Norwegian surveillance photos show Russian warships, said to be bound for Syria-[Reuters]-October 19, 2016-YAHOONEWS

OSLO (Reuters) - The Norwegian military has released pictures taken by surveillance aircraft of a fleet of Russian warships sailing in international waters off the coast of Norway and reported to be heading to Syria.Photos of the vessels, which include the aircraft carrier Admiral Kuznetsov and the Pyotr Velikiy battle cruiser, were taken near Andoya island, in northern Norway on Monday.A spokesman for the Norwegian military intelligence service said the country's armed forces frequently releases such footage, while newspaper VG quoted General Morten Haga Lunde, head of the service, as saying the eight ships involved "will probably play a role in the deciding battle for Aleppo".Russia's TASS state news agency said in July, citing a source, that the Admiral Kuznetsov would take part in the Russian operation in Syria from October to January. The warship would carry 15 Su-33 and MIG-29K jet fighters and over 10 Ka-52K, Ka-27 and Ка-31 helicopters, it said.Russia, which has backed Syrian President Bashar al-Assad with an air campaign against the rebels fighting him, including in Aleppo, told the Norwegian armed forces the warships were on their way to the Mediterranean Sea, Norwegian media reported.Russia has a naval base in Arkhangelsk, east of Norway's far north.(Reporting By Reuters Television Editing by Jeremy Gaunt)

Evoking Ottoman past, Erdogan vows to tackle Turkey's enemies abroad-[Reuters]-By Orhan Coskun and Nick Tattersall-October 19, 2016-YAHOONEWS

ANKARA/ISTANBUL (Reuters) - Smarting over exclusion from an Iraqi-led offensive against Islamic State in Mosul and Kurdish militia gains in Syria, President Tayyip Erdogan warned on Wednesday Turkey "will not wait until the blade is against our bone" but could act alone in rooting out enemies. In a speech at his palace, Erdogan conjured up an image of Turkey constrained by foreign powers who "aim to make us forget our Ottoman and Selcuk history", when Turkey's forefathers held territory stretching across central Asia and the Middle East."From now on we will not wait for problems to come knocking on our door, we will not wait until the blade is against our bone and skin, we will not wait for terrorist organizations to come and attack us," he told hundreds of "muhtars", local administrators generally loyal to the government."Whoever supports the divisive terrorist organization, we will dig up their roots," he said, referring to Kurdish PKK militants who have waged a three-decade insurgency against Turkey and have bases in northern Iraq and affiliates in Syria."Let them go wherever until we find and destroy them. I am saying this very clearly: they will not have a single place to find peace abroad."Erdogan has struck an increasingly belligerent tone in his speeches in recent days, frustrated that NATO member Turkey has not been more involved in the U.S.-backed assault on Mosul, and angered by Washington's support for Kurdish militia fighters battling Islamic State in Syria. He is riding a wave of patriotism since a coup attempt failed to oust him in July, his message of a strong Turkey playing well with his fervent supporters.Ankara has been locked in a row with Iraq over the presence of Turkish troops at the Bashiqa camp near Mosul, as well as over who should take part in the offensive in the largely Sunni Muslim city, once part of the Ottoman empire and still seen by Turkey as firmly within its sphere of influence.Erdogan has warned of sectarian bloodshed if the Iraqi army relies on Shi'ite militia fighters. He said agreement had been reached with the U.S. military on Turkish jets joining the Mosul operation, although Washington has said it is up to the Iraqi government on who takes part."They thought they could keep us out of Mosul by bothering us with the PKK and Daesh (Islamic State) ... They think they can shape our future with the hands of terrorist organizations," he said. "We know that the terrorists' weapons will blow up in their hands soon."-"YOU ARE FOREIGNERS HERE"-Turkey has felt increasingly powerless to control events across its borders as the U.S.-led coalition focuses on fighting Islamic State in Syria rather than on removing Syrian President Bashar al-Assad, the root cause of the war in Ankara's view.It has been particularly angered by U.S. support for Kurdish militia fighters in Syria. Washington views the Kurdish YPG as useful allies in the fight against the jihadists, but Turkey sees them as a hostile force and an extension of the PKK."We know this business in this region. You are foreigners here. You do not know," Erdogan said, to loud applause, in a speech on Tuesday to mark the opening of the academic year. While criticizing the West, the Turkish leader has restored ties with Moscow in recent weeks, vowing to seek common ground on Syria after a meeting with Russian President Vladimir Putin last week, despite Moscow's backing of Assad.Erdogan said he discussed with Putin by phone an agreement on Tuesday night on removing from Aleppo the group formally known as the Nusra Front, and now called Jabhat Fatah al Sham. He gave no details.Erdogan has made repeated references in his speeches this week to the term "Misak-i Milli" or National Pact, referring to decisions made by the Ottoman parliament in 1920 setting out the borders of the Ottoman Empire. He often laments the concessions made by Turkish leaders after World War One, with the signing of the Treaty of Lausanne that brought modern Turkey into being in 1923. Pro-government media this week published maps depicting Ottoman borders encompassing an area including Mosul. He warned of efforts to "restructure the region" and said Turkey would not sit by."I'm warning the terrorist organizations, the sectarian fanatic Baghdad government, and the Assad government that kills its own people: you are on the wrong path. The fire you are trying to start will burn you more than us," Erdogan said."We are not obliged to abide by the role anyone has set for us in that sense. We have started carrying out our own plan."(Additional reporting by Tuvan Gumrukcu in Ankara and Daren Butler in Istanbul; Writing by Nick Tattersall; editing by Ralph Boulton)

