Gasoline prices rise as Ontario's cap-and-trade takes effect-[CBC]-YAHOONEWS-January 2, 2017
Ontario motorists are paying more for gas now that the provincial government's cap-and-trade program is in place, with one expert warning prices will keep climbing throughout 2017.The province estimates its cap-and-trade program, which is designed to curb carbon emissions in the province, will drive the price of gasoline up 4.3 cents per litre. But Dan McTeague, a senior petroleum analyst for Gas Buddy, said gas stations will be paying 4.4 cents more for a litre for gas and predicted by the end of this year drivers could be paying as much as $1.20 per litre. The days of paying $1.00 a litre for gas are over for the Greater Toronto Area, he said."It's a pretty substantial increase," he said."This is the new normal now for Toronto, the GTA and for Ontario and eventually for the country — much higher prices for fuel as governments want to discourage you from driving vehicles that are driven by fossil fuels," he said.At a Toronto gas station, Catherine Currie said Ontarians still aren't paying that much when compared to motorists in Europe."I think gas prices should be higher," she said."We should be using electric cars."Habib Rehman says gas prices should fluctuate based on the price of the raw material, not government policy."They can do something else for pollution," he said.Other fuels also going up-Diesel is going up 6.1 cents a litre this year, while home heating fuel, furnace oil, and jet fuel are also going up. A study by the Ontario government projects that people who heat with natural gas or furnace oil will be paying about an average of $5 more per month.McTeague said as the gas price climbs, consumers can expect to pay more for other fuels as well."The price increase will certainly be much greater than the CPI, the cost of living index. That means it could have the unintended effect of being inflationary," he said.McTeague said Ontario's cap-and-trade program is essentially a tax applied by the provincial government on refineries or companies that emit carbon dioxide."Refineries are simply passing those costs now back onto consumers as the cost of driving fossil fuel-driven engines," he said. When the increases in gas prices and home heating are combined, McTeague said the average family could be paying more than what the Ontario government predicts and for some, 2017 could be a "winter of discontent."McTeague noted that all three political parties at Queen's Park support putting a price on carbon.
YA RIGHT-THEY TELL US A CARBON TAX IS SO GREAT.AND HOW TO CONSERVE GAS.SO THE MEDIA AND GOVERNMENT CAN TELL US WHAT TO DO IN OUR LIVES.HERE IN MY CITY. WE HAVE TO PUT OUR GARBAGE IN CLEAR BAGS.SO THE GOVERNMENT KNOWS WHEN WOMEN HAVE THEIR PERIODS EACH MONTH. AND SO CRIMINALS CAN KNOW PEOPLES SCHEDUALES.BY LOOKING IN THEIR GARBAGE. WE ARE TOLD TO SEPARATE GARBAGE FROM CANS-PLASTIC AND PUT OUR CARDBOARD IN A SEPARATE BIN. SO WE ARE ALREADY PUPPETS ON A STRING TO THE GOVERNMENT. BUT STILL WITH ALL THESE CONTROL FREAK MEASURES.I FREEZE IN MY APARTMENT BECAUSE I CAN ONLY HAVE MY HEATER ON 4 OR 5 HOURS A DAY WITHOUT HAVING A UNPAYABLE HYDRO BILL EACH MONTH. SO THE GOVERNMENT HYPOCRITES CAN TELL US WE HAVE TO SEPARATE OUTR GARBAGE AND STUFF. BUT STILL THE GOVERNMENT LETS APARTMENT OWNERS NOT PROOF THEIR APARTMENTS TO KEEP THE FREEZING COLD FROM COMING IN. SO THEN THE GOVERNMENT ADDS A CARBON TAX ON EVERYTHING TO SKYROCKET THE HYDRO BILLS EVEN MORE. WHEN WE COULD NOT AFFORD THE HYDRO BILLS EACH MONTH ALREADY. CAN YOU SEE HOW WE CANADIANS GET TOLD WHAT TO DO IN OUR LIVES. BUT THEN THE TAXES ON EVERYTHING CONTINUES. AND WE ARE TOLD. BE GOOD LAPDOGS CANADIANS. KEEP YOUR HEADS IN THE SAND. PAY YOUR CARBON TAX ES ON EVERYTHING SCAM. BECAUSE ITS FOR THE CHILDREN AND THE GOOD OF THE EARTH. ITS NOT FOR OUR GOVERNMENT FAT CAT BANK ACCOUNTS. AND FOR THE CULT CLIMATE CHANGE-ENVIROMENTAL CASES SCAM.NO ITS FOR THE CHILDREN OF THE NEXT GENERATIONS. WE THE ALT LEFT LIBERAL GOVERNMENT LOVES USE SO MUCH. WE CAN TELL USE WHAT TO DO IN YOUR LIVES AND GET AWAY WITH IT. THANK YOU SUCKER-HEAD IN THE SAND PUPPET-LAPDOGS.WE LIBERALS WILL BE LICKING OUR CHOPS ALL THE WAY TO THE BANK WITH OUR CONTROL OF CANADIANS.THANK YOU CANADIANS-PAY YOUR CARBON TAXES ON EVERYTHING SCAM. WE LOVE YOU AND THE CHILDREN ESPECIALLY. WE CAN MAKE BILLIONS OFF SAYING ITS FOR THE CHILDREN AND FOR THE GOOD OF THE EARTH.CAN WE LIBERAL ALT LEFT NUTJOBS NOT.
