Defense Minister Avigdor Liberman said Monday that Israel has received a direct message from US President Donald Trump’s administration warning of an “immediate crisis” if the government were to annex the West Bank and apply Israeli sovereignty there.Speaking to the Knesset Foreign Affairs and Defense Committee, Liberman said that he had received calls from all over the world criticizing the idea of annexation, including a candid communique from the new US administration.“The coalition should make unequivocally clear that there is no intention at the moment to apply Israeli sovereignty,” the defense minister said.Furthermore, “we received a message directly — not indirectly, not a hint — from the US, that Israeli sovereignty over the West Bank means an immediate crisis with the new administration,” he added.A spokesman for Liberman declined to comment on who from the US administration had delivered the message.Liberman’s comments — made with journalists present before a closed door briefing to the high-level committee — came amid calls from some in the Likud and Jewish Home parties for the annexation of Ma’ale Adumim and other settlements, and after an interview given by Likud MK Miki Zohar on Sunday, in which Zohar called for full Israeli annexation of the West Bank.Zohar told i24News that were Israel to annex the West Bank, Palestinians would not be able to receive full rights. “The two state solution is dead; what is left is a one-state solution with the Arabs here not as full citizens,” he said, “because full citizenship will let them to vote for the Knesset. Trump said at a campaign rally in 2015 on Capitol Hill that “If I win the presidency, I guarantee you that those four prisoners are back in our country before I ever take office. I guarantee that.”He was referring to four Americans held by Iran, Levinson, Saeed Abedini, Amir Hekmati and Jason Rezaian. Abedini, Hekmati and Rezaian were released by Iran last year, but Levinson remains imprisoned.At the time Trump criticized the Obama administration for not linking the Iran nuclear deal to the return of the captives.Then-secretary of state John Kerry said during the deal negotiations that bringing Levinson back was a priority for the Obama administration.“As the president has said, and as I have told the Levinson family when I have met with them, we will never forget Bob, and we will not rest until the Levinson family is whole again,” Kerry said in a statement.“The US government in its entirety will continue all efforts to locate Bob and bring him home. Around 4,000 years ago, a man, a woman and a child were laid to rest in a barrow beneath a massive 50-ton slab of basalt on a hillside in the Hula Valley. Offerings in ceramic pots were laid by their sides, and above their heads mysterious symbols were etched into the stone.This enigmatic discovery, detailed in an academic article published in PLOS ONE on Thursday, upends our understanding of a little-understood dark age in the Levant following the collapse of Early Bronze Age cities.Their grave of boulders stacked to form a crude table, known by archaeologists as a dolmen, was one of a vast field of tombs recently excavated by archaeologists in what is now northern Israel. The multi-chambered barrow the three skeletons were found in, however, stood out from the rest.The excavation of the dolmens, near Kibbutz Shamir in the Hula Valley (a stone’s throw from a Roman manor described in a recent Times of Israel article), commenced after Gonen Sharon, a professor at Tel Hai College and lead author of the study, discovered the rock drawings in 2012. The field was first surveyed in the 1950s.The study, which took several years of excavation, research and 3D scanning of the rock art, was carried out as a joint effort of Tel Hai College, the Institute of Archaeology, The Hebrew University of Jerusalem, and the Israel Antiquities Authority.Dolmens lie scattered throughout the Golan Heights, and appear in Lebanon, Syria and Turkey. A recent survey of the Golan Heights turned up over 5,200 of the monumental rock tombs; the Shamir Dolmen Field has over 400.“The dolmens are problematic,” Sharon told The Times of Israel in a phone interview Sunday. “It’s a problem to date them because they are very obvious on the landscape and people have been using them since they were built 4,000 years ago or a little bit more than that.“But people have been using them since. We hear about them in the Talmud, they were used by Romans, so when you go in you have a problem to set the date,” he said. “Now we have a kind of consensus that the dolmens of the Galilee and the Golan should be dated to the Intermediate Bronze Age.”Based on the pottery found inside the grave, and the time period associated with this style of burial, the authors said the tomb dates to a hazy period straddling the end of the Early Bronze and start of the Middle Bronze, around 2350 to 2000 BCE.As archaeologists understood this period until now, the sophisticated city-state governments of the Early Bronze Age collapsed, the towns emptied out, and large-scale agriculture ceased. Some scholars link rapid climate change — a cooler, drier time — around 4,200 years ago to the collapse of societies across the Near East, including the Levant.