AT LEAST 36 DEAD IN OAKLAND CALIFORNIA WAREHOUSE FIRE.
ANTANANARIVO, Madagascar (AP) — Anyone who finds a piece of debris from a Malaysia Airlines plane that is believed to have crashed in the southern Indian Ocean in 2014 could receive a financial reward, relatives of those who were on the plane said Monday in Madagascar.A group of relatives who traveled to the island nation off the southeast coast of Africa made the offer in hopes that residents will scour some coastal areas of Madagascar, where possible parts of Flight MH370 washed ashore.Meanwhile, a Malaysian official investigating the disappearance of the Boeing 777 was in Madagascar's capital, Antananarivo, to pick up debris that has already been found and will be analyzed to see if it came from the aircraft."The more debris we find, the easier it will be to find where the crash happened," said Ghislain Wattrelos, a Frenchman who lost his wife and two of his three children when the plane deviated from its flight path from Malaysia to Beijing and vanished on March 8, 2014.Malaysia, Australia and China are close to completing a deep-sea sonar search, so far unsuccessful, of 120,000 square kilometers (46,000 square miles) off Australia's southwest coast in the Indian Ocean. They say they will suspend operations if there is no new evidence that could help pinpoint the crash site. Relatives of the missing believe the search should continue.Wattrelos, as well as two people who lost their mothers on the flight — Grace Nathan of Malaysia and Jiang Hui of China — spoke at a news conference in Antananarivo. They did not specify how much money might be given to someone who finds a confirmed piece of Flight MH370, saying it depends on the significance of the debris and the limited resources of the families."Everything is funded by us," said Wattrelos, a business executive. That includes the cost of flights, accommodation and other expenses that the relatives are spending on a weeklong trip to Madagascar, which will include travel to coastal areas where plane debris may have washed up after drifting across the ocean. There, they plan to hand out leaflets asking people to look for possible plane parts, described as often gray, with an interior, honeycomb design. Anyone who finds an item should note the time and place of discovery, take photographs and wrap the item in plastic and hand it to the nearest airport or police station, according to the leaflets. The families say there are three major areas in Madagascar where Flight MH370 debris could have washed up: Isle Sainte-Marie, Antongil Bay and Nosy Be, a big tourist destination. They also want people in Tanzania and Mozambique to be on the lookout. A piece found in Tanzania has been confirmed as part of the plane, while a couple of pieces found in Mozambique have been described as almost certainly coming from the plane.Confirmation that the plane crashed came last year when a wing part washed ashore on Reunion Island in the western Indian Ocean, east of Madagascar.Nathan, the Malaysian who lost her mother, said families asked officials in vain for months to launch a search for debris around Africa, and finally decided to look themselves. She speculated that their trip to Madagascar may have pushed Malaysian investigators to also travel there to pick up debris this week."Our initiative to come here has somehow put some pressure on them," Nathan said. "At least one good thing has already come out of our journey."___Follow Christopher Torchia on Twitter at www.twitter.com/torchiachris

Death toll rises to at least 36 from California warehouse inferno-[Reuters]-By Rory Carroll-YAHOONEWS-December 5, 2016
OAKLAND, Calif. (Reuters) - The death toll rose to 36 from a huge fire that tore through a converted warehouse in Oakland, California during a dance party and investigators said on Monday they "absolutely believe" more bodies will be pulled from the rubble. The cause of the blaze, which erupted late Friday in a building that was home to an artists' collective known as the "Ghost Ship", has yet to be determined. It was the deadliest fire in the United States for more than a decade."We are no closer to finding the cause and we absolutely believe that the number of fire fatalities will increase," Oakland Fire Battalion Chief Melinda Drayton told a predawn news conference at the site.As criminal investigators joined recovery efforts at the charred two-story loft building, just east of San Francisco, firefighters have discovered the remains of some three dozen people as they picked through the debris-filled wreckage. The crews temporarily halted work in the early hours of Monday due to fears that an external wall could collapse. About 70 percent of the building had been searched at that point, authorities said.Drayton said contractors and structural engineers will develop a plan on Monday to determine how to continue recovery efforts safely.Arson is not suspected, according to officials, but investigators are checking whether the building, which served as a base for the Ghost Ship Artists Collective and often hosted parties, had a history of code violations.Oakland Mayor Libby Schaaf said the Alameda County District Attorney's Office has activated its criminal investigation team and a representative of