Czechs condemn UNESCO controversial Jerusalem resolution-[Associated Press]-October 19, 2016-YAHOONEWS

PRAGUE (AP) — Lawmakers in the Czech Parliament's lower house have condemned this week's resolution by UNESCO that Israel says denies the deep historic Jewish connection to holy sites in Jerusalem. The resolution, titled "Occupied Palestine," lays out rules about the preservation of holy sites in Jerusalem, and uses only the Islamic name for a hilltop compound sacred to both Jews and Muslims. The site includes the Western Wall, a remnant of the biblical temple and the holiest site where Jews can pray.In a Wednesday vote, 119 of the 149 lawmakers present approved a strongly worded protest against the step, saying the resolution denies historic links between the Jews and their holy sites, discredits UNESCO and fuels anti-Semitism.The Czech Republic is one of Israel's closest allies in the European Union.

Russia opens new cathedral in Paris amid diplomatic tensions-[Associated Press]-October 19, 2016-YAHOONEWS

PARIS (AP) — Amid diplomatic tensions between Russia and France, Paris mayor Anne Hidalgo attended a ceremony on Wednesday to inaugurate a Russian cultural center including an Orthodox cathedral next to the Eiffel Tower.Russian President Vladimir Putin had planned to attend the ceremony at the Russian Orthodox Spiritual and Cultural Center in the heart of the French capital but postponed his visit to Paris following a spat with French leader Francois Hollande over the war in Syria.Putin rescheduled his visit after Hollande hinted Russia could face war crimes charges for bombarding Syria's second city, Aleppo. The French president then said that Putin put off his trip after Hollande let him know he wouldn't take part in the opening of the new center and was only interested in talks about Syria."I am glad that the cathedral and the cultural Russian center have found their place in Paris," said Hidalgo, a close ally to Hollande. "A place that signifies the friendship between people."Among the Russian dignitaries who attended Wednesday's ceremony was Russia's ambassador to France Alexander Orlov. The complex, including the Holy Trinity Cathedral, has been built on the site of the former headquarters of France's national weather forecasting service, near the Seine River. The site, which also includes a school and a book shop, was sold to Russia under former President Nicolas Sarkozy's government amid criticism from rights groups about France's outreach to Putin. The Russian president visited the site in 2010 and denied reports it would be used by Russian secret services. The church was designed by French architect Jean-Michel Wilmotte and features five onion-shaped golden domes. The biggest one weighs eight tons and is 12 meters (40 feet) high.

THE FIRST JUDGEMENT OF THE EARTH STARTED WITH WATER-IT ONLY MAKES SENSE THE LAST GENERATION WILL BE HAVING FLOODING
GENESIS 7:6-12
6 And Noah was six hundred years old when the flood of waters was upon the earth.
7 And Noah went in, and his sons, and his wife, and his sons’ wives with him, into the ark, because of the waters of the flood.
8 Of clean beasts, and of beasts that are not clean, and of fowls, and of every thing that creepeth upon the earth,
9 There went in two and two unto Noah into the ark, the male and the female, as God had commanded Noah.
10 And it came to pass after seven days, that the waters of the flood were upon the earth.
11 In the six hundredth year of Noah’s life, in the second month, the seventeenth day of the month, the same day were all the fountains of the great deep broken up, and the windows of heaven were opened.
12 And the rain was upon the earth forty days and forty nights.
GOD PROMISED BY A RAINBOW-THE EARTH WOULD NEVER BE DESTROYED TOTALLY WITH A FLOOD AGAIN.BUT FLOODIING IS A SIGN OF JUDGEMENT.

