GENESIS 7:6-12
6 And Noah was six hundred years old when the flood of waters was upon the earth.
7 And Noah went in, and his sons, and his wife, and his sons’ wives with him, into the ark, because of the waters of the flood.
8 Of clean beasts, and of beasts that are not clean, and of fowls, and of every thing that creepeth upon the earth,
9 There went in two and two unto Noah into the ark, the male and the female, as God had commanded Noah.
10 And it came to pass after seven days, that the waters of the flood were upon the earth.
11 In the six hundredth year of Noah’s life, in the second month, the seventeenth day of the month, the same day were all the fountains of the great deep broken up, and the windows of heaven were opened.
12 And the rain was upon the earth forty days and forty nights.

Queenslanders wake up to devastation following 'monster' storm Cyclone Debbie-THE GUARDIAN-Australian Associated Press-Tuesday 28 March 2017 22.06 BST

Queenslanders woke up on Wednesday to a huge cleanup following the “monster” Cyclone Debbie, as the now ex-tropical cyclone brought yet more heavy rain as it worked its way through the state. At 3am on Wednesday morning the Bureau of Meteorology downgraded Debbie out of the cyclone category to a tropical low, bringing sustained winds of 55km/h with gusts of up to 85km/h. Heavy rains were still expected as it moved south-west, with a severe weather warning in place. On Tuesday night the Queensland premier, Annastacia Palaszczuk, predicted “shock and awe” in the state when the full extent of the devastation wrought by the cyclone was revealed. At its most ferocious the cyclone downed trees, stripped buildings and left shorelines swamped after making landfall as a category four storm at midday on Tuesday near Airlie Beach. The storm was downgraded to a category three cyclone just after 3pm, but strong winds continued to lash Airlie Beach, Proserpine and Bowen late in the afternoon. The state’s premier and police commissioner issued grave warnings to residents. The premier, who on Monday warned it would be a “monster”, said the state would be dealing with the impact of the “scary” cyclone for the next three to five days as it moved down the coast.“I think there is going to be a lot of shock and awe in the morning,” she told Ten News on Tuesday. She said rapid assessment teams would be sent to observe the damage at first light on Wednesday, later revealing even she was “bracing” for Debbie’s full impact being unveiled.A man, believed to be aged in his 60s, was badly injured when a wall collapsed on him in Proserpine. He is now in a stable condition in Proserpine hospital.“We are going to get lots of reports of damage and sadly I think we will also receive more reports of injuries, if not deaths. We need to be prepared for that,” Commissioner Ian Stewart said on Tuesday afternoon. The Australian defence force mobilised soldiers, vehicles, aircraft and other resources to respond to Debbie, which the Insurance Council of Australia declared a “catastrophe”.The storm earlier pounded the Whitsunday Islands, with gusts of 263km/h recorded at Hamilton Island while the jetty at Daydream Island was virtually washed away.More than 48,000 homes were without power across the Bowen, Mackay and Whitsunday regions and more than 400 schools and childcare centres closed.Forecasters were also warning people to remain vigilant about damaging deluges following the cyclone, with significant rain expected down the coast towards the state’s south-east.In Bowen, where much of the local housing was built before cyclone safety standards were introduced in the 1980s, the cyclone wrecked homes and caused “major environmental damage”, Whitsunday regional councillor Mike Brunker said.“The last couple of hours have been frightening, actually. When it crossed the coast, it was just unbelievable,” Brunker told Guardian Australia.“There is house damage, there are people on Facebook, different friends whose houses have been wrecked. Up near the reservoir, there’s holes in roofs, a lot of environmental damage.”Early on Wednesday the Bureau of Meteorology said the tropical low system had moved over inland central Queensland, bringing the risk of flash flooding with up to 250mm of rainfall in a day possible. The heaviest rainfall was expected over Springsure to Yepoon. As the system continues moving south it could bring major flooding to Ayr, and towns along the NSW border later in the week.Damaging winds, with peak gusts of around 120km/h, continued in the region particularly about the coast and islands and also over higher ground inland. On Wednesday morning the strongest wind gusts were affecting areas north of about Emerald to St Lawrence.

