NDP: scrap mandatory time-of-use pricing, cancel contracts to cut hydro rates-[The Canadian Press]-YAHOONEWS-February 27, 2017

TORONTO — Electricity bills in Ontario could be cut by ending mandatory time-of-use pricing, reducing the delivery charge for rural customers and renegotiating power contracts, the NDP proposed Monday. The party released its plan both for reducing hydro bills by up to 30 per cent and returning Hydro One to public ownership, ahead of an upcoming announcement from the Liberal government about how it will cut costs."I think it would be fantastic if the Liberals took this plan and implemented it," said NDP Leader Andrea Horwath."Electricity isn't a luxury. It shouldn't be priced like one and people want something done about it."The government faces no bigger political issue at the moment than hydro bills, which have about doubled in the last decade, and Premier Kathleen Wynne has promised that further relief — on top of an eight-per-cent rebate that took effect Jan. 1 — will be announced before the spring budget.Wynne has already signalled that more savings will be coming for rural and northern ratepayers, who face significantly higher costs than urban customers, and Energy Minister Glenn Thibeault suggested that changes are on the way for time-of-use pricing."Time of use is something that actually saves our system money, so we can't get rid of time of use altogether, but what we can do is ensure that people have a choice," he said."Eliminating time of use would actually mean that our peak hours, our peak demand would actually increase and that means we would need to create more generation, possibly."The NDP plan would see customers either choose to stay on time-of-use billing or pay a fixed rate of 10.3 cents per kilowatt hour, higher than the current off-peak rate but lower than the current mid- and on-peak rates."The time-of-use plan was a failure," said Horwath. "It didn't provide the kind of conservation or the kind of reduction in use that the Liberals had hoped and it didn't help people to keep their bills down."The Liberals responded considerably less favourably to the idea of not only stopping any further sale of Hydro One shares, but also buying back the 30 per cent already privatized."That is the one thing that would not take a penny off people's electricity bills," Wynne said in question period. In defending the partial privatization, the Liberals have often reminded that it's the Ontario Energy Board that sets rates. The NDP proposes buying those shares back at a cost of between $3.3 billion and $4.1 billion, financed through the province's share of its profit from Hydro One within eight years — assuming 70 per cent of the approximately $700 million in revenue it has previously generated for the province. As the utility is transitioned back to public ownership, the NDP said a $2.6-billion tax benefit given to Hydro One in the process of privatization could be used to subsidize a drop in bills of 3.2 per cent. The NDP's plan also includes capping profit margins for private power companies and establishing a panel to examine cancelling or renegotiating long-term power contracts at above-market rates. The Progressive Conservatives have also called for such contracts to be renegotiated. The Liberals frequently note they saved $3.7 billion by renegotiating a green energy deal with Samsung, but Thibeault said doing so with every contract would take years."They can't just be cancelled because it would cost us billions of dollars in terms of these cancelled contracts, which would then go back onto the ratepayer and we would be in court for every contract we would rip up," he said. The NDP also proposed making permanent the Liberal government's eight-per-cent rebate on bills while also negotiating with Ottawa to remove the federal portion of HST from bills. It wants to reduce the delivery charge for rural Hydro One customers so they pay the same fee as urban customers, funded through a water rental fee paid by Ontario Power Generation for water flowing through dams — between $330 million and $350 million per year.Allison Jones, The Canadian Press.

Spring is coming, but winter has 'a little bit of bite left,' forecaster says-[The Canadian Press]-YAHOONEWS-February 28, 2017

Despite unusually warm temperatures in parts of the country, a forecaster says bouts of late winter weather are expected for many through March, with more springlike temperatures to arrive by May.Chris Scott says The Weather Network spring forecast calls for Canadians to expect more storms before the wintry weather ends.Scott, chief meteorologist at The Weather Network, says the clash between warm weather coming up from the south and the fairly typical cold of Northern Canada will cause snow in March and rain in April and May.In concrete terms, he says that means residents of Western Canada have great conditions for skiing, people who live along Manitoba's Red River Basin should watch out for flooding and those in southern Ontario should keep their snow tires on.Residents of Quebec, the Atlantic provinces, Yukon, Northwest Territories and Nunavut can expect near normal temperatures and precipitation this spring.Scott says it's a continuation of one of the strangest Canadian winters on record."The weather patterns across Canada are pretty wild," said Scott. Some examples, he said, are snowstorms in Atlantic Canada, temperatures rising to the teens in southern Ontario and Quebec, and bigger snowbanks in Coquitlam, B.C., than in Toronto in February. One of the biggest factors affecting the winter weather are the unusually rapid shifts between El Nino, a climate cycle involving warmer-than-average waters in the Pacific Ocean, and La Nina, cooler-than-average waters in the same area.Even a small change in ocean temperatures will affect the amount of moisture in the air, which has an affect on the weather. Because El Nino and La Nina are located over wide swaths of the ocean, they can "change the overall weather patterns around the world," Scott said.Last year's El Nino was one of the strongest in history.A typical pattern would involve a switch to La Nina within a period of two to seven years. For that switch to occur in a matter of months is unprecedented.Scott said it has never happened before in the 75 years of recorded meteorological history."Within one year we've gone from a super El Nino, very strong, and then a weak La Nina, and all of a sudden back to El Nino," he said. "The speed of that flip is something we haven't seen before."He added that winter has got "a bite left in it," but much of the country will welcome near or above seasonal temperatures by May.Maija Kappler, The Canadian Press.