the prosecutor's office is monitoring the recovery process. Schaaf said she was not authorized to say if a criminal probe was under way.The city's first priority, the mayor said, was locating victims and supporting their relatives. As of Monday morning, 11 of the dead had been identified, police said. Some of the victims were 17 or younger, although most were in their 20s and 30s, officials said. Some were from elsewhere in the country and abroad. With many of the victims burned beyond recognition, families have been asked to preserve items that might contain their DNA to help identification.Officials are still unsure how many people were inside when the blaze broke out.The warehouse was one of many converted lofts in Oakland's Fruitvale neighborhood, a mostly Latino district where rents are generally lower than in the rest of city.-"HITS VERY CLOSE TO HOME"-Chris Nechodom, 30, said he was on the ground floor when he saw flames race across the ceiling. As he fled, he heard a loud noise and saw a plume of thick black smoke."It blew out maybe 10 feet out of the entrance," Nechodom said. "After that, I saw a few more people crawl out."The building had been designated for use as a warehouse only, according to city officials, who were aware of reports that people were living there, although no permits had been issued.Photos of the warehouse from before the blaze showed it filled with an array of musical instruments, statues and antiques. Furnished with sofas and colorful carpets, it featured a maze of side rooms and nooks. The party took place on the second floor of the building, which appeared to have only two exits, officials said. There was no evidence of smoke detectors or sprinklers.Police will use body camera footage from first responders, emergency calls and other information to help determine the cause of the fire and whether criminal charges should be filed."We have a lot of moving parts to this and we'll certainly find answers," Johnna Watson, a spokeswoman for the Oakland Police Department, told reporters on Monday. It was the deadliest blaze in the United States since 100 people perished in a 2003 fire at a Rhode Island nightclub.Exhaustion has been taking an emotional toll on fire crews who have worked around the clock. One of those killed was the son of a sheriff's deputy, said Sergeant Ray Kelly, spokesman for the Alameda County Sheriff's Office."This tragedy has hit very close to home," he said.(Additional reporting by Laila Kearney in New York, Tim McLaughlin in Chicago, and Sharon Bernstein in Sacramento, Calif; Writing by Daniel Wallis; Editing by Jeffrey Benkoe)

Weather warnings issued as snow hits B.C.'s South Coast and Vancouver Island-[The Canadian Press]-YAHOONEWS-December 5, 2016
Vancouver's first snowfall of the season is causing widespread traffic delays and has prompted the shut-down of a university campus.Environment Canada issued a weather warning early Monday predicting up to five centimetres of snow for much of the Lower Mainland, as well as southeastern Vancouver Island. The province's South Coast is known for its temperate weather and there are years when the region doesn't see snow.Simon Fraser University has announced it would cancel classes at its Burnaby Mountain campus, citing hazardous driving conditions.Metro Vancouver's transit authority says most bus and SkyTrain routes are experiencing delays and it thanks riders for their patience.Chilly temperatures are expected to stick around for the next few days, while the snow is forecast to ease up briefly before making a comeback on Thursday. The Canadian Press
Snowfall hits the GTA with blast of winter-[CBC]-YAHOONEWS-December 5, 2016
The GTA got one of its first blasts of winter last night with two to five centimetres of snowfall in the suburbs and temperatures around the freezing mark.Environment Canada issued a special weather warning for the GTA, warning of slippery conditions and reduced visibility, but the organization also said snowfall was expected to end before the morning rush hour.Suburbs like Vaughan, however, woke up to a winter wonderland, with snow covering cars and driveways.Temperatures rose above freezing after sunrise, leaving wet roads and melting slush. The snowfall caused some problems in the Durham region, where dozens of school buses were delayed between 10 and 45 minutes due to the weather. Those closer to the lakeshore didn't face as much of the wintry weather, as the snow mixed with rain leaving little to no accumulation.

French regulator may allow some EDF reactors to restart after extra tests-[Reuters]-By Geert De Clercq and Bate Felix-YAHOONEWS-December 5, 2016
