Russia threat triggers European military spending hike By Nikolaj Nielsen-APR 24,17-EUOBSERVER

BRUSSELS, Today, 09:18-A perceived threat from Russia has triggered a central European dash towards military spending.Figures presented on Monday (24 April) by the Stockholm International Peace Research Institute (Sipri) show military expenditures in Central Europe grew by 2.4 percent in 2016.Sipri researcher Siemon Wezeman in a statement said that the growth spurt can be attributed, in part, to the perception of Russia posing a greater threat following the country's annexation of Crimea in Ukraine."This is despite the fact that Russia’s spending in 2016 was only 27 percent of the combined total of European Nato members," he said.Latvia registered the biggest increase in military spending ($407 million) with a 44 percent jump from 2015 to 2016, followed by Lithuania at 35 percent ($636 million).Meanwhile, last year Russia increased its budget by 5.9 percent to $69.2 billion.Spending increases from 2015 to 2016 were also noted in all but three nations in western Europe - Belgium, and non-Nato countries Ireland and Sweden. Overall military expenditures in this same region rose by 2.6 percent.Italy registered the biggest defence spending spike in western Europe, with an 11 percent increase between 2015 and 2016. The spike partly reflects Italy's support for its local arms industry. The US has also seen its first significant growth in military spending in 2016 after five years of decline. The country increased spending by 1.7 percent to $611 billion last year, which is still 20 percent lower than the peak in 2010.

Japanese demand for nuclear shelters, purifiers surges as North Korea tension mounts-[Reuters]-By Kiyoshi Takenaka-YAHOONEWS-April 24, 2017

TOKYO (Reuters) - Sales of nuclear shelters and radiation-blocking air purifiers have surged in Japan in recent weeks as North Korea has pressed ahead with missile tests in defiance of U.N. sanctions.A small company that specializes in building nuclear shelters, generally under people's houses, has received eight orders in April alone compared with six orders during a typical year. The company, Oribe Seiki Seisakusho, based in Kobe, western Japan, also has sold out of 50 Swiss-made air purifiers, which are said to keep out radiation and poisonous gas, and is trying to get more, said Nobuko Oribe, the company's director.A purifier designed for six people sells for 620,000 yen ($5,630) and one designed for 13 people and usually installed in a family-use shelter costs 1.7 million yen ($15,440).Concerns about a possible gas attack have grown in Japan after Prime Minister Shinzo Abe told a parliament session this month that North Korea may have the capacity to deliver missiles equipped with sarin nerve gas."It takes time and money to build a shelter. But all we hear these days, in this tense atmosphere, is that they want one now," Oribe said. "They ask us to come right away and give them an estimate."Another small company, Earth Shift, based in Shizuoka prefecture, has seen a tenfold increase in inquiries and quotes for its underground shelters, Akira Shiga, a sales manager at the company said. The inquiries began gradually increasing in February and have come from all over Japan, he said.-EVACUATION DRILLS-North Korean missiles have fired with increasing frequency. Last month, three fell into waters within Japan's exclusive economic zone, some 300-350 kilometers off the coast of northern Akita prefecture. The Japanese government on Friday urged local governments to hold evacuation drills in case of a possible missile attack, heightening a sense of urgency among the public. Some orders for the shelters were placed by owners of small-sized companies for their employees, and others by families, Oribe said. A nuclear shelter for up to 13 people costs about 25 million yen ($227,210) and takes about four months to build, he said. The shelter his company offers is a reinforced, air-tight basement with an air purifier that can block radiation as well as poisonous gas. The room is designed to withstand a blast even when a Hiroshima-class nuclear bomb exploded just 660 meters away, Oribe said.North Korea said on Sunday it was ready to sink a U.S. aircraft carrier to demonstrate its military might, in the latest sign of rising tension in the region. The United States ordered the USS Carl Vinson carrier strike group to sail to waters off the Korean peninsula in response to mounting concern over the reclusive state's nuclear and missile programmes. In Japan's previous experience with sarin gas in 1995, members of a doomsday cult killed 12 people and made thousands ill in attacks on Tokyo subways.(Reporting by Kiyoshi Takenaka Additional reporting by Teppei Kasai; Editing by Malcolm Foster and Bill Tarrant)

