WORLD CYBER ATTACK BLACK MAIL OCCURED FRIDAY AROUND THE GLOBE.THE UK HURT THE WORST.
15 Woe unto you, scribes and Pharisees, hypocrites! for ye compass sea and land to make one proselyte, and when he is made, ye make him twofold more the child of hell than yourselves.
2 TIMOTHY 4:3-4
3 For the time will come when they will not endure sound doctrine; but after their own lusts shall they heap to themselves teachers, having itching ears;
4 And they shall turn away their ears from the truth, and shall be turned unto fables.
12 Say ye not, A confederacy,(CONSPIRACY) to all them to whom this people shall say, A confederacy;(CONSPIRACY THEORY) neither fear ye their fear, nor be afraid.
36 But of that day and hour knoweth no man,(ONLY BY THE SIGNS-WE KNOW THE RAPTURE CAN HAPPEN ANY SECOND NOW-NOT BY DATE SETTING) no, not the angels of heaven, but my Father only.
9 The heart is deceitful above all things, and desperately wicked: who can know it?

Pope cheered in Fatima to honor children who urged peace-[Associated Press]-NICOLE WINFIELD, BARRY HATTON and TRISHA THOMAS-yahoonews-May 12, 2017
FATIMA, Portugal (AP) — Pope Francis urged Catholics on Friday to "tear down all walls" and spread peace as he traveled to this Portuguese shrine town to mark the 100th anniversary of one of the most unique events of the 20th-century Catholic Church: the visions of the Virgin Mary reported by three illiterate shepherd children and the "secrets" she told them.Thousands of pilgrims lined Francis' motorcade route and tossed flower petals, evidence that Latin America's first pope has a huge following in this largely Catholic country. Cheers of "Viva o papa!" — "Long live the pope" — erupted when Francis pulled into Fatima's main square, which had been doused by heavy rains but was treated to a brilliant warm sun by the time he arrived. There was no official crowd estimate, but the main square has a capacity of 600,000 and was overflowing. Authorities said they expected 1 million people."It is a big emotion because it is the first time he comes here, and we are always hopeful that something can improve," said Laurindo Pereira, a 55-year-old carpenter. "It is faith. In everything, it is about faith and it is a beautiful thing."Francis is spending fewer than 24 hours in Fatima to celebrate the centenary of the apparitions and canonize two of the three shepherd children. He is hoping the message of peace that they reported 100 years ago, when Europe was in the throes of World War I, will resonate with the Catholic faithful today.During an evening vigil at the chapel built on the site of the apparitions, Francis bowed his head in silent prayer before the statue of the Virgin and left a gold-leaf rose at its base, following a tradition of popes leaving golden roses at Marian shrines. In a prayer, he urged the faithful to follow in the footsteps of the young shepherds and spread peace even in times of war."We will tear down all walls and cross every frontier, as we go out to every periphery, to make known God's justice and peace," he said. The Fatima mystery has fascinated Catholics and non-Catholics alike for a century, blending visions of the Virgin, supernatural meteorological events and apocalyptic messages of hell, World War II, communism and the death of a pope.It all began on May 13, 1917, when three cousins, aged 7-10, Francisco and Jacinta Marto and Lucia dos Santos, reported that they had seen a vision of the Virgin Mary as they grazed their sheep. They returned to the same spot in the coming months and reported similar visions.Portuguese church officials initially doubted them. Many doubters, though, became believers after the so-called "miracle of the sun" on Oct. 13, 1917. The children had predicted that the Virgin would perform a miracle that day, and tens of thousands of people flocked to Fatima and saw what witnesses reported was a vision of the sun "spinning" in the sky and zigzagging toward Earth. The Portuguese church declared the visions authentic in 1930.The children reported that the Madonna revealed to them three "secrets," and urged them to pray for peace and turn away from sin. Francisco and Jacinta Marto died of influenza two years later, and will be declared saints by the pope Saturday, the 100th anniversary of the initial vision.Lucia, who later became a nun and wrote of the children's experiences, is on track for beatification, the first step toward becoming a saint. Her case couldn't begin until after her death in 2005.Francis' deputy, Cardinal Pietro Parolin, has said the importance of Fatima lies in the fact that poor, illiterate children — not the wealthy, the learned or intellectuals — were able to convey a powerful message of love and forgiveness at a time of war, when "the talk was of hatred, vendetta, hostilities."Fatima has long been associated with St. John Paul II, given that the Polish-born pope credited the Virgin Mary with saving his life in 1981 when a would-be assassin shot him on Fatima's feast day — May 13 — in St. Peter's Square. John Paul made the first of three pilgrimages to Fatima the following May, and one of the bullets fired at him now adorns the crown of the Madonna statue at the shrine. In 2000, the Vatican disclosed the long-awaited third secret of Fatima, describing it as foretelling the 1981 assassination attempt and the persecution of other Christian faithful.Like John Paul, the Argentine-born Francis is exceedingly devoted to the Madonna, thanks in large part to the strong role that Marian devotions play among Latin American Catholics. Before every trip he takes, Francis brings a bouquet of flowers to an icon of Mary at the Rome basilica dedicated to her name, St. Mary Major. On his first foreign trip as pope, to Brazil, he prayed at the shrine to the Madonna at Aparecida. He has done the same at the shrine of Our Lady of Guadalupe in Mexico, at the shrine of Caacupe in Paraguay and the Virgin of the Charity of Cobre in Cuba. One shrine he has avoided visiting is in Medjugorje, Bosnia-Herzegovina, where six youngsters reported repeated visions of the Virgin starting in 1981. A Vatican-appointed doctrinal commission finished its study years ago, but Francis hasn't released the results. He has cautioned against such tales of near-daily visions, however, and has said devotion must be to "the real Madonna. Not the Madonna who's like the head of a post office who every day sends a different letter saying, 'My children, do this,' and then the next day says, 'Do that.'"The church says the Fatima case is altogether different. In his evening prayer, Francis said God's mercy was made real on this spot 100 years ago when a "Lady robed in white" appeared to the young children and confided her secrets of love and peace to them."As a bishop robed in white, I call to mind all those who ... desire to live in God and tell the mysteries of Christ in order to obtain peace," Francis said.___Hatton reported from Lisbon, Portugal.

JEREMIAH 51:29-32 (CYBER ATTACK 1ST)
29 And the land shall tremble and sorrow: for every purpose of the LORD shall be performed against Babylon,(AMERICA-NEW YORK) to make the land of Babylon (AMERICA) a desolation without an inhabitant.
30 The mighty men of Babylon (AMERICA) have forborn to fight, they have remained in their holds: their might hath failed; they became as women: they have burned her dwellingplaces; her bars are broken.

20 Rejoice over her, thou heaven, and ye holy apostles and prophets; for God hath avenged you on her.
21 And a mighty angel took up a stone like a great millstone, and cast it into the sea, saying, Thus with violence shall that great city Babylon be thrown down, and shall be found no more at all.
Unprecedented global 'ransomware' attack seeks cash for data-[Associated Press]-SYLVIA HUI, ALLEN G. BREED and JIM HEINTZ-yahoonews-May 13, 2017
LONDON (AP) — A global "ransomware" cyberattack, unprecedented in scale, had technicians scrambling to restore Britain's crippled hospital network Saturday and secure the computers that run factories, banks, government agencies and transport systems in many other nations. The worldwide effort to extort cash from computer users is so unprecedented that Microsoft quickly changed its policy, announcing security fixes available for free for the older Windows systems still used by millions of individuals and smaller businesses. After an emergency government meeting Saturday in London, Britain's home secretary said one in five of 248 National Health Service groups had been hit. The onslaught forced hospitals to cancel or delay treatments for thousands of patients, even some with serious aliments like cancer.Home Secretary Amber Rudd said 48 NHS trusts were affected and all but six were now back to normal. The U.K.'s National Cyber Security Center said it is "working round the clock" to restore vital health services.Security officials in Britain urged organizations to protect themselves by updating their security software fixes, running anti-virus software and backing up data elsewhere.Who perpetrated this wave of attacks remains unknown. Two security firms — Kaspersky Lab and Avast — said they identified the malicious software in more than 70 countries. Both said Russia was hit hardest."This is obviously by far the worst ransomware outbreak we've seen in, I think, forever," said Lawrence Abrams, a New York-based malware expert who runs BleepingComputer.com.And all this may be just a taste of what's coming, a leading cyber security expert warned.Computer users worldwide — and everyone else who depends on them — should assume that the next big "ransomware" attack has already been launched, and just hasn't manifested itself yet, Ori Eisen, who founded the Trusona cybersecurity firm in Scottsdale, Arizona, told The Associated Press. The attack held hospitals and other entities hostage by freezing computers, encrypting data and demanding money through online bitcoin payments. But it appears to be "low-level" stuff, Eisen said