Storm system roars up U.S. East Coast after tornados kill 18-[Reuters]-By Ian Simpson-YAHOONEWS-January 23, 2017

WASHINGTON (Reuters) - A powerful weather system swept up the U.S. East Coast on Monday with pounding rain and high winds, potentially snarling travel for millions after tornados killed at least 18 people in Georgia and Mississippi over the weekend.Emergency management officials warned New York City residents to brace for winds of up to 70 mph (112 kph) through Monday night, with several inches (cm) of drenching rains. Flood advisories and watches were issued for four of the city's five boroughs.AccuWeather forecast that up to 2 inches (5 cm) of rain could drench an area stretching from Pittsburgh to Washington, New York and Boston by late on Tuesday.Northern Pennsylvania and New England were expected to get more than 6 inches (18 cm) of wet snow, producing dangerously slick roads. Winds topping 50 miles per hour (80 km per hour) could whip the East Coast from Delaware to eastern Maine."The coastal flood threat will be greatest at times of high tide," said AccuWeather meteorologist Brett Rathbun. The National Weather Service (NWS) said the front would reach the Middle Atlantic coast by Monday evening, and flash floods were possible near the southern Appalachian Mountains.Fourteen people died in weekend tornadoes and thunderstorms in Georgia, with seven dying in Cook County in the southern part of the state. Governor Nathan Deal declared an emergency for seven counties in the south-central part of the state.Mississippi reported four deaths from a tornado on Saturday. Severe weather also injured more than 50 people and damaged about 480 homes in Mississippi. The NWS warned of flooding along the Chickasawhay and Leaf rivers in southeast Mississippi, with the Chickasawhay expected to crest on Wednesday afternoon. In Alabama, 4,600 homes and businesses were without power early Monday, down from 29,000 on Sunday afternoon, utility Alabama Power said. The NWS said a West Coast storm system would bring more heavy rain to the Southern California coast and heavy snow to the state's Sierra Nevada mountains. The snow is expected to move into the central and southern Rocky Mountains on Monday.(Additional reporting by Letitia Stein in Tampa, Fla., Frank McGurty and Chris Michaud in New York, David Beasley in Atlanta and Sharon Bernstein in Sacramento, Calif.; Editing by Scott Malone and Jeffrey Benkoe)

3 dogs give avalanche rescuers hope but 22 people missing-[The Canadian Press]-YAHOONEWS-January 23, 2017

FARINDOLA, Italy — Italian emergency crews pulled three wiggling, white sheepdog puppies out Monday from under tons of snow and rubble at an avalanche-struck hotel, lifting spirits even as the search for 22 people still missing dragged on five days after the disaster. One more body was located, raising the death toll to seven, and the first survivors of the deadly avalanche were released from the hospital. Questions intensified, however, into whether Italian authorities underestimated the risks facing the snowbound resort in the hours before the deadly avalanche.Five days after up to 60,000 tons of snow, rocks and uprooted trees plowed into the Hotel Rigopiano in central Italy, rescue crews were still digging by hand or with shovels and chainsaws in hopes of finding more survivors. An excavator reached the site, northeast of Rome, to speed up the search. The discovery of the three Abruzzo sheepdog puppies in the boiler room raised spirits, even as rescuers located a seventh body.Jubilant emergency crews carried the pups out in their arms, with one firefighter burying his face in the fluffy white fur to give the dog a kiss. The puppies were born last month to the hotel's resident sheepdogs, Nuvola and Lupo, and were prominently featured on the hotel's Facebook page. Their parents had found their own way out after the Wednesday afternoon avalanche."They just started barking very softly," said Sonia Marini, a member of the Forestry Corps. "In fact, it was hard to find them right away because they were hidden. Then we heard this very tiny bark and we saw them from a little hole the firefighters had opened in the wall. Then we expanded the hole and we pulled them out."Firefighter spokesman Luca Cari, however, stressed that the puppies were found in an isolated part of the hotel and didn't necessarily signal any new hope for finding human survivors."We're happy to have saved them, and these are important moments in a dramatic situation," he said. "But I don't think there's much correlation with finding other people."Emergency crews have been hoping that the 22 missing people may have found air pockets under the debris, and that the snow would insulate them from the frigid temperatures. But more than two days have passed since anyone has been pulled out alive from the hotel, and rescue crews were still trying to recover one victim from the rubble. Conditions at the site were deteriorating, with the heavy snow turning to ice.So far nine people have been rescued from the Hotel Rigopiano. The first survivors released Monday from a hospital in the nearby city of Pescara included Giorgia Galassi and her boyfriend, Vincenzo Forti."Thank you, thank you everyone!" Galassi said as she waved from the front door of her parents' home in Giulianova, on the Adriatic coast. Flanked by her parents, she said she felt fine.Hotel guests Giampiero Parete, his wife and two children were also home. It was Parete who had first sounded the alarm after he by chance left the hotel to go to his car moments before the avalanche hit.Still hospitalized were one adult and two youngsters, Samuel Di Michelangelo and Edoardo Di Carlo. Officials have confirmed that Edoardo's parents were killed, while Samuel's are still unaccounted for."Edoardo has an adult brother, so the brother will be given custody of him," Pescara hospital Dr. Rossano Di Luzio told reporters. "Samuel has his close relatives, grandparents at the moment, but we hope we can give him back to his parents."Firefighter spokesman Luca Cari said emergency crews were working with an "operational hypothesis" that people might still be alive, but he stressed "we are fighting against time."The investigation intensified, meanwhile, into whether local government officials underestimated the threat facing the hotel, which was covered with two meters (six feet) of snow, had no phone service and dwindling gas supplies when a series of earthquakes rocked central Italy on the morning of Jan. 18.Italian newspapers on Monday reproduced what they said was an email sent by the hotel owner to local and provincial authorities that afternoon asking for help."The hotel guests are terrorized by the earthquakes and have decided to stay out in the open," Bruno Di Tommaso wrote. "We've tried to do everything to keep them calm, but since they can't leave due to the blocked roads, they're prepared to spend the night in their cars."The Pescara prefect's office already has faced criticism after a local restaurant owner said his calls reporting the avalanche were ignored. Quintino Marcella said he called the office after receiving word from Parete, one of his chefs who was vacationing at the hotel.Chief prosecutor Cristina Tedeschini confirmed her investigation was looking into a host of issues, including the timing and content of communications, where the snowplows were deployed, who was alerted when about the risks of avalanches and how authorities responded when the avalanche hit the hotel. She said there were "incongruities" between when communications were received and when they were acted on.But she stressed they may not have had a significant effect on the search effort, given that five days had passed and still the search was ongoing. She said "at most" the delay in launching the avalanche response was an hour or two."I don't see it as being highly relevant," she said. The president of the province, Antonio Di Marco, has confirmed he saw an email from Di Tommaso and had arranged for a snowplow to clear the road that night, the ANSA news agency reported. The avalanche hit sometime before 5:40 p.m., when Marcella received the call from his chef.___Barry reported from Pescara, Italy.Paolo Santalucia And Colleen Barry, The Associated Press.