China’s Xi Jinping urges restraint from Donald Trump amid fears of North Korea nuclear test-[The Telegraph]-Neil Connor-YAHOONEWS-Apr 24, 2017, 7:53 AM

Xi Jinping, the Chinese President, urged Donald Trump to show restraint over North Korea on Monday, as a US aircraft carrier group heads towards the region amid fears that Kim Jong-un’s regime was set to carry out a nuclear test.Mr Xi made the appeal as Beijing becomes increasingly concerned that strong rhetoric between Washington and Pyongyang could escalate into conflict.North Korea prepares to mark the 85th anniversary on Tuesday of the founding of its Korean People's Army – a possible date for the regime to test military hardware.President Xi told the US president that with a “rapidly changing international situation”, it was important for Beijing and Washington to “maintain close contacts and make exchanges on key issues”.Xi, Trump discuss ties, #KoreanPeninsula situation over phone https://t.co/46iRNo7mtSpic.twitter.com/dg1AsocNQF— China Xinhua News (@XHNews) April 24, 2017-Mr Trump is growing increasingly impatient over North Korea’s nuclear ambitions, and concerns are growing that he could take action against the rogue regime. In his second phonecall with the US president since the pair met in Florida earlier this month, Mr Xi said he hoped “all parties would exercise restraint and avoid doing things that would aggravate tensions on the peninsula.”He added that “all parties should adopt a responsible attitude” in achieving “the same goal” – halting Pyongyang’s nuclear ambitions.US vice president Mike Pence said on Saturday that a strike group led by the US Carl Vinson aircraft carrier would arrive in the Sea of Japan, which is between Japan and South Korea, in a “matter of days”.It was heading north in the western Pacific Ocean conducting joint exercises with Japan's Maritime Self-Defence Force, reports said Monday.South Korea is also reported to be considering taking part in drills.Satellite imagery analysed by 38 North, a Washington-based monitoring project, found some activity at North Korea's Punggye-ri nuclear test site last week. However, the group said it was unclear whether the site was in a "tactical pause" before another test or was carrying out normal operations.Tensions escalated further on Sunday when North Korea detained a US citizen as he attempted to leave the country.President Trump has sought China’s help to rein in North Korea’s military programme, but has also vowed to act unilaterally if it failed to do so.China, the North’s only diplomatic ally and trading partner, banned imports of coal from its neighbour in mid February after tough UN sanctions were imposed on Pyongyang.Chinese media has raised the possibility that Beijing could choke the country of crude oil, a potentially devastating move for Kim's regime.Chinese President #XiJinping urges all parties to exercise restraint on #DPRK issue in phone conversation w/ @POTUS@realDonaldTrump on Mon pic.twitter.com/TuDqxZAlhF— People's Daily,China (@PDChina) April 24, 2017-China’s increasing opposition to its neighbour’s military ambitions drew an angry response from North Korean media over the weekend. The state-owned KCNA news agency suggested Beijing was “dancing to the tune of others” and warned China of “catastrophic consequences”.The commentary is only the second to be published by Pyongyang’s official media to criticise Beijing in the same language that it commonly uses for traditional enemies, South Korea and the US.It comes two months after KCNA launched a broadside over the coal ban.China’s Global Times newspaper hit back on Monday, accusing KCNA of seeking to convince China to change its opposition towards a nuclear test.“No matter how many articles KCNA publishes,” the state-run outlet warned.“Whatever future measures North Korea takes, Beijing's stance will not be affected.”The daily tabloid said any such nuclear test would result in “further isolating Pyongyang itself".Meanwhile, the Rodong Sinmun, the official newspaper of the North's ruling Workers' Party, said in a commentary on Monday, that the US “should not run amok and should consider carefully any catastrophic consequence from its foolish military provocative act."What's only laid for aggressors is dead bodies and deaths," the newspaper continued.

Trump says 'strong Europe' is good for the US-By EUOBSERVER-21. Apr, 08:55

US president Donald Trump appeared to soften his stance on the EU in a meeting with Italian prime minister Paolo Gentiloni on Thursday (20 April), saying that a strong Europe was "very important" to him and the United States. His assurances break with earlier statements during Trump's campaign, when he praised Brexit and called the EU a "vehicle for Germany". Trump also called for "balanced, reciprocal" trade relations with Italy.