Section of Route 106 near Dorchester closed by flooding-[CBC]-YAHOONEWS-February 27, 2017

A recurring flood on Route 106 near Dorchester isn't just an inconvenience to motorists, the local fire chief says. It's also a public safety risk."It's been affecting us for several years now," said Chief Gregory Partridge of Dorchester. "It affects us that we can't get to the rest of our territory most of the time."We just have to rely on our neighbouring fire department to cover our areas — if they can get their truck into there."On Monday, a flood forced the closure of Route 106 at Anderson Mill Road, roughly seven kilometres west of the Dorchester Penitentiary. As of 5 p.m., the road was still closed. This isn't the first time the road has flooded. In 2014, water covered a similar section of the road, the result of a clogged CN culvert. Now, there are several culverts sitting on the flooded roadside, but it's not clear to whom they belong.Stranded homes-According to Partridge, a section of the road was renovated, which means that floods strand fewer people. The chief said he thinks a flood near the railway tracks would affect one house. However, that number could rise to eight if Route 106 flooded in two places. This is "absolutely" a public safety issue, Partridge said, adding, "And it has been for years."The powers that be said [they're] coming up with solutions, but it's taken a long time."Those "powers" are the Department of Transportation and Infrastructure and CN, which Partridge said are working on the problem. He last heard from them a year ago."I'd like them to fix it once and for all," Partridge said. "Sometimes you drive by there and [there'd] be eight or 10 white hats standing there and no one coming up with a logical solution. So, there's got to be enough brains in this province to be able to fix that problem."-Detour to Sackville-Danny Lawrence, a Dorchester Penitentiary employee, had to take a different route to work on Monday.Leaving his home in Salisbury, Lawrence had to drive to Sackville and enter Dorchester from the opposite direction, thanks to the flood."It'd be nice if they'd figure it out and get it fixed," Lawrence said, standing outside of the Dorchester Ritestop. This has been in the works for about a year and, he said, despite the culverts, nothing seems to be happening."Hopefully, the water will be back down in the next day or two," he said.Until then, Lawrence said he has no choice but to keep driving through Sackville.A spokesperson for CN said the culvert had recently been replaced.CBC News called the provincial Department of Transportation and Infrastructure but has not heard back.

SpaceX says it will fly 2 people to moon next year-[The Canadian Press]-YAHOONEWS-February 27, 2017

CAPE CANAVERAL, Fla. — SpaceX said Monday it will fly two people to the moon next year, a feat not attempted since NASA's Apollo heyday close to half a century ago.Tech billionaire Elon Musk — the company's founder and chief executive officer — announced the surprising news barely a week after launching his first rocket from NASA's legendary moon pad.Two people who know one another approached the company about sending them on a weeklong flight just beyond the moon, according to Musk. He won't identify the pair or the price tag. They've already paid a "significant" deposit and are "very serious" about it, he noted."Fly me to the moon ... Ok," Musk said in a light-hearted tweet following the news conference.Musk said SpaceX is on track to launch astronauts to the International Space Station for NASA in mid-2018. This moon mission would follow about six months later, by the end of the year under the current schedule, using a Dragon crew capsule and a Falcon heavy rocket launched from NASA's former moon pad in Florida. If all goes as planned, it could happen close to the 50th anniversary of NASA's first manned flight to the moon, on Apollo 8.The SpaceX moonshot is designed to be autonomous — unless something goes wrong, Musk said."I think they are entering this with their eyes open, knowing that there is some risk here," Musk told reporters in the telephone conference, a day after teasing via Twitter that an announcement of some sort was forthcoming."They're certainly not naive, and we'll do everything we can to minimize that risk, but it's not zero. But they're coming into this with their eyes open," said Musk, adding that the pair will receive "extensive" training before the flight.Musk said he does not have permission to release the passengers' names, and he was hesitant to even say if they were men, women or even pilots. He would only admit, "It's nobody from Hollywood."The paying passengers would make a long loop around the moon, skimming the lunar surface and then going well beyond, perhaps 300,000 or 400,000 miles distance altogether. It's about 240,000 miles to the moon alone, one way.The mission would not involve a lunar landing."This should be a really exciting mission that hopefully gets the world really excited about sending people into deep space again," Musk said.NASA will have first dibs on a similar mission if it so chooses, he said. The space agency learned of his plan at the same time as reporters. In a statement, NASA commended SpaceX "for reaching higher." In all, 24 astronauts flew to the moon and 12 walked its surface from 1969 to 1972.The California-based SpaceX already has a long list of firsts, with its sights ultimately set on Mars. It became the first private company to launch a spacecraft into orbit and safely return it to Earth in 2010, and the first commercial enterprise to fly to the space station in 2012 on a supply mission.Just a week ago, SpaceX made its latest delivery from Kennedy Space Center's legendary Launch Complex 39A, where the Apollo astronauts flew to the moon and shuttle crews rocketed into orbit. That will be where the private moon mission will originate as well. The crew Dragon capsule — an upgraded version of the cargo Dragon — has yet to fly in space. Neither has a Falcon Heavy rocket, which is essentially a Falcon 9 rocket with two strap-on boosters, according to Musk. A Falcon Heavy test flight is planned this summer, while an empty crew capsule is set to launch to the space station late this year. He said there will be ample time to test both the spacecraft and the rocket, before the moon mission.NASA last week announced it was studying the possibility of adding crew to the test flight of its megarocket, at the request of the Trump administration. Such a flight to the lunar neighbourhood wouldn't happen before 2019 at best — if, indeed, that option is even implemented.Musk said anything that advances the space exploration cause is good, no matter who goes first.Retired NASA astronaut Scott Kelly, who will celebrate his homecoming this week from a one-year space mission, was quick to tweet: "It's been almost a year. Send me!"Musk said he expects to have more moon-mission customers as time goes by.At the same time, SpaceX is also working on a so-called Red Dragon, meant to fly to Mars around 2020 with experiments, but no people — and actually land. His ultimate goal is to establish a human settlement on Mars.___Online:SpaceX: Marcia Dunn, The Associated Press.

