After North Korea criticism, China says wants to be good neighbor-[Reuters]-YAHOONEWS-May 4, 2017
BEIJING (Reuters) - China said on Thursday it wants to be good neighbors with North Korea, after the isolated country's state news agency published a rare criticism of Chinese state media commentaries calling for tougher sanctions over the North's nuclear program. The United States has urged China, North Korea's only major ally, to do more to rein in the North's nuclear and missile programs, which have prompted an assertive response from the Trump administration, warning that an "era of strategic patience" is over.A commentary carried by North Korea's KCNA news agency referred to recent commentaries in China's People's Daily and Global Times newspapers, which it said were "widely known as media speaking for the official stand of the Chinese party and government".In Beijing, Foreign Ministry spokesman Geng Shuang said China's position was consistent and clear."China's position on developing friendly, good-neighborly relations with North Korea is also consistent and clear," Geng told reporters, in response to a question about the KCNA commentary.China was unswervingly devoted to the denuclearization of the peninsula and maintaining peace and security and resolving the issue through talks, Geng added. The WeChat account of the overseas edition of the People's Daily, in its reaction to the KCNA piece, said it was clear that North Korea's nuclear and missile activities were a threat to China."North Korea has not left the Cold War behind and does not want to, and is enmeshed in a web of its own spinning of antagonism between its enemies and itself," it said.China has repeatedly said that while it is happy to help arrange talks, it is ultimately up to the United States and North Korea to sort out their differences.Diplomats say Washington and Beijing are negotiating a possible stronger U.N. Security Council response - such as new sanctions - to North Korea's repeated ballistic missile launches in defiance of UN Security Council resolutions. The KCNA commentary charged that the Chinese articles had attempted to shift the blame to Pyongyang for "deteriorated relations" between China and North Korea and U.S. deployment of strategic assets to the region. It also accused China of "hyping up" damage caused by North Korean nuclear tests to China's three northeastern provinces.Chinese state media calls for North Korea to dismantle its nuclear program were "a wanton violation of the independent and legitimate rights, dignity and supreme interests" of North Korea and constituted "an undisguised threat to an honest-minded neighboring country which has a long history and tradition of friendship", KCNA said. The United States has sent a nuclear-powered aircraft carrier to Korean waters and a pair of strategic U.S. bombers flew training drills with South Korea and Japan in another show of strength this week."The reckless military provocation is pushing the situation on the Korean peninsula closer to the brink of nuclear war," KCNA said on Tuesday.Tension on the Korean peninsula has been high for weeks, driven by concern that North Korea might conduct its sixth nuclear test, also in defiance of U.N. Security Council resolutions.(Reporting by Michael Martina; Writing by Ben Blanchard; Editing by Nick Macfie)
U.S. readying new North Korea sanctions if needed: Tillerson-[Reuters]-By Yeganeh Torbati-YAHOONEWS-May 3, 2017
WASHINGTON (Reuters) - U.S. Secretary of State Rex Tillerson said Washington was considering imposing new sanctions on North Korea if it takes steps that deserve a further response, and is threatening to impose secondary sanctions on those doing illicit business with Pyongyang."We are preparing additional sanctions if it turns out North Korea's actions warrant additional sanctions," Tillerson said on Wednesday in remarks to State Department employees. The vast majority of North Korea's trade is with its key ally China, and so any hard-hitting secondary sanctions would likely target Chinese firms.Tillerson called on countries all over the world to implement existing U.N. sanctions on North Korea's nuclear weapons and missile programs, adding that the U.S. administration would be willing to use secondary sanctions to target foreign companies that continue to do business with Pyongyang."We told them we’re watching what you’re doing, when we see you not implementing, we see companies, we see individuals that are violating these sanctions, we’re going to contact you, we’re going to ask you to take care of it," Tillerson said."If you can’t take care of it, or you simply don’t want to take care of it for your own internal political reasons, we will. We’ll sanction them through third-country sanctions."North Korea has stepped up its weapons tests, firing dozens of missiles and detonating two nuclear bombs since the start of last year. The most recent missile test, which failed, came on Friday following a U.N. Security Council meeting chaired by Tillerson at which he urged the council to act before North Korea did.Tillerson said the Trump administration had been "leaning hard into China" ... "to test their willingness to use their influence, their engagement with the regime."The Obama administration began blacklisting Chinese firms doing illicit business with North Korea, but such steps have so far been limited.Diplomats said this week Washington was negotiating with China on a possible stronger U.N. Security Council response - such as new sanctions - to North Korea's missile launches.Chinese Foreign Ministry spokesman Geng Shuang said on Wednesday U.N. resolutions were clear that further measures would be taken in the event of more nuclear or missile tests. The last round of complex sanctions imposed by the Security Council took three months to negotiate following Pyongyang's fifth nuclear test in September. Those aimed to cut North Korea's annual export revenue by a quarter.North Korea's state media published a rare, strong, criticism of China on Wednesday, saying Chinese state media commentaries calling for tougher sanctions were undermining relations.(Reporting by Yeganeh Torbati, writing by David Brunnstrom; editing by Susan Heavey and Phil Berlowitz)

THE FIRST JUDGEMENT OF THE EARTH STARTED WITH WATER-IT ONLY MAKES SENSE THE LAST GENERATION WILL BE HAVING FLOODING
6 And Noah was six hundred years old when the flood of waters was upon the earth.
7 And Noah went in, and his sons, and his wife, and his sons’ wives with him, into the ark, because of the waters of the flood.
