UK to have 'special' EU relations, Germany says By Andrew Rettman-aug 17,16-euobserver

BRUSSELS, Today, 09:29-The UK is likely to have “special” relations with the EU after it leaves, but there can be no leeway on free movement, a German minister has said."Given Britain's size, significance and its long membership of the European Union, there will probably be a special status which only bears limited comparison to that of countries that have never belonged to the European Union," Michael Roth, Germany’s junior minister for EU affairs, told the Reuters news agency on Tuesday (16 August).The minister, from the Social Democrat Party in the German coalition, said relations should be “as close as possible”, but he also said “there cannot be any cherry picking” on basic EU rights, such as free movement of workers."The free movement of workers is a highly prized right in the European Union and we don't want to wobble on that,” Roth said.EU-associated countries such as Norway and Switzerland, which have been touted as potential Brexit models, have access to the single market but have to let in EU workers in return.Asked by Reuters if the UK deal could include curbs on workers, Roth said: “I can't imagine that."Reports at the weekend suggested Britain could delay starting the Brexit negotiations until after French and German elections next year.But Roth urged London to end the uncertainty for EU politicians and British businesses as quickly as possible."Until the end of the year should really be sufficient time to get organised [for the exit talks],” he said, adding that the UK should have formally left before the next European Parliament elections in mid-2019."There can't be any British members in the next European Parliament."EU leaders in any case plan to meet in Bratislava in mid-September without the British PM to start talks on post-Brexit EU reforms.Italian prime minister Matteo Renzi will also host the French and German leaders next week on the island of Ventotene for a pre-Bratislava discussion.Sandro Gozi, Italy’s EU affairs minister, told the Financial Times newspaper on Tuesday that if Europe waits too long to make changes it risks feeding eurosceptic sentiment.-Italy seeks reform-“If there is to be a delay, the priority for us is that it should not lead to immobility, to inertia on all the other things we need to do at the EU level,” he said. “Europe has to give urgent, concrete answers which certainly cannot wait more than a year.”Italy is keen for the EU to step up integration on issues such as economic governance, pooling of financial risk, and joint migration policy.But Germany has said the Brexit vote showed that European voters do not want to pool more sovereignty."Europe needs to change," Gozi said. "This means strengthening the fundamental rights, and the fundamental values, which pushed Europeans to stay together and should push tomorrow’s Europeans to stay together even more."He added that the Bratislava talks should lead to a new “political pact” on the EU’s future, which could be enshrined amid festivities next year to mark the 60th anniversary of the Treaty of Rome, the 1957 accords that founded the EU.

Anti-corruption pact holds key to Spain deadlock By Sarah Morris-euobserver

MADRID, 16. Aug, 15:43-Spain’s prime minister Mariano Rajoy could secure a second mandate, ending months of political deadlock, if his party agrees, on Wednesday (17 August), to anti-corruption conditions set by the liberal newcomers in parliament.Ciudadanos (meaning “citizens”), the fourth-largest force in parliament, said last week it would negotiate on making Rajoy prime minister if his People’s Party (PP) - which lost its absolute majority largely because of corruption allegations – agrees to six measures to clean up Spanish politics.The proposals include creating a commission to investigate allegations that two former treasurers ran a slush-fund, and scrapping parliamentary privileges that prevent the ordinary criminal justice authorities from launching corruption investigations against MPs.The PP’s executive committee will decide on Wednesday whether to agree the conditions. It has 90 members, including Rita Barbera, a senator accused of money laundering in Valencia.The PP must also let the parliamentary speaker, who would be a PP member, set a date for the investiture vote.Rajoy had earlier accepted the king’s mandate to form a government, but he has yet to say when or if he will seek the confidence of parliament.The offer by Ciudadanos’ leader, Albert Rivera, whose party has 32 MPs in the 350-seat chamber, could help end the deadlock that arose after an inconclusive general election last December.It would give Rajoy 169 votes in an investiture vote - seven shy of a majority - and make it more palatable for other parties to agree to facilitate a PP government.“Rivera’s demands seem very acceptable and, in general right for the country’s necessary democratic renewal,” the right-leaning El Mundo newspaper said in an editorial. “Everything suggests the PP will accept them.”A PP-Ciudadanos deal would be welcomed by many investors since it would reduce the uncertainty of yet another election in the eurozone’s fourth-largest economy, and would increase the likelihood of a business-friendly PP budget and reforms.Until now, the entrenched positions of the four largest parties made it look as if the PP could at best build a minority, short-term government.Ciudadanos had previously offered to abstain at a second investiture vote, but now the party leader, Rivera, is not ruling out entering a PP coalition if conditions are met.The most urgent task for the next government is to draw up a spending limit and budget to present to the European Commission by 15 October.-Slowing growth predicted-So far, the markets have been relatively sanguine about the political impasse. The economy is growing faster than the eurozone average, boosted by consumer demand, tourism and low interest rates.The PP government approved the 2016 budget last year when it had a majority.However, economists have sharpened their warnings in recent weeks.“Spain might remain without a functioning government for longer than expected,” warned risk management service Moody’s Analytics in a report released earlier this month.“As confidence sours, investment growth will decelerate to 3.9 percent in 2016 and further to 2.5 percent in 2017.”Companies are delaying the sort of investment decisions that could help cut Spain's unemployment, which is currently at 20 percent.They want to see what measures the next government will implement. Above all, it needs to make cuts worth 0.5 percent of GDP in 2017 and 2018 to bring its deficit down to a commission target of 2.2 percent, said a research note by Spanish bank BBVA.“The increase in the uncertainty of the economic measures that will be adopted over the next few years could take seven percentage points off the growth of private consumption in 2017,” said the note.The PP and Ciudadanos, a centrist party, may be able to find common ground on economic policy.However, if the two parties agree a pact, they will still need the Socialist Party to lend a few votes to reach a majority, since support from regional parties looks unlikely.Former Socialist prime minister Felipe Gonzalez has urged the Socialists to stand aside in order to let Rajoy govern. He said the Ciudadanos’ offer was “the first act of political responsibility since the elections”.The left-wing newspaper El Pais has also called for the Socialists to abstain from voting in a Rajoy investiture in order to allow him to form a government, writing in an editorial that the focus should be on making Spain governable again.In a sign of the public mood, even one of the Socialists’ media friends, actor Antonio Banderas, urged the party to abstain for the sake of the national interest."I don't think that by abstaining at a certain moment, that means you support the other [party’s] policies”, he said.