PARIS (Reuters) - French winter electricity supply worries could ease after nuclear safety regulator ASN gave approval in principle on Monday for EDF to restart some nuclear reactors involved in a safety investigation.ASN said it agreed with EDF that some nuclear reactors whose steam generators have high carbon concentrations could be restarted, although the utility would have to carry out extra tests and the restart of each individual reactor would be subject to ASN approval.ASN is checking 12 of the state-controlled utility's reactors after raising concerns that certain steam generator channel heads could contain a zone with a high carbon concentration, which could weaken the resilience of the steel and its ability to resist the spreading of cracks. The checks have delayed the restart of several reactors, forcing EDF to prolong their outage periods and raising fears that France, which depends on its 58 nuclear reactors for 75 percent of its electricity needs, could face a tight supply this winter.French and European power prices have hit new highs over the past weeks due to the tight supply fears.ASN's comments sent the French power price for January delivery down 19.3 percent to 65 euros ($70) a megawatt hour (MWh) by 1642 GMT on Monday. February and March prices also fell and first quarter was off 17 percent.A London-based power trader said ASN's statement opened the door for an early restart of some reactors and also suggested it was ruling out a complete shutdown or costly replacement of the steam generators."Today, we are able to give rather positive news," ASN head Pierre-Franck Chevet told Reuters after the news conference."The restart of the EDF reactors could happen quickly, it is in the hands of EDF," Chevet said, adding that ASN estimates that EDF could get its documents ready for each plant in about two weeks per reactor.Seven of the reactors are expected to resume production on Dec. 31.A spokeswoman for EDF said the company will work quickly to carry out the extra tests on the reactors involved and provide the additional information to ASN. It is ready to restart the reactors once it receives the green light from the watchdog, the spokeswoman said.EDF's shares rose sharply after ASN's announcement and had gained 2.28 percent by 1703 GMT, outperforming the European utilities index, which was down nearly 1 percent."There is evidently some relief in the market to what ASN has just said. But there is still fragility in the supply situation in France," a European power trader said.In a separate statement, French nuclear safety institute IRSN, which provides expertise to ASN on the investigation, said that tests had shown no risk of rupture of steam generators on 900-megawatt reactors except for Bugey 4, Fessenheim 1 and Tricastin 4."Our investigations have shown that there are no risks of a brutal rupture," IRSN's deputy director Thierry Charles, told Reuters.(Additional reporting by Nina Chestney in London; Editing by Adrian Croft and Susan Fenton)

No euro crisis after Italian vote, says EU By Eric Maurice-dec 5,16-euobserver
BRUSSELS, Today, 12:57-EU officials are trying to defuse concerns that the Italian prime minister's resignation after a failed referendum will spur a new eurozone crisis."I think there is no reason to speak of a euro crisis," German finance minister Wolfgang Schaeuble said on Monday (5 December) before a meeting of eurozone ministers in Brussels, adding that financial markets should stay "relaxed".Schaeuble and other eurozone leaders insisted that Italian voters rejected only constitutional reform on Sunday, and that there was no political crisis in Italy after prime minister Matteo Renzi announced his resignation."It's a democratic process," stressed Eurogroup president Jeroen Dijsselbloem. "Let's wait for the outcome."He added that the result did not "really change the situation, economically in Italy or in the Italian banks"."The problems that we have today are the problems that we had yesterday and they still have to be dealt with," he said, referring to the large public deficit and debt and the high amount of bad loans in Italian banks."Italy is a strong democracy, it will take sound decisions," he said.Financial markets seemed to confirm Schaeuble and Dijsselbloem's assessment, with the euro regaining during the morning the ground it had lost during the night against the dollar. At midday, the main indexes in Frankfurt, London and Paris had increased by more than 1 percent, while the Milan stock exchange was losing 0.1 percent. The Standard & Poor's rating agency said that Sunday's result "does not have an immediate impact on Italy's creditworthiness".Accroding to Reuters news agency, a meeting was due to take place on Monday on whether to underwrite a €5 billion recapitalisation of Monte dei Paschi, Italia's most vulnerable bank.Italian president Sergio Mattarella was expected to decide on Monday whether to appoint a new prime minister or hold snap elections.Finance minister Pier Carlo Padoan is considered the most likely candidate to succeed Renzi, in a move that would reassure the EU and investors. He cancelled his participation in the Eurogroup in Brussels.EU finance commissioner Pierre Moscovici said Padoan was "a man of high quality" and he was "sure" that Italian authorities were well equipped to face the situation."Italy is a solid country on which we really rely," he said.Moscovici also dismissed the idea that the No vote in Italy was an anti-EU vote."It's not a Brexit vote, it makes no sense," he said, insisting that the referendum was on a domestic issue."Populists in Europe are always trying to turn any vote into a pro-EU or anti-EU vote, but they are wrong," he said.He pointed out that the far-right was defeated in Austria's election on Sunday, and stressed that the victory of populism was not fated."They won't win in Italy or in France," he said.