Hiding in swamps, S.Sudanese eat little more than lilies-Waakhe Simon WUDU-Agence France-Presse-YAHOONEWS-February 27, 2017

Leer (South Sudan) (AFP) - Thousands of people at the epicentre of a man-made famine in South Sudan emerged from the safety of the swamps this past weekend hoping to receive emergency deliveries of food. For months now Bol Mol, a 45-year-old former oil field security officer, has struggled to keep his family alive, spearfishing in nearby rivers and marshes while his three wives gather water lilies for food. They eat once a day if they are lucky, but at least in the swamps they are safe from marauding soldiers."Life here is useless," Mol said, his hand clutching his walking stick as he waited with thousands of others beneath the baking-hot sun at Thonyor in Leer County.Aid agencies have negotiated with the government and rebel forces to establish a registration centre in the village ahead of food deliveries. The UN declared a famine in parts of South Sudan a week ago, but the hunger affecting an estimated 100,000 people is not being caused by adverse climate conditions.More than three years of conflict have disrupted farming, destroyed food stores and forced people to flee recurring attacks. Food shipments have been deliberately blocked and aid workers have been targeted.- 'It is not enough' -It is no coincidence that soaring levels of malnutrition have been found in Leer, a rebel stronghold and the birthplace of opposition leader Riek Machar, whose falling out with President Salva Kiir in December 2013 led to the civil war.Evidence of the devastating conflict is everywhere: in the burnt walls of schools and clinics, in the ruins of razed homes and public buildings, and in the desolation of the once-thriving market.A peace deal signed in August 2015 was never fully implemented. As recently as December the members of yet another 56,000 households were forced to flee to the safety of the swamps when yet another government offensive reached the area. The constant need to escape the war means people are unable to plant or harvest crops, and their livestock is often looted by armed men. With their livelihoods destroyed, people are reduced to gathering wild plants, hunting and waiting for emergency food supplies that come too rarely and are frequently inadequate."It is not enough," Mol said as he waited to register for the next food delivery. The fighting and the fleeing have interrupted all aspects of life: Mol said his children had not gone to school for the last three years."Right now the majority of the people are living in the swamps. If you go there and see the children you can even cry, the situation is too bad," he said.Nyangen Chuol, 30, keeps her five children alive with aid agency rations of sorghum supplemented with lilies, coconuts and sometimes fish."Before the conflict I lived here in Thonyor but had to move far away to the islands in the swamp for safety," she said. This weekend's registration for food deliveries had drawn her back.Outside the famine's epicentre in the northern Unity State, there are nearly five million people who also need food handouts, mostly in areas where the fighting has been fiercest."The biggest issue has been insecurity in some of these areas which makes it very difficult to access," said George Fominyen of the World Food Programme (WFP).- Too late for some -Aid workers warn that by the time a famine is declared it is already too late for some, but the declaration has put pressure on the government to open up access, at least for now, and international aid agencies are ratcheting up their efforts.Ray Ngwen Chek, a 32-year-old waiting for food, said the situation had steadily worsened over the years."Since 2013 we have planted no crops, nothing, we just stay like this. You don't know what you will survive on tomorrow," he said.Hospitals and schools are shut, Chek said, and children, surrounded by conflict and with no other options, "are practising how to carry guns" instead of learning for the future.Betrayed and neglected by the country's leaders, the people of Leer struggle to hold out hope for a political solution that would end the conflict. But Chek is certain of one thing: "Fighting is not a solution."