Ukraine visa deal hangs in the balance By Aleksandra Eriksson-aug 17,16-euobserver

BRUSSELS, Today, 09:23-The prospect of Ukrainians gaining visa-free travel to the EU is fading, amid a bitter row over the introduction of a computer system for public officials to declare their interests.The measure was the final remaining condition set by the EU to allow visa waivers.The government put the system online on 15 August, which was the agreed deadline.But the state service for government communications (SSSCIP) refused to certify the system, saying technical problems mean that the system was incapable of properly protecting information.The lack of certification means information from the system cannot be used to prosecute officials.Critics accused the SSSCIP of deliberately sabotaging the introduction of the system in order to protect corrupt officials.President Petro Poroshenko vowed last week that the system would be launched on time.“Electronic asset declarations will be launched on 15 August,” Poroshenko wrote on his Facebook page last Thursday (11 August). “I'm not considering another date and can't even hear of a delay! I'm asking you not to believe in rumours and speculation.”The system is linked both to the lifting of visas for Ukrainian citizens wishing to travel to the EU, as well as payment of the next tranche of funds from the International Monetary Fund and other financial assistance from the EU and the World Bank.Corruption is the main obstacle to granting Ukrainians visa freedom, an EU source told this website in June.The EU Delegation to Ukraine said it was “very disappointed and concerned” by the launch of an incomplete system.The delegation said the system needed to be certified “to ensure criminal liability for making false statements”.“This is essential for making such a system work and contribute to combating corruption, in accordance with Ukraine's commitments to the EU and to the international community,” the delegation wrote on Facebook.“From what we understand there are no substantive reason for withholding certification. Certification should be provided without further delay.”Ukrainians will be bitterly disappointed if the issue of e-declarations forfeits their chances at visa free travel. The deal has been negotiated for eight years already.But Yehor Sobolev, an MP of the Self-help party and head of the anti-corruption committee in Ukraine’s parliament, said his country needed “tough love” from the EU.”The position of our key international partner should be firm. Corruption means no visa freedom. Indeed, it is very easy for the Ukrainian government to implement anti-corruption legislation that we - the MPs - have adopted. And that is what Ukrainian society needs,” Sobolev told this website.

Russia-Iran co-operation in Syria sends message to US-[The Canadian Press]-August 17, 2016-YAHOONEWS

WASHINGTON — Russia's use of an Iranian air base to bomb targets in Syria sends a message to Washington as it weighs a military partnership with Moscow: Join us or we'll look to your enemies.Tuesday's missions were unprecedented. Iran allowed Russian warplanes to take off from its territory to strike opposition targets in Syria. The move came with little notice to the United States, which has watched helplessly the escalating bloodshed near Aleppo, the country's biggest city, and even offered an alliance with Russia against Islamic State and other extremist fighters as a way to get Syria's government out of the fight.The negotiations have dragged on for weeks. Russia has grown impatient, with top officials several times suggesting an imminent deal, only to have American officials counter that the sides weren't close. The bombing runs from a base near the Iranian city of Hamedan, 175 miles southwest of Tehran, may have been a reminder to the Obama administration that Moscow could be cozying up to Iran if Washington doesn't come around."The Russians are showing they have options in Syria while they have Washington over a barrel on Aleppo," said Andrew Tabler, a Syria expert at the Washington Institute for Near East Policy. He said the operations also cement Russia's alliance with Iran in the region.Russia and Iran have strongly backed Syrian President Bashar Assad's government throughout the five-and-a-half year civil war with rebel groups supported by the United States and allies such as Turkey and Saudi Arabia.But the West has been pinning its hopes on Moscow.When Russia intervened militarily in Syria last August, it claimed privately that its action would ultimately sideline Iran and its proxy Hezbollah force in Syria, making Assad more conciliatory in a peace process, according to U.S. and European diplomats.The argument was one of several by Russia that the U.S. and others have clung to as a potential pathway to peace, and which they hope to test when the U.N. sets up a new round of peace talks in coming weeks, even if they accuse Russia of failing countless previous challenges by persisting in bombing Assad's more moderate opponents.The latest Russian-Iranian co-ordination would suggest Tehran isn't being sidelined. It is virtually unheard of in recent Iranian history for a foreign power to use an Iranian base to stage attacks. And Russia had only used its own territory and assets inside Syria for such operations previously. If Russia is moving closer to the Assad-Iran-Hezbollah alliance, it could spell doom for Syria's besieged opposition.Secretary of State John Kerry called Russian Foreign Minister Sergey Lavrov on Tuesday to discuss the operations. Underscoring the U.S. confusion, State Department spokesman Mark Toner told reporters that Washington was "still trying to assess what exactly they're doing."Col. Christopher Garver, a U.S. military spokesman in Baghdad, said the Russians activated a communications link with coalition officials just ahead of the bomber mission.They "informed us they were coming through" airspace that could potentially put them in proximity to U.S. and coalition aircraft in Iraq or Syria, he said. Asked how much advance notice the Russians gave, Garver said: "We did know in time" to maintain safety of flight.The setup at the Iranian air base occurred very quickly, perhaps overnight, said U.S. officials, who weren't authorized to speak publicly on military matters and requested anonymity.One U.S. military official said the Russians flew four Tu-22 Backfire bombers to the Iranian air base, along with a Russian cargo plane loaded with the munitions for the bombers, just hours before the missions. Another official said that all the aircraft were back in Russia later Tuesday, suggesting that the action was a test or gesture, not the start of any permanent Russian presence in Iran.Flying missions out of Iran wouldn't appear to provide an advantage, though Russian officials said it enables heavier loads and lower costs. Russia maintains significant numbers of combat aircraft inside Syria, and it has flown long-range bomber missions from southern Russia.Syria's civil war has killed as many as a half-million people since 2011. Millions have fled as refugees, contributing to a global migration crisis. And the Islamic State has seized on the instability to become a worldwide terror threat.Syrian rebels and opposition activists reacted angrily to the news.The Russians "are taking advantage of the political vacuum that was left by America and Western countries that withdrew," said Paris-based Syrian opposition figure George Sabra.The deployment in Iran comes a day after Russia's defence minister said Washington and Moscow were near agreement on the proposed military partnership. U.S. officials said no agreement was close.The State Department's Toner said the Russian co-operation with Iran doesn't preclude the possibility of a U.S.-Russian partnership in Syria. But such an arrangement would become more difficult if it essentially meant a U.S.-Russia-Iran partnership.Toner also suggested Russia violated last year's U.N. security Council resolution enshrining the Iran nuclear deal. The resolution prohibits the supply, sale and transfer of combat aircraft to Iran unless approved in advance by the U.N. Security Council, something he said hadn't occurred.Russia said its planes targeted Islamic State militants and the al-Qaida-linked group formerly known as the Nusra Front in Aleppo, as well as in Deir el-Zour and Idlib, destroying five major ammunition depots, training camps and three command posts.The Russian planes flew over Iraq, apparently without the permission of Iraq's government, a U.S. official said.That by itself is hardly significant. Iran has flown supply and other missions over Iraq to Syria without permission. There is little Baghdad can do to stop those flights, and the U.S. has regularly turned its cheek.___Associated Press writers Zeina Karam and Bassem Mroue in Beirut, Nataliya Vasilyeva and Vladimir Isachenkov in Moscow, Lolita C. Baldor and Robert Burns in Washington, Nasser Karimi in Tehran and Jon Gambrell in Dubai contributed to this report.Bradley Klapper, The Associated Press

Turkey to release 38,000 prisoners from overcrowded jails-By EUOBSERVER-aug 17,16

Today, 09:21-Turkey is set to issue a decree to release 38,000 prisoners, justice minister Bekir Bozdag announced on Tuesday. Following the arrest of thousands of people in relation to July's coup attempt, some jails are reportedly so crowded that prisoners have to sleep in shifts. With some 3,000 prosecutors and judges among those who have been detained, Turkey's penal system is also overstretched.