“All these cities disappeared,” Sharon explained. “And then you have a few hundred years of practically nothing” until the emergence of the great cities of the Middle Bronze Age: Megiddo, Hazor, Ashkelon, Lachish.During that intermediate period, society decentralized into small villages and wandering nomads, and scholars assumed the social conditions weren’t ripe for monumental architecture.“What we do have is this dolmen,” Sharon said. The gigantic tombs force archaeologists to rework their understanding of that age.“Hundreds of dolmens are scattered in the Shamir Dolmen Field, yet one dolmen stands out, even among the giants,” the authors of the study wrote. “The largest of the Shamir dolmens and, to our knowledge, one of the largest dolmens ever reported from the Levant, is Dolmen 3.”The boulder capping the grave is over 13 feet long and nearly as wide, is just shy of four feet thick and weighs over 50 tons, making it “one of the largest stones reported to have been used in the construction of a dolmen in the Levant.” The structure itself is “one of the largest dolmens ever recorded in the Levant,” researchers wrote.To put it into perspective, the standing stones at Stonehenge, which is slightly older than the Shamir dolmen field, are each around 13 feet high, almost 7 feet wide and weigh 25 tons — half that of the capstone. All the stones of Dolmen 3 together weigh somewhere in the vicinity of 400 tons, the researchers said.It was also the first complex “multi-dolmen” reported in the Levant, with at least four sub-chambers, indicating some kind of social hierarchy.On the underside of Dolmen 3’s titanic slab were 14 etchings hewn into the volcanic rock, all variations on a unique motif: a vertical line with an arc at one end, each around 10 inches long. Three-dimensional scanning of the drawings shed light on the technique used to etch them into the rock.Each drawing differs slightly in the length and curve of the arc. The cryptic artwork has archaeologists stumped, but they suggest in the paper that they could be “schematic human forms or symbolic representations of the soul of the deceased,” perhaps indicating the path awaiting those buried therein. It’s a rare case, they said, where rock art is discovered in an archaeological context.The patina inside the carving matches the surrounding rock face, suggesting it’s of the same age as the dolmen tomb, researchers said.Digging below the surface of the tomb chamber, archaeologists found the fragmentary remains of an 8- to 10-year old child, a young adult and a 35- to 45-year-old adult, all buried around the time the dolmen was erected. Their bones were gathered up and interred in a secondary burial.“Despite the heavy fragmentation, the preservation of the bone tissue was surprisingly good and it was possible to identify remains from all parts of the skeleton, from skull to leg bones, in each concentration,” the researchers said. Now they’re trying to nail down their age with radiocarbon dating, “but the poor chemical preservation of the bones is challenging the dating process.”The presence of beads from a later period suggests that the dolmen was reused again at some point after the three were buried there.Altogether, the Shamir dolmens’ complex burial customs, hierarchy and symbolic art defies scholars’ conception of society in the region during this period.As author Bill Bryson pointed out with Stonehenge, “Can you imagine trying to talk six hundred people into helping you drag a fifty-ton stone eighteen miles across the countryside and muscle it into an upright position, and then saying, ‘Right, lads! Another twenty like that, plus some lintels and maybe a couple of dozen nice bluestones from Wales, and we can party!’ Whoever was the person behind Stonehenge was one dickens of a motivator, I’ll tell you that.”The same goes with the dolmen fields in the Galilee and Golan.“Even though we don’t have any regular archaeological evidence, like cities and towns and tels, it doesn’t mean there’s nothing here,” said Sharon. The Mongol Empire, the largest land empire in history, was forged by tent-dwellers who left little trace, he argued.