Like a famous WWII Belgian General,Paul Henry Spock said in 1957:We need no commission, we have already too many. What we need is a man who is great enough to be able to keep all the people in subjection to himself and to lift us out of the economic bog into which we threaten to sink. Send us such a man. Be he a god or a devil, we will accept him.And today, sadly, the world is indeed ready for such a man.

Pope warns populism could lead to 'saviours' like Hitler By Eszter Zalan-JAN 23,17-EUOBSERVER

BRUSSELS, Today, 09:26-Pope Francis has warned that the rise of populism in Europe could pave the way for the election of supposed "saviours" like Adolf Hitler. In an interview with Spanish newspaper El Pais published on Sunday (22 January) the pontiff drew parallels between 1930s Germany and today's Europe."Crises provoke fear, alarm," the pope said, citing the example of Germany in 1933.He said Germany felt it had lost its identity and wanted a leader who could restore it. "And there is a young man named Adolf Hitler who says 'I can, I can.'"The pope warned that democracy could destroy itself as people look for a "saviour" in times of crisis."Hitler didn't steal the power, his people voted for him, and then he destroyed his people. That is the risk," he said.He noted that Germans were looking for someone who could defend their identity "with walls, barbed-wire" from others. He said that the case was "typical" and that Hitler eventually gave Germans a "distorted identity and we know what happened".He said countries have the right to defend their borders, and know who crosses them, but he urged dialogue instead of building walls."That is why I always try to say: talk among yourselves, talk to one another," he said, adding that "no country has the right to deprive its citizens of the possibility to talk with their neighbours".Francis gave the interview a day before a meeting in Koblenz of European far-right parties, where leaders like France's Marine Le Pen, the Netherlands' Geert Wilders and Germany's Frauke Petry pledged that 2017 will be a year of nationalism.Ahead of national elections this years, their parties, the National Front, the Party of Freedom and the Alternative for Germany, all promise tough immigration laws, stricter border control and advocate for stronger nation states at the cost of European integration. But the pope did not want to pass judgement on the new US president Donald Trump."We must wait and see. I don't like to get ahead of myself nor judge people prematurely. We will see how he acts, what he does, and then I will have an opinion," he said, adding that "being afraid or rejoicing beforehand ... is quite unwise".In a message released by the Vatican, Francis urged Trump upon his inauguration to take care of the poor and the outcast. He added he hoped Trump's decisions would be guided by "the rich spiritual and ethical values" that have shaped America.