Germany says Turkey supports terrorist groupsBy Aleksandra Eriksson-aug 17,16-euobserver

BRUSSELS, Today, 09:29-The German government believes that Turkey finances terrorist organisations such as Hamas and armed Islamist groups in Syria, a leaked document shows."The many expressions of solidarity and support actions by the ruling AKP and President Erdogan for the Egyptian MB (Muslim Brotherhood), Hamas and groups of armed Islamist opposition in Syria emphasise their ideological affinity with the (broader) Muslim Brotherhood,” the ministry of interior wrote in reply to a question by left-wing party Die Linke,Muslim Brotherhood is an Islamic organisation in Egypt, which came to power following the Egyptian revolution in 2012 but was removed in a coup a year later.It is considered a terrorist organisation by Egypt, but not by the EU and US.Hamas is an Islamist militant group controlling the Gaza Strip, a section of Palestinian territory which lies between Israel and Egypt. It is considered a terrorist organisation by the EU and the United States.The document also reportedly claims that Ankara has recently deepened its links with these groups, up to becoming "the central hub for Islamist groups in the Middle East region as a result of the gradually Islamicised domestic and foreign policy of Ankara since 2011”.It also said that a fourth of German nationals who travelled to Syria to join Islamic State or other jihadist groups, the so-called foreign fighters, were of Turkish origin.The ministry of interior had asked to keep the document secret.Germany is home to the largest Turkish diaspora in the world with roughly 3 million people of Turkish heritage living in the Bundesrepublik.But relations between the two counties have soured since the parliament voted to recognise the massacres of Armenians by Turkish Ottoman troops in 1915 as genocide.They suffered fresh controversy when chancellor Angela Merkel allowed for German comedian Jan Boehmermann to be prosecuted for having insulted Turkey’s president Recep Tayyip Erdogan.They have also deteriorated after the botched coup attempt of 15 July, which Ankara says was masterminded by an elderly Islamic teacher, Fethullah Gulen, living in the US.Germany condemned the attempt to seize power by military means. But it also fretted that Turkey’s post-coup purge of Gulen loyalists is spreading to German cities.Gulen-linked businesses in Germany have been pestered by Erdogan supporters. German-based Turkish mosques have also read out a sermon accusing Gulen that was sent to them by a religious authority in Ankara, reporting to the Turkish prime minister’s office.German politicians of different colours have urged Turkish-German citizens to identify with Germany, rather than Turkey, and not to take part in the purge.Meanwhile, a poll last week showed that the majority of Germans would like to stop Turkey’s EU membership talks.Accession talks aside, the EU and Turkey in March struck a deal to curb irregular migration in return for visa-free travel for Turkish nationals and other perks.Germany's European affairs minister Michael Roth, a Social Democrat, said on Tuesday that it would be difficult to fulfil the five remaining criteria that would grant Turkish citizens visa-free travel to the EU in October, as planned.But German finance minster Wolfgang Schaeuble, from Merkel’s centre-right CDU party, said that Germany must continue working with Ankara to uphold the migrant deal."I absolutely don't like what Erdogan is doing, but I do not think that we should end cooperation with him," Schaeuble said."It is in our own interest to keep working together."

Germany resumes weapons deliveries to Kurds in north Iraq-[Reuters]-August 17, 2016-YAHOONEWS

BERLIN (Reuters) - The German military on Wednesday said it had resumed deliveries of weapons to Kurdistan after the government of the northern Iraqi region vowed to ensure the arms did not end up on the black market.A defense ministry spokesman said Germany had delivered 70 tonnes of weapons, including 1,500 rifles, 100 shoulder-fired rockets and three armored vehicles, to the Kurdistan Regional Government in Erbil on Tuesday.Germany halted weapons deliveries in January after media reports that some weapons sent to Kurdistan to help it fight Islamic State militants had later been offered for sale on the black market.An investigation by the Kurdistan government completed earlier this year found that about 30 weapons of over 28,000 delivered by Germany had been sold illegally or lost. Kurdish authorities arrested several people as a result.Kurdish officials have signed a declaration that the weapons delivered on Tuesday will not be resold.Germany has sent over 30 shipments of weapon totaling more than 2,000 tonnes to the Kurdistan regional government since 2014, the ministry spokesman said.Germany's lower house of parliament, the Bundestag, in January agreed to increase the number of German soldiers training Kurdish Peshmerga forces in northern Iraq to 150 from 100.(Reporting by Andrea Shalal; editing by Andrew Roche)

Feds eyeing mandatory counselling for terror suspects under peace ponds: Goodale-[The Canadian Press]-August 17, 2016-YAHOONEWS

OTTAWA — The Liberal government is looking at making counter-radicalization counselling mandatory for people under anti-terrorism peace bonds, the public safety minister says.Ralph Goodale floated the idea one week after jihadi sympathizer Aaron Driver was killed by police in Strathroy, Ont.Driver, 24, was under a court-ordered peace bond intended to limit his activities but he was able to obtain explosives, plan an apparent attack and film a martyrdom video.Police got wind of his plans through a tip from the U.S. Federal Bureau of Investigation and intercepted him as he was leaving his southwestern Ontario home in a taxi.There were some ad hoc interventions aimed at helping deradicalize Driver but nothing deliberate and well-organized, Goodale said Wednesday after a speech to the Canadian Association of Chiefs of Police.The government is looking for ways to make peace bonds more effective — perhaps involving community outreach organizations — or to find alternatives to the tool, which is not a panacea, he said."It's not a perfect solution to every situation."About a dozen people are currently under anti-terrorism peace bonds.The RCMP has acknowledged that Driver was not under constant surveillance."That is obviously a lesson that one needs to look at very carefully, as a result of the incident in Strathroy," Goodale said. "And we are examining very carefully what we need to do to make our police and security activity more effective."Goodale said the government would move as rapidly as possible, but he stressed that good laws are not developed "in a panic."A federal consultation on national security, to conclude by the end of the year, must happen first, he said."We want do this right. Some of the problem with our laws in the past is they've been developed in a haphazard manner and have not had the intense scrutiny and consideration that they need in order to get it right," Goodale said."I've obviously got to do this in a coherent and sensible way, not scribbled down on the back of an envelope."As a first step, the Liberals plan to open a federal office of counter-radicalization to serve as a national focal point for counselling and intervention services. "We are in the process of recruiting the person that will lead the effort. And we are determined to get this office up and running toward the end of the summer, the beginning of the fall," Goodale said."The incident is Strathroy demonstrates how very important this priority is."— Follow @JimBronskill on Twitter-Jim Bronskill, The Canadian Press

