North Korea calls US practice bombing run a provocation-[The Canadian Press]-YAHOONEWS-July 9, 2017

SEOUL, Korea, Republic Of — North Korean state media have sharply criticized a recent practice bombing run by two U.S. B-1B bombers on the Korean peninsula, calling it a dangerous move raising the risk of nuclear war.A commentary Sunday in the ruling party's Rodong Sinmun newspaper accused the U.S. of "reckless military provocations" and said the danger of nuclear war is reaching an extreme pitch. The commentary was reported on in English by the state Korean Central News Agency. Two U.S. Air Force bombers released inert weapons Friday on a training range in South Korea. South Korean F-15 and U.S. F-16 fighter jets joined them in the drill. The bombers also flew with Japanese F-2 fighter jets over the East China Sea on their way back to Andersen Air Force Base in Guam. The 10-hour mission came three days after North Korea tested an intercontinental ballistic missile on Fourth of July, America's Independence Day. President Donald Trump and the leaders of South Korea and Japan, meeting during the G-20 summit in Germany, issued a joint statement condemning the launch.U.S. military officials described the bomber mission as a defensive show of force and unity that demonstrated "the ironclad U.S. commitment to our allies."The Associated Press.

Federal government stepping in to help B.C. wildfire fight-[CBC]-YAHOONEWS-July 9, 2017

For evacuation alerts and orders, visit Emergency Info BC.For road closures and conditions, visit DriveBC.For wildfires of note, visit the B.C. Wildfire Service. For air quality advisories, check with Environment Canada. The federal government has announced it will help B.C. battle out-of-control wildfires sweeping through the province.Ralph Goodale, federal minister of public safety and emergency preparedness, said he approved the provincial government's request for help on Sunday afternoon.Federal Defence Minister Harjit Sajjan confirmed that the Canadian Forces are on standby.Earlier in the afternoon, Premier Christy Clark — who was recently defeated in a confidence vote in the legislature — announced the province had created a $100-million relief fund to help those affected by the fires.Clark and premier-designate John Horgan were both scheduled to travel to Kamloops to visit evacuees. Horgan will replace Clark when he is sworn in on July 18."The transition team for the incoming government has been briefed on the establishment of the fund," Clark said in a written statement. As of Friday, the province had spent $46 million fighting wildfires since April 1.Around 220 wildfires are currently burning across the the province. Officials said 97 were sparked on Saturday alone.More than 7,500 people have been pushed out of their homes since Friday. Many communities forced to evacuate are in the Interior and Cariboo regions, from Ashcroft, Cache Creek, Princeton, Williams Lake and the 100 Mile House area.On Sunday afternoon, RCMP closed Highway 97 between 100 Mile House and Lac la Hache. In the Cariboo, around 250 people have been relocated from health care facilities due to air quality concerns. The Interior Health Authority said it expects that number to rise to 350 over the next day.The province also announced more than five dozen provincial parks would be closed as a precaution until further notice, including every one in the Cariboo-Chilcotin area. BC Parks said anyone currently within park grounds needs to leave immediately. A dozen wildfires of concern were listed Sunday, burning through more than 155 square kilometres of land and and threatening buildings in the Interior and Cariboo.Cliff Chapman, the deputy manager at the Kamloops Fire Centre, said Saturday was an unprecedented day in his career."I've been in this business for 17 years, from crew all the way up to where I am now, and I haven't experienced a day like we experienced yesterday," he said.'In it for the long haul'-The B.C. Wildfire Service said hot and dry weather across most of the province in recent weeks set the stage for wildfires, but there were other unexpected factors that caused problems too."What we didn't see coming was the extent of wind we had yesterday ... and also a significant amount of dry lightning," said chief fire information officer Kevin Skrepnek."We are in this for the long haul at this point."-Temperatures in the Interior are expected to stay above 30 C through the weekend and it will be much the same in the Cariboo. Lightning and high winds are expected to continue.More firefighters called in-Nearly 2,000 people are part of the crews battling fires across the province over the weekend.Clark said 350 reinforcements from across Canada are due to arrive in the province early this week. Police as well as search and rescue teams from the Vancouver area are headed to the region to help, and B.C. Public Safety Minister Mike Morris said the military may be called in.The Canadian Red Cross is accepting donations to provide financial assistance, family reunification services, as well as cots and bedding for those forced out of their homes.A state of emergency remains in effect for all of B.C., giving the government special authority to respond to the fires. There hasn't been such a state province-wide since 2,500 fires broke out in the summer of 2003.More than 140 new fires broke out across B.C. on Friday alone. Many were caused by lightning, but the wildfire service said a good number were also sparked by people.Major fires near Princeton and Ashcroft-Officials said Saturday some of the most serious fires were expected to get worse before they get better. One of the biggest fires is burning near the village of Ashcroft, about 120 kilometres west of Kamloops. As of Saturday night, that blaze was estimated at 4,200 hectares in size. Another wildfire near Princeton is estimated to be around 1,500 hectares in size, having grown 10-fold over the course of a day.Cache Creek evacuated-Cache Creek Mayor John Ranta said the fire destroyed around 30 homes at a trailer park in Boston Flats, about seven kilometres south of the village."I was standing on the stairs at the village office and you could see the trees candling," he said. "It was just a frightening thing to behold."Fire also consumed almost half of the homes in the Ashcroft Reserve, band administrator Jodene Blain confirmed Saturday.A reception centre for evacuees has been set up in Kamloops at the McArthur Island Sport Park, providing accommodation, clothes and food. Thompson Rivers University is also housing wildfire evacuees."Some [residents] have seen their homes go up in flames and others aren't really sure what they're going to go back to," said park co-ordinator Gord Davis.Blazes expected to grow in the Cariboo-Farther north in the province in the Cariboo Regional District, a series of lightning strikes sparked at least a dozen wildfires in the area around Williams Lake. One blaze west of 100 Mile House had grown to 3,200 hectares by Saturday.Another 2,500-hectare fire southeast of Williams Lake forced thousands from their homes and prompted an evacuation alert. The communities of Little Fort and Dunn Lake were also ordered to evacuate Friday night. However, on Sunday morning, the region's Al Richmond said there weren't any reports of significant damage to buildings overnight and that there weren't any new evacuation orders in the works."It sounds like we got a little bit of moisture, which was unexpected, but welcome," he said. With files from Justin McElroy, Gian-Paolo Mendoza, Angela Sterritt, Rhianna Schmunk, Bethany Lindsay and the Canadian Press.