Haiyan-like deluge feared as super typhoon nears Philippines-[Associated Press]-JIM GOMEZ-October 19, 2016-YAHOONEWS

MANILA, Philippines (AP) — Philippine forecasters warned that a super typhoon set to slam into the country's northeast late Wednesday may bring widespread damage similar to that wrought by Typhoon Haiyan in 2013 and asked people to flee out of harm's way.Typhoon Haima, which was packing sustained winds of 225 kilometers (140 miles) per hour and gusts of up to 315 kph (195 mph), was blowing over the Philippine Sea and was expected to hit the coast of northern Cagayan or Isabela province around midnight, according to the forecasters. The government's weather agency raised the highest of a five-level storm warning in four northern provinces, which meant that powerful winds could inflict "very heavy to widespread damage" and whip up storm surges of up to five meters (16 feet), enough to engulf shanties in many rural communities."We are possibly dealing with a typhoon that is even stronger than Typhoon Yolanda," said Executive Secretary Salvador Medialdea, referring to the local name for Haiyan. "We must, therefore, brace ourselves for the possible effects of a typhoon of this magnitude."As Haima blew nearer, fierce winds began toppling some trees and rattling tin roofs. Many of the provinces are still recovering from powerful Typhoon Sarika, which left at least two people dead and displaced tens of thousands of villagers last weekend. The region was spared from a major disaster due in part to the storm's speed, officials said.In Beijing, Philippine President Rodrigo Duterte urged people in the typhoon's path to heed orders by disaster agencies, including abandoning coastal communities prone to storm surges. Duterte is on a state visit to China and is to fly home Friday."We only pray that we be spared destruction such as in the previous past which brought agony and suffering to our people, but we are ready," Duterte said at a news conference.A massive evacuation was underway in the northern provinces, especially in landslide-prone towns which often become isolated due to toppled trees and mudslides. Thousands of villagers, helped by police and army troops, clambered on trucks with their children and bags of clothes, sleeping mats and cooking pots to be taken to emergency shelters.Haima, locally known as Lawin, was hurtling westward at a speed of 25 kph (15 mph) with a vast rain band 800 kilometers (500 miles) wide that could bring heavy to intense rain in Luzon, including its central rice-growing plains. The typhoon is forecast to blow away from the country on Thursday and cross the South China Sea, possibly toward China.About 20 typhoons and storms lash the Philippines each year, adding to the many burdens in a country that is also threatened by earthquakes and volcanic eruptions and considered one of the world's most disaster-prone nations. In November 2013, Typhoon Haiyan struck the central Philippines with ferocious power, leaving more than 7,300 people dead or missing and displacing more than 5 million others after leveling entire villages.

Wallonia leader rejects EU deadline on Canada trade deal By Eric Maurice-OCT 19,16-EUOBSERVER

BRUSSELS, Today, 09:22-Belgium's French-speaking Wallonia region will not approve the EU-Canada trade deal before a Friday deadline set by the EU, regional minister-president Paul Magnette has said."We won't be able to sign before Friday," he told Belgian public radio RTBF on Wednesday morning (19 October), adding that he realised this would have political consequences.Magnette, a centre-left politician, said that the demand was "not reasonable" and denounced a "pressure agenda".Last week Wallonia's parliament adopted a resolution opposing the EU-Canada Comprehensive Economic and Trade Agreement (Ceta).Magnette said the agreement was now "unravelling" and that a few months were needed to "reopen the negotiation"."An interpretative declaration is not enough," he said, pouring cold water on EU effort to address Wallonia's concerns through an annexe document to the treaty.EU trade ministers and the European Commission at a meeting in Luxembourg on Tuesday gave the Belgian region until the end of this week's EU summit, on Friday, to give its consent to the deal.Belgium's federal government needs the consent of all the country's regional entities to sign international trade deals, and the EU needs unanimity of its 28 member states. The formal signing ceremony of Ceta is scheduled for next week at a EU-Canada summit in Brussels. But Magnette said on Wednesday that it would be "reasonable" to postpone the summit without a date."It's better to avoid what would appear as a confrontation," he said.He said Canadians were "our friends" and that Wallonia's government has nothing against trade deals, but that it could "not accept everything".The Walloon leader said that Ceta was a "real threat to social and environmental standards and sustainable development" even if progress had been made in recent days.He said that under the agreement, for example, government would be exposed to pay compensation to multinationals if they adopt new standards which are not planned by the deal-"This is the absolute limit of the respect for democracy," he said.He said he had obtained the right for government to attack companies that do not respect social and environmental standards and to avoid having to pay compensations-But he said his region still had other concerns. He said that the settlement court included in the agreement was shocking because it would bypass the normal judiciary.-Way forward-He said Wallonia wanted the EU to benefit from a clause that would allow Canada to protect itself against massive European agricultural imports. He also pointed out that another clause that would allow US firms established in Canada to benefit from free-trade with the EU was not clear and protective of EU's interests enough.Magnette said that dialogue with the European Commission, which negotiates international trade deals on behalf of the member states, was "useful and polite".But he pointed out that until earlier this month the EU executive did not hear Wallonia's concerns and only said that Walloons did not understand the deal. The Walloon leader will be under strong pressure in the coming days, with EU leaders expecting to be able to sign Ceta next week. The Belgian prime minister and foreign minister, Charles Michel and Didier Reynders, are themselves supporters of the deal.On Tuesday, EU trade commissioner Cecilia Malmstroem said "the credibility of the EU to conduct trade deals" was at stake.Ceta will be discussed at the summit and on the margins, a top EU official said on Tuesday. He said that the objective would be to "find a way forward together will Belgium, a solution satisfactory to everyone, including to Wallonia".He added that the EU could not imagine yet what would happen if Wallonia still refused to budge.

