Aug, 15:43-Spain’s prime minister Mariano Rajoy could secure a second mandate, ending months of political deadlock, if his party agrees, on Wednesday (17 August), to anti-corruption conditions set by the liberal newcomers in parliament.Ciudadanos (meaning “citizens”), the fourth-largest force in parliament, said last week it would negotiate on making Rajoy prime minister if his People’s Party (PP) - which lost its absolute majority largely because of corruption allegations – agrees to six measures to clean up Spanish politics.The proposals include creating a commission to investigate allegations that two former treasurers ran a slush-fund, and scrapping parliamentary privileges that prevent the ordinary criminal justice authorities from launching corruption investigations against MPs.The PP’s executive committee will decide on Wednesday whether to agree the conditions. BRUSSELS, Today, 09:23-The prospect of Ukrainians gaining visa-free travel to the EU is fading, amid a bitter row over the introduction of a computer system for public officials to declare their interests.The measure was the final remaining condition set by the EU to allow visa waivers.The government put the system online on 15 August, which was the agreed deadline.But the state service for government communications (SSSCIP) refused to certify the system, saying technical problems mean that the system was incapable of properly protecting information.The lack of certification means information from the system cannot be used to prosecute officials.Critics accused the SSSCIP of deliberately sabotaging the introduction of the system in order to protect corrupt officials.President Petro Poroshenko vowed last week that the system would be launched on time.“Electronic asset declarations will be launched on 15 August,” Poroshenko wrote on his Facebook page last Thursday (11 August). “I'm not considering another date and can't even hear of a delay! WASHINGTON — Russia's use of an Iranian air base to bomb targets in Syria sends a message to Washington as it weighs a military partnership with Moscow: Join us or we'll look to your enemies.Tuesday's missions were unprecedented. Iran allowed Russian warplanes to take off from its territory to strike opposition targets in Syria. The move came with little notice to the United States, which has watched helplessly the escalating bloodshed near Aleppo, the country's biggest city, and even offered an alliance with Russia against Islamic State and other extremist fighters as a way to get Syria's government out of the fight.The negotiations have dragged on for weeks. Russia has grown impatient, with top officials several times suggesting an imminent deal, only to have American officials counter that the sides weren't close. The bombing runs from a base near the Iranian city of Hamedan, 175 miles southwest of Tehran, may have been a reminder to the Obama administration that Moscow could be cozying up to Iran if Washington doesn't come around."The Russians are showing they have options in Syria while they have Washington over a barrel on Aleppo," said Andrew Tabler, a Syria expert at the Washington Institute for Near East Policy. OTTAWA — The Liberal government is looking at making counter-radicalization counselling mandatory for people under anti-terrorism peace bonds, the public safety minister says.Ralph Goodale floated the idea one week after jihadi sympathizer Aaron Driver was killed by police in Strathroy, Ont.Driver, 24, was under a court-ordered peace bond intended to limit his activities but he was able to obtain explosives, plan an apparent attack and film a martyrdom video.Police got wind of his plans through a tip from the U.S. Federal Bureau of Investigation and intercepted him as he was leaving his southwestern Ontario home in a taxi.There were some ad hoc interventions aimed at helping deradicalize Driver but nothing deliberate and well-organized, Goodale said Wednesday after a speech to the Canadian Association of Chiefs of Police.The government is looking for ways to make peace bonds more effective — perhaps involving community outreach organizations — or to find alternatives to the tool, which is not a panacea, he said."It's not a perfect solution to every situation."About a dozen people are currently under anti-terrorism peace bonds.The RCMP has acknowledged that Driver was not under constant surveillance."That is obviously a lesson that one needs to look at very carefully, as a result of the incident in Strathroy," Goodale said. NAIROBI, Kenya — The soldier pointed his AK-47 at the female aid worker and gave her a choice."Either you have sex with me, or we make every man here rape you and then we shoot you in the head," she remembers him saying.She didn't really have a choice: By the end of the evening, she had been raped by 15 South Sudanese soldiers.On July 11, South Sudanese troops, fresh from winning a battle in the capital, Juba, over opposition forces, went on a nearly four-hour rampage through a residential compound popular with foreigners, in one of the worst targeted attacks on aid workers in South Sudan's three-year civil war. They shot dead a local journalist while forcing the foreigners to watch, raped several foreign women, singled out Americans, beat and robbed people and carried out mock executions, several witnesses told The Associated Press.For hours throughout the assault, the U.N. peacekeeping force stationed less than a mile away refused to respond to desperate calls for help. Neither did embassies, including the U.S. Embassy.The Associated Press interviewed by phone eight survivors, both male and female, including three who said they were raped. The other five said they were beaten; one was shot. Most insisted on anonymity for their safety or to protect their organizations still operating in South Sudan.The accounts highlight, in raw detail, the failure of the U.N. peacekeeping force to uphold its core mandate of protecting civilians, notably those just a few minutes' drive away. The Associated Press previously reported that U.N. peacekeepers in Juba did not stop the rapes of local women by soldiers outside the