As private clubs go, few have managed to remain so exclusive for so long. And none has had a more profound effect on international politics: ensuring that the concluding horror of World War II, the atomic-bomb attacks on Hiroshima and Nagasaki, would not usher in an age of nuclear conflict around the world in the years that followed.Yet amid all the other uncertainties surrounding the planned US summit with North Korea, it is becoming clear that the “club” of nine nuclear-weapons states – and the wider cause of nuclear non-proliferation – are facing unprecedented new pressures. In fact, it is possible that we could be entering an age of proliferation, in which more countries will move to acquire nuclear weapons. Since one prime possibility for a new nuclear arms race is the politically unstable Middle East, there is an additional danger: that non-state groups – like Al Qaeda, its offshoots or rivals – could eventually gain access to nuclear weapons material as well.Though the non-proliferation rĂ©gime has been under growing pressure in recent years, it now faces a potentially critical challenge. This is not just because the North Koreans, despite serial international efforts to find a diplomatic way to prevent them from doing so, have succeeded in going nuclear. It is that by doing so, they have reaped palpable political benefits. North K orean dictator Kim Jong-un has gone from being derided as “little rocket man” to getting an invitation from the President of the United States to sit down face-to-face for summit talks.Meanwhile, the international agreement to freeze the nuclear-weapons program of Iran is precariously balanced, following President Trump’s unilateral withdrawal from the deal and his decision to impose tough new sanctions.The key question is how, and whether, the Americans and others in the international community can succeed in halting Iran’s drive for a nuclear weapon and convince or prevent other would-be nuclear states from following suit.In some ways, it’s amazing non-proliferation has done so well for so many decades. Although the USSR broke the Americans’ atomic monopoly several years after World War Two, by the late 1960s only four other countries had tested and developed nuclear weapons: Britain, France, China and Israel.Yet things began to change dramatically after nonaligned India tested its first nuclear weapon in 1974. By the end of the 1980s, India’s neighbor and rival, Pakistan, had gone nuclear. Even more significantly, technology and expertise from Pakistan’s clandestine nuclear program was passed on to other countries, including Libya, Iran, and North Korea. North Korea, in turn, provided key help in a bid by Syria to develop a nuclear weapon in the early 2000s.There are now twin challenges. First, the technological and scientific barriers have become easier for would-be nuclear powers to overcome or evade. And short of preemptive military action – like the Israeli air strikes which prevented first Iraq in 1981, and then Syria in 2007, from developing a nuclear weapon – it’s not clear that the mix of diplomatic carrot-and-stick that was employed in the past to limit the spread of nuclear weapons will necessarily work.Far from paying a major price for getting over the nuclear finishing line, the most recent entries to the nuclear-weapons club – India, Pakistan, and now North Korea – have reaped strategic and political benefits. And the one example of a country that did negotiate away its nuclear-weapons program – Libya – is unlikely to act as an incentive for others to do likewise. That 2003 agreement did lead to an easing of isolation and sanctions on Libya, and to active moves by major Western states to bring Libyan leader Muammar Qaddafi into the international fold. But he ultimately ended up being captured, beaten and killed in a 2011 uprising in which NATO countries sided with the rebels.The two earliest nonproliferation challenges are likely to come in Asia and the Middle East, and the first may be easier to navigate. Among North Korea’s neighbors, both South Korea and Japan are economically advanced countries that could, if they felt it necessary, develop a nuclear weapon. But like a number of West European countries in the early years of the nuclear weapons age, they have long chosen to rely on the security umbrella of the United States. Depending on the diplomatic results of the Trump-Kim summit, that arrangement could still hold.The Middle East situation is potentially more fraught. If Iran does resume, and succeed in, its effort to become a nuclear-weapons state, even Washington’s considerable diplomatic leverage in the region might not forestall one or more of the Iranians’ major Sunni Muslim rivals – Egypt, Saudi Arabia, and Turkey – from pursuing a nuclear option of their own.