Stars Form In Winds From Supermassive Black Holes-[International Business Times]-Elana Glowatz-YAHOONEWS-March 27, 2017

“It’s a very difficult observation,” researcher Roberto Maiolino, from the University of Cambridge, said in the ESO statement, explaining why astronomers have not confirmed the process sooner. “Our results are exciting because they show unambiguously that stars are being created inside these outflows.”According to a study in the journal Nature, the scientists were focused on a spot 600 million light years away, where two galaxies are in the process of colliding. They saw evidence of stars forming within the gaseous wind blowing out of the supermassive black hole in one of them, including a type of radiation that is a hallmark of new stars.“These stars are thought to be less than a few tens of millions of years old, and preliminary analysis suggests that they are hotter and brighter than stars formed in less extreme environments such as the galactic disc,” the ESO said. “They are travelling at very large velocities away from the galaxy centre — as would make sense for objects caught in a stream of fast-moving material. The study estimates that the star-formation process linked to just this one supermassive black hole’s expelled wind is shaping matter at the equivalent of more than 15 times the mass of the Sun every year. It adds that the same thing could be happening in other places in the universe too. The Milky Way Galaxy that Earth calls home also has a supermassive black hole at its center, known as Sagittarius A*.The information could lead to a better understanding of how galaxies form.

US leads boycott of nuclear weapons ban talks-[AFP]-Catherine TRIOMPHE-YAHOONEWS-March 27, 2017

United Nations (United States) (AFP) - More than 100 countries on Monday launched the first UN talks aimed at achieving a legally binding ban on nuclear weapons, as Washington led an international boycott of a process it deems unrealistic. Before the conference had even begun, the US ambassador to the UN, Nikki Haley, spoke out to reject the proposal in the light of current global security threats."As a mom and a daughter there is nothing I want more for my family than a world with no nuclear weapons," Haley, who represents the world's largest nuclear power, said on the sidelines of the meeting."But we have to be realistic," she added. "Is there anyone that believes that North Korea would agree to a ban on nuclear weapons?"Haley spoke in a group of some 20 ambassadors from US allies which are boycotting the negotiations, including Britain, France, South Korea, Turkey and a number of countries from eastern Europe. The ambassadors of Russia and China were notably absent, but both major nuclear powers are also sitting out the General Assembly talks.Haley estimated that "almost 40 countries" were not participating. The push for a ban was announced in October by 123 UN members who say the threat of atomic disaster is growing thanks to tensions fanned by North Korea's nuclear weapons program and an unpredictable new administration in Washington.Leaders of the effort include Austria, Ireland, Mexico, Brazil, South Africa and Sweden, supported by hundreds of nonprofit organizations. But Britain, France, Israel, Russia and the United States all voted no, while China, India and Pakistan abstained -- together accounting for most of the world's declared and undeclared nuclear powers.Even Japan -- the only country to have suffered atomic attacks, in 1945 -- voted against the talks, saying a lack of consensus over the negotiations could undermine progress on effective nuclear disarmament.Japan's ambassador, Nobushige Takamizawa, addressed the General Assembly to explain why."Efforts to make such a treaty without the involvement of nuclear weapon states will only deepen the schism and division" in the international community, he said.- 'Step-by-step' -Haley, while acknowledging the promoters of the treaty were acting in "good faith," said: "You have to ask yourselves: Do they really understand the threats that we have?"Britain's ambassador Matthew Rycroft asserted that his country "is completely committed to the long-term goal of a world without nuclear weapons" but does "not believe that those negotiations will lead to effective progress on global nuclear disarmament.""The best way to achieve the goal of global nuclear disarmament is through gradual multilateral disarmament, negotiated using a step-by-step approach and within existing international frameworks," Rycroft added.Haley noted that the United States had reduced its nuclear arsenal by 85 percent since the 1968 Treaty on the Non-Proliferation of Nuclear Weapons (NPT) took effect, and added "we are going to continue to do that."But supporters of the UN process argue that little progress has been made in recent years despite commitments by the major nuclear powers under the NPT."We have been waiting for progress on nuclear disarmament since 1997," Austrian ambassador Alexander Marschik said at the launch of the negotiations in the General Assembly."Whenever we asked, we were told that the time was not right."In 2009, then-president Barack Obama announced a drive to reduce the role of nuclear weapons and eventually eliminate them. But his administration strongly encouraged NATO allies to vote against this year's UN negotiations, saying a ban would obstruct cooperation to respond to nuclear threats from adversaries."There was disappointment with the Obama administration, which made some pledges, but then ignored most of them," said Beatrice Fihn, director of the International Campaign to Abolish Nuclear Weapons, an international coalition of NGOs. "And now there are raised worries with the new US president."President Donald Trump threatened a nuclear arms race in a tweet shortly before he took office in January, saying "we will outmatch them at every pass and outlast them all."Ban supporters point to successful grassroots movements that led to the prohibition of landmines in 1997 and cluster munitions in 2008 as a model for the future of nuclear disarmament.Drawing on experience from those campaigns, Fihn believes there is a "good chance" a treaty will be adopted, though perhaps not necessarily after the first phase of negotiations ends in July.

