Jewish Home leader Naftali Bennett said Saturday that while he vehemently opposes the establishment of a Palestinian state, he does back the formation of “a Palestinian autonomy on steroids.”The education minister told Channel 2’s “Meet the Press” that such an agreement would include imposing full Israeli rule over Area C, which constitutes over 60 percent of the West Bank.Bennett has previously spoken of a “Stability Plan” in which Palestinians living in areas A (under full Palestinian control) and B (under joint Israel-Palestinian control) would govern themselves, without Israeli interference, but without true independence. Area C, which houses all Israeli settlements, would be annexed to Israel. The tens of thousands of Palestinians living in that region would be offered full Israeli citizenship, under the plan.In the interview, segments of which were aired on Thursday, Bennett said he was not opposed to holding talks and pursuing diplomacy with the Palestinians but warned that he would topple the Likud-led government if necessary in order to prevent the establishment of a Palestinian state.Responding to recent promises made by Prime Minister Benjamin Netanyahu and Defense Minister Avigdor Liberman to pursue a peace agreement with the Palestinians, Bennet vowed that “as long as we are here [in the coalition], a Palestinian state will not be established… and Jerusalem will not be divided.”He added that his party would “stand as a fortified wall against historic mistakes,” making a reference to the Hebrew name of Operation Protective Edge, Israel’s 2014 conflict with Hamas in Gaza.He noted that Palestinian statehood was not part of the government’s policy guidelines as set down in last year’s coalition talks when Netanyahu sought to form his government after the elections.“We’re in a government that I insisted not have [the establishment of] a Palestinian state in its guidelines,” he said. “If we are talking about a return to the 1967 lines and the division of Jerusalem, I won’t just resign from the government, I’ll topple it.“We shouldn’t give up an inch of land, we shouldn’t give any land to the Palestinians,” he said emphatically.Bennett’s withdrawal of his eight-seat party from the coalition, which has a scant majority of 66-54, would effectively topple it.Likud efforts to bring in the largest opposition party, Zionist Union, into the coalition failed last month, with both sides blaming each other for the break down. Israel announced Friday it was relaxing restrictions on the movement of Palestinians to and from the West Bank and Gaza Strip during the Muslim holy month of Ramadan.The measures, similar to those of previous years, were announced by COGAT, the unit which manages civilian affairs in the West Bank under the auspices of newly appointed hardline Defense Minister Avigdor Lieberman.Up to 500 people from the Gaza Strip will be allowed to attend Friday prayers at the Al-Aqsa Mosque on the Temple Mount in Jerusalem over the holy month, set to begin on Monday.In addition, 200 Gaza residents will be allowed to visit relatives in the West Bank during Ramadan, and 500 Palestinians from the West Bank will be authorized to visit family in Gaza, COGAT said.Israel will also allow 300 Palestinians living abroad to visit relatives in Gaza, and 500 West Bank Palestinians would be permitted to travel out of Ben Gurion Airport in Tel Aviv.There will be additional allowances for the Muslim holidays which follow the end of Ramadan.The COGAT statement said the measures were “in line with the Israeli civil policy striving to improve the quality of life” for Palestinians and “maintaining freedom of religion.”Israel has been facing a wave of Palestinian attacks since October that cost hundreds of Palestinian and Israeli lives, triggered in part by tensions over Al-Aqsa Mosque, Islam’s third holiest site, which sits atop the flashpoint Temple Mount, the site of the two Jewish temples in biblical times. Non-Muslims are allowed to visit the site, but not pray there.The attacks have largely abated, but a ban remains in place on Israeli lawmakers — both Muslim and Jewish — from visiting the site, to prevent tensions from flaring.But MKs from the Joint (Arab) List have informed the Knesset they intend to pray at the site during Ramadan, regardless of the ban.Times of Israel staff contributed to this report.

