A 1,500-year-old mother-of-pearl tablet inscribed with a six-branched menorah, which was likely part of a box housing a Torah scroll, was recently found at the ancient Roman city of Caesarea, on Israel’s coast, archaeologists announced Wednesday.The artifact, the first of its kind made of the precious material bearing Jewish iconography, was among an assortment of discoveries made by the Israel Antiquities Authority amid new excavations carried out as part of the restoration of the ancient port. It was found close to a Roman-era temple dedicated to Augustus Caesar that was constructed by King Herod in the first century BCE, but dates to the fourth or fifth centuries CE.The find was made just a few days before the Jewish festival of Passover, which began on April 10, said Israel Antiques Authority archaeologist Peter Gendelman.The announcement was made at a joint news conference to unveil parts of the NIS 100 million ($27 million) restoration project.According to Gendelman the small slab of mother-of-pearl, likely dating from the late Roman-Byzantine period of the 4th-5th centuries CE, “points to clear Jewish presence at Caesarea during this period.”The tablet came from what was “probably some kind of box,” he added, “I can even say probably for a Sefer Torah,” the handwritten scroll containing the first five books of the Old Testament that lie at the heart of Jewish law.It was found near the Augusteum, the temple dedicated to Herod’s patron Augustus, which dominated the harbor in antiquity. Gendelman and his team also found Augusteum’s altar and part of a Greek inscription that has yet to be studied.“We’re making new discoveries on a daily basis,” Gendelman told reporters. He said the mother-of-pearl etching was just “a small portion of the wealth of Caesarea.”The restoration is being carried out by the IAA, the Israel Nature and Parks Authority, the Edmond de Rothschild Foundation and the Caesarea Development Corporation, and focuses on the ancient harbor, its storehouses and the temple built on a podium atop the massive vaults.One of the major preservation projects focuses on the large, iconic aqueduct constructed by the Romans that brought water into the city from the north. PARIS — France’s foreign minister said on Wednesday that the chemical analysis of samples taken from a deadly sarin gas attack in Syria earlier this month “bears the signature” of President Bashar Assad’s government and shows it was responsible for the deadly assault.According to Foreign Minister Jean-Marc Ayrault, France came to this conclusion after comparing samples from a sarin attack in Syria from 2013 that matched. The findings came in a report published Wednesday.The Kremlin promptly denounced the French report, saying the samples and the fact the nerve agent was used are not enough to prove who was behind it.France knows “from sure sources” that “the manufacturing process of the sarin that was sampled is typical of the method developed in Syrian laboratories,” Ayrault added. “This method bears the signature of the regime and that is what allows us to establish its responsibility in this attack.”France’s Foreign Ministry said that blood samples were taken from a victim in Syria on the day of the attack in the opposition-held town of Khan Sheikhoun on April 4 in which more than 80 people were killed.Environmental samples, the French ministry said, show the weapons were made “according to the same production process of the one used in the sarin attack perpetrated by the Syrian regime in Sarabeq.”France’s presidency said the country’s intelligence services presented evidence which “demonstrate that the (Syrian) regime still holds chemical warfare agents, in violation of the commitments to eliminate them that it took in 2013.” It said the information will be made public.It’s thought that Assad’s government still has a stockpile hundreds of tons of chemical weapons despite saying it had handed over all of them.Speaking to reporters in Moscow, Kremlin spokesman Dmitry Peskov said Russia’s position on the attack is “unchanged” and that “that the only way to establish the truth about what happened near Idlib is an impartial international investigation.”Russia has previously urged for an international probe, and Peskov expressed regret that the Organization for the Prohibition of Chemical Weapons has turned down the Syrian government’s offers to visit the site of the attack and investigate.The United States has also blame Assad’s government for the April 4 attack in Khan Sheikhoun. We recognize that to explore space for peaceful purposes, we do international cooperation."The director general of the 22-member