Saturday, given the amount of ransom demanded — $300 at first, rising to $600 before it destroys files hours later. He said the same thing could be done to crucial infrastructure, like nuclear power plants, dams or railway systems."This is child's play, what happened. This is not the serious stuff yet. What if the same thing happened to 10 nuclear power plants, and they would shut down all the electricity to the grid? What if the same exact thing happened to a water dam or to a bridge?" he asked."Today, it happened to 10,000 computers," Eisen said. "There's no barrier to do it tomorrow to 100 million computers."This is already believed to be the biggest online extortion attack ever recorded, disrupting services in nations as diverse as the U.S., Ukraine, Brazil, Spain and India. Europol, the European Union's police agency, said the onslaught was at "an unprecedented level and will require a complex international investigation to identify the culprits."The ransomware appeared to exploit a vulnerability in Microsoft Windows that was purportedly identified by the U.S. National Security Agency for its own intelligence-gathering purposes. The NSA tools were stolen by hackers and dumped on the internet.A young cybersecurity researcher has been credited with helping to halt the ransomware's spread by accidentally activating a so-called "kill switch" in the malicious software. The 22-year-old Britain-based researcher, identified online only as MalwareTech, explained Saturday how he inadvertently discovered Friday that the software's spread could be stopped by registering a garbled domain name. His $11 purchase of the name may have saved governments and companies around the world millions, slowing its spread before U.S.-based computers were more widely infected. In the U.S., FedEx Corp. reported that its Windows computers were "experiencing interference" from malware, but wouldn't say if it had been hit by ransomware. Other impacts in the U.S. were not readily apparent on Saturday. The kill switch couldn't help those already infected, however. Short of paying, options for these individuals and companies are usually limited to recovering data files from a backup, if available, or living without them.Security experts said it appeared to be caused by a self-replicating piece of software that enters companies when employees click on email attachments, then spreads quickly as employees share documents. The security holes it exploits were disclosed weeks ago by TheShadowBrokers, a mysterious group that published what it said are hacking tools used by the NSA. Microsoft swiftly announced that it had already issued software "patches" to fix those holes, but many users haven't yet installed updates or still use older versions of Windows. Before Friday's attack, Microsoft had made fixes for older systems, such as 2001's Windows XP, available only to mostly larger organizations that paid extra for extended technical support. Microsoft says now it will make the fixes free for everyone.Krishna Chinthapalli, a doctor at Britain's National Hospital for Neurology & Neurosurgery who wrote a paper on cybersecurity for the British Medical Journal, said many British hospitals still use Windows XP software, introduced in 2001.In Brazil, the social security system had to disconnect its computers and cancel public access. The state-owned oil company Petrobras and Brazil's Foreign Ministry also disconnected computers as a precautionary measure, and court systems went down, too.In Russia, government agencies insisted that all attacks had been resolved. Russian Interior Ministry, which runs the national police, said the problem had been "localized" with no information compromised. Russia's health ministry said its attacks were "effectively repelled.""When we say that the health ministry was attacked, you should understand that it wasn't the main server, it was local computers ... actually nothing serious or deadly happened yet," German Klimenko, a presidential adviser, said on Russian state television.Russian cellular phone operators Megafon and MTS were hit. The national railway said it was attacked but operations were unaffected. Russia's central bank said Saturday that no incidents were "compromising the data resources" of Russian banks.Germany's national railway said Saturday departure and arrival display screens at its train stations were affected, but there was no impact on actual train services. Deutsche Bahn said it deployed extra staff to help customers.French carmaker Renault's assembly plant in Slovenia halted production after it was targeted. Radio Slovenia said Saturday the Revoz factory in the southeastern town of Novo Mesto stopped working Friday evening to stop the malware from spreading.Elsewhere in Europe, the attack hit Spain's Telefonica, a global broadband and telecommunications company, and knocked ticketing offline for Norway's IF Odd, a 132-year-old soccer club.___Heintz reported from Moscow and Breed from Raleigh, N.C.
