LIMA, Peru — Prime Minister Justin Trudeau and leaders from 20 other Asia and Pacific nations are looking to put a softer face on trade in an effort to counter rising anti-globalization sentiments.Today's closed-door meetings at the APEC leaders' summit in Peru are a direct response to the anti-trade rhetoric coming out of the United States in the wake of Donald Trump's election victory, and from Britain after its vote to leave the European Union.The executive director of the APEC secretariat says the leaders will try to figure out how to implement what he calls "soft globalization" — another way of saying inclusive and sustainable growth that is the theme of this year's summit.Alan Bollard says it's easy to speak the words, but putting the idea into practice is quite complex.That leaves Trudeau and the other leaders at the Lima summit with the difficult task of convincing Trump and his followers that trade can be good for domestic and global economies.Trudeau isn't scheduled to speak with reporters about his time at the summit until it officially wraps up this evening.Trudeau has had closed-door meetings with other world leaders involved in trade deals with Canada during the APEC summit in the Peruvian capital. Foreign Affairs Minister Stephane Dion and Trade Minister Chrystia Freeland have also met with their counterparts, U.S. congressional staffers and business leaders to tout Canada as a pro-trade government.The focus of the summit has been on the future of the Trans-Pacific Partnership, a trade deal that would open up trade among 12 Pacific Rim nations encompassing nearly 40 per cent of the world's GDP, including Canada, Mexico, Japan and the United States.Trump has vowed to pull the U.S. out of the deal, a move that would effectively kill the agreement that U.S. President Barack Obama touted as a counterbalance to China's growing economic sway in the Asia-Pacific region.Bollard says nations are also keeping a close eye on the future of the North American free trade deal because Trump has also taken aim at the pact, saying he wants a better deal from Canada and Mexico or else he'll move to kill NAFTA.Trudeau met with Mexican president Enrique Pena Nieto Saturday night where NAFTA and the TPP were to be on the agenda.Earlier Saturday at the summit, Pena Nieto said that NAFTA could be modernized to benefit Mexico and the United States."Let's modernize NAFTA so that it becomes a more powerful vehicle and a more modern vehicle that will truly allow us to consolidate our countries in this strategic partnership of Mexico and the United States and Canada," Pena Nieto said."A more productive region and more competitive region."The Canadian Press

Nov, 16:54-The House of Commons’ new Exiting the European Union Committee held its first hearing on Wednesday (16 November) in a nearly deserted room in Westminster.The lack of interest was a slight surprise. Granted, most parliamentary committees are toothless talking shops, and their meetings punishingly boring.But the 21-member Brexit Committee should be different - its members are big-hitters - including Michael Gove and Dominic Raab, two leading Leave campaigners during the June referendum - and it is chaired by Labour’s Hilary Benn, a former cabinet minister in the Blair and Brown governments.It also is 12-9 in favour of Remain, making it well-placed to embarrass the government.Yet for the moment, there are another four months of the Brexit phoney war until Article 50 is triggered, and a hearing with a think-tank wonk, a former senior civil servant and a Cambridge University don is hardly going to get pulses racing.The trouble with drift is that it allows perceptions and unrealistic expectations to harden.Despite consistent warnings to the contrary from European leaders - the latest this week from Germany’s Wolfgang Schaeuble and the Netherlands’ Jeroen Dijsselbloem - most voters still think that Britain can have its cake and eat it too.A survey by NatCen Research this week suggested that 90 percent of Britons want the country to continue to trade freely in goods and services with its European neighbours after quitting the EU.However 70 percent think the UK should be able to limit the number of EU citizens coming to live and work in the country - which EU leaders say is incompatible with single market access or free trade.Forced to choose between the two, 49 percent would support keeping freedom of movement if it allows the UK to keep free trade, 51 percent opposing it. WASHINGTON (Reuters) - Justice Samuel Alito on Thursday laid out a possible agenda for the U.S. Supreme Court if it regains its conservative majority as expected after Donald Trump takes office, citing gun rights and religious freedom as among key issues it will tackle in the coming years.Alito, one of the court's two most conservative justices along with Clarence Thomas, pointed to freedom of speech and a disruption of the U.S. Constitution's separation of powers caused by federal agencies expanding their authority at the expense of the U.S. Congress as other "constitutional fault lines" that could come before the court.Speaking at a meeting of the Federalist Society, a group of conservative lawyers, Alito paid tribute to Antonin Scalia, the conservative justice who died in February. Senate Republicans, in an action with little precedent in U.S. history, refused to act on Democratic President Barack Obama's nominee to replace Scalia, Merrick Garland, in the hope that a Republican would win the Nov. 8 presidential election and make the appointment.Trump, a Republican who takes office on Jan. 20, is set to make the pick, which would restore a fifth conservative vote on the nine-seat court that currently is evenly split with four liberals and four conservatives.On freedom of speech, Alito, appointed by Republican President George W. (Reuters) - The season's first major winter storm in the continental United States swept the northern Plains with heavy snow and high winds on Friday, creating blizzard conditions in parts of South Dakota and Minnesota.The National Weather Service posted a winter storm warning for