Report: China's man-made S.China Sea islands nearly complete-[Associated Press]-CHRISTOPHER BODEEN-YAHOONEWS-March 28, 2017

BEIJING (AP) — A report from a U.S. think tank says China has nearly completed construction work on three man-made islands in the South China Sea, giving it the ability to deploy combat aircraft and other military assets to the disputed region. The Washington-based Center for Strategic and International Studies analyzed recent satellite photos and concluded that runways, aircraft hangers, radar sites and hardened surface-to-air missile shelters have either been finished or are nearing completion. The report, released Monday, appears to be the most conclusive indication yet that China is using its island-building project to give teeth to its claim over almost the entire South China Sea and its islands and reefs. The islands in the study — Subi, Mischief and Fiery Cross reefs — are part of the Spratly chain, which is claimed in whole or in part by China, the Philippines, Vietnam, Malaysia, Taiwan and Brunei. On each of the islands, China has constructed enough concrete hangers for 24 fighter jets and four or five larger planes such as bombers or early warning aircraft, CSIS reported.China already uses an existing airfield on Woody Island in the similarly disputed Paracel chain, located to the north, where it has maintained mobile HQ-9 surface-to-air missiles for more than a year and deployed anti-ship cruise missiles on at least one occasion, CSIS said. The airfields and advanced surveillance and early warning radars will allow China's military to operate over virtually the entire South China Sea."Beijing can now deploy military assets, including combat aircraft and mobile missile launchers, to the Spratly Islands at any time," the report said.China's creation of seven man-made islands in the South China Sea has drawn strong criticism from the U.S. and others, who accuse Beijing of further militarizing the region and altering geography to bolster its claims.China says its island construction is mainly for civilian purposes, particularly to increase safety for ships that carry an estimated $5 trillion worth of goods through the waterway each year. It has also provided reassurances that it will not interfere with freedom of navigation or overflight, although questions remain as to whether that includes military ships and aircraft.Commenting on the report, a senior Philippine defense official said the construction China has carried out on the islands "belies a clearly military purpose contrary to Chinese public pronouncements that it is civilian in nature."That raises the likelihood of further militarization and restrictions on air and sea traffic, posing a "clear and present danger to the present regional security balance," said the official, who requested anonymity because he was not authorized to speak to reporters on the matter.China has refused to confirm speculation over whether it plans to declare an air defense identification zone over the South China Sea as it has done already over international airspace in the East China Sea. The U.S. has refused to recognize the East China Sea zone, which requires aircraft to declare their flight plans, identify themselves to Chinese traffic monitors and follow their instructions.___Associated Press writer Teresa Cerojano in Manila, Philippines, contributed to this report.

1 The burden of the word of the LORD for Israel, saith the LORD, which stretcheth forth the heavens, and layeth the foundation of the earth, and formeth the spirit of man within him.
2 Behold, I will make Jerusalem a cup of trembling unto all the people round about, when they shall be in the siege both against Judah and against Jerusalem.
3 And in that day will I make Jerusalem a burdensome stone for all people: all that burden themselves with it shall be cut in pieces, though all the people of the earth be gathered together against it.
4 In that day, saith the LORD, I will smite every horse with astonishment, and his rider with madness: and I will open mine eyes upon the house of Judah, and will smite every horse of the people with blindness.

