The American Meteor Society has received hundreds of reports of a bright green fireball shooting across the Southern California sky Monday.The event was captured by at least one woman who was live streaming at the time.While witnesses reported seeing the fireball from as far away as Arizona and New Mexico, it was primarily seen in the San Diego area, according to AMS reports.The fireball occurred at about 9 p.m. PDT. Just seven people reported hearing either a concurrent or delayed sound, AMS said. Brussels, Today, 09:25-Martin Schulz, the centre-left contender to become Germany's next chancellor, said he would not pursue policies to achieve an increase of defence spending as agreed with Nato allies.Schulz said the long-term goal of reaching a defence budget of two percent of gross domestic product (GDP), would mean that Germany would increase military spending by at least €20 billion in the coming years.“That can definitely not be the goal of a government led by me,” said Schulz at a press conference on Monday (10 April).In 2014, Nato allies agreed in Wales that, by 2024, each member of the transatlantic military alliance would spend two percent of its GDP on defence.The party or parties that end up as the new German government after federal elections on 24 September, will be set to be in power until 2021.Following the election of president Donald Trump, the US has regularly reminded European Nato members that most of them are a long way from that goal, and told them to do more.Currently, Estonia, Greece, Poland, and the UK are the only European Nato members that have met the target.Germany, the EU's largest member state, is planning to spend €37 billion on defence in 2017, which amounts to around 1.2 percent of the country's GDP.Schulz' main rival, chancellor Angela Merkel of the centre-right CDU party, has said Germany feels “obliged to reach this goal” of two percent defence spending.“We will do everything we can in order to fulfil this commitment,” Merkel said in February, at the Munich Security Conference.But the centre-left social-democrats, who have been in a coalition with Merkel's CDU and its sister party CSU since 2013, have recently been railing against the Nato pledge, despite them being in government when it was agreed.Schulz' predecessor as Social Democrat leader, Sigmar Gabriel, now foreign minister, said last month the Nato target was non-binding. In 2015, more than 200 million border crossings were registered at the external borders of the Schengen area.Within hours of its launch, Slovenia suspended the checks, due to the massive traffic jams at its border with non-Schengen EU member state Croatia.Huge delays were also reported at airports in Greece and Spain.The Greek police announced they would suspend the systematic ID checks of EU citizens for six months.Outdated ID cards of Greek nationals meant border authorities had to manually enter data, according to Greek media news outlet Kathimerini.The rules allow for a six-month derogation at airports but not at land and sea borders, posing questions on why people had to endure long waits at the border between Croatia and Slovenia.The EU commission on Monday said member states "did indeed have time to prepare for the entry into force of these new rules".The proposal for systematic checks was first announced in December 2015 and then adopted by EU countries early last month.The commission says authorities are allowed to derogate from the checks at land and sea borders, but must first provide "a thorough risk assessment" to make sure the overall level of security is not weakened.EU home affairs commissioner Dimitris Avramopoulos is in talks with the Croatian authorities over the affair.Other EU commission officials are also talking to the Slovenians.-Schengen information System-Broader concerns remain over some of the security databases used during the latest checks.Among those is the EU-wide Schengen Information System (SIS) that issues alerts to border authorities on everything from missing persons to wanted criminals.Authorities can also issue alerts on foreign fighters, although that data has not always been entered into the system.Proposals, which are yet to be adopted, have since been floated to make it mandatory.Gilles de Kerchove, the EU's anti-terror coordinator, last year said only five EU states bothered entering alerts on foreign fighters in the database.He noted that the information on the homegrown returning terrorists is also often incomplete.The EU commission had also downplayed the threat of returning fighters.EU commissioner for security Julian King last November described it as a speculation that "is sometimes exaggerated."

