BRUSSELS, Today, 20:28-EU leaders are being offered warmth and colour in a time of political uncertainty.Starting early next year, they will meet in a new building that is bigger, more modern, and more eco-friendly than the Justus Lipsius, which they have used for the past two decades.The Europa building is a cube-shaped structure that contains a giant lantern and 70,000 square metres of space in the EU quarter.Belgian architect Philippe Samyn told journalists, who were invited for a tour on Wednesday (7 December), that he did not want to create an "extravagant" landmark."The idea was to make a modest gesture," he said.He said the EU Council, the institution that commissioned the building, gave him a “crystal clear brief" to create "a gathering space”.He also said the lantern-shaped structure, which consists of an empty atrium on the ground floor, and 13 meeting rooms above, was a product of architectural constraints and “not at all a gesture”.He said the building could not weigh too much because it sits on a tunnel used by cars and trains and that it had to contain meeting rooms of various sizes.Leaders will use the plenary chamber, situated on the third floor, for the first time at a summit in March next year.It is covered in a multicoloured wool carpet, both on the floor and the ceiling.It was designed by a Belgian artist, Georges Meurant, and is meant, the Council said, to create "more light and a warmer atmosphere” than in the Justus Lipsius building.It also has a round, wooden table where leaders can speak face to face, instead of via TV screens as in the old venue.-6,000 meetings-EU ministers will meet on the seventh floor, with their first event scheduled for January.A room on the fifth floor, with 330 seats, will host "jumbo meetings”, when, for instance, EU foreign and defence ministers come together, as well as multilateral events.The Europa building has already been used since the end of November by “working groups” of diplomats and national experts.EU ambassadors are to meet there for the first time before Christmas.The EU Council, the institution representing member states, organises some 6,000 meetings a year at different levels. BRUSSELS, Today, 09:17-Italy is planning to swell its share in the ailing Monte dei Paschi di Siena bank, after prime minister Matteo Renzi's resignation scared off private investors from a planned rescue scheme.The government already owns 4 percent in the bank, making it the largest single shareholder. It wants to increase that stake to 40 percent, which would give it controlling power over shareholder meetings.The Tuscan bank must shore up its balance sheets with €5 billion by the end of December.It had planned a private rescue, which was ready to be launched this week.But investors got cold feet after Matteo Renzi said he would step down following the rejection of his constitutional reform plans in a referendum on Sunday.His departure could lead to early elections, which could in turn bring anti-euro Five Star Movement to power.Under the planned rescue scheme, Italy wants to buy €2 billion of junior bonds held by some 40,000 ordinary Italians, to make sure they don't suffer losses in the saving operation.Another €1 billion would come from a bond swap with institutional investors.The bank hopes these moves will help to persuade some private investors to fill the €2 billion gap.The European Commission would have to agree that the plan doesn't amount to forbidden state aid.On Tuesday, EU commissioner for financial stability Valdis Dombrovskis said his team was "in close contact" with Italian authorities. The announcement saw Monte dei Paschi's shares rise.In parallel, the bank's chief executive Marco Morelli held last-minute meetings with European Central Bank officials on Tuesday, who want him to get rid of €28 billion in bad loans.Monte dei Paschi is Italy's third largest bank, and the world's oldest. It's also Europe's worst, according to a stress test of eurozone banks this summer.There are fears it could drag down other banks and even plunge the eurozone into a crisis if it fails to find a solution to its problems.Italian president Sergio Mattarella asked Renzi to stay in office until parliament had passed the country's 2017 budget.This could happen on Friday, after Senate leaders sped up their timetable. Renzi could be replaced by Pier Carlo Padoan, the finance minister, or Pietro Grasso, the president of the Senate, in the coming days.