Global cyber attack fuels concern about U.S. vulnerability disclosures-[Reuters]-By Dustin Volz-yahoonews-May 12, 2017
WASHINGTON (Reuters) - A global cyber attack on Friday renewed concerns about whether the U.S. National Security Agency and other countries' intelligence services too often hoard software vulnerabilities for offensive purposes, rather than quickly alerting technology companies to such flaws.Hacking tools believed to belong to the NSA that were leaked online last month appear to be the root cause of a major cyber attack unfurling throughout Europe and beyond, security researchers said, stoking fears that the spy agency's powerful cyber weapons had been stolen and repurposed by hackers with nefarious goals. Some cyber security experts and privacy advocates said the massive attack reflected a flawed approach by the United States to dedicate more cyber resources to offense rather than defense, a practice they argued makes the internet less secure.Across the U.S. federal government, about 90 percent of all spending on cyber programs is dedicated to offensive efforts, including penetrating the computer systems of adversaries, listening to communications and developing the means to disable or degrade infrastructure, senior intelligence officials told Reuters in March. (http://reut.rs/2o7qHqN)-"These attacks underscore the fact that vulnerabilities will be exploited not just by our security agencies, but by hackers and criminals around the world," Patrick Toomey, a staff attorney with the American Civil Liberties Union, said in a statement. The NSA did not respond to a request for comment.Hospitals and doctors' surgeries in parts of England on Friday were forced to turn away patients and cancel appointments after they were infected with the "ransomware", which scrambled data on computers and demanded payments of $300 to $600 to restore access.Security software maker Avast said it had observed more than 57,000 infections in 99 countries. Russia, Ukraine and Taiwan were the top targets, it said.Private security firms identified the virus as a new variant of 'WannaCry' ransomware with the ability to automatically spread across large networks by exploiting a bug in Microsoft Corp's Windows operating system.Security experts said the ransomware used in the attacks leveraged a hacking tool found in a leak of documents in April by a group known as Shadow Brokers. At the time, Microsoft acknowledged the vulnerabilities and said they had been patched in a series of earlier updates pushed to customers, the most recent of which had been rolled out only a month earlier in March. But the episode prompted concerns about whether the tools could be leveraged by hackers to attack unpatched systems. In a statement, a Microsoft spokesman said on Friday its engineers had provided additional detection and protection services against the WannaCry malware and that it was working with customers to provide additional assistance. The spokesman reiterated that customers who have Windows Updates enabled and use the company's free antivirus software are protected.Shadow Brokers first emerged last year and began dumping tranches of documents that it said belonged to the NSA, though the files appeared at least a few years old.Over time, western researchers have grown more confident that Russia may be behind Shadow Brokers and possibly other recent disclosures of sensitive information about cyber capabilities that have been pilfered from U.S. intelligence agencies. Some researchers cast blame not on the NSA but on the hospitals and other customers that appeared to leave themselves open to attack."The main problem here is organizations taking more than eight weeks to patch once Microsoft released the update," said Chris Wysopal, chief technology officer at the cyber firm Veracode. "Eight weeks is plenty of time for a criminal organization to develop a sophisticated attack on software and launch it on a wide scale."Former intelligence contractor Edward Snowden, who in 2013 leaked documents to journalists revealing the existence of broad U.S. surveillance programs, said on Twitter the NSA had built attack tools targeting U.S. software that "now threatens the lives of hospital patients.""Despite warnings, (NSA) built dangerous attack tools that could target Western software," Snowden said. "Today we see the cost."(This version of the story has been refiled to correct spelling of hoard in first paragraph)(Reporting by Dustin Volz; Editing by Lisa Shumaker)
Massive creature washes up on Indonesian island - but what is it?-[The Telegraph]-Our Foreign Staff-yahoonews-May 12, 2017
A giant carcass found washed up on a beach in Indonesia’s central Maluku province puzzled locals and authorities trying to identify the massive creature. The massive carcass was found on Hulung Beach on Serum Island on Tuesday night by a local man, the Jakarta Globe reported.Asrul Tuanakota, 37, said that he initially mistook the huge fleshy blob for a stranded boat, the newspaper reported.Locals first shared images of the carcass, measuring about 15 metres (50ft) in length, on Wednesday. The animal is believed to have been dead for at least three days before being discovered.According to local reports, fishermen thought it to be a giant squid, but a coordinator of Indonesia’s Marine and Coastal Resources Management said it was likely to be a whale. Lab tests are underway to confirm the species.