Carbon tax on fuel can be offset by small changes to driving habits, says instructor-[CBC]-YAHOONEWS-January 2, 2017
Alberta's new carbon tax is now adding $0.049 to a litre of gas, an amount that can be offset with some small changes to your habits behind the wheel, according to one driving instructor. Robert Smith, who works for Derek Brown's driving school, said it doesn't take much to affect your mileage. "You can get better tires — with the conditions we have, winter tires that will eliminate all the spinning taking off at lights," he said."Reduce your speed. When you're taking off at lights, just a steady throttle, don't spin. Braking — when you're coming in and approaching a light, coast to the light instead of racing up to the light and stopping."-Plan ahead-Smith said things like planning your route and avoiding construction areas are both helpful in avoiding gas-sucking stop-and-go travels, as well as using cruise control on the highway. If you look ahead, said Smith, you can also avoid braking and accelerating as often as most drivers do.As for your choice of vehicle? "If you really don't need a pickup truck in the city, don't buy it, buy a car," he said. "But the best way is if you can take transit, walk or bike, that's the best alternative."-A more efficient ride-Brandon Ferriss can get behind some of that advice, even though he said he's pretty much going to keep doing what he's doing."Taxes just keep going up so just go with the flow I guess, and maybe one day they'll come down," he said while filling up his tank on Monday.Ferriss said he tries to be smart about approaching red lights and braking properly and that he'd be willing to make changes to his driving skills in order to save some money. For Curtis Lovell, he's stuck paying for gas thanks to his delivery job, so reduced driving isn't an option. That said, he uses Google Maps in order to plan his routes and drive more efficiently, and he ensures his vehicle is well maintained."I have a six-cylinder van and I'm going to be going to a more efficient vehicle," he said of his ultimate plans. "I'm just gathering my ducats together so that I can get a more efficient car."
4 children die in Texas gas poisoning; others injured-[The Canadian Press]-YAHOONEWS-January 2, 2017
AMARILLO, Texas — A poisonous gas believed to have been released when someone tried to wash away a pesticide that had been sprayed under a Texas home killed four children and left six other people hospitalized, officials said Monday.Phosphine gas was likely released when water mixed with the pest control chemical, Amarillo fire officials said. A specific cause of death had not been released for the four children Monday afternoon. The other six people who were in the home are "not out of the woods yet," fire officials said.Crews who responded to a 5 a.m. call to the home originally thought it was related to carbon monoxide poisoning, Amarillo fire Capt. Larry Davis said in a statement. One child died at the scene and three others died at a hospital.Officials didn't release any identifying information, including the children's ages or whether they were related. Davis said all four people who died were residents of the home.Davis told the Amarillo Globe-News (http://bit.ly/2ivHgHv ) he wasn't sure how long the residents had been exposed to the phosphine gas before a visitor arrived Monday and found everyone sick and called 911. Phosphine gas can cause respiratory failure and in severe cases can cause a pulmonary edema, which fills the lungs full of fluid, he said.Davis said about 10 first responders from the police, fire and medical response departments were also taken to the hospital as a precautionary measure, but none had shown symptoms of illness. The Associated Press.