8 Of clean beasts, and of beasts that are not clean, and of fowls, and of every thing that creepeth upon the earth,
9 There went in two and two unto Noah into the ark, the male and the female, as God had commanded Noah.
10 And it came to pass after seven days, that the waters of the flood were upon the earth.
11 In the six hundredth year of Noah’s life, in the second month, the seventeenth day of the month, the same day were all the fountains of the great deep broken up, and the windows of heaven were opened.
12 And the rain was upon the earth forty days and forty nights.
GOD PROMISED BY A RAINBOW-THE EARTH WOULD NEVER BE DESTROYED TOTALLY WITH A FLOOD AGAIN.BUT FLOODIING IS A SIGN OF JUDGEMENT.
Rain to drench flooded U.S. Midwest but then begin to ease-[Reuters]-By Ian Simpson-YAHOONEWS-May 4, 2017
(Reuters) - Heavy rain will drench the sodden U.S. Midwest on Thursday but then ease in coming days, forecasters said, in a sign of relief from high waters that have killed at least five people and closed part of the Mississippi River to traffic.Eastern Illinois and much of Indiana could see rainfall of 2 inches (5 cm) to up to 4 inches (10 cm) through Friday afternoon, with lesser amounts in the rest of the middle Mississippi and Ohio valleys, the National Weather Service (NWS) said.Bob Oravec, an agency forecaster, said the heaviest rain should end on Thursday after about a week of drenching precipitation, even as downpours fed already flooded rivers."The problem is that the rivers are already so high it's exacerbating the runoff," Oravec said by telephone. The heaviest rainfall is expected to have moved east through Friday, bringing downpours to an area from Washington to New York, Oravec said.A roughly 5-mile (8-km) stretch of the Mississippi River near St. Louis was closed on Tuesday because high water was keeping boats and barges from passing beneath the historic Eads Bridge, said Sean Haley, a U.S. Coast Guard spokesman. The stretch of the Mississippi was expected to remain closed through the weekend, he said. The Eads Bridge river gauge was expected to crest at 41.2 feet (12.6 m), which would be the seventh-highest crest in National Weather Service records dating back to 1844.The National Weather Service issued flash flood warnings and watches along waterways from eastern Texas north through Indiana and into northwestern Ohio. Two dozen river gauges show major flooding, mostly in Missouri, where the Meramec River is at 21 feet (6.4 meters) over flood stage, according to the NWS.High water had closed about 250 roads in the state, including 20 miles (32 km) of Interstate 44 near St. Louis, the state transportation department said.At least five people have been killed in flooding in Missouri, the last two of them swept from their cars on Monday and Tuesday.Hundreds of people in places like Eureka, Missouri, and Pocahontas, Arkansas, have heeded evacuation orders after building walls of sandbags to protect their homes and businesses from the rising waters.Schools throughout the Midwest canceled classes on Thursday. Amtrak suspended service in Missouri until at least Saturday, it said in a statement.(Reporting by Ian Simpson in Washington, Brendan O'Brien in Milwaukee, and Michael Hirtzer in Chicago; Editing by Toby Chopra and Phil Berlowitz)
Summer 2017 could be one of extremes across Canada-[Yahoo Canada News]-Jonathan Rumley-May 3, 2017
If you think northern Alberta had more than enough fires in 2016, you may not like this year’s forecast.AccuWeather senior meteorologist Brett Anderson told Yahoo Canada News that despite the “flukey spring,” most of Canada will be hovering around normal conditions, but they vary dramatically depending on where you live. The forecast may not be what people of Fort McMurray, Alta., want to hear just a year after the community had to be evacuated due to an enormous wildfire.“There’s no serious drought right now in Canada,” Anderson said. “The drought may become much more widespread across the western Prairies during the middle and end of summer.”The spring is already setting up for an active wildfire season in the Prairies thanks to hot and dry weather conditions.“If there is a region where there may be a significant increase in wildfire activity later in the summer, it would be the northern half of Alberta,” Anderson said. There should be less heat and more thunderstorms the closer you get to the Rocky Mountains and lightning could spark wildfires in the region. For those along British Columbia’s coastline, the meteorologist said expect closer to normal temperatures this summer after a warmer-than-normal 2016, especially in Vancouver.“Ocean water surface temperatures off the coast are running cooler compared to previous years, and this should keep temperatures close to normal along the coast,” Anderson said.Remember that big warm ‘blob’ of warm water floating in the Pacific last year? It’s gone now, Anderson revealed.Eastern Canada should see slightly-above-normal temperatures this summer with less humidity than in past years, according to the meteorologist. He added that “plenty of cold fronts” are expected to pass through Ontario and Quebec, which keeps the thick humid air at bay while setting the stage for some potentially severe thunderstorms.“There is the potential for a few severe thunderstorm outbreaks in Ontario, especially from July into mid-August,” Anderson said. “The Great Lakes are actually warmer than normal.”The forecast calls for Atlantic Canada to endure some cool and wet conditions over the coming months.“This summer is not expected to be unusually hot, but humidity may be higher than usual the second half of the season,” Anderson said. “Coastal areas may be especially cool due cooler-than normal sea surface temperatures and a greater number of days with fog.”One consistent thing to expect across the country is the increased frequency of extreme weather. This includes more heavy rain, more dry drought conditions, more wind than usual and dramatic changes in temperatures over short periods, depending on where you live. Anderson said the lack of sea ice across the far north combined with warmer-than-normal conditions across the Great Lakes could have an impact.“With climate change, there have been studies that have shown there will be more extremes in weather,” the meteorologist said. “We’ve seen a lot of extremes.”
