CLIMATE CHANGE LIES ARE EXPOSED A damming report has highlighted questions over the credibility of a leading climate change body Tuesday August 31,2010 By Donna Bowater

THE world’s leading climate change body has been accused of losing credibility after a damning report into its research practices.A high-level inquiry into the Intergovernmental Panel on Climate Change found there was little evidence for its claims about global warming.It also said the panel had emphasised the negative impacts of climate change and made substantive findings based on little proof.The review by the InterAcademy Council (IAC) was launched after the IPCC’s hugely embarrassing 2007 benchmark climate change report, which contained exaggerated and false claims that Himalayan glaciers could melt by 2035.

The panel was forced to admit its key claim in support of global warming was lifted from a 1999 magazine article. The report was based on an interview with a little-known Indian scientist who has since said his views were speculation and not backed by research.Independent climate scientist Peter Taylor said last night: The IPCC’s credibility has been deeply dented and something has to be done. It can’t just be a matter of adjusting the practices. They have got to look at what are the consequences of having got it wrong in terms of what the public think is going on. Admitting that it needs to reform means something has gone wrong and they really do need to look at the science.Climate change sceptic David Holland, who challenged leading climate change scientists at the University of East Anglia to disclose their research, said: The panel is definitely not fit for purpose. What the IAC has said is substantial changes need to be made.The IAC, which comprises the world’s top science academies including the UK’s Royal Society, made recommendations to the IPCC to enhance its credibility and independence after the Himalayan glaciers report, which severely damaged the reputation of climate science.It condemned the panel – set up by the UN to ensure world leaders had the best scientific advice on climate change – for its slow and inadequate response after the damaging errors emerged.

Among the blunders in the 2007 report were claims that 55 per cent of the Netherlands was below sea level when the figure is 26 per cent. It also claimed that water supplies for between 75 million and 250 million people in Africa will be at risk by 2020 due to climate change, but the real range is between 90 and 220 million.

The claim that glaciers would melt by 2035 was also rejected.

Professor Julian Dowdeswell of Cambridge University said: The average glacier is 1,000ft thick so to melt one at 15ft a year would take 60 years. That is faster than anything we are seeing now so the idea of losing it all by 2035 is unrealistic.In yesterday’s report, the IAC said: The IPCC needs to reform its management structure and strengthen its procedures to handle ever larger and increasingly complex climate assessments as well as the more intense public scrutiny coming from a world grappling with how to respond to climate change.The review also cast doubt on the future of IPCC chairman Dr Rajendra Pachauri.Earlier this year, the Daily Express reported how he had no climate science qualifications but held a PhD in economics and was a former railway engineer.Dr Pachauri has been accused of a conflict of interest, which he denies, after it emerged that he has business interests attracting millions of pounds in funding. One, the Energy Research Institute, is set to receive up to £10million in grants from taxpayers over the next five years.

Speaking after the review was released yesterday, Dr Pachauri said: We have the highest confidence in the science behind our assessments.The scientific community agrees that climate change is real. Greenhouse gases have increased as a result of human activities and now far exceed pre-industrial values.

Re: SPLC list of Active Patriot Groups and DOJ’s Criminal Extremist List.I would only be anti-government about a government that was extremely anti-U.S. Constitution. Will this count for or against me? I am wondering if you will start a Patriot Persons list to go along with your Patriot Groups list? If so, I’d like to apply. If your criteria* is the same for People as for Groups, I might be a pretty good fit!

I am definitely against any New World Order or One World Government scheme. The U.S. must remain a sovereign nation as outlined in our Constitution. (Besides, and I don’t mean to be catty here, but the idea doesn’t seem to be working out so bloody well for the EU.) Do you know if there is an active attempt by the U.S. government to join into a world government? If so, please let me know! I’d like to sign and circulate a petition against that.I don’t engage in groundless conspiracy theorizing; all the conspiracies about which I theorize have grounds. Do you think you could make an exception? And which conspiracies are the groundless ones? A list somewhere on your site would be helpful.Also, how do you define extreme anti-government doctrines, please? Can you give any examples? I am personally extremely pro-Constitutional governance, something which has been in short supply during the last few administrations, including the current one. I am a member of Oath-Keepers. Since the Constitution is no longer adequately taught in our schools (having just educated two teenagers, I can attest to that fact), I am thrilled to see that someone has taken on this monumental task! Ashton hits back at Kouchner over Middle East talks

EUOBSERVER / BRUSSELS - EU foreign affairs chief Catherine Ashton has defended her plan to go to China instead of to Thursday's (2 September) Middle East peace talks following criticism by French foreign minister Bernard Kouchner.In a detailed statement issued over the weekend, her office said the Beijing trip is very important due to upcoming discussions by EU leaders on a strategic partnership with the Asian country and in order to build personal relations with her Chinese counterpart, Dai Binguo.It noted that the US envoy to the Middle East, George Mitchell, supports her decision and indicated that Mr Kouchner's remarks show more concern for the EU's image than for the substance of the Middle East peace process.

Ms Ashton was personally invited by Senator Mitchell to the dinner ahead of the talks in Washington, but had to decline for this reason and Senator Mitchell fully understood. She also looked at the possibility of flying from China, but the key meetings in China clash with the Sept 2 date [of the dinner],the communique said. The appearance of [Ms Ashton] at the dinner would have no substantial influence on the talks. For [Ms Ashton] and for the EU as a whole, the focus is on a successful outcome of the talks, particularly the first round and the focus should not be on the choreography or who goes to Washington or not.The remarks come after Mr Kouchner last week sent a letter to Brussels complaining that the EU, as the largest aid donor to the Palestinian Authority and as a member of the Quartet, the international body dealing with the peace process, should participate in the high-profile event.