Bulgaria nominates EU figure for commissioner By Boris Rangelov-euobserver
SOFIA, 11. May, 18:10-It is official: Mariya Gabriel is the Bulgarian nominee to replace Kristalina Georgieva, who quit as EU commissioner for budgets and human resources in November. The long-awaited nomination finally came on Wednesday (10 May).Gabriel is considered as the most high-ranking Bulgarian member of the European Parliament, to which she was elected in 2009.She heads the centre-right EPP group’s Bulgarian delegation and has been deputy chairman of a parliament body for relations with Maghreb countries and with the Arab Maghreb Union since 2014.She forms a "power couple" with her husband Francois Gabriel, who is a close aide of EPP chairman Joseph Daul and who was also appointed earlier this year as foreign affairs adviser to the EU parliament president Antonio Tajani.Despite her success in EU circles, Gabriel has not been active in Bulgarian internal politics and is less popular than her predecessor Georgieva, who was Bulgaria's candidate for UN secretary general last year and who was appointed as head of the World Bank in October.Georgieva's resignation from the European Commission came just a week before the presidential election in Bulgaria, which was won by Rumen Radev, an independent candidate who received support from the then opposition - the Socialist Party.-Delayed nomination-As a consequence, the government resigned and Bulgaria fell into a political crisis, delaying the nomination of the country's new commissioner. The caretaker government refused to choose a candidate arguing that the decision should be taken by an officially elected government. After snap elections in March, a coalition between the centre-right Gerb party and the nationalist United Patriots formed a government with Boyko Borisov as prime minister for a third term.Gabriel's nomination, more than six months after Georgieva's resignation, was one of the new government's first decisions. The digital portfolio could be attributed to Gabriel, as it was the portfolio of the German commissioner, Guenther Oettinger, who replaced Georgieva as budget commissioner. It would be important to Bulgaria and is one of the fastest-growing topics in the EU."Our country has a constantly growing pillar in the IT sphere and these responsibilities could play a key role. Even though we are aware that commissioners do not protect national interests", said Stefan Radov, an expert on EU affairs at Sofia University.-Difficult EU presidency-After the nomination of the new commissioner, one of the main challenges for the government will be Bulgaria's upcoming presidency of the Council of the European Union in the first half of 2018.Liliyana Pavlova, a former minister of regional development and infrastructure, has been appointed as vice prime minister to oversee the EU job.Various national institutions have requested more than €65 million from the government to prepare for the presidency. The main venue for EU meetings, the National Palace of Culture, is still under reconstruction. The decision to nominate Gabriel was discussed carefully because of the need for clear communications and for support from the EU commission. The next step in the appointment process is a job interview of Gabriel on Tuesday by commission president Jean-Claude Juncker. If it goes well, her portfolio and responsibilities will then be defined and a hearing at the European Parliament will be organised for her confirmation.
Opinion-Signs of life for EU 'citizens' initiative' By James Organ-euobserver
Brussels, 11. May, 17:12-The European citizens' initiative (ECI) has had a difficult time since its launch in 2012.There were high expectations of citizen-led policy-making and of reducing the distance between ordinary people and EU institutions, but these hopes have largely been dashed.A dramatic drop in ECI proposals and citizen support made it look like this major democratic reform was going to end up stillborn. In 2017, though, there have been signs of a fragile recovery, with favourable court decisions, attitudes of the European Commission becoming more positive, and citizens re-engaging.A major problem to date has been excessive institutional control. The commission's interpretation of registration criteria led to almost 40 percent of ECIs being refused, which unjustly limited public debate.Responses to successful ECIs have been very limited so far. No legal acts have been proposed yet after a successful campaign. There has been strong criticism of the commission’s approach to ECI registration.Several organisers launched legal challenges in regard to how the commission makes decisions on the registrations.-Court rulings-Early court decisions indicated that these legal challenges might have little impact on the future of the ECI.However, in the Minority SafePack case - decision published in March this year - the EU's General Court (part of the Court of Justice of the EU) - annulled a commission registration decision for the first time. The decision was annulled because the commission had not provided sufficient reasons to the Minority SafePack organisers for refusing to register their initiative.Rather surprisingly, this procedural criticism led to the commission reviewing the substance of their decision, and quickly decided to register the ECI.However, the court went even further with its decision in the Stop TTIP case on 10 May .It again ruled to annul the refusal to register the initiative, but this time it went beyond procedural criticism - instead rejecting the reasons the commission gave for its decision. These judgements will greatly increase the scope for an ECI-led debate and the potential for ordinary citizens to influence EU policy.