Forest fires rage in sweltering California-Agence France-Presse-YAHOONEWS-July 9, 2017

Los Angeles (AFP) - Wildfires raged Sunday across much of California forcing hundreds to evacuate homes as the most populous US state sweltered in record heat.About 5,000 fire crew members were battling 14 large wildfires around the state, according to Cal Fire. Among the largest was the Alamo fire in San Luis Obispo county, about midway between San Francisco and Los Angeles.Fire there has burned 23,867 acres (96.59 square kilometers) and was just 10 percent contained, officials said.Meanwhile, the Wall Fire in Butte county in the north-central part of the state saw 4,400 acres (17.8 square kilometers) consumed by flames. The fire there is just 17 percent contained and evacuations are in effect, Cal Fire said. That blaze destroyed 10 structures and threatened hundreds more, according to Cal Fire. Four injuries have been reported. The Whittier fire in Santa Barbara county in southern California was affecting 7,800 acres (31.56 square kilometers) and was just five percent controlled. Most of southern California including metropolitan Los Angeles has been in the grips of a blistering heat wave, with temperatures exceeding 100 degrees (37 degrees Celsius).California Governor Jerry Brown in April declared the official end of the state's drought that lasted more than five years. But he kept in place water reporting requirements, as well as bans on practices like watering during or following rainfall and hosing off sidewalks.