Magazine-Ceci n'est pas une EU army By Andrew Rettman-JAN 3,16-EUOBSERVER
BRUSSELS, Today, 07:37-EU states in November agreed to create a new military headquarters inside Federica Mogherini’s foreign service and to make joint “battlegroups” ready for action. The European Commission also unveiled proposals for a joint military research and procurement fund. The plan so far is a modest one.The headquarters is to command only non-combat military missions, such as training missions. The battlegroups, forces of some 1,000 men made by coalitions of EU countries, are designed to be parachuted into action in Africa or in the Middle East to prevent conflicts. The proposed fund would spend €500 million a year on research into areas such as robotics and satellites. It would spend €5 billion a year on buying items such as drones and helicopters, but these would be owned by individual member states. The military plan comes amid a mounting sense of insecurity both among Nato generals and the European public.Russia’s aggression in Ukraine, where it continues to wage war in the Donbas region, and in Syria, where it is bombing Western-backed rebels and civilians, has prompted Nato to deploy a deterrent force of more than 5,000 men in the Baltic and Black Sea areas early this year.-New urgency-Terrorist attacks in Belgium, Germany, and France over the past 12 months have also heightened tension in Europe. The attacks by the Islamic State jihadist group led to a loss of trust in EU governments' abilities to protect their citizens and aggravated the debate on the EU’s handling of the refugee crisis.Britain’s decision in June to leave the EU spurred on the military project. The UK, the EU’s largest military power, had previously opposed it on grounds that it would compete with Nato. The election of Donald Trump in the US in November also gave the EU military plan a new sense of urgency. The president-elect said in his campaign that the US might no longer defend Nato allies and that he might make a deal with Russia on Ukraine over Europe’s head.Announcing the military headquarters and battlegroup scheme in November, Mogherini said she had lost count of how many times she had said the project was “not … an EU army”.-Potential superpower-France, Germany, Italy, and Spain, the core group in the EU that wanted to press ahead, also said in a joint paper in October: “To be clear: an ‘EU army’ is not our objective”.The words were meant to allay anti-federalist sentiments in EU states, but on other occasions the rhetoric was more strident.Mogherini, in November, said the EU had the “potential of a superpower”. Italy has said the EU military headquarters and battlegroups should be the nucleus of a future “European Integrated Force”.A French minister also said: “This is something that is very close to the Germans’ heart - they would like to create a European army”.The semantics of what is taking shape in Brussels recall the 20th century Belgian painter Rene Magritte, who painted a pipe with the caption "Ceci n’est pas une pipe,” meaning “This is not a pipe.”The next step could be for France, Germany, Italy, and Spain to seek allies to trigger a clause on accelerated military cooperation in the EU’s Lisbon Treaty.Upcoming steps could also include EU institutions leasing military assets, such as field hospitals or air-lift helicopters, from member states to be used in new EU medical and logistics headquarters.-'The best possible approach'-Germany's defence minister, Ursula von der Leyen, said military integration was as badly needed as EU freedom of movement in the Schengen zone in order to maintain European unity. France's finance minister, Michel Sapin, said a joint military was needed to restore faith in the euro and to pave the way for deeper monetary union. However, it remains to be seen if the project will win back trust in EU governments and institutions, as France and Germany hope.It also remains to be seen how the security environment will change after Trump takes power in January. If Europe wants to make sure that the US keeps on protecting its old friends, the "not ... an EU army" project could be counterproductive, the UK warned.“Instead of planning expensive new headquarters or dreaming of a European army, what Europe needs to do now is spend more on its own defence," the British defence minister, Michael Fallon, said in November, referring to the national military budgets of Nato allies. "That’s the best possible approach to the Trump presidency," he said. This story was first published in EUobserver's Europe in Review 2016 magazine.

