BRUSSELS, Today, 09:08-The leaders of Germany, France and Italy will meet on Monday (22 August) to discuss how to mend the European project after Britain’s decision to leave the EU.The meeting comes three weeks before a crunch informal summit of the 27 EU leaders, the first without the UK, in Bratislava on 16 September.Monday's talks will be the second round between Italian prime minister Matteo Renzi, French president Francois Hollande and German chancellor Angela Merkel, who met shortly after the 23 June British referendum.They envisaged attempting to bolster security cooperation, economic growth and programmes for young Europeans.While the three big are trying to pinpoint policies for stronger cooperation, they may face resistance from Czech Republic, Hungary, Poland and Slovakia – the so-called Visegrad Four - who aim to propose an alternative plan for less Europe .On Monday, rising eurosceptcism, the migrant crisis, a stagnant EU economy, and Islamist attacks in Europe, and relations with Turkey and Russia will also be on the table for the three leaders.They will hold a working dinner and press conference on Italy's Garibaldi aircraft carrier, the flagship of the EU's Sophia mission, which is fighting human trafficking in the Mediterranean Sea.Italy's defence and foreign affairs ministers have proposed creating "a Schengen-like defence agreement to respond to terrorism", with a "multinational force" under a single command for specific missions, according to AFP. But France and Germany are at odds on how such a force should be financed.In fact, the economy could be an issue where the three disagree: Hollande wants to double the funds available for the Juncker Plan, a programme designed to stimulate €315 billion of investment in the bloc. ABOARD THE AIRCRAFT CARRIER GARIBALDI (AP) — The leaders of Italy, France and Germany vowed Monday to boost joint European security efforts in the wake of Islamic extremist attacks as they made a symbolic bid to relaunch the European Union after Britain's vote to leave.From the deck of the Italian aircraft carrier Garibaldi, which is spearheading the EU's migrant rescue and anti-smuggling effort, Italian Premier Matteo Renzi, German Chancellor Angela Merkel and French President Francois Holland also promised new economic prospects to young people — albeit without any specific proposals or details.The three leaders travelled to the sun-soaked island of Ventotene to pay tribute to one of the founding fathers of European unity, Altiero Spinelli, and show common cause going into a bigger EU-wide summit next month in Slovakia.Spinelli, along with another intellectual confined to Ventotene in the 1940s by Italy's fascist rulers, co-wrote the "Ventotene Manifesto" calling for a federation of European states to counter the nationalism that had led Europe to war. U.S. says not clear whether Russia has ended use of Iranian air base-[Reuters]-August 22, 2016-YAHOONEWS

WASHINGTON (Reuters) - The U.S. State Department said on Monday it had seen reports that Russia had ended its use of an Iranian air base to carry out strikes against Syrian militants, but it was not clear whether Russian use of the base actually had stopped.Iran said earlier on Monday that Russia had stopped using the air base "for now." Russia to build Nord Stream 2 despite Polish objection By Andrew Rettman-AUG 22,16-EUOBSERVER

BRUSSELS, Today, 09:16-Russian state firm Gazprom has said that it plans to build the Nord Stream 2 gas pipeline to Germany despite the objections of Polish regulators."The decision was we shall not wait … the Nord Stream 2 company does exist, it works”, Alexander Medvedev, Gazprom’s deputy CEO, told Russia’s Tass news agency on Saturday (20 August)."How the foreign counterparts will participate - this is what they will decide themselves," he added."They will be searching for options to join the project. We move forward according to the plan. Our counterparts share our vision."The statement comes after the Polish anti-trust office, the Urzed Ochrony Konkurencji i Konsumentow (UOKiK), in late July declined to approve the notification in Poland of a joint venture to construct and operate the new pipeline on grounds that Nord Stream 2 would restrict competition in gas supplies.The pipeline is not intended to run through Poland.But the UOKiK decision prompted the five EU firms that were to take part in the project and that are active in Poland in other areas to abandon the venture in its current model for fear of Polish fines.The five firms - Austria’s OMV, French firm Engie, Germany’s Uniper and Wintershall, and Anglo-Dutch firm Shell - said in a statement on 12 August that “each of them will … individually contemplate alternative ways to contribute to it”.A Wintershall spokesman also told Russian news agency Ria Novosti last Tuesday: “We, along with the other applicants, still support the project … We are now studying alternative ways for its implementation”.But for his part, the UOKiK president, Marek Niechcial, said on 12 August that the Polish ruling was definitive.