-Review of ECI-As well as the encouragement from the court's decisions to reduce institutional control over initiatives, commission vice president Frans Timmermans also announced - at the ECI day in April - a full review of ECI legislation later this year.Resisting until now, this promise shows further signs of stronger commission support for direct participation of citizens. The review could lead to major improvements to the usability of the citizens' initiatives. It could also increase the success rate for ECI organisers - perhaps, for example, by addressing the excessive identification requirements that have stopped many citizens from supporting initiatives. There are concerns that the commission will limit the review to technical issues and not make the much-needed changes to enhance people's participation in different initiatives. This could be done, for example, by strengthening the institutional response to ECI proposals.A full review would also encourage more citizens to turn to the ECI in the future as a means of influencing EU policy. A limited review would be a missed democratic opportunity and could lead to a stalled recovery.-European Parliament support-The European Parliament continues to be an important ally for the ECI. There are ongoing preparations for a legislative own-initiative report, proposing changes to the programme. This is one of the strongest political weapons in the European Parliament’s arsenal being used to enhance citizen participation and safeguard the future of this important tool. Most significant for the ECI, perhaps, are the numbers of citizens that have begun using it again. Hopefully not just because of the current political turmoil.-Seven ongoing initiatives-Seven ECIs are ongoing, with three related to the extremely important topic of EU citizenship following Brexit.Almost 750,000 citizens have already pledged support this year to the "Ban Glysophate" initiative. This initiative looks likely to gain support from over 1 million citizens and to become the next successful campaign presented to the commission for a response. This would provide a further test of whether the commission has a new, more positive outlook on the ECI.New life has been breathed into the ECI, but its recovery is still fragile.Greater publicity is needed and citizens should to continue to engage.Much depends on the depth of its review this year and the commission’s response to the next successful citizens' initiatives.James Organ is a member of the ECI Campaign and lecturer at the University of Liverpool.

Congo announces 9 suspected Ebola cases, including 3 deaths-[The Canadian Press]-yahoonews-May 12, 2017
KINSHASA, Congo — One person has been confirmed dead from Ebola in an outbreak in a remote corner of northern Congo as health authorities look into a total of nine suspected cases, including two other deaths, the country's health minister and the World Health Organization said Friday. One case of the hemorrhagic fever was confirmed out of the five tested since the outbreak emerged April 22 in Bas-Uele province, Health Minister Oly Ilunga Kalenga said. He said the confirmed case was of the Zaire strain of the virus. The outbreak could test a recently developed experimental Ebola vaccine that WHO says could be used in emergencies. The global vaccine alliance GAVI said 300,000 doses are available "if needed to stop this outbreak becoming a pandemic."This vast, impoverished Central African nation has had seven known Ebola outbreaks in the past, including one in 2014 with several dozen cases. That outbreak was not connected to the massive epidemic in Guinea, Liberia and Sierra Leone that left thousands dead.So far all the cases have been tied to a remote village, and it's a strain of Ebola that's been seen in the country before.Dr. Allarangar Yokouide, the WHO representative in Congo, said the first teams of specialists should arrive in the affected area of Likati on Friday or Saturday. The zone is some 1,300 kilometres (800 miles) from the capital, Kinshasa."The area in Likati is difficult to access, but the work of tracing contacts is very crucial to stopping the epidemic in its tracks," he said. The community is near the border with Central African Republic.Ebola occasionally jumps to humans from animals including bats and monkeys. Without preventive measures, the virus can spread quickly between people and is fatal in up to 90 per cent of cases. There is no specific treatment for the disease. The new cluster of Ebola cases will again test one of the world's least equipped health systems. The U.S. Agency for International Development has said an estimated 70 per cent of the population has little or no access to health care."We urge you not to give in to panic," Congo's health minister said.___Associated Press Medical Writer Maria Cheng in London and Krista Larson in Dakar, Senegal contributed.Saleh Mwanamilongo, The Associated Press.

