Queenslanders wake up to devastation following 'monster' storm Cyclone Debbie-THE GUARDIAN-Australian Associated Press-Tuesday 28 March 2017 22.06 BST

Queenslanders woke up on Wednesday to a huge cleanup following the “monster” Cyclone Debbie, as the now ex-tropical cyclone brought yet more heavy rain as it worked its way through the state.At 3am on Wednesday morning the Bureau of Meteorology downgraded Debbie out of the cyclone category to a tropical low, bringing sustained winds of 55km/h with gusts of up to 85km/h. Heavy rains were still expected as it moved south-west, with a severe weather warning in place.On Tuesday night the Queensland premier, Annastacia Palaszczuk, predicted “shock and awe” in the state when the full extent of the devastation wrought by the cyclone was revealed.At its most ferocious the cyclone downed trees, stripped buildings and left shorelines swamped after making landfall as a category four storm at midday on Tuesday near Airlie Beach.The storm was downgraded to a category three cyclone just after 3pm, but strong winds continued to lash Airlie Beach, Proserpine and Bowen late in the afternoon.The state’s premier and police commissioner issued grave warnings to residents.The premier, who on Monday warned it would be a “monster”, said the state would be dealing with the impact of the “scary” cyclone for the next three to five days as it moved down the coast.“I think there is going to be a lot of shock and awe in the morning,” she told Ten News on Tuesday.She said rapid assessment teams would be sent to observe the damage at first light on Wednesday, later revealing even she was “bracing” for Debbie’s full impact being unveiled.A man, believed to be aged in his 60s, was badly injured when a wall collapsed on him in Proserpine.He is now in a stable condition in Proserpine hospital.“We are going to get lots of reports of damage and sadly I think we will also receive more reports of injuries, if not deaths. They saw evidence of stars forming within the gaseous wind blowing out of the supermassive black hole in one of them, including a type of radiation that is a hallmark of new stars.“These stars are thought to be less than a few tens of millions of years old, and preliminary analysis suggests that they are hotter and brighter than stars formed in less extreme environments such as the galactic disc,” the ESO said. “They are travelling at very large velocities away from the galaxy centre — as would make sense for objects caught in a stream of fast-moving material.The study estimates that the star-formation process linked to just this one supermassive black hole’s expelled wind is shaping matter at the equivalent of more than 15 times the mass of the Sun every year. It adds that the same thing could be happening in other places in the universe too. US leads boycott of nuclear weapons ban talks-[AFP]-Catherine TRIOMPHE-YAHOONEWS-March 27, 2017

United Nations (United States) (AFP) - More than 100 countries on Monday launched the first UN talks aimed at achieving a legally binding ban on nuclear weapons, as Washington led an international boycott of a process it deems unrealistic.Before the conference had even begun, the US ambassador to the UN, Nikki Haley, spoke out to reject the proposal in the light of current global security threats."As a mom and a daughter there is nothing I want more for my family than a world with no nuclear weapons," Haley, who represents the world's largest nuclear power, said on the sidelines of the meeting."But we have to be realistic," she added. BEIJING (AP) — A report from a U.S. think tank says China has nearly completed construction work on three man-made islands in the South China Sea, giving it the ability to deploy combat aircraft and other military assets to the disputed region.The Washington-based Center for Strategic and International Studies analyzed recent satellite photos and concluded that runways, aircraft hangers, radar sites and hardened surface-to-air missile shelters have either been finished or are nearing completion.The report, released Monday, appears to be the most conclusive indication yet that China is using its island-building project to give teeth to its claim over almost the entire South China Sea and its islands and reefs.The islands in the study — Subi, Mischief and Fiery Cross reefs — are part of the Spratly chain, which is claimed in whole or in part by China, the Philippines, Vietnam, Malaysia, Taiwan and Brunei.On each of the islands, China has constructed enough concrete hangers for 24 fighter jets and four or five larger planes such as bombers or early warning aircraft, CSIS reported.China already uses an existing airfield on Woody Island in the similarly disputed Paracel chain, located to the north, where it has maintained mobile HQ-9 surface-to-air missiles for more than a year and deployed anti-ship cruise missiles on at least one occasion, CSIS said.The airfields and advanced surveillance and early warning radars will allow China's military to operate over virtually the entire South China Sea."Beijing can now deploy military assets, including combat aircraft and mobile missile launchers, to the Spratly Islands at any time," the report said.China's creation of seven man-made islands in the South China Sea has drawn strong criticism from the U.S. and others, who accuse Beijing of further militarizing the region and altering geography to bolster its claims.China says its island construction is mainly for civilian purposes, particularly to increase safety for ships that carry an estimated $5 trillion worth of goods through the waterway each year. Our first priority will be to minimize the uncertainty caused by the decision of the United Kingdom for our citizens, businesses and Member States. DEAD SEA, Jordan (AP) — Arab leaders held their annual summit on Wednesday, poised to endorse key Palestinian positions in the conflict with Israel — a signal to President Donald Trump that a deal on Palestinian statehood must precede any Israeli-Arab normalization.The Palestinian quest for independence also served as a showcase for Arab unity in a fractured region, where leaders find themselves on opposite sides of long-running conflicts, particularly Syria's six-year-old civil war.The 21 kings, presidents and top officials gathered on the Jordanian side of the Dead Sea, with a clear view of the Israeli-occupied West Bank on the opposite shore.Despite demands for urgent political reform to tackle the region's challenges, including high unemployment and widespread gender inequality, the optics of the summit signaled business as usual. Islamic State shells at Syria dam, forcing engineers to halt work-[Reuters]-By Rodi Said-YAHOONEWS-March 29, 2017