Opinion-Europe is ready to tackle Greek debt relief By Dimitrios Papadimoulis-OCT 19,16-EUOBSERVER

BRUSSELS, Today, 15:16-During the second congress of the Syriza party last week, Greek prime minister Alexis Tsipras set debt relief issue as the top priority for the government, seeking to reach a compromise with creditors by the end of the year. The decision to address Greece’s unsustainable debt was taken during last May’s Eurogroup, with the European Stability Mechanism elaborating short-term and mid-term measures that could be submitted in December’s Eurogroup. The European Commission, through president Jean-Claude Juncker and commissioner Pierre Moscovici, has sent a clear message to all involved parties, stressing their commitment for successful conclusion of debt talks by the end of 2016.The Progressive Caucus - the group of MEPs from the Left, the Socialists and the Greens - has also been intensifying pressure towards Greece's creditors. They recently signed an open letter, addressed to Moscovici, asking for the conclusion of Greece’s second bailout review and debt regulation by the end the year.Public debt is a major European problem, not solely a Greek one. Some of the biggest economies of the eurozone – like Italy, France and Spain – have a hard time paying their debts, missing targets on sustainable growth rates within the restrictive framework of austerity.Nonetheless, the Italian government, pressed by an unstable banking system and the tough financial policy encouraged by the Stability and Growth Pact, endeavours to soften macroeconomic goals and endorse the growing concerns of the social and professional groups that have been direly hit by austerity. The same goes for France, with the far-right xenophobic Front National capitalising on social grievances against Hollande’s conservative policies like deregulation of the labour market. In Italy and France, populist movements aim at playing an important role in the coming elections, capitalising on society's growing disenchantment with the political establishment.Meanwhile, Germany’s finance minister Wolfgang Schaeuble is trying to take advantage of a leadership gap that has been created inside the CDU as chancellor Angela Merkel tries to maintain the support of coalition partner CSU and fight the growing popularity of the AfD.-Schaeuble's irrational stance-Schaeuble wants to downgrade the importance of addressing Greek debt, ignoring the binding agreement of May’s Eurogroup, but also the fact that creditors already agreed to deal with this issue in July 2015.It is deeply disappointing to witness a single finance minister trying to block positive developments in another member state.Schaeuble’s irrational and short-sighed approach is destructive for European cohesion because it has been adopted by far-right and populist parties that work for the dissolution of the European Union and the creation of chaotic social and financial conditions. In addition, Schaeuble’s stance goes against some of the fundamental values of the European Union, such as solidarity and collective decision-making.The European Central Bank (ECB) works as a consultative body in Greece’s debt negotiations, having assumed an active role in bringing together EU institutions with the International Monetary Fund (IMF).At the same time, the ECB is preparing the necessary steps so that Greece can be part of the quantitative easing programme after the second review of the bailout.Such a development would be positive for the domestic economy, as it would enhance liquidity and trigger financial transactions.-A broad alliance-In the broader context, the ECB has been called to deal with the eurozone’s catastrophic austerity politics that have almost frozen growth rates below 2 percent since 2010, weakened macroeconomic indicators, and created a suffocating, unfriendly environment for investments, especially in the European South.Quantitative easing, which boosts eurozone’s economies with €80 billion every month, is still absolutely necessary in the absence of signs of a steady recovery. All these facts lead us to three major conclusions. The first is that we have reached a point where even strong supporters of austerity seem incapable of convincing the public with their arguments. The second is that the Greek government has built and broadened alliances within European institutions and member states that acknowledge not only the need to restructure Greece’s debt, but also to deliver another economic model for the eurozone that will be beneficial for all member-states rather than a small group. The third and last point is that both the European institutions and the United States are moving in the same direction with regards to the Greek bailout programme – towards debt relief and, more broadly, the quest for building on a new growth model for Europe.Dimitrios Papadimoulis is vice president of the European Parliament, head of the Syriza party delegation