Kurdish-led forces advance on IS-held Raqqa, say activists-[The Canadian Press]-yahoonews-May 13, 2017
BEIRUT — Syrian Kurdish-led forces were closing in Saturday on the de-facto capital of the Islamic State group in Syria, seizing a cotton mill only a couple of miles north of the city and clashing with the militant group on a number of fronts, activists and Kurdish media reported. The Britain-based Syrian Observatory for Human Rights said the Kurdish-led Syrian Democratic Forces, backed by U.S-led coalition airstrikes, advanced as they clashed with the militants in a multi-pronged offensive northeast and northwest of the city. The offensive brings the SDF 4 kilometres (2.5 miles) from the northeast of the city, the Observatory said. Fighting was also reported about 6 kilometres (3.7 miles) north of Raqqa and 13 kilometres (8 miles) to the northwest, the Observatory said. The Raqqa Campaign, a Facebook page affiliated with the Kurdish-led forces, said the fighters seized the cotton mill, 2.5 miles (4 kilometres ) north of the city on Saturday. Kurdish Hawar news agency said the Kurdish-led fighters also seized the office of a farmer's union, a local ruling party headquarters and a prison used by the militants. The agency said the fighters seized about 186 kilometres (115 miles) north of the city in their advance in the last four days. The Kurdish-led forces said Friday they expect to advance on Raqqa this summer, following their capture of a strategic town and dam, about 40 kilometres (25 miles) west of the city."The city is near, very near," said Nasser Haj Mansour, an adviser for the SDF.Kurdish activist Mustafa Bali said the SDF are moving fast to reach the outskirts of Raqqa city, but that the battle for the city is likely to take time. He said in one push, the SDF moved through eight kilometres (5 miles) with good air cover, arriving 2.5 miles north of the city. The activist-run Raqqa Being Slaughtered Silently group said the public markets in Raqqa have been closed, suspecting it is because of the proximity of the clashes. Later, the activist-run group said the militants ordered merchants to evacuate the vegetable market for the next few days. The group didn't elaborate. The campaign to recapture Raqqa appeared to be accelerating following a decision by the Trump administration to arm the Kurdish-led forces with heavy weapons, giving a push to their ground partner to move toward the city, held by the militants since 2013. The weapons have not yet been delivered to the Kurdish-led forces, which include an Arab fighters unit.Turkey strongly objects to Kurdish-led forces leading the campaign. Turkey considers the main component in the Kurdish-led SDF to be an extension of the domestic insurgents it labels as terrorists, and fears their growing influence in northern Syria. Also Saturday, activists reported that Syrian government forces were able to regain control of an air base in the northern province of Aleppo from Islamic State militants. Al-Jarrah air base was seized by IS militants in 2014, and the government troops recapturing it comes amid an offensive in rural Aleppo to drive IS out of one of its last remaining territories in the province, Maskaneh, which borders Raqqa.Meanwhile, near Damascus, Syria's military said it has captured from rebel fighters a major suburb on the eastern edge of the capital. Activists disputed the government's claim it has total control of Qaboun, one of the few remaining areas under rebel control in Eastern Ghouta, a rebel-stronghold that forms an arc from the northern to the eastern edge of Damascus.Al-Ikhbariya state TV later aired a report from the neighbourhood's southeastern edge, as gunfire crackled in the background. A field commander, who marched amid sand berms that rebels used for cover, said soon the neighbourhood would be "100 per cent free" of rebels. The Observatory said rebels remain in control of parts of the Qaboun neighbourhood .The military announcement came as the evacuation of adjacent besieged rebel-held neighbourhoods was underway. If confirmed, this increases the government's security belt around the capital and strips the opposition of another prized territory in the area. Rebels had held on to a number of neighbourhoods at the edge of Damascus since the early days of the uprising, representing the most threatening opposition presence near the government's seat of power. The evacuation of hundreds of residents of the Barzeh and Tishreen neighbourhoods began last week. They were bused out to a rebel-held province in the north following an agreement with the government, emulating previous successful evacuations in other besieged areas that were also criticized as forced displacement. The Associated Press.