U.N.'s main camp last month.The attack on the Terrain hotel complex shows the hostility toward foreigners and aid workers by troops under the command of South Sudan's President Salva Kiir, who has been fighting supporters of rebel leader Riek Machar since civil war erupted in December 2013.Army spokesman Lul Ruai did not deny the attack at the Terrain but said it was premature to conclude the army was responsible. Eventually, he was told to leave. He made his way to the nearby U.N. compound and appealed for help.Meanwhile, soldiers were breaking into a two-story apartment block in the Terrain which had been deemed a safe house because of a heavy metal door guarding the apartments upstairs.The soldiers then sexually assaulted women and shot through the door of a bathroom where several people were hiding, said Jesse Bunch, an American contractor who was hit in the leg."We kill you! We kill you!" the soldiers shouted, according to a Western woman in the bathroom. "They would shoot up at the ceiling and say, 'Do you want to die?' and we had to answer 'No!'"The soldiers found John Gatluak, a South Sudanese journalist. The tribal scars on his forehead made it obvious he was Nuer, the same as opposition leader, Machar.The soldiers then forced the foreigners to stand in a semi-circle, said Gian Libot, a Philippines citizen.One soldier ranted against foreigners. "He definitely had pronounced hatred against America," Libot said, recalling the soldier's words: "You messed up this country. You're helping the rebels."Then Gatluak was hauled in front of the group. One soldier shouted "Nuer," and another soldier shot him dead.From the start of the attack, those inside the Terrain compound sent email, text and Facebook messages pleading for help."All of us were contacting whoever we could contact. The U.N., the U.S. embassy, contacting the specific battalions in the U.N., contacting specific departments," said the woman raped by 15 men.A member of the U.N.'s Joint Operations Center in Juba first received notice of the attack at 3:37 p.m., minutes after the breach of the compound, according to an internal timeline compiled by a member of the operations centre and seen by AP. The timeline shows other appeals for help.The American who was released requested help from three different U.N. battalions."Everyone refused to go. Ethiopia, China, and Nepal. All refused to go," he said."The peacekeepers did not venture out of the bases to protect civilians under imminent threat," Human Rights Watch said Monday in a report on abuses throughout Juba.Eventually, South Sudanese security forces entered the Terrain and rescued all but three Western women and around 16 Terrain staff. A private security firm rescued the rest the next morning.Asked why U.N. peacekeepers didn't respond to repeated pleas for help, the U.N. said it is investigating."Obviously, we regret the loss of life and the violence that the people who were in Hotel Terrain endured, and we take this incident very seriously," the deputy spokesman for the U.N. secretary-general, Farhan Haq, told reporters Monday.The U.S. Embassy, which also received requests for help during the attack, "was not in a position to intervene," State Department spokeswoman Elizabeth Trudeau told reporters Monday. More than 30,000 people have been rescued since Friday.More than 110 state highways remained closed Wednesday, along with even more local roadways.Amid scattered reports of looting, Louisiana Gov. The plan is part of the Asteroid Redirect Mission (ARM), in which the agency hopes to capture part of an asteroid and drag it back to Earth within the next decade.From September 2016 until August 2018, the agency will accept proposals from private companies for its ARM Umbrella for Partnerships (ARM-UP) in areas such as partner-provided payloads and experimentation on the asteroid.NASA’s asteroid capture mission consists of two distinct stages planned for 2021 and 2026 respectively.During the first stage, called the Asteroid Redirect Robotic Mission (ARRM), the agency will send a robotic vessel to a near-Earth asteroid where it will survey the surface in a series of close flybys. After identifying a manageable boulder, the vessel will descend on the asteroid, capture the boulder, lift off, and drag the object back to lunar orbit. However, just before the vessel travels to the Moon, it will perform a “planetary defense demonstration,” in which it will use the gravitational attraction between the asteroid and the spacecraft to gently deflect the asteroid’s trajectory.Astronauts will travel to the boulder aboard an Orion spacecraft in the second phase, the Asteroid Redirect Crewed Mission (ARCM). In this mission, the crew will collect asteroid samples and return them to Earth for study, which NASA says will mark the single biggest haul of asteroid material ever returned to Earth by a space mission. MILWAUKEE (AP) — The Latest on violence in Milwaukee following the shooting of a black man by a police officer (all times local):11 a.m.Federal officials say the cost of damage to eight businesses that were burned during violence in a north side Milwaukee neighborhood could exceed several million dollars.A team of special agents from the Bureau of Alcohol, Tobacco, Firearms and Explosives is investigating the fires that destroyed or damaged a BP gas station, an auto parts store, a bank, a beauty supply shop, a grocery store and three liquor stores on Saturday and Sunday.The team is using dogs to help detect accelerants.The agency is offering a $10,000 reward for information leading to an arrest and conviction. Olson says doctors have told him he's lucky to be alive.The 18-year-old says he was dropping off a friend after attending the State Fair on Sunday when they saw the crowd gathering and decided to check it out.Olson says he didn't hear any gunshots at the scene, so the shooting caught him by surprise. He says police officers surrounded him on the steps of a nearby home, carried him to their armored vehicle and took him to the hospital.The teen says the bullet hit a portion of his vertebrae and he has some numbness in his hands as a result.