Canada PM Trudeau to meet top Trump aide Kushner to talk NAFTA-[Reuters]-YAHOONEWS-January 23, 2017-By David Ljunggren

CALGARY, Alberta (Reuters) - A top adviser to U.S. President Donald Trump will meet with advisers to Canadian Prime Minister Justin Trudeau this week as his Liberal government gathers to plan a response to a possible renegotiation of the NAFTA trade accord.Jared Kushner, Trump's son-in-law, will travel to Calgary, Alberta, where the Canadian cabinet is meeting on a two-day retreat, according to a source, who requested anonymity given the sensitivity of the matter.Trump's vow to renegotiate the key trade agreement, which also includes Mexico, could sideswipe Canada's export-driven economy, and the visit by Kushner underlines the ties developing between the Trudeau and Trump camps. The meeting of Trudeau's leadership team, less than two weeks after he shuffled his cabinet to put his top minister in charge of the U.S. relationship, is focussed mainly on the best approach to take with Trump, who was inaugurated on Jan. 20.Trump said on Sunday he plans talks soon on the North American Free Trade Agreement, under which Canada and Mexico send the majority of their exports to the United States.Canadian officials, trying to persuade the new U.S. administration that focussing on Canada makes no sense, given how closely the economies are linked, say the Trump team is most concerned about large U.S. trade deficits with China and Mexico."They haven't said anything specific about any real problems that they have with us," said David MacNaughton, Canada's ambassador to Washington and a key player on the NAFTA file. The danger, he told reporters on Sunday, is that Canada could suffer collateral damage from U.S. measures aimed at Mexico.Stephen Schwarzman, chief executive officer of investment firm Blackstone Group LP (BX.N), has been invited to address the retreat on Monday. Schwarzman chairs ‎a panel of business leaders who give Trump advice. The challenge of dealing with Washington comes at a sensitive time for Trudeau, who is facing probes into a vacation he took with the Aga Khan as well as his centrist Liberal Party's fundraising activities. He is also under fire from Kevin O'Leary, a television personality running for the leadership of the opposition right-leaning Conservative Party, who says Trudeau is too weak to stand up to Trump.O'Leary complains that Trudeau, who came to power in 2015 promising to run a few years of modest budget deficits to fund infrastructure projects, has increased spending so much that finance ministry officials predict shortfalls for decades. While polls show the Liberals well ahead of their rivals in the run-up to the 2019 election, pollster Nik Nanos of Nanos Research says O'Leary could eat into Liberal support by positioning himself as a fiscal hawk.(Editing by Paul Simao and Alan Crosby)

UK minister defends 'failed' Trident missile test-[AFP]-YAHOONEWS-January 23, 2017

London (AFP) - Britain hit back on Monday against reports of a failed test of its nuclear weapons deterrent last year when an unarmed missile reportedly misfired, possibly in the direction of the United States."Contrary to reports in the weekend press, HMS Vengeance and her crew were successfully tested," Defence Minister Michael Fallon told lawmakers, responding to the Sunday Times article."We do not comment on the detail of submarine operations," Fallon said, adding: "The capability and effectiveness of the UK's independent nuclear deterrent is not in doubt."The main opposition Labour Party accused the government of a "lack of transparency".The Scottish National Party, which opposes the nuclear deterrent, said it was "outrageous" that members of parliament had not been informed. The Sunday Times, citing a senior naval source, claimed that the Trident II D5 missile failed after being launched from a British submarine off the coast of Florida in June. The source suggested the missile may have veered off in the wrong direction towards the United States instead of the intended target off the west coast of Africa. The malfunction came just weeks before the House of Commons was asked on July 18 to approve the replacement of the ageing submarines that carry Britain's nuclear arsenal.Theresa May was not prime minister at the time of the test, but she took office shortly before the vote and successfully appealed to MPs to approve the £41 billion (47 billion euro, $50.7 billion) project. In a BBC interview on Sunday, she sidestepped questions about whether she knew about the malfunction when she made her statement to MPs.A Downing Street spokeswoman told reporters on Monday that May had been briefed about the test.

1  To the chief Musician, A Psalm of David. The fool hath said in his heart, There is no God. They are corrupt, they have done abominable works, there is none that doeth good.

ROMANS 1:18-32
18 For the wrath of God is revealed from heaven against all ungodliness and unrighteousness of men, who hold the truth in unrighteousness;
19 Because that which may be known of God is manifest in them; for God hath shewed it unto them.
20 For the invisible things of him from the creation of the world are clearly seen, being understood by the things that are made, even his eternal power and Godhead; so that they are without excuse:
21 Because that, when they knew God, they glorified him not as God, neither were thankful; but became vain in their imaginations, and their foolish heart was darkened.
22 Professing themselves to be wise, they became fools,
23 And changed the glory of the uncorruptible God into an image made like to corruptible man, and to birds, and fourfooted beasts, and creeping things.
24 Wherefore God also gave them up to uncleanness through the lusts of their own hearts, to dishonour their own bodies between themselves:(HOMOSEXUALITY,AND ALL SEX SINS)
25 Who changed the truth of God into a lie, and worshipped and served the creature more than the Creator, who is blessed for ever. Amen.
26 For this cause God gave them up unto vile affections: for even their women did change the natural use into that which is against nature:(LESBIENS)
27 And likewise also the men, leaving the natural use of the woman, burned in their lust one toward another; men with men working that which is unseemly,(SODOMITES) and receiving in themselves that recompence of their error which was meet.(AIDS ETC)
28 And even as they did not like to retain God in their knowledge, God gave them over to a reprobate mind, to do those things which are not convenient;
29 Being filled with all unrighteousness, fornication, wickedness, covetousness, maliciousness; full of envy, murder, debate, deceit, malignity; whisperers,
30 Backbiters, haters of God, despiteful, proud, boasters, inventors of evil things, disobedient to parents,
31 Without understanding, covenantbreakers, without natural affection, implacable, unmerciful:

GOD CREATED THEM MALE AND FEMALE IN MARRIAGE

GENESIS 1:27-28
27  So God created man in his own image, in the image of God created he him; male and female created he them.
28  And God blessed them, and God said unto them, Be fruitful, and multiply,(HAVE LOTS OF CHILDREN) and replenish the earth,(HOMOSEXUALS CAN NOT REPLENISH THE EARTH WITH CHILDREN)(BY HAVING SEX WITH EACH OTHER) and subdue it: and have dominion over the fish of the sea, and over the fowl of the air, and over every living thing that moveth upon the earth.