British bank puts Russian propaganda in spotlight By Andrew Rettman-EUOBSERVER

BRUSSELS, 18. Oct, 17:53-A British bank’s decision to stop working with suppliers of a Kremlin media firm has put the spotlight on Russian propaganda in Europe.NatWest bank said in a letter on 12 October to a UK-based supplier of services to Russia Today that it would stop its credit line in November and close its bank accounts in December.Russia Today is a Kremlin-funded TV broadcaster and website. It says it gives an alternative view on world affairs, but even press freedom NGOs, such as the Paris-based Reporters Without Borders, call it a “propaganda” outlet.Recent Russia Today reports include that the Dutch-led inquiry into the MH17 flight disaster, which said Russia supplied the rocket that hit down the plane, was based on fabricated evidence. It has said that British broadcaster the BBC staged a false-flag chemical attack in Syria. It has also said that Western corporations implanted microchips in staff to make them submissive and that US presidential candidate Hillary Clinton had links to a secret cult called the Illuminati.-Not quite true-The Russian firm put its own spin on NatWest’s decision on Monday. Its editor-in-chief, Margarita Simonyan, said on Twitter that NatWest had “closed all our” accounts in Britain. She posted an image of the bank’s letter, but blurred out whom it was addressed to.Russia Today and the Russian foreign ministry also said that British authorities had pressured NatWest to gag Russian media for political reasons.“As it leaves the EU, London has decided to leave behind all its obligations towards freedom of speech”, Russia’s foreign ministry spokeswoman, Maria Zakharova, said. The NatWest letter that Simonyan posted did not back her claims, however. The letter said the bank accounts were not frozen, but remained open until December. The Royal Bank of Scotland group, NatWest’s owner, repeated on Monday that the accounts "remain open and are still operative”.The accounts also did not belong to Russia Today, but to a UK-based firm that supplied Russia Today. The firm might have been named in the blurred-out part of Simonyan’s Twitter image, but NatWest has declined to say who it was or to give any reason for its decision.-Risk appetite-The British government denied involvement in the events.“It's a matter for the bank, and it's for them to decide who they offer services to based on their own risk appetite”, the office of British prime minister Theresa May said.Jonathan Eyal, a Russia specialist at Rusi, a British think tank, told EUobserver that NatWest might have done it “as part of a normal probity operation” on its client. He said some Western banks were getting rid of clients with “complicated” financial structures because EU and US regulators were issuing more anti-money laundering fines.A British source with knowledge of NatWest’s operations also told this website the Russia Today supplier may simply have looked a bit dodgy."NatWest has been closing … Russian accounts over the years for fear of money laundering. This is not some big freedom of speech issue, but rather just cautious compliance officers”, the source said.-Summit debate-The media dispute comes ahead of an EU summit on Thursday and Friday in Brussels.Draft summit conclusions, seen by EUobserver, said leaders would hold “a strategic policy debate on relations with Russia”.An EU source said the talks would cover issues such as “Russian influence operations in the Western Balkans, hybrid warfare, including cyberattacks, and disinformation”.Hybrid warfare refers to covert operations, including information or economic warfare, designed to destabilise an adversary. The summit will not decide on counter-measures or on future Russia sanctions, the source said.EU leaders, last year, created a cell in the EU foreign service, called EU East Stratcom, to debunk Russian disinformation. It has 11 staff and no fixed budget, but the European Parliament has proposed to allocate it €800,000 in 2017 and to increase personnel to 16 in ideas that await full EU approval.-Free speech-With Simonyan and Zakharova crying out on free speech, Reporters Without Borders, a Paris-based NGO that promotes media pluralism, reserved judgment on the NatWest case.Johann Bihr, the NGO’s spokesman, told EUobserver on Tuesday that “political reasons cannot be excluded” for the bank's decision, but the facts of the matter are “too blurry” to comment. He said the NGO normally does not comment on media content, but he said Russia Today’s “methods, and the reporting which is often broadcast on Russia Today, are part of propaganda made in the Kremlin”.Jerzy Pomianowski, the head of an EU-funded foundation in Brussels, the European Endowment for Democracy (EED), told EUobserver that EU regulators, whether financial or media regulators, were right to take a hard line with firms that broke the rules. He said every EU state had media codes and that broadcasters who broke them should be “brought to justice” in order to protect the rule of law in Europe.Reacting to Russia’s complaint on free speech, Pomianowski noted that EU media firms cannot get on TV in Russia due to “political pressure” to block independent content.