Maltese PM hails pope, calls for multispeed EU By Eric Maurice-euobserver

Valletta, 27. Feb, 18:33-Pope Francis's "insight will be extremely important for Europe's future," said Maltese prime minister Joseph Muscat on Monday (27 February), while criticising the EU's "lack of leadership"."Pope Francis is the ultimate world leader who has the skills and vision to say things that transcend banalities," Muscat said in Valletta ahead of next month's Rome summit. The Social-Democratic PM, whose country holds the current EU presidency, added that the Roman Catholic leader may "provide things other politicians miss".Muscat was speaking at the opening of a forum on migration and the EU neighbourhood, organised by the Institute Jacques Delors as part of the Maltese EU presidency programme. He said that EU leaders were "looking for ideas" on how to address the migration crisis and there was "evidence that there is a lack of international leadership" to solve the crisis. He said that EU leaders were faced with "a legitimate demand for protection" from Europe's people but that the only answer offered up to now was protectionism."It's now time for mainstream political movement to focus on these things and not leave a vacuum" for protectionist forces, he said.He also said that the EU needs to "go ahead with multi-speed Europe"."If the only way of staying united is doing nothing," then some EU member states should integrate further to be able to act, he noted. He said that with "the composition and structure" of today's EU, a multi-speed Europe was needed when it comes to security and social issues.Muscat's comment is the latest among EU leaders, including Juncker and Merkel, about a multi-speed Europe. The EU heads of state and government will gather in Rome next month to celebrate the 60th anniversary of the Rome treaty, where they will issue a declaration on the future of the EU.This week, the European Commission is expected to publish a white paper to lay out its vision for the EU, following commission president Jean-Claude Juncker saying last week that the EU could "do many things together, but this is no longer a time when we can imagine everyone doing the same thing together."At a summit in Valletta, in early February, German chancellor Angela Merkel noted that "that there will be an EU with different speeds [and] that not everyone will take part in the same levels of integration".Last year, after Brexit, EU leaders had ruled out treaty changes as a response to citizens' defiance of the EU. But the election of Donald Trump and his support for rising anti-EU forces has changed the situation, and treaty change is back on the agenda, an EU source recently told EUobserver.

Dubai (AFP) - Nearly 1,500 children have been recruited by Yemen's warring parties, mostly the Shiite Huthi rebels, since March 2015, the United Nations said on Tuesday. The UN has verified the recruitment of 1,476 children, all boys, between March 26, 2015 and January 31, 2017, said a statement by the spokesperson for the UN High Commissioner for Human Rights, Ravina Shamdasani."The numbers are likely to be much higher as most families are not willing to talk about the recruitment of their children, for fear of reprisals," she said."Just last week, we received new reports of children who were recruited without the knowledge of their families," she said, adding that children under 18 are either being "misled or attracted by promises of financial rewards or social status".The Iran-backed Huthis and their allies overran the capital Sanaa in 2014 before sweeping south, forcing the internationally recognised government to flee. The war escalated in March 2015 when a Saudi-led Arab coalition began a military campaign against the rebels in support of President Abedrabbo Mansour Hadi."We remind all parties to the conflict that the recruitment and use of children in armed conflict is strictly forbidden by international human rights law and international humanitarian law," said Shamdasani. The recruitment of children under 15 "may amount to a war crime," she added."We urge them to immediately release such children."Meanwhile, rights group Amnesty International accused the Huthis of "actively recruiting boys as young as 15".It cited witnesses speaking of financial incentives to families, including monthly salaries ranging between $80 and $120 for every family of a child "martyr"."It is appalling that Huthi forces are taking children away from their parents and their homes, stripping them of their childhood to put them in the line of fire where they could die," said Samah Hadid, Deputy Director at Amnesty's Beirut regional office.Amnesty documented the cases of four boys taken in mid-February, saying that their families later received news that their sons were at an unnamed location on the border with Saudi Arabia.Shamdasani said 4,667 civilians had been killed in the conflict since March 2015, with 8,180 wounded. In total, the UN says that more than 7,500 people have been killed in the war and 40,000 wounded.

France arrests four teenage girls for links with jihadists in Syria-[Reuters]-YAHOONEWS-February 28, 2017

PARIS (Reuters) - French authorities arrested four teenage girls on Tuesday on suspicion of communicating with jihadists in Syria via the encrypted messaging app Telegram, a judicial source told Reuters. In a chatroom the suspects discussed the possibility of preparing violent attacks, the source said, without elaborating.Three of the four girls are minors, aged between 15 and 17 years, and the fourth is 18 years old.French TV channel France 3 reported that one of the girls was in contact with Rachid Kassim, a French Islamist militant who is suspected of having inspired some of the recent attacks in France. The U.S. military said in early February it had targeted Kassim in a strike near the Iraqi city of Mosul.(Reporting by Chine Labbe and Gerard Bon; Writing by Maya Nikolaeva; Editing by Gareth Jones)

