Iran gets first missile shipment for S-300 system-Projectiles indicate Russia is selling a more advanced model to Tehran, Iranian reports say-By Times of Israel staff July 18, 2016, 1:25 pm

Iran has received the first batch of missiles for the S-300 missile defense system, the Iranian Tasnim news agency reported on Monday. The news agency said the missiles indicate that Moscow is supplying Tehran with the advanced S-300 PMU2 system rather than the PMU1, information it said has been kept under wraps.Russia began delivery of the S-300 missile defense system to Iran in April, according to the Iranian foreign ministry. The sale of the S-300 system has been reported by both Russia and Iran as imminent since the signing of the nuclear deal last year.In April, Iranian Foreign Ministry spokesman Jaberi Ansari told local media that the delivery of the system had already begun.“We had already announced that despite several changes in time of delivery, the deal is on its path of implementation. Today I should announce that the first part of these equipment has arrived in Iran and delivery of other parts will continue,” Ansari said, according to the Mehr news agency.Video is posted on #IRGC's military.ir and claimed as video of first S-300 delivery to #Iran. Not clear real or fake pic.twitter.com/dgOlg1kKhx— Babak Taghvaee (@BabakTaghvaee) April 10, 2016-The Russian-made missile defense system is one of the most advanced of its kind in the world, offering long-range protection against both airplanes and missiles. In 2010 Russia froze a deal to supply the system to Iran, linking the decision to UN sanctions instituted because of Tehran’s nuclear program. Putin lifted the suspension in July 2015, following Iran’s deal with six world powers that curbed its nuclear program in exchange for relief from international sanctions.Israel has long sought to block the sale to Iran of the S-300 system, which analysts say could impede a potential Israeli strike on Tehran’s nuclear facilities. Other officials have expressed concern that the systems could reach Syria and Hezbollah, diluting Israel’s regional air supremacy. The Israeli Air Force has trained for a scenario in which it would have to carry out strikes in Syria or Iran on facilities defended by the Russian-made S-300 air defense system. In an interview late last year, IAF commander Maj. Gen. Amir Eshel said the S-300 was a “significant but not insurmountable challenge” for the IAF.Judah Ari Gross contributed to this report.

Iran conducts 4th missile test since signing nuke deal-North Korean-developed rocket explodes after launch, just days after Tehran vows to defy UN resolution on tests-By Times of Israel staff and AP July 17, 2016, 1:04 am

Iran this week conducted its fourth ballistic missile test since it signed the nuclear deal with world powers last year, FOX News reported Friday, citing intelligence officials. The test failed.Tehran’s new ballistic missile, made using North Korean technology, exploded shortly after launch outside the city of Isfahan overnight Tuesday, the sources said.According to the report, the maximum range of the missile is 2,500 miles (4,000 kilometers), more than twice the distance between Tehran and Jerusalem. The launch came days ahead of the anniversary of the nuclear rapprochement deal signed on July 14 between the Islamic Republic and major world powers.Though not banned by the 2015 agreement, the launch violates United Nations resolution 2231, that bans Tehran from ballistic missiles testing for eight years.Last week, Iran said it would continue its ballistic missile program after UN Secretary-General Ban Ki-Moon said the missile tests were not in the spirit of the nuclear deal.In comments published on Iran’s foreign ministry website July 8, spokesman Bahram Ghasemi said that “Iran will strongly continue its missile program based on its own defense and national security calculations.”He said that Iran’s missile program was not linked to the nuclear deal and did not conflict with the UN Security Council resolution endorsing the agreement.Later that day, Tehran dismissed Ban’s report as biased and urged him to produce “a fair and realistic report.”-Reuters on Friday quoted an Iranian Foreign Ministry source as telling Iran’s semi-official Tasnim news agency that, “I suggest that Mr. Ban give a fair report … in which he also mentions America is not fulfilling its commitments under the deal.”In his first six-monthly report to the UN Security Council on implementation of a resolution endorsing the deal, Ban called on Iran to stop conducting ballistic missile launches. He said such actions could increase tensions in the Middle East. But Ban’s report stopped short of saying the missile launches were a violation of the resolution. The resolution “calls upon” Iran not to launch any ballistic missiles capable of delivering a nuclear weapon. But when several Iranian test-firings were raised in the Security Council in March, Russia said the launches did not violate the resolution because “a call” is not a demand.Iran underlined in the report that it had never sought to acquire nuclear weapons and never would. It said the resolution does not prohibit legitimate and conventional military activities. The resolution, which was adopted on July 20, 2015, authorized measures leading to the end of UN sanctions. When the UN nuclear agency certified in mid-January that Iran had met all of its commitments under the nuclear deal, many Western economic sanctions that had been in place for years were lifted, unlocking access to some $100 billion in frozen assets and sparking a rush of high-level visits by western leaders, as well as business deals. But Iran is still subject to a UN arms embargo and other restrictions, and the UN resolution includes a provision that would automatically reinstate sanctions if Tehran reneges on its promises. The US, France, Britain and Germany called in March for the Security Council to discuss “appropriate responses” to Iran’s ballistic missile activity, which they said were “destabilizing and provocative.”But no action has been taken, and the divisions in the council on whether the ballistic missile launches violated the UN resolution make it unlikely that Iran will face new sanctions.