14 Wherefore hear the word of the LORD, ye scornful men, that rule this people which is in Jerusalem.
15 Because ye have said, We have made a covenant with death, and with hell are we at agreement; when the overflowing scourge shall pass through, it shall not come unto us: for we have made lies our refuge, and under falsehood have we hid ourselves:
16 Therefore thus saith the Lord GOD, Behold, I lay in Zion for a foundation a stone, a tried stone, a precious corner stone, a sure foundation: he that believeth shall not make haste.
17 Judgment also will I lay to the line, and righteousness to the plummet: and the hail shall sweep away the refuge of lies, and the waters shall overflow the hiding place.
18 And your covenant with death shall be disannulled, and your agreement with hell shall not stand; when the overflowing scourge shall pass through, then ye shall be trodden down by it.

Arab leaders reaffirm support for Palestinian state amid unease over U.S. stance-[Reuters]-By Ali Sawafta and Suleiman Al-Khalidi-YAHOONEWS-March 29, 2017

DEAD SEA, Jordan/AMMAN (Reuters) - Arab leaders reaffirmed on Wednesday their commitment to a two-state solution to the decades-long Arab-Israeli conflict amid increased unease over the stance of the United States under the new administration of President Donald Trump.Trump rattled Arab and European leaders in February by indicating he was open to a one-state solution, upending a position taken by successive administrations and the international community.Trump later told Reuters in an interview he liked the concept of a two-state solution but stopped short of reasserting a U.S. commitment to eventual Palestinian statehood, saying he would be "satisfied with whatever makes both parties happy".Arab leaders attending a one-day summit beside the Dead Sea did not publicly refer to Trump or his ambiguous statements, but were keen to stress their own continued backing for an independent Palestinian state and also strongly criticized the continued building of Jewish settlements on occupied territory. The summit's host, King Abdullah of Jordan, said the creation of a Palestinian state alongside Israel remained the basis of any comprehensive Arab-Israeli peace deal."Israel is continuing to expand settlements and wreck chances of peace ... There is no peace or stability in the region without a just and comprehensive solution to the Palestinian cause through a two-state solution," the king said.-ISRAEL CRITICIZED-The venue of the conference is only a few km (miles) from the occupied West Bank and Israeli settlements are visible to the naked eye. This week Israeli Prime Minister Benjamin Netanyahu said he was committed to work with Trump to advance peace efforts with the Palestinians, but he also stopped short of reiterating a commitment to a two-state solution.Palestinian President Mahmoud Abbas criticized Israeli policy in his speech to Wednesday's summit."The Israeli government has since 2009 worked on wrecking the two-state solution by accelerating the tempo of settlements and the confiscation of land," Abbas told the leaders.Trump's Middle East envoy Jason Greenblatt met Abbas ahead of Wednesday's summit, the second such meeting in two weeks. Trump has also invited Abbas to the White House."(Greenblatt) had a lot of queries and we are answering them to complete the picture in their minds and speaking as Arabs in one language," Abbas said, adding that he had told the envoy that Palestinians remained as firm as ever in their demand for an independent state. The Palestinians and Arabs want Arab East Jerusalem - which Israel captured in a 1967 war and later annexed in a move not recognized internationally - as the capital of a future state encompassing the Israeli-occupied West Bank and the Gaza Strip.King Abdullah, whose dynasty has custodianship over Muslim holy sites in Jerusalem, said any unilateral Israeli move to change the status quo in the Dome of the Rock and the Aqsa mosque would have "catastrophic" consequences for the future of the region, inflaming Muslim sentiment.U.N. Secretary General Antonio Guterres also endorsed a two-state solution, telling summit participants this was the "only path to ensure that Palestinians and Israelis can realize their national aspirations and live in peace, security and dignity".(Writing by Suleiman Al-Khalidi; Editing by Gareth Jones)