Analysis-France's election run-off will be far-right versus EU By Eric Maurice-APR 24,17-EUOBSERVER

Paris, Today, 09:29-The second round of the French presidential election on 7 May will amount to a referendum on the far-right and the EU after traditional left and right parties were eliminated.Emmanuel Macron, a social-liberal who campaigned with the French and European flags, will face Marine Le Pen, who wants to take France out of the euro and organise a referendum on EU membership.Macron, a 39-year old former economy minister, finished ahead in the election's first round on Sunday (23 April), with 23.9 percent versus 21.7 percent for Le Pen. This is the first time that the Socialist Party and the center-right Republicans Party are both absent from the run-off.Bar a major upheaval, Macron will be the new French president, as he will most likely benefit from a so-called republican front, where voters from the left and right unite to block the far-right.A first poll on Sunday said that he would beat Le Pen with a 62-38 percent outcome. The prospect of Le Pen being beaten and the wave of anti-EU forces being contained in the bloc’s second biggest country sent sighs of relief in Europe. In unprecedented moves after the first round of a national election, German chancellor Angela Merkel and European Commission president Jean-Claude Juncker expressed their support to Macron through their spokespeople.Merkel’s Steffen Seibert wished “all the best” to Macron on Twitter and congratulated the French politician for being successful with his programme of “a strong EU and social market economy”.Juncker’s Margaritis Schinas , said also on Twitter that the EU executive chief had “congratulated” Macron and wished him “good luck” for the run-off.“The second round will be a vote for or against Europe,” Marie-Sixte, a Macron supporter, told EUobserver as she was waiting for the candidate’s speech on Sunday. “Its not a matter of person, but of programme. The question for France is: what do we do?”In his address, Macron referred several times to Europe simultaneously with France, and said that he wanted to represent a "path for hope for our country and for Europe".Using by Le Pen's own words, he said that he would be "the president of patriots against the threat of nationalists"."There are not several Frances, there is only one, the France of patriots in a Europe that protects and that we have to rebuild," he insisted.Le Pen conspicuously did not mention the EU in her speech on Sunday, but she said that she now had "the immense responsibility to defend the French nation, its unity, its security, its culture and its independence"."It is time to free the French people … from arrogant elites that want to tell it what to do," she said, using the language she usually uses to refer to France’s EU membership. She said that what was mainly at stake was "the wild globalisation that endangers our civilisation".She called on voters to "choose France, borders that protect our jobs and our spending power, our security, our national identity".Despite Macron’s predicted victory in the second round, Sunday’s results and first reactions show that the debate is not over.-7 million votes-Receiving more than 7 million votes in the first round, Marine Le Pen did much better than her father Jean-Marie Le Pen when he also qualified for the run-off in 2002, with 4.8 million votes. At the time, Le Pen senior’s performance sent shockwaves throughout France and triggered massive demonstrations against the National Front (FN) party. His opponent Jacques Chirac eventually won with 82.21 percent of votes. On Sunday, the feeling in the country was relief that Le Pen junior was only second, after leading polls for months, and that she would be facing Macron, who is more consensual than conservative Francois Fillon and less radical than leftist Jean-Luc Melenchon – the two candidates who finished third and fourth.Le Pen also did better than the 6.8 million votes obtained by FN candidates in the December 2015 regional elections – the party’s higher result so far.The anti-EU, anti-migrant far-right is likely to remain a solid political force in France, even if it continues to hit the “glass ceiling” of France’s two-round voting system.Le Pen’s score on 7 May will partly depend on how conservative voters chose to vote.Fillon, the Republicans party’s candidate, said on Sunday that “there is no other choice than to vote against the far-right”.He told supporters that the FN was “violent” and “intolerant” and that its economic programme would lead France to “bankruptcy” and the EU to “chaos”.But at his campaign headquarters in Paris, party members were divided.Asked by EUobserver about Fillon’s call to vote for Macron, several of them refused to answer. Some admitted that he was “dignified” and “courageous” to oppose Le Pen. But most of them said they didn’t know what they would do; they would either cast a blank vote or cast a vote for Le Pen.“It is difficult to vote for Macron, whom we fought so hard against for three months,” said a student Ulysse, just after Fillon’s speech.“Voting for Macron would be falling into the trap” of the political system where the left and the right are too close to each other, said another supporter who declined to give his name.According to Sunday’s poll, 33 percent of Fillon voters would vote for Le Pen in the second round, against 4 percent of socialist voters and 9 percent of Melenchon voters.