With rain coming, city prepares for possible evacuation of Toronto Island-[CBC]-YAHOONEWS-May 4, 2017
With Lake Ontario at its highest point in decades and two days of heavy rain set to start this afternoon, the City of Toronto is preparing for a possible evacuation of Toronto Island Park.An email from the Toronto island ferry stakeholders account says the city will leave one vessel — the William Inglis — at Ward's Dock overnight for "after-hours storm and temporary shelter, if required."Matthew Cutler, a spokesperson for Toronto Parks, said the move will help the city to react quickly if an evacuation is required."There was a concern that if there was an overnight storm period where transportation or shelter was required, that we wouldn't be able to respond quickly enough," he said. Also, residents of Toronto Island Park — who number about 700 and live on Ward's Island — will be notified via TOFerry@toronto.ca if the ferry is brought into service for storm evacuation.Cutler said some roads on the island are impassable and high water levels have made some park buildings and beaches impassable.Island resident Alan Tate said he's concerned about the flooding."It's been a bit scary, but this whole area was just flooded with water a couple of days ago. It's a little bit nerve-wracking but hopefully it's OK."-Heavy rain in the forecast-Between 40 and 70 millimetres of rain could fall on Toronto between today and Saturday. That's usually not a problem but with the ground already saturated and lake levels high, the city is preparing for possible flooding. The low elevation and multiple water features on the Toronto islands mean structures there could be vulnerable to flooding, according to Nancy Gaffney a waterfront specialist with the Toronto and Region Conservation Authority. Gaffney appeared today on CBC Radio's Metro Morning."We do have to make sure we're prepared to get those people moved to a safer location," she said. "We're trying to make sure that we're monitoring things very closely."Gaffney said the flooding will be worse if the rain is combined with high winds, which can drive waves over retaining walls designed to protect the shoreline."Most of our structures are built almost right at the level where the water is now, so any waves will start overtopping and pushing the water right onto land more than usual," she said. Before the rain starts, the city is urging residents to make sure their catch basins are clear of debris and that their gutters are clear as well. Anyone who spots serious flooding should call 311.
Laval warns residents to prepare as more rain expected to cause more flooding-[CBC]-YAHOONEWS-May 3, 2017
The City of Laval is warning its citizens to prepare as a new weather system is expected to bring more rain to the Montreal area.In a news release, the city says to plan for more flooding and encourages people who live near the river to take preventive measures, such as using sandbags to protect their home from water. Residents of Laval can call 311 to request the delivery of sandbags.Other preventive measures the city recommends: - Moving furniture and belongings to upper floors. - Finding a place to stay if flooding becomes severe. - Making a 72-hour emergency kit, including water, food, equipment, radios, etc. A special weather statement was issued for most of southern Quebec this afternoon. Environment Canada warns there could be more than 30 millimetres of rainfall beginning on Friday and carrying through till Monday. The statement says a new low pressure system will move up the Great Lakes and will bring another prolonged period of rain to Quebec. The additional rainfall could cause more problems for the many Quebec communities that are experiencing flooding this week, Environment Canada said.Environment Canada said the rain will begin over the Outaouais region and gradually spread eastward during the weekend and into Monday. The statement was issued for a number of regions around southern Quebec, including: - Chateauguay – La Prairie. - The Laval area. - Longueuil – Varennes. - Montreal Island area. - Mont-Tremblant – Sainte-Agathe. - Sainte-Adele – Saint Sauveur.David Phillips of Environment Canada said last month, the Montreal region had one of its wettest Aprils ever."It's been the extreme situation of April showers," said Phillips. "Hopefully it'll bring an abundance of May flowers, but certainly we have seen record amounts of rain in western Quebec and southern Quebec.