Iraqi officers find Islamic State members hidden among refugees fleeing Mosul-[Reuters]-By Stephen Kalin-YAHOONEWS-February 28, 2017

SOUTH OF MOSUL, Iraq (Reuters) - A few hundred men who had scurried across front lines in a refugee exodus from Mosul sat on the ground in neat rows before an Iraqi intelligence officer who scanned the crowd for hidden militants. The officer pulled a teenager onto a raised platform and asked the group if he belonged to Islamic State (IS). Muffled groans were followed by nods and muttered comments. The youth was then dragged off to a pickup truck and his arms tied behind his back. He confessed to a three-month membership in IS and spending a week in a training camp, but said he had only been a cook and never carried a weapon. As growing numbers of residents flee fighting between insurgents and Iraqi military forces seeking to recapture the IS-held western half of Iraq's second largest city, security units have been transporting civilians to government-run camps and weeding out IS infiltrators.Just over a week into the offensive on the militants' last urban bastion in Iraq, some 14,000 inhabitants have slipped out of the city, trekking through stony desert. Most are women, children and elderly but there are also hundreds of young men who must pass screening by the security forces. All are hungry and thirsty after three months under a virtual siege of western districts by Iraqi forces. Some have been wounded in the crossfire of a battle that could deal a hammer blow to Islamic State's territorial ambitions.Up to 400,000 people may have to leave their homes during the new U.S.-backed offensive launched this month after Iraqi forces finished clearing districts east of the Tigris River that cleaves the city in Iraq's far north. The intelligence officer, who spoke to Reuters on condition of anonymity, said he had extracted seven suspected Islamic State members on Sunday, the first day of mass displacement from western Mosul. Reuters saw four more in detention on Monday."The fighters don't come out," he said. Those who were loyal to the jihadist movement but played a less public, mainly non-combatant role are more likely to try to slip through the dragnet, the intelligence officer added.Security forces keep on hand some local Mosul inhabitants they refer to as "sources" to help them identify suspects. One of the "sources", a wiry young man wearing a green balaclava to shield his identity, stood with intelligence officers as a new batch of men handed over their identification to be checked against a computer database.-TELLTALE BEHAVIOUR-Most Islamic State militants are killed in battle, though Iraqi forces have captured alive a handful over the past week including a few from former Soviet republics and China. The intelligence officer said he had learned to pinpoint IS associates from how they behaved with him."You can tell because they are afraid. Those who are not Daesh are also afraid but it's different from the fear of those who are with Daesh," he said, without elaborating, using an Arabic acronym for Islamic State. The Iraqi military considers the screening process to be effective so far, but gives no figures.“We have a mechanism. We have names and sources but even so we don't know all of them. But there are people who cooperate; most of them are cooperative," the intelligence officer said. Some of those held in groups for interrogation were clearly motivated to expose IS supporters in their midst by the repression and brutality of Islamic State's rule in Mosul."People are cooperative because two years is a long time to be under constant pressure," the intelligence officer said."When you ask who among you is with Daesh, there are people who will point them out and say they did such and such. Like these guys, this morning I brought them one and asked if they knew him. Two of them got up and said he is Daesh."A U.S. intelligence official who asked not to be named said some Islamic State combatants had escaped Mosul as well as the Syrian city of Raqqa amidst the chaos of combat, but U.S.-backed forces' encirclement of both cities had reduced the risk of militants making their way out to carry out attacks elsewhere.-PERILOUS PASSAGE-People arrive at the initial screening site behind front lines just south of Mosul caked in dust, some carried on stretchers or the backs of others. The first thing they ask for is usually a cigarette. Smoking was forbidden under the Islamic State regime, but many people still risked lashes for a few puffs.Supplies of most commodities have run out and prices have skyrocketed in west Mosul since Iraqi forces cut off the last road westward to IS-controlled territory in Syria three months ago. Many families have subsisted on little more than bread. An elderly man waiting for security screening said people had died in their homes from hunger. "There was nothing to buy. You have money but what can you do, eat money?" he said."It's not that prices are high, (but that) there is no food. "Some people had to leave their dead relatives in their house."The journey out of western Mosul is treacherous and disorienting. Families are often separated and unsure when they will see each other again or where they will ultimately end up.Civilians say Islamic State has targeted them with mortars and snipers along the route, which takes at least an hour of walking and another half hour piled into military trucks.A 16-year-old shepherd lost part of his flock last week when a mortar crashed into it. He slaughtered the wounded animals and sold the meat to Iraqi policemen securing the area. This week, families were squatting in a ditch in the open desert waiting for trucks to carry them the rest of the way.A few women seized the opportunity to swap their black niqab veils for colourful headscarves, which show their faces and so were banned by Islamic State.Dawud Dargham was boarding a bus to a government-run camp after fleeing from a village near Mosul airport. He said he was anxious about the future. "There is a limit to what we can endure. We are humans made of flesh and blood."The teenage cook exposed as an IS supporter, clad in a blue tracksuit and barely old enough to grow a beard, was sitting later in the bed of a truck as three other men with pillow cases over their heads were tossed in.When the intelligence officer began to ask him more questions, the youth's eyes welled up."Don't cry," the officer advised with a hint of tenderness before the vehicle took off, kicking up a cloud of dust.(Additional reporting by Isabel Coles in Mosul and John Walcott in Washington; editing by Mark Heinrich)