GENESIS 2:21-24
21  And the LORD God caused a deep sleep to fall upon Adam, and he slept: and he took one of his ribs, and closed up the flesh instead thereof;
22  And the rib, which the LORD God had taken from man, made he a woman, and brought her unto the man.
23  And Adam said, This is now bone of my bones, and flesh of my flesh: she shall be called Woman, because she was taken out of Man.
24  Therefore shall a man leave his father and his mother, and shall cleave unto his wife: and they shall be one flesh.

MATTHEW 19:4-6
4  And he answered and said unto them, Have ye not read, that he which made them at the beginning made them male and female,
5  And said, For this cause shall a man leave father and mother, and shall cleave to his wife: and they twain shall be one flesh?
6  Wherefore they are no more twain, but one flesh. What therefore God hath joined together, let not man put asunder.

Enough is enough:' Pride Toronto board member explains decision to ban police from parade-[CBC]-YAHOONEWS-January 23, 2017

The decision to ban uniformed officers from the Toronto Pride parade is on the right side of history, said Akio Maroon, a new board member with Pride Toronto."I do not see this decision as exclusion. I see this decision as accountability. I see this decision as supporting the most racialized and marginalized members of our community," she told CBC's Metro Morning on Monday."This is for us. Pride is for us, and we need to have a voice."Her comments come after Pride Toronto's annual general meeting Tuesday, where they voted to remove uniformed officers and police floats from future parades. Those demands originally came from Black Lives Matter Toronto, who briefly halted the Toronto Pride parade in July and presented a list to then executive director Mathieu Chantelois. He signed the document, which also included a commitment to increase diversity in hiring and staffing at Pride Toronto and a commitment to increase and support community stages, including the reinstatement of the South Asian stage, which Pride Toronto also approved. The demands were added to the annual meeting's agenda last-minute on Tuesday after requests from the crowd.Maroon said she doesn't speak for the board, but as a black, queer woman, she stands by the vote."I absolutely believe that accountability must be had, and we cannot have the same people who are beating us, who are harassing us, who're responsible for violent encounters with us, dancing with us in revelry in uniform with their guns on their side while being paid to participate," she said. "Absolutely not."-'Enough is enough'-Maroon said the membership of Pride Toronto made their decision to show support for marginalized people within the LGBT community who feel the police are oppressive."We're not at the stage in society where police in uniform is a safe thing for many people," she said. "Police need to be held accountable for their violence in our community ... we're going to continue the conversation until we're at the level where police can be accountable."At past events, Maroon said police have targeted trans women, black men and black women. Whether someone feels the decision is right or wrong, she said the board had to remain accountable to members of Pride Toronto and respect their vote. That doesn't mean police can't participate in other ways, Maroon said."Really, it's about the institution that is oppressive to people that continue to be militarized, that continues to target, harass, and dehumanize racialized and marginalized members of the LGBT community."Asked to respond to Maroon's comments, Mark Pugash, director of corporate communications with the Toronto Police Service, wrote in a statement to CBC Toronto: "After last week's annual general meeting, there was great confusion, in the media, from people connected with Pride Toronto over what happened. That confusion has not been resolved. Pride Toronto has not informed us about what happened. We are unable to comment until we know what actually was decided."Danielle Bottineau, a Toronto Police Service constable and a member of the city's LGBT community, spoke with Metro Morning on Thursday about the decision. She has participated in Pride for the past seven years as a uniformed officer and an LGBT liaison on the force."I'm saddened by it for sure. I'm disheartened by it," Bottineau said. She said police officers should be visible participants in Pride events because their participation sends an important message to young members of the community."I'm a proud out gay woman, but I'm also a proud member of Toronto police," she said.Still, something had to be done, according to Maroon. Change is hard to accept, she said, but it's necessary for future accountability from law enforcement in the city. Those who understood that knew how to cast their vote."I think the membership just said, you know what? Enough is enough."