Czech, Slovak MEPs 'shocked' by EU comments on Castro By Eric Maurice-dec 5,16-euobserver
Warsaw, Today, 09:20-Sixteen Czech and Slovak MEPs have protested against the European Commission's reaction to Fidel Castro's death last month, which they say was "shocking".In an open letter to commission president Jean-Claude Juncker, dated 1 December, fourteen of them said that they were "concerned" by a statement published on 26 November in which Juncker said that Castro "was a hero for many."They said that they were also "deeply shocked and saddened" by the institution's spokesman's answer to a question about the statement by a Czech journalist.Margaritis Schinas said during a commission press briefing that the journalist expressed a "long series of judgement values" and "a very narrow view of reality" when he mentioned people killed and imprisoned by Castro's regime and the Cuban leader's support for the Soviet-led invasion of Czechoslovakia in 1968.As "the elected representatives of the Czech and Slovak citizens, who suffered from political persecutions and whose lives will be forever marked by the 1968 events," the 14 MEPs said that "the response by Mr Schinas was arrogant and portrayed shocking ignorance of facts with a total lack of understanding history."They asked Juncker to take "clear political distance" from his spokesman's words, "be it in written or in a public speech."The MEPs' letter follows another one, sent on 29 November as an official written question to the commission by Czech liberal MEP Pavel Telicka.Telicka protested against the message posted on Juncker's Twitter account linking to his statement on Castro's death. The tweet only said: "With the death of Fidel Castro, the world has lost a man who was a hero for many."In his written question, Telicka asked: "Did Mr Juncker approve the wording of the tweet?" and "Does Mr Juncker share the same positive view on Mr Castro as expressed in his tweet, in spite of all that is known about the brutal Castro regime and its violations of human rights?".The question was sent as a priority question, which means that the EU executive has three weeks to answer, instead of six weeks for a normal question.Speaking to EUobserver at the congress of the liberal Alde party in Warsaw, Telicka admitted that the answer will probably be written by "someone in the cabinet" rather than by Juncker himself, but said that he hoped to get "at least an apology or a statement".Telicka, who also signed the MEPs' open letter, said that the commission's comments after Castro's death "went well beyond the limits that are acceptable, both to a large part of the population of the EU and to the Cuban people."In their letter, the MEPs recalled that the EU parliament "officially recognised the oppressive regime in Cuba" in 2005, when it awarded its human rights prize, the Sakharov prize, to the opposition movement Ladies in White. The day after Castro's death, EU trade commissioner Cecilia Malmstroem said on Twitter that he was a "dictator", but Schinas declined to say whether her tweet reflected the commission's position. The open letter, which was drafted by Social-Democrats was signed by nine Czechs and five Slovaks MEPs, out of 21 and 13 MEPs, mainly from the Social-Democrat and liberal groups. The three Czech communist MEPs were not asked to sign. Only one member of the EPP, the centre-right group to which Juncker belongs, joined the initiative. The two main EPP Czech MEPs however protested to Juncker too, in a private letter also on 1 December."Your statement on the death of Fidel Castro is not compatible with EPP values," Ludek Niedermayer and Michaela Sojdrova, chair and vice-chair of the Czech EPP delegation, wrote in the letter, seen by EUobserver. They asked Juncker "to evaluate Fidel Castro, too," by looking at political persecutions and denial of fundamental rights in Cuba. They also called on him "to disavow" Schinas's press room declarations. At Monday's daily briefing, Schinas said that "the crushing of the Spring of Prague was a turning moment in modern European history and [that] the commission has the fullest repsect of the historical event therein."He added that Juncker would "eply to the MEPs' open letter "by the normal procedures."This article was updated on Monday 5 December to take into account the EPP MEPs' letter to Jean-Claude Juncker and Margaritis Schinas's declarations
Italy referendum spooks eurozone By Eszter Zalan-DEC 5,16-EUOBSERVER
BRUSSELS, Today, 09:10-Italy and the eurozone have been thrown into uncertainty after prime minister Matteo Renzi announced his resignation following a crushing defeat of his constitutional reform in a referendum on Sunday (4 December).Italians rejected Renzi’s reforms by 60 percent to 40 percent and handed a major political win for the anti-euro, populist Five Star Movement (M5S).“My experience of government finishes here,” Renzi told a press conference on Sunday night.Renzi, 41, said he would hand his resignation to president Sergio Mattarella on Monday after a cabinet meeting.Mattarella could ask Renzi to stay until the budget bill is passed through parliament this month. But eventually he would need to appoint a caretaker government led by Renzi’s Democratic Party, with finance minister Pier Carlo Padoan the favourite to succeed him as prime minister.Padoan skipped a eurozone finance ministers' meeting in Brussels on Monday. As the eurozone’s third largest economy, with a debt-to-GDP ratio at 133 percent that is second only to Greece, and a weak banking system, the political uncertainty in Italy sent shivers though the markets.Italy's economy is already 12 percent smaller than when the financial crisis began in 2008.The euro fell to a 20-month low on Monday against the dollar when the markets opened. The euro slid 1.3 percent to $1.0524 after results came in, the most since 24 June, the morning after the Brexit vote.It earlier touched on it lowest level since March 2015.Another option after Renzi's resignation, which seems less likely but is preferred by the opposition, is to call early elections.M5S founder and leader Beppe Grillo asked for an election to be called “within a week”, and said his party was ready to govern.-Future in the stars-M5S had denounced Renzi’s reform of the 68-year-old constitution, saying that it gave too much power to the government in Rome and was dangerous for democracy.Under Renzi’s proposals, the powers and size of the Senate would have been reduced and provinces would have been abolished, giving some regional powers to the central government. The referendum result is yet another sign of a rise of anti-establishment parties in Europe.Grillo welcomed the results on his blog by saying: “Democracy has won. The biggest loser in the referendum is the propaganda and lies of the regime.“The biggest winners are the people who lifted up their heads and turned out en masse to vote."Recently an investigation by Buzzfeed uncovered that the M5S was a leading player in Europe in spreading fake news and pro-Kremlin stories. With France and the Germany facing decisive elections next year, and with Italy already in turmoil, Europe could change profoundly in 2017 and put the future of euro into doubt once again.France’s far-right leader Marine Le Pen hailed the Italian referendum results and tweeted: "The Italians have disavowed the EU and Renzi. We must listen to this thirst for freedom of nations.”