Japan floods death toll rises to 20-Agence France-Presse-YAHOONEWS-July 9, 2017

Tokyo (AFP) - The death toll from heavy rains and flooding in Japan's south has risen to 20, local media reported Sunday, as rescue teams continued their search for survivors.Swathes of Kyushu -- the southernmost of Japan's four main islands -- have been left devastated after overflowing rivers and torrential downpours swept away roads, houses and schools this week.Thousands of people have been evacuated to makeshift shelters in school gyms and public buildings, but many remain stranded, with emergency services battling through thick mud and rain to try to reach them. Some 250 people were still cut off by Sunday, the Kyodo news agency said. Collapsed bridges and waterlogged ground on steep hillsides were hampering rescue efforts, according to media.A total of 20 people have died while more than 20 remain unaccounted for in the Fukuoka and Oita prefectures, Kyodo reported. The government was doing its "utmost" to recover those missing or stranded, Chief Cabinet Secretary Yoshihide Suga earlier said in a rare weekend press conference.Five people were in critical condition, Suga said, with the government still trying to ascertain if their injuries were a result of the severe weather.Television footage showed rescue helicopters held up at a makeshift heliport -- unable to fly because of the downpours, while people prayed for the safety of their family members.More than 50 centimetres (20 inches) of rain deluged parts of Kyushu in 12 hours on Wednesday, prompting the Japan Meteorological Agency to warn of possible significant damage.Rains have continued intermittently since, with up to 22 centimetres recorded in Fukuoka in the past 72-hour period.Japan's weather agency on Sunday warned of continued heavy rains and mudslides in northern Kyushu.

Cardinal Pell arrives in Australia to face abuse charges-[Reuters]-YAHOONEWS-July 9, 2017

The tourist told Pell his mother wanted to know if he was innocent."Tell her that I am," Pell said.Pell is on leave of absence to defend himself and the video marks the first time he has been seen in public outside Rome since police charged him.He is due to appear in a Melbourne court on July 26.(Reporting by Wayne Cole; Editing by Mary Milliken)

As Brexit challenge looms, embattled PM May vows to fight on-[Reuters]-By William James-YAHOONEWS-July 9, 2017

LONDON (Reuters) - Britain's Theresa May will promise to fight on as prime minister and pursue bold domestic reform despite her diminished authority in a speech this week relaunching her leadership after 12 tumultuous months in power. As her minority government prepares to start the difficult task of passing Brexit through parliament, May will remind Britons of her promise to build a fairer society, seeking to repair a reputation damaged by an ill-judged snap election.Almost one year on from her first day as Prime Minister -- a job she took on in the chaotic aftermath of Britain's shock referendum vote to leave the European Union -- May will urge voters and political opponents to help her "tackle the injustice and vested interests that threaten to hold us back"."My commitment to change in Britain is undimmed," May will say on Tuesday according to advanced extracts from her speech.May called the unscheduled election on June 8 in an attempt to cash in on high poll ratings and win support for her plan to make a clean break with the EU in 2019.But the gamble backfired when voters stripped her of a majority in parliament and forced her party into a deal with a small Northern Irish party to prop up a minority government."In this new context, it will be even more important to make the case for our policies and our values, and to win the battle of ideas both in Parliament as well as in the country," May will say.May's ability to carry on as prime minister and drive divisive Brexit legislation through parliament with only a fragile majority behind her has been persistently questioned since the election. The first stage of the Brexit process will come later this week when a key piece of legislation, which translates EU law into British law, is presented to parliament. On Sunday, a lawmaker from the pro-EU Liberal Democrats, Britain's fourth largest party, said he thought Brexit might not happen because the divisions over how to achieve it were too great. But May's position seems secure for now, with colleagues preferring to see her start Brexit talks rather than topple her and risk the whole government collapsing -- a scenario that could let a resurgent opposition Labour Party into power.-EMPLOYMENT REPORT-May will make the appeal for national backing at the launch of a report into how the government should protect workers affected by a shift to different employment models, including the 'gig economy' championed by the likes of Uber and Deliveroo. The report is a key element of May's plan, announced a year ago, to address dissatisfaction expressed at the EU referendum by millions of working class Britons who felt left behind by capitalism and disenchanted with the political system.May was criticized by opponents last month for setting out an unambitious legislative agenda for the next two years, unveiling a program shorn of flagship social reforms and heavily focused on delivering Brexit. In Tuesday's speech, she will seek to refute the idea that her lack of a majority in parliament and the huge workload generated by Brexit will limit the government's reform ambition."At this critical time in our history, we can either be timid or we can be bold," May will say. "We will act with an unshakeable sense of purpose to build the better, fairer Britain which we all want to see."(Editing by Catherine Evans)