May accused of 'poisoning' EU talks By Eszter Zalan-MAY 4,17-EUOBSERVER
BRUSSELS, Today, 09:29-British prime minister Theresa May escalated the war of words with Brussels on Wednesday (3 May), as opponents accused her of trying to use Brexit to make political gains in the 8 June election.Scotland’s first minister Nicola Sturgeon accused May of trying "to poison the well” of Brexit talks out of “narrow, partisan motives”.Referring to May’s statement that an EU negotiating mandate, published on Wednesday, was designed to interfere in the British election, Sturgeon accused May of "an irresponsible, gratuitous attack on our European neighbours” for the sake of “narrow party political interests”."Insulting our neighbours simply makes the Brexit mountain much harder to climb,” Sturgeon said.Jeremy Corbyn, the embattled opposition leader, who trails May by almost 20 percent in pre-election polls, accused her of "playing party games” with Brexit.Emily Thornberry, Corbyn’s shadow foreign secretary, called May’s statement "preposterous, paranoid, and xenophobic”.She likened the PM to a "hybrid of Richard Nixon and Cersei Lannister".Nixon was a US president known for cynicism. Lannister is a power-hungry queen in a TV show called the Game of Thrones."Instead of alienating our European partners, and insulting them with these ludicrous accusations, she [may] should be working to build effective relationships and make meaningful progress,” Thornberry said.-Consequences-May noted on Wednesday that if the UK did not get the Brexit negotiations right "the consequences will be serious”."If we do not stand up and get this negotiation right we risk the secure and well-paid jobs we want for our children and our children’s children too," she said."If we don’t get the negotiation right, if we let the bureaucrats of Brussels run over us, we will lose the chance to build a fairer society with real opportunity for all,” she added. She spoke a few hours after the EU’s chief Brexit negotiator, Michel Barnier, unveiled the bloc’s position for the talks.“There will be consequences. Those who pretend or did pretend that you can leave the European Union and there are no consequences simply aren’t telling the truth,” Barnier said.May accused the EU of interfering in the 8 June vote.-Timing-"The European Commission’s negotiating stance has hardened. Threats against Britain have been issued by European politicians and officials,” she said.“All of these acts have been deliberately timed to affect the result of the general election that will take place on 8 June”, she added. She accused “some in Brussels" of not wanting the talks to succeed or for Britain to prosper. She also scolded the “continental media” for “misrepresenting" the UK’s position. Her remark alluded to German newspaper FAZ, which reported that her dinner last week with European Commission president Jean-Claude Juncker was a fiasco. She warned on a previous occasion that she would be a “bloody difficult woman” for Juncker during the Brexit talks.Juncker said on Wednesday: "I deeply respect the British prime minister. I like her as a person. I have noted she’s a tough lady. This is not for the future. This is a real-time description".
Macron and Le Pen trade insults and clashing visions By Eric Maurice-MAY 4,17-EUOBSERVER
BRUSSELS, Today, 09:13-Emmanuel Macron and Marine Le Pen highlighted their personal animosity and the deep polarisation of French politics in a TV debate on Wednesday (3 May) ahead of the presidential run-off on Sunday. For more than two hours, the candidates traded insults and interrupted each other, and conjured radically divergent visions on the economy, social issues and the fight against terrorism and radical Islamism.Macron said that Le Pen was "the candidate of fear" and a "parasite" feeding off the system she denounces. She portrayed him as the candidate of "savage globalisation, of uberisation, of precariousness, of communitarianism, of war of all against all".Le Pen, who is trailing by around 20 points in opinion polls, played the role of the anti-system "people's candidate". Her strategy seemed to be to try to destabilise and anger Macron. She repeatedly drew attention to the fact that Macron was a former adviser and economy minister under outgoing president Francois Hollande and insisted that "Hollande junior" was responsible for the country's economic difficulties and high unemployment."You say you are the candidate of openness, you are the candidate of closure of factories," she told her opponent.Macron, who needed to convince voters that he is more than a "candidate by default", remained calm despite Le Pen's attacks. He also appeared to lecture his opponent."Don't talk nonsense. You talk a lot of nonsense," he told her, adding that she had shown that she was "not the candidate of subtlety".Among other issues, the two candidates clashed about the EU, with Le Pen struggling to explain her plans and accusing Macron of being "submissive" to the EU and Germany.-'Save Europe from the EU'-“France will be led by a woman, it will be me or Mrs Merkel,” she said. "You went to see Mrs Merkel, to ask for her benediction, because you don't consider doing anything without her approval."A few days after she said that leaving the euro was no longer a "prerequisite" to her policies, Le Pen said that is was "essential to have a national currency again".She said that the euro was "the bankers' currency, not the currency of the people".She said she would negotiate with France's EU partners to introduce a "common" currency that would be used by banks and gig companies, in parallel to national currencies that would be reintroduced."The euro, it's important. So are we leaving it or not," Macron asked, to underline her opponent's lack of clarity on the issue."Each country will have its currency," she insisted, adding that two parallel currencies existed "between 1993 and 2002". She was referring to the ECU, which was a unit of account, not a currency companies could use for payments.Le Pen said she wanted to create a "European alliance of free and sovereign nations" to "save Europe from the EU". She added that she would call for a conference of EU leaders and would put France's EU membership to referendum "after six or 10 months" of negotiations.Macron replied that leaving the euro was "a deadly and dangerous" plan and that Le Pen's EU policies would take France "out of history".-'Currency war'-"My vision is to build a strong euro and a strong European policy, in which we defend France's interests," he said, adding that he wanted to "fight alongside Germany".He said he wanted a France that "makes reforms and takes its responsibilities"."Many countries are doing very well with the euro. What you propose is a currency war," he told Le Pen.Macron said that Le Pen was "submissive to Russia's diktat" but he did not mention the Russian loans to Le Pen's National Front.Le Pen, who was received by Russian leader Vladimir Putin in March, said that Russia had "no hostility towards France"."We have to remain equidistant from Russia and the US," she said. "We have no reason to wage a cold war against Russia, we have all reasons to engage in a diplomatic and trade relationship."The debate was watched by 15.1 million - a smaller audience than in previous elections.According to a poll immediately after the debate, 63 percent of people thought that Macron was more convincing than Le Pen.