BEIRUT/MOSCOW (Reuters) - The Russian government said on Monday it would start talks with Washington on a rebel withdrawal from Aleppo this week as Russian-backed Syrian forces fought to seize more territory from rebels who are struggling to avoid a major defeat. The latest army attack, which saw fierce clashes around the Old City, aims to cut off another area of rebel control in eastern Aleppo and tighten the noose on opposition-held districts where tens of thousands of people are trapped.Advances in recent weeks have brought Damascus, backed militarily by Russia, Iran and Lebanon's Hezbollah, closer to recapturing Syria's second largest city before the nearly six-year war and a prize long sought by President Bashar al-Assad.The rebels are now reduced to an area just kilometers across. While Assad's allies have in the past year turned the battle in his favor, Western and regional states backing the rebels have been unwilling or unable to prevent a major defeat for groups who have fought for years to topple the Syrian leader.Russian Foreign Minister Sergei Lavrov said talks with the United States on the withdrawal of rebels would begin in Geneva on Tuesday evening or Wednesday morning. There was no immediate comment from Washington, which has backed some of the rebels."Those armed groups who refuse to leave eastern Aleppo will be considered to be terrorists," Lavrov told a news conference. "We will treat them as such, as terrorists, as extremists and will support a Syrian army operation against those criminal squads."While the rebels have said they will not leave, one opposition official, who declined to be identified, conceded they may have no alternative for the sake of civilians who have been under siege for five months and faced relentless government bombardments."The people are paying a high price, with no state or organization intervening," the official said, adding that this was his personal assessment based on reports from the city. With narrow alleyways, big mansions and covered markets the ancient city of Aleppo became a UNESCO heritage site in 1986. Many historic buildings have been destroyed in the fighting.-BLACK SMOKE RISES NEAR CITADEL-Responding to Russia's demand for their withdrawal, rebels told U.S. officials on Saturday they would not leave. Reiterating that position on Monday, rebel official Zakaria Malahifji said, "No person in his right mind, who has any sense of responsibility and patriotism, would leave his city.""The Russians are trying to do everything they can to make people leave. This is far from reality," he said, speaking to Reuters from Turkey.Insurgents, meanwhile, fought back ferociously inside Aleppo. Some of the fighting took place within a kilometre of the ancient citadel, a large fortress built on a mound, and around the historic Old City.Heavy gunfire could be heard from the Old City and smoke from mortar shell blasts rose from the area, Reuters journalists in a government-held western district said.Rebels appeared on the verge of being driven from the al-Shaar neighborhood after new advances by Syrian government forces on Sunday. But rebels said they had mounted a counter-attack on Monday, and were recovering ground in some areas.Clashes raged in the Old City itself, which has long been split between government- and rebel-held areas, the British-based Syrian Observatory for Human Rights monitoring group said.A Syrian army officer told Reuters intense fighting was taking place around the Old City.State television broadcast a report from inside a hospital complex seized from rebels on Sunday. The hospital is strategically important because it overlooks surrounding areas held by insurgents.A government takeover of the eye hospital complex and areas stretching west from there to the citadel would cut the remaining rebel-held areas of eastern Aleppo in two, further isolating embattled rebel groups. Rebels said they were fighting back in that area too on Monday.-REBELS LAUNCH COUNTER-ATTACKS-"They (rebels) are trying to take back all the areas the regime took yesterday (including) the eye hospital, al-Myassar," Malahifji said.Moscow said a rebel attack on a mobile military hospital killed one Russian medic and wounded two others. The United Nations says more than 200,000 people might still be trapped in rebel-held areas, affected by severe food and aid shortages. "We need to reach them," U.N. aid chief Stephen O'Brien said in Geneva on Monday."People have been eking what they can, prices have skyrocketed so there is a real and severe shortage of foodstuffs."Russia is expected to veto a U.N. resolution on Monday which calls for a seven-day ceasefire, with Lavrov saying a truce was counter-productive because it would allow rebels to regroup.State TV said rebel shelling killed seven people in government-held areas of Aleppo on Monday.More than 300 people have been killed in government bombardments of rebel-held areas since mid-November, and 70 have died in rebel shellings, the Syrian Observatory says.(Additional reporting by Tom Perry in Beirut, Suleiman al-Khalidi in Amman, Firas Makdesi in Aleppo, Stephanie Nebehay in Geneva and Jack Stubbs in Moscow; Writing by John Davison; Editing by Tom Perry and Peter Millership)
Iran: US threatens nuclear deal, warns of 'strong reaction'-[Associated Press]-YAHOONEWS-December 5, 2016
VIENNA (AP) — Iran's nuclear chief warned the United States on Monday of a "firm and strong reaction" if it persists in actions he says are endangering a nuclear deal aimed at curbing programs that Tehran could use to make atomic arms.Ali Akbar Salehi was alluding to a bill before President Barack Obama that would extend U.S. sanctions under the Iran Sanctions Act l by 10 years. The bill was submitted to Obama after the U.S. Senate voted to extend it last week. The nuclear deal between Iran and the United States and five other world powers lifted international sanctions in exchange for limitations on the Iranian nuclear program. But U.S. sanctions remain and will expire on Dec. 31 if Obama doesn't sign the extension into law.Speaking at a nuclear security conference convened by the U.N's International Atomic Energy Agency, Salehi urged Washington to desist from "irrational and provocative" moves.U.S. Secretary of Energy Ernest Moniz, who was also at the conference, said Salehi also "raised Iran's concerns" during a meeting between the two men. He told reporters while Iran "strongly" views the Senate's vote to extend the sanctions act as a violation of the nuclear deal, "I stated equally strongly that we do not view it" as such.