Le Pen attacks Macron on security ahead of French presidency runoff-[Reuters]-By Bate Felix and Sudip Kar-Gupta-YAHOONEWS-April 24, 2017

PARIS (Reuters) - French far-right leader Marine Le Pen on Monday accused Emmanuel Macron, her inexperienced opponent in next month's runoff for the presidency, of being weak in the face of Islamist terrorism.Global markets reacted with relief to Sunday's first round of voting, which broke the dominance of established parties of the centre-left and centre-right but still left a pro-European Union centrist and former economy minister in pole position to become France's next leader. The euro briefly reached five-month peaks while European shares rose sharply. The latest opinion polls indicate that Macron, a 39-year-old who has never held elected office, will win at least 61 percent of votes. Those figures soothed investors who have been unnerved by Le Pen's pledges to ditch the euro, print money and possibly quit the EU, and were nervous of another anti-establishment upheaval to follow Britain's "Brexit" vote and Donald Trump's election as U.S. president.Le Pen, 48, has also touted her pledges to suspend the EU's open-border agreement on France's frontiers, and to expel foreigners who are on the watch lists of intelligence services, as the right response to a series of Islamist attacks in France.Seeking to exploit Macron's lack of experience in the area, she told reporters in her northern stronghold of Henin-Beaumont: "I'm on the ground to meet the French people to draw their attention to important subjects, including Islamist terrorism, on which Mr Macron is, to say the least, weak."France has seen a series of attacks by Islamist militants in the past two years which have killed more than 230 people; only three days before Sunday's vote, a policeman was shot dead and two others were wounded in central Paris in an attack claimed by the Islamic State jihadist group. But despite this, opinion polls consistently found that voters were more concerned about the economy and the trustworthiness of politicians.Macron's internal security programme calls for 10,000 more police officers, and 15,000 new prison places. He has recruited a number of security experts to his entourage, and noted that Le Pen has less experience of national government than he does.-WEAK SPOTS-Macron won 23.74 percent of votes in the first round against Le Pen's 21.53.A Harris survey saw Macron going on to win the runoff against her by 64 percent to 36. An Ipsos/Sopra Steria poll gave a similar result while a new poll by Opinionway on Monday put the margin at 61 percent to 39 percent.Others in Le Pen's campaign took aim on Monday at what they see as further weak spots: Macron's previous job as an investment banker and his role as a deregulating economy minister in the discredited Socialist government of the outgoing president, Francois Hollande."Emmanuel is not a patriot. He sold off national companies. He criticised French culture," Florian Philippot, deputy leader of Le Pen's National Front, told BFM TV.Analysts say Le Pen's best chance of overhauling Macron's big lead in the polls is to paint him as a part of an elite aloof from ordinary French people and their problems.Philippot called Macron "arrogant" and said his victory speech on Sunday had shown disdain for the French people by making it appear as though the presidency was already won.He said a post-election dinner with friends at Paris's Rotonde brasserie - by no means a top-tier restaurant - was a flashy "bling-bling" gesture.Le Pen will be keen to avoid a repetition of 2002, when her father, National Front founder Jean-Marie Le Pen, surprisingly got through to the second round, but was then humiliated by right-wing president Jacques Chirac as mainstream parties united to block a party they considered racist and anti-Semitic.-UNEMPLOYED YOUTH-Le Pen has done much to soften the image of the party, gathering support especially among young people - a quarter of whom are unemployed - with her promises to defend the interests of French workers against "rampant globalisation".Still, two defeated candidates - conservative Francois Fillon and Socialist Benoit Hamon - did not even wait for Sunday's count to urge their supporters to rally behind Macron and thwart Le Pen and her eurosceptic anti-immigration policies.Whichever candidate wins on May 7 will need to try to build a majority six weeks later in a parliament where the National Front currently has only two seats and Macron's year-old En March! (Onwards!) movement has none.Macron has already managed to enlist some 50 sitting Socialist lawmakers to his cause, as well as a number of centrist party grandees.Manuel Valls, a former Socialist prime minister on the right wing of the party who broke with the far-left Hamon's campaign after failing to beat him for the party ticket, said on Monday he would be ready to work with Macron."We must help him (Macron) as much as we can to ensure Le Pen is kept as low as possible," Valls said on France Inter radio.Sunday's outcome was a huge defeat for the two centre-right and centre-left groupings that have dominated French politics for 60 years.Conservative Francois Fillon, who insisted to his Republicans party that he would triumph despite allegations that he had paid his wife and two children from the public purse for work they did not do, ended in third place with less than 20 percent.Hamon got only a third of the 19.5 percent secured by the maverick former Trotskyist Jean-Luc Melenchon, emphasising the disarray of the French Left after five years of unpopular rule by Hollande.(Reporting by Michel Rose, John Irish; Writing by Richard Balmforth; Editing by Kevin Liffey)