Fake news take centre stage in French election By Eric Maurice-MAY 4,17-EUOBSERVER
BRUSSELS, Today, 17:41-Fake news has taken centre stage in the French election after Marine Le Pen, the far-right contender, and internet activists hinted that her opponent, Emmanuel Macron, had a secret fund in the Bahamas. The Paris prosecutor opened a preliminary inquiry into the affair on Thursday (4 May), after Macron filed a complaint against an unnamed person for use of fake information to influence a vote."I have no account in the Bahamas," the centrist candidate also said on France Inter radio on Thursday morning."I never had any account in any tax haven. It is not my temperament, in my deep character."Le Pen gave wings to the rumour on Wednesday evening, during an acrimonious TV debate ahead of Sunday's run-off.Macron said Le Pen’s National Front party was “the party of financial scandals”, referring to an enquiry into its alleged misuse of EU funds. She replied: “I hope that we won’t learn that you have an offshore account in the Bahamas, or anything, I don’t know.”"I hope we won't learn anything in the coming days or weeks. Nobody understood what you said about your properties”.Macron immediately accused her of "defamation”, but articles and posts were already spreading the allegation online.According to Macron's team, the rumour started on 4chan.org, an internet message board, two hours before the TV debate. One 4chan.org message linked to purported "documents proving Macron's secret tax evasion" and mentioned "a shell company in Nevis" and "a banking relationship with a bank involved in tax evasion in the Cayman Islands".The message said "Macron underreported his income and assets to the government", an allegation that was later echoed by Le Pen on TV.The message board is popular with US far-right activists and already launched an attack on Macron last month.Wednesday’s post was quickly shared on Twitter, first by 4chan.org and other US right-wing activists, then by accounts linked to Russian state media RT and Sputnik, Macron's team said.-'Typical fake news'-Nicolas Vanderbiest, a Belgian researcher, reconstructed what happened next.He said that an article published by a far-right US website, Disobedient Media, under the title "Documents indicate that Emmanuel Macron may be engaging in tax evasion" was among the most widely shared during the TV debate in Paris.Vanderbiest said "all of Russian propaganda's most influential [online] accounts”, shared the story. He said “international Trump-propaganda” and other “pro-Russian accounts” shared it too.He also said that newly created accounts, which did not yet have any followers, as well as US accounts tweeting in French, got in on the act.The Bahamas story comes a few days after the Atlantic Council, a US think tank, and Buzzfeed, a US news site, reported that far-right US activists tried to launch viral anti-Macron content on social networks.Russian and Russia-linked media, which said he was secretly gay, that he was funded by Saudi Arabia, and that he washed his hands after greeting workers, have also tried to do harm. The stories and rumours, as with the Bahamas allegations, were spread further by bots, automatic accounts on social networks, that were in many cases linked to pro-Russian or pro-Trump websites."This is typical of what we call fake news," Macron told France Inter. He said he did not believe it was "a coincidence" that Le Pen brought up the issue in the TV debate at the same time as it was being spread online. He said Le Pen had "organised [her] troops on the internet" and planned the attack "with her allies".These allies, he said "have bombarded me with fake announcements and lies. They are these websites, some of which are linked to Russian interests".-'No proof'-In an interview on BFMTV also on Thursday morning, Le Pen said that she was "not at all" accusing Macron of having accounts in the Bahamas, because she had "no proof".She said she raised the issue on TV because she did "not want that we discover it too late"."Are we no longer allowed to ask him the question?" she added.Speaking also on Thursday, Louis Aliot, a politician in Le Pen’s National Front party and also her partner said on Europe1 radio that "something [on Macron] will certainly come out today".As of Thursday afternoon, the Russian state news website Sputnik did not have any articles on the Bahamas story, either in English or French. Its French version only ran a story saying that after the debate, "Le Pen is more popular on the net, Macron more convincing". RT, another Russian state media, reported that Macron had filed a complaint. Both also had articles about former Barack Obama supporting Macron in a newly released video.