Malala Yousafzai urges Muslims to unite for peace-[AFP]-October 19, 2016-YAHOONEWS

Sharjah (United Arab Emirates) (AFP) - Pakistan's Nobel Peace Prize winner Malala Yousafzai, giving a speech Wednesday in the Emirates, urged Muslims to respect the "true message of Islam" and unite against wars in their countries. The 19-year-old, who was shot in the head by the Taliban in 2012 after she had publicly advocated education for girls, urged the world's Muslims to "come together... and follow the true message of Islam as they join hands in the struggle for peace"."We cannot talk about investing in our future in this region without calling for an end to these bombings and these attacks," she told a conference in the southern Gulf emirate of Sharjah on the future of women in the Middle East."We must not forget that the majority of those suffering because of these conflicts and wars are Muslims," said Malala, referring to conflicts in Syria, Iraq and Yemen."I cannot stop thinking of those 500,000 children in Mosul right now under a threat to be used as human shields," she said of the Iraqi city where an offensive has been launched to retake it from the Islamic State jihadist group. She called for empowering the younger generation, especially women, with the education needed "to bring peace and prosperity to their countries".The youngest-ever Nobel recipient stressed the need for men to support women in their attempt to receive "quality education".Malala, who moved to England where she received medical treatment after the shooting, is both admired and hated in her native Pakistan, where some conservatives view her as a Western agent on a mission to shame her country. She was awarded the Nobel Peace Prize in 2014 jointly with India's Kailash Satyarthi, a fellow education activist who made similar calls at the Sharjah conference on Wednesday.

Coalition not supporting Shi'ite militias in Iraq - U.S. official-[Reuters]-October 19, 2016-YAHOONEWS

WASHINGTON (Reuters) - The U.S.-led coalition does not support the Shi'ite component of the Popular Mobilization Force (PMF) and had not seen them as a part of formations being supported by the coalition in retaking Mosul, a U.S. military official told reporters in Washington on Wednesday."As far as the Shi'ite PMF, the coalition only supports those elements that are under the direct command and control of the Iraqi security forces, and the Shi'ite PMF are not," Major General Gary Volesky, the commander of U.S.-led coalition ground forces in the fight against Islamic State militants, said. "So we don't support them."(Reporting by Idrees Ali and Phil Stewart)

No more Mr. Nice Guy": EU gets tough on African migrants-[By Gabriela Baczynska and Alastair Macdonald]-October 19, 2016-YAHOONEWS