Israel closes in on deal that could legalise 4,000 settler homes-[AFP]-YAHOONEWS-December 5, 2016
Jerusalem (AFP) - Israel Prime Minister Benjamin Netanyahu closed in on a deal with a key rival Monday that could lead to approval of controversial legislation legalising nearly 4,000 settler homes in the occupied West Bank. The bill has drawn harsh criticism internationally, with its main backer, Education Minister Naftali Bennett, calling it the start of Israel's eventual annexation of most of the West Bank.It would still need preliminary approval and three full votes at Israel's Knesset, or parliament, but an agreement between Netanyahu and Bennett would likely assure passage. The bill has severely tested Netanyahu's coalition, seen as the most right-wing in Israeli history. A previous version was given preliminary approval last month."With this law, the state of Israel has moved from the path leading to the creation of a Palestinian state to the path leading to (Israeli) sovereignty" over most of the West Bank, Bennett told army radio.Netanyahu told a meeting of members of his Likud party that "we have worked very hard to find a solution", while Israeli media reported that a compromise was at hand. The international community considers all settlements in Israeli-annexed east Jerusalem and the West Bank to be illegal, whether they are authorised by the government or not.The Israeli government differentiates between those it has approved and those it has not.The agreement would see a wildcat Jewish outpost in the West Bank, known as Amona, removed from the bill.Amona, where around 40 families live, is under a court order to be evacuated by December 25 since it was built on Palestinian land. Some members of Netanyahu's coalition had previously said they could not support the bill if Amona remained part of it because of the court ruling against it.The agreement will instead see Amona residents temporarily moved to nearby land that Israeli officials describe as abandoned, until a permanent solution is found.Rights groups, however, say that land too is owned by Palestinians and that the move would violate international law.The bill's progress so far has alarmed many in the international community. The UN envoy for the Middle East peace process, Nickolay Mladenov, said the legislation "has the objective of protecting illegal settlements built on private Palestinian property in the West Bank."It is a very worrying initiative. I encourage Israeli legislators to reconsider such a move that would have far-reaching legal consequences across the occupied West Bank."Bennett, from the religious nationalist Jewish Home party, is among members of Netanyahu's coalition who have made no secret of opposing a Palestinian state.Netanyahu says he still backs a two-state solution to the decades-old Israeli-Palestinian conflict.According to settlement watchdog Peace Now, the bill, if Amona is removed, would legalise some 3,881 housing units. Most of the homes are located in Israeli-approved settlements but were built on Palestinian land. Around 750 are located in outposts which Israel has not yet approved, Peace Now says.