Greece paying asylum seekers to reject appeals By Nikolaj Nielsen-EUOBSERVER
BRUSSELS, 3. May, 18:09-The Greek government is giving cash incentives for rejected asylum seekers on the islands to forgo their legal rights to appeal their cases. Some €1,000 and free plane tickets home are now part of a largely EU-financed package to send them packing as quickly as possible."This is quite complicated and quite immoral," a Greek lawyer working for Save the Children, an international NGO, told EUobserver on Tuesday (2 May). The move is part of a larger effort to return people to Turkey and free up administrative bottlenecks, but the plan has generated criticism from human rights defenders who say asylum seekers are being pushed into taking the money.People have five days to decide whether to take the cash, with reports emerging that even that short delay was not being respected by authorities. Previously, people were entitled to the assistance even if they appealed. The scheme only applies to those in so-called eu hotspots on the Chios, Kos, Leros, Lesvos, and Samos islands, where arrivals are screened, given that Turkey does not accept people back from mainland Greece.Greek minister of migration Ioannis Mouzalas has said the financial bait was needed to prevent bogus claimants from abusing the asylum system. The new rules on excluding people who appeal their cases, imposed last month, also come after the European Commission pressured Athens into shortening its appeal process and removing administrative barriers to send more people home. The EU-Turkey deal last year was supposed to ensure that new asylum arrivals whose applications have been declared unfounded would be returned to the country. But only around 1,500 have been sent back since its launch, with the Greek appeals system consistently ruling in favour of initially rejected asylum seekers over broader concerns that Turkey was not safe. The Geneva-based International Organisation of Migration (IOM), which has been running the programme to assist people returning home from Greece since 2010, will now have to follow the latest change. Also known as Assisted Voluntary Return and Reintegration, the programme has so far helped over 35,000 since 2010.Most are sent back to Pakistan, followed by Afghanistan, and Bangladesh. Anyone was entitled to it, regardless of whether they had appealed their cases. The scheme is largely funded by the EU Commission and topped off by a much smaller contribution from the Greek interior ministry. The Commission has yet to respond to queries if it had played a part in the new rule that now excludes people who decide to appeal rejected applications. But Oxfam, an NGO, says the policy change means people are having to gamble away their future without being fully informed of their rights.EASO, the EU asylum agency, has been accused of piling on the pressure for them to forgo their legal right to appeal before the five-day deadline.A number of EASO agents on the Greek islands were also said to be rapidly shuffling people into an asylum procedure that squandered their chances of international protection.-NGOs told to leave islands-The whole appears to be part of bigger plan to squeeze asylum-seeker rights on the islands and get them out of Greece as fast as possible. It also comes on the heels of a new plan that aims to boot NGOs from the islands."Many NGOs will longer be on the islands after July, it means there is going to be a lot less scrutiny and a lot less visibility on what is going on as well," said Claire Whelan from the Norwegian Refugee Council, an independent humanitarian organisation.NGOs working in the medical field in the Vial hotspot in Chios island have already been replaced by the Greek army and the Greek Red Cross. All were informed earlier this year that DG ECHO, the EU Commission's humanitarian branch, would no longer fund them. Instead, the money will be coming from the Commission's interior and security department, DG Home."One of the biggest gaps we see, that remains, is access to legal assistance and legal counseling. And I don't know if that will be funded under DG Home and the government," the Norwegian Refugee Council's Whelan said.
Syrian rebels reject Russia's proposal for safe zones-[Reuters]-YAHOONEWS-May 4, 2017
ASTANA (Reuters) - Syria's armed opposition on Thursday rejected a Russian plan to create safe zones in Syria, calling it a threat to the country's territorial integrity, and said it would also not recognise Iran as a guarantor of any ceasefire plan.Turkey, which supports Syrian rebels, and Iran, which backs Syrian President Bashar Assad, agreed earlier in the day to Russia's proposal for "de-escalation zones" in Syria, a move welcomed by the United Nations."We want Syria to maintain its integrity," opposition delegate Osama Abu Zaid said after Russia, Turkey and Iran - the sponsors of talks in the Kazakh capital Astana aimed at ending Syria's fighting - signed a memorandum on creating safe zones."We are against the division of Syria. As for the agreements, we are not a party to that agreement and of course we will never be in favour (of it) as long as Iran is called a guarantor state," Abu Zaid said.He also cited what he called "a huge gap" between the promises of Russia, which intervened militarily in 2015 on Assad's side and gave him back the upper hand in the conflict."We have an agreement already (in) our hands, why isn’t it implemented? There is an agreement...signed five months ago, why hasn't it been implemented?" he said, referring to a truce deal announced by Russia in December that was largely ignored on the ground. "Why are we jumping now to safe zones?""Russia was not able to or does not want to implement the pledges it makes, and this is a fundamental problem."Several opposition delegates walked out in protest, briefly interrupting the signing of the safe zones memorandum.Russia, Turkey and Iran did not immediately publish the memorandum, leaving its details unclear. But the safe zones appear intended to be conflict-free in order to help widen a ceasefire, and would potentially be policed by foreign troops.Senior Russian negotiator Alexander Lavrentyev told reporters on Thursday that under the plan Russia could send observers to safe zones. Third-party monitors could also be invited provided Iran and Turkey agreed, he said.(Reporting by Olzhas Auyezov and Raushan Nurshayeva; writing by Dmitry Solovyov; editing by Vladimir Soldatkin and Mark Heinrich)
U.N. envoy says Syria safe zones plan a step in right direction-[Reuters]-YAHOONEWS-May 4, 2017
ASTANA (Reuters) - U.N. Special Envoy for Syria Staffan de Mistura hailed on Thursday a plan for creating safe zones in Syria as a step in the right direction toward a real cessation of hostilities. After a new round of Syria peace talks held in the Kazakh capital Astana, Russia, Turkey and Iran signed on Thursday a memorandum on creating safe zones in Syria. But the delegation of the armed Syrian opposition walked out and shouted angrily."Today in Astana I think we have been able to witness an important promising positive step in the right direction in the process of de-escalation of the conflict," de Mistura told reporters.Russia's lead negotiator on Syria Alexander Lavrentyev said that Moscow was ready to work more closely with the United States and Saudi Arabia on Syria."Unfortunately, the Americans are still ignoring our attempts to establish closer military cooperation but we will keep trying," he said. He also said that Moscow was ready to send its observers to Syria's free zones.(Reporting by Olzhas Auyezov; Writing by Dmitry Solovyov; editing by Vladimir Soldatkin)