Winnipeg LGBT centre puts out call for help after spike in refugee calls-[CBC]-YAHOONEWS-January 23, 2017

A Winnipeg drop-in centre for LGBT people is putting a call out for help after a spike in the number of refugees coming for support. The Rainbow Resource Centre calls the increase over the last two weeks "dramatic," and says its counsellors are becoming overwhelmed with calls from refugees, their lawyers and settlement workers."We've done a call out to the community to ask for help in providing additional hours to our counsellors," said Mike Tutthill, the centre's executive director. He added staff are hoping to get more government funding and donations to pay for the increased demand in counselling. The story of LGBT refugees coming to Winnipeg in search of a better life hit the spotlight this month after two Ghanaian men fled to Canada on Christmas Eve in the bitter cold. The journey left both men severely injured with serious frostbite requiring amputation. Just a few weeks prior, a gay man from Syria arrived in Winnipeg, ending a five-year search for refuge that some of his friend didn't survive.Tutthill said the centre has been receiving as many as 10 calls per week over the last two weeks from asylum-seekers.He said the increase in calls started in November.Tutthill said the refugees are coming from Africa and Eastern Europe and often need help validating their stories. The centre does brief psychosocial assessments to confirm stories about identity before providing a letter to the Immigration and Refugee Board of Canada.-Special challenges once in Canada -"Sometimes too it's just great for people to have a chance to understand that their sexual orientation can be something positive and have that validated for them by sitting in the same room with someone who has that similar experience, even if it's in a different culture," he said.Tutthill said LGBT refugees face special challenges once they've arrived in Canada, including with language."For some folks, they might just talk about, you know, having love for women as opposed to identifying as a lesbian and so sometimes it's about unpacking that for folks that are in the refugee board," he said.Tutthill added refugees might face strong questioning if they've come here claiming asylum but were in a heterosexual relationship back home, though it may not have been by choice. -Fate luck of the draw-Bashir Khan, a Winnipeg immigration lawyer, said he's also seeing an increase in the number of LGBT refugees coming to him for help. He said he's now handling about 20 cases a year."They're telling me exactly what the Amnesty International, Human Rights Watch and other NGOs and the United Nations has written up."The lack of human rights and the lynching and the mob violence and having their clothes torn off and being raped publicly and then being shamed and sometimes burned alive," Khan said.Once an application for refuge has been made with the Immigration and Refugee Board of Canada, it's the luck of the draw and up to a single adjudicator to decide if the case is valid.Khan said there's no way to know who will hear the case or if a refugee will be able to stay in Canada until after a hearing is held."It's a secret," he said adding it's up to the adjudicator to interpret facts and then apply them to Canada's refugee laws.-Returning home 'like being executed'-But how those facts are interpreted depends entirely on an adjudicator's background and beliefs, he said."Each board member comes from a different walk of life and has a different understanding about life and how they see the world."Khan said he does know of claimants that have lost a case in Winnipeg and been sent back home."It's like you're going to be executed," he said."It doesn't matter how much you want to live, it's just the one thing (in) which you don't have a say or control."

New airport screening rules for transgender travellers hailed by Edmonton advocate-[CBC]-YAHOONEWS-January 23, 2017

New policies dictating how transgender people are screened at Canadian airports are long overdue, says an Edmonton transgender rights advocate. The new protocol from the Canadian Air Transport Security Authority (CATSA) — the federal agency in charge of security at airports across the country — provides increased sensitivity and privacy for trans travellers."When they implement a policy like this, I think it's certainly a big step forward in starting to understand that when you look at someone, you can't make an assumption about their gender," said Marni Panas, a transgender woman and LGBT advocate."Treating people with respect and dignity, regardless of their gender, should be their way of doing business."An internal operations bulletin obtained by CBC Montreal through an access to information request instructs airport security officers how to handle physical searches of transgender people.Under the new procedures, trans passengers can request a search by either a male or a female officer, or they can request a "split search," where a female searches one half of the body and a male officer searches the other half.-'There is always that anxiety'-Though she's never had a negative experience with the screenings, Panas is overwhelmed with anxiety every time she passes through airport security.  Like many transgender people, she tries to hide her status when travelling. She hopes the new policy will help ease some of that fear."Every single time I go through security I wonder, is this the moment where someone is going to peg me? Is this the moment where I'm not going to be treated well? "There is always that anxiety when I'm travelling."  The bulletin from CATSA also offers guidance on treating transgender travellers with respect, including asking for a person's consent before any search and inquiring if any accommodations are required.A transgender passenger can also request that security screenings be conducted in a private screening area, and that a witness of the opposite sex be present.Although she's relieved the policies are now being implemented, Panas worries that the procedures could be problematic if staff aren't properly trained in how to carry them out. Many transgender people hide their status when travelling, and staff need to be well educated so that screenings are approached tactfully, Panas said."Policies are great, laws are great to protect people, but unless they're implemented properly it can still leave people exposed to challenges in these environments," Panas said in an interview with CBC Radio's Edmonton AM."If people aren't trained well to respect people, and still provide a dignified manner in approaching this conversation, it can still can create many barriers in going through security."Panas said the policy is a first step in recognizing the rights of transgender travellers in Canada. While the airport security gate may no longer be a source of anxiety, other policies will continue to impede their ability to travel with dignity."We still have people that can't get passports or identification to match their true gender," she said. "We still have people being denied access to airplanes because they don't look man enough or woman enough depending on what their passport looks like."There are still many areas in this country that leave transgender travellers at risk for being denied basic transit services that other Canadians have."