West Quebec communities assess flooding costs-[CBC]-YAHOONEWS-April 24, 2017

People affected by spring flooding in the Outaouais are starting to determine how much damage has been caused by the now-receding waters.People left their homes in some of the communities affected by higher-than-normal water levels last week, which was brought on by higher-than-normal rainfall.Residents in Gatineau, the Pontiac and Saint-André-Avellin, are returning home as the situation stabilizes, but life is not back to normal just yet.On Sunday night, the City of Gatineau said the situation is improving with water levels gradually decreasing. While some roads remain closed, anyone who left their homes can now safely return. The flood relief centre that opened a few days ago is now closed and the focus is shifting to inspecting roads and buildings for damage, along with cleaning up debris, according to a city spokesperson on Sunday.-1.5 metres of water-In Saint-André-Avellin, about 80 kilometres northeast of Gatineau, water levels are dropping and residents forced from their homes by flooding are starting to come back to get a sense of the damage.Jonathan St-Arnaud told Radio-Canada his mother's basement has about 1.5 metres of water in it and he's worried about mould. The owner of the restaurant Au Vieux Chaudron said one of her freezers in the basement was ruined and more of her equipment will likely end up damaged by the flood. The municipality's general manager, Marie-Claude Choquette ,told Radio-Canada on Sunday it's working with residents to help them receive compensation from the province for the flood damage, which has been offered to 10 municipalities in the Outaouais. The mayor of the Pontiac told Radio-Canada on Sunday water levels had stabilized in that area and the situation is heading in the right direction. The state of emergency was still in place on Monday morning and the help centre at the Luskville Community Centre was still open for people needing housing, food and toiletries.

Manitoba RCMP took 331 asylum seekers into custody from Jan.1 to March 31 alone. Many others crossed the border and made their way into Winnipeg without getting caught.Rita Chahal, the executive director of the Manitoba Interfaith Immigration Council, said Welcome Place, a newcomer settlement agency, has filled out paperwork for 425 refugee claimants so far this year as of last Friday.Leitch said she would take a hard-line stance on the issue."Individuals that enter our country illegally should be detained, should be questioned and sent back to the United States.""Illegal migration is unfair to those who apply properly and legally," she said. The Conservative leadership candidate scolded Prime Minister Justin Trudeau for not visiting Emerson himself — something she said town officials told her they were angry about."Our prime minister has acted irresponsibly," she said."It'd be nice to know that he is actually hearing what's going on and realizes what's happening," Emerson-Franklin Reeve Greg Janzen added. She said if an asylum seeker wants to make a refugee claim, they should show up to a port of entry where a border officer can screen them. "We'd probably be quite generous to them," she said. But Janet Dench, a national refugee advocate with the Canadian Council for Refugees, said it's not that simple."Obviously it's much better for them in so many ways if they could present themselves at a border."Dench said asylum seekers want to come to an official port of entry but most can't because of the Safe Third Country Agreement. The agreement forces asylum seekers to make a claim for refugee status in the first safe country they arrive in, meaning migrants who've arrived in the U.S. from another country aren't eligible to apply for refugee status in Canada, with few exceptions. One is that a claim can be heard if someone has found a way into Canada somewhere other than an official port of entry.Dench said some asylum seekers have made claims at the border but if they don't fall under one of the exceptions, the refugee claimant is sent back to the U,S. and barred from making a further claim. She said some have gone on to cross irregularly after being denied and have tried to make a refugee claim in Canada but they are denied because they've already tried once."And in those cases those people face being sent back to their home country. They cannot be sent back to the United States," Dench said.Dench said many of the asylum seekers who've entered Canada recently have fled persecution in a home country and many don't feel safe in the United States anymore."Refugees are asking us to help them save their lives."Janzen said he is in favour of ending a loophole in the agreement that lets asylum seekers make refugee claims if they've crossed irregularly. He said asylum seekers should have their claims instead heard at the border, so they don't have to sneak across it.Leitch said there would be no exceptions to her policy on border jumpers."My answer is not going to change no matter how many different ways you ask it. We have a system. Our system is fair and extremely generous," she said.