“Dolmens suggest we’re looking at a much more complex governmental system. To build this kind of dolmen you have to gather enough people, you have to feed these people, you have to accommodate these people, you have to have the architectural and construction knowledge, and you must have a boss. BRUSSELS, 3. Mar, 12:45-How to manage the "ring of fire" on the EU's southern doorstep and the consequences of unrest and poverty? The question, top of EU leaders' agenda for an age, was the subject of a conference this week in Valletta organised by the Delors Institute think-tank.Europe "cannot escape history and geography", reminded Maltese prime minister Joseph Muscat, whose country currently holds the EU rotating presidency.He admitted that European leaders were "looking for ideas" on how to address the challenges around the Mediterranean.Opening the conference, alongside Muscat, former Italian prime minister Enrico Letta pointed out that economy, politics, foreign policy, development and human rights were "all linked, not exclusive" when it came to defining a neighbourhood and migration strategy.He said that the EU needs a "delivery-based roadmap", not a "business as usual approach", as well as true "European leaders" to make decisions rather than "champions of scapegoats".Discussion by experts during the conference - held under Chatham House rules, by which speakers cannot be quoted by name - showed that it will not be an easy task.-Lagging investment-While the assumption that the EU is a normative power has vanished, the bloc's priority is now neighbourhood stability, although the right balance between stability and democracy is yet to be found.Reconcile both aims might be to do more to build local communities, grounds on which local governance can be improved and moderate opposition encouraged.For the EU and its southern neighbours, the key aspect is to achieve economic progress and financial cooperation. Without it, one participant said, "you are jeopardising the future and make it more difficult to address migration".Another speaker noted that Northern Africa is going through an industrialisation process and could become "Europe's Mexico", producing goods for Europe to be sold through trade agreements.But the region is still lagging behind in terms of investment. Private sector investment remains below 15 percent - compared to around 30 percent in the EU Eastern neighbourhood.Foreign direct investment is also down 50 percent, compared to 2008, due to the crisis and the consequences of the Arab spring.The consequence of lower investment combined with a growing population is that even with economic growth, a gap is growing between available capital and the capital needed to grow the economy.-Long term benefits-One of the EU's main tools to foster economic activity and better relations with their neighbourhood has been the so-called deep and comprehensive free trade agreements. DCFTAs, such as those signed with Ukraine or Georgia, are under discussion with Morocco and Tunisia but have made little progress.Participants pointed out that DCFTAs are relevant as a policy tool only if the EU's neighbours want to join world markets and do it through the EU.So far, the EU has been waiting for potential partners on the Mediterranean's southern shores to set out their goals, the question now is whether there is a genuine demand for what the EU is offering.In any case, trade agreements won't guarantee smooth economic development, stability or decrease migration flows to Europe.Their benefits can only be measured in the medium and long term.Trade agreements with the EU are a risk for local agriculture, as well as a potentially disruptive change for the public and private sectors.Economic development with the EU help could also temporarily increase migration, fed by growing wealth and aspirations.However, migrants coming to Europe are often unqualified and unprepared for the European labour market. Skilled African migrants tend to go to the US and Canada, rather than the EU.To smooth the transition in the southern neighbourhood the EU should increase the skills of their citizens and develop projects to attract African students, giving them a possibility to live and work in the EU for several years before going home.In the meantime, with an entire region destabilised by conflicts, fragile political transitions or lack of social and economic progress, Europe has to face the urgency of migration flows through the Mediterranean.Conference participants noted, crossing from Libya to Europe is cheaper, easier and more dangerous than it was one or two years ago, as EU policies to reduce flows do not mean that smugglers networks have been stopped.-Transversial issue-Today, 90 percent of people landing in Italy arrive on NGO and EU rescue boats. Smugglers embark more people at lower prices, knowing that 12 or 15 miles off the coast migrants will be rescued.But when migrants are not spotted by NGOs or EU navies, the risk of death is far higher as smugglers no longer even drive the boats.As the conference made clear, migration is "a transversal issue": it starts long before migrants cross EU borders and it ends long after. It's a matter of foreign and integration policy, as well as an issue of controlling borders.The challenges are difficult and wide-ranging. Faced with a worried or hostile public opinion, the EU would need to do more to teach about them, said Elvire Fabry, from the Delors Institute.But EU leaders have little time to act."Our political system is about to crack because of the perception" that migration is changing Europe, warned former Polish foreign minister Radoslaw Sikorski at the end of the discussions.Migration and how it is managed is "what will make or break the European Union," he added.