Arctic outflow keeps icy roads treacherous in Vancouver-[CBC]-YAHOONEWS-January 2, 2017
An "invasion" of arctic air has triggered weather warnings for the B.C. South Coast and is expected to keep roads icy across Vancouver for the next few days. Vancouver is expected to reach a high of 0 C Monday, and positive temperatures aren't in the forecast until Wednesday, with a high of just 2 C."I don't know if we're going to see a lot of melting, though it is possible," said Ford Doherty of Environment Canada's Vancouver weather office."Around my neighbourhood in Vancouver we've got two or three inches of ice on the side streets ... and that's going to take a while to melt off."The City of Vancouver has a "full roster of staff and equipment" to tackle the remaining snow and ice on roads, according to a statement issued on Monday morning.Crews are already responding to at least 25 calls and tackling priority hills and other areas with hand salting, brine units, salters with plows, and back hoes, said the statement.Residents are asked to call 311 or use the VanConnect app to report problem areas. In parts of Vancouver the streets are so icy after the New Year's Eve snowfall people have donned skates to play hockey and travel the roads.-Wind, arctic air warnings-Dense, cold air is flowing down the valleys from the B.C. Interior, leading to wind and arctic outflow warnings for parts of the B.C. South Coast, said Doherty.Environment Canada has issued an arctic outflow warning for Whistler, Howe Sound, and the Fraser Valley including Abbotsford and Chilliwack, where it's expected to feel like –20 C with high winds overnight. There is also a wind warning for Victoria and the Southern Gulf Islands, with northeasterly winds up to 80 km/h, said Doherty.Strong northerly winds are also expected in Howe Sound, blowing at 70 km/h, with gusts up to 90 km/h.Arctic outflow warnings are issued when cold air flows from the Interior to coastal areas, with winds making it feel like –20 C or colder for six hours or more, said Environment Canada in a statement.
Storms that pounded U.S. South seen easing to light rain along East Coast-[Reuters]-YAHOONEWS-January 3, 2017
(Reuters) - A severe storm system that left five people dead in the U.S. South is expected to weaken significantly on Tuesday, bringing only light rainfall along the East Coast, officials said. The storms eased a day after strong winds from what is believed to have been a tornado killed four people in southeast Alabama, and a man was found drowned in floodwater in northwest Florida, state officials said."The threat of severe weather is much lower today," meteorologist Bob Oravec of the Weather Prediction Center said by telephone.Between half an inch and an inch (1.3 to 2.5 cm) of rain was expected to fall along the East Coast on Tuesday, including in Washington D.C. and in parts of Virginia, Pennsylvania, New York and New Jersey, Oravec said. The rainfall threat was diminishing as the storm moved out of the South toward the U.S. Northeast, he said.Unlike on Monday, when 3 to 5 inches (7.6 to 12.7 cm) of rain soaked parts of the U.S. South, causing flooding in some areas, no major floods were expected along the East Coast."Without a doubt it will be quieter" than on Monday, John Hart, a meteorologist with the Storm Prediction Center, said.(Reporting by Alex Dobuzinskis in Los Angeles; editing by Mark Heinrich)
Months-long dry spell ends in Pakistan with rain, snowfall-[Associated Press]-YAHOONEWS-January 3, 2017
ISLAMABAD (AP) — A senior meteorologist says the first rain and snowfall of the winter season have come to Pakistan, ending a months-long dry spell which caused breathing problems and water shortages.Mohammad Hanif said Tuesday's drizzle in the capital, Islamabad, and elsewhere prompted many residents to rush outside and enjoy the weather. More rain and snowfall is expected this week, which will help replenish depleted reservoirs in dams. The unusual four-month long dry spell raised fears of a food shortage. Pakistan's agriculture sector contributes about 25 percent to the country's annual GDP.
Albania schools to remain closed amid weather, flu concerns-[Associated Press]-YAHOONEWS-January 3, 2017
TIRANA, Albania (AP) — Albania is suspending the reopening of schools after the New Year's break because of frigid weather and concern about the spread of flu.A Health Ministry statement on Tuesday warned that subfreezing temperatures will cover the whole country for several days, "creating favorable conditions for the further spread of the (flu) virus." It ordered nurseries, kindergartens, elementary and high schools, which were due to resume Wednesday, to remain closed this week. The ministry also warned people to avoid big gatherings, stay at home, and keep away from people with flu.Weather forecasters say that temperatures will drop to -15 C (5 F) this weekend and snow will cover the entire country, including the capital, Tirana.