Arab summit to endorse Palestinian positions with eye on US-[Associated Press]-KARIN LAUB and MOHAMMED DARAGHMEH-YAHOONEWS-March 29, 2017

DEAD SEA, Jordan (AP) — Arab leaders held their annual summit on Wednesday, poised to endorse key Palestinian positions in the conflict with Israel — a signal to President Donald Trump that a deal on Palestinian statehood must precede any Israeli-Arab normalization. The Palestinian quest for independence also served as a showcase for Arab unity in a fractured region, where leaders find themselves on opposite sides of long-running conflicts, particularly Syria's six-year-old civil war.The 21 kings, presidents and top officials gathered on the Jordanian side of the Dead Sea, with a clear view of the Israeli-occupied West Bank on the opposite shore.Despite demands for urgent political reform to tackle the region's challenges, including high unemployment and widespread gender inequality, the optics of the summit signaled business as usual. The leaders around the conference table were all men, most of them elderly.Syrian President Bashar Assad was absent — he hasn't been invited since Syria's suspension from the 22-member Arab League following his crackdown on a 2011 uprising that quickly turned into a brutal civil war.The gathering came ahead of White House meetings in coming weeks between Trump and three Arab leaders — Jordan's King Abdullah II, Egyptian President Abdel-Fattah el-Sissi and Palestinian President Mahmoud Abbas.Trump hasn't yet formulated a policy on the Israeli-Palestinian conflict, but has suggested the internationally backed idea of a two-state solution isn't the only option on the table. His international envoy, Jason Greenblatt, held meetings with Abbas and the foreign ministers of Qatar and Egypt on the sidelines of the summit. The Palestinians want to set up a state in the West Bank, Gaza Strip and east Jerusalem, lands Israel captured in the 1967 Mideast war.On Wednesday, the leaders were expected to reaffirm a 2002 Arab peace plan that offers Israel normalization with dozens of Arab and Muslim countries if it cedes the war-won lands for the creation of a Palestinian state. This would undercut Israel's proposal of a regional peace in which normalization with some Arab countries would precede a deal with the Palestinians.Abbas objects to reopening the Arab plan to negotiations, fearing it would further weaken the Palestinian position vis-a-vis Israel. He said Wednesday that the summit resolutions will "send a clear message to the world" of a united Arab stance.Israeli Prime Minister Benjamin Netanyahu has not formally abandoned his stated support for the two-state solution, but has stopped mentioning it in his speeches since Trump was elected. Instead, he has made vague statements about seeking a region-wide agreement.Netanyahu frequently boasts of strong behind-the-scenes alliances with unidentified Arab countries. In a speech this week to AIPAC, the pro-Israel American lobby group, Netanyahu once again alluded to a region-wide approach, saying that "common dangers faced by Israel and many of our Arab neighbors now offer a rare opportunity to build bridges toward a better future."Israeli Foreign Ministry spokesman Emmanuel Nahshon said the summit's focus on the Palestinians is a ploy to divert from the real issues. "We are the ultimate fig leaf for all Arab abuses and failures," he wrote in a Twitter post. The Arab summit was to adopt a series of resolutions, several dealing with the Palestinian issue. The statements, subject to last-minute change, were previously endorsed by Arab foreign ministers. The draft resolutions condemn Israeli policies, including settlement construction, that are "aimed at eliminating the two-state solution and replacing it with apartheid."They also warned against moving diplomatic missions to contested Jerusalem, whose eastern sector is sought by the Palestinians as a capital. Trump has said he would move the U.S. Embassy in Israel to Jerusalem, but relocation no longer appears imminent.Jordan's king told the summit's opening session that there can be no peace or stability in the region without setting up a Palestinian state alongside Israel.Jordan has a large Palestinian population and also serves as custodian of a major Muslim-run shrine in Jerusalem that is also Judaism's holiest site. The Al-Aqsa Mosque compound, known to Jews as the Temple Mount, has been a scene of frequent Israeli-Palestinian tensions, including clashes.Palestinians fear Israel wants to divide it, a charge Israel denies. Jordan's monarch said "we will continue to fight any attempts to change the status quo" at the site. The Egyptian president and Saudi Arabia's King Salman slipped out of the summit session for face-to-face talks, signaling an attempt at possible reconciliation.A photo handout by the Egyptian delegation showed the two leaders sitting next to each other in white cushion chairs.Relations between the two countries have been tense in recent months. Saudi Arabia is a leading supporter of the Syrian opposition, while Egypt, fearful of Islamic militants among the rebels' ranks, has pushed for a political solution that might keep Assad in power.___Associated Press writers Hamza Hendawi in Cairo and Josef Federman in Jerusalem contributed to this report.