Speaking at a regular gathering of France's 180 ambassadors in Paris on Friday, he added: It would be a shame if there was no European representation.His speech to the top diplomats also said: The difficult, but resolute and patient implementation of the instruments foreseen by the Lisbon Treaty will help us to develop a more coherent, responsive and visible European foreign policy.Mr Kouchner's attack on Ms Ashton follows a similar one earlier this year by the French junior minister for EU affairs, Pierre Lellouche, who took her to task for lack of EU "visibility" on Haiti earthquake relief.An EU official told this website that Mr Kouchner's outspokenness is linked to infighting in Paris.French media last week quoted French diplomats as saying that Mr Kouchner is a weak minister compared to his predecessors, such as Alain Juppe and Hubert Vedrine. EUOBSERVER / BRUSSELS - The would-be next prime minister of Belgium has urged coalition negotiators to get back to the table as soon as possible or risk plunging the country into political chaos and driving the debt-ridden EU capital, Brussels, into the hands of speculators.Fresh from an attempt to resign as lead negotiator that was rejected by the King, French-speaking Elio di Rupo in a highly anticipated press conference on Monday (29 August), spoke of the enormous responsibility that representatives from the seven political parties in the talks have toward their country.Belgians went to the polls on 13 June but a full 77 days later and on their second chief of coalition talks, the country's politicians are still trying to find a compromise on three issues, all of which go to the heart of the fractious relations between the richer Dutch-speaking north of the country (home to 60 percent of the population) and the subsidy-dependent, French-speaking south.Lengthy coalition talks are not new to the country. Talks after the 2007 elections went on for nine months. But the dire state of public finances and the make-or-break mood among some of the interlocutors have given the proceedings a new urgency. Adding an extra frisson to the talks, the overall winner of the June elections, Fleming Bart de Wever of the N-VA, wants greater devolution for the regions, something Francophones fear will lead to the break-up of the Belgian state.The three issues at the heart of the negotiations, the future of francophone suburbs in Brussels that lie within Dutch-speaking Flanders, the refinancing of Brussels, and a new federal financing law, have long been the most intractable issues within the Belgian polity, but Mr di Rupo offered a sliver of hope.We were never as far (as now) in the discussions in the last three years, noted Mr Di Rupo, who first spoke in careful Dutch and then French but took no questions from the throng of gathered journalists.

The political saga has kept commentators, analysts and bloggers thoroughly occupied. Most agree that the country is not about to break up but note that the drawn-out negotiations do not inspire confidence.We are not yet in final negotiations on the great separation of the Belgians. Minds and plans are not yet ripe for that. But, since Sunday evening, we took a step closer to this scenario, reads an opinion by the editor-in-chief of the Flemish De Standaard newspaper.Pascal Delwit, a political scientist at the capital's francophone Universite Libre de Bruxelles told La Libre Belgique: I don't think that we can speak of a regime crisis at this stage, but clearly we are confronted with a major challenge and a very difficult political situation.

Flotilla Member Participated In Past Terror Attacks

One of the activists who had taken part in the Gaza flotilla had participated in previous terror attacks, according to a recent report in the Turkish newspaper Hürriyet.According to the report, Erdinç Tekir, who was wounded during the fighting which occurred after the IDF raided the Mavi Marmara on May 31, participated in a terrorist attack on a Russian ferry in the Black Sea in 1996. The purpose of the attack was to bargain for the release of Chechen prisoners in Russia, and as far as is known, it was carried out by an armed group of Abkhazian/Caucasian radical Islamists, which were supported by Turkish Islamists. Tekir recently admitted during an interview he gave to the Islamic website Dünya Bülteni, that he had participated in the terrorist attack to bargain for the release prisoners as part of his activity to promote the Chechen-Abkhazian cause, this according to a report published by the Intelligence and Terrorism Information Center.

During the same interview, Tekir said that he had been an IHH volunteer for about ten years, and that he had been introduced to the organization by friends after his release from a Turkish prison. However, he said he became close to the organization when he participated in hijacking the ferry. Tekir also said that he “struggled hard” to become a passenger on the Mavi Marmara because he wanted to make a contribution. He falsely claimed that the ship was not carrying terrorists but volunteers and activists, and that the IDF soldiers boarded the ship from the sea and air while shooting live ammunition. The IDF raided the Mavi Marmara on May 31, after it had attempted to break a naval blockade being imposed on the Gaza Strip, claiming it was bringing humanitarian aid to Gaza. As the IDF commandos descended onto the deck of the ship by rope, they were assaulted by the activisits on the ship who were using metal clubs and knives. The activists snatched two pistols from the commandos and at them with them. Nine people were killed in the raid, most of them from Turkey, where the radical IHH group organized the flotilla.It was later determined that there were no humanitarian supplies on the Marmara.The report on Tekir is the first proof of the presence of a Turk with a terrorist past among the IHH operatives on board the Mavi Marmara. While there is no information indicating that the IHH was involved in the hijacking of the Russian ferry in 1996, Tekir admitted to the Islamic website that he became closer to IHH while he was active in the Abkhazian-Chechen cause.The Intelligence and Terrorism Information Center added that its examination has shown that Tekir’s name appears on the list of names of those wounded on the Mavi Marmara, and also on the list of the hijackers of the Avrasya (the Russian ferry), a list appearing in a Wikipedia article on the attack.

Arabs Silence One Another

Palestinian Authority human rights groups are reporting that both the PA government in Judea and Samaria as well as the Hamas government in Gaza inflict abuse on one another, as each side clamps down on its opponents and critics.An AP report suggested that the rivalry between the governments could prevent the formation of a Palestinian state, even if direct peace talks with Israel scheduled to begin this Thursday succeed.According to rights groups quoted in the report, both governments carry out arbitrary arrests, ban rivals from travel, exclude them from civil service jobs and suppress opposition media, the rights groups say. Governments in both Judea and Samaria and in Gaza use torture against opponents, which includes beatings and tying up detainees in painful positions.Despite the claims by PA President Abbas’ government that it only targets militants who pose a security threat, last week security forces in Judea and Samaria broke up a meeting of independents who are opposed to Abbas' decision to resume peace talks with Israel. Members of the PA General Intelligence Service reportedly also assaulted two field workers from Palestinian rights group Al-Haq as they documented the quashing of a rally protesting the return to peace talks, reported the Maan News Agency.