“This will stop the [Nord Stream 2] deal”, he said.The Polish decision means Gazprom will have to itself find the €8 billion that the pipeline is to cost.But leading Russian banks are currently hampered from raising capital on international markets due to EU and US sanctions over Russia’s invasion of Ukraine.Gazprom has also become a less attractive borrower - the firm’s market value has shrunk from over $350 billion in 2008 to some $50 billion due to low energy prices and poor management.The Nord Stream 2 pipeline was designed to carry 55 billion cubic metres of gas a year and to be operational by 2019.It would concentrate almost all Russian exports to the EU in one route, making it easier for Russia to cut off clients in eastern Europe and harming Ukraine by bypassing its transit network.The pipeline also needs to be approved by regulators in Denmark, Finland and Sweden because it is to pass through their maritime zones.Meanwhile, the European Commission has indicated that both its offshore and onshore parts would be subject to EU energy laws.The EU’s so called third energy package says that firms cannot majority-own supply and distribution assets and must give competitors access to their pipelines.The laws already saw Gazprom abandon an earlier project, South Stream, designed to bypass Ukraine by shipping gas to Bulgaria.

US commander skeptical of cooperation with Russia in Syria-[Associated Press]-LOLITA C. BALDOR-August 22, 2016-YAHOONEWS

WASHINGTON (AP) — The top U.S. commander for the fight against the Islamic State group said Monday that he is skeptical of any additional military cooperation with Russia in Syria.And he said he believes he can get the mission done without it, outlining new plans to accelerate the pace and scope of the U.S.-led coalition operations to retake the key Islamic State-held cities of Raqqa and Mosul within the next year.In a wide-ranging telephone interview from Baghdad, Lt. Gen. Stephen Townsend said that any decision to cooperate with Moscow is one for the Obama administration to make.But, "as a soldier, I'm fairly skeptical of the Russians," Townsend told The Associated Press. "I'm not sure how much I'm inclined to believe that we can cooperate with them."Townsend's comments on Russia reflect a broader U.S. military reluctance to work more closely with Moscow on operations in Syria, despite requests from Russia to the U.S. to join forces against the Islamic State group in Syria. The U.S. is reluctant to cooperate with Moscow because of its alliance with President Bashar Assad; the U.S. is backing rebels who are fighting the Islamic State but who are also in Assad's sights.Last week, U.S. aircraft scrambled twice to protect American commandos because Syrian government warplanes were bombing nearby.The U.S. routinely speaks to the Russians in order to ensure safe flight operations over Syria and to prevent collisions. In the wake of the Syrian incidents, the U.S. sent its warning message to Syria through the Russians, who have an ongoing, closer relationship with the Syrians.Townsend, who took command on Sunday, also said he plans to step up the military operations in Iraq."We're going to strike more targets, we're going to strike them at a faster tempo," said Townsend, explaining that he wants to give the Iraqi forces the time and space to reset and prepare to retake the northern city of Mosul.As part of that, he said he also will increase the training and equipping of Iraqi forces, including a new effort to provide combat training to Iraqi police. The police, he said, will likely face fighting as they follow Army forces into the cities and try to maintain control of the area and provide security for the citizens living there."In this kind of environment, even the police need some combat training like soldiers — that's something we haven't done a lot of," said Townsend, adding that the U.S. and some coalition allies will do that training.Townsend expressed optimism that Islamic State militants will be defeated in their two main headquarters — Mosul in Iraq and Raqqa in Syria — over the next year. But acknowledging that the battles will be complicated and difficult, Townsend said it may well take the bulk of that year to meet his goals.The Islamic State group once controlled large swaths of Iraq and Syria, and has used Raqqa as the de facto capital of the group's self-styled caliphate. But the group has suffered a string of defeats in recent months by local forces aided and backed by the U.S.