BRUSSELS (Reuters) - Encouraged by their success in halting a mass influx of refugees by closing Greek borders and cutting a controversial deal with Turkey, EU leaders are getting tough on African migrants too.A Brussels summit on Thursday will endorse pilot projects to pressure African governments via aid budgets to slow an exodus of people north across the Sahara and Mediterranean. It also wants swift results from an EU campaign to deport large numbers who reach Italy."By the end of the year, we need to see results," one senior EU diplomat said on Wednesday.Arrivals in Italy so far this year are nearly six percent higher than the same period of 2015. Italy received 154,000 migrants last year and this year's figure will be similar or slightly higher.Italy is sheltering 165,000 asylum seekers, almost three times as many as in 2014. The buildup has accelerated since Italy's northern neighbours clamped down on border controls.Prime Minister Matteo Renzi has told EU allies that Rome can cope for now but is worried about the future.EU officials want to put in place tougher measures to identify illegal migrants and fly them back to Africa before next year's migration season, when thousands are expected to take to precarious boats from Libya."We need to clean this up and have migration compacts with African countries in place before next spring," a senior EU official said. [nL8N1CH5VZ]-That will depend on persuading African states - initially a group of five - to take back their own citizens. The EU is already bringing African officials to Italy to identify citizens who may try to conceal their identity to avoid being sent home.At their summit, European Union leaders will agree to use money and trade to force African countries to curb emigration, in a shift towards a more hard-nosed joint foreign policy.African leaders may be persuaded to agree with the new policy by the fact that the EU is the continent's biggest aid donor.-UNCONTROLLED INFLUX-The EU has turned a wary eye on Africa, a young continent where millions live in poverty, after last year's uncontrolled influx of refugees and migrants from the Middle East thrust the bloc into a deep political crisis. It wants fewer to come and it wants to deport more.EU leaders will therefore decide on Thursday that they want to get "measurable results in terms of preventing illegal migration and returning irregular migrants", according to a draft summit statement seen by Reuters. It said they would also agree to "create and apply the necessary leverage, by using all relevant EU policies, instruments and tools, including development and trade".Behind the diplomatic language lies a threat of cutting development aid and restricting trade with those African countries that do not cooperate before the next migration season starts in the spring.Apart from the stick, there is also the carrot, which comes in the form of promises of more aid and preferential trade treatment under what Brussels calls migration "compacts".The new approach - aimed at keeping people away from Europe - was first proposed by Italy, the main disembarkation point for Africa migrants. It is initially aimed at Nigeria, Niger, Senegal, Ethiopia and Mali."We need to clean this up and have migration compacts with African countries in place before next spring," a senior EU official said. [nL8N1CH5VZ]-The bloc is determined to send back everyone whose life is not under immediate threat at home. But the new strategy of making aid to third countries conditional on their cooperation on migration is controversial.Aid agency Oxfam has urged EU leaders to abandon their drive to build a "Fortress Europe" and instead help those in need."The need for development aid and Europe's obligation to alleviate poverty should not be about reducing mobility," said Raphael Shilhav, Oxfam's migration policy adviser in Brussels."The reasons of displacement should be addressed through understanding the situation on the ground, seeking solutions to the conflicts that are driving displacement of people," he said.-POLITICAL PRESSURE-But increasingly EU aid projects in Africa are accompanied by more political pressure on migration. In an example of the new approach, German Chancellor Angela Merkel promised assistance to Ethiopia just days after Addis Ababa took in 50 people deported from Europe even though it had been reluctant to do that earlier. In Niger, an EU-funded information point in Agadez, a transit point for migrants crossing the Sahara to board boats for Europe, tries talking people out of continuing on their way by warning about the perils of the journey."It is very much about sending a message to would-be migrants. The political impetus is about sending this discouraging message," said Elizabeth Collett, director at the Migration Policy Institute, a Brussels think-tank.With Afghanistan, whose people make up the second largest group arriving in Europe after Syrians, the EU has leveraged its political and financial support to get a deal on boosting the number of people returned. The EU also gives aid to Turkey, Lebanon and Jordan for hosting about three million Syrian refugees. With Ankara, Brussels struck a broader deal also encompassing visa liberalisation and swifter EU accession talks if Turkey ensures fewer people leave its shores for Greece.Despite much criticism from rights groups, the deal has cut arrivals in Greek islands to a trickle and Brussels sees it as a success. But that model is no help for Italy as Libya does not have a stable government capable of controlling the migration route through the central Mediterranean. That has forced the EU to seek solutions further back along the migration trail, making more aggressive use of its chief foreign policy instruments - money and trade."There is something inherently distasteful in this new approach for the EU foreign policy because historically they have always been the good guys," Collett said. "It's the first time they are being asked not to just be the good guys anymore."(Additional reporting by Steve Scherer in Rome, Writing by Gabriela Baczynska; Editing by Giles Elgood)

Abandoned villages on road to Mosul rigged with tunnels and bombs-[By Babak Dehghanpisheh]-October 19, 2016-YAHOONEWS

