Greek police arrest 24 in crackdown on tax-dodging cashless gadgets-[Reuters]-August 8, 2016-YAHOONEWS

ATHENS (Reuters) - Greek authorities said on Monday they had arrested 24 people in a crackdown on about 1,000 small businesses suspected of dodging capital controls and value-added tax by using cashless card-processing terminals linked to banks in Bulgaria.Authorities said hundreds of small businesses - many in the tourism industry - were conducting cashless transactions using point-of-sales (PoS) devices linked to Bulgaria via Malta that went unrecorded in Greece, which has had capital controls in place for a year."We arrested 24 people who were using PoS machines connected with banks outside Greece, in Bulgaria and Malta, to evade tax," Emmanuel Ploumis, head of the Greek police's economic crime squad told reporters."That's illegal according to the capital control rules," he said, "The PoS should be connected only with Greek banks."Tax evasion in Greece is estimated at 6 to 9 percent of the country's economic output, or up to 32 percent of state revenue.The government imposed capital controls in June 28 last year to halt a flight of deposits that threatened to bring down the banking system.Greek businesses can export money from the country only to pay their suppliers, and only with a special permit from the government and the central bank.Individuals can withdraw only 840 euros in cash every 15 days from their bank accounts but they can make payments within the country with cards without limits.Since the imposition of capital controls the use of plastic money has increased significantly as people sign up for credit and debit cards in record numbers, leaving an electronic trail for tax collectors in a country known for rampant tax evasion.Ploumis said the authorities had found 971 companies equipped with a combined 1,195 PoS gadgets conducting transactions where the proceeds ended up in Bulgaria. That also meant the businesses evaded a 24 percent value-added tax due to the Greek state, he said.He said the businesses involved included beach bars, car rental services and restaurants in Athens, Thessaloniki, Chalkidiki and on some islands."They could also withdraw about 2,000 euros per day from their bank in Bulgaria via an ATM in Athens when all other Greeks can take only 840 euros every 15 days", Ploumis said.More than 1.8 million debit cards were issued in the second half of 2015 after capital controls were imposed, out of a population of just 11 million.(Reporting by Lefteris Papadimas; Editing by Hugh Lawson)

His biggest fear was that his son, just eight years old, was being indoctrinated into the group's extreme interpretation of Islam."We escaped from Mosul and risked death for my son’s sake; I wanted to rescue him from turning into a jihadist," he said, speaking in a flat in Baghdad, holding his boy in his arms."How can I stay silent and I’m seeing Daesh brainwashing my son and teaching him how to become a suicide bomber?" he said.He showed a photocopy of the cover of a fifth grader's textbook featuring a boy with an AK-47 machine gun on his shoulder."I know it’s risky to keep this paper with me but I decided to hide it and show it to anybody who asks me how life was under Daesh," he added, puffing on a cigarette, which is banned by IS.He expressed frustration that his wife has continued to wear the full veil, or niqab, after moving to Baghdad. The niqab is compulsory under the IS in Mosul, even on store mannequins, and women are forbidden to walk outside without a male guardian."Don’t cover your face please for God's sake," he pleaded with his wife. "No need to be afraid anymore, you’re a human being and not a slave."Younis said he paid a taxi driver $5,000 to help them flee Mosul via the Kurdish Peshmerga lines east of the city, taking advantage of the confusion that ensued after advances made by the Kurdish and Iraqi forces in May.The army progressed further in July, capturing the Qayyara airfield 60 km (35 miles) south of Mosul, which will serve as the main staging post for the expected offensive.Once the fighting intensifies, up to one million people could be driven from their homes in northern Iraq, "posing a massive humanitarian problem for the country", the International Committee of the Red Cross said last month.More than 3.4 million people have already been forced by conflict to leave their homes across Iraq, taking refuge in areas under control of the government or in the Kurdish region.-IRAQI ARMY SUCCESSES-The Peshmerga fighters have been deployed to the north and east of Mosul with their back to their Kurdish region that hosts a base of U.S.-led coalition troops assisting Iraqi forces. Local Sunni fighters will also join the offensive.The possible participation of Iranian-backed Shi'ite militias is stirring controversy, however.Mosul residents and politicians said they dread the participation of these militias, known as Popular Mobilization, or Hashid Shaabi in Arabic.They cite abuses in Sunni cities retaken from Islamic State, like the looting in Tikrit last year and reports of torture, revenge killings and kidnappings in Falluja, a historic jihadist stronghold near Baghdad.Although Sunnis are predominant in the northern and western provinces under militant control, Shi'ites are in the majority overall in Iraq.The Sunnis in Mosul were mostly indifferent to the IS offensive of 2014 and some even supported it if it would end the oppression of the security forces under former Prime Minister Nuri al-Maliki, an ally of Iran.Maliki has since been succeeded by Abadi, another Shi'ite, who has taken a conciliatory approach