Mosul offensive gains fresh momentum as army attacks IS from northwest-[Reuters]-By Ahmed Aboulenein and Ahmed Rasheed-YAHOONEWS-May 4, 2017
SOUTHWEST OF MOSUL, Iraq/BAGHDAD (Reuters) - The U.S.-backed Iraqi offensive to take back Mosul from Islamic State gained fresh momentum on Thursday, with an armored division trying to advance into the city from the northern side. The militants are now besieged in the northwestern corner of Mosul which includes the historic Old City center, the medieval Grand al-Nuri Mosque, and its landmark leaning minaret where their black flag has been flying since June 2014.The Iraqi army's 9th Armoured Division and the Rapid Response units of the Interior Ministry have opened a new front in the northwest of the city, the military said in a statement. The attack will help the elite Counter-Terrorism Service (CTS) and Interior Ministry Federal Police troops who are painstakingly advancing from the south."Our forces are making a steady advance in the first hours of the offensive and Daesh fighters are breaking and retreating," Brigadier General Yahya Rasool, a spokesman for the joint operations command, told state television. He was referring to Islamic State by an Arabic acronym.Federal Police and Rapid Response forces advanced 1,400 meters and keep pushing ahead in the Hulela area toward the Haramat district northwest of Mosul. They were trying to reach the Tigris river bank and surround the Fifth Bridge north of the Old City, the Federal Police said in a statement.A U.S.-led international coalition is providing key air and ground support to the offensive on Mosul, Islamic State's de facto capital in Iraq, which started in October. It was from the pulpit of the Grand al-Nuri Mosque that Islamic State leader Abu Bakr al-Baghdadi revealed himself to the world in July 2014, declaring a "caliphate" that spanned parts of Syria and persecuted non-Sunni communities as well as Sunnis who did not abide by its extreme interpretation of Islam."An armored division should not be going into narrow alleyways and streets but we will," said Lieutenant General Qassem al-Maliki, commander of the 9th Armoured Division."There are sometimes troop shortages or orders that require us to do so and we will do our duty," he told Reuters in an interview at a base southwest of Mosul."We will enter with Rapid Response forces and CTS and we will enter as one front."The Iraqi army said on April 30 that it aimed to finish the battle for Mosul, the largest city to have fallen under Islamic State control in both Iraq and Syria, this month.Islamic State's defeat in Mosul will not mean the end of the hardline Sunni group which remains in control of parts of Syria and vast swathes of Iraqi territory near the Syrian border.-SHAPING THE BATTLEFIELD-Close U.S. support should help the involvement of the armored division and reduce the risk for civilians, U.S. Army Lieutenant Colonel James Browning, the partnered advisor to the Iraqi 9th Armoured Division, told Reuters at the base."Everything I am trying to do is try to shape the battlefield for him," Browning, a battalion commander from the 82nd Airborne Division, said referring to Maliki."I am looking at trying to strike right in front of him as well as deep, even into Old Mosul."U.S. support is essential for getting rid of suicide car bombs, known as VBIEDs, driven by the militants as road torpedoes before crashing into troops.A typical conversation between Browning and Maliki would go like this: "What are you seeing on the screen? Do you see civilians?" Browning recalls Maliki asking."And sometimes I say 'yes' and he (Maliki) says 'don't strike'. I go through that process every time. We scan, we take a look, we make sure," Browning said. The war is taking a heavy toll on civilians trapped behind Islamic State lines and used by the militants as shields.Local officials and eyewitnesses have said as many as 240 people may have died in March in the Al-Jadida district of western Mosul when a blast resulted in a building collapsing. The U.S. military has acknowledged that the U.S.-led coalition probably had a role in the March 17 explosion, but said Islamic State also could be to blame.(Reporting by Ahmed Aboulenein southwest of Mosul and Ahmed Rasheed in Baghdad; Additional reporting by Isabel Coles in Erbil; Writing by Maher Chmaytelli; Editing by Ralph Boulton)

Brandon School Division looking at student's recommendations to make schools more LGBT inclusive-[CBC]-YAHOONEWS-May 3, 2017
The Brandon School Division says it hopes to implement some ideas brought forward by a Grade 11 student to make its schools more supportive and inclusive for LGBT students.Navan Forsythe made a presentation to the division's board of trustees on March 20, offering a variety of recommendations from ally training to more gender-inclusive washrooms, based on concerns he's observed and heard from friends in Manitoba and beyond.Forsythe said he has received positive feedback from the board as well as from his school's principal."The school board was very supportive — much more supportive than I had originally anticipated," he told CBC's Radio Noon program in an interview that aired Wednesday.Brandon School Division board chair Kevan Sumner said trustees were impressed by Forsythe's presentation."I wish that more students had the courage to come before us to discuss issues of importance such as this. I know that Navan took several months to consider his presentation, during which time he spoke to his fellow students and school administrators, as well as myself. He covered a number of very important topics," Sumner wrote in a statement.Forsythe said his top recommendation is ally training for teachers, counsellors and other school staff on how to work with LGBT students who are in crisis."If a student who is depressed or who is suicidal comes to their school counsellor and that counsellor is not supportive of their identity and does not know how to handle the problems that are more unique to the LGBT community, that can be very dangerous for that student," he said.Another major issue within Brandon-area schools, Forsythe said, is the need for more gender-neutral washrooms. He said while several schools have indicated they are accommodating LGBT students in this regard, there is room for improvement. He cited as an example one student's experience with an inclusive washroom at one school."There is only one stall, and when that stall was closed for the day, that student had to actually go home to go to the bathroom because they were that worried about the repercussions of going into one of the other bathrooms available to them," he said.Sumner said the board referred Forsythe's presentation to the senior administrators, who are preparing a formal report covering some of the points that were raised. Sumner said he hopes to see their report before the end of the school year."I expect that there may be some recommendations that are relatively easy to implement, but others may have budget implications or other logistical considerations that could impede any sort of immediate action," he wrote.