Smog returns, but Beijing says skies are getting cleaner-[Reuters]-YAHOONEWS-January 3, 2017
BEIJING (Reuters) - The Chinese capital was on the second-highest orange smog alert in the depth of winter on Tuesday but city officials said the air quality was improving overall, citing data for last year.Hundreds of flights were cancelled and highways closed across northern China over the new year holiday as average concentrations of small breathable particles known as PM2.5 soared above 500 micrograms per cubic metre in Beijing and surrounding regions.Pollution alerts are common in northern China, especially during bitterly cold winters when energy demand, much of it met by coal, soars. But the Beijing Municipal Environmental Protection Bureau told state media that PM2.5 concentrations dropped 9.9 percent on the year to an average of 73 micrograms per cubic metre in the Chinese capital in 2016.The total number of "blue sky days" reached 198 last year, up 12 from 2015. However, the average PM2.5 measure still exceeded national air quality standards by 109 percent, the bureau said.Beijing also cut total coal consumption to below 10 million tonnes in 2016, down from 23 million in 2013. It closed 335 polluting factories and ordered 424,000 obsolete high-emitting vehicles off the road last year, state news agency Xinhua said.Despite a brief respite on Monday, smog returned to the Chinese capital on Tuesday, with PM2.5 readings again at "hazardous" levels. Smog is expected to persist in the region until a cold front arrives on Jan. 8, Xinhua said.China's weather bureau also issued its first ever fog red alert on Tuesday, saying that visibility could fall below 50 metres across northern China.Poor visibility prompted three major northern ports to suspend the loading of ships on Tuesday, maritime safety agencies said.China is in the third year of a "war on pollution" aimed at reversing the damage done to its skies, soil and water after decades of untrammelled economic growth. It has created emergency response systems to curb traffic and shut down factories and construction sites during periods of heavy smog, and has also vowed to punish local officials and enterprises that break rules.During a bout of smog in December, inspectors identified 21 enterprises that had violated regulations.Over the new year, 10 more inspection teams went to cities across the region and more than 500 enterprises and construction sites, as well as 10,000 drivers, were punished for breaches, Xinhua said.On Tuesday, the smoggiest province, Hebei, said six local enterprises had violated emergency restrictions during the latest alerts, with one refusing entry to inspectors.(Writing by David Stanway in Shanghai; Editing by Nick Macfie and Clarence Fernandez)

Germany plans security overhaul after Berlin attack-[AFP]-Hui Min NEO-YAHOONEWS-January 3, 2017
Berlin (AFP) - Germany's interior minister on Tuesday outlined plans for a security services overhaul, seeking greater federal powers on domestic intelligence and quicker expulsions of illegal migrants following the Berlin truck attack.Thomas de Maiziere also called for giving federal police wider oversight across the country's 16 states, and for a new national crisis management centre to be set up."We don't have federal jurisdiction to deal with national catastrophes. The jurisdiction for the fight against international terrorism is fragmented," he wrote in a guest column for the daily Frankfurter Allgemeine Zeitung."The federal police's scope of action is restricted to railway stations, airports and border controls," he wrote, stressing that "it is time" to reexamine Germany's security set-up.Policing and domestic intelligence services in Germany are currently decentralised and controlled by the country's 16 states. The plans for a sweeping reform come after a series of embarrassing security failures, with the December 19 attack training a spotlight on the gaps. After Tunisian suspect Anis Amri allegedly rammed a truck into a crowded Christmas market, killing 12, it swiftly emerged that the asylum seeker had slipped through the net of security services.Amri, 24, who was days later shot dead by Italian police, had been under surveillance since March, but German police dropped their watch in September thinking he was a small-time drug dealer. The failed asylum seeker should also have been deported months ago but Tunisia did not provide the necessary paperwork until after the attack.- Deportation centres -De Maiziere also said federal detention centres should be set up to hold rejected asylum seekers and illegal immigrants in the period leading up to their expulsion. In order to close security gaps, federal police must be given wider powers, the minister said."The current remit of the federal police is too limited," he said."We need a set of common rules and better coordination, for instance in checking dangerous individuals."The federal government should also take charge of domestic intelligence services, he said, noting that trouble-makers do not seek to disrupt only one state but the country as a whole. But de Maiziere's suggestions quickly drew criticism, including from Ralf Jaeger, the interior minister of Germany's most populous state North Rhine-Westphalia, who opposes removing state control over domestic intelligence services. The Social Democratic Party's parliamentary chief Thomas Oppermann also accused de Maiziere of heading down a radical path with the security overhaul. The Islamophobic and rightwing populist party AfD meanwhile claimed credit for the planned measures, saying it had been seeking such reforms for months.- Security failings -De Maiziere is a close ally of Chancellor Angela Merkel, who is running for a fourth term in a general election expected in September. Her government came under fire in the wake of the December 19 attack for its liberal border policy, which has allowed in more than one million asylum seekers since 2015, and for allowing Amri to slip through the net despite documented security concerns. The December attack was only one of several cases last year that exposed security failings in Germany. In October, police botched an attempt to arrest a Syrian bomb plot suspect. The man was finally caught after a nationwide manhunt, thanks to Syrian asylum seekers who detained him but was later found hanged in his cell. And in November, Germany's domestic spy service unmasked a Spanish-born agent in its own ranks as a suspected Islamist. Media reports said he was also a former gay porn actor.