The Iron Dome missile defense system succeeded on Tuesday where it had been entirely ineffective during the 2014 Gaza war: in shooting down incoming mortar shells that are in the air for just 15 seconds.“The Iron Dome has been quite effective,” IDF spokesperson Lt. Col. Israeli soldiers opened fire on the Palestinians, injuring one of them in the lower body and then capturing him. An Israeli family near the Gaza border awoke on Wednesday morning to discover their porch had suffered a direct hit from a rocket fired from the coastal enclave.Naomi and Roni Fletcher had spent the night in the fortified room of their home in the Eshkol region. When they stepped into their garden in the morning, they found a crater from a rocket that caused significant damage to a shed adjacent to the house, Naomi Fletcher told Hadashot television.The rocket impact caused a meter-wide hole in the floor and destroyed nearby garden furniture.“Sometime overnight a rocket apparently fell at my house,” she said. “My husband and I were home without the kids. At first I went to sleep in my bed, next to where the rocket fell.”“When the [rocket alert] siren went off at 11 p.m., my husband said we weren’t going to be able to sleep if we had to wake up every time [a rocket was launched from Gaza], so we went to sleep in the secure room,” she added.Fletcher told the TV station that when she opened the door at 6:45 a.m. and saw broken pottery scattered on the lawn, she initially thought that cats had caused the damage. She then saw the remains of a rocket and the crater and realized what had happened.“When I got up I wanted to see what was happening outside because I thought the cats had caused damage. With the tailing off of the Gaza conflict, and the end to the barrages into Israel and the IDF’s counterstrikes, it’s plain that the shared desire of both Hamas and Israel for a return to “normality,” and the avoidance of war, prevailed. Proof of this is that the status quo ante has been restored, with no change to the previous understandings between the sides. Israel and Hamas recommitted to their familiar formula: quiet will be met with quiet.Neither side wants an escalation. To use a boxing analogy, Islamic Jihad and Hamas, and then Israel, put on the gloves for 24 hours, but heeded the bell and retired to their corners at the end of the round.What set off the hostilities this time? Each side naturally has its version.In the days preceding the escalation, three Islamic Jihad operatives were killed in an IDF strike at Rafah, and a Hamas operative was killed in the north of the Strip in an incident in which two other Gazans cut through the border fence. Hamas and Islamic Jihad assert that the barrage of mortar and rocket fire at Israel on Tuesday was intended to convey the message to Israel that those deaths were unacceptable, and that they would not accept an ostensible new IDF equation for Gaza. In their telling, it is a breach of previous understandings when “innocent” activities — by which they also mean cutting and crossing through the border fence — are met with fatal Israeli fire.This narrative, however, conveniently neglects to mention that all four of the Gazan fatalities were terror group members operating close to the border, that Israeli troops came under fire in the incident in which the Hamas operative was killed, and that the Islamic Jihad members had placed an explosive device at the fence.Now that the flames have died down a little, these two terrorist organizations are marketing their fire into Israel as a fully coordinated, joint operation. In reality, the picture is likely more complicated: After the three Islamic Jihad operatives were killed, and it sought to respond, the group’s masters in Tehran encouraged an escalation. For its part, Hamas initially ignored the mortar fire, in order to allow Islamic Jihad to let off steam, but then joined in with the attacks on Israel so as not to lose too many points in Palestinian public opinion. At the same time, Hamas was conveying messages to Egypt within hours of the start of the barrages that it wanted a return to the previous truce.Meanwhile, on the Israeli side, various senior ministers were indicating an ostensible desire to hit the Gaza terrorists hard while also conveying a sense of “hold us back.” But in Israel, too, it was patently obvious that there was a desire to return to the familiar, if fragile, quiet.Even when hitting back, the Israeli army was careful mainly to target unmanned positions and facilities. As of this writing, there was not a single Gazan fatality reported in the dozens of Israeli retaliatory strikes.Rocket and mortar fire from Gaza was far more indiscriminate; in the first Islamic Jihad barrage on Tuesday morning a shell exploded in the yard of a kindergarten. Nonetheless, it appeared that the terror group commanders did not wish to lose complete control and to force Israel into a harsher response. That first barrage came before the children had arrived.Looking at both sides, there was almost the sense of an unseen hand coordinating where to fire and how heavily, until the previous calm had been restored.This makes for a curious bottom line. Hamas and Israel, bitter enemies, are both desperately determined to preserve the current situation with respect to Israel-Gaza. This is because the alternative to ongoing tense calm is war — which is likely to bring the fall of Hamas on one hand, and chaos and a much more complex security situation for Israel on the other.Despite this curious common interest, and even as the truce takes fragile hold, the dire economic and humanitarian situation in the Gaza Strip means that the potential for a descent into war is ever-present — even though war is something both sides so anxiously want to avoid.