Four civilians killed in artillery shelling in eastern Ukraine-[Reuters]-yahoonews-May 13, 2017
KIEV (Reuters) - Ukrainian authorities said four civilians were killed on Saturday in renewed artillery attacks in the east of the country which they blamed on pro-Russian separatists.Shelling continues in eastern Ukraine despite a ceasefire agreement signed in February 2015 in Minsk that aims to end the conflict between Ukrainian government forces and the rebels. Each side accuses the other of violating the truce. The head of the Ukraine-controlled Donetsk regional administration, Pavlo Zhebrivsky, said separatists had fired on the government-held industrial town of Avdiyivka late on Saturday.'A shell hit the courtyard of a private house. Three women and one man perished," Zhebrivsky said on Facebook, adding that another man with serious wounds had been taken to hospital. The Ukrainian military said in a statement the shelling had been carried out by rebels using artillery banned under the terms of the Minsk peace deal. The rebels did not comment on the accusations, but a news agency linked to the separatists said two civilians on the other side of the frontline had been wounded on Saturday.Last month a paramedic working for the European security watchdog OSCE's monitoring mission in eastern Ukraine was killed and two others were injured when their vehicle struck a mine in a rebel-controlled area.Fighting between the pro-Russian separatists and government forces first broke out in April 2014 after a pro-European uprising in Kiev ousted Ukraine's Moscow-backed president. About 10,000 people have been killed in the three-year conflict.(Reporting by Natalia Zinets; Editing by Gareth Jones)
North Korea says will have dialogue with U.S. under right conditions: Yonhap-[Reuters]-yahoonews-May 13, 2017
SEOUL (Reuters) - A senior North Korean diplomat who handles relations with the United States said on Saturday that Pyongyang would have dialogue with the U.S. administration if conditions were right, South Korea's Yonhap news agency reported.Choe Son Hui, North Korea's foreign ministry director general for U.S. affairs, made the comment to reporters in Beijing as she was traveling home from Norway, Yonhap said."We'll have dialogue if the conditions are there," she told reporters when asked if the North was preparing to hold talks with the Trump administration, according to Yonhap. When asked if North Korea was also getting ready to talk with the new government in South Korea, of liberal President Moon Jae-in, Choe said: "We'll see."The comments by Choe, who is a veteran member of the North's team of nuclear negotiators, came amid stepped up international efforts to press North Korea and ease tension over its pursuit of nuclear arms.U.S. President Donald Trump warned in an interview with Reuters in late April that a "major, major conflict" with the North was possible, but he would prefer a diplomatic outcome to the dispute over its nuclear and missile programs.Trump later said he would be "honored" to meet the North's leader, Kim Jong Un, under the right conditions.A U.S. State Department spokesman said the United States remains open to talks with North Korea but it would have to "cease all its illegal activities and aggressive behavior in the region.""We have been clear over the past twenty years that we seek nothing but a stable and economically prosperous Korean peninsula," the spokesman said in an email.Choe was in Norway for so-called Track Two talks with former U.S. government officials, according to Japanese media, the latest in a series of such meetings.A source with knowledge of the latest meeting said at least one former U.S. government official took part but the U.S. administration was not involved.South Korea's Moon, elected this week on a platform of a moderate approach to North Korea, has said he would be willing to go to Pyongyang under the right circumstances and said dialogue must be used in parallel with sanctions to resolve the problem over North Korea's weapons.North Korea has conducted five nuclear tests in defiance of U.N. and U.S. sanctions and is also developing long-range missiles to deliver atomic weapons. It says it needs such weapons to defend itself against U.S. aggression.(Reporting by Jack Kim. Japan favors Aegis Ashore over THAAD to boost missile defense: sources-[Reuters]-yahoonews-May 13, 2017
TOKYO (Reuters) - Japan is leaning towards choosing the Aegis Ashore missile-defense system over another advanced system called Terminal High Altitude Area Defense (THAAD), government and ruling party sources said.Faced with North Korea's rapid missile and nuclear development, and its threats, Japan has been looking into introducing a new missile-defense layer - either the THAAD or the Aegis Ashore, a land-based version of the Aegis system developed for war ships.Lockheed Martin Corp makes both systems. The government now favors the Aegis Ashore system as it comes with a wider coverage area, which would mean fewer units needed to protect Japan, and it is also cheaper, three government and two ruling party sources said. The sources, who spoke this week, declined to be identified because they are not authorized to speak to media on the topic. An Aegis Ashore unit costs about 70 billion-80 billion yen ($618 million-$706 million), while a THAAD unit costs more than 100 billion yen, the sources said. Also, the introduction of Aegis Ashore would help reduce the burden of round-the-clock vigilance shouldered by Japanese warships equipped with the Aegis system, they said. The government will make a final decision on the new system in coming months, after sending, possibly this month, an inspection team to Hawaii, where U.S. forces operate Aegis Ashore test facilities, they said.Japan's ruling Liberal Democratic Party in March urged Prime Minister Shinzo Abe's government to consider acquiring the capability to hit enemy bases and to beef up missile defense.(Reporting by Nobuhiro Kubo; Writing by Kiyoshi Takenaka; Editing by Robert Birsel)