Islamic State shells at Syria dam, forcing engineers to halt work-[Reuters]-By Rodi Said-YAHOONEWS-March 29, 2017

TABQA DAM, Syria (Reuters) - Islamic State shelled positions held by the U.S.-backed Syrian Democratic Forces (SDF) at the Tabqa Dam on the Euphrates River on Wednesday, forcing engineers to temporarily halt efforts to ease the water pressure, a Reuters witness said.Islamic State fired from the southern end of the dam, which it controls, and at least two explosions were heard. No one was injured. The engineers, who are working to open the spillways to relieve water pressure in the dam, later returned to work. The SDF, an alliance of militias including the Kurdish YPG and Arab fighters, last week captured the northern part of the dam, which is a major strategic objective of the U.S.-backed campaign to isolate and capture the Islamic State-held city of Raqqa, some 40 km (25 miles), to the east. The engineers were also at the dam on Tuesday carrying out an assessment as they try to open the two spillways, one of which is half open and the other is completely shut. The SDF and U.S.-led coalition have said the dam is not in danger after the Syrian government on Sunday said it had been damaged by U.S. air strikes and could collapse, with the risk of catastrophic flooding.Islamic State has also said the dam's operating systems were not working properly and it was vulnerable to collapse. The head of the Kurdish YPG militia, fighting in the Raqqa campaign as part of the SDF alliance, has said the final assault on the city will begin in early April.(This version of the story corrects first paragraph to reflect stated aim of engineering work)(Writing by Tom Perry; Editing by Louise Ireland)

Evacuation deal reached for four Syrian towns-[AFP]-Maya Gebeily with Delil Souleiman at Tabqa Dam-YAHOONEWS-March 29, 2017