SHEIKH AMIR, Iraq (Reuters) - A deep tunnel, booby trapped with an improvised explosive device, burrows under houses at the entrance to the village. Nearby, an anti-personnel mine lies half buried in a dirt road.Residents began returning on Wednesday to the village of Sheikh Amir on the road to Mosul, recaptured overnight by advancing Kurdish fighters in the early days of the biggest advance that has been launched against Islamic State. They found a village rigged with explosives and dug in with elaborate underground defences, abandoned by the Islamists who have retreated closer to Mosul, 30 km (19 miles) to the west.Three days into the assault began on Mosul, U.S.-backed government and Kurdish forces are steadily recovering outlying territory before the big push into the city itself, expected to be the biggest battle in Iraq since the 2003 U.S.-led invasion.Much of Sheikh Amir had been torn down, including the house of Abbas Ahmad Hussein, a 36-year-old resident who fled the village when Sunni militants of Islamic State, also known as ISIL, ISIS or Daesh, captured it in 2014.A Shi'ite, he returned on Wednesday to survey the damage with a small truck to take out any salvageable items, but found nothing left to save amid the wreckage."I spent all my money to build this house and Daesh destroyed it," he said. "My brother, my uncle and my cousins live around here and they destroyed all their houses too. They destroyed all the houses belonging to the Shi'ites."Nearby, red graffiti had been sprayed on a house: "Shi'ites are non-believers."The village had a mixed population before Islamic State arrived, but Shi'ite houses were destroyed by the militants who consider all Shi'ites infidels who must convert or die.Mosul, the last major stronghold of Islamic State fighters in Iraq, is five times the size of any other city the militant group has held. Recapturing it would deal a decisive blow to its self-declared caliphate. But the booby trapped bunkers dug underneath this village, as well as the sectarian invective sprayed on its walls, show how difficult the advance may be. Tens of thousands of pro-government troops will face a tenacious enemy that has had years to prepare and a history of using human shields. A population of some 1.5 million civilians will be in harm's way.-SHI'ITE MILITIA TO JOIN FIGHT-This part of northern Iraq is among the most diverse in the country, with many ethnic and religious groups fearful of revenge attacks and worried about the balance of power once Islamic State fighters are chased away.In an announcement that could alarm some Sunni civilians in the path of the fighting, a powerful Shi'ite paramilitary force said it would support the Iraqi army's offensive by helping secure a town located on one of the main routes out of Mosul. The Popular Mobilization Force (PMF), a coalition of mostly Iranian-trained militias, said late on Tuesday it would back government forces advancing towards Tal Afar, about 55 km west of Mosul. [nL8N1CP16F]-The PMF includes thousands of battle-hardened fighters with powerful political allies in Baghdad. They have been accused of carrying out killings and kidnappings in other areas freed from Islamic State, although they deny such abuse is pervasive.Iraqi officials want to keep them off the main battlefields in Mosul to avoid alarming Sunni Muslim residents.Taking Tal Afar would in effect cut off the escape route for militants wanting to head into neighbouring Syria and would please the Iran-backed army of Syrian President Bashar al-Assad, which accuses the U.S.-led anti-Islamic State coalition of planning to allow the jihadists such a safe passage. But it could also hamper the escape of civilians from Mosul, who must be persuaded that it is safe to leave.Iraqi Prime Minister Haider al-Abadi said on Tuesday that blocking the road to Syria was the responsibility of the coalition that is providing air and ground support to Iraqi and Kurdish troops engaged in the battle. [nL8N1CO587]-Tal Afar's pre-war population of 150,0000 to 200,000 was a mix of Sunni and Shi'ite ethnic Turkmens until Shi'ites fled the town after Islamic State arrived."The Iranians and the (PMF) plan to take Tal Afar because of the Shi’ite significance and use that as a way to angle in to Mosul," said a senior Iraqi official who asked not to be named. "But they also want to use it as a way to angle into the Syria fight."-SECTARIAN DIVISIONS-U.S. President Barack Obama said on Tuesday it would be a difficult fight but Islamic State "will be defeated in Mosul". He hopes to bolster his legacy by seizing back as much territory as he can from Islamic State before he leaves office in January.A total of 20 villages were taken from the militants east, south and southeast of Mosul by early Tuesday, according to statements from the two forces.Islamic State said on Monday its fighters had targeted the attacking forces with 10 suicide bombs and that their foes had surrounded five villages but not taken them. None of the reports could be independently verified. In Washington, Pentagon spokesman Captain Jeff Davis told reporters on Tuesday that it was known that civilians in Mosul were being used as human shields.Iraqi government forces are mostly fighting south of Mosul and were trying on Wednesday to clear the region of Shora, 40 km (25 miles) south of the city, a military statement said. Kurdish Peshmerga fighters were deployed on the eastern and northern frontlines, 20 to 25 km from the city."The PMF will be backing the security forces on the western front (..) along two axes. The first is Tal Afar and the second is to support the forces going into the centre of Mosul," a statement on the PMF website said.Iraqi officials and residents of Mosul say Islamic State is preventing people from leaving the city but civilians are fleeing from outlying districts and villages. The United Nations says that in a worst case scenario 1 million people could be displaced by the Mosul campaign, requiring emergency housing and food. It has warned that some 100,000 people may arrive in Syria from the Mosul area.Still, most of the people from the area say they are waiting only for the fighting to end so that they can come home.In Sheikh Ahmed, around the corner from the ruined house of Shi'ite villager Abbas Ahmad Hussein, a 47-year-old Sunni shepherd named Ali had also returned to check on his house. It was relatively intact although some items had been stolen, he said."When I came to the edge of the village I didn't want to come in," he said. "I was shocked by the destruction. It made me sick."Asked if Shi'ites and Sunnis could live together in the village again the future, Ali said: "Inshallah" (God willing)."I have more Shi'ite friends than Sunni friends," Ali said. "Daesh is a threat to all humanity."(Additional reporting by Maher Chmaytelli in Baghdad, writing by Peter Graff, editing by Timothy Heritage)