Sharks gather off Israel in pilgrimage to warm waters-Agence France-Presse-YAHOONEWS-January 23, 2017

Hadera (Israel) (AFP) - Sharks have gathered off a coastal electricity plant in northern Israel where the Mediterranean waters are warmer, prompting authorities on Monday to warn people to keep away.Dozens of sandbar and dusky sharks, which can reach up to three metres (10 feet) in length, are attracted to the Hadera plant that uses seawater to cool its turbines before discharging the warmer water back into the sea.Images of the sharks have created a stir among Israeli divers seeking the ultimate thrill of swimming with the predators and taking pictures with them. The Israeli Nature and Parks Authority and the Israel Diving Authority issued a warning to protect both the public and the sharks from close and potentially lethal encounters, noting that sharks are a protected species that cannot be fished, fed or harassed. While the past decade has seen a steady growth in the number of sharks seeking warm spots off Israel's Mediterranean coast, experts are still unsure what draws them there."We know they like being in the warm waters, but we don't know exactly why," Nature and Parks Authority marine ecologist Ruth Yahel told AFP."You can see they're drawn to the warm water -- they enter its stream and perform a Rondo-like dance, fly out with the stream, circle around and do it again," she said."They might do it because it's fun, or pleasurable to be in the warm water."Other possible explanations to the warmer water's appeal could be a relative abundance of prey, protection from parasites or a meeting point for mating. But "these are all theories, we don't really know", Yahel said. While shark populations in the Mediterranean are in decline, the number of sightings off Israel has been rising in recent years, according to Yahel."The impression is they're arriving here more," she said, with scientists unable to explain the phenomenon. There have not been any recorded incidents of sharks attacking people off Israel's Mediterranean coast for decades.

Bangladesh finds two outbreaks of H5N1 bird flu in poultry-[Reuters]-YAHOONEWS-January 23, 2017

PARIS/DHAKA (Reuters) - Bangladesh discovered two outbreaks of the highly contagious H5N1 bird flu virus in poultry last week, according to reports from the World Organisation for Animal Health (OIE) and a senior Bangladeshi health ministry official on Monday.A first case was found at a poultry farm in Dhamrai, just outside the capital, Dhaka. Out of 3,000 Sonali type poultry at risk from the outbreak, 732 died from the virus and the rest were slaughtered, according to the Paris-based OIE.The other outbreak was found in a village in the Western district of Rajshahi where about 450 backyard poultry died from the virus, a senior health ministry official, who asked not to be named as he is not authorized to talk to media, told Reuters."There is no reason to panic, people should inform us if they see birds are dying," he said, adding there had been no case of human infection in the country.Bangladesh was first hit by bird flu in 2007, when more than a million birds were culled.Different strains of bird flu have been spreading across Europe and Asia since late last year, leading to mass culling of poultry in certain countries and some human deaths in China. This prompted the World Health Organization to call on all countries on Monday to monitor closely outbreaks of the deadly virus in birds and poultry and to report promptly any human cases that could signal the start of a flu pandemic.Like the H7N9 strain that is spreading in China, and as opposed to the H5N8 hitting Europe and the Middle East, the H5N1 strain can infect humans if they are in close contact with infected live or dead birds.(Reporting by Sybille de La Hamaide in Paris and Ruma Paul in Dhaka; Editing by Louise Heavens and Mark Potter)

Scouts Canada hopes Arabic programming attracts new members-[CBC]-YAHOONEWS-January 23, 2017

A new Scouts Canada troop in Ottawa is jumping on a trend to diversify its programming — offering it in English, French and Arabic — as the century-old organization tries to attract new recruits. On Sunday, 11-year-old Tarek Rassi took the Scout oath alongside dozens of other young boys and girls."It made me feel like actually a Scout, you know," he said, grinning from ear to ear. "It just makes me feel good, it makes me feel special,"The new troop includes 51 new Scouts from across the city, along with 13 adult leaders. It's the first troop for the Saints Peter and Paul Melkite Catholic Church in east Ottawa, whose congregation traces its roots to the Middle East, including Lebanon, Iraq and Syria, and the first time Scouts Canada has teamed up with the Melkite denomination."Being part of Scouts Canada will help them integrate into the community. We have newcomers as well, so that will bring them all together without exceptions," said the troop's leader Joseph El Hajj.Scouts Canada has faced declining membership but has been trying to revamp its programs in recent years."We want different members of the community, new Canadians, people of different faiths to really feel that scouting is a place to belong," said national youth commissioner Caitlyn Piton, just one of a handful of national Scouts Canada officials on hand for Sunday's ceremony. The organization said membership numbers are on the rise in the city, largely in part to this new troop.