Dec, 19:31-EU finance ministers approved on Tuesday (6 December) the extension of the European fund for strategic investment (EFSI) until 2020, provided some changes are made in the way it works."We are deliverning on one of our top priorities to boost investment," Slovakia's Peter Kazimir, who chaired the meeting, told journalists.He said that the extended fund, which will include projects in the fields of defence and security, was "a crucial step in the right direction," following the so-called Bratislava roadmap set out by EU leaders in September in reaction to the Brexit vote.The EFSI was launched in 2015 by the European Investment Bank (EIB) and the European Commission to pump up to €315 billion over three years into the EU economy by supporting risky projects that were unable to find financing.It is also known as the Juncker fund after Commission president Jean-Claude Juncker.The commission proposed mid-September to extend the fund for two years, in order to raise investment capacities to €500 billion.Ministers endorsed the plan, but made changes to the way EFSI worked, in order to address shortcomings that were recently highlighted by several reports.It turned out, for instance, that the EFSI had funded projects that had the same risk profile as others usually funded by the EIB.This means that it did not trigger additional investments, but only helped projects that would have been financed anyway.Ministers insisted that the EFSI had to focus on "sub-optimal investment situations", in order not to crowd out private investors from profitable projects that do not need special support.According to an EIB study, 92 percent of EFSI operations have been located in the 15 richest EU countries.Ministers also asked the bank to support more countries that needed investment, by setting up advisory services and concluding cooperation agreement with national banks.They approved the 2020 extension despite the lack of a full impact assessment from the commission, but said that "any new proposal extending the investment period after 2020 should be based on reports" to assess its results.Member states reached their common position just a few weeks after the commission proposal in September.They wanted to go quickly because they believed that "this plan works well, even if it is not perfect," a diplomat said.Another source pointed out that diplomats worked under "pressure from investors and the private sector, who want to have more clarity on the future of the plan."The extension plan will now be examined by the European Parliament, which will make its own assessment of the Juncker plan between January and April, before setting out its position in May.Discussions in the parliament, and later with member states and the commission to find a final agreement, could prove difficult.-Difficulties-In a message posted on Twitter after Tuesday's meeting, one the parliament's negotiators, German Social-Democrat Udo Bullmann, said that member states were "closing their eyes to difficulties."NGOs expressed disappointment at the ministers' plan, which now allows the EFSI to finance motorways in all member states without restrictions. In its original proposal, the commission had limited funds for motorways to the 15 EU poorest countries."We thought that it does not make any sense to have a blank exclusion of a specific kind of project," said a diplomat.He said ministers also proposed a "better" target of at least 40 percent of EFSI projects to contribute to climate action in line with the Paris climate agreement.The target is only indicative, however, with the plan saying only that the EIB "shall aim" to reach it.Anna Roggenbuck, from the Bankwatch NGO, said the 40-percent threshold was not enough, and that more precise and binding targets were needed.Climate Action Network Europe said in a statement that "while [the plan] contains some good elements on climate action, the council still falls short of ensuring EFSI’s investments are in line with the EU’s climate goals."