IDF razes home of accused accomplice in Jerusalem attack-Soldiers come under fire as they destroy residence of Palestinian who allegedly supplied gun used to kill border guard in February-By Times of Israel staff July 18, 2016, 9:15 am

IDF soldiers descended on the West Bank town of Qabatiya, near Jenin, early Monday morning and destroyed the home of a Palestinian accused of being an accomplice in an attack that killed a border policewoman in Jerusalem, the army said.Balal Abu Zeid allegedly supplied a gun and drove the attackers who killed Hadar Cohen, 19, in a shooting and stabbing attack at the Damascus Gate of the Old City in February. The three attackers who carried out the attack were armed with rifles, knives and two pipe bombs. They were killed by police at the scene, and their families’ homes were destroyed in April.-During the pre-dawn IDF operation, Palestinians rioted and attacked the soldiers with guns and explosives. The troops shot three gunmen, the army said in a statement, without elaborating on the nature of the injuries sustained by the three. There were no reports of injuries to Israeli forces. The apartment, which was on the second floor of a two-story building, was destroyed, but the main structure was left intact.Earlier this month the High Court of Justice rejected an appeal by Abu Zeid’s father against the demolition of the home, where the alleged accomplice lived with his parents and siblings, including two minors. In their decision, the High Court justices wrote that Abu Zeid played a “very significant role” in the attack.During his testimony, Abu Zeid confessed to aiding the attackers but said he had declined to join them in carrying out the attack. “I refused and told them that I wanted to stay alive and kill Jews,” he was quoted as saying.Cohen, the border guard, died hours after being shot in the head and stabbed in the neck. She had been drafted into the Border Police only two months earlier, and was still in training at the time of the attack. Two other policewomen were wounded.Cohen was part of a three-member squad that spotted the three Palestinians behaving suspiciously and asked to see their identification papers. As one attacker withdrew his ID card, the others opened fire and pulled out knives to attack the officers.According to police, Cohen managed to return fire before she was mortally wounded, despite being surprised by the attackers.Israel frequently demolishes the family homes of accused attackers, but rarely does so for accomplices in attacks. Rights groups have argued the measure is unlawful, but Israel says it deters would-be attackers. In other overnight activities Sunday, security forces seized a pistol and ammunition in the West Bank city of Hebron.