India ready for Pakistan talks; U.N. alarmed by Kashmir violence-[By Fayaz Bukhari and Douglas Busvine]-17 August 2016-YAHOONEWS

SRINAGAR/NEW DELHI (Reuters) - India is ready to send its top diplomat to Pakistan for talks focused on fighting cross-border terrorism, sources at India's foreign ministry said on Wednesday, after a spike in tension in the disputed northernmost region of Kashmir.Indian Foreign Secretary Subrahmanyam Jaishankar was willing to attend talks on the invitation of his Pakistani counterpart, the sources said, stressing cross-border terrorism was central to the situation in Jammu and Kashmir state.The olive branch comes after 40 days of violent protests in Indian-ruled Kashmir set off by the killing by security forces of a field commander of Pakistan-based Islamic militant group Hizbul Mujahideen who enjoyed wide support.At least 64 people have died and thousands injured in clashes with security forces, denounced by Pakistan, which also claims the right to rule Jammu & Kashmir in a territorial dispute that dates back to partition in 1947.The Indian sources, who declined to be identified, made it clear, however, that India "rejects in their entirety the self-serving allegations regarding the situation in J&K, which is an integral part of India."Jammu and Kashmir (J&K) is the name of India's only Muslim-majority state that includes the disputed Kashmir region.A spokesman for Pakistan's foreign ministry declined to comment late on Wednesday, saying the government was preparing a response to the proposed Indian visit.A U.N. human rights official expressed "deep regret" at the failure of both the Indian and Pakistani authorities to grant access to the separate parts of Kashmir that each run to investigate allegations of serious human rights violations.U.N. High Commissioner for Human Rights Zeid Ra'ad Al Hussein said in a statement issued in Geneva it was unfortunate that sincere attempts by the United Nations to independently assess the facts in relation to reports of human rights violations had failed."Without access, we can only fear the worst," said Zeid.-DEADLY AMBUSH-The nuclear-armed neighbours, which have fought three wars since independence in 1947, both claim Kashmir in full but rule it in part.In the latest violence on Wednesday, militants killed three members of the Indian security forces when they ambushed an army convoy and then fired on a police jeep that came to the scene.In a worrying escalation the previous day, Indian security forces fired live rounds at a crowd of stone-throwing protesters in Kashmir's Baramulla district, killing five and wounding 10.Earlier, police and troops trying to control crowds had resorted to the use of shotguns, whose pellets are meant to incapacitate but not kill.But residents of Kashmir say the shotguns have inflicted severe injuries and even blinded hundreds of people including bystanders.Indian Prime Minister Narendra Modi ratcheted up tensions in his annual Independence Day speech on Monday, accusing Pakistan of glorifying terrorism.In a tit-for-tat escalation in the war of words between the neighbours, Modi said he had received messages of support from leaders in restive regions of Pakistan, in particular the troubled southwestern province of Baluchistan.India accuses Muslim Pakistan of supporting Kashmiri fighters while Pakistan accuses India of meddling in Pakistani trouble spots, in particular of helping separatists fighting the Pakistani state in resource-rich Baluchistan.Both sides deny the accusations.(Additional reporting by Stephanie Nebehay in Geneva and Tommy Wilkes in Islamabad; Editing by Janet Lawrence)

Rampaging South Sudan troops raped foreigners, killed local-[The Canadian Press]-August 17, 2016-YAHOONEWS