Egypt advisory council says Red Sea islands should remain Egyptian-[Reuters]-YAHOONEWS-December 5, 2016
CAIRO (Reuters) - An Egyptian state advisory body recommended on Monday that a Cairo court uphold a ruling that annulled an agreement giving Saudi Arabia control of two Red Sea islands. The agreement, announced in April, caused a public uproar and rare protests by Egyptians who said the uninhabited islands of Tiran and Sanafir were Egyptian. The controversy has become a source of tension with Saudi Arabia, which had showered its ally with tens of billions of dollars in aid.In June, the Higher Administrative Court annulled the agreement, saying Egyptian sovereignty over the islands could not be given up. The Egyptian government lodged an appeal. The Higher Administrative Court was due to hear the appeal on Monday but postponed the session to Dec. 19 after the advisory State Commissioners Authority presented its recommendations in a report. The report, viewed by Reuters, includes references to several historical documents that it said suggest the islands are Egyptian and the annulment should hold. The court is not obliged to follow the advisory authority's recommendations.Tiran and Sanafir islands are situated in the narrow entrance to the Gulf of Aqaba leading to Jordan and Israel.Saudi and Egyptian officials say they belong to Saudi Arabia and were only under Egyptian control because Riyadh asked Cairo in 1950 to protect them. Lawyers who opposed the accord said Cairo's sovereignty over the islands dated to a 1906 treaty, before Saudi Arabia was founded.(Reporting by Mahmoud Mourad and Haitham Ahmed,; writing by Asma Alsharif, editing by Lin Noueihed, Larry King)
Turkish PM says constitution plan to go to parliament after Russia trip-[Reuters]-YAHOONEWS-December 5, 2016
ANKARA (Reuters) - Turkey's Prime Minister Binali Yildirim said on Monday that the ruling AK Party would submit to parliament its proposal on constitutional changes expanding the powers of the presidency after his return from a visit to Russia this week."If there are no issues, we will bring to parliament the proposal after the Russia visit this week," Yildirim told reporters before departing for Moscow.President Tayyip Erdogan and his supporters argue Turkey needs the strong leadership of an executive presidency, akin to the system in the United States or France. Opponents fear the change will bring increasing authoritarianism to a country already under fire from Western allies over its record on rights and freedoms after a failed coup in July.(Reporting by Tuvan Gumrukcu; Editing by Nick Tattersall)
U.N. identifies 41 Burundi, Gabon troops accused of abuse in Central Africa-[Reuters]-By Michelle Nichols-YAHOONEWS-December 5, 2016
UNITED NATIONS (Reuters) - An internal United Nations inquiry has identified 25 peacekeepers from Burundi and 16 from Gabon accused of sexual abuse and exploitation in the Central African Republic in 2014 and 2015, U.N. spokesman Stephane Dujarric said on Monday."Responsibility for further investigations lies with Burundi and Gabon," Dujarric said, adding that the U.N. had asked those states to interview the identified troops, who all left Central African Republic before the allegations surfaced. The 12,000-strong U.N. peacekeeping force there, known as MINUSCA, has been dogged by allegations of sexual abuse since its deployment in April 2014 to curb fighting between the mostly Muslim Seleka rebels and rival anti-balaka Christian militias.Central African Republic, which holds reserves of uranium, gold and diamonds, suffered the biggest crisis in its half-century of independence in early 2013 when Seleka toppled then-President Francois Bozize.French troops deployed in a separate intervention in the former French colony have also been accused of abuses. The 41 troops from Gabon and Burundi were identified by 45 possible victims in Central African Republic's Kemo prefecture, Dujarric told reporters. However, in 83 of the 139 cases investigated by the U.N. Office of Internal Oversight Services (OIOS), the possible victims were unable to identify the peacekeepers they accused of abuse or exploitation or provide corroborating evidence. A further three cases were considered unreliable. The inquiry found another eight victims described distinctive traits of peacekeepers accused of abuse, but could not identify them through photos or corroborating evidence.A draft U.N. memo, written by the chief of the U.N. Department of Field Support's Conduct and Discipline Unit in August citing information from the OIOS inquiry, suggested many accusations were strikingly similar and appeared to be motivated by financial gain. The memo, seen by Reuters, said: "OIOS notes that many of the complaints followed a specific pattern of accusations; many of the complainants' stories were nearly identical, lacked specific details and fell apart when probed. It appeared as though the complainants had memorized a script."The memo said a local charity tasked with referring abuse accusations to the U.N. children's agency UNICEF had placed complainants on a monthly remuneration scheme, offering a financial incentive for people to present themselves as victims. In December, an independent review panel criticized the United Nations for mishandling allegations of child sexual abuse by international peacekeepers, who were not under U.N. command, in Central African Republic."The alleged perpetrators, if allegations against them are substantiated, and, if warranted, their commanding officers, will not be accepted again for deployment in peacekeeping operations," Dujarric said.(Reporting by Michelle Nichols; Editing by Alan Crosby)

Trump clear on China's stance on call with Taiwan's Tsai: ministry-[Reuters]-YAHOONEWS-December 5, 2016