Islamic State militants being killed at level they cannot sustain - UK general-[Reuters]-By Kylie MacLellan-YAHOONEWS-February 28, 2017

LONDON (Reuters) - The U.S.-led coalition effort against Islamic State is killing the group's fighters more quickly than it can replace them, a senior British general said on Tuesday, with more than 45,000 killed by coalition air strikes up to August last year.On Tuesday, U.S.-backed Iraqi forces continued their offensive in Mosul, where several thousand Islamic State (IS) militants, including many who travelled from Western countries to join up, are believed to be based."We are killing Daesh at a rate that they simply can't sustain," said Major General Rupert Jones, deputy commander for the Combined Joint Task Force coalition, using an Arabic acronym for Islamic State."The enemy cannot sustain the attrition that they are suffering and therefore they lose terrain, they lose battles."The top American commander in Iraq said earlier this month he believed U.S.-backed forces would recapture Islamic State's two major strongholds - Raqqa in Syria and Mosul in Iraq - within the next six months.Jones said that while the battle would not be over with the fall of Mosul or Raqqa, it would be the beginning of the end."The inevitability of their destruction just becomes really a matter of time," he said, adding that the group's leadership was now focussed on little more than survival.-"BRUTAL REGIME"-The coalition estimates that the number of IS fighters in Iraq and Syria is at its lowest level in more than 2.5 years, with the group having lost 62 percent of the territory it once controlled in Iraq and 30 percent in Syria.Jones said the number of foreign fighters travelling to join IS had dropped by between 75 and 90 percent, both due to it being harder to get in and out of Iraq and Syria and because the reality of doing so had been exposed as unappealing."The big idea that Daesh were putting out there, the kind of glamour ... has been exposed for what it is, it is a lie," he said. "They recognise that what you are actually signing yourself up to is going to live under a brutal regime."He said Islamic State had refocused its attention on radicalising people outside Iraq and Syria to carry out attacks locally, so the coalition still had work to do on countering the group's ideology. The coalition estimates that IS activity on Twitter has fallen by 45 percent since 2014, with 360,000 of the group's Twitter accounts suspended, and the lifespan of an IS-linked social media account reduced to less than two days.(Reporting by Kylie MacLellan; Editing by Gareth Jones)

Clashes break out in Palestinian camp in Lebanon-[Associated Press]-PHILIP ISSA-YAHOONEWS-February 28, 2017

BEIRUT (AP) — Clashes erupted in a densely-packed Palestinian refugee camp in southern Lebanon on Tuesday, wounding at least four people, including a three-year-old boy with a bullet-wound to the head, Palestinian security officials said. The Palestinian officials spoke on condition of anonymity because they were not authorized to brief reporters. One person was later reported dead, Lebanon's official news agency said.Witnesses could see smoke rising above the Ein el-Hilweh camp and hear gunfire echoing behind its walls from the nearby port city of Sidon. The U.N. agency for Palestinian refugees condemned the violence and said "armed actors" had entered one of its schools.Schools outside the camp's walls also closed, and staff and students were sent home. The Lebanese army, which according to a longstanding agreement is not allowed inside the Palestinian camp, closed a major highway nearby.Ein el-Hilweh was one of several camps set up across the region for Palestinians displaced by the Arab-Israeli war in 1948. The Lebanon camps eventually grew into crowded, built-up neighborhoods with endemic poverty.Ein el-Hilweh is notorious for its lawlessness and disrepair, with the Palestine Liberation Organization and Islamic militant rivals controlling different parts of the camp. The U.N. says more than 50,000 Palestinian refugees live inside the camp's confines of less than 1 square mile (2.5 sq. kilometers). The Lebanese army says Islamists in Ein el-Hilweh are harboring fugitives from around the country.Residents poured out of the camp Tuesday, saying they were fed up with the infighting."The best thing that could happen would be to allow everyone to leave and let (the gunmen) fight each other until the end," said Mahmoud Atayah, a 33-year-old civil activist from the camp.He said camp leaders were "conspiring against the Palestinian people," and said the Islamists and the Fatah faction of the PLO were fighting over the budget and the right to represent the Palestinians.Neighborhoods on the eastern side of the camp, where Fatah fighters have traditionally maintained order, were under lockdown because of the fighting. The PLO ambassador to Lebanon held meetings on Monday and Tuesday with representatives of Fatah and the Islamist factions to try to restore a cease-fire. Local media quoted Fatah official Azzam al-Ahmad as saying an agreement was reached to revive a joint security force that was disbanded earlier this month. The joint security force, formed in 2014, was disbanded ahead of PLO leader Mahmoud Abbas' visit to Lebanon last week. Fighting broke out during Abbas' trip. The president did not visit the camp.