NAIROBI, Kenya — The soldier pointed his AK-47 at the female aid worker and gave her a choice."Either you have sex with me, or we make every man here rape you and then we shoot you in the head," she remembers him saying.She didn't really have a choice: By the end of the evening, she had been raped by 15 South Sudanese soldiers.On July 11, South Sudanese troops, fresh from winning a battle in the capital, Juba, over opposition forces, went on a nearly four-hour rampage through a residential compound popular with foreigners, in one of the worst targeted attacks on aid workers in South Sudan's three-year civil war. They shot dead a local journalist while forcing the foreigners to watch, raped several foreign women, singled out Americans, beat and robbed people and carried out mock executions, several witnesses told The Associated Press.For hours throughout the assault, the U.N. peacekeeping force stationed less than a mile away refused to respond to desperate calls for help. Neither did embassies, including the U.S. Embassy.The Associated Press interviewed by phone eight survivors, both male and female, including three who said they were raped. The other five said they were beaten; one was shot. Most insisted on anonymity for their safety or to protect their organizations still operating in South Sudan.The accounts highlight, in raw detail, the failure of the U.N. peacekeeping force to uphold its core mandate of protecting civilians, notably those just a few minutes' drive away. The Associated Press previously reported that U.N. peacekeepers in Juba did not stop the rapes of local women by soldiers outside the U.N.'s main camp last month.The attack on the Terrain hotel complex shows the hostility toward foreigners and aid workers by troops under the command of South Sudan's President Salva Kiir, who has been fighting supporters of rebel leader Riek Machar since civil war erupted in December 2013.Army spokesman Lul Ruai did not deny the attack at the Terrain but said it was premature to conclude the army was responsible. "Everyone is armed, and everyone has access to uniforms," he said.A report on the incident compiled by the Terrain's owner at Ruai's request, seen by the AP, alleges the rapes of at least five women, torture, mock executions, beatings and looting.The attack came just as people in Juba were thinking the worst was over.Three days earlier, gunfire erupted outside the presidential compound between armed supporters of the two sides, at the time pushed together under an uneasy peace deal. The violence quickly spread. By Monday, as both sides prepared to call for a cease-fire, some at the Terrain started to relax.And then the soldiers arrived. A Terrain staffer from Uganda said he saw between 80 and 100 men invade the compound after breaking open the gate."They were very excited, very drunk, under the influence of something, almost a mad state, walking around shooting off rounds inside the rooms," one American said.For about an hour, soldiers beat the American and fired bullets at his feet and close to his head. Eventually, he was told to leave. He made his way to the nearby U.N. compound and appealed for help.Meanwhile, soldiers were breaking into a two-story apartment block in the Terrain which had been deemed a safe house because of a heavy metal door guarding the apartments upstairs.The soldiers then sexually assaulted women and shot through the door of a bathroom where several people were hiding, said Jesse Bunch, an American contractor who was hit in the leg."We kill you! We kill you!" the soldiers shouted, according to a Western woman in the bathroom. "They would shoot up at the ceiling and say, 'Do you want to die?' and we had to answer 'No!'"The soldiers found John Gatluak, a South Sudanese journalist. The tribal scars on his forehead made it obvious he was Nuer, the same as opposition leader, Machar.The soldiers then forced the foreigners to stand in a semi-circle, said Gian Libot, a Philippines citizen.One soldier ranted against foreigners. "He definitely had pronounced hatred against America," Libot said, recalling the soldier's words: "You messed up this country. You're helping the rebels."Then Gatluak was hauled in front of the group. One soldier shouted "Nuer," and another soldier shot him dead.From the start of the attack, those inside the Terrain compound sent email, text and Facebook messages pleading for help."All of us were contacting whoever we could contact. The U.N., the U.S. embassy, contacting the specific battalions in the U.N., contacting specific departments," said the woman raped by 15 men.A member of the U.N.'s Joint Operations Center in Juba first received notice of the attack at 3:37 p.m., minutes after the breach of the compound, according to an internal timeline compiled by a member of the operations centre and seen by AP. The timeline shows other appeals for help.The American who was released requested help from three different U.N. battalions."Everyone refused to go. Ethiopia, China, and Nepal. All refused to go," he said."The peacekeepers did not venture out of the bases to protect civilians under imminent threat," Human Rights Watch said Monday in a report on abuses throughout Juba.Eventually, South Sudanese security forces entered the Terrain and rescued all but three Western women and around 16 Terrain staff. A private security firm rescued the rest the next morning.Asked why U.N. peacekeepers didn't respond to repeated pleas for help, the U.N. said it is investigating."Obviously, we regret the loss of life and the violence that the people who were in Hotel Terrain endured, and we take this incident very seriously," the deputy spokesman for the U.N. secretary-general, Farhan Haq, told reporters Monday.The U.S. Embassy, which also received requests for help during the attack, "was not in a position to intervene," State Department spokeswoman Elizabeth Trudeau told reporters Monday. She said the U.S. ambassador instead contacted local government officials.Samantha Power, the U.S. ambassador to the United Nations, said that "during the fighting throughout the city, the U.S. Embassy in South Sudan responded to distress calls from the compound and urgently contacted South Sudanese government officials, who sent a response force to the site to stop the attack.""We are deeply concerned that United Nations peacekeepers were apparently either incapable of or unwilling to respond to calls for help. We have requested and are awaiting the outcome of an investigation by the United Nations and demand swift corrective action in the event that these allegations are substantiated," she said in a statement.Jason Patinkin, The Associated Press

7 And Noah went in, and his sons, and his wife, and his sons’ wives with him, into the ark, because of the waters of the flood.
8 Of clean beasts, and of beasts that are not clean, and of fowls, and of every thing that creepeth upon the earth,

As floodwaters recede, disbelief mixes with determination-[Associated Press]-MICHAEL KUNZELMAN, MELINDA DESLATTE and KEVIN McGILL-August 17, 2016-YAHOONEWS

ALBANY, La. (AP) — The smell of muddy water hung heavy in the air as people began sorting through waterlogged belongings and ripping out carpets Wednesday in flood-wracked southern Louisiana, which now faces a long-term challenge of how to house thousands of displaced people.Even as the water receded in some areas, it was rising in other communities downstream, sending people fleeing to shelters.Officials painted a stark picture of the crisis: at least 40,000 homes damaged and 11 people killed in some of the worst flooding in Louisiana history. More than 30,000 people have been rescued since Friday.More than 110 state highways remained closed Wednesday, along with even more local roadways.Amid scattered reports of looting, Louisiana Gov. John Bel Edwards said parishes with widespread damage were being placed under curfew as of Tuesday night.Receding floodwaters left behind an atmosphere of determination to recover mixed with disbelief and uncertainty. Residents and business owners in the town of Albany repeatedly noted that the area had never flooded before — and flood insurance wasn't required.Residents donned surgical masks and began the back-breaking job of ripping out soggy carpet, drywall and insulation. They cleared out spiders and cockroaches that had bubbled up through the sewer grates.Chris Bankston was with workers mucking out his family-owned auto parts store Wednesday. He said his father opened the business close to 70 years ago. Water had never gotten within 200 yards of his business until the weekend, he said.By noon Tuesday, more than two dozen volunteers had arrived at Rhonda Brewer's Baton Rouge home, helping her take water-damaged belongings to the curb. Volunteers worked to remove wooden floor boards, sheet rock and insulation before the mold set in."The water was waist deep, so it's iffy if I can take the sheet rock and insulation half way or have to go to the ceiling," she said. "If we don't make it in time, we trash it."Officials started going house to house to ensure everyone was accounted for. They also searched countless cars caught in the flooding."I don't know we have a good handle on the number of people who are missing," the governor said.About 68,000 people have signed up for assistance from the Federal Emergency Management Agency, and the number is expected to rise. Twenty parishes were included in the federal disaster declaration.And help was coming from quarters beyond the federal government.Performer Taylor Swift told The Associated Press she is donating $1 million to flood relief."The fact that so many people in Louisiana have been forced out of their own homes this week is heartbreaking," the 26-year-old said in a statement. "I encourage those who can to help out and send your love and prayers their way during this devastating time."Entertainer Lady Gaga also said she's donating an unspecified amount to flood relief efforts-In Livingston Parish, one of the hardest-hit areas with about 138,000 people, an official estimated that 75 percent of the homes were a total loss.Officials from Livingston Parish were in Baton Rouge on Tuesday to talk to federal officials about getting temporary housing for their first responders — a sign of the housing crunch likely to come with so many people out of their homes for weeks and perhaps months.Rivers and creeks were still dangerously bloated south of Baton Rouge as water drained toward the Gulf of Mexico.Nearly 800 evacuees waited Tuesday in a makeshift Red Cross shelter in Gonzales at the Lamar Dixon Expo Center, a multipurpose facility that has hosted rodeos, car and truck shows and concerts.Floyd Melancon, 71, and his partner, Judy McGehee, 61, remained in the dark about how much water — if any — their Prairieville home received."My neighbor sent me a picture. Water was in the yard. I don't know where it's at right now," Melancon said. "Judy and I think it's come up since then."In the house for 14 years, the couple lacks flood insurance to cover repairs."We weren't in a flood zone. It had never flooded before," McGehee said.With flood insurance, homeowners are prone to draining savings accounts and relying on federal disaster programs to rebuild and repair.Insurance Commissioner Jim Donelon said in hard-hit Baton Rouge only 12 percent of residences are covered by flood insurance, and 14 percent in Lafayette — what he called "shocking."The governor said he is worried about "battle fatigue" setting in as rescuers and residents deal with day upon day of stress.The trauma was evident among people who went back to their homes.David Key used a small boat to get to his house in Prairieville and said it had taken on 5 inches of "muddy, nasty bayou water." There were fish and thousands of spiders, and mold had started to grow."I'm not going to lie, I cried uncontrollably," he said. "But you have to push forward and make it through. Like everybody says, you still have your family."___Kunzelman reported from Baton Rouge, Louisiana. Santana reported from New Orleans. In flood-hit Louisiana town, 'I lost everything' becomes painful refrain-[Reuters]-By Sam Karlin-August 17, 2016-YAHOONEWS