The Palestinian Centre for Human Rights (PCHR) condemned the attack on the Al-Haq members, saying that it is important that the Palestinian security forces respect the work of human rights organizations and to ensure protection to their personnel in all circumstances,and adding that PCHR points with concern to the recurrence of attacks on the right to freedom of opinion and expression and the right to peaceful assembly. PCHR stresses that these two rights are guaranteed by the Palestinian Basic Law and by international human rights instruments.According to reports, PA forces also attacked a local television crew at the same rally. The Palestinian Center for Development and Media Freedoms (MADA) condemned the attack on the television crew.Meanwhile in Gaza, Hamas is pushing legislation that is seen as an attempt to take over the Independent Palestinian Commission for Human Rights. Another example is of 21 year-old Gaza resident Assad Saftawi, who has been thrown in detention four times after he wrote an article criticizing Hamas for taxing cigarettes. Also in Gaza, a heart patient who is also a Fatah official said that Hamas prevented him from leaving Gaza for a medical checkup in Jordan, even after he obtained Israeli permission to leave Gaza for the checkup.Shahwan Jabareen of Al-Haq told AP that in both areas we are going toward a ... regime in which the security forces intervene in everything.AP explained that the reasoning for Abbas’ crackdown on his opponents stems from his fears of a Hamas takeover of Judea and Samaria as well as his need to keep militants in check to maintain international support. Hamas, meanwhile, is targeting independents and civil groups which provide a key alternative voice in the territory.While the upcoming direct talks will be aimed at creating a Palestinian state, the AP report said that it appears unlikely any deal could be implemented as long as the split persists, particularly if Hamas — shunned by Israel and the West as a terror organization — remains in charge in Gaza.(IsraelNationalNews.com)

Greenpeace Blasts Egypt for Nuclear Plans

The international environmental organization Greenpeace has targeted Egypt for its plan to build a nuclear energy plant off the Mediterranean coast.Egyptian President Hosni Mubarak announced last week his country’s plan to build its first nuclear power plant. It is to be located in Mersa Matrouh, on Egypt’s northern coast, and the decision to build it was reportedly taken in association with the United Nations' International Atomic Energy Agency (IAEA).Three other nuclear plants are to be built afterwards. Work for the international tender to build the plant is underway, and the tender is to be issued in November.The Mediterranean chapter of Greenpeace announced that it strongly objects to the decision. The idea of developing nuclear energy is dangerous, the organization states, as well as expensive and not environmentally-friendly.The group says that the new plant will be a grave regional threat.Greenpeace has long fought against nuclear power, saying it is an unacceptable risk to the environment and to humanity.The only solution, the organization says, is to halt the expansion of all nuclear power, and for the shutdown of existing plants.Nuclear plants lead to lethal high-level radioactive waste, contribute to further proliferation of nuclear weapons materials, and will result in more Chernobyl-scale accidents, Greenpeace declares.

Nuclear energy initiatives also sabotage other initiatives for the advancement of renewable, environmentally-friendly energy sources, Greenpeace states. We must focus our efforts on renewable sources such as wind, the sun, and geo-thermal energy – making sure to supply our energy needs without endangering our safety.Egypt’s plan is for its new nuclear plant to begin operation 10 years from now. US Funds Left-Wing PA Peace Partner PR Campaign

The United States Information Agency (USIA), which has pumped hundreds of millions in dollars for pro-Arab activities in Israel, has paid $250,000 for the new Palestinian Authority public relations Peace Partner campaign, UPI reported.The publicity effort is the initiative of the left-wing Geneva Institute, chaired by former Meretz party chairman Member Yossi Beilin. The campaign promotes the PA as a peace partner on billboards throughout Israel and asks, What about you? implying that Israel is not engaged in the diplomatic process.Beilin initiated the 1992 Oslo process, which blew up into the Second Intifada, also known as the Oslo War, in September 2000.The depth of the USIA role in promoting Palestinian Authority policies was first exposed by Israel National News two years ago. Documents that were accidentally sold with supposedly empty files in a U.S. State Department auction revealed the extent of USIA activity to promote American policies in what it calls occupied Jerusalem andj Judea and Samaria.In another expose reported by INN last November, David Bedein revealed that the massive USAID program for the Palestinian Authority helps build schools where children learn incitement and that the State of Israel does not exist.

The document blunder affair two years ago gave an inside look at official papers that had been stored at the United States Consulate in Jerusalem. It revealed two decades of American efforts to create a setting for a new Arab country in Judea, Samaria and Gaza.Thousands of documents dating back as far 1985 showed that the U.S. government openly tried to win over Palestinian Authority Arabs as part of covert and overt efforts to undermine the Israeli development of Jewish communities in Judea, Samaria and Gaza.The American government pumped millions of dollars into cultural exchange programs, Fulbright scholarships and even promoted overseas meetings between the Likud and Fatah party youth movements to try to pave the way to meet Arab demands that the Jewish State return to the 1949 Armistice Line, also known as the Green Line.The single-minded aim of the USIA and the casual acceptance of terrorist attacks that literally blew up the Oslo peace process were clear in a memo that noted, A bright spot in the otherwise downhill side of the peace process was an unusual meeting between Likud and Fatah youth leaders in Israel in mid-July [1998]. A follow-up meeting in Ramallah...had to be cancelled because of the [suicide] bombing in Jerusalem.Many of the USIA documents disclosed programs to arrange PA-controlled television interviews with visiting American university academics in an effort to promote popular support for the regime of Yasser Arafat.

Hurricane Earl churns across Caribbean, heads to US by Nelson Del Castillo – Mon Aug 30, 6:17 pm ET

SAN JUAN, Puerto Rico (AFP) – Hurricane Earl was upgraded to a category four storm Monday as it brushed past Puerto Rico and headed for the eastern US coast, amid warnings it may cause catastrophic damage.Packing fierce winds of up to 135 miles (215 kilometers) an hour, Earl was raised to a category four as it churned across the Caribbean, with experts forecasting it may skim the eastern United States coast later in the week.On the five-point Saffir-Simpson scale used by the US National Hurricane Center, a category four storm carries a warning that catastrophic damage will occur with a high risk of structural damage.There is a very high risk of injury or death to people, livestock, and pets due to flying and falling debris, the center says on its website of a category four storm.Earl was churning west-northwest at 15 miles (24 kilometers) an hour, dumping heavy rains and whipping up massive waves as it continued its arc past the Lesser Antilles.Even though it may strengthen in the next day or so, the storm was not projected to make landfall immediately, and earlier hurricane warnings for Puerto Rico and the US and British Virgin Islands were downgraded.