Silence over whether Grenfell Tower materials passed safety test-[Reuters]-By Tom Bergin-YAHOONEWS-July 9, 2017

LONDON (Reuters) - The cladding system used on London's Grenfell Tower would only have met British regulatory standards if the two main materials had passed a key safety test together, according to a Reuters analysis of the building code and data on the materials.Three weeks after the June 14 fire, neither the two companies involved in the cladding on the Grenfell Tower nor the local authority which enforces the building codes have addressed questions from Reuters about whether that test was ever conducted and its outcome. The test is required to show whether both materials when used together were sufficiently resistant to combustion.Without proof that it had been carried out, the cladding system would not have met building regulations. The cladding work carried about by Rydon Group Ltd, the main contractor on the 2014-2016 refurbishment of the building, and its subcontractor Harley Facades involved attaching insulation boards to the tower's concrete facade and covering them with aluminum composite panels.France's Saint Gobain said the insulation used was its brand of polyisocyanurate (PIR) called Celotex RS5000.The aluminum panels, which had a polyethylene plastic core were called Reynobond PE, and made by New York-based ArconicInc, previously known as Alcoa Inc.If all the elements of the insulation system had achieved a separate and demanding government standard called "limited combustibility", in separate tests, then a combined test would not have been necessary, according to the building regulations. But Reynobond PE and Celotex did not meet the combustibility test by themselves, according to safety experts and product specifications published by the manufacturers. This meant that the two materials combined would need to pass another test known as the BS 8414 test, according to the building regulations. This involves setting a fire under a three-storey mock-up of the proposed wall construction. Both standards, set out in the guidelines to the building code, aim to prevent a fire spreading quickly from inside and up the exterior walls, something that happened at Grenfell Tower. In a June 29 email, a spokeswoman for Rydon Group Ltd says it “met all building regulations” but did not say if the BS 8414test stipulated in the building codes had been conducted. The building control department of the local Royal Borough of Kensington and Chelsea council (RBKC), which is responsible for checking that the building and plans are consistent with regulations, declined to say if it had checked the tests had been carried out.Police think the cladding system at Grenfell Tower may have contributed to the rapid spread of last month's fatal fire. They have said they are investigating possible criminal behavior and the role of all the companies involved in the building. The Department for Communities and Local Government, the government department which is responsible for setting the regulations enforced by building control, has said the cladding system used at Grenfell did not comply with the building rules it oversees. It has not said why and declined to answer detailed questions on its legal reasoning.COMBUSTIBILITY-The test used to assess combined materials must be commissioned from a government approved independent testing agency. Reuters was unable to determine which, if any lab was used.Rydon, which had a turnover of 249 million pounds last year, told Reuters the materials it used were suitable for use in tall buildings.“Laboratory testing of the fire resistance of the cladding system used at Grenfell Tower was carried out prior to installation. Please see attached BBA certificate,” the spokeswoman said in the June 29 email. The certificate Rydon provided showed the panels met a separate standard on the surface spread of fire.Asked specifically about the BS 8414 test, the Rydon spokeswoman said: “More technical questions would be better directed at Harley as it’s their area of expertise.”Executives and a spokesman at Harley, a small company with few assets, declined to comment for this story. It said in a statement on its website last month it was not aware of any link between the fire and the exterior cladding to the tower. An official at RBKC, the Royal Borough of Kensington and Chelsea, declined to provide details of the specification it approved or what checks it conducted to ensure the actual construction met the approved plan, citing the ongoing police investigation into the fire.A spokeswoman for Saint Gobain said its BR 135combustibility certification of Celotex was based on tests conducted with a non-combustible cement façade panel. She declined to say if Celotex had ever passed the BS 8414 test with a flammable façade panel such as Reynobond PE.(This version of the story fixes the company name in the fifth paragraph)(Editing by Anna Willard)