Palestinian carrying bombs tries to board light rail in Jerusalem-Alerted by security guard at tram stop, police close off Jaffa Road and search suspect, find several explosive devices in his bag-By Times of Israel staff July 17, 2016, 9:36 am

Police in downtown Jerusalem on Sunday morning arrested a Palestinian man who was found to be carrying explosives and knives in his backpack. The suspect, identified as a West Bank resident, was detained near the light rail stop on Jaffa Road after he raised the suspicions of a security guard.Police said the man was standing “behind the stop, with a bag in his hand.” When the guard asked to examine the contents of the bag, he noticed a bomb and called police.Sappers were promptly deployed to the scene and the road was closed off, along with the adjacent King George Street.Police said the man was found to be carrying “a number of pipe bombs” and had been arrested and taken in for questioning. A later police statement said that sappers disarmed “three pipe bombs wired together.” Mobile phones and knives were also in the backpack.A video from the scene showed police pointing their guns at the suspect, who lay on the ground near the train stop. A second clip showed sappers strip-searching him, apparently for explosives.Media reports said the man was a resident of Beit Ula, near Hebron in the West Bank. Police said he was “in his 20s.”“This morning, thanks to the vigilance of the light rail security guards, a large terror attack was averted,” said Jerusalem Mayor Nir Barkat. “Our message to the public is to return to their normal routines, to remain vigilant, and to never give in to terror.”The light rail has resumed its service.Since October, 35 Israelis and four foreign nationals have been killed in a spate of car-ramming, stabbing, shooting, and bombing attacks. Some 215 Palestinians have also been killed. Israel says most of the Palestinians killed were involved in attacks or clashes.AFP contributed to this report.

Over 16,000 purged in Turkey as West warns Ankara over crackdown-Some 7,500 people have been arrested and another 9,000 fired after failed putch; US and EU urge Ankara to respect rule of law-By AFP July 18, 2016, 4:31 pm-THE TIMES OF ISRAEL

The United States and European Union on Monday sternly warned Turkey to respect the rule of law after President Recep Tayyip Erdogan’s government launched a massive crackdown following the failed coup, arresting over 7,500 people and sacking more than 9,000.Germany and the EU also said any move by Turkey to reinstate the death penalty for the coup plotters would derail Ankara’s long-stalled membership bid.US Secretary of State John Kerry and EU foreign policy chief Federica Mogherini said in Brussels that Friday’s attempted putsch was “no excuse” for excessive action.“We will certainly support bringing the perpetrators of the coup to justice but we also caution against a reach that goes well beyond that,” Kerry told a press conference with Mogherini. The EU and US “urge the government of Turkey to uphold the highest standards of respect for the nation’s democratic institutions and the rule of law,” he added.Mogherini said as EU foreign ministers met that the “rule of law has to be protected in the country, there is no excuse for any steps that take the country away from that”, adding that it was “for the sake of the country.”The EU commissioner dealing with Turkey’s long-stalled bid for membership of the bloc said it appeared that the government had already prepared a list before the coup of people to be rounded up.“I mean, (that) the lists are available already after the event indicates that this was prepared and at a certain moment should be used,” enlargement commissioner Johannes Hahn told reporters.German Chancellor Angela Merkel’s spokesman denounced “revolting scenes of caprice and revenge against soldiers on the streets” after disturbing pictures emerged of the treatment of some detained suspects. After Erdogan said Sunday that Turkey would consider a return of capital punishment, spokesman Steffen Seibert said such a move “would mean the end of EU membership talks.”Mogherini was quick to echo the German position.“Let me be very clear… no country can become an EU state if it introduces the death penalty,” she said.Turkey has called on Washington to hand over exiled Muslim cleric Fethullah Gulen, Erdogan’s chief foe, over the failed coup, but Kerry said Ankara must produce proof. He said he had told Turkey’s foreign minister “to make certain that in whatever portfolio and request they send us, they send us evidence, not allegations.”Turkey’s attempts to join the 28-nation European Union have been hobbled in recent years by concern over the increasingly authoritarian Erdogan’s record on human rights and press freedom. But the EU agreed to speed up its membership bid and give visa-free travel to Turks as part of a migrant crisis deal in which Ankara agreed to take back people landing in the Greek islands.French Foreign Minister Jean-Marc Ayrault said that “the rule of law must prevail.”“France has condemned the coup, you can’t accept the military taking power,” he said. “At the same time we have to be vigilant that the Turkish authorities don’t put in place a system which turns back democracy.”Belgian Foreign Minister Didier Reynders also urged restraint, saying: “It’s normal to punish those involved in the coup, but it’s (also) normal to ask for respect for the rule of law.”