One weather model has Hurricane Earl skimming the Outer Banks, in North Carolina on Friday, and possibly reaching as far north as the Canadian province of New Brunswick by Saturday.Midway through the annual Atlantic hurricane season, the eye of the storm passed over the French islands of Saint Martin and Saint Barthelemy early Monday, bringing down trees, blocking roads and snapping power lines.The French supplier EDF estimated some 3,500 people were left without power in the two islands, and were planning to send in reinforcements from Martinique to repair downed lines. In Guadeloupe another 4,000 people had no electricity.French Overseas Territories Minister Marie-Luce Penchard told AFP late Monday that it appeared there had been no loss of life.But the wind is so strong that people still can't go out, she said. She was planning to travel to the two islands on Tuesday to assess the damage, but said a desalination plant had been hit and water supplies had been disrupted.The strong winds could further trigger large and dangerous battering waves of over three to five feet (a meter to a meter and a half) in Puerto Rico, while the storm could dump up to 12 inches (30 centimeters) of rain in high areas, the US hurricane center warned earlier.

These rains could cause life-threatening flash floods and mudslides, the hurricane center warned.Winds of up to 170 kilometers (105 miles) an hour were registered in Saint Barthelemy, emergency officials in Guadeloupe said.The northern half of Saint Martin is French territory, with the remainder -- known as Saint Maarten -- belonging to the Netherlands. Saint Barthelemy lies to the southeast.French President Nicolas Sarkozy hailed the discipline and courage of the islands' residents, saying they were being sorely tested by the hurricane.Meanwhile, the nearby twin-island state Antigua and Barbuda lifted its tropical storm warning Monday.Category one Hurricane Danielle, which never made landfall, continued to weaken as it sailed towards the open northern Atlantic and was downgraded on Monday to a tropical storm. The hurricane center also upgraded a third weather system forming about 1,000 miles (1,600 kilometers) to the east of the lesser Antilles, naming it Tropical Storm Fiona.

Melbourne, Aug 26 (ANI): Astronomers are predicting that a massive solar storm, much bigger in potential than the one that caused spectacular light shows on Earth earlier this month, is to strike our planet in 2012 with a force of 100 million hydrogen bombs.Several US media outlets have reported that NASA was warning the massive flare this month was just a precursor to a massive solar storm building that had the potential to wipe out the entire planet's power grid.Despite its rebuttal, NASA's been watching out for this storm since 2006 and reports from the US this week claim the storms could hit on that most Hollywood of disaster dates - 2012.Similar storms back in 1859 and 1921 caused worldwide chaos, wiping out telegraph wires on a massive scale. The 2012 storm has the potential to be even more disruptive.The general consensus among general astronomers (and certainly solar astronomers) is that this coming Solar maximum (2012 but possibly later into 2013) will be the most violent in 100 years, News.com.au quoted astronomy lecturer and columnist Dave Reneke as saying.A bold statement and one taken seriously by those it will affect most, namely airline companies, communications companies and anyone working with modern GPS systems.

They can even trip circuit breakers and knock out orbiting satellites, as has already been done this year, added Reneke.No one really knows what effect the 2012-2013 Solar Max will have on today's digital-reliant society.Dr Richard Fisher, director of NASA's Heliophysics division, told Reneke the super storm would hit like a bolt of lightning, causing catastrophic consequences for the world's health, emergency services and national security unless precautions are taken.NASA said that a recent report by the National Academy of Sciences found that if a similar storm occurred today, it could cause 1 to 2 trillion dollars in damages to society's high-tech infrastructure and require four to 10 years for complete recovery.The reason for the concern comes as the sun enters a phase known as Solar Cycle 24.Most experts agree, although those who put the date of Solar Max in 2012 are getting the most press.They claim satellites will be aged by 50 years, rendering GPS even more useless than ever, and the blast will have the equivalent energy of 100 million hydrogen bombs.We know it is coming but we don't know how bad it is going to be, Fisher told Reneke.Systems will just not work. The flares change the magnetic field on the Earth and it's rapid, just like a lightning bolt. The four children were reported to have fainted soon after they were vaccinated and witnesses reported seeing the children’s eyes roll back as they began to have seizures, reports Blitz.Furious villagers reacted to the tragedy by going on a rampage, attacking health workers and holding government doctors hostage.

Health professionals and doctors with government ties were also blamed in Finland and Sweden after a H1N1 vaccination program was halted following a 300 per cent increase in cases of the neurological disorder narcolepsy amongst children and young people who had received the shot over the last six months.According to Kari Lankinen, head physician of the Finnish Medicines Agency, doctors were complicit in hiding the link between the swine flu shot and narcolepsy and did so to advance their careers.Meanwhile, concerned mothers whose daughters have been injured or killed by the Gardasil vaccine have put together a website that documents the truth about how the vaccine has killed and injured thousands of young girls since it was introduced in 2006. Thousands of teenagers have suffered adverse reactions and at least 71 have died from the vaccine since the HPV program was launched four years ago.The global vaccine cover-up took a massive blow after it was confirmed that the 2009 swine flu outbreak was, as we predicted from the start, a contrived scam centered around making vast profits for pharmaceutical companies while endangering the health of the public.As we reported earlier this year, Chair of the Council of Europe’s Sub-committee on Health Wolfgang Wodarg’s investigation into the 2009 swine flu outbreak found that the pandemic was a fake hoax manufactured by pharmaceutical companies in league with the WHO.

The Bill and Melinda Gates Foundation is one of the major funders of vaccine research and production in the third world.Warning that the global population was heading towards 9 billion, Gates said, If we do a really great job on new vaccines, health care, reproductive health services (abortion), we could lower that by perhaps 10 or 15 per cent.Quite how an improvement in health care and vaccines that supposedly save lives would lead to a lowering in global population is an oxymoron, unless Gates was referring to vaccines that sterilize people, which is precisely the same method advocated in White House science advisor John P. Ashton hits back at Kouchner over Middle East talks

EUOBSERVER / BRUSSELS - EU foreign affairs chief Catherine Ashton has defended her plan to go to China instead of to Thursday's (2 September) Middle East peace talks following criticism by French foreign minister Bernard Kouchner.In a detailed statement issued over the weekend, her office said the Beijing trip is very important due to upcoming discussions by EU leaders on a strategic partnership with the Asian country and in order to build personal relations with her Chinese counterpart, Dai Binguo.It noted that the US envoy to the Middle East, George Mitchell, supports her decision and indicated that Mr Kouchner's remarks show more concern for the EU's image than for the substance of the Middle East peace process.