Some Mosul residents face new fears after Islamic State rule-[Reuters]-By Michael Georgy-YAHOONEWS-January 23, 2017

MOSUL, Iraq (Reuters) - Mohamed Mahmoud is relieved he no longer has to watch Islamic State militants hang corpses from electricity poles, now that Iraqi forces have cleared the group from his east Mosul district. But he still fears for his safety.Like other Iraqis, he worries that destructive forces like sectarianism, which already provoked one civil war since the fall of Saddam Hussein in 2003, will destabilize Iraq even if Islamic State is completely removed from Mosul. The hardline jihadists were welcomed by some fellow Sunni Muslims when they seized Mosul in 2014 because the community, a majority in the city but a minority in Iraq, felt marginalized by the Shi'ite-led government in Baghdad. Those bitter feelings have not faded, adding to the sense of uncertainty in a city with rows of buildings pulverized by airstrikes and desperate for water and electricity supplies."I am afraid of the Shi'ites, if they come to Mosul," said Mahmoud, 68. "I have to do paperwork in Baghdad. But I am afraid to go there. I may be killed because I am a Sunni."Iraqi forces have retaken most of east Mosul and are preparing to widen their offensive against Islamic State to the western part of the city. Gunshots rang out and mortar bombs were fired near the Tigris River, which divides east and west. The battle for Mosul, involving 100,000 Iraqi troops, members of the Kurdish security forces and Shi'ite militiamen, is the biggest ground operation in Iraq since the U.S.-led invasion of 2003.Mosul, the largest city held by Islamic State across its once vast but now shrinking self-proclaimed caliphate in Iraq and neighboring Syria, has been occupied by the group since its fighters drove the U.S.-trained army out in June 2014.Its fall would mark the end of the cross border caliphate but Islamic State - which is also known by its opponents as Daesh - is widely expected to mount an insurgency in Iraq and inspire attacks in the West.A few Mosul residents stood on streets inspecting the destruction, wondering where the Iraqi state would find the resources to rebuild what was once a trade hub and one of the most tolerant cities in the Middle East.Few shops were open."There is no budget," Abdel Sattar al Hibbo, head of the Mosul municipality, told Reuters as he walked down a road surrounded by buildings flattened by airstrikes.Hibbo, who said he was shot several times by al Qaeda militants before Islamic State was established, also has other worries."There were thousands of Daesh members here. They killed some and caught some. The ones who were left over, some just shaved their beards and blended in with the population," he said.Across town in the Mohandiseen district, there were plenty of reminders of Islamic State's reign of terror. Anyone who did not have the right-sized beard or trousers of the prescribed length was whipped.A violation of a ban on televisions and mobile phones was punishable by beatings, jail, or worse.Standing outside his house, which was taken over by the jhadists, Mohamed Ibrahim recalls how he was on the Islamic State blacklist, reaching into his jacket pocket for a court document. "They accused me of refusing to grow the right sized beard. They summoned me to court," he said.A nearby house once served as a holding area for women, possibly some of the numerous people that Islamic State turned into sex slaves. Baby strollers and clothes were abandoned in a room.Next door was a makeshift prison and torture center, where plastic handcuffs were scattered in a courtyard.Islamic State had taken the owner's possessions, including children's toys, and thrown it out onto a rooftop. On top of the pile of belongings lay an icepick with a bloodied handle."We used to hear the screaming at night," said a neighborhood resident, who declined to give his name for fear of reprisals against his relatives, who live in west Mosul.(editing by David Stamp)

Iraqi forces take complete control of east Mosul-[Reuters]-By Maher Chmaytelli and Saif Hameed-YAHOONEWS-January 23, 2017

BAGHDAD (Reuters) - Iraqi forces have captured all of eastern Mosul, dislodging Islamic State militants from the last district they held east of the Tigris river, 100 days after the start of the U.S.-backed campaign, the Defence Ministry said on Monday.Mosul is Islamic State's last major city stronghold in Iraq."The armed forces succeeded in liberating the left bank of the city of Mosul completely, after inflicting heavy losses in lives and equipment to the enemy," the ministry said in a statement on its website.Mopping up operations were underway to clear a remaining pocket inside Rashidiya, a northeastern suburb of Mosul, said military spokesman Brigadier-General Yahya Rasool in a statement.Iraqi forces launched a campaign on Oct. 17 to retake Mosul from the hardline Sunni group, which captured the city in 2014, declaring from its Grand Mosque a "caliphate" that also spanned parts of Syria, ruled by its leader Abu Bakr al-Baghdadi.A U.S.-led coalition is providing air and ground support to the Iraqi forces. The western side of Mosul could prove more complicated to take than the eastern as it has many narrow streets that tanks and other large armoured vehicles cannot pass through.-TOUGHER FIGHT-The militants are also expected to put up a tougher fight as they are cornered and the area under their control in the northern Iraqi city continues to shrink.Mosul is the most populated city under control of the militants in both Iraq and Syria, with a pre-war population of nearly 2 million.About 750,000 people are estimated to live in western Mosul. More than 160,000 have been displaced since the start of the offensive, according to the United Nations. The battle for Mosul, involving 100,000 Iraqi troops, members of the Kurdish security forces and Shi'ite militiamen, is the biggest ground operation in Iraq since the U.S.-led invasion of 2003.Iraqi forces estimated the number of militants inside the city at 5,000 to 6,000 at the start of operations three months ago, of whom 3,300 have been killed in the fighting. The militants blew up a landmark hotel in western Mosul on Friday in an apparent attempt to prevent advancing Iraqi forces from using it as a base or a sniper position when the fighting moves west of the Tigris. The Mosul Hotel, shaped as a stepped pyramid, stands close to the river.State TV said the army had set up several bridges across the Tigris, south of Mosul, to facilitate the movement of troops in preparation for the offensive on the western side of the city.Mosul's five bridges across the Tigris had been partially damaged by U.S.-led air strikes to slow the militants' movement, before Islamic State blew up two of them. The fall of Mosul would mark the end of the caliphate but the militants are widely expected to mount an insurgency in Iraq and inspire attacks in the West.(Editing by Janet Lawrence)