DENHAM SPRINGS, La. (Reuters) - With floodwaters engulfing her home in Denham Springs, Louisiana, over the weekend, Dana Dillon swam to her front door to rescue her cats and found furniture floating in chest-deep water.“I lost everything,” Dillon said on Tuesday, "I lost my car, I lost my trailer.”She was able to save her cats.As the floodwaters receded, Dillon was one of many in the city of about 10,000 people east of Baton Rouge who found their homes were destroyed by what has been described as record flooding in the Southern U.S. state. The deluge also left large parts of Denham Springs underwater.About 90 percent of the homes in Denham Springs took on water, local news reports said, adding few residents had flood insurance.Glynn Moore returned on Tuesday to survey the damage to her small, white house, with a tin roof. The structure was raised on bricks about 5 feet off the ground.“It's just amazing,” Moore said as she walked down a neighborhood street littered with debris, flood-damaged cars and fences ripped apart. “It just came up so quick."Floods hit her neighborhood on Friday, but the family stayed at the house as initial levels receded. Floods came again on Saturday and when the water was thigh-deep outside and approaching the porch, the family evacuated.Nearby, an outdoor deck swept away by floodwaters came to rest atop a white picket fence, turned brown by the muddy water. The smell of stagnant water and floating garbage filled the air.Statewide, at least nine people have died in the flooding that damaged about 40,000 homes, officials said. Almost all the homes in Denham Springs were without power as of Tuesday.At Christ Community Church a few miles from the Moore residence, national guardsmen, fire officials and church members helped a few dozen residents with their medical needs and supplied them with food and clothing.About 1,000 people came through the church on Saturday when homes first took on significant amounts of water and the Federal Emergency Management Agency set up tables to help residents register for federal aid.“I've never seen it this bad,” said Moore's daughter Aisha, adding the house had been with the family for more than 60 years.(Writing by Jon Herskovitz; Editing by Peter Cooney)

HOSEA 4:1-3
1 Hear the word of the LORD, ye children of Israel: for the LORD hath a controversy with the inhabitants of the land,(EARTH) because there is no truth, nor mercy, nor knowledge of God in the land.
2  By swearing, and lying, and killing, and stealing, and committing adultery, they break out, and blood toucheth blood.
3  Therefore shall the land mourn, and every one that dwelleth therein shall languish, with the beasts of the field, and with the fowls of heaven; yea, the fishes of the sea also shall be taken away.

2  I will utterly consume all things from off the land, saith the LORD.
3  I will consume man and beast; I will consume the fowls of the heaven, and the fishes of the sea, and the stumblingblocks with the wicked; and I will cut off man from off the land, saith the LORD.

Fish kill in Montana river estimated at more than 10,000-[Associated Press]-August 17, 2016-YAHOONEWS

BOZEMAN, Mont. Monstrous California wildfire drives over 80,000 from homes-[The Canadian Press]-August 17, 2016-yahoonews

SAN BERNARDINO, Calif. — California's newest huge wildfire advanced on thousands of homes Wednesday, feeding on drought-stricken vegetation and destroying an untold number of structures as it expanded to nearly 47 square miles.Flames climbed the flanks of the San Gabriel Mountains toward the town of Wrightwood, where authorities said that only half of the community's 4,500 residents had complied with evacuation orders.Officials estimated that more than 34,000 homes and some 82,000 people were under evacuation warnings."This is not the time to mess around," said Battalion Chief Mark Peebles of the San Bernardino County Fire Department. "If you are asked to evacuate, please evacuate."Less than 24 hours after the blaze began 60 miles east of Los Angeles, the fire command assembled a fleet of 10 air tankers, 15 helicopters and an army of 1,300 firefighters, many of them just off the lines of a wildfire that burned for 10 days just to the east.At a dawn briefing, half the firefighters raised their hands when an official asked how many had just come from the earlier blaze, part of a siege of wildland infernos up and down California this year.The fire erupted late Tuesday morning in Cajon Pass, a critical highway and rail corridor through mountain ranges that separate Southern California's major population centres from the Mojave Desert to the north.Countless big rigs were parked on both sides of the pass, waiting for Interstate 15 and a web of other roads to reopen. Alternate routes involved significant detours. The pass is a major route for travel from the Los Angeles region to Las Vegas and also carries significant daily commuter traffic for high desert residents.The speed of the fire's spread astonished those in its path."This moved so fast," said Darren Dalton, 51, who along with his wife and son had to get out of his house in Wrightwood. "It went from 'Have you heard there's a fire?' to 'mandatory evacuation' before you could take it all in. This is a tight little community up here. Always in rally mode. Suddenly it's a ghost town."Hundreds of cars packed with belongings and animals left the town. The air for miles around the blaze was filled with smoke. The sound of explosions — possibly from ammunition stored in homes — could be heard in the distance.Shannon Anderson of Blue Mountain Farms horse ranch in Phelan had to evacuate 40 horses as the fire approached. "It's raining ash," Anderson said, breathing hard.The fire erupted in a landscape ready to burn after years of drought. The weather at the time was hot, dry and windy — conditions not expected to begin easing until late Thursday or Friday.Devouring ranchlands, the blaze surged west to the Los Angeles County line and north to the Mojave Desert.Eric Sherwin of the San Bernardino County Fire Department confirmed Tuesday night that the flames had burned at least a dozen buildings, some of them homes. He said he had seen all kinds of things burn, including the Summit Inn, a historic diner near I-15."I'm looking up here and I'm seeing buses. I'm seeing outbuildings. I'm seeing houses," he said.The blaze was among several large fires burning up and down California, from Shasta County in the far north to Camp Pendleton Marine base in San Diego County. It came after several steady weeks of major fires around the state, even though the full force of the traditional fire season has yet to arrive.Gov. Jerry Brown declared a state of emergency in the area within hours of the latest fire breaking out, a move that more often comes after a blaze has done several days of destruction.Six firefighters were briefly trapped by flames at a home where the occupants had refused to leave, forcing the crew to protect the house, fire officials said."We were fully engulfed in smoke," firefighter Cody Anderson told KCBS-TV. "It was really hard just to see your hand in front of your face.""We just hunkered down and sat there and waited for the fire to blow over," he said.Anderson and another firefighter were treated for minor injuries.As that fire surged, a major blaze north of San Francisco was fading, and about 4,000 people in the town of Clearlake were allowed to return home.Their relief, however, was tempered with anger at a man who authorities believe set the blaze that wiped out several blocks of a small town over the weekend along with 16 smaller fires dating back to last summer.Investigators in Northern California said Tuesday that they had been building a case against the suspected arsonist, 40-year-old construction worker Damin Anthony Pashilk, for more than a year. But they did not have enough evidence to make an arrest until the weekend blaze ripped through Lower Lake.The fire destroyed 175 homes and other structures in the working-class town of Lower Lake."What I'd do to him, you don't want to know," said Butch Cancilla, who saw his neighbour's home catch fire as he fled on Sunday. Cancilla still does not know the fate of his own home."A lot of people want to hang him high," his wife, Jennie, added.An attorney listed as representing Pashilk did not return a call requesting comment. Pashilk is scheduled to be arraigned Wednesday.___Associated Press writers John Antczak, Robert Jablon and Andrew Dalton in Los Angeles, Sudhin Thanawala in Lakeport, Christine Armario in Wrightwood, Kristin J. Southern California wildfire rages unchecked after evacuations-[Reuters]-August 17, 2016-YAHOONEWS

