Ontario motorists are paying more for gas now that the provincial government's cap-and-trade program is in place, with one expert warning prices will keep climbing throughout 2017.The province estimates its cap-and-trade program, which is designed to curb carbon emissions in the province, will drive the price of gasoline up 4.3 cents per litre.But Dan McTeague, a senior petroleum analyst for Gas Buddy, said gas stations will be paying 4.4 cents more for a litre for gas and predicted by the end of this year drivers could be paying as much as $1.20 per litre.The days of paying $1.00 a litre for gas are over for the Greater Toronto Area, he said."It's a pretty substantial increase," he said."This is the new normal now for Toronto, the GTA and for Ontario and eventually for the country — much higher prices for fuel as governments want to discourage you from driving vehicles that are driven by fossil fuels," he said.At a Toronto gas station, Catherine Currie said Ontarians still aren't paying that much when compared to motorists in Europe."I think gas prices should be higher," she said."We should be using electric cars."Habib Rehman says gas prices should fluctuate based on the price of the raw material, not government policy."They can do something else for pollution," he said.Other fuels also going up-Diesel is going up 6.1 cents a litre this year, while home heating fuel, furnace oil, and jet fuel are also going up. A study by the Ontario government projects that people who heat with natural gas or furnace oil will be paying about an average of $5 more per month.McTeague said as the gas price climbs, consumers can expect to pay more for other fuels as well."The price increase will certainly be much greater than the CPI, the cost of living index. That means it could have the unintended effect of being inflationary," he said.McTeague said Ontario's cap-and-trade program is essentially a tax applied by the provincial government on refineries or companies that emit carbon dioxide."Refineries are simply passing those costs now back onto consumers as the cost of driving fossil fuel-driven engines," he said.When the increases in gas prices and home heating are combined, McTeague said the average family could be paying more than what the Ontario government predicts and for some, 2017 could be a "winter of discontent."McTeague noted that all three political parties at Queen's Park support putting a price on carbon.

Robert Smith, who works for Derek Brown's driving school, said it doesn't take much to affect your mileage. "You can get better tires — with the conditions we have, winter tires that will eliminate all the spinning taking off at lights," he said."Reduce your speed. When you're taking off at lights, just a steady throttle, don't spin. Braking — when you're coming in and approaching a light, coast to the light instead of racing up to the light and stopping."-Plan ahead-Smith said things like planning your route and avoiding construction areas are both helpful in avoiding gas-sucking stop-and-go travels, as well as using cruise control on the highway.If you look ahead, said Smith, you can also avoid braking and accelerating as often as most drivers do.As for your choice of vehicle? "If you really don't need a pickup truck in the city, don't buy it, buy a car," he said. 4 children die in Texas gas poisoning; others injured-[The Canadian Press]-YAHOONEWS-January 2, 2017

AMARILLO, Texas — A poisonous gas believed to have been released when someone tried to wash away a pesticide that had been sprayed under a Texas home killed four children and left six other people hospitalized, officials said Monday.Phosphine gas was likely released when water mixed with the pest control chemical, Amarillo fire officials said. A specific cause of death had not been released for the four children Monday afternoon. The other six people who were in the home are "not out of the woods yet," fire officials said.Crews who responded to a 5 a.m. call to the home originally thought it was related to carbon monoxide poisoning, Amarillo fire Capt. Larry Davis said in a statement. One child died at the scene and three others died at a hospital.Officials didn't release any identifying information, including the children's ages or whether they were related. Davis said all four people who died were residents of the home.Davis told the Amarillo Globe-News (http://bit.ly/2ivHgHv ) he wasn't sure how long the residents had been exposed to the phosphine gas before a visitor arrived Monday and found everyone sick and called 911. Phosphine gas can cause respiratory failure and in severe cases can cause a pulmonary edema, which fills the lungs full of fluid, he said.Davis said about 10 first responders from the police, fire and medical response departments were also taken to the hospital as a precautionary measure, but none had shown symptoms of illness.The Associated Press.