Palestinian security forces managed to push back protesters who were advancing on the Joseph’s Tomb shrine late Saturday.According to Israeli media reports, the protesters tried to set the site on fire.The demonstration began Saturday night after the Palestinian Health Ministry reported that a wounded Palestinian teen, said to have been hurt by IDF fire on Thursday after allegedly trying to throw a firebomb at Jews praying at the site, had taken a turn for the worse in hospital.After rumors spread through the city that Jamal Dawiqat, 20, of the nearby Balata Refugee Camp, had died, protesters took to the streets, setting tires on fire and clashing with PA police.Palestinian forces surrounded the shrine and fired tear gas at the crowd, which soon dispersed.There were no immediate reports of injuries from the clashes.The Palestinian Health Ministry has reportedly denied the rumors of Dawiqat’s death.Earlier Saturday, shots were fired at an Israeli vehicle near Migdalim Junction in the northern West Bank.The shots reportedly came from cement trucks parked on the side of the road.No one was hurt in the attack.

UNITED NATIONS (AP) — Access to millions of Syrians in need of help is worsening as violence increases across the war-torn country, the UN humanitarian chief warned Friday, and the Security Council announced it will formally ask Damascus to allow air drops to besieged areas.Stephen O’Brien said he told a closed emergency council meeting that recent attacks “are creating new humanitarian emergencies and compounding the challenges” as access continues to be denied to some besieged locations where needs are most acute.The 5-year-old civil war in Syria has killed some 250,000 people, displaced millions and left vast swaths of the country in ruins, enabling the Islamic State extremist group to take control of large areas of the country. A Russia- and US-brokered truce began on Feb. 27, but fighting has continued to rage in many areas.While the United Nations continues to provide aid to millions of Syrians every month, O’Brien said it needs access and “the consent of the Syrian government and all necessary security guarantees, in order to conduct air drops.”The International Syria Support Group, a coalition of world powers known as the ISSG, had called for the UN World Food Program to unilaterally deliver food to besieged Syrians starting June 1 if access wasn’t granted by the government.France’s UN Ambassador Francois Delattre, the current Security Council president, said the UN “will ask Damascus to authorize humanitarian air drops to reach localities for which land access was denied by the Syrian regime.”He said Syria’s authorization of some aid convoys to besieged towns is “at best a drop in the ocean.”“We have not been fooled by the Syrian regime’s ploy to authorize certain convoys which turn out to be empty of food or medicine or both,” Delattre said. “There is a strong momentum here in the Security Council, a strong pressure on the Syrian regime, to say ‘enough is enough.'”Syria’s UN Ambassador Bashar Jaafari insisted that “humanitarian aid has never been denied by the Syrian government to any part of the country.” He dismissed “baseless allegations” by some council members that the government is hindering deliveries to certain areas and insisted the council meeting was an attempt “to demonize the government” and exert “political pressure” ahead of the next round of talks aimed at ending the war.Jaafari, Syria’s chief negotiator at the peace talks, refused to say whether Syria would authorize air drops.The Syrian government announced late Thursday that it approved the delivery of aid to 36 “restive areas” and partial deliveries to eight other areas in June.The United Nations had requested access to 34 locations to help 1.1 million people and Syria approved 23 requests in full and six partially, and rejected five, UN humanitarian spokeswoman Amanda Pitt said.O’Brien, the undersecretary-general for humanitarian affairs, said the UN needs “full approval” of its June request.That request included all 19 locations officially designated as besieged areas except Yarmouk, which is covered by the UN agency for Palestinian refugees, and Deir el-Zour, which is under siege by Islamic State extremists and is already receiving airdrops, Pitt said.Of the 17 besieged locations that the UN sought to aid, Pitt said Syria approved 12 requests in full and three partially — Moadamiyeh, Daraya and Douna, where it approved medical assistance, school supplies and milk for children.Syria rejected UN requests to send aid to Zabadani, a mountain resort which has been besieged by government forces and Lebanon’s Hezbollah fighters since last year, and Waer, the last rebel-held neighborhood in the central city of Homs, Pitt said.O’Brien said the UN has been able to reach 40 percent of the 592,700 people in besieged areas. But he said only two besieged locations were reached by land in May, a sign of the potential importance of air drops, which are more difficult and costly.WFP said it is “activating” its air delivery plan following a request from the ISSG, which is led by the US and Russia. But it stressed the need for authorizations and funding first.The UN food agency said late Thursday that 15 besieged areas would require helicopter operations for air drops if land access is not granted. High-altitude air drops are taking place in Deir el-Zour and would be possible