BRUSSELS, Today, 09:08-We have a common goal: to make Europe more accessible. I strongly believe that we can only reach this goal by being realistic and finding good compromises - not behind closed doors in the Parliament, but together with a broad variety of stakeholders.Today we start negotiations in the European Parliament on an important issue - the European Accessibility Act.The reaction of stakeholders to my draft report and the number of amendments submitted by my colleagues at the parliament show just how important this proposal is.We have to get it right.From the beginning of the process, as rapporteur for this file, it has not been my ambition to produce an ideologically-driven thesis, but instead to deliver solutions that will be implemented by Member States.A European approach is a necessity if we are to avoid the challenges in reaching a consensus, which could arise in the differing transposition of the UN Convention on People with Disabilities across 27 member states.However, getting member states on board with this legislation does not mean that we need to lower the ambitions of the Act in the European Parliament - quite the opposite.The role of the parliament is crucial in this particular proposal. It must be our main task to facilitate a freer life for the estimated 80 million people in Europe living with disabilities.The starting point and aim is twofold: to increase accessibility for those with needs and, at the same time, strengthen the cornerstone of our European co-operation: the Single Market.As I have said before, this means striking a delicate balance between better accessibility and creating the best possibilities for businesses to develop accessible products and services.If we manage to achieve this, we will reach a win-win solution.Accessibility will be improved in many areas, such as online shopping, e-books, operating systems and transportation. Only ten years ago, Apple presented a solution, which today is not only an assistive device, but instead it has become mainstream.People living with disabilities are the ones who best know their needs. Germany, Italy and France at odds over EU defense fund: newspaper-[Reuters]-YAHOONEWS-March 5, 2017

BERLIN (Reuters) - Germany opposes a proposal by France and Italy to use bonds to finance a new 5 billion euro ($5.3 billion) European Union defense research fund, saying it would not be a viable way to finance European military projects, according to the Handelsblatt newspaper.Such a plan would "violate the basic principles of good budget practices and therefore is not a viable option for financing European defense efforts," the paper quoted a German government paper as saying in its Monday edition.Germany also argued in the paper that it would be unacceptable to view national contributions to the fund, which was first proposed in November, as one-time measures to obtain exemptions from European stability and growth requirements.The European Commission first proposed the fund in late November as a way of allowing European governments to lower costs by joining forces to buy new helicopters and planes.Paris and Rome back a proposal from the commission that would allow money for the fund to be raised on capital markets, underwritten by capital or governmental guarantees, but Germany is strongly opposed, the newspaper reported.It said Berlin could block any agreement to move in that direction.The German defense ministry referred questions to the finance ministry, which could not be immediately reached for comment.(Reporting by Andrea Shalal; Editing by Ros Russell)

BRUSSELS — The European Union has approved the creation of a headquarters for its military operations abroad.German Defence Minister Ursula von der Leyen said Monday that the EU foreign ministers "founded, or put in motion, today a European command centre for foreign missions."EU foreign affairs chief Federica Mogherini said it would provide a "more efficient approach to the existing military training missions we have."Von der Leyen said the idea is that those EU members who don't want to join in directly could have an observer mission."For those who are not members of the European Union, like for example Norway or the British, there will be the possibility to join in selectively with certain projects or missions," she said. "The Norwegians have great interest in this, the British have great interest in this."Britain is among those who say the EU must not waste money by doing similar things to NATO.Arriving for the meeting, British Defence Secretary Michael Fallon said just that, urging his European partners "to co-operate more closely with NATO to avoid unnecessary duplication and structures."Von der Leyen , however, said establishment of such a command centre "was long overdue.""We took a very important step toward a European security and defence union, because we have become very concrete," von der Leyen said.The Associated Press.

Zika complications in Canadian travellers surprise researcher-[CBC]-YAHOONEWS-March 6, 2017

Canadian adults who went to travel medicine clinics sick with the Zika infection show a range of concerns, including severe complications, a new study suggests.The Zika virus is spread by mosquitoes in the Caribbean, South America, Central America and some U.S. states.A common perception is that Zika is associated with mild, flu-like symptoms and rash.But that was not borne out among the 1,118 travellers who visited travel medicine clinics at cities in British Columbia through Quebec from October 2015 to September 2016."We were a little bit surprised that we noted five per cent of cases had a neurologic complication," said Dr. Andrea Boggild, clinical director at tropical disease unit at Toronto's University Health Network. "Then five per cent had congenital transmission."Most people with Zika won't have symptoms. But until now, surveillance data on Zika virus in ill returning Canadian travellers hadn't been analyzed.The study in Monday's issue of the Canadian Medical Association Journal showed Zika was diagnosed as often as dengue, a serious infection.