(Reuters) - Hundreds of firefighters were battling a wildfire raging out of control in drought-stricken Southern California on Wednesday after flames forced more than 80,000 residents to flee and charred more than 30,000 acres (12,140 hectares) of heavy brush, officials said.The Bluecut Fire, which erupted on Tuesday morning north of the city of San Bernardino in an area called the Cajon Pass, was zero percent contained and has destroyed an unknown number of structures, fire officials said.Authorities on Tuesday issued evacuation orders for some 34,500 homes near Interstate 15, the main freeway between Las Vegas and the Los Angeles area, a stretch of which was closed indefinitely.Smoke from the fire could be seen and smelled as far away as Las Vegas, more than 200 miles (321 km) northeast, fire officials in the area said early on Wednesday.Six firefighters were trapped for a time by flames in the effort to evacuate residents and defend homes, but managed to escape after two of the firefighters suffered minor injuries, federal and local officials said in a statement. The cause of the blaze is still under investigation.About 600 miles (970 km) to the northwest, crews made headway against a Northern California wildfire that has destroyed more than 175 homes and businesses.The so-called Clayton Fire was 40 percent contained on Wednesday morning, according to the California Department of Forestry and Fire Protection. It has charred 4,000 acres (1,620 hectares) in and around the community of Lower Lake since Saturday evening, forcing hundreds to flee.Damin Pashilk, a 40-year-old arrested on suspicion of setting that blaze, and several others in the area over the past year, is set to appear in court on Wednesday.California Governor Jerry Brown on Tuesday declared a state of emergency in San Bernardino County for the Bluecut Fire, which allows state agencies to come to the assistance of local officials. He had issued emergency declarations on Monday for the Clayton Fire and another in Central California, the Chimney Fire.(Reporting by Alex Dobuzinskis in Los Angeles and Curtis Skinner in San Francisco; Editing by Kevin Liffey and Alistair Bell)

The beat and heat goes on: NOAA says July hottest on record-[The Canadian Press]-August 17, 2016-yahoonews

WASHINGTON — More federal scientists have confirmed we just sweated through Earth's hottest month on record.The National Oceanic and Atmospheric Administration calculates that last month's average global temperature was 62.01 degrees (16.67 degrees Celsius). That beats the old record set in July 2015 by a ninth of a degree and is 1.57 degrees above the 20th-century average. July is Earth's hottest month.It's the 15th consecutive global heat record. Records go back to 1880.January through July is also beating out 2015 for hottest year-to-date by .34 degrees (.19 Celsius).NASA and Japan's weather office earlier proclaimed July 2016 the hottest on record. The British meteorological office hasn't calculated the number yet. 8 Which alone spreadeth out the heavens, and treadeth upon the waves of the sea.(THESE SAME MEORITES MIGHT POISON ALL THE EARTHS WATERS ALSO)
9 Which maketh Arcturus, Orion, and Pleiades, and the chambers of the south.(AND IT IS INTERESTING GOD THRONE IS IN THE NORTH.AND FROM THE SOUTH THESE METEORITES WILL BE FALLING ON EARTH)

Historically, the Pleiades were seen as a group of seven stars – its brightest stars: Alcyone, Atlas, Electra, Maia, Merope, Taygeta and Pleione are visible to the keen naked eye. However modern observations show that this most famous of open clusters is comprised of several hundred stars wreathed in intricately structured nebulosity.As the Pleiades cluster is close to the ecliptic (within 4°) in the constellation of Taurus it is a spring and autumnal 'seasonal' object in both the northern and southern hemispheres. Being close to the ecliptic, there are frequent occultations of the cluster with the Moon and planets. To our superstitious ancestors these were, no doubt, portentious events. Likewise, the apparent annual motion of the cluster would have been highly significant. The heliacal (near dawn) rising of the Pleiades in spring in the northern hemisphere has from ancient times augured the opening of the seafaring and farming season: while its dawn autumnal setting marked the season's end.And also Spring and fall are Bird migration seasons in Israel.It would not surprise me if Israeli wars are not fought around the time of the Pleiades-Orion happenings.The Bible contains three direct references to the Pleiades in Job 9:9 and 38:31, and Amos 5:8, and a single indirect reference in the New Testament. This latter passage (Revelation 1:16) describes a vision of the coming of the Messiah – who holds, in his right hand, seven stars.Well since the meteors do hit the earth in the last 6 months of the 7 year tribulation period.I believe.Jesus' return will be only 6 months or so from happening.So this Pieades (meteorites) earth hit would be warning the world that Jesus is about to return to earth literally.
8 Seek him (GOD) that maketh the seven stars (plieades) and Orion, and turneth the shadow of death (darkness) into the morning, and maketh the day dark with night: that calleth for the waters of the sea, and poureth them out upon the face of the earth: The LORD is his name:

JOB 38:31-33
31 Canst thou bind the sweet influences of Pleiades, or loose the bands of Orion? (BIND AND LOOSE THESE STARS)(GOD GIVES US A HINT-THESE ARE THE ONES THAT FALL TO EARTH)
32 Canst thou bring forth Mazzaroth in his season? or canst thou guide Arcturus with his sons?
33 Knowest thou the ordinances of heaven? canst thou set the dominion thereof in the earth? (GOD TELLS US-I CAN THROW THESE STARS TO EARTH-I AM IN CONTROL OF ALL THINGS)