Pakistan hosts regional economic summit-[Associated Press]-ASIF SHAHZAD-YAHOONEWS-February 28, 2017

ISLAMABAD (AP) — Leaders from Iran, Turkey and other states arrived in Pakistan's capital on Tuesday amid tight security for a regional conference seeking to improve economic ties by removing trade barriers.Islamabad is hosting representatives from 10 countries as part of the Economic Cooperation Organization summit on Wednesday to finalize a plan for expanding trade and prosperity among member nations.Turkey, Iran and Pakistan were the three ECO founding members when the organization was created in 1985. Iranian President Hassan Rouhani and Turkish President Recep Tayyip Erdogan are among the leaders who will attend the summit. The Afghan ambassador to Pakistan will represent Kabul while China will attend as an observer. Pakistan says the presidents of Tajikistan, Turkmenistan and Azerbaijan, as well as the prime ministers of Kazakhstan and Kyrgyzstan and the deputy prime minister of Uzbekistan are scheduled to attend. On Tuesday, several ministers from ECO member states gathered in Islamabad for preparatory meetings. In a statement, the Pakistani Foreign Ministry said the ECO Council of Ministers adopted "the ECO Vision 2025" and renewed their commitment to promote regional economic integration among member states.Pakistan's Foreign Secretary Aizaz Ahmad Chaudhry described the summit as a key chance for regional economic growth and cooperation and an opportunity for Pakistan to show it cannot be isolated from the international scene.Islamabad had to cancel several regional cooperation meetings last year after neighboring India and Afghanistan declined to attend. New Delhi cited security concerns amid a surge in violence and tensions over the disputed Kashmir region, which both Pakistan and India claim in its entirety.Despite a recent string of deadly militant attacks that have killed over 125 people, Pakistan is trying to showcase the country to investors as one of Asia's fastest growing markets."Our region is faced with a number of challenges, including extremism, terrorism," said Pakistani Foreign Affairs adviser Sartaj Aziz, calling for greater regional cooperation.__Associated Press writer Munir Ahmed in Islamabad contributed to this report.

South Korea suggests North's suspension from U.N. over airport killing-[Reuters]-By Stephanie Nebehay and Joseph Sipalan-YAHOONEWS-February 28, 2017

GENEVA/KUALA LUMPUR (Reuters) - South Korea called for "collective measures" to punish North Korea for using chemical weapons to kill the estranged half-brother of its leader Kim Jong Un, as Malaysia said on Tuesday it would charge two women with murder over the airport attack.Police have said the women smeared VX nerve agent, a chemical on a United Nations list of banned weapons of mass destruction, on Kim Jong Nam's face in an assault captured on security cameras in the Malaysian capital's airport on Feb. 13.U.S. and South Korean officials believe he was the victim of an assassination orchestrated by Pyongyang. North Korea said on Tuesday it "categorically rejects" what it called "fictitious and preposterous assumptions".Speaking at the U.N.-backed Conference on Disarmament (CD) in Geneva on Tuesday, South Korea's Foreign Minister Yun Byung-se said the use of chemical weapons was a "wake-up call" and the international community should act - including possibly suspending the isolated North's seat at the United Nations."Many international media pointed out that North Korea's use of chemical weapons for the targeted killing in a third country sent a very clear message to the world," South Korea's Yun told the Geneva forum."Namely this impulsive, unpredictable, trigger-happy and brutal regime is ready and willing to strike anyone, anytime, anywhere."North Korea called his comments "despicable and ill-natured".Kim Jong Nam had been living in exile, under Beijing's protection, in the Chinese territory of Macau, and had criticized the regime of his family and his half-brother, Kim Jong Un.Malaysian police arrested a Vietnamese woman, Doan Thi Huong, and an Indonesian, Siti Aishah, in the days after the attack.Police are also holding one North Korean man and have identified seven other North Koreans wanted in connection with a case that reads like the plot to a spy movie. Both women will be formally charged on Wednesday under section 302 of the penal code, which carries the death penalty, Malaysia's attorney general, Mohamed Apandi Ali, confirmed to Reuters in a text message.-DEADLY NERVE AGENT-VX is one of the deadliest chemical weapons ever created, far more potent than Sarin, the gas used in deadly chemical attacks in Syria in 2013 and in an attack on the Tokyo subway by a Japanese doomsday cult in 1995."Just a few grams of VX is sufficient for mass killing," Yun said."North Korea is reported to have not just grams but thousands of tonnes of chemical weapons, including VX, all over the country ... The recent assassination is a wake-up call to all of us to North Korea's chemical weapons capability and its intent to actually use them."States could invoke the Chemical Weapons Convention as the use of such agents was in "flagrant violation of international law", Yun said. Malaysia is part of the 1993 pact prohibiting their production, transfer and use, but North Korea is not.Once the Malaysian government releases the results of its investigation, the U.N. Security Council and state parties to the Chemical Weapons Convention should take up the case as a "high priority agenda", Yun said.States that have ratified the chemical weapons ban could invoke the treaty and "take collective measures", he added."It could take the form of suspension of North Korea's rights and privileges as a U.N. member," he said. His comment drew an angry response from North Korea."North Korea totally rejects the despicable, irresponsible, impertinent and illogical remarks made by South Korea," North Korean diplomat Ju Yong Choi told the same meeting in Geneva later on Tuesday."DPRK has never produced or stockpiled or used chemical weapons and our position is clear," he added, using the abbreviation for North Korea's official name, the Democratic People's Republic of Korea.-'REALITY TV PRANK'-Security camera footage, which has been broadcast in the media, showed two women assaulting Kim Jong Nam in the departure hall of Kuala Lumpur International Airport. He died within 20 minutes. Both of the women arrested have told diplomats from their countries that they had been paid to take part in what they believed was a prank for a reality television show.Huong, the Vietnamese woman, was detained 48 hours after the murder in the same airport terminal where Kim Jong Nam was killed. She is believed to be the woman wearing a white shirt emblazoned with the acronym "LOL", whose image was caught on security cameras while waiting for a taxi after the attack. The Indonesian woman, Siti Aishah, was detained a day later.Police have said the women knew what they were doing when they attacked Kim Jong Nam and were instructed to wash their hands afterwards.Police said Aishah fell sick, vomiting repeatedly while in custody possibly as a side-effect of VX, though Indonesian embassy officials have subsequently said she was in good health.(Reporting by Stephanie Nebehay and Tom Miles in GENEVA, Joseph Sipalan and Angie Teo in KUALA LUMPUR and Zahra Matarani in JAKARTA; Writing by Alex Richardson; Editing by Robert Birsel and Mike Collett-White)

