AFP — Global powers will gather in Rome on Thursday to discuss the future of the UN agency for Palestinian refugees, which faces an unprecedented crisis after the US froze tens of millions of dollars in funding.The United Nations Relief and Works Agency (UNRWA) only has enough funds to keep schools and medical services open until May, its Commissioner-General Pierre Krahenbuhl told AFP.US President Donald Trump’s administration has so far committed only $60 million to the agency this year, down from $360 million in 2017. He has frozen two planned payments worth more than $100 million — one for UNRWA’s central budget and one for food aid.Trump continues to pressure Palestinian leaders to end their boycott of his administration, sparked by his December recognition of the Jerusalem as Israel’s capital.A major funding drive launched by UNRWA after the US freeze has raised little new money and diplomats are not optimistic that the Rome meeting will produce major pledges. UN officials want European countries to step in to fill part of the gap, but are focusing their fundraising efforts on Gulf Arab countries.Fear is rife about the future of the organization, which employs more than 20,000 mainly Palestinian staff and relies on the United States for nearly 30 percent of its funding.UNRWA was established after the war surrounding Israel’s creation in 1948, when around 700,000 Palestinians fled or were expelled.The agency offers support for these refugees and their descendants in Syria, Lebanon, Jordan, the West Bank and Gaza, reaching more than three million people. TEHRAN, Iran — Iran on Wednesday signed a $742 million (600 million euro) deal with Russian state-owned energy firm Zarubezhneft to boost production at two oil fields in the country’s west.Zarubezhneft and Dana Energy, a private Iranian company, will jointly develop the Aban and Paydar fields in Ilam province near the Iraqi border, to boost production from 36,000 to 48,000 barrels of oil per day.Zarubezhneft will put up 80 percent of the capital, while Dana Energy will cover the rest.“Increasing the production from these two fields will bring some four billion dollars to Iran” over the coming years, Iran’s Oil Minister Bijan Namadar Zanganeh said at a signing ceremony in Tehran.National Iranian Oil Company head Ali Kardor said it was the country’s first such deal with a Russian firm.“On the political front, relations with Russia are at the highest level, but in the economic sphere they have not yet reached” the same level, he said.Iran and Russia, both key allies of Syrian President Bashar al-Assad, have strengthened their relations in recent years.Kardor said energy giant Russia had “great experience” in exploring and developing oil fields.The deal comes amid heightened fears that Washington will withdraw from a historic 2015 deal to restrict Iran’s nuclear program in exchange for the easing of crippling sanctions.That would further complicate the work of foreign companies wanting to work in Iran.Wednesday’s was Tehran’s second deal with a foreign energy firm since the signing of the nuclear accord with world powers.In July last year, a consortium headed by French energy behemoth Total defied pressure from Washington to sign a $4.8 billion agreement with Tehran.That made it the first major western oil and gas company to return to the country since the lifting of international sanctions in January 2016.

Saskatchewan sets legal age for cannabis at 19, bans drug-impaired driving-[The Canadian Press]-YAHOONEWS-March 16, 2018

REGINA — Saskatchewan is proposing to set the legal age to consume cannabis at 19 but minors caught with a small amount won't end up with a criminal record.The government tabled legislation Wednesday outlining its plans once the federal government legalizes marijuana later this year.Justice Minister Don Morgan said public health and safety was the government's priority when it set the age at 19."We decided this kept us in line with what the age for consumption and possession of alcohol was, and that seemed to be the direction that most of the provinces were going," Morgan said."It would have been a challenge to use 23 or 25 or a later age. We were afraid that it would make it easier for the black market to be established at the lower ages."The proposed legislation bans anyone under 19 from possessing marijuana, but getting caught with less than five grams will not result in a criminal record. Rather, Morgan said, the pot would be confiscated and a fine imposed."We have to recognize that these are young people and we didn't want to be onerous to the point that we imposed a serious criminal record on somebody or something that was disproportionate to the responsibility that a young person should have. It was a balance."It would be a criminal offence, however, for an older person to supply marijuana to a minor, Morgan said.Saskatchewan is also proposing a zero-tolerance policy for drug-impaired drivers and a ban on consuming cannabis in public spaces, including schools and daycares."Treat it the same way you would open liquor," Morgan said.The province plans to follow federal standards and limit a household to four homegrown plants.Gene Makowsky, minister responsible for