Prague, Today, 16:46-A week before Christmas, EU heads of state and government are set to discuss security and defence at their regular European Council meeting in Brussels. It may not be a typical pre-holiday topic, but its urgency makes us focus on it even in the time of family gatherings and last-minute Christmas shopping.After all, this should be a time of peace, which is exactly the objective of the upcoming discussion.The European Union is by all accounts the strongest global player in the soft power arena. The level of our development aid and the economic ties with the least developed countries set a good example for the rest of the world. Soft power itself, though, cannot solve all the challenges we now face.If we are to engage in crises and conflicts in our neighbourhood and support the resilience of third countries we must increase our efforts in hard power policies as well. Now is the time to do so and we should not miss the opportunity to move forward.With this in mind, the Czech Republic believes the EU should – within the framework of the current Treaties – make full use of all relevant provisions and instruments available, maximise the synergies of civilian and military assets and enhance its cooperation with Nato as much as possible.Today’s challenges require us to reinforce our own European strategic autonomy.This highlights an increasing need for the ability to rapidly plan operations and deploy forces, including the so-called EU Battlegroups (EUBGs). Next year will mark the 10th anniversary of their full operational capability. However, since the EUBGs have never been deployed there will be little to celebrate.Having been part of the Visegrad 4 EUBG on standby from January till June 2016 and benefiting from the experience of other Member States, we have decided to share our thoughts on the matter. Our recent national non-paper on the EUBGs sets out four main tangible issues to be tackled.First, there is the structure of the EUBG itself. The current system contributes to certain unpredictability and we should strive towards more standardised EUBGs. Second, there needs to be a common element in the certification process. Third, the preparation and certification would benefit from greater use of live exercises. And fourth, we must expand the scope for common financing. Financial constraints are limiting the very willingness to contribute to the EUBGs and, subsequently, to deploy them.The proposed issues may sound technical but they represent concrete steps that would help us revive this already existing instrument and boost our ability to react to sudden crises and conflicts in our neighbourhood.We must make sure that these military units are ready to go into action if necessary not only on paper but also in reality. (Reuters) - Authorities said they have concluded their search on Wednesday of a warehouse in Oakland California, which was gutted by a fast-moving fire that killed 36 people during a dance party.The blaze erupted on Friday in the sprawling two-story building known as the Ghost Ship, which was leased to an artists' collective. It was the deadliest blaze in the United States since 100 people perished in a 2003 nightclub fire in Rhode Island.U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives Special Agent Jill Snyder told reporters on Wednesday the fire started on the first floor and trapped party-goers above."There was rapid fire progression. Initial witness interviews have indicated the fire was well-developed by the time the second floor occupants realized a fire was going on the first floor," Snyder said.Officials have proclaimed a local state of emergency, potentially allowing for state and federal funds to help cover the costs of the response to the inferno. The declaration is set to go before the City Council for ratification on Thursday.Investigators are seeking to determine the cause of the blaze and have focused on a refrigerator as possibly being the fire's origin point.The coroner's office has concluded autopsies on most of the victims and the cause of death in all those cases was determined to be smoke inhalation, Alameda County Sheriff's Office spokesman J.D. Nelson said. That is typical for a major fire, he said.Survivors said flames spread quickly and billowing thick, black smoke blinded and choked those struggling to flee.Officials have said arson was not suspected. Polar bear numbers could drop by more than 30 per cent by mid-century, according to a new study assessing how loss of sea ice owing to climate change will affect polar bears on a global scale.The U.S. study, published in the Royal Society's Biology Letters , found a 71 per cent chance that the mean global population size will decline by more than one-third over the next 34-41 years, a period the authors describe as "three polar bear generations."Less sea ice, fewer bears-The numbers are based on mathematical models the researchers used to predict the effect climate change will have on sea ice in the future.Since 1979, sea ice melted an average of 1.26 days earlier across the the four polar bear ecoregions and 19 subpopulation areas.According to the study authors, that rate of ice melt will result in a 71 per cent likelihood that the polar bear population will decrease to less than 18,000, from 26,000.The study said those findings would be consistent with listing the species as "vulnerable" according to the International Union for Conservation of Nature (ICUN) Red List of Threatened Species.While the likelihood of a more than 30 per cent loss was high, the study found little chance of populations reaching near-extinction levels.'Overly optimistic,' says researcher-"The one problem I've got is that it's probably overly optimistic," says University of Alberta bear biologist Andrew Derocher of the study, while adding that the numbers are consistent with past research."If we look at 2016 for sea ice, it was a lot worse than anything else we've seen in the record."Even the sea ice we've seen for November, this past month, the results are dramatically different than the longer term projections… I think the actual conditions for polar bears may be worse than this paper puts forward."We've done a fair bit of work to indicate that just one or two bad years in an area can have devastating effects on a population," he says.-'A simplistic approach'-While Derocher credits the paper's rigour, he is cautious to point out that a global assessment doesn't necessarily capture the whole picture."If we did look at some of these areas on a population by population basis they would certainly qualify for an endangered [rather than vulnerable] status, which is the next tier up in the level of concern, but because we sort of say we're looking at polar bears collectively across the whole Arctic, some populations are doing just fine."Derocher says the concern for some of the subpopulations is reaching a critical juncture, particularly within some parts of Canada."Research we've done with the Hudson's Bay population suggests very clearly that we likely will not have polar bears in that area by mid-century… It's also very unlikely bears with persist in the southern Beaufort past that time."While Derocher says that relying on mathematical models to predict future polar bear populations is "not a bad approach," he adds that "it's a very simplified approach," and points to some important next steps."I think the challenge going forward is that a lot of these populations we don't have good monitoring information on."For example, one of the areas where we think polar bears will persist for the longest, up in Norwegian Bay in the high Canadian Arctic, nobody has looked there to see what's going on for many, many years now."Derocher also wants researchers to look more closely at "management procedures.""It's clear that we understand the fundaments of what's going on in respect to habitat loss in... but how do we try and reduce problems with human-bear interactions? "A lot of these northern communities aren't prepared to deal with polar bears coming around town... but going forward in time we expect that to be more common."