The European Commission also unveiled proposals for a joint military research and procurement fund.The plan so far is a modest one.The headquarters is to command only non-combat military missions, such as training missions. The battlegroups, forces of some 1,000 men made by coalitions of EU countries, are designed to be parachuted into action in Africa or in the Middle East to prevent conflicts.The proposed fund would spend €500 million a year on research into areas such as robotics and satellites. It ordered nurseries, kindergartens, elementary and high schools, which were due to resume Wednesday, to remain closed this week.The ministry also warned people to avoid big gatherings, stay at home, and keep away from people with flu.Weather forecasters say that temperatures will drop to -15 C (5 F) this weekend and snow will cover the entire country, including the capital, Tirana.

BEIJING (Reuters) - The Chinese capital was on the second-highest orange smog alert in the depth of winter on Tuesday but city officials said the air quality was improving overall, citing data for last year.Hundreds of flights were cancelled and highways closed across northern China over the new year holiday as average concentrations of small breathable particles known as PM2.5 soared above 500 micrograms per cubic metre in Beijing and surrounding regions.Pollution alerts are common in northern China, especially during bitterly cold winters when energy demand, much of it met by coal, soars.But the Beijing Municipal Environmental Protection Bureau told state media that PM2.5 concentrations dropped 9.9 percent on the year to an average of 73 micrograms per cubic metre in the Chinese capital in 2016.The total number of "blue sky days" reached 198 last year, up 12 from 2015. However, the average PM2.5 measure still exceeded national air quality standards by 109 percent, the bureau said.Beijing also cut total coal consumption to below 10 million tonnes in 2016, down from 23 million in 2013. It closed 335 polluting factories and ordered 424,000 obsolete high-emitting vehicles off the road last year, state news agency Xinhua said.Despite a brief respite on Monday, smog returned to the Chinese capital on Tuesday, with PM2.5 readings again at "hazardous" levels. Berlin (AFP) - Germany's interior minister on Tuesday outlined plans for a security services overhaul, seeking greater federal powers on domestic intelligence and quicker expulsions of illegal migrants following the Berlin truck attack.Thomas de Maiziere also called for giving federal police wider oversight across the country's 16 states, and for a new national crisis management centre to be set up."We don't have federal jurisdiction to deal with national catastrophes. TORONTO — Global Affairs Canada has confirmed the Canadian woman killed in an attack on a Turkish nightclub is Alaa Al-Muhandis.She was one of the 39 people killed, most of them foreign tourists, when a gunman opened fire in a popular nightclub in Istanbul during New Year's celebrations.Ghada Saad, a friend of Al-Muhandis, said the 29-year-old lived in Milton, Ont., with her husband and two children.She said she met her two years ago when Al-Muhandis hired her to help with a baby shower for her youngest son."She was a very, very nice girl, full of life and always so stylish," Saad said of Al-Muhandis, who she said started her own business recently as an event planner. "She was like my little sister."Saad, who owns Mosaic Event and Party Rentals in Milton, said she had been working with Al-Muhandis recently.Mohammed Hamoudi, the president of non-profit organization Mesopotamia Group, said he was shocked to hear of Al-Muhandis' death.He said he knew her professionally through her business, Looloo’s Arrangements. ISTANBUL (Reuters) - The gunman who killed 39 people in an Istanbul nightclub on New Year's Day in an attack claimed by Islamic State appears to have been well versed in guerrilla warfare and may have trained in Syria, a newspaper report and a security source said on Tuesday.The attacker, who remains at large, shot dead a police officer and a civilian at the entrance to the exclusive Reina nightclub on Sunday. He then opened fire with an automatic rifle inside, reloading his weapon half a dozen times and shooting the wounded as they lay on the ground.In a statement claiming the attack on Monday, Islamic State described the club as a gathering point for Christians celebrating their "apostate holiday" and said the shooting was revenge for Turkish military involvement in Syria."The assailant has experience in combat for sure ... he could have been fighting in Syria for years," one security source told Reuters, saying that he was likely to have been directed in his actions by the jihadist group.The Haberturk newspaper said police investigations had revealed that the gunman had entered Turkey from Syria and went to the central city of Konya in November, travelling with his wife and two children so as not to attract attention.CNN Turk said he was believed to be of Kyrgyz origin. Kyrgyzstan's security service said it was in touch with Turkish authorities and checking the reports, without giving further detail.Turkish officials have not commented on the details of the investigation. His call drew a strong reaction from Islamists who have been rallying in the eastern city of Lahore to demand action against him.His father Salman Taseer was governor of Punjab province and provoked the anger of Islamists for also supporting Bibi. He was killed in January 2011 by one of his own bodyguards.