HONOLULU (Reuters) - Fast-moving lava from Hawaii's Kilauea volcano forced officials to close part of a highway on Tuesday, and they warned that sharp, thin strands of volcanic glass fibers carried by the wind could injure eyes and lungs.As lava crossed Highway 132, officials shut a stretch of road from Lava Tree State Park to Four Corners and told residents who had not evacuated to leave the area immediately.The lava flow destroyed a farm where Kevin Hopkins and partners raise tropical fish and the ornamental carp known as koi. "It just came over and ate the farm, boiled the water out of the ponds," Hopkins said.Earlier on Tuesday, a small explosion of ash erupted from the summit of the volcano in a vertical plume some 15,000 feet (4,600 meters) high, the U.S. Geological Survey said, the latest outburst in a month of volcanic activity.The agency warned that ash was drifting northwest and liable to affect anyone in the summit area. Malaysia had signed a "no cure, no fee" deal with U.S. technology company Ocean Infinity to resume the hunt in January, a year after the official search by Australia, Malaysia and China was called off, and nearly four years after the plane went missing.Mahathir said Malaysia has come to a stage "where we cannot keep on searching for something we really cannot find.""If anybody has any information, we will consider resuming the search, but at the moment we have to put a stop to the search," he told a news conference. ISLAMABAD — Pakistan and India have agreed to stop trading fire, including artillery and small weapons, along the highly militarized frontier in the disputed Himalayan region of Kashmir and uphold a cease-fire accord dating back 15 years.After months of routine skirmishes that have killed dozens of soldiers and civilians on both sides, the situation was calm on Wednesday.Pakistan's military said late Tuesday that local generals reached the understanding using a special hotline set up to defuse tensions in Kashmir, which is split between Indian and Pakistani zones of control. Both nuclear-armed powers claim Kashmir in its entirety, and the territorial dispute has ignited two wars between Pakistan and India since they gained independence in 1947.Both sides "agreed to undertake sincere measures to improve the existing situation, ensuring peace and avoidance of hardships to the civilians along the borders," the Pakistani military said in a statement.It said that if future violence occurs in the disputed region, "restraint will be exercised and the matter will be resolved through utilization of existing mechanisms of hotline contacts and border flag meetings at local commander's level."The Indian army confirmed the agreement, saying both sides had pledged to "undertake sincere measures to improve the existing situation to ensure peace and avoidance of hardships to the civilians along the borders."The two sides also agreed to fully implement a 2003 cease-fire that has been repeatedly violated.Tensions have soared in recent weeks, as both sides have shelled border posts and villages and used automatic fire along the highly militarized frontier. Each side has accused the other of starting the hostilities in violation of the 2003 accord. U.N. sees signs of Mexican official involvement in wave of disappearances-[Reuters]-YAHOONEWS-May 30, 2018

GENEVA (Reuters) - The U.N. human rights office has "strong indications" that Mexican federal security forces are behind a wave of disappearances in and around the city of Nuevo Laredo, a statement from the U.N. human rights chief said on Wednesday.Mexican officials did not immediately respond to the UN allegations.The U.N. has documented the disappearance of 21 men and two women in Nuevo Laredo in Tamaulipas State from February until May 16 this year, the statement from U.N. High Commissioner for Human Rights Zeid Ra'ad al-Hussein said.A local human rights organization put the number of disappearances at more than 40, and the U.N. human rights office received testimonies that they were allegedly perpetrated by a federal security force, often late at night or at dawn, the statement said."Many of these people are reported to have been arbitrarily detained and disappeared while going about their daily lives," the statement quoted Zeid as saying."It is particularly horrific that at least five of the victims are minors, with three of them as young as 14. These crimes, perpetrated over four months in a single municipality, are outrageous," he said.Zeid has called on Mexican authorities to end the disappearances "amid strong indications that these crimes have been committed by federal security forces", the statement said.The authorities had ample information and evidence but had made little progress in investigating.