the Saskatchewan Liquor and Gaming Authority, said a price for cannabis is likely to be suggested by the Crown agency from time to time. That will be a delicate balancing act, he said."You'll want to find that spot where you want to get rid of the black market, but you don't want to make it so cheap as to ... make it that much more available, particularly to young people," he said. "We don't know at this point what the exact price will be."Makowsky has already said the sale of legal cannabis will be handled by the private sector with government oversight. Some 51 retail cannabis permits are being made available in 32 communities.Retailers will have to pass a "good character" test similar to that required for alcohol sales. There's been much bickering about how bland and boring the logo is for the recently announced Ontario Cannabis Store, called the OCS for short.But a handful of Ontario businesses, organizations and schools are facing a far more complex problem — they now share an acronym with the new shops that will sell pot provincially once it's legalized.From crane salesmen to Christian schools, here's what fellow OSC-ers think about their new acronym mate.Ontario Crane Service-The Hamilton-based company, owned by Don Paton, sells and services cranes throughout the province. He's been using the OCS acronym for 17 years.Not sure what to do: "I'm not too happy about it but I don't think there's a whole lot I could probably do. I don't know legally. I don't think you can trademark letters like that," he said. "I can't afford to fight the government in a lawsuit so it is what it is."He's worried it will cause confusion: "We typically go by our whole name ... but OCS is what stands out and people have referred to us as that," he said. Paton doesn't plan to partake in the cannabis store's services. "You don't want to have your business associated like that with the government."No connection between cannabis sales and cranes: "Most people that are looking for [marijuana] aren't going to be interested in getting their cranes serviced ... maybe the odd one."Ontario Council of Shooters-The council represents the sport of shooting in Ontario, with members including trapshooting, rifle and skeet shooting sport associations. The council's Jennie Marsh didn't know her OCS shared an acronym until CBC pointed it out.She's not too worried: "Personally, it doesn't really matter to me," she said, laughing. "I guess it would matter to some folks."On the agenda at next meeting: "We won't have a meeting for about another six or seven weeks," she said. But she assures: "I'll bring it up."Ontario Construction Secretariat-The secretariat, which acts as a bridge between trade unions and construction industry contractors, is likely the best known OCS in the province right now — their acronym is used in news articles and trade publications, even their logo has the acronym in it.A bit worried about Google: "One of our mandates is to provide information to our stakeholders so it's great we're the top Google search right now," said Katherine Jacobs, director of research. "That is a little bit of a concern that we might lose that status."First thoughts: "Don't they check on that before they make those decisions?"Connections between cannabis and construction: "We were actually created under legislation which actually makes the exact same acronym kind of humourous," she said. Jacobs said there has also been lots of talk about what happens when pot is legalized and how it will be managed on construction sites, so it's a topic of interest.Oakville Christian School-Janice Wood is director of admission at the school, located between Toronto and Hamilton. She doesn't think sharing the acronym will have a negative impact.It's all about the search engine traffic: "I see it as 'well, there's going to be a lot of people googling OCS' and therefore potentially anybody interested in Christian school will also Google us," she said. Wood said the school already has a strong online presence but this might bolster it.A sense of humour: "We think it's pretty funny since that we're a Christian school," she said, laughing. "I don't think anybody is overly worried about it. I just think that it's in some cases unfortunate."Wood said if they could change it, they would probably try to but thinks the direct association will pass with time.How do you tell the kids?: "It's going to be legalized. EU presses tough migration stance with more Turkey money, stricter visa rules-[Reuters]-By Gabriela Baczynska-YAHOONEWS-March 15, 2018