in two other villages, it said.Russia’s UN Ambassador Vitaly Churkin, Syria’s close ally, said Moscow is looking at “all possibilities” including air drops if they are effective. The Jerusalem municipality on Sunday denied that it is advancing a plan to construct a massive Jewish neighborhood on the site of a disused airport north of Jerusalem over the Green Line.According to a Walla news report, the initiative to build 15,000 housing units for Israeli Jews in Atarot, and another neighborhood of 3,000 units for Arabs adjacent to Beit Hanina, is the first major development plan proposed over the Green Line in two decades.The municipality denied planning to build a new neighborhood in Atarot. “The idea was raised in the past by various officials, but in light of the shortage of business places in the city, the mayor ordered the development of workplaces on the site that will bring economic development and the creation of lots of jobs,” it said in a statement.Atarot, located in northern Jerusalem, is situated over the 1949 armistice line that separated Israel and Jordan. It’s the site of a large industrial zone, where the city opened a large recycling plant last year.The report surfaced on Jerusalem Day, which marks Israel’s capture of the Jordanian half of the city during the 1967 Six Day War.According to the Walla report, the building plan is awaiting approval by the municipal engineer and city hall’s local planning and building committee chair. They were said to be set to meet with officials from the Finance Ministry to present the plan, which would build up one of the few remaining undeveloped tracts of land in the capital.Officials in City Hall aim to push the development project through the approval and planning process in the coming year, Walla reported.Despite the anticipated international outcry over the initiative, Planning Committee chair Meir Turgeman was quoted as saying he didn’t “see a problem from a political standpoint because the site was an Israeli airport.”The Atarot airport, which has been out of use since the outbreak of the Second Intifada in 2001, was built by the British on land expropriated by a Jewish settlement and was completed in 1936. The Jewish village of Atarot was destroyed in the 1948 War of Independence.“I want to provide solutions to the entire population of the city. There are young couples among the Arabs, ultra-Orthodox and general public,” Turgeman said.Zionist Union Member of Knesset Nachman Shai warned Sunday that any such construction would lead to international condemnation. Previous announcements of construction plans in East Jerusalem garnered vociferous objections from governments worldwide.Shai, who heads the Jerusalem lobby in the Knesset, said that the Israeli government “has managed as usual to mar a festival day, this time with a construction plan that only serves to stir international opposition and exacerbate the dispute over Jerusalem, and will ultimately not come to fruition.”The Ir Amim organization, which is also opposed to the planned neighborhood, says, “It is a shame that instead of genuine plans to boost equality and reduce tensions in the city, they are trying to sell the public controversial construction plans whose implementation is in doubt.”

Hamas operatives can travel throughout the Gaza Strip entirely underground using the terror group’s extensive tunnel network, Israeli security forces said Sunday.Information about the tunnel system came from the testimony of a 17-year-old Hamas member who was picked up by Israeli troops last month after he illegally crossed into Israel from Gaza, the Shin Bet security service said.The underage operative “belonged to the Beit Lahiya Battalion” in the northern Gaza Strip and “most of his activity was in the field of tunnels,” the security agency said in a statement.Through his testimony, Israel learned “Hamas is working to construct tunnels that are linked to combat tunnels throughout the Gaza Strip,” the Shin Bet said.“Hamas has dug a extensive network for moving fighters around the Strip exclusively underground. This network of tunnels includes rest quarters for use by elite unites in time of emergency,” the service said.The terror organization’s tunnel network has become a focus of Israel’s security forces since the end of the 2014 Gaza war, known in Israel as Operation Protective Edge, when the underground system was used to devastating effect to attack Israeli troops near the border with Gaza.Since assuming his position in early 2015, IDF Chief of Staff Gadi Eisenkot has repeatedly said the threat of the tunnels was at the top of his list of priorities.The fear among security officials is that an attack tunnel, or “terror tunnel,” as they’ve become known in Israel, will be used to bring a Hamas terror cell into an Israeli community on the border with Gaza, where they can kill civilians or take them hostage.The testimony of the 17-year-old Hamas operative yielded “high-value information about Hamas’s operations in the northern Gaza Strip, especially its attack tunnels,” the Shin Bet said.Another teenage Hamas operative was picked up by Israel in April and similarly divulged “extensive information” about the terror group’s tunnel network, according to the Shin Bet.In May and April, the IDF uncovered two “terror tunnels” that crossed into Israeli territory, the first such discoveries since the end of Operation Protective Edge in August 2014.