U.S.-Russian ceasefire deal holding in southwest Syria-[Reuters]-By Ellen Francis-YAHOONEWS-July 9, 2017

BEIRUT (Reuters) - A U.S.-Russian brokered ceasefire for southwest Syria held through the day, a monitor and rebels said on Sunday, in the first peacemaking effort of the war by the U.S. government under President Donald Trump. The United States, Russia and Jordan reached the "de-escalation agreement," which appeared to give Trump a diplomatic achievement at his first meeting with Russian President Vladimir Putin at the G20 summit in Germany this week. The Syrian Observatory for Human Rights, a Britain-based war monitor, said "calm prevailed" in the southwest since the truce began at noon (0900 GMT) on Sunday despite minor violations.Combatants briefly exchanged fire in Deraa province and in Quneitra around midnight, but this "did not threaten the ceasefire," said Observatory Director Rami Abdulrahman.Major Issam al Rayes, spokesman of the Southern Front coalition of Western-backed rebel groups, said "a cautious calm" continued into the evening."The situation is relatively calm," Suhaib al-Ruhail, a spokesman for the Alwiyat al-Furqan faction in Quneitra, said earlier.Another rebel official, in Deraa city, said there had been no significant fighting. It was quiet on the main Manshiya front near the border with Jordan, which he said had been the site of some of the heaviest army bombing in recent weeks."Syrian ceasefire seems to be holding ... Good!" Trump tweeted on Sunday.A Syrian official indicated that Damascus approved of the ceasefire deal, describing the government's silence over it as a "sign of satisfaction.""We welcome any step that would cease the fire and pave the way for peaceful solutions," the government official told Reuters.A witness in Deraa said he had not seen warplanes in the sky or heard any fighting since noon.-WAITING FOR A STRATEGY-"We negotiated a ceasefire in parts of Syria which will save lives," Trump said in an earlier tweet on Sunday. "Now it is time to move forward in working constructively with Russia!"A senior U.S. State Department official involved in the talks said further discussions would be necessary to decide crucial aspects of the agreement, including who will monitor its enforcement.Russian Foreign Minister Sergei Lavrov said the truce included "securing humanitarian access and setting up contacts between the opposition in the region and a monitoring center that is being established in Jordan's capital."Ahead of U.N.-based peace talks set to open on Monday, a spokesman for the opposition delegation said in Geneva the deal showed a "serious international effort to bring peace.""Russia has been waiting for an American strategy to crystallize vis-a-vis Syria," said Yahya al-Aridi. "And we believe this is quite serious in part from the United States to broker such a ceasefire, and we want it to be extended to other parts of Syria, to all of it."Several ceasefires have crumbled, however, since the onset of the conflict. With the help of Russian air power and Iranian-backed militias, Syrian President Bashar al-Assad's government has put rebels at a disadvantage over the past year. The wide array of mostly Sunni rebels include jihadist factions and other groups supported by Turkey, the United States and Gulf monarchies.Earlier talks between the United States and Russia about a "de-escalation zone" in southwest Syria covered Deraa province on the border with Jordan, nearby Sweida and Quneitra, which borders the Israeli-occupied Golan Heights.Deraa and Quneitra are home to tens of thousands of people and form a center of the insurgency south of the Syrian capital, Damascus. Rebels said intense air strikes had pounded Deraa's opposition territory in recent weeks. The multi-sided Syrian conflict, which grew out of popular protests against Assad's rule in 2011, has killed hundreds of thousands of people and created the world's worst refugee crisis.(Additional reporting by Suleiman al-Khalidi and Laila Bassam in Beirut, Marina Depetris and Issam Abdallah in Geneva and David Brunnstrom in Washington; Editing by Robin Pomeroy and Peter Cooney)