TORONTO — Global Affairs Canada has confirmed the Canadian woman killed in an attack on a Turkish nightclub is Alaa Al-Muhandis.She was one of the 39 people killed, most of them foreign tourists, when a gunman opened fire in a popular nightclub in Istanbul during New Year's celebrations.Ghada Saad, a friend of Al-Muhandis, said the 29-year-old lived in Milton, Ont., with her husband and two children. She said she met her two years ago when Al-Muhandis hired her to help with a baby shower for her youngest son."She was a very, very nice girl, full of life and always so stylish," Saad said of Al-Muhandis, who she said started her own business recently as an event planner. "She was like my little sister."Saad, who owns Mosaic Event and Party Rentals in Milton, said she had been working with Al-Muhandis recently.Mohammed Hamoudi, the president of non-profit organization Mesopotamia Group, said he was shocked to hear of Al-Muhandis' death. He said he knew her professionally through her business, Looloo’s Arrangements. She had set up a booth at a cultural event the group organized in April. In a Facebook post Monday, Conservative leadership candidate and Milton MP Lisa Raitt expressed condolences to Al-Muhandis's family and neighbours.Raitt wrote that "we never think that something like this can happen to us in Milton."Late Sunday, Prime Minister Justin Trudeau confirmed a Canadian was killed in the attack that also left as many as 70 others wounded."We mourn with the people of Turkey today and with all countries who lost citizens in this vicious attack," Trudeau said in the statement."We also grieve the senseless loss of a Canadian citizen and remain steadfast in our determination to work with allies and partners to fight terrorism and hold perpetrators to account."The Islamic State claimed responsibility Monday for the shooting and the lone gunman who carried out the attack remains at large.ISIL is claiming the attack is revenge for Turkish military operations against the group in northern Syria.— With files from The Associated Press-Daniela Germano, The Canadian Press.
Gunman in Istanbul nightclub attack may have trained in Syria-[Reuters]-By Humeyra Pamuk and Daren Butler-YAHOONEWS-January 3, 2017
ISTANBUL (Reuters) - The gunman who killed 39 people in an Istanbul nightclub on New Year's Day in an attack claimed by Islamic State appears to have been well versed in guerrilla warfare and may have trained in Syria, a newspaper report and a security source said on Tuesday. The attacker, who remains at large, shot dead a police officer and a civilian at the entrance to the exclusive Reina nightclub on Sunday. He then opened fire with an automatic rifle inside, reloading his weapon half a dozen times and shooting the wounded as they lay on the ground. In a statement claiming the attack on Monday, Islamic State described the club as a gathering point for Christians celebrating their "apostate holiday" and said the shooting was revenge for Turkish military involvement in Syria."The assailant has experience in combat for sure ... he could have been fighting in Syria for years," one security source told Reuters, saying that he was likely to have been directed in his actions by the jihadist group. The Haberturk newspaper said police investigations had revealed that the gunman had entered Turkey from Syria and went to the central city of Konya in November, travelling with his wife and two children so as not to attract attention.CNN Turk said he was believed to be of Kyrgyz origin. Kyrgyzstan's security service said it was in touch with Turkish authorities and checking the reports, without giving further detail.Turkish officials have not commented on the details of the investigation. But government spokesman Numan Kurtulmus said on Monday that the authorities were close to fully identifying the gunman, after gathering fingerprints and information on his appearance, and had detained eight other people.A selfie video of the alleged attacker, apparently walking around Istanbul's central Taksim Square, was broadcast by Turkish news channels on Tuesday as police operations to try to track him down continued.Kurtulmus made no reference to the Islamic State claim of responsibility on Monday but said it was clear Turkey's military operations in Syria had annoyed terrorist groups and those behind them.NATO member Turkey is part of the U.S.-led coalition against Islamic State and since August has been conducting military operations inside Syria to drive the radical Sunni militants, as well as Kurdish militia fighters, away from its borders.Islamic State has been blamed for at least half a dozen attacks on civilian targets in Turkey over the past 18 months; but, other than assassinations, it was the first time it has directly claimed any of them. It made the statement on one of its Telegram channels, a method used after attacks elsewhere.Haberturk cited a barman at the club as saying the gunman had thrown explosive devices several times during the shooting spree, apparently in order to disorientate people and give himself time to reload.Several witnesses who spoke to Reuters also said there had been small explosions during the attack.(Additional reporting by Olga Dzyubenko in Bishkek; Writing by Nick Tattersall; Editing by Mark Trevelyan)