Official: 236 dead at camp bombed by Nigeria's air force-[Associated Press]-HARUNA UMAR-YAHOONEWS-January 23, 2017

MAIDUGURI, Nigeria (AP) — The death toll from the bombing of a refugee camp by Nigeria's air force has climbed to 236, a local official said Monday — a sharp increase from earlier counts.A total of 234 victims were buried in Rann, where the camp is located, while two others died after being evacuated to the city of Maiduguri for medical care, said Babagana Malarima, chairman of the Kala Balge local government council of northeast Borno state-On Jan. 17, Nigeria's air force bombed the camp housing Boko Haram refugees near the Cameroonian border multiple times. In a rare admission, air force officials said it was an accident and formed a panel of senior officers to investigate.Just two days after the bombing, more than 100 Boko Haram extremists attacked the camp, and soldiers had to battle for hours in order to repel them, residents and aid workers said.Last Friday, medical charity Doctors Without Borders put the death toll from the bombing at "around 90" but also noted that community leaders said it could have been much higher.Satellite imagery supports witness accounts that the camp was struck with "multiple air-dropped munitions" even though tents should have been easily visible, Human Rights Watch said last week. The group has called for compensation for families of the dead as well as those injured in the bombing.

Ontario premier writes open letter criticizing Kevin O'Leary's policies, comments-[The Canadian Press]-YAHOONEWS-January 23, 2017

Ontario's Liberal premier has written an open letter to newly announced candidate for Conservative leadership Kevin O'Leary criticizing his proposed policies and comments he made about Ontario's auto sector.Kathleen Wynne wrote that she thinks O'Leary believes the government's role should be to serve "society's most well-off," based on policies he's outlined thus far.O'Leary announced that he's running for Conservative leadership last week.Wynne wrote the letter in response to comments she said O'Leary made to the media, though she didn't give specifics about which media outlets. She said O'Leary was "inaccurate on just about every count" when he told media that Ontario falls behind Michigan when it comes to investment in the auto sector. She closed off the letter by welcoming the former "Dragon's Den" and current "Shark Tank" star to the political arena."I respect anyone who is willing to enter the den," she wrote.O'Leary's campaign didn't immediately provide a response to Wynne's letter. The Canadian Press

Sask. Green Party leader Shawn Setyo advocates for carbon tax alternative-[CBC]-YAHOONEWS-January 22, 2017

Shawn Setyo, leader of the Green Party of Saskatchewan, says Saskatchewan should move away from its heavy reliance on fossil fuels and move to greener pastures. The party has a new administration and is still trying to find its feet, Setyo said, but the group is already working toward developing a sound environmental policy which is specifically crafted for Saskatchewan. Setyo said the party has been consulting people on the ground and industry experts to develop a plan with a focus on renewable energy and green initiatives. Nothing is set in concrete but Setyo would like to look at a carbon fee and dividend approach, rather than a carbon tax. Under a carbon fee and dividend approach, the government would charge polluters directly rather than taxing at the fuel pumps, for example."No money would be put into government coffers," Setyo said. "It would be redistributed with the people of Saskatchewan and help transition toward a green economy."That money, taken from the heavy polluters of the province, could then be used to build green infrastructure or act as an incentive for entrepreneurs to take ventures in to green energy.Setyo isn't a fan of the carbon tax."I feel that Sask. should have its own say in how a carbon scheme would be put into place and not have to rely on the federal government imposing their rules upon Saskatchewan," Setyo said. "I feel there's something inherently wrong with that."That's not to say Setyo agrees with Premier Brad Wall's ideas on the carbon tax.Under Setyo's leadership, the Green Party has been critical of Wall's approach and staunch opposition to a carbon tax, calling the provincial government's ventures such as the carbon capture and storage project "unrealistic," "wastefully expensive and ineffective."-Saskatchewan agriculture-Carbon emissions from the agriculture industry are not that heavy, Setyo said.Saskatchewan's green house gas emissions through the agriculture sector are closer to 16 per cent while Canada was 9.9 in 2014.The Green Party has ideas for industry-specific plans, he said. Fossil fuel industry would have one plan while the agriculture industry would have a different plan, he said."The issues with agriculture aren't carbon specific. It's more of the methane emissions," Setyo said. "These chemicals can be dealt with, with other plans and not have to be subject to a carbon tax per se."Setyo said he has reached out to industry experts and those who understand the sector to devise a plan to mitigate agriculture emissions without having those involved in agriculture pay the price of a carbon tax."We do understand that farming is a big sector in Saskatchewan. The last thing we want to do is to have them pay an extra tax," Setyo said. He described the ideas as a work in progress.