central Minnesota and blizzard warnings within the region, where Morrison County Emergency Management Office spokeswoman Victoria Ingram said early morning rain on Friday had given way to snow."We are reporting heavy snow and wind," she said by telephone, adding that total accumulation was expected to range from 5 inches (13 cm) to 13 inches (33 cm).The Weather Service said intensifying wind gusts, which could reach 55 miles per hour (89 kph), were combining with heavy snow to create blizzard conditions in west-central Minnesota and extreme eastern South Dakota.The storm was expected to intensify through Friday afternoon and into the evening, with the heaviest snowfalls forecast for the Arrow Head region of Minnesota, the Weather Service said.The storm first moved into parts of the Rocky Mountains and northern Plains on Thursday, forcing cattle ranchers in South Dakota to move their herds closer to food and water sources.In Evergreen, Colorado, in the state's central region, snowfall was blamed for a 20-car crash on Interstate 70 that forced a closure of the highway on Thursday, authorities said. Two minor injuries were reported.The chain-reaction wreck began with two cars colliding, causing a truck to jack-knife, according to Doug Saba, a spokesman for Evergreen Fire and Rescue. A snowfall warning issued for Ottawa and the surrounding areas could bring 15 to 25 cm of snow by Monday, making for a difficult Monday morning commute.The rain is expected to change to snow Sunday morning, becoming heavy by the afternoon, according to forecasters with Environment Canada."Early season significant snowfall [is] expected today into Monday," forecasters said in a release.Totals could reach 15 to 20 cm by Monday morning."Be prepared to adjust your driving with changing road conditions," forecasters advised.Visibility could be low in heavy and blowing snow.Strong northwest winds are also in the forecast, gusting from 50 to 70 km per hour.

It’s a script that reads like something from the pages of a dystopian sci-fi novel:In Dallas, on November 16, the thermometer hit 88 degrees Fahrenheit, breaking a 95 year old record. In Ada, Oklahoma the mercury struck 85 degrees F. Further north in high-elevation Denver, temperatures soared to 78 F — punching through a 75 year old record.Meanwhile, strange, out-of-season wildfires continued to burn from the U.S. South to North Dakota and New England. In Atlanta, smoke streaming out of nearby wildfires blanketed the city. Red-eyed residents were increasingly forced to don protective masks beneath the choking late-fall pallor. But warm conditions more similar to summer than fall have combined with an extreme drought spreading through the affected regions to push fire danger through the roof. So the impact of any ignition source is dramatically compounded by the heat and dryness. Cool weather often dominates the North Georgia region at this time of year. But 2016, a year when global temperatures are now likely to hit 1.2 C above 1880s averages, brings with it an increasing likelihood of unseasonable heat and related rapidly developing drought in the affected areas. These fires, thus, occur under weather conditions that are consistent with what we would expect from human-caused climate change.Note: Renowned and respected meteorologist Stu Ostro was generous enough to provide commentary on the smoke/fire situation in Atlanta — which includes a note on how odd he thinks the current situation is. BEIRUT (Reuters) - A barrel bomb killed a family of six in rebel-held eastern Aleppo early on Sunday and rebel shelling killed eight children at a school in the government-held sector almost a week into one of the heaviest government bombardments of Syria's civil war.Two medics said the al-Baytounji family had suffocated to death because the barrel bomb, which fell in the Sakhour district at about midnight, had been laced with chlorine gas.The Syrian Observatory for Human Rights, which monitors the war, confirmed the bombing but could not confirm that chlorine gas was used. Damascus has denied use of the gas, which would contravene the international Chemical Weapons Convention.Rebel shelling killed at least eight children, aged from six to 12 years, among 10 deaths in the Saria Hasoun school in al-Farqan district, the Observatory and Syrian state television reported.Hundreds of people have been killed since Tuesday as the government and its allies attempt to quash resistance in Aleppo's rebel-held eastern zone.Syria's military and Russia's air force had paused their bombardment of eastern Aleppo, except for on the frontlines, for two weeks after a month-long offensive from late September to late October, but recommenced strikes on Tuesday.The plight of civilians in eastern Aleppo was underscored on Saturday when the World Health Organisation reported that bombing had put all the hospitals in the besieged district out of operation. An official with a rebel group based in east Aleppo said there were still no working hospitals there on Sunday.The army and its allies began some ground attacks on Friday. BEIJING (Reuters) - China urged Mongolia on Sunday to take steps to protect the two countries' relations after the Dalai Lama visited the central Asian country at the weekend, despite Beijing repeatedly voicing its opposition.The exiled Tibetan spiritual leader arrived in Mongolia on Friday to meet Mongolian Buddhist leaders, according to his website.Chinese foreign ministry spokesman Geng Shuang, in a statement, said Mongolia should "adopt effective measures to eliminate the negative effects of the Dalai Lama's visit, in order to prevent the disruption of the healthy development of China-Mongolia relations."Mongolia had repeatedly ignored China's cautions against allowing the visit, much to Beijing's dissatisfaction, the statement said.Beijing frequently expresses its anger with countries that host the 81-year old Nobel Peace Prize winner, who fled to India in 1959 following a failed uprising against the Chinese.After the Dalai Lama visited Mongolia in 2006, China cancelled flights between Beijing and Ulaanbaatar.