Ms Ashton was personally invited by Senator Mitchell to the dinner ahead of the talks in Washington, but had to decline for this reason and Senator Mitchell fully understood. She also looked at the possibility of flying from China, but the key meetings in China clash with the Sept 2 date [of the dinner],the communique said. The appearance of [Ms Ashton] at the dinner would have no substantial influence on the talks. For [Ms Ashton] and for the EU as a whole, the focus is on a successful outcome of the talks, particularly the first round and the focus should not be on the choreography or who goes to Washington or not.The remarks come after Mr Kouchner last week sent a letter to Brussels complaining that the EU, as the largest aid donor to the Palestinian Authority and as a member of the Quartet, the international body dealing with the peace process, should participate in the high-profile event.

Speaking at a regular gathering of France's 180 ambassadors in Paris on Friday, he added: It would be a shame if there was no European representation.His speech to the top diplomats also said: The difficult, but resolute and patient implementation of the instruments foreseen by the Lisbon Treaty will help us to develop a more coherent, responsive and visible European foreign policy.Mr Kouchner's attack on Ms Ashton follows a similar one earlier this year by the French junior minister for EU affairs, Pierre Lellouche, who took her to task for lack of EU visibility on Haiti earthquake relief.An EU official told this website that Mr Kouchner's outspokenness is linked to infighting in Paris.French media last week quoted French diplomats as saying that Mr Kouchner is a weak minister compared to his predecessors, such as Alain Juppe and Hubert Vedrine. Even as France in defiance of international criticism on Thursday (27 August) continued its policy of rounding up and deporting Roma from the country, Prime Minister Francois Fillon announced a further attempt to Europeanise the issue.He told a meeting of French ambassadors at the Hotel Matignon that he had spoken with European Commission President Jose Manuel Barroso and plans to hold a working meeting on the Roma question in the coming days between the French ministers concerned and the appropriate European commissioners.Mr Fillon insisted, as a number of French cabinet members have in recent days, that the French policy breaches no EU directives.The recent deportations of Roma to their countries of origin made by our country have been made in full compliance with European law, he said, according to a report in centre-left daily Le Monde.France considers that the only long term solution for these fully-fledged European citizens is better economic and social integration, first of all in their country of origin.[And so] the European Union must show strong solidarity with the member states concerned primarily with Romania.

In the face of disquiet from the European Commission over the policy, a barrage of criticism from human rights groups and attacks from the leaders of France's Catholic and protestant churches as well as the country's chief rabbi, he said that his government is above all motivated by concern for Roma children, whom the government is paying €100 each to leave France.Our priority is also with the plight of the Roma children. Many of them are exploited by criminal networks. This is a situation that is unacceptable in the EU, the minister said.The Belgian EU presidency meanwhile has ultimately agreed to attend an informal meeting called by Paris of immigration ministers from five of the EU's biggest states on 6 September.Billed as an 'anti-Roma summit' after Italian interior minister Roberto Maroni said that at the meeting he would push for EU endorsement of automatic expulsion of Roma, Belgium had earlier made it known that it may boycott the event.If it became apparent that France and Italy would attempt to use the meeting to give the impression of EU backing for their Roma expulsion policies, one EU diplomat told EUobserver on Tuesday, Belgium would not be keen to attend.The EU presidency has since received assurances from Paris that the meeting will in the end restrict itself to migration questions and not the Roma issue.Belgium's secretary of state for political asylum, Melchior Wathelet, is to head to Paris to attend the informal meeting organised by Eric Besson, French immigration minister, it was announced late Thursday.

Meanwhile, as two Romanian ministers were visiting France to discuss the Roma issue, Paris on Thursday stepped up its expulsion agenda, dispatching another 284 Roma to Romania by aeroplane, after two flights left last week.Immigration minister, Eric Besson, described it as a renewed acceleration of the expulsion policy.Contradicting France's claim that the repatriations are voluntary, AFP reports that one 20-year-old Roma man said: The police told us to choose: either we willingly left now, or we would be forcibly removed later.Europe minister Pierre Lellouche said that a further meeting between French and Romanian ministers would take place in Bucharest from 9-10 September and that the two sides would subsequently meet up in Brussels for discussions with the European Commission.Interior minister Brice Hortefeux claimed that Romanian national crime had increased in the Paris region by 138 percent in 2009.Meanwhile, also on Thursday, Socialist Party opposition leader Martine Aubry called the last few weeks: a shame for France.

Analysis: Response to NYTimes Op-ed

A recent New York Times op-ed states that special US Middle East envoy George Mitchell made a misleading comparison by likening the Israel-PA talks to the negotiations between the IRA and the British government that he helped bring to a successful conclusion. The op-ed, by Ali Abunima, emphasizes certain differences between the two others, but ignores others. It does not note, for instance, that the Israeli-Arab talks feature one side that has made it its goal to obliterate the other – an aspect that was lacking in the IRA talks. Rather, Mr. Abunima focuses on other issues. He begins by stating that the US made sure that all parties to the Irish conflict were part of the talks, while in the Middle East, Hamas is not being given any role at all.Abunima writes: The U.S. insists that Hamas meet strict preconditions before it can take part in negotiations: recognize Israel, renounce violence and abide by agreements previously signed between Israel and the PLO, of which Hamas is not a member. These demands are unworkable. Why should Hamas or any Palestinian accept Israel’s political demands, like recognition, when Israel refuses to recognize basic Palestinian demands like the right of return for refugees? For one thing, Mahmoud Abbas' Fatah faction has – at least on paper – agreed to accept Israel's demand for recognition,such that the premise of the above question is not accepted even by many Palestinians. And for good reason: One side's demand for recognition by the other is the very basis for negotiations! It is certainly more fundamental than technical demands such as the right of return for millions of people and their descendants who could easily turn Israel into another Arab state.

