing up to give these unnamed people your data,said Ms Kuneva.Consumer policing of the internet is not enough, the commissioner, with most people not taking the time to read the long terms of online services.She pointed to a recent uproar on Facebook. The social networking service quietly included a clause in their terms and conditions meaning that its users agreed to hand over their personal data to Facebook in perpetuity. It already had 175 million users before the change was noticed.She called for principles of transparency, clear language, opt-in or opt-out options that are meaningful and easy to use, allowing people to partake in an economic transaction without selling [themselves] indiscriminately as commercial fodder to the entire world.On commercial policies, she called for guiding principles with a recent study showing that people no longer use their own judgment when faced with an supposed expert.

At Tuesday's meeting, the commissioner raised a series of questions on the matter, including concerning when a commercial message oversteps the line to look like personal advice and to what extent companies should be allowed to discriminate among consumers in terms of price or message.She left the questions unanswered but called on industry to establish a framework for acceptable behaviour or the commission, as a regulator,will not shy away from [its] duties.The commissioner also noted that the most confident group of internet users - 15 to 25-year-olds - use the internet even though they do not trust it, something the commissioner likened to drinking ... water while thinking it might be slightly toxic.