Somali forces say they kill 18 insurgents in northern Puntland region-[Reuters]-By Abdiqani Hassan-YAHOONEWS-July 9, 2017

BOSASSO (Reuters) - Somali security forces said on Sunday they had killed 18 Islamist insurgents during an operation in the northern region of Puntland, although the militants denied sustaining any casualties."We killed 18 militants and burnt six of their bases in Galgala hills in an operation over four days to eliminate al Shabaab," said Colonel Mohamed Ismail, a senior officer in the Puntland Security Force."We also took their weapons. We burned their food and medicine stores."Puntland's security forces are trained and supported by a small number of U.S. operatives based in the semi-autonomous northern region. It was not clear whether the United States had any involvement in the operation.Al Shabaab, an al-Qaeda-linked insurgent group that wants to impose strict Islamic law, confirmed there was a raid but denied there were any casualties."Puntland attacked us today but we repulsed and chased them away. No casualties at all," Sheikh Abdiasis Abu Musab, the spokesman for al Shabaab's military wing, said by phone.(Additional reporting by Feisal Omar in Mogadishu; Writing by Katharine Houreld; Editing by Robin Pomeroy)

Jordan, Kuwait carriers lift laptop ban on US flights-[The Canadian Press]-YAHOONEWS-July 9, 2017

AMMAN, Jordan — The national carriers of Jordan and Kuwait announced Sunday that passengers will once again be allowed to carry personal electronics, including laptops, on board U.S.-bound flights, ending a ban that had been imposed in March. The U.S. had issued the ban over concerns Islamic State fighters and other extremists could hide bombs inside laptops.Royal Jordanian said Sunday it had implemented "enhanced security measures" in line with U.S. Department of Homeland Security requirements. The airline did not describe the new measures.Kuwait Airlines said the decision to lift the ban came after U.S. officials inspected the carrier's security measures. In March, the U.S. had banned laptops from airplane cabins on direct, U.S.-bound flights from 10 cities in the Middle East and Turkey.Several of these airlines have received clearance in recent days to lift the ban.Royal Jordanian operates 16 weekly non-stop flights to Chicago, New York and Detroit. The Associated Press.

Heavy clashes break out east of Libya's capital-[Reuters]-YAHOONEWS-July 9, 2017

TRIPOLI (Reuters) - Heavy clashes erupted on Sunday between rival factions on the coastal road east of the Libyan capital Tripoli, according to a witness and local reports. The clashes broke out when an armed group opposed to the U.N.-backed Government of National Accord (GNA) in Tripoli tried to approach the capital and were confronted by forces that have aligned themselves with the GNA, the witness said. The fighting exposes the GNA's vulnerability to militias that gained influence during and after Libya's 2011 uprising. The anti-GNA forces, which are aligned with a previous, self-declared government, were driven from Tripoli late in May and have been trying to regroup. The GNA recently issued a warning about a counter-attack on the capital.Since the GNA arrived in Tripoli last year it has co-opted some of the many armed groups that had a presence in the capital. But it has made little progress integrating them and the security situation has remained highly volatile.Groups aligned with the self-declared national salvation government and largely drawing on support from the western city of Misrata have battled to hold their ground. The two sides clashed on Sunday near the coastal town of Garabulli, about 50 km (30 miles) east of Tripoli."The ground is shaking under my feet," said a resident who asked not to be named. "The noise from the clashes is so loud that I think the groups fighting are using heavy artillery."GNA-aligned brigades closed the coastal road in Tajoura, an eastern suburb of Tripoli, and built sand barriers to try to block their rivals' advance.Local authorities were advising residents to evacuate and stay away from the area. The U.N. mission to Libya urged both sides to refrain from further escalation.(Reporting by Ahmed Elumami; Editing by Aidan Lewis and Edmund Blair)