Violence
Abunima agrees that Hamas commits violence, but states that that, too, is not a reason for disqualifying Hamas from the talks: Hamas has inflicted a fraction of the harm on Israeli civilians that Israel inflicts on Palestinian civilians. If violence disqualifies Hamas, surely much greater violence should disqualify the Israelis?Again, the comparison is logically flawed. Whatever violence Israel has perpetrated is only a consequence of the Hamas terrorism. If Hamas renounces violence, Israel's violence will evaporate as well. As Binyamin Netanyahu said in 2006, The truth is that if the Arabs were to put down their arms, there would be no more war - but if Israel were to put down its arms, there would be no more Israel.

One-Sided Demands
Finally, Abunima comes out against one-sided demands: It was only by breaking with one-sided demands that Mr. Mitchell was able to help bring peace to Northern Ireland. In 1994, for instance, Mr. Mitchell… urged President Bill Clinton — against strenuous British objections — to grant a U.S. visa to Gerry Adams, the Sinn Fein leader… Abunima's point is that Mitchell must now, too, overcome Israel's one-sided demand not to include Hamas in the talks.Yet just three paragraphs later, Abunima writes in favor of one-sided PA demands: The resumption of peace talks without any Israeli commitment to freeze settlements is another significant victory for the Israel lobby and the Israeli government.

Failure Can be Expected

Over 200 Arab pirate connections to Israel’s main water lines, siphoning off water to PA Arabs who do not pay, have been detached in a joint police-Mekorot action.

Mekorot Water Company workers, under close police protection, have completed an operation disconnecting 230 pirate Arab connections to Israel’s main water lines. The connections siphoned off much-needed water for the benefit of Palestinian Authority Arabs, who thus avoided paying for the commodity.The Oslo Agreements stipulate two separate water authorities and systems, one for Israel and one for the Palestinian Authority. In addition, the IDF’s Judea Region destroyed several small reservoirs in which stolen water was gathered in the Kiryat Arba-Hevron region.

57 Towns Set to Build on Sept. 27

An investigation has found that the default situation is that construction can resume with a bang on Sept. 27 in no fewer than 57 Jewish towns in Yesha. As the construction freeze issue comes to a boil with the resumption of direct talks between Israel and the PA this week, Prime Minister Binyamin Netanyahu finds himself under heavy pressure from various quarters. On the one hand, he and most of his Cabinet have said repeatedly that the ten-month freeze on Jewish construction in Judea and Samaria will end on Sep. 26 as originally stipulated. A public-relations campaign is underway reminding the ministers and Netanyahu of their promises, demanding that life in Judea and Samaria not continue to be frozen at the whim of the Palestinian Authority.The freeze was imposed solely in order to get the Palestinian Authority to agree to direct talks with Israel. However, as Foreign Minister Avigdor Lieberman put it last week, For [nine] months we have been waiting for the Palestinians to please come to the negotiations. They come at the last month – that’s their problem.On the other hand, PA chairman Abu Mazen (Mahmoud Abbas) has threatened outright that if the freeze is not extended, he will immediately quit the talks. The Obama Administration, too, has made it subtly clear that it would like Netanyahu to extend the freeze.Netanyahu’s options in this situation are limited. He can announce a continuation of the freeze, leading to a domestic political crisis and charges that he has once again caved in on Israeli interests in the face of pressure. Alternatively, he can announce that construction will resume only in areas of large settlement blocs such as Ariel, Gush Etzion and Maaleh Adumim. This will also not gain him friends in the nationalist camp, and could lead to the collapse of his government.

He might also do nothing and allow the freeze to lapse, leading to a possible international crisis. And a final option is to allow the freeze to lapse, but to prevent construction by refusing to issue permits. Danger: Third Quake in Six Weeks in Nuclear Iran

A third earthquake in less than six weeks has hit Iran, killing at least three people and injuring 21. The 5.9-magnitude quake hit the city of Damghan in northern Iran, 175 miles east of Tehran, late Friday night. Fifteen villages were reportedly damaged.Earthquake-prone Iran suffered a 5.7-quake on July 30. Some 300 people in northeastern Iran were injured at the time. Ten days earlier, a 5.8-earthquake hit the south of the country, killing at least one and injuring 32. Hundreds of homes were damaged in both. Experts have warned that Iran’s propensity for earthquakes, its non-strict building codes, and the fact that several of its nuclear facilities are situated near densely-populated urban areas could have catastrophic consequences for Iran, its neighbors, and world oil prices. Thousands affected by flooding in southern Mexico

Dams in the area are near capacity.The federal government has declared a state of emergency for 12 low-laying Tabasco townships, freeing emergency funds.The state government said it would evacuate people on Sunday, and authorities said relief ditches would be dug to channel water through less-populated areas to prevent flooding in the state capital, which was severely flooded in 2007.

Thousands flee Indonesian volcano

KABANJAHE, Indonesia (AFP) – An Indonesian volcano spewed a vast cloud of smoke and ash high into the air on Monday, disrupting flights and sending thousands more people into temporary shelters.Airlines were warned to avoid remote Mount Sinabung in northern Sumatra as it erupted for a second day after springing to life for the first time in four centuries.It erupted again at 6:30 am (2330 GMT) and lasted about 15 minutes. The smoke and ash reached at least 2,000 metres (6,600 feet), government volcanologist Agus Budianto said.The eruption was bigger than Sunday's when the 2,460-metre Sinabung rumbled into action for the first time since 1600, adding its name to the list of 69 active volcanoes in the sprawling Southeast Asian archipelago.

About 27,000 people are staying at the temporary shelters on Monday and 7,000 more are expected, Disaster Management Agency spokesman Priyadi Kardono said.We're expecting the number to rise to 34,000. That's the total number of people living within the six-kilometre (four mile) radius of the volcano. But we must remain on alert for unpredictable events as this mountain has been dormant for hundreds of years, he said. BRUSSELS (AFP) – Business and consumer confidence in the 16-nation eurozone rose again in August but at a slower pace than the previous month amid optimism about the economy, the European Union said Monday.The Economic Sentiment Indicator produced by the European Commission rose to 101.8 points in the single currency area, matching a two-year high, with regional powerhouse Germany leading the pack with a boost of 1.1 points.Sentiment also climbed across the 27-nation European Union, rising 0.6 points to 102.7 points with Britain, which is not a member of the eurozone, leading the way with a gain of 1.5 points.The commission said consumer confidence improved markedly in the EU and the eurozone.Widely-felt optimism about the general economic situation as well as further considerable easing of unemployment fears set the tone, the EU's executive arm said in its report.Economic sentiment rose to its highest level since March 2008, when it also stood at 101.8 points.Business and consumer confidence had surged by 2.2 points to 101.1 points in July, according to slightly revised figures from the commission.