-led coalition.Townsend said he wants to retake both main cities on his yearlong watch."I think we may have to use all that time but, look, I'm a combat commander and I have a mission," he added. "And I don't intend to turn this over to whoever has to come behind me. It's my intent to get it done."Iraqi officials have suggested they plan to begin the effort to retake Mosul later this fall, and the fight for Raqqa could also start within that timeline. Townsend's vow to have both retaken in the next year only underscores how difficult U.S. commanders believe it will be to drive Islamic State insurgents from those larger, heavily populated strongholds.The U.S. and Iraqi forces are establishing a logistics hub at Qayyarah air base south of Mosul, and Townsend said that American forces could begin moving to the base in the next couple of weeks. Right now construction is still being done to prepare the base and build up its defenses.He also said that as the battle for Mosul gets closer, U.S. advisers may once again accompany Iraqi forces at the battalion level, which is closer to the fight.Last month, the U.S. revealed that American advisers had for the first time accompanied an Iraqi battalion in order to provide advice on how to secure a temporary bridge the Iraqis had installed over the Tigris River. President Barack Obama gave commanders the authority in April to deploy advisers at the lower level headquarters, but commanders have done that sparingly so far."We're about to do larger operations of greater intensity so you could expect that we'll see something like that again," said Townsend Monday. "We will use that capability and authority when situations require it."Prior to Obama's go-ahead, the U.S. military was not permitted to place advisers at echelons lower than division headquarters, which are farther from the front lines.

OTTAWA — Elizabeth May will remain Green party leader despite a controversy over the Middle East that divided members and prompted her to consider stepping down.The party will revisit a convention resolution to support a movement to boycott Israel, along with any other recent policy decisions that lacked genuine consensus, May told a news conference Monday.Meantime, May will focus on her work as a member of a parliamentary committee studying options for remodelling Canada's electoral system before the next national ballot in three years."This is a decision that I think the party needs as we build our strength, and as I work on electoral reform and we prepare for 2019," May said.May, the lone Green MP, spent the last several days pondering her future during a vacation in Cape Breton.At the party's convention earlier this month, members voted to express support for the so-called boycott, divestment and sanctions (BDS) movement against Israel — a move May opposed and which Jewish groups swiftly denounced.May has attributed the resolution's passage to the process — brief statements followed by a majority vote rather than the party's traditional approach of a concerted effort to arrive at consensus."We let ourselves down, and I take blame for that myself," she said Monday.May called the party's recent troubles a "teachable moment" and said her belief in consensus applies to both how the party forms policy and national electoral reform."Consensus decision-making works better than winner-take-all decision making. It will work better for the electoral system of Canada and it worked better for the Green party of Canada," she said."So what I've decided is that the reasons for staying are far more compelling."May firmly squelched suggestions she had thought about joining the NDP or the Liberals. "That was never even a consideration."She was "overwhelmed to read so many letters of support" from Green members, non-members and fellow MPs.She said media commentary made her feel like Mark Twain's Tom Sawyer, attending his own funeral. "It appears I am much loved — it's surprising to find sometimes in politics."May said she briefly thought exiting as party chief would give her more independence and credibility on electoral reform, since the Greens stand to benefit from replacing the current first-past-the-post balloting system.She decided to remain leader only after meeting with the party's federal council late Sunday evening, May said. "It came to a question of support and unity. Changes needed to boost end-of-life care in Canada, ranked 18th in world: doctors-[The Canadian Press]-August 22, 2016-YAHOONEWS

TORONTO — Canada needs to broaden its approach to palliative care to provide support to patients with serious chronic illnesses, not just those with cancer, suggests a group of doctors who deal with end-of-life care.Writing in Monday's edition of the Canadian Medical Association Journal, the specialists suggest major changes are needed to improve access to palliative care, especially for patients with such conditions as end-stage heart failure and chronic obstructive pulmonary disease, or COPD.Canada is ranked 18th out of 80 countries worldwide by the Economist Intelligence Unit for provision of palliative care, even lagging behind Mongolia and Panama in strategies to develop and promote such services to patients, the authors write."We ought to be doing better and can be doing better," co-author Dr. Graeme Rocker, a respirologist at Dalhousie University, said in an interview from Halifax. "And it wouldn't take a seismic change for us to achieve a higher level."Our aim isn't to be increasing