Germans angry over 'orgy of violence' at Merkel's pre-election G20-[Reuters]-By Madeline Chambers-YAHOONEWS-July 9, 2017

BERLIN (Reuters) - Germans expressed anger on Sunday over violence that hit a G20 world leaders' summit in Hamburg, raising awkward questions for Chancellor Angela Merkel less than three months before an election.About 20,000 police struggled to contain several hundred anti-capitalist militants who torched cars, looted shops and hurled Molotov cocktails and stones during the July 7-8 summit. Tens of thousands more people demonstrated peacefully.Overall, 476 officers suffered injuries ranging from cuts and firework burns to eye damage from laser pointers. Police said on Sunday they had arrested 186 people and took 225 into custody.German newspapers devoted far more space to pictures of police firing water cannon onto hooded anarchists and other protestors than they did to Merkel's diplomatic balancing act with fellow leaders of major world economies."Embarrassment for Germany" was Tagesspiegel's description. "The pictures of helpless police who could not secure state order and protection of property are a political catastrophe," columnist Gerd Nowakowski wrote in the paper.Top-selling Bild am Sonntag splashed pictures of masked anarchists and politicians on its front page with the headline "Criminals and Losers". Inside, a political scientist described the scenes as an 'orgy of violence'.International media have focused more on U.S. President Donald Trump's first meeting with his Russian counterpart Vladimir Putin at the summit, as well as Trump's diverging views on climate change and trade from those of the other leaders.Nevertheless, an Emnid poll showed that a majority of Germans, 59 percent, believed the riots damage the image of their country - even though violence has affected a number of international meetings around the world over the years.Merkel was forced to defend her choice of Hamburg, saying other cities, like London, had hosted similar meetings. Hamburg, a seaport which is Germany's second biggest city, has a strong radical leftist tradition. It was also home to an al Qaeda cell that carried out the 9/11 attacks on U.S. targets in 2001.Merkel had wanted to demonstrate to G20 partners, including Putin and Turkish President Tayyip Erdogan, her commitment to freedom of speech and rejected the notion that some cities were out of bounds as summit venues. The strategy has backfired, said some commentators."I can barely breathe with anger because Chancellor Merkel and Hamburg mayor (Olaf) Scholz trivialize the brutal riots as 'not acceptable'," wrote a commentator in Bild am Sonntag. The Social Democrats (SPD), trailing Merkel's conservatives by 12-15 percentage points in polls, squarely blamed Merkel."The invitation to the G20 was issued by the Chancellor. She was the host... That some conservatives are now pushing responsibility onto the SPD and Olaf Scholz is cheap," one of the SPD's deputies Ralf Stegner told RND media.Behind heavy security, Merkel used her negotiating skills to forge a compromise between a range of views. She persuaded leaders to agree on trade, energy and Africa while acknowledging differences with the United States on climate change. However, she wasn't even involved in what was for many the diplomatic highlight - the first encounter between Trump and Putin.Seeking to limit the damage from the security problems before the Sept. 24 parliamentary election, Merkel has promised compensation to Hamburg residents whose property was damaged. She can also deflect some of the anger which was directed at Scholz, a Social Democrat, for underestimating the risks. He has been widely castigated for appearing complacent before the summit, saying Hamburg was used to hosting big events and that many residents would barely notice the gathering.Scholz defend himself, saying: "We did not underestimate the danger. It was not a mistake to hold the summit in Hamburg."(Additional reporting by Francesco Canepa; Writing by Madeline Chambers; editing by David Stamp)

Iraqi Prime Minister congratulates armed forces for Mosul 'victory'-[Reuters]-By Stephen Kalin-YAHOONEWS-July 9, 2017