ESA, Johann-Dietrich Woerner, has described its proposed "Moon Village" as a potential international launching pad for future missions to Mars and a chance to develop space tourism or even lunar mining.China arrived relatively late to space travel but has ramped up its program since its first manned spaceflight in 2003, more than 42 years after a Soviet cosmonaut became the first to reach orbit.Last week the China National Space Administration launched an unmanned spacecraft on a mission to dock with its currently unoccupied space station. It plans to launch a mission to collect samples from the moon by the end of this year and next year conduct the first mission to the moon's far side and bring back mineral samples.The ESA hopes to conduct a mission analysis on samples brought back by this year's Chinese mission, known as Chang'e 5, and also have a European flying on the Chinese space station at some future date, Hvistendahl said. On the same day, a U.S. guided-missile submarine docked in South Korea. Provinces would have the ability to sell and distribute the substance as they see fit, with the freedom to set prices.The bill would make it legal for Canadians to carry as much as 30 grams of marijuana for those aged 18 years and older. Canadians would also have the ability to grow as many as four plants per household. Miami (AFP) - An unmanned NASA spacecraft, Cassini, is poised to plunge into the gap between Saturn and its rings, a pioneering journey that could offer an unprecedented view of the sixth planet from the Sun.The first of the spaceship's 22 deep dives between Saturn and its innermost ring is scheduled for April 26 at 5:00 am Florida time (0900 GMT), NASA said.Then comes a nail-biting wait.Communications with the spacecraft will go dark during the dive and for about a day afterward, while it makes scientific observations of the planet.If Cassini survives the trip, it could make radio contact with Earth as early as 3:05 am (0705 GMT) on April 27."Images and other data are expected to begin flowing in shortly after communication is established," NASA said.Cassini is a 20-year-old joint mission of NASA, the European Space Agency and the Italian Space Agency.The 22-foot-tall (6.7 meter) spacecraft launched in 1997 and began orbiting Saturn in 2004.Cassini is running low on fuel, and will make a death plunge into Saturn's surface on September 15.The decision to end the mission was made in 2010, to avoid damaging moons like Enceladus, which could be explored for signs of life in the future.- Dangerous moment -Venturing between the planet and its rings for the first time represents "a dangerous moment for the mission," Luciano Iess, Cassini team member at Italy's Sapienza University of Rome, said at a meeting of the European Geosciences Union in Vienna.Skimming Saturn at an altitude of about 1,800 miles (3,000 kilometers), the spacecraft will be closer than ever to the band of ice and space rocks that circle Saturn.The debris move at a speed of about 67,800 miles (109,000 kilometers) per hour.The rings around Saturn -- a gas giant that is second in size in our solar system only to Jupiter -- are thousands of miles (kilometers) wide, but only 30 to 300 feet (nine to 90 meters) deep.The spacecraft's final dives aim to offer a fresh look at the rings, potentially revealing more about their mass and whether they are old or new."If the rings are massive, this means that they are old. They can date back to the formation of the Saturnian system," Iess said."If the mass is small, then the rings are young and they have been formed by a different process."Some scientists believe that rings could have formed after asteroids smashed into some of Saturn's moons, creating a trail of debris.Saturn has more than 60 moons, and Cassini has made new discoveries on some of them, which may have conditions suitable for a form of life.The flyby should also provide more information about the interior of Saturn."We hope to get a measurement of the core mass, how many heavy elements are concentrated in the interior of Saturn," said Iess.Cassini dropped a European probe on Saturn's massive moon Titan and revealed its surface of methane liquid seas, including a complex system of methane rain and runoff.It discovered that the icy moon Enceladus conceals a subsurface, salty ocean beneath its crust, and may be able to support living microbes.Cassini also observed storms, lightning and clouds around Saturn for the first time.Cassini has made "a wealth of discoveries," said Nicolas Altobelli, Cassini project scientist with the European Space Agency."We will have to rewrite many textbooks on planetary science."