Russia, China veto UN resolution on Syria sanctions-[AFP]-Carole LANDRY-YAHOONEWS-February 28, 2017

United Nations (United States) (AFP) - Russia and China on Tuesday vetoed a Western-backed UN resolution that would have imposed sanctions on Syria over chemical weapons use, as peace talks in Geneva showed no signs of progress on ending the nearly six-year war.The Security Council resolution drafted by Britain, France and the United States won nine votes in favor while three countries opposed it -- China, Russia and Bolivia. Kazakhstan, Ethiopia and Egypt abstained.UN resolutions require nine positive votes and no veto to be adopted. It was the seventh time that Russia, Syria's top military ally, has used its veto power to shield the Damascus regime.Russian President Vladimir Putin had warned earlier that imposing sanctions on Syria was "completely inappropriate" while talks were ongoing in Geneva on ending the war.US Ambassador Nikki Haley shot back: "This resolution is very appropriate.""It is a sad day on the Security Council when members start making excuses for other member states killing their own people," she said."The world is definitely a more dangerous place," she told the council after the measure was rejected.- 'Moment of truth' -The resolution would have put 11 Syrians, mainly military commanders, and 10 entities linked to chemical attacks in 2014 and 2015 on a UN sanctions blacklist. It included a ban on the sale of helicopters and of chemical agents to the Syrian armed forces or the government.A UN-led investigation concluded in October that the Syrian air force had dropped chlorine barrel-bombs from helicopters on three opposition-held villages in 2014 and 2015.French Ambassador Francois Delattre said the vote was a "moment of truth" for the council, arguing that chemical weapons use was a "negation of all civilization."The joint panel of the United Nations and the Organization for the Prohibition of Chemical Weapons (OPCW) also found that Islamic State jihadists used mustard gas in an attack in 2015.- US joins Britain, France at UN -The vote marked the first major council action by the new US administration of President Donald Trump, who is seeking warmer ties with Russia.France and Britain had circulated the proposed measure in December and the new US administration joined as a co-sponsor of the draft resolution this month.Russian Deputy Ambassador Vladimir Safronkov echoed Putin's view that imposing sanctions would have undermined peace talks and described the draft resolution as a "provocation" by the Western "troika".The Syrian government has repeatedly denied using chemical weapons in the war that has killed 310,000 people since March 2011.Chinese Ambassador Liu Jieyi argued that sanctions were premature and that the UN-OPCW panel should be allowed to complete its investigations."At present, investigations are still ongoing and therefore it is too early to reach a final conclusion," Liu told the council.China has joined Russia in vetoing six resolutions on Syria.Britain, France and the United States are the other veto-wielding permanent members of the Security Council.UN-brokered talks that opened on Thursday in Geneva ran into hurdles after Russia insisted that counter-terrorism be added to the agenda -- putting pressure on opposition groups with ties to Islamist fighters.Putin -- whose military intervention in Syria helped turn the tables in favor of Assad -- lamented that the negotiations in Switzerland are "not going as smoothly as hoped."Russia used its veto power twice to block demands for a ceasefire in Aleppo, the Syrian city that was seized by government forces in December.Russia and China also blocked in 2014 a request for the International Criminal Court to open up investigations of war crimes committed during the war in Syria.