-A threat of paralysis-The researchers only looked at people sick enough to see a health-care professional and be referred to a travel health clinic — a small subset that's likely biased toward more complicated cases, Boggild cautioned.The study's authors found that overall, 41 travellers had Zika  and 41 had dengue. The doctors didn't find any severe complications in the dengue group.In contrast, severe complications of Zika included Guillain Barre​, a neurological syndrome that can lead to paralysis that is often temporary, as well as meningitis, and congenital transmission or birth defects.Dr. Shaun Morris, a principal investigator at SickKids Centre for Global Child Health in Toronto, was not involved in this study, but he said it offers important findings about adult Canadian travellers."Zika potentially can cause meaningfully significant disease in the non-pregnant women population as well," Morris said. He is part of a surveillance program launching across Canada to identify and track children born with congenital Zika syndrome.-Pregnant? Delay travel-A main concern was that in pregnant women, Zika infection can cause microcephaly, a malformation where babies are born with abnormally small heads with poorly developed fetal brain because neurons die and fail to form properly.  "One major message for the pregnant traveller is that we are continuing to advise deferral of travel to areas where Zika virus is transmitted because of the devastating consequences to the fetus," Boggild said.Almost 60 per cent, 24 travellers, with Zika were women. Of these, 79 per cent or 19 were of child-bearing age.In the milder cases, nearly 90 per cent had rash and 80 per cent had fever.The Zika cases from travel health clinics account for about 12 per cent of those across Canada.The Society of Obstetricians and Gynaecologists of Canada said it wants to know more about Zika beyond the urban centres included the study."The findings show that we really need to get a better understanding in Canada about Zika, its complications and its transmission," said Jocelynn Cook, the society's chief scientific officer in Ottawa. "One way to do that is to really work together with the provinces, the territories, the researchers and the clinicians and the Public Health Agency of Canada to develop a system where we can do some reporting, some monitoring and some surveillance."By better understanding what happens in the womb when a woman is infected with Zika, researchers hope to eventually find ways to potentially intervene, Cook said.Boggild said the findings remind travellers to take precautions against illnesses spread by mosquitoes, not only Zika but also dengue, chikungunya and malaria: - Use a repellent containing DEET or Picaridin on the skin and clothing. - Use barrier precautions against sexual transmission while travelling and upon return. - If sick after return from the tropics, seek medical assessment to rule out life-threatening infections such as malaria.'I like to live in ignorant bliss'-At Toronto Pearson International Airport last week, Zika was not top of mind for two travellers heading south for fun in the sun."I like to live in ignorant bliss sometimes," Donna Allen said of Zika as she prepared to catch a flight to a resort in Cancun, Mexico. Safety was her main concern.The Public Health Agency of Canada, which funds the travel health surveillance, says that as of Feb. 9, there are 473 travel-related cases and three sexually transmitted cases, including 27 pregnant women reported in Canada.

BRUSSELS, Today, 12:54-[UPDATED on Monday at 17.10] The European Commission on Monday (6 March) gave the final green light to Hungary's controversial extension of the Paks nuclear plant, which is being financed and built by Russia.In a probe that opened in 2015, the EU commission looked into whether the construction of two new nuclear reactors in Paks had received illegal state aid.The EU regulators concluded that the project cannot be financed solely on market conditions and needs state aid, to which the commission agreed under three conditions.Firstly, Paks II will have to fall under a new company, and needs to be legally separated from the current owner, the MVM Group, Hungary's largest power company, so that losses cannot be absorbed or hidden in the parent company.Secondly, Paks II will sell at least 30 percent of its total electricity output on the open power exchange, with equal access to all market players. "The rest of Paks II's total electricity output will be sold by Paks II on objective, transparent and non-discriminatory terms by way of auctions," the press release of the Commission noted.The third and final condition stated that if the project is profitable, the operator cannot reinvest the profits for further developments, and they can only be used to pay the investment back to Hungary, and on maintenance or operational costs.The Hungarian government has previously argued that no state aid is needed for Paks II to operate, but the Commission did not agree. However, it allows the state aid under these conditions.The Hungarians in the end referred to to Euratom treaty, also cited by the UK in the case of the Hinkley Point nuclear plant, which states that member states need to "facilitate investment and ensure the establishment of the basic installations necessary for the development of nuclear energy in the EU".With the closure of this investigation, the EU commission has given the green light to the €12.5 billion project, which will be built from a Russian-financed loan that accounts for at least 80 percent of the costs, and by the Russia state-owned Rosatom company.The decision, based on state aid rules, did not delve into the origin of the funds, nor into whether building a new nuclear plant is consistent with EU's common policies on energy.Building Paks II is Hungary's "right under the EU treaties," EU competition commissioner Margrethe Vestager said in a statement. In a dark hallway of a London, Ont., motel, a young Yazidi woman and her husband's uncle explain how he raised $26,000 to buy her freedom from the ISIS captors who had forced her into sex slavery. As she holds her restless son, the woman in her 30s speaks softly, recounting her time in captivity in Syria after being snatched