Nigeria: Shell says $1.1B oil pipeline nearly done

WASHINGTON – Andrew White returned from a nine-month tour in Iraq beset with signs of post-traumatic stress disorder: insomnia, nightmares, constant restlessness. Doctors tried to ease his symptoms using three psychiatric drugs, including a potent anti-psychotic called Seroquel.Thousands of soldiers suffering from PTSD have received the same medication over the last nine years, helping to make Seroquel one of the Veteran Affairs Department's top drug expenditures and the No. 5 best-selling drug in the nation.Several soldiers and veterans have died while taking the pills, raising concerns among some military families that the government is not being up front about the drug's risks. They want Congress to investigate.In White's case, the nightmares persisted. So doctors recommended progressively larger doses of Seroquel. At one point, the 23-year-old Marine corporal was prescribed more than 1,600 milligrams per day — more than double the maximum dose recommended for schizophrenia patients.A short time later, White died in his sleep.He was told if he had trouble sleeping he could take another (Seroquel) pill, said his father, Stan White, a retired high school principal.An investigation by the Veterans Affairs Department concluded that White died from a rare drug interaction. He was also taking an antidepressant and an anti-anxiety pill, as well as a painkiller for which he did not have a prescription. Inspectors concluded he received the standard of care for his condition.It's unclear how many soldiers have died while taking Seroquel, or if the drug definitely contributed to the deaths. White has confirmed at least a half-dozen deaths among soldiers on Seroquel, and he believes there may be many others.

Spending for Seroquel by the government's military medical systems has increased more than sevenfold since the start of the war in Afghanistan in 2001, according to documents obtained by The Associated Press under the Freedom of Information Act. That by far outpaces the growth in personnel who have gone through the system in that time.Seroquel is approved to treat schizophrenia, bipolar disorder and depression, but it has not been endorsed by the Food and Drug Administration as a treatment for insomnia. However, psychiatrists are permitted to prescribe approved drugs for other uses in a common practice known as off-label prescribing.But the drug's potential side effects, including diabetes, weight gain and uncontrollable muscle spasms, have resulted in thousands of lawsuits. While on Seroquel, White gained 40 pounds and experienced slurred speech, disorientation and tremors — all known side effects.Last year, researchers at Vanderbilt University published a study suggesting a new risk: sudden heart failure.The study in the January 2009 edition of the New England Journal of Medicine found that there were three cardiac deaths per year for every 1,000 patients taking anti-psychotic drugs like Seroquel. Seroquel's unique sedative effect sets it apart from others in its class as the top choice for treating insomnia and anxiety.AstraZeneca PLC, maker of the drug, said it is reviewing the study. The FDA is conducting its own review, citing the limited scope of the Vanderbilt study.According to the Veterans Affairs Department, Seroquel is only prescribed as a third or fourth option for patients with difficult-to-treat insomnia stemming from PTSD.

Marine Cpl. Chad Oligschlaeger, 21, was being treated for PTSD when he died in his sleep at Camp Pendleton, Calif., in May 2008. Oligschlaeger was taking six types of medication, including Seroquel, to deal with anxiety and nightmares that followed two tours of duty in Iraq.The military medical examiner attributed the death to multiple drug toxicity, indicating that Oligschlaeger, too, died from a drug interaction. Because of the complex reactions between various drugs, medical examiners do not attribute such deaths to any one medication.After consulting with physicians, parents Eric and Julie Oligschlaeger now believe their son died of sudden cardiac arrest caused by Seroquel. Right now, I'm so angry, and I believe someone needs to be held accountable, said Julie Oligschlaeger, of Austin, Texas. The protocol absolutely has to change.The Defense Department's deputy director for force health protection, Dr. Michael Kilpatrick, said the government has not seen any increase in dangerous side effects from Seroquel and other drugs. By accident, some people were giving them Seroquel for anxiety or depression, and the veterans said, This is the first time I have slept six or seven hours straight all night. Please give me more of that.And the word spread, said Dr. Henry Nasrallah of the University of Cincinnati, who has treated PTSD patients for more than 25 years. Most of the soldiers and veterans seeking treatment for PTSD do so at hospitals run by the VA or the Defense Department. The VA's spending on Seroquel has increased more than 770 percent since 2001. In that same time frame, the number of patients covered by the VA increased just 34 percent. Seroquel has been the VA's second-biggest prescription drug expenditure since 2007, behind the blood-thinner Plavix. The agency spent $125.4 million last fiscal year on Seroquel, up from $14.4 million in 2001. Spending on Seroquel by the Department of Defense, has increased nearly 700 percent since 2001, to $8.6 million last year, according to purchase records.Nasrallah and others said they use drugs like Seroquel off-label because so few treatments are approved for PTSD. The FDA has only cleared two drugs for the condition, the antidepressants Paxil and Zoloft, and they do not always work.

The only published study on use of Seroquel for PTSD-related insomnia involved just 20 patients who were followed for six weeks at a VA medical center in South Carolina. The study, which showed moderate improvement in sleep, was funded by AstraZeneca at the request of VA psychiatrist Dr. Mark Hamner, who has studied the use of Seroquel for PTSD.In his written conclusion, published in 2003, Hamner urged caution in interpreting the results because of the study's small size and short duration.Hamner is working on larger, federally funded studies of Seroquel. For now, he acknowledges, there is little published research on the use of the drug for PTSD.

Clinical judgment is really the best we can use at this time because there isn't really a good database to facilitate decision-making, said Hamner, who works at the Ralph H. Johnson Medical Center in Charleston, S.C. He stressed that VA guidelines require doctors to monitor patients for dangerous side effects with drugs like Seroquel. The drug, approved in 1997, is AstraZeneca's second-best-selling product, with U.S. sales of $4.2 billion last year. But that success has been marred by allegations that the company illegally marketed the drug and minimized its risks. AstraZeneca agreed to pay $520 million in April to settle federal allegations that its salespeople pitched Seroquel for numerous off-label uses, including insomnia.