MATTHEW 24:29-31
31 And he shall send his angels with a great sound of a trumpet, and they shall gather together his elect from the four winds, from one end of heaven to the other.(HERES THE RAPTURED CHRISTIANS FROM 7 YEARS EARLIAR-BEING GATHERED TOGETHER TO RETURN BACK TO EARTH WITH JESUS)(FOR US TO LIVE ON EARTH FOREVER WITH JESUS)

12 And I beheld when he had opened the sixth seal, and, lo, there was a great earthquake; and the sun became black as sackcloth of hair, and the moon became as blood;
13 And the stars (METORITES) of heaven fell unto the earth, even as a fig tree casteth her untimely figs, when she is shaken of a mighty wind.
14 And the heaven departed as a scroll when it is rolled together; and every mountain and island were moved out of their places.
15 And the kings of the earth, and the great men, and the rich men, and the chief captains, and the mighty men, and every bondman, and every free man, hid themselves in the dens and in the rocks of the mountains;
16 And said to the mountains and rocks, Fall on us, and hide us from the face of him that sitteth on the throne, and from the wrath of the Lamb:
17 For the great day of his wrath is come;(LAST HALF OF THE 7 YR TRIB) and who shall be able to stand?

8 And the second angel sounded, and as it were a great mountain burning with fire was cast into the sea: and the third part of the sea became blood;
9 And the third part of the creatures which were in the sea, and had life, died; and the third part of the ships were destroyed.
10 And the third angel sounded, and there fell a great star (ASTEROID) from heaven, burning as it were a lamp, and it fell upon the third part of the rivers, and upon the fountains of waters;
11 And the name of the star (ASTEROID) is called Wormwood:(bitter,Poisoned) and the third part of the waters became wormwood; and many men died of the waters, because they were made bitter.(poisoned)
12 And the fourth angel sounded, and the third part of the sun was smitten, and the third part of the moon, and the third part of the stars;(LITERAL STARS) so as the third part of them was darkened, and the day shone not for a third part of it, and the night likewise.(HERES WERE THE ASTEROID HIT BLOCKS THE SUN AND MOON-SHORTENING THE DAYLIGHT HOURS TO 8 HOURS A DAY ONLY)
13 And I beheld, and heard an angel flying through the midst of heaven, saying with a loud voice, Woe,(1) woe,(2) woe,(3) to the inhabiters of the earth by reason of the other voices of the trumpet of the three angels,which are yet to sound!

NASA passes major milestone, now says it needs help redirecting an asteroid-[Digital Trends]-Dyllan Furness-August 16, 2016-YAHOONEWS

NASA wants to deflect an asteroid but now it says it will need some help. The plan is part of the Asteroid Redirect Mission (ARM), in which the agency hopes to capture part of an asteroid and drag it back to Earth within the next decade.From September 2016 until August 2018, the agency will accept proposals from private companies for its ARM Umbrella for Partnerships (ARM-UP) in areas such as partner-provided payloads and experimentation on the asteroid.NASA’s asteroid capture mission consists of two distinct stages planned for 2021 and 2026 respectively.During the first stage, called the Asteroid Redirect Robotic Mission (ARRM), the agency will send a robotic vessel to a near-Earth asteroid where it will survey the surface in a series of close flybys. After identifying a manageable boulder, the vessel will descend on the asteroid, capture the boulder, lift off, and drag the object back to lunar orbit. However, just before the vessel travels to the Moon, it will perform a “planetary defense demonstration,” in which it will use the gravitational attraction between the asteroid and the spacecraft to gently deflect the asteroid’s trajectory.Astronauts will travel to the boulder aboard an Orion spacecraft in the second phase, the Asteroid Redirect Crewed Mission (ARCM). In this mission, the crew will collect asteroid samples and return them to Earth for study, which NASA says will mark the single biggest haul of asteroid material ever returned to Earth by a space mission. They hope the material will provide insight into the origin of life of Earth and the potential value of asteroid resources, including water and organic compounds.NASA’s call for proposals comes as ARM passes its Key Decision Point-B review, a milestone that includes approval for the robotic mission’s content, costs, and schedule.Although ARM has a practical goal, NASA considers the mission an important step in demonstrating new space technologies — such as a highly advanced solar electric propulsion system — which may one day help astronauts travel to Mars.

More than 500 evacuated in ship fire near Puerto Rico-[The Canadian Press]-August 17, 2016-yahoonews

SAN JUAN, Puerto Rico — More than 500 passengers and crew were being evacuated on Wednesday from a burning ship about a mile off Puerto Rico's north coast.The fire was still burning aboard the Caribbean Fantasy, a combination cruise and ferry vessel, as the U.S. Coast Guard began bringing passengers into the San Juan harbour while helicopters whirred overheard.The Coast Guard said all passengers had been evacuated, though it was still rescuing 26 crew members.The ship was arriving in San Juan when the fire broke out, Coast Guard spokesman Ricardo Castrodad said.Gyno Funes said he was one of two mechanics in the control room when a hose carrying fuel burst open and caught on fire."We were trying to extinguish it for two hours, but couldn't," said the other mechanic, Marlon Doblado, after the two reached shore.The extent of injuries was not immediately clear. Several dozen people who were carried in on stretchers were being treated for dehydration, high blood pressure and respiratory problems from the smoke, said fire department spokesman Juan Vega. One stretcher held a man hooked up to an IV who was cradling a bawling newborn baby clad only in a diaper.The injured were followed by a small group of children who held hands as they disembarked the Coast Guard boats.The mostly Dominican passengers included dozens of school-age athletes headed to competitions in Puerto Rico, including a 22-member cycling team, a girls' volleyball team and a boys' baseball team.Passengers found to be in good health were loaded onto city buses to be taken out of the area. They included Fiordalise Pitchard, who travelled to Puerto Rico on vacation."I feel nervous," she said, her hands trembling. "I was in the restaurant when I saw the smoke. I'm giving all the glory to the Lord today."Anguished relatives of passengers, including Hilda Pereira, pushed their way onto the scene. Her daughter, whom she has not seen for 14 years, was aboard the boat.Pereira said she was at the beauty salon when her sister called to notify her."She said, 'You need to be strong,'" Pereira said. "The ferry has caught on fire."The fire erupted in the engine room and was spreading to the rest of the ship, Miami-based Coast Guard spokeswoman Marilyn Fajardo said by phone.The ships run several times weekly between Puerto Rico and the Dominican Republic..Danica Coto, The Associated Press