from her home in the Sinjar region of Iraq. For two and a half years, she was passed from one ISIS member to the next — beaten, tortured and used as a sex slave.Bhasa (not her real name), who arrived in Canada as a refugee two weeks ago, says her freedom came after her ISIS captors decided to sell her to her family. Through intermediaries, contact was made with her husband's uncle in Iraq, who went about raising money to pay the ransom."I cannot describe the feeling," said the uncle, who, like Bhasa, asked not to be identified. "Very good feeling that at last I found one of the family members that we could bring back with money."We had a car; we sold it. Whatever we had, we sold. Some in the community went around to collect money for them."He said he was able to buy his nephew's wife's freedom in July 2016. Once free, Bhasa and three of her children made their way to a refugee camp in the Kurdish region of Iraq, where they lived until they, along with the uncle, were able to leave for Canada.She and her children are being sheltered in this London motel, temporarily, all brought over from Iraq by the Canadian government.They're part of a group of 400 Yazidis the government pledged last October to bring to Canada after the House of Commons passed a Conservative motion declaring the violence perpetrated against the religious minority group in Iraq and Syria an act of genocide. Last month, the Trudeau government announced that it will bring in a total of 1,200 survivors of ISIS violence by the end of the year, the majority of whom are expected to be Yazidi.​Yazidis are ethnic Kurds who mostly reside in northern Iraq and practice a religion that has elements of Christianity, Islam and Zoroastrianism. Branded as devil worshippers by some Muslims, including ISIS militants, the community has faced persecution for centuries.Bhasa says that now that she's in Canada, she's simply looking for a better future for her children and hopes the Canadian government will bring in more of her people, who continue to suffer at the hands of ISIS."We came for safety because where we came from there's no safety," she said. "So many cases, none of the family has survived."What we suffered, it's like the crime of the 21st century."-Tight-knit community-It's here in London — where about 300 Yazidis have formed a small but tight-knit community since the early 1980s when they fled the dictatorship of Saddam Hussein — that Bhasa and other recently arrived Yazidis hope to start building a new life for their families and try to move beyond the horrors they suffered in captivity.Dalal Abdallah, a Yazidi human rights activist who lives in London, says members of her community have been donating clothing, hygiene products and toys for the families who have arrived and look forward to absorbing more into their community."For many, many years, we have been struggling [to grow] as a community because no Yazidis were coming through," she said. "It's a great opportunity to build our community, and the more people, the merrier."She said London has already accepted and integrated Syrian refugees and that there's enough support for Yazidis, including a program at Victoria Hospital to help refugees deal with trauma.Other support comes from London's Cross Cultural Learner Centre, where Yazidis can learn some basic tools for integrating in Canada: how to get housing, set up bank accounts, apply for health cards."We are here to support them, welcome them, make them feel comfortable, that they are not alone here," said Omar Khoudeida, a Yazidi interpreter who works at the centre and who himself came to London nearly 20 years ago as a refugee."There's a community behind them and supporting them."But even with that support, Bhasa must still cope with the emotional fallout of a family torn apart by genocide.She fears being identified. Although she doesn't know the fate of family members in Iraq, she's worried that going public could put them in danger. She hasn't seen her husband and other male relatives since ISIS invaded her home in August 2014.-Daughter still missing-She also fears for her daughter, who was nine years old when she was snatched by the Islamist militant group."They took her. She doesn't know anything about her,"  Khoudeida said.While ISIS targets all communities, it has particular antipathy for Yazidis, whom it considers to be infidels.Last June, a UN commission declared in a report that ISIS was committing genocide against the religious group of about 400,000. ISIS, it said, was subjecting "every Yazidi woman, child or man that it has captured to the most horrific of atrocities."When the militants launched their attack in the Sinjar region, they killed many of the male Yazidis while thousands of women and girls were sold in slave markets, the report said. ISIS fighters subjected Yazidi women to various forms of slavery, including sexual slavery, "with Yazidi women and girls being constantly sold, gifted and willed between fighters."Amal, another Yazidi woman from Sinjar who came to Canada two weeks ago, is living in the same London, Ont., motel as Bhasa with her eight children.She's also missing a daughter, who, along with every other member of Amal's family, is believed to be a captive of ISIS."When they captured us, they took all of our belongings, cash, jewelry, cellphones," said Amal, who also asked that her identity be protected. "They asked us to convert to Islam. We were afraid. They said either convert or we will kill you."The men were separated from the women and the children. They were put in empty houses of those who had fled the area, she said."They told me, 'We killed all the men. Don't think about the men anymore. Think about us."