When marijuana becomes a legal recreational drug in Canada, the Liberal government wants Canadians to be able to hold up to 30 grams without fear of running afoul of the law, Radio-Canada and CBC News have learned.That is just one of several details about what will be included in the federal government's marijuana legislation, which is expected to be introduced on Thursday, according to a senior government source.Other elements that will be contained in the upcoming bill include: - Introducing penalties for selling cannabis to minors and driving while under the influence of marijuana — both of which were contained in the Liberals' election platform. - Rules that will set limits on how marijuana products are marketed, which are expected to be similar to the limitations on alcohol and tobacco. - Funding for a public awareness campaign. - The approval of roadside saliva tests to detect drug use.Drugged driving presents a particular challenge. The cannabis task force noted that roadside tests to determine whether a driver is impaired because of pot use are still in development. Public Safety Canada has been working with police in several cities to run pilot projects on different roadside detection tests.As CBC News has previously reported, the Trudeau government's goal is to make legalization a reality in Canada on or before July 1, 2018.Legalization was a Liberal campaign promise in the 2015 election campaign. Both as Liberal leader and later as prime minister, Justin Trudeau has pitched to Canadians that legalization will make it harder for young people to access pot and will take profits away from organized crime.It's expected the government will follow a lot of the advice provided by the Task Force on Cannabis Legalization and Regulation.According to recent reporting by CBC News, that will include: - A minimum age of 18 to buy marijuana, though provinces and territories will have the option of setting a higher age limit. - Allowing Canadians to grow four marijuana plants per household. - Licensing of producers, as well as ensuring the safety and security of the marijuana supply, will be a federal concern. - Provinces and territories will set the price for marijuana and decide how it is distributed and sold.-Much to discuss-Many of those suggestions will be hot topics of debate.The Canadian Medical Association has suggested the legal age to buy marijuana should be 21, arguing that would limit damage to developing brains.Home-growing is not a popular subject for the Canadian Association of Chiefs of Police. Medical marijuana companies have seen their stocks surge and sometimes plunge along the path toward legalization in Canada. WASHINGTON — The United States has made a preliminary conclusion that Russia knew in advance of Syria's chemical weapons attack last week, but has no proof of Moscow's involvement, a senior U.S. official said Monday.The official said that a drone operated by Russians was flying over a hospital as victims of the attack were rushing to get treatment. Hours after the drone left, a Russian-made fighter jet bombed the hospital in what American officials believe was an attempt to cover up the usage of chemical weapons.The U.S. official said the presence of the surveillance drone over the hospital couldn't have been a coincidence, and that Russia must have known the chemical weapons attack was coming and that victims were seeking treatment.The official, who wasn't authorized to speak publicly on intelligence matters and demanded anonymity, didn't give precise timing for when the drone was in the area, where more than 80 people were killed. The official also didn't provide details for the military and intelligence information that form the basis of what the Pentagon now believes.Another U.S. official cautioned that no final American determination has been made that Russia knew ahead of time that chemical weapons would be used. BEIRUT (Reuters) - The Syrian Observatory for Human Rights said Syrian government warplanes dropped barrel bombs on rebel-held areas of Hama province on Tuesday, a day after the United States said their use could lead to further U.S. strikes in Syria.A Syrian military source denied the Observatory report and said the army did not use barrel bombs - drums or cylinders packed with explosives and shrapnel that cause indiscriminate destruction on the ground.The United States fired cruise missiles at a Syrian air base last week in response to a poison gas attack on a town in northwestern Syria which Washington says was carried out by government forces. The government denies responsibility.The Observatory said "a number" of barrel bombs had been dropped on the towns of Taybat al-Imam and Soran north of Hama city in an area where rebel groups spearheaded by jihadist factions launched a major offensive last month.Observatory director Rami Abdulrahman said the number of barrel bombs dropped by government warplanes was relatively small. U.N. investigators have recorded regular use of such bombs by government forces in Syria.The Syrian army said it had targeted "terorist groups in the northern Hama countryside" near Soran, killing "a large number" of militants and destroying weapons including four tanks, artillery, and rocket launching platforms.A statement from a Syrian military source did not say what type of weapons had been used by the army.White House spokesman Sean Spicer on Monday mentioned barrel bombs alongside poison gas as weapons that were causing "babies and children" to suffer. JERUSALEM — Israel closed its Taba border crossing to the Sinai peninsula on Monday following warnings by its anti-terrorism office of an "imminent" militant attack there and urged its citizens to leave Egypt hours before the start of the Passover holiday, when Sinai is a popular destination for many secular Israelis.Soon after the announcement, sirens wailed in parts of southern Israel alerting residents to a rocket attack. The military said a rocket fired from Sinai exploded in southern Israel, hitting a greenhouse but causing no injuries. The Islamic State group later claimed responsibility for the attack.Yisrael Katz, Israel's transportation and intelligence minister, said in a statement Monday there was intel regarding a potential "terror attack" against tourists in the Sinai peninsula. The crossing remains open for those wanting to return from Egypt.The border closure comes a day after militants in Egypt bombed two churches, killing dozens of Christian worshippers during Palm Sunday ceremonies. GRANDE-SYNTHE, France (AP) — Several hundred migrants have disappeared after they were evacuated from a camp in northern France that was ravaged by a shocking fire that left 10 injured, according to authorities and aid workers trying to ensure alternative shelter and calm tensions.Police cordoned off the camp in the Dunkirk suburb of Grande-Synthe on Tuesday and investigators inspected the site to try to determine the cause of the Monday night fire, which broke out following a fight between rival groups of migrants.Most of the camp near the English Channel is now reduced to the charred remains of wooden shelters and sparse belongings of the migrants, who converged on northern France in hopes of reaching Britain.As many as 1,600 people were in the camp when the blaze broke out, according to the Grande-Synthe mayor and the prefect, the top government official for the region. Some 500 were taken to three local gymnasiums, including one set aside for children and families — but most of the other migrants remain unaccounted-for, the mayor and prefect told reporters Tuesday.Doctors Without Borders, which set up the site a year ago to replace filthy makeshift camps in the region, is holding meetings Tuesday to decide what to do next. Other aid groups are planning to distribute meals Tuesday to migrants in the gymnasiums and anywhere else they are found around town.The first priority is to find the migrants dispersed by the blaze, said Corenne Torre, head of the humanitarian group in France."We just don't know where they are," she told The Associated Press. She estimated that at least 600 migrants remain unaccounted-for.