Syrian refugees clean Ottawa park to say thank you to community that welcomed them-[CBC]-YAHOONEWS-Apr 24, 2017, 6:00 AM

A group of Syrian refugee children in Ottawa helped clean a park near their home this weekend as a way to say thanks to the community that welcomed them a year ago.About 30 people gathered Sunday morning at Ogilvie North Park with gloves and garbage bags to pick up litter left around the grounds. The green space is located near two highrises at 1240 and 1244 Donald St. where approximately 400 Syrian refugees live."They're very excited, said Mohd Jamal Alsharif, who helped organize the event. "They want to clean the park where they play everyday and they want to help the community."As a refugee from Palestine, Alsharif said he knows firsthand the role volunteerism can play in helping newcomers integrate."I know how important it is to be a part of this community," he said.Originally from Damascus, 13-year-old Hamza Mohammed Ali said joining fellow members of his community to help tidy up the park reminded him of being back home."We're close to each other ... it's like [the] same in Syria" said the Henry Munro Middle School student.Beacon Hill–Cyrville Coun. Tim Tierney said this particular "Clean Up the Capital" event was quite different from others he's participated in."These kids [were] all excited to clean, " he said. "I think there's a lot to be said about the community here within the Donald Street area."The arrival of Syrian refugees has helped further transform his ward for the better, Tierney added."I'm very impressed with this community," he said. "It's changed dramatically over the six years I've been a councillor for the area, and I'm very proud of it."

Number of migrant criminal suspects in Germany surged in 2016-[Reuters]-YAHOONEWS-April 24, 2017

BERLIN (Reuters) - The number of migrant criminal suspects in Germany soared by more than 50 percent in 2016, data from the Interior Ministry showed on Monday - a statistic that could boost support for the anti-immigration party five months ahead of a federal election.More than a million migrants have arrived in Germany in the last two years. Fears about security and integration initially pushed up the poll ratings of the right-wing Alternative for Germany (AfD), but the party's support has slipped as the rate of arrivals has slowed. The number of suspects classed as immigrants - those applying for asylum, refugees, illegal immigrants and those whose deportation has been temporarily suspended - rose to 174,438, 52.7 percent more than the previous year. The number of German suspects declined by 3.4 percent to 1,407,062.Interior Minister Thomas de Maiziere said crimes committed by refugees had "increased disproportionately" last year and warned: "Those who commit serious offences here forfeit their right to stay here."But he said some migrants committed multiple offences, distorting the statistics, and that most migrants lived peacefully and obeyed German law.Migrants accounted for 8.6 percent of all crime suspects in Germany in 2016, up from 5.7 percent the previous year.De Maiziere said one reason for the high crime rate among migrants was likely to be their accommodation situation. In 2016 many were living in makeshift shelters or sharing crowded rooms. The number of attacks on refugee homes has declined for the first time since data started being collected in 2014. Some 995 were carried out in 2016, compared with 1,031 the previous year.Crimes motivated by Islamism increased by 13.7 percent, the report showed. In December a failed Tunisian asylum seeker who had pledged allegiance to Islamic State drove a truck into a Berlin Christmas market, killing 12 people.(Reporting by Michelle Martin; editing by Andrew Roche)