our ranking, as it were, but it's (about) providing adequate care to the patients who need it."Rocker said studies show that two-thirds of the estimated 250,000 Canadians who die each year have illnesses other than cancer, yet most don't have access to the same types of palliative support as do cancer patients. For instance, only 20 to 30 per cent of those referred to a hospital palliative-care unit have a non-cancer illness, research has found. He and co-authors Drs. James Downar and Sean Morrison, palliative-care specialists at the University of Toronto and the Mount Sinai School of Medicine in New York, respectively, say all doctors should be trained in the provision of end-of-life care, in part because there's a dearth of palliative-care physicians.The Canadian Society of Palliative Care Physicians has fewer than 500 members across the country, far below the number of practitioners in such specialities as cardiology or oncology. "There's a tendency for all of us to manage patients with the standard treatment approaches and then when things start turning really bad, we might be asking our palliative-care colleagues to become involved and take over the management of the patient in the late stages," explained Rocker."But we can't rely on that for the future because there simply are not enough palliative-care specialists or palliative-care nurses who can provide that level of support for what will become an increasingly large number of elderly patients in Canada with chronic illness and multiple interacting symptoms."Not only must access to end-of-life care be expanded overall, but it also needs to be refocused so more services are offered to patients in their homes or in community-based hospices, rather than delivered primarily in acute-care hospitals.Surveys have repeatedly shown that most Canadians want to die at home or in a hospice when the time comes, but too often a lack of community-based services means patients end their lives in a hospital bed."There are many places throughout Canada where there simply isn't access to that kind of care at the end of life," Rocker said. "So what choice do patients and their families have if they can't die at home? "At least it didn't used to be."As efforts in Louisiana turn from rescue to recovery, renters and homeowners who do not have flood insurance are facing an uncertain financial future.Private insurers do not cover flood damage and flood insurance in the United States is underwritten by the Federal Emergency Management Agency. Homeowners who live in designated high-risk flood zones are required to carry flood insurance if they have a federally backed mortgage.In Louisiana, an estimated 42 percent of homes in high-risk areas have flood insurance, according to FEMA. Only 12.5 percent of homeowners in low and moderate-risk zones do.Many of the areas hit hard by record rainfall last week were not considered at high risk for flooding.Those residents without flood insurance are eligible for up to $33,000 in FEMA individual disaster assistance funds, although most will likely receive less than that, based on payments following other major disasters.After Hurricane Katrina in 2005, FEMA paid $6.6 billion to approximately 1.07 million households and individuals in Louisiana, Mississippi and Alabama, an average of just over $6,000 per grant, according to agency figures. Superstorm Sandy in 2012 produced an average payout of under $8,000 for about 180,000 residents of New York and New Jersey.FEMA spokesman Rafael Lemaitre said the individual assistance is intended to supplement insurance and to provide short-term relief for immediate needs."It's not designed to make survivors whole again," said Lemaitre, adding that FEMA recommends all homeowners obtain flood insurance regardless of the risk in their area. With four months left in the year, the 2016 toll has already surpassed last year's 27.Eight people have died from lightning this month, making it the deadliest August since 2007. In July, typically the month with the most fatalities, 12 people were killed by lightning."People are outside, enjoying beaches in the summer time,"said John Jensenius, an NWS lightning safety specialist based in Gray, Maine."There's not much variance in lightning activity," he told Reuters, saying the rise was due more to behavior.Fridays have been the deadliest day of the week this year, which Jensenius said was unusual. Typically, the highest number of incidents occur on Saturdays and Sundays, when Americans are outside barbecuing and enjoying other weekend activities.This year, as is typical, Florida has posted the highest number of lightning deaths, with six. Louisiana and New York were next, with four and three fatalities, respectively.Deaths from lightning have fallen sharply from the hundreds reported each year in the 1940s and 1950s, when there were more farmers riding tractors in open fields, Jensenius said.The odds of being struck in a lifetime remain relatively low, about 1 in 12,000, NWS statistics showed.