toward the Sunnis and softened the alliance with Tehran.Abadi has yet to decide whether the Shi'ite militias will take part in the offensive.The former governor of Mosul, Atheel al-Nujaifi, a Sunni, told Reuters the local administration of the city should have more autonomy after the militants are dislodged.A police force reflective of the city's complex ethnic and religious make-up should be in charge of security, not the army, added Nujaifi, who leads a Sunni militia that plans to take part in the offensive on Mosul alongside the army."The sweeping advance of Daesh in Mosul created a new reality," he said.Younis, the teacher, and Mosulites who still live in the city said even though IS rule was much worse than government rule under Maliki, the population won't accept to return to the previous situation."Berlin after Hitler couldn't possibly be like before and so should Mosul be after Daesh," said Younis. Omoa (Honduras) (AFP) - For many Latin Americans, the "American dream" refers to making the risky trip north to a new, safe and hopefully prosperous life in the United States.For Olga Lopez, a 36-year-old Honduran, the dream became an unforgettable nightmare when she saw her 10-year-old daughter Jennifer drown in the waves off Mexico.She told AFP about how they both were among a boatload of eight undocumented migrants -- four adults and four children -- churning away from the Pacific coast of Chiapas, a southern Mexican state, on July 20.It was six in the morning.Shortly after getting underway, a big wave knocked the boat over before anyone had time to react.When Lopez surfaced, she saw Jennifer holding onto a buoyant backpack."'Don't let go!' I yelled. "'Yes, Mommy,' she answered, laughing, all happy, not at all affected," Lopez recounted."But then another wave came, and after that I didn't see her again."Jennifer was one of three children who perished from that boat.Late last week, their remains were repatriated to their home countries.Jennifer's body was returned to the village of San Carlos in northwestern Honduras.The body of Carlos Aguilar, aged seven, was delivered to a village an hour to the south, San Manuel Cortes, for burial there.And in neighboring El Salvador, the body of five-year-old Erick Adrian Robles was received by his family in the town of Sonsonate.- Relying on people-smugglers -They were among the scores of Central Americans who have died this year along the often dangerous trail to the United States.In 2016 so far, 106 Hondurans have lost their lives trying to make their "American dream" happen. For all of last year, the figure was 200."I wanted to see if I could do something" to improve her lot by migrating to the US, Lopez said, explaining that she was counting on the support of two brothers already living there.Thousands of Latin Americans -- and migrants from as far away as Pakistan and Afghanistan -- attempt the perilous journey through Central America, into Mexico and across the US border.According to the government Committee for Returned Migrants in Honduras, between 60,000 and 100,000 Hondurans leave the country every year because of dire unemployment and violence. Many try for America, while others aim for nearby countries.People-smugglers -- known as "coyotes" -- promise to get many of them past borders and other obstacles, for a price.One coyote, a young man about 18 years old, was seen meeting a group of 12 Honduran emigrants getting off a bus on the border with Guatemala.A soldier posted there told AFP that there were no grounds to stop the migrants crossing over if they had valid identity papers, as there was freedom of movement between the two countries.That may not have been the case for the group led by the people-smuggler, who guided them along a dirt path through barbed wire to a field that was half in Honduras and half in Guatemala.After walking a kilometer (half a mile), they came out near a corral where a couple of Guatemalans were loading cattle onto trucks.Some in the group immediately headed to public transport, while others got on motorbikes driven by other people-smugglers.The coyote who led them there said these crossings "bothered the police."But the police seemed resigned to the constant flow through blind spots along the border."It's like this every day and we can't do anything about it," one officer said.- Unaccompanied children -Child migration is a big part of the human flow toward the United States. The minors often travel with no adult companion, and bank upon meeting up with relatives already in America.In July 2014, the US was confronted with a spike in Central American children crossing its border, calling the influx of 60,000 minors a "humanitarian crisis."Since then, numbers have dropped as Mexico has stepped up border monitoring and deportations.A total of 8,467 children have been returned to Honduras so far this year. NEW YORK (Thomson Reuters Foundation) - Almost four months after a devastating earthquake hit Ecuador, a leading government minister has appealed to tourists to return to the financially-struggling Andean country.Nearly 700 people were killed and about 6,200 injured on April 16 in the strongest earthquake to hit Ecuador in almost four decades, leaving about 8,650 people living in government shelters, according to government figures.Maria Duarte, Ecuador's Minister of Urban Development and Housing, said she was "totally" optimistic about the pace of reconstruction with the repair or rebuilding of 26,000 homes in the works or planned.Longer term she said the government had to improve the construction of buildings in Ecuador which is prone to earthquakes.