TABQA DAM, Syria (Reuters) - Islamic State shelled positions held by the U.S.-backed Syrian Democratic Forces (SDF) at the Tabqa Dam on the Euphrates River on Wednesday, forcing engineers to temporarily halt efforts to ease the water pressure, a Reuters witness said.Islamic State fired from the southern end of the dam, which it controls, and at least two explosions were heard. No one was injured. The engineers, who are working to open the spillways to relieve water pressure in the dam, later returned to work.The SDF, an alliance of militias including the Kurdish YPG and Arab fighters, last week captured the northern part of the dam, which is a major strategic objective of the U.S.-backed campaign to isolate and capture the Islamic State-held city of Raqqa, some 40 km (25 miles), to the east.The engineers were also at the dam on Tuesday carrying out an assessment as they try to open the two spillways, one of which is half open and the other is completely shut.The SDF and U.S.-led coalition have said the dam is not in danger after the Syrian government on Sunday said it had been damaged by U.S. air strikes and could collapse, with the risk of catastrophic flooding.Islamic State has also said the dam's operating systems were not working properly and it was vulnerable to collapse.The head of the Kurdish YPG militia, fighting in the Raqqa campaign as part of the SDF alliance, has said the final assault on the city will begin in early April.(This version of the story corrects first paragraph to reflect stated aim of engineering work)(Writing by Tom Perry; Editing by Louise Ireland)

Beirut (AFP) - Four Syrian towns are to be evacuated under an agreement between pro-government forces and rebels, in the latest of a series of deals to end crippling years-long sieges.The agreement, brokered by rebel supporter Qatar and regime ally Iran, is expected to involve more than 30,000 people, the Syrian Observatory for Human Rights said.The deal reached late Tuesday involves Zabadani and Madaya, besieged by regime fighters near Damascus, and Shiite-majority Fuaa and Kafraya in northwest Syria that are encircled by rebels.Such evacuations have been touted by President Bashar al-Assad as a way to end his country's six-year war, but his opponents say the regime is redrawing Syria's map with forced displacement.The conflict has killed more than 320,000 people and forced millions more from their homes.In the central city of Homs, where evacuations from the last rebel-held district resumed last month, a bomb struck a bus on Wednesday, killing five people, state media said.The Observatory, a British-based monitor, said the residents of Zabadani, Madaya, Fuaa, and Kafraya are to quit their hometowns over the course of 60 days starting next week.All of the residents of Fuaa and Kafraya are expected to leave, while it was unclear if the evacuations of Madaya and Zabadani would empty the towns completely.Part of the Yarmuk Palestinian camp south of Damascus is also to be evacuated.- Truce takes effect -"The evacuations are not expected to begin until April 4 but, as a goodwill measure, a ceasefire for the towns came into effect overnight," said Observatory chief Rami Abdel Rahman, adding that the truce would last nine months.Islamist rebels in the northwest province of Idlib have approved the deal, under which 32,000 people are expected to be evacuated, Abdel Raman told AFP.Hassan Sharaf, who is coordinating the deal on behalf of the government, said a total of 16,000 people would quit Fuaa and Kafraya "in two waves.""Everyone will be evacuated. They also have co-sponsored two rounds of Syria peace talks in Kazakhstan's capital, Astana, and are preparing for another round.Russia and Iran have staunchly backed Syrian President Bashar Assad in the six-year conflict, while Turkey has supported Assad's opponents."The involvement of Russia and Iran along with Turkey as guarantors at the talks in Astana between the armed opposition and the Syrian government has been an important contribution to political settlement in Syria and helped Syrian talks ... in Geneva," Putin said.Putin also welcomed Tehran's joining efforts to encourage dialogue between the Afghan government and the Taliban.In a joint statement, Putin and Rouhani welcomed an OPEC agreement to cut oil production in order to drive up slumping petroleum prices, which both Russia and Iran have signed on to.