WASHINGTON (Reuters) - In a wide-ranging request for documents and analysis, President-elect Donald Trump's transition team asked the Department of Homeland Security last month to assess all assets available for border wall and barrier construction.The team also asked about the department's capacity for expanding immigrant detention and about an aerial surveillance program that was scaled back by the Obama administration but remains popular with immigration hardliners. And it asked whether federal workers have altered biographic information kept by the department about immigrants out of concern for their civil liberties.The requests were made in a Dec. 5 meeting between Trump's transition team and Department of Homeland Security officials, according to an internal agency memo reviewed by Reuters. The document offers a glimpse into the president-elect's strategy for securing the U.S. borders and reversing polices put in place by the Obama administration.Trump's transition team did not comment in response to Reuters inquiries. A spokeswoman for the Department of Homeland Security and U.S. Customs and Border Protection declined to comment.In response to the transition team request, U.S. Customs and Border Protection staffers identified more than 400 miles along the U.S.-Mexico border, and about the same distance along the U.S.-Canada border, where new fencing could be erected, according to a document seen by Reuters.Reuters could not determine whether the Trump team is considering a northern border barrier. During the campaign, Trump pledged to build a wall and expand fencing on parts of the U.S.-Mexico border but said he sees no need to build a wall on the border with Canada.One program the transition team asked about, according to the email summary, was Operation Phalanx, an aerial surveillance program that authorizes 1,200 Army National Guard airmen to monitor the southern border for drug trafficking and illegal migration.The program once deployed 6,000 airmen under President George W. Bush but was downsized by Barack Obama, a move blasted by some conservatives who argue the surveillance is vital to border security.-POLICY SHIFT-The transition team also asked for copies of every executive order and directive sent to immigration agents since Obama took office in 2009, according to the memo summarizing the meeting.Trump has said he intends to undo Obama's executive actions on immigration, including a 2012 order to allow children brought to the U.S. illegally by their parents to remain in the country on temporary authorizations that allow them to attend college and work.The program, known as DACA, collected information including participants' addresses that could theoretically be used to locate and deport them if the policy is reversed. Another request of the transition team was for information about whether any migrant records have been changed for any reason, including for civil rights or civil liberties concerns, according to the internal memo seen by Reuters.A Department of Homeland Security official, speaking on condition of anonymity, said the agency interpreted the request to mean the transition team wanted to make sure that federal workers were not tampering with information to protect DACA recipients and other migrants from deportation.On the campaign trail, Trump vowed to deport more undocumented immigrants, a promise that may have prompted the transition team's request for information about the feasibility of expanding temporary detention facilities.The internal memo summarizing the meeting between Trump's transition team and U.S. Customs and Border protection said the team had requested a comprehensive picture of border security as well as resources available for walls and barriers.The Department of Homeland Security official said agency representatives who attended the meeting believed the request to include both the northern and southern borders. U.S. Customs and Border Protection then prepared a report on specific locations and costs of building a fence along the U.S.-Canada border.Reuters reviewed a copy of the report, which estimated the cost of building fencing along the northern border fence would be $3.3 billion and cover 452 miles along border of Canada and the states of Washington, Idaho, Montana, New York, Vermont, New Hampshire and Maine.Adding 413 miles of fencing on the southwest border would be more expensive, according to the estimate of $11.37 billion, because it would be aimed at keeping pedestrians as well as vehicles from crossing.Pedestrian fences require more staff and would cost $11.2 million per mile versus $4.1 million per mile to build to build, according to the report.In fiscal year 2015, the latest year for which data is available, border patrol agents apprehended 2,626 illegal migrants on the U.S.-Canada border compared to 331,333 apprehended on the U.S.-Mexico border.(Reporting by Julia Edwards Ainsley; Editing by Sue Horton and Brian Thevenot)