BEIJING (Reuters) - China said on Monday U.S. President-elect Donald Trump and his transition team are clear on China's position regarding his telephone call with Taiwan President Tsai Ing-wen on Friday."The world is very clear on China's solemn position. The US side, including president elect Trump's team, is very clear China's solemn position on this issue," said foreign ministry spokesman Lu Kang at a regular press briefing in Beijing.Taiwan is the most sensitive issue between China and the United States, he said.He did not elaborate on how China had made its position clear to Trump and his team, and declined to speculate about what was behind the call between Trump and Taiwan President Tsai Ing-wen.The unusual call prompted China to lodge "stern representations" with the "relevant U.S. side" on Saturday.U.S. Vice President-elect Mike Pence played down the significance of the call with Tsai, saying it was a "courtesy" call, not intended to show a shift in U.S. policy on China.China's state press on Monday also sought to minimize the telephone call's importance, saying it merely reflected Trump's foreign affairs inexperience, not a shift in U.S. policy toward Taiwan, which China sees as a breakaway province.(Reporting by Christian Shepherd)
After hesitation, Carson accepts Trump's offer to head U.S. housing department-[Reuters]-By Doina Chiacu and Diane Bartz-YAHOONEWS-December 5, 2016
WASHINGTON (Reuters) - Retired neurosurgeon Ben Carson, a rival-turned-supporter of Donald Trump, overcame his stated qualms about a lack of government experience on Monday to accept the president-elect's nomination to lead the Department of Housing and Urban Development.Democrats criticized the Republican president-elect's latest pick for his incoming administration, calling Carson unqualified to take over $48-billion agency that oversees public housing.Carson, a popular writer and speaker in conservative circles, has been a close adviser to Trump since he dropped out of the 2016 Republican presidential primary contest and he is a vice chairman of Trump's transition team.Trump discussed the job with Carson before the Thanksgiving Day holiday last month, although - despite his own presidential run - Carson had previously indicated reluctance to take a position in the incoming administration because of his lack of experience in federal government.Picking up that theme, House of Representatives Democratic leader Nancy Pelosi said on Monday, "Dr. Ben Carson is a disconcerting and disturbingly unqualified choice to lead a department as complex and consequential as Housing and Urban Development."Trump, a real estate magnate who also has no government experience and has never held public office, expressed confidence Carson could do the job, saying in a statement that he "has a brilliant mind and is passionate about strengthening communities and families within those communities."Carson, 65, is the first African-American picked for a Cabinet spot by Trump, who takes office on Jan. 20 and has been gradually filling out his administration since beating Democrat Hillary Clinton in the Nov. 8 presidential election.Carson said he was honoured to accept the post, which requires confirmation by the U.S. Senate. "I feel that I can make a significant contribution particularly by strengthening communities that are most in need," he said in the statement.Republicans control the Senate and Senator Lindsey Graham, who has been a sometimes strong critic of Trump, praised Carson in a statement, saying "I’m sure he will be an agent of change in a department that could stand some change.”-FORMER TARGET OF TRUMP ATTACKS-Carson, a respected neurosurgeon at Johns Hopkins Hospital in Baltimore, had been considered for U.S. surgeon general and head of Health and Human Services Department. His business manager, Armstrong Williams, said last month that Carson had decided not to serve in Trump's administration because "his life has not prepared him to be a Cabinet secretary." But Carson said after meeting with Trump he believed he could make a contribution.Like many of the initial field of 17 White House hopefuls who vied for the Republican Party's 2016 presidential nomination, Carson was a frequent target of Trump attacks during the campaign. But he became one of his most high-profile African-American supporters after Trump secured the nomination.Carson enjoyed a brief surge early in the presidential campaign that took him to the top of the Republican polls in late 2015. But Trump went after him, questioning his mental stability because of childhood incidents in which Carson said he attacked his mother with a hammer and tried to stab another boy.Carson's campaign sputtered after that and he dropped out of the race in March. He would take over a department whose mission has been to help middle- and low-income people find housing by offering a combination of public housing, rent subsidies and mortgage assistance. The agency oversees mortgage lending and is also responsible for enforcing laws intended to prevent discrimination against those attempting to rent or buy homes.Carson has been critical of HUD efforts under the administration of Democratic President Barack Obama to compel local governments to actively seek to end discrimination, instead of just responding to instances of racial discrimination. In a column he wrote in 2015 for the Washington Times, Carson called the programme a "mandated social-engineering scheme."If confirmed to the post, he could seek to end the Obama programme.-IVANKA TRUMP TO MEET AL GORE-Other picks by Trump so far for his administration include: Marine Corps General James Mattis as defense secretary, U.S. Representative Mike Pompeo as CIA director, Senator Jeff Sessions as attorney general, retired General Michael Flynn as national security adviser, Republican National Committee Chairman Reince Priebus as chief of staff and right-wing media executive Steve Bannon as chief White House strategist.Trump is still considering various candidates to fill the post of U.S. secretary of state.Former Vice President Al Gore, a Democrat and a longtime advocate for strong steps to tackle climate change, was scheduled to meet on Monday with Trump's daughter Ivanka. In the past, Trump has dismissed the idea of man-made climate change as a hoax and he said during the campaign that he would seek to get the United States out of the Paris Agreement to reduce global emissions of fossil fuels. But last month he told the New York Times he had an open mind on this.Meanwhile, Green Party presidential nominee Jill Stein filed suit in federal court in Pennsylvania on Monday in an attempt to force a statewide recount of voting there, adding to recounts in Michigan and Wisconsin. Even if the recounts were to proceed in all three states, there is almost no chance that they would overturn Trump's victory in last month's election.(Reporting by Doina Chiacu, Diane Bartz and Ginger Gibson; Writing by Doina Chiacu and Richard Cowan; Editing by Frances Kerry)