-'You are mine now. I'm buying you'-Amal said ISIS tried to separate her from her 12-year-old daughter, but she grabbed the child. The captors hit Amal with guns, forcing her to let go of her daughter, she said.That was the last she saw of her, Amal said.Amal and her other children were taken to Syria, she said, where she was forced into sex slavery."They put [the women] in a line. They cover their faces," she said. "Those people who buy [women], they came, they just uncover their faces. They say, 'You are mine now. I'm buying you.'"During the day, her children would be taken away by ISIS and taught Islam and brought back during the evening.She was beaten and tortured and was sold and resold. She would take any opportunity in whatever town or city she was in to tell people she thought were not ISIS members that she was a Yazidi and had been captured.One man, dressed like a member of ISIS, bought her and her children and told her he would find a way to bring them back to their people. He hid them, she said, before taking them to the Iraq-Syria border and reuniting them with other members of the Yazidi community not under siege by ISIS. And from there, she and her children ended up in a refugee camp in the Kurdish region of Iraq.She cannot fully describe the feeling of being rescued, she said, but it was like being "born again." WASHINGTON — President Donald Trump on Monday signed a new version of his controversial travel ban, aiming to withstand court challenges while still barring new visas for citizens from six Muslim-majority countries and shutting down the U.S. refugee program.The revised travel order leaves Iraq off the list of banned countries but still affects would-be visitors from Iran, Syria, Somalia, Sudan, Yemen and Libya.Trump privately signed the new order Monday while Homeland Security Secretary John Kelly, Secretary of State Rex Tillerson and Attorney General Jeff Sessions formally unveiled the new edict. The low-key rollout was a contrast to the first version of the order, signed in a high-profile ceremony at the Pentagon's Hall of Heroes as Secretary of Defence James Mattis stood by Trump's side.White House Press Secretary Sean Spicer was not scheduled to hold an on-camera briefing Monday either, leading to the appearance that the president was distancing himself from the order, which was a signature issue during his campaign and the first days of his presidency. The order also risks being overshadowed by unsubstantiated accusations the president made over the weekend that former President Barack Obama had ordered the wiretapping of his phone during the campaign.The original travel ban caused immediate panic and chaos at airports around the country as Homeland Security officials scrambled to interpret how it was to be implemented and travellers were detained before being sent back overseas or blocked from getting on airplanes abroad. The order quickly became the subject of several legal challenges and was ultimately put on hold last month by a federal judge in Washington state. Syrian nationals are also no longer subjected to an indefinite ban, despite Trump's instance as a candidate that Syrian refugees in particular posed a serious security threat to the United States.In a call with reporters Monday morning, senior officials from Homeland Security and Justice Department said the travel ban was necessary to allow the government to review what more can be done to properly vet would-be visitors and refugees.The officials said 300 people who arrived in the United States as refugees were currently under investigation as part of terrorism-related cases. The officials pointed to those cases as evidence of the need for the travel order, but refused repeated requests to address how many of those people were from the six banned countries or how long they have been in the United States.A fact sheet describing the new order circulated before the new order was announced cites negotiations that resulted in Iraq agreeing to "increase co-operation with the U.S. government on the vetting of its citizens applying for a visa to travel to the United States."The mere existence of a fact sheet signalled that the White House was taking steps to improve the rollout of the reworked directive. The initial measure was hastily signed at the end of Trump's first week in office, and the White House was roundly criticized for not providing lawmakers, Cabinet officials and others with information ahead of the signing.Trump administration officials say that even with the changes, the goal of the new order is the same as the first: keeping would-be terrorists out of the United States while the government reviews the vetting system for refugees and visa applicants from certain parts of the world.According to the fact sheet, the Department of Homeland Security will conduct a country-by-country review of the information the six targeted nations provide to the U.S. for visa and immigration decisions. Those countries will then have 50 days to comply with U.S. government requests to update or improve that information.Additionally, Trump's order suspends the entire U.S. refugee program for 120 days, though refugees already formally scheduled for travel by the State Department will be allowed entry. When the suspension is lifted, the number of refugees allowed into the U.S. will be capped at 50,000 for fiscal year 2017.The new version also to removes language that would give priority to religious minorities. Critics had accused the administration of adding such language to help Christians get into the U.S. while excluding Muslims."I think people will see six or seven major points about this executive order that do clarify who was covered," said presidential counsellor Kellyanne Conway in an interview with Fox News Channel's "Fox & Friends."She said the new order will not go into effect until March 16, despite earlier warnings from the president and his team that any delay in implementation would pose a national security risk, allowing dangerous people to flow into the country.Legal experts say the new order addresses some of the constitutional concerns raised by a federal appeals court about the initial ban, but leaves room for more legal challenges."It's much clearer about how it doesn't apply to groups of immigrants with more clearly established constitutional rights," said University of Texas law professor Stephen Vladeck. WASHINGTON — White House officials on Monday defended President Donald Trump's explosive claim that Barack Obama tapped Trump's telephones during last year's election, although they won't say where that information came from and left open the possibility that it isn't