POTCHEFSTROOM, South Africa (Reuters) - South Africa, the continent's biggest maize producer and hard hit by an El Nino-triggered drought last year, is considering a strategic grain reserve as a buffer against future shortages, its agriculture minister told Reuters.Neighboring countries such as Zimbabwe and Zambia have such reserves, but it would entail a significant policy shift in South Africa, where commercial agriculture is market driven and the state does not act as a buyer and holder of crops.A strategic grain reserve usually involves the government buying crops and taking responsibility for their storage until they are needed to make up for shortfalls."Yes, we are thinking about it," Agriculture Minister Senzeni Zokwana told Reuters late on Tuesday when asked if a grain reserve was being considered."It is one of the things that the inter-ministerial committee on drought should look at," he said, referring to a cabinet committee set up in 2015 to look at ways of mitigating the drought.Zokwana did not go into specifics, such as budget allocations for such a project, which would be difficult in South Africa's strained fiscal environment after damaging ratings downgrades.In major global grain producer Russia, which has a strategic grain stockpile, budget cuts caused by the financial crisis in recent years have made it difficult for the agriculture ministry to build up the reserve and to service the storage of the current stock.South Africa will likely reap 14.54 million tonnes of maize in 2017, almost double last year's harvest and its second largest ever after good rains returned, the government's Crop Estimates Committee (CEC) said on Tuesday.This is more than 40 percent more than the roughly 10.5 million tonnes South Africa typically consumes of the crop, the staple of lower-income households which are a key political base for the ruling ANC and were hard hit last year by rising food prices and inflation linked to the drought.But the El Nino weather pattern, which faded in May of 2016, may reform again around September, just ahead of South Africa's maize planting season, according to a number of national and global forecasts."If we have a bumper crop this year how do we make sure that we have some grain that is reserved for darker days? BRUSSELS, Today, 09:13-The European Commission is expected to take legal decisions against Hungary on Wednesday (26 April) over recently adopted laws, particularly its attempt to close down the Central European University.Prime minister Viktor Orban will take centre stage at a European Parliament debate on his country's backsliding on democratic values.It is the kind of scene Orban has been involved in repeatedly since his 2010 election.In 2011, the EU Commission launched a probe into his attempt to curb media freedom in 2011. A year later, the commission launched a series of investigations into whether Hungary had broken EU laws on the independence of institutions including the judiciary, the national bank and the data protection authority.He has defended himself in the European Parliament six times.Several infringement procedures followed, but most ended in political compromise.The commission received little encouragement from member states and Orban continued to enjoy domestic support in the face of a weak and divided opposition.An 18-month inquiry by MEPs produced a report on Hungary in 2013 that listed the problematic rules introduced by Orban's government and suggested setting up a special commission to examine threats to democracy and European values.However, it did not call for the Article 7 procedure that checks if there is a "clear risk of a serious breach by a member state" of the European values, dubbed the "nuclear option" because it can end up with the suspension of the country's voting rights.The difficulty of dealing with Orban's self-proclaimed "illiberal" democracy gave birth to the so-called rule of law framework now in motion over Poland's alleged breaches of EU rules.Yet, even two weeks ago, when commission vice-president Frans Timmermans announced that the executive would again scrutinise several Hungarian laws, he maintained the rule of law in Hungary does not face a systemic threat.Some had placed their hope in the political family of Orban's Fidesz party, the European People's Party (EPP), to bring Orban in line. The chief of the Peel Regional Police Service described an Ontario Human Rights Tribunal ruling that an officer was denied a promotion because of his race as "very concerning" — and said the force has since adopted different advancement criteria.The Human Rights Tribunal of Ontario found Friday not only that Staff Sgt. Baljiwan Sandhu had been denied a promotion to inspector based on his race and cultural background — but that Peel Regional Police didn't consider the portion of the 28-year veteran's work in diversity relations as "real police work."Chief Jennifer Evans did not respond to CBC's questions about the ruling.Instead, she issued a video statement Tuesday in which she said that such ambassador roles are critical to the success of Peel police."It's important to note that since 2013, Peel Regional Police have introduced changes to our promotional process," the chief said in the video. "The enhancements ensure all