BRUSSELS (Reuters) - The European Union on Wednesday said it would chip in another three billion euros ($3.7 billion) for Syrian refugees in Turkey, and restrict travel for countries refusing to take back their citizens who fail to obtain asylum in Europe.The latest measures to curb immigration from the Middle East and Africa, which overwhelmed the bloc when it surged in 2015-16, were announced by the EU's top migration official, Dimitris Avramopoulos.Some 1.8 million refugees and migrants have reached Europe across the Mediterranean since 2014, according to U.N. figures, causing friction among member states at odds over how to handle them and lifting support for nationalist and populist parties.The EU has since been tightening its external borders and asylum laws, as well as offering money and other help to third countries in exchange for preventing people from trekking north.A 2016 deal with Turkey, though criticized by rights groups for restricting the chance to claim asylum by those in need, has cut to a trickle arrivals through its soil to EU member Greece.The EU on Wednesday announced a second tranche of three billion euros for projects benefiting Syrian refugees in Turkey, though the bloc's executive European Commission and the member states must yet agree on the exact financing."Our cooperation with Turkey is key to address common challenges," Avramopoulos told a news conference, referring to the many rifts between Ankara and the EU, which sees President Tayyip Erdogan as increasingly autocratic."Unnecessary escalations can and should be avoided," he said, hoping for a swift return of two Greek soldiers held in detention in Turkey.Despite heavy criticism of Erdogan's track record on human rights, the bloc's top officials will host him for high-level talks next week, a reminder that many in the EU may dread Ankara but cannot do without it. ORLANDO, Fla. — If jurors in a federal trial in Florida believe government prosecutors, the wife of the man who carried out one of the U.S.'s biggest mass shootings gave a "green light" to her husband when he wanted to execute his terrorist-inspired attack.But if they accept Noor Salman's attorney's account that she was a "devoted mother" with an IQ of 84 and was the victim of Omar Mateen's repeated lies throughout their marriage, they could decide she had no prior knowledge of the attack.Salman went on trial Wednesday in Orlando. The 31-year-old is accused of aiding and abetting her husband in his attack on the Pulse nightclub in June of 2016. She's also charged with obstruction of justice. If convicted, she faces life in prison.After opening statements, the government called a variety of witnesses who gave emotional testimony about that night at Pulse. Two police officers testified, as did a survivor who said she covered herself with a dead body while Mateen shot his way through the club. Prosecutors also showed video taken inside the club by one survivor; Salman covered her eyes with her hand and victims' family members in the court teared up.Prosecutors portrayed a woman who knew Mateen was buying rounds of ammunition for his AR-15, helped him spend thousands of dollars before the attack and knew about his plan when he left the house in the hours before the shooting. They also say she lied, tried to mislead FBI agents and had knowledge of her husband's sick fascination with violent jihadist videos and terrorism."None of the victims that night knew the horrific events that would unfold. No one knew except for two people: Omar Mateen and his wife," Assistant U.S. Attorney James Mandolfo said. "The defendant gave Omar Mateen the green light to commit terrorism on behalf of ISIS."In his hourlong opening statement, Mandolfo gave several examples of Salman's conflicting statements to FBI agents in the hours after the attack. In one conversation with authorities, before they informed her of any details of the attack, she said, "My husband is safe with guns."Said Mandolfo: "No one ever told her about guns."He described a wife that knowingly went to at least two locations with Mateen to "scout" sites of potential terrorist attacks. One was City Place, an open-air shopping centre in West Palm Beach. The other was Disney Springs, a crowded dining and shopping area near the famed theme parks, Mandolfo said."What would make people more upset, an attack at a club or an attack at Disney?" Mateen asked his wife, according to Mandolfo.Salman also knew her husband was fascinated with violent jihadist videos, even pulling their 3-year-old away from the screen, Mandolfo said.The statements she made to the FBI after the attack will be key to the trial.Salman's attorney, Linda Moreno, argued in opening statements that some of the claims are contradicted by cellphone records and other evidence."She co-operated with the FBI completely," said Moreno, adding that her client never asked for a lawyer and consented to a home search. The FBI in their hourslong questioning manipulated and coerced her, Moreno asserts."Noor Salman denied any knowledge of Omar Mateen's plans for hours," she said, adding that agents told Salman that she could go to jail and not see her child.Her attorney said Mateen had a secret life that involved meeting women online and cheating on Salman. Moreno called Mateen "misogynistic." According to court records, Mateen abused Salman, including when she was pregnant."The only sin was that she married a monster," said Moreno, adding that the jury can honour the victims of the attack by seeking the truth of her client's actions.U.S. District Judge Paul G. Byron said the trial could last three weeks or more, after taking several days to pick a jury of 12 with six alternates.Mateen, who had pledged allegiance to the Islamic State group, was killed by police in the hours after the shooting. At the time of the attack, it was the worst mass shooting in modern U.S. history.