Tennessee, Iowa close to banning abortions after 20 weeks-[Reuters]-By Tim Ghianni-YAHOONEWS-May 3, 2017
NASHVILLE, Tenn (Reuters) - Two U.S. states drew closer on Wednesday to legislating tougher restrictions on abortion with both Iowa and Tennessee seeking governors' signatures that would ban the procedure after 20 weeks.Women in the United States have the right under the Constitution to end a pregnancy, but abortion opponents have pushed for tougher regulations, particularly in conservative states.A Tennessee bill banning abortions after 20 weeks was sent to the desk of Governor Bill Haslam after it was passed by the state's Republican-controlled House on Wednesday.Haslam, a Republican, has not made a decision on whether he will sign the measure into law and will discuss the bill with the state's attorney general, his spokeswoman Jennifer Donnals said.Attorney General Herbert Slatery could not be reached for comment.Iowa Governor Terry Branstad, also a Republican, said he would sign on Friday a 20-week abortion ban. The bill was passed by the Republican-controlled House and Senate last month. There are 24 states that impose prohibitions on abortions after a certain number of weeks, according to the Guttmacher Institute, which tracks reproductive policy.Seventeen of these states ban abortion at about 20 weeks. The Tennessee bill would require women to undergo a test of viability and gestational age before a doctor performed an abortion. Doctors who violate the law could face felony charges. The bill does not make exceptions for rape or incest. It does allow for abortions if the mother's life or health is at risk.“We've made significant progress as a legislative body in recent years to give a voice to the unborn,” Republican representative Matthew Hill said in a statement.Iowa's bill bans abortions once a pregnancy reaches 20 weeks and stipulates a three-day waiting period before a woman can undergo any abortion. It does not make exceptions for instances of rape or incest. It does allow for abortions if the mother's life or health is at risk. The American Civil Liberties Union and Planned Parenthood, a group that provides family planning services, including abortions, filed a lawsuit challenging Iowa's waiting period."The governor, lieutenant governor and Iowa legislators have waged an outright war on women's access to safe and legal abortions," said Suzanna de Baca, president and chief executive of Planned Parenthood of the Heartland.(Additional reporting and writing by Timothy Mclaughlin in Chicago; editing by Grant McCool)
Anti-abortion activists seek dismissal of California privacy case-[Reuters]-By Lisa Fernandez-YAHOONEWS-May 4, 2017
SAN FRANCISCO (Reuters) - Lawyers for two anti-abortion activists who secretly filmed a conference of abortion providers while pretending to work for a fetal-tissue procurement company asked a California judge on Wednesday to dismiss eavesdropping charges against the pair.Defense attorneys asserted in court papers that the criminal complaint brought by California's attorney general against David Daleiden, 28, and Sandra Merritt, 63, was insufficient because it failed to identify their alleged victims by name.Daleiden and Merritt are each charged with conspiracy and 14 counts of invasion of privacy for creating false identities to infiltrate the abortion conference, then videotaping various conference participants and others without their consent. The two are accused of fabricating a sham biomedical research firm, BioMax Procurement Services, to gain access to private meetings of the National Abortion Federation (NAF), Planned Parenthood and others affiliated with reproductive healthcare. The individuals they taped are referred to in charging documents as DOE 1 through 14. Prosecutors filed identifying information in a sealed confidential attachment. If the judge sides with the defense, finding prosecutors lack justification for keeping the alleged victims anonymous, the state could be forced to amend its complaint and reveal their names in order to proceed.Defense lawyer Steve Cooley, representing Daleiden, said state Attorney General Xavier Becerra, a Democrat, was conducting a political prosecution.Daleiden, who runs the California-based nonprofit Center for Medical Progress, and Merritt, a fellow anti-abortion activist and retired teacher, have cast themselves as "citizen journalists" who employed well-worn undercover tactics of the news media to expose wrongdoing. But prosecutors said Daleiden and Merritt engaged in computer hacking and criminal fraud to create false IDs and a bogus corporate entity - crossing lines that bona fide journalists would avoid. The case stems from recordings made at an April 2014 NAF conference in San Francisco and several subsequent restaurant meetings in Los Angeles and El Dorado, California.Distribution of those tapes and others from a 2015 NAF conference in Baltimore were barred under federal court order after NAF sued Daleiden's group in 2015.But Daleiden has released other videos targeting Planned Parenthood purporting to show its officials trying to profit from the sale aborted fetal tissue, in violation of federal law.Planned Parenthood accused Daleiden of using the videos to distort its practices, in which it lawfully seeks only to recover costs associated with fetal tissue donations for scientific research.Daleiden and Merritt were indicted in January 2016 for using illegal government identifications to secretly film a Planned Parenthood facility in Texas, but that case was dropped. Both are slated for arraignment in the California case on June 8.Daleiden surrendered to authorities last month under an arrest warrant and was released on $75,000 bond. Merritt was taken into custody at the court on Thursday and was expected to post bond later in the day.(Additional reporting and writing by Steve Gorman in Los Angeles; Editing by Robert Birsel)