true.In televised interviews, Kellyanne Conway and Sarah Huckabee Sanders said Trump firmly believes the allegations he made on Twitter over the weekend. The aides said any ambiguity surrounding the issue is all the more reason for Congress to investigate the matter."We'd like to know for sure," Sanders, deputy White House press secretary, told NBC's "Today" show.The House and Senate intelligence committees, and the FBI, are investigating contacts between Trump's campaign and Russian officials, as well as whether Moscow tried to influence the 2016 election. On Sunday, Trump demanded that they broaden the scope of their inquiries to include Obama's potential abuse of his executive powers.When asked where Trump was getting his information from, Sanders said the president "may have access to documents that I don't know about."Likewise, Conway said that "credible news sources" suggested there was politically motivated activity during the campaign. But Conway also said Trump might have access to other information she and others don't."He is the president of the United States," Conway told Fox News' "Fox & Friends. "He has information and intelligence that the rest of us do not."Trump is said to be frustrated by his senior advisers' inability to tamp down allegations about contacts between his campaign aides and the Russian government. Compounding the situation was the revelation last week that former U.S. senator and now Attorney General Jeff Sessions, an early Trump campaign supporter, had met twice with the Russian ambassador but didn't disclose that to lawmakers when he was asked about it during his Senate confirmation hearing.Separately, an Indiana newspaper reported that Vice-President Mike Pence used personal email to conduct state business when he was governor of Indiana. The revelation recalled the use of personal email by Trump's 2016 opponent, Hillary Clinton, when she was secretary of state. The issue dogged Clinton for most of the presidential campaign.Senate Intelligence Committee Chairman Richard Burr, R-N.C., said in a statement that the panel "will follow the evidence where it leads, and we will continue to be guided by the intelligence and facts as we compile our findings."Rep. CATANIA, Italy (Reuters) - Almost 1,300 migrants arrived in Sicily on rescue ships over the weekend after crossing the Mediterranean, while a 16-year-old boy died on one of the ships, Italy's Coast Guard said.Italy has seen migrants arriving by boat at a record-setting pace so far this year, with far more people braving the crossing from North Africa this year than in the previous three years, Italian figures showed on Friday.Another 500 migrants were heading to Sicily and expected to arrive in the next couple of days, after being picked up from flimsy boats off the coast of Libya.Proactive Open Arms, which operated one of the rescue ships, also said on Twitter that five migrants had drowned before one of the rescues, but a Coast Guard spokesman could not confirm the deaths.In Catania, on Sicily's east coast, the body of the 16-year-old boy was taken off the Siem Pilot, a Norwegian vessel operating on behalf of European Union border agency Frontex."Unfortunately one of the migrants ... died on the Siem Pilot on Friday morning as a result of an illness," the ship's commander, Jorgen Berg, told Reuters. The boy's illness was still unknown, but he had no visible wounds, Berg said. His nationality was not disclosed.There had been 487 migrant deaths in the Mediterranean as of March 2, according to International Organization for Migration, higher than the 425 during the first two months of last year.Boat migrant arrivals in Italy are up more than 57 percent on the same period last year, according to Italian Interior Ministry figures. DUBLIN (Reuters) - Ireland will widen an inquiry into former Church-run homes for unmarried mothers if needed, Prime Minister Enda Kenny said on Monday, calling the discovery of long-dead babies at one home "truly appalling".The remains of babies ranging from new-born to three-years-old, were found in the sewers of one of Ireland's "mother-and-baby homes", government-appointed investigators said on Friday following an excavation they described as "shocking".The government ordered the inquiry in 2014 after a local historian's research suggested up to 800 children may lie in an unmarked grave at the home in the western town of Tuam.Opposition lawmakers and advocacy groups have urged the government to excavate more sites."Back in 2014 I described the way that babies of single mothers were treated in this country as being akin to some kind of sub-species. It's appalling. Truly appalling," Kenny told national broadcaster RTE."This is not something that happened way back in the dawn of history, this happened in some cases in our own time."RTE quoted Kenny as saying that if the commission's terms of reference needed to be extended "then this would happen".The commission is already investigating 17 other church-run homes but advocacy groups say there were many more and that little is known of what went on, including burial practices and grave locations."We are aware of over 180 institutions, agencies and individuals who were involved with Ireland's unmarried mothers and their children," the Justice for Magdalenes Research group said in a statement."We reiterate our call for an expansion of the Commission's terms of reference to include all institutions, and to include investigations of burial practices at all of these locations. It is well known that the systematic abuse extended far beyond the homes the Commission is investigating."The Catholic Church ran many of Ireland's social services in the 20th century, including mother-and-baby homes where tens of thousands of unmarried pregnant women, including rape victims, were sent to give birth.-Government records show that in the 1930s, 40s and 50s, the mortality rate for "illegitimate" children was often more than five times that of those born to married parents. On average, more than one in four children born out of wedlock died.While run by nuns, the homes received state funding and, as adoption agencies, were also regulated by the state.