officers are recognized for the area they work in, be they front line or support services." -Not 'real police work'-While Sandhu's lawyer said his client was harassed since he was a cadet in 1989 — including an alleged incident in which fellow officers asked whether anyone ordered a cab when they saw Sandhu — it was the fact that his superiors didn't value the work they'd assigned him that prompted the complaint in 2013, Barry Swadron said.Sandhu emigrated to Canada from India in 1981; he speaks fluent English, Punjabi, Urdu and Hindi.The tribunal found that the officer's cultural and linguistic background resulted in his superiors routinely seconding him for assignments involving the South Asian community.And yet while those skills were considered an asset for those portfolios, his superiors said he needed more "traditional" front line policing experience to become an inspector, according to evidence submitted to the tribunal."The superiors in his particular case said that the work he did in diversity where he was an absolute star didn't really count because it wasn't real police work," Swadron said in an interview."To think that the brass of the Peel Regional Police Service take the position that diversity or officers who are not white are to be undervalued, it was too much to swallow."Other officers 'had no more experience' but had support for promotion.Among the 33 officers who applied for promotion to inspector in 2013, only Sandhu and another applicant failed to get the backing of their immediate supervisors. That support is required for an applicant to move forward.The other officer, however, met only the minimum requirements. Sandhu had held the role of staff sergeant or detective sergeant for about four years at the time, the tribunal adjudicator found in his decision.And many of the officers who moved on to the next round of process also "had no more experience supervising front line officers than did the applicant," the adjudicator found.In fact, one of the two inspectors who rejected Sandhu's application earned his own leadership experience by working in community support and internal affairs.Sandhu, meanwhile, excelled in his work with the South Asian community, earning 21 awards, including the Queen's Diamond Jubilee Medal."One South Asian newspaper in 2011 selected him as one of the three most influential South Asians in law enforcement in the country, along with Harjit Sajjan, who has since become Canada's Minister of Defence," the ruling reads.-'Troubling' findings: police board-Nobody from the Peel police board would agree to an interview with CBC Toronto.But in an emailed statement, the board's chairman, Amrik Ahluwalia, described the tribunal's findings as "troubling."Ahluwalia noted, too, that the police service recently hired a contractor to conduct an equity audit of its hiring practices to see whether its officers and staff reflect the diversity of their community.The police chief echoed that commitment to equitable hiring and promotion in her video statement.-What it means for Sandhu-Sandhu has 35 days to request "remedies" from the police force.Due to the stress caused by his dispute with the force, he has been on long-term disability for the past three years while the human rights hearings were underway, Swadron said, and it's unclear whether he will decide to return."What he wants is the police chief and the senior brass to recognize that there is a significant problem concerning race relations within the Peel Regional Police Service and it should be remedied."

ANKARA (Reuters) - Turkey will not wait at Europe's door forever and is ready to walk away from EU accession talks if rising Islamophobia and hostility from some member states persist, President Tayyip Erdogan told Reuters in a wide-ranging interview on Tuesday.Speaking at the presidential palace less than two weeks after winning sweeping new powers in a referendum, a relaxed Erdogan said a decision by a leading European human rights body to put Turkey back on a watch list was "entirely political" and that Ankara did not recognize the move.The Strasbourg-based Parliamentary Assembly of the Council of Europe said it put Turkey back on review over its crackdown on dissent since last year's coup attempt, rights violations, and concerns about Erdogan's increased grip on power.Turkey's relations with the EU soured further ahead of the referendum, when he accused Germany and the Netherlands of acting like Nazis by banning rallies by his supporters."In Europe, things have become very serious in terms of the extent of Islamophobia. The EU is closing its doors on Turkey and Turkey isn't closing its doors on anybody," Erdogan said, showing photos of vandalized mosques and supporters of the outlawed Kurdish militants rallying against him in Europe."If they're not acting sincerely we have to find a way out. Why should we wait any longer? We're talking about 54 years," he said, referring to the 1963 Ankara Agreement which acknowledged the long-term goal of Turkish membership of a united Europe.If necessary, he said, Turkey could hold a vote similar to Britain's on EU membership. He said Brexit had given Britain "peace of mind" and that it was "walking towards a new future".It is a critical week for Turkish-EU relations.