OTTAWA — The quarantine of cattle in a western Canada bovine tuberculosis outbreak continues to grow, even as no new confirmed cases of the disease have been found.Officials said Wednesday, however, they are now hopeful that the number of animals quarantined or needing to be destroyed may have peaked."There is this cautious optimism which exists that we can actually look at the investigation not spreading too far," Dr. Harpeet Kochhar, the Canadian Food Inspection Agency's chief veterinary officer, said during a telephone briefing.The number of animals in quarantine has risen to 26,000, up from 22,000 last week.So has the number of ranches affected. Quarantine orders have been issued for 50 properties, up from 40 a week ago.But Kochhar said detailed inspections of animals for tell-tale signs of the disease have so far turned up nothing, beyond the cattle that were originally found to be infected."We are looking for any clinical signs, any lesions, for tuberculosis," he said."And the last round (of examinations) which we had, we did not see any signs of that disease."Kochhar called that a positive sign at this stage of the agency's investigation.In late September, authorities in the United States discovered a cow with bovine TB linked to a ranch in Jenner, Alta.After an investigation began, the CFIA confirmed that five other animals from the same herd tested positive for the illness.Since then, much of the beef industry in southeastern Alberta and parts of southwestern Saskatchewan has been on lockdown as investigators scour herds for TB.Farmers, who would not normally keep cattle over the winter months, have been scrambling for feed, water and in many cases a place to house animals on ranches without winterized feeding facilities.And with temperatures dropping across the Prairies, the CFIA has also been trying, with little success, to find adequate space for cattle that need housing while they await slaughter."We are eagerly and anxiously waiting for the industry to identify a location where we can actually quarantine those calves in the feed lot," said Kochhar.Testing of animals for the illness is expected to be complete by mid-January.In the meantime, Kochhar said the number of animals slated for humane slaughter, as a precautionary measure, remains at around 10,000.The Canadian Press

TORONTO — Police in Toronto say they've made their first confirmed seizure of the deadly drug carfentanil.They say analysis of recently seized substances purported to be heroin tested positive for carfentanil, cocaine, and caffeine.Carfentanil is a synthetic opioid that is used to sedate large animals and is not for human consumption.The drug is fatal in small doses and has a potency approximately 10,000 times that of morphine and 100 times that of fentanyl.Carfentanil cannot be detected by sight, smell or taste and has been associated to overdose deaths across Canada, and a liquid form of the drug turned up earlier this year in Hamilton.Health officials announced Monday that carfentanil has been linked to 15 drug overdose deaths in Alberta during the last few months, with 14 of those deaths occurring between September and the end of November.Alberta health officials warned people using opioids that they should not be alone and ensure they are near someone who can call for help if needed.Last month, Vancouver police warned drug users to be cautious following the seizure of drugs containing trace amounts of carfentanil.Sgt.