MOSUL, Iraq (Reuters) - Iraqi Prime Minister Haider al-Abadi arrived in Mosul on Sunday and congratulated the armed forces for their "victory" over Islamic State after nearly nine months of urban warfare, bringing an end to jihadist rule in the city.Islamic State's defeat in Mosul three years after taking the city is a major blow for the hardline Sunni Islamist group, which is also losing ground in its operational base in the Syrian city of Raqqa from where it has planned global attacks. The group, however, still controls territory in Iraq and is expected to revert to more conventional insurgent tactics such as bombings as its self-proclaimed caliphate falls apart. The battle for Mosul - by far the largest city to fall under the militants' control - has left large areas in ruins, killed thousands of civilians and displaced nearly 1 million people."The commander in chief of the armed forces (Prime Minister) Haider al-Abadi arrived in the liberated city of Mosul and congratulated the heroic fighters and Iraqi people for the great victory," his office said in a statement.State television later showed Abadi touring Mosul on foot alongside residents of Iraq's second-largest city.Air strikes and exchanges of gunfire could still be heard in the narrow streets of Mosul's Old City, where the group has staged its last stand against Iraqi forces backed by a U.S.-led international coalition.Abadi met commanders in west Mosul who led the battle, but he has yet to issue a formal declaration that the entire city has been retaken from the group which is also known as ISIS.Abadi's spokesman, Saad al-Hadithi, said victory would not be formally declared until the few remaining Islamic State militants were cleared from Mosul.Still, France and Britain, members of the coalition that has conducted air strikes and provided training and assistance to Iraqi forces on the battlefield, welcomed the defeat."Mosul liberated from ISIS: France pays homage to all those, who alongside our troops, contributed to this victory," French President Emmanuel Macron tweeted."I congratulate Prime Minister Abadi, and the Iraqi forces who have been fighting on the ground with great bravery and care against a brutal opponent," British Defence Secretary Michael Fallon said in a statement. While celebrating "the removal of the death cult from Mosul", Fallon said the military operation was not over."This barbaric group remains dug in west of the Euphrates and clearing operations in and around Mosul will be needed because of the threat from improvised explosive devices."In Washington, National Security Council spokesman Michael Anton, when asked whether the battle for Mosul was complete, replied: "Situation not resolved, but we are monitoring."-"FIGHT TO THE DEATH"-Iraq still faces uncertainty and long-term stability will be possible only if the government contains ethnic and sectarian tensions which have dogged the country since the overthrow of Saddam Hussein in 2003.The fall of Mosul exposes fractures between Arabs and Kurds over disputed territories, and between Sunnis and the Shi’ite majority. The group vowed to "fight to the death" in Mosul, but Iraqi military spokesman Brigadier General Yahya Rasool told state TV that 30 militants had been killed attempting to flee by swimming across the River Tigris that bisects the city.Cornered in a shrinking area, the militants resorted to sending women suicide bombers among the thousands of civilians who are emerging from the battlefield wounded, malnourished and fearful, Iraqi army officers said. The struggle has also exacted a heavy toll on Iraq's security forces. The Iraqi government does not reveal casualty figures, but a funding request from the U.S. Department of Defense said the elite Counter Terrorism Service (CTS), which has spearheaded the fight in Mosul, had suffered 40 percent losses. The Department of Defense has requested $1.269 billion in U.S. budget funds for 2018 to continue supporting Iraqi forces, which collapsed in the face of the few hundred militants who overran Mosul in 2014.Backed by coalition air strikes, an array of Iraqi forces gradually clawed back territory from Islamic State until reaching Mosul, the group's de facto capital in Iraq, last October. It is almost exactly three years since the ultra-hardline group's leader, Abu Bakr al-Baghdadi, proclaimed a "caliphate" spanning Syria and Iraq from the pulpit of Mosul's medieval Grand al-Nuri mosque.Abadi declared the end of Islamic State's "state of falsehood" a week ago, after security forces retook the mosque - although only after retreating militants blew it up.The United Nations predicts it will cost more than $1 billion to repair basic infrastructure in Mosul. In some of the worst affected areas, almost no buildings appear to have escaped damage and Mosul's dense construction means the extent of the devastation might be underestimated, U.N. officials said.(Writing by Isabel Coles; Additional reporting by Maher Chmaytelli and Maya Nikolaeva; Editing by Michael Georgy and Robin Pomeroy)