Beirut (AFP) - Four Syrian towns are to be evacuated under an agreement between pro-government forces and rebels, in the latest of a series of deals to end crippling years-long sieges. The agreement, brokered by rebel supporter Qatar and regime ally Iran, is expected to involve more than 30,000 people, the Syrian Observatory for Human Rights said. The deal reached late Tuesday involves Zabadani and Madaya, besieged by regime fighters near Damascus, and Shiite-majority Fuaa and Kafraya in northwest Syria that are encircled by rebels.Such evacuations have been touted by President Bashar al-Assad as a way to end his country's six-year war, but his opponents say the regime is redrawing Syria's map with forced displacement. The conflict has killed more than 320,000 people and forced millions more from their homes. In the central city of Homs, where evacuations from the last rebel-held district resumed last month, a bomb struck a bus on Wednesday, killing five people, state media said. The Observatory, a British-based monitor, said the residents of Zabadani, Madaya, Fuaa, and Kafraya are to quit their hometowns over the course of 60 days starting next week. All of the residents of Fuaa and Kafraya are expected to leave, while it was unclear if the evacuations of Madaya and Zabadani would empty the towns completely.Part of the Yarmuk Palestinian camp south of Damascus is also to be evacuated.- Truce takes effect -"The evacuations are not expected to begin until April 4 but, as a goodwill measure, a ceasefire for the towns came into effect overnight," said Observatory chief Rami Abdel Rahman, adding that the truce would last nine months.Islamist rebels in the northwest province of Idlib have approved the deal, under which 32,000 people are expected to be evacuated, Abdel Raman told AFP.Hassan Sharaf, who is coordinating the deal on behalf of the government, said a total of 16,000 people would quit Fuaa and Kafraya "in two waves.""Everyone will be evacuated. They will be transported by ground via Aleppo, then to Latakia and Damascus," he told AFP on Wednesday. At least 600,000 people are living under siege in Syria, according to the United Nations, with another four million people in so-called "hard-to-reach" areas. The four towns are part of an existing deal reached in 2015 that has seen simultaneous evacuations and aid deliveries, the last of which took place in November. The UN, which oversaw the initial agreement, has admitted that the "tit-for-tat arrangement" has complicated efforts to get aid in.The UN's humanitarian office in Damascus told AFP that it was not involved in the negotiations, while the Syrian Arab Red Crescent confirmed it would take part in evacuations. The new deal also stipulates that Syria's government release 1,500 prisoners held for political activism since the uprising began in 2011 but gives no time frame. The regime has been accused by rights groups of the torture and summary executions of thousands of people in its prisons and intelligence services headquarters. In Damascus on Wednesday meanwhile, Assad replaced the justice, economy, and development ministers, without giving a reason.- Shelling on dam -The UN has hosted several rounds of peace talks in Geneva to try to reach a political solution to the conflict. On Wednesday, UN envoy Staffan de Mistura met with the opposition delegation and was expected to meet government representatives. The conflict transformed from an anti-Assad protest movement into a full-blown war pitting government forces, rebels, Kurds, and jihadists against each other. In the country's north, US-backed fighters are waging an offensive to encircle the Islamic State group's Syrian bastion of Raqa. The campaign is now focused on the key IS-held town of Tabqa and the adjacent dam on the Euphrates River, where engineers carried out urgent maintenance on Wednesday. The technicians came under fire from at least six IS shells as they worked to open a spillway to drain water that had built up in the reservoir, AFP's correspondent there said.People could be seen running for cover along part of the dam, whose northern entrance has been captured by the US-backed Syrian Democratic Forces. The UN has warned of catastrophic flooding downstream if it were to burst, but the SDF and the US-led coalition have insisted there is no structural damage. But technicians inside the complex and the Observatory said the dam's main electrical control room had been knocked out.SDF fighters have advanced to within eight kilometres (five miles) of Raqa city at their closest point.

Russia and Iran discuss energy ties, Syrian settlement-[Associated Press]-VLADIMIR ISACHENKOV-YAHOONEWS-March 28, 2017

MOSCOW (AP) — Russia and Iran agreed Tuesday to boost their energy ties and continue joint efforts to help reach peace in Syria and Afghanistan.Russian President Vladimir Putin said after the Kremlin talks with his Iranian counterpart Hassan Rouhani that Moscow and Tehran will continue to "strengthen cooperation in the fight against international terrorism."Russia, Turkey and Iran have brokered a cease-fire that has helped reduce hostilities in Syria. They also have co-sponsored two rounds of Syria peace talks in Kazakhstan's capital, Astana, and are preparing for another round.Russia and Iran have staunchly backed Syrian President Bashar Assad in the six-year conflict, while Turkey has supported Assad's opponents."The involvement of Russia and Iran along with Turkey as guarantors at the talks in Astana between the armed opposition and the Syrian government has been an important contribution to political settlement in Syria and helped Syrian talks ... in Geneva," Putin said.Putin also welcomed Tehran's joining efforts to encourage dialogue between the Afghan government and the Taliban. In a joint statement, Putin and Rouhani welcomed an OPEC agreement to cut oil production in order to drive up slumping petroleum prices, which both Russia and Iran have signed on to. "Russian and Iran will continue cooperation in that sphere to help stabilize the global energy market and ensure a steady economic growth," they said.Rouhani said the steady development of trade and economic ties has made Russian-Iranian relations truly "strategic."Following the launch of Iran's first Russian-built nuclear reactor at the Bushehr power plant, Moscow and Tehran are negotiating the construction of two other reactors there. They also have agreed to consider joint oil and gas projects in Iran.Putin said Russia has provided 2.2 billion euros in loans to fund the construction of the Sirik thermal power plant on the coast of the Persian Gulf, and a project to modernize a railway link in northern Iran.He said that Iran also has shown interest in purchasing Russian passenger jets and helicopters.