Pharmaceutical companies are prohibited from marketing drugs for unapproved uses. AstraZeneca also faces an estimated 10,000 product liability lawsuits, most alleging that Seroquel caused diabetes.Since White died, his family has been searching for an explanation — and for a way to prevent other deaths.We trusted the knowledge of the physicians, that they weren't going to do any harm, White's father said. Heavy Drinkers Outlive Nondrinkers, Study Finds

One of the most contentious issues in the vast literature about alcohol consumption has been the consistent finding that those who don't drink actually tend to die sooner than those who do. The standard Alcoholics Anonymous explanation for this finding is that many of those who show up as abstainers in such research are actually former hard-core drunks who had already incurred health problems associated with drinking.But a new paper in the journal Alcoholism: Clinical and Experimental Research suggests that - for reasons that aren't entirely clear - abstaining from alcohol does actually tend to increase one's risk of dying even when you exclude former drinkers. The most shocking part? Abstainers' mortality rates are higher than those of heavy drinkers. (See pictures of booze under a microscope.)Moderate drinking, which is defined as one to three drinks per day, is associated with the lowest mortality rates in alcohol studies. Moderate alcohol use (especially when the beverage of choice is red wine) is thought to improve heart health, circulation and sociability, which can be important because people who are isolated don't have as many family members and friends who can notice and help treat health problems. But why would abstaining from alcohol lead to a shorter life? It's true that those who abstain from alcohol tend to be from lower socioeconomic classes, since drinking can be expensive. And people of lower socioeconomic status have more life stressors - job and child-care worries that might not only keep them from the bottle but also cause stress-related illnesses over long periods. (They also don't get the stress-reducing benefits of a drink or two after work.)

But even after controlling for nearly all imaginable variables - socioeconomic status, level of physical activity, number of close friends, quality of social support and so on - the researchers (a six-member team led by psychologist Charles Holahan of the University of Texas at Austin) found that over a 20-year period, mortality rates were highest for those who had never been drinkers, second-highest for heavy drinkers and lowest for moderate drinkers.The sample of those who were studied included individuals between ages 55 and 65 who had had any kind of outpatient care in the previous three years. The 1,824 participants were followed for 20 years. One drawback of the sample: a disproportionate number, 63%, were men. Just over 69% of the never-drinkers died during the 20 years, 60% of the heavy drinkers died and only 41% of moderate drinkers died.These are remarkable statistics. Even though heavy drinking is associated with higher risk for cirrhosis and several types of cancer (particularly cancers in the mouth and esophagus), heavy drinkers are less likely to die than people who have never drunk. One important reason is that alcohol lubricates so many social interactions, and social interactions are vital for maintaining mental and physical health. As I pointed out last year, nondrinkers show greater signs of depression than those who allow themselves to join the party.The authors of the new paper are careful to note that even if drinking is associated with longer life, it can be dangerous: it can impair your memory severely and it can lead to nonlethal falls and other mishaps (like, say, cheating on your spouse in a drunken haze) that can screw up your life. There's also the dependency issue: if you become addicted to alcohol, you may spend a long time trying to get off the bottle. JERUSALEM – Israeli archaeologists believe thousands of ancient shards of flint found scattered around a fire pit in a cave near Tel Aviv might be the world's oldest known disposable knives.Dating to the Stone Age, the tiny knives are believed to be at least 200,000 years old. A Tel Aviv University excavation team found the tools around a fireplace littered with charred animal bones.Archaeologist Ran Barkai said he believes Stone Age hunter-gatherers used the rough, round-shaped cutlery — ranging from the size of human teeth to guitar picks — for slicing through cooked meat because they were found next to the animal bones. The bones were used to determine the age of the knives.The number of knives found, coupled with the fact that they had no signs of sharpening, indicates they were disposable because they would have dulled after several uses, he said.The knives were made from recycled material — parts of larger knives and tools designed for other uses such as butchering animals and scraping hides, he said.They are made in a special way. On the one hand, they are very efficient and on the other, very simple, Barkai said.

Working with replicas made from other stones found in the cave, an expert determined that the wear and tear resulting from cutting soft tissues, like meat, matched marks found on the ancient knives.Barkai said that while people have been cutting meat for the last 2 million years, these knives stood out because of their small size and the fact that they were disposable and made from recycled materials.Such tiny meat-eating knives were never discovered before, he said.Yorke Rowan, an archaeologist from the University of Chicago who was not involved in the dig, said the discovery still leaves a number of questions unanswered, such as why the tools are so small and why the makers would have bothered to recycle materials when they had access to a large supply of flint stones.But the finding is significant, he said, because it shows that materials that have traditionally been treated as waste might actually be tools.Barkai published the findings in the September issue of Antiquity, a quarterly journal.

Egypt urges EU to bolster U.S.-led Mideast peace bid

Putin opens Russian side of oil pipeline to China

MOSCOW (AFP) – Prime Minister Vladimir Putin on Sunday opened the Russian section of a long-awaited oil pipeline that will carry Russian crude to China in a bid to diversify its oil exports away from Europe.The Russian part of the project is completed, Putin said at an opening ceremony in Skovorodino in the Far Eastern Amur region in comments published on his official web site.The branch pipeline will ultimately transport crude oil from Siberia to refineries in the northeastern Chinese city of Daqing.For us this is an important project because we are beginning to diversify the supply of our energy resources, Putin said at the ceremony, attended by the head of China's National Energy Administration, Zhang Guobao.Up to now, the main supplies have been delivered to our European partners. And still today our European partners get around 120-130 million tonnes of Russian oil.The pipeline will initially carry 30 million tonnes of oil a year to the energy-hungry Asia-Pacific region and will later build up to 50 million tonnes, Putin said.This is already noticeable competition with the European route,Putin said.

The Chinese side still needs to build 930 kilometres on its territory to link up the pipeline, he said, but added that Russia is absolutely sure that Russian oil will run to China this year.Last year, the Russian oil pipeline monopoly Transneft completed the construction of the first 2,694-kilometre (1,600-mile) section of the oil pipeline, which originates in Taishet in eastern Siberia.Transneft in October 2008 signed an agreement with the Chinese oil group CNPC on the construction of a 67-kilometre branch line to China.