EXCLUSIVE: Trump team seeks agency records on border barriers, surveillance-[Reuters]-By Julia Edwards Ainsley-YAHOONEWS-January 3, 2017
WASHINGTON (Reuters) - In a wide-ranging request for documents and analysis, President-elect Donald Trump's transition team asked the Department of Homeland Security last month to assess all assets available for border wall and barrier construction. The team also asked about the department's capacity for expanding immigrant detention and about an aerial surveillance program that was scaled back by the Obama administration but remains popular with immigration hardliners. And it asked whether federal workers have altered biographic information kept by the department about immigrants out of concern for their civil liberties. The requests were made in a Dec. 5 meeting between Trump's transition team and Department of Homeland Security officials, according to an internal agency memo reviewed by Reuters. The document offers a glimpse into the president-elect's strategy for securing the U.S. borders and reversing polices put in place by the Obama administration.Trump's transition team did not comment in response to Reuters inquiries. A spokeswoman for the Department of Homeland Security and U.S. Customs and Border Protection declined to comment. In response to the transition team request, U.S. Customs and Border Protection staffers identified more than 400 miles along the U.S.-Mexico border, and about the same distance along the U.S.-Canada border, where new fencing could be erected, according to a document seen by Reuters.Reuters could not determine whether the Trump team is considering a northern border barrier. During the campaign, Trump pledged to build a wall and expand fencing on parts of the U.S.-Mexico border but said he sees no need to build a wall on the border with Canada. One program the transition team asked about, according to the email summary, was Operation Phalanx, an aerial surveillance program that authorizes 1,200 Army National Guard airmen to monitor the southern border for drug trafficking and illegal migration. The program once deployed 6,000 airmen under President George W. Bush but was downsized by Barack Obama, a move blasted by some conservatives who argue the surveillance is vital to border security.-POLICY SHIFT-The transition team also asked for copies of every executive order and directive sent to immigration agents since Obama took office in 2009, according to the memo summarizing the meeting.Trump has said he intends to undo Obama's executive actions on immigration, including a 2012 order to allow children brought to the U.S. illegally by their parents to remain in the country on temporary authorizations that allow them to attend college and work. The program, known as DACA, collected information including participants' addresses that could theoretically be used to locate and deport them if the policy is reversed. Another request of the transition team was for information about whether any migrant records have been changed for any reason, including for civil rights or civil liberties concerns, according to the internal memo seen by Reuters.A Department of Homeland Security official, speaking on condition of anonymity, said the agency interpreted the request to mean the transition team wanted to make sure that federal workers were not tampering with information to protect DACA recipients and other migrants from deportation. On the campaign trail, Trump vowed to deport more undocumented immigrants, a promise that may have prompted the transition team's request for information about the feasibility of expanding temporary detention facilities. The internal memo summarizing the meeting between Trump's transition team and U.S. Customs and Border protection said the team had requested a comprehensive picture of border security as well as resources available for walls and barriers. The Department of Homeland Security official said agency representatives who attended the meeting believed the request to include both the northern and southern borders. U.S. Customs and Border Protection then prepared a report on specific locations and costs of building a fence along the U.S.-Canada border.Reuters reviewed a copy of the report, which estimated the cost of building fencing along the northern border fence would be $3.3 billion and cover 452 miles along border of Canada and the states of Washington, Idaho, Montana, New York, Vermont, New Hampshire and Maine.Adding 413 miles of fencing on the southwest border would be more expensive, according to the estimate of $11.37 billion, because it would be aimed at keeping pedestrians as well as vehicles from crossing.Pedestrian fences require more staff and would cost $11.2 million per mile versus $4.1 million per mile to build to build, according to the report. In fiscal year 2015, the latest year for which data is available, border patrol agents apprehended 2,626 illegal migrants on the U.S.-Canada border compared to 331,333 apprehended on the U.S.-Mexico border.(Reporting by Julia Edwards Ainsley; Editing by Sue Horton and Brian Thevenot)
