NEW YORK (AP) — Stocks posted solid gains in a quiet session Wednesday, helped by advances in health-care and industrial companies.Without any major economic reports to work with, trading was lighter than usual. Many investors remain on the sidelines ahead of Thursday's release of minutes from the Federal Reserve's latest policy meeting and the start of corporate earnings season.The Dow Jones industrial average rose 122.10 points, or 0.7 percent, to 16,912.29. The Standard & Poor's 500 index added 15.91 points, or 0.8 percent, to 1,995.83 and the Nasdaq composite rose 42.79 points, or 0.9 percent, to 4,791.15.The biggest gainers were stocks that were hit hardest the day before: health-care, particularly biotechnology companies, and energy stocks. Drugmaker Amgen rose nearly 5 percent, Celgene rose 4 percent and Regeneron Pharmaceuticals rose nearly 6 percent.By far the biggest loser in the S&P 500 index was Yum Brands, the parent company of KFC, Taco Bell and Pizza Hut. Yum sank $15.71, or 19 percent, to $6771 after the restaurant operator's profits and sales missed analysts' expectations. Sales in China, a major market for KFC, rose only 2 percent, far less than expected.Events over the next two weeks are likely to determine the market's next move. Earnings season will unofficially start Thursday when Alcoa, the giant maker of aluminum and other metals, will report its results.Expectations for this round of earnings are low. 11:30 p.m.-State public safety officials say 16 people have been killed in a storm that dumped historic levels of rain on South Carolina.The Department of Public Safety says that eight people have drowned in South Carolina and six people died in traffic accidents. Two other people were killed in North Carolina.Six of the deaths were in Richland County, South Carolina, where many areas surrounding the capital city of Columbia have battled record water levels.On Tuesday, Richland County Coroner Gary Watts identified a man found drowned in his car as an 82-year-old Richard Nelson Milroy of Columbia. Watts says Milroy was found dead in his car after 10 p.m. on Monday in a neighborhood north of downtown Columbia.Public Safety says its officers have responded to more than 4,300 calls for service, including more than 1,800 collisions.
10:20 a.m.-Gov. Nikki Haley is planning to give an update on the state's response to historic rainfall and flooding that has deluged many areas and claimed at least 11 lives in South Carolina.Haley's office says the governor is addressing reporters at 11:30 a.m. Tuesday at the South Carolina Emergency Operations Center in West Columbia.On Monday, Haley warned communities downstream from the capital city that a mass of water was working its way through waterways toward the low-lying coast — bringing the potential for more flooding and more displaced residents.
10 a.m.-Officials say they mistakenly reported that another dam in the Columbia area failed Tuesday as historic flooding hits the state.Department of Health and Environmental Control spokesman Jim Beasley says that the Upper Windsor Dam has not failed and that earlier reports were incorrect.But officials say they're monitoring the dam closely. The dam blocks water that would flow down into the same area that was heavily damaged by floodwaters Sunday.The Richland County government had sent out alerts by email and social media shortly after 9 a.m. saying the dam had been breached. The National Weather Service issued a flood warning because of the incorrect report.Richland County government later tweeted that there was no breach. State officials say residents don't need to evacuate.Richland County Sheriff's Lt. Curtis Wilson says it's not clear where the incorrect information originated.
7:30 a.m.-Columbia, South Carolina, Mayor Steve Benjamin says he's proud of the way people in the flooded city are working together to help their neighbors.Benjamin said he visited a shelter at A.C. Flora High School on Monday night and saw people who didn't know each other taking care of each other.Benjamin says the city plans to expand the number of water distribution points Tuesday. As many as 40,000 homes have no water service, and those with service have been told to boil the water for at least one minute before using it for drinking or cooking.Benjamin says that order is likely to be in effect for "quite some time."He said the city is working to restore water service, a problem that has been complicated by a breach of a dam near a city water plant.
7 a.m.-Authorities say another person has died in historic flooding that has inundated South Carolina's capital city.Richland County authorities told local news outlets an 82-year-old man who had been missing was found dead in his vehicle Monday. 5:50 a.m.-Power has been restored to thousands of residents drying out after torrential rains and flooding throughout South Carolina.South Carolina Electric and Gas says that less than 1,000 residents are without power early Tuesday. Duke Energy says only a handful of its customers are still waiting for electricity to come back on.That's compared with more than 25,000 outages statewide Monday morning. That figure included about 6,000 outages among the state's electric cooperatives, and their updated figures had not yet been released Tuesday morning.
5:40 a.m.-Hundreds of roads and bridges remain closed in South Carolina as engineers work to determine the safety of many thoroughfares after historic flooding.The state Department of Transportation says nearly 500 roads and bridges are still closed Tuesday morning. Many of those are in the Columbia area, which registered record rainfall this week.A 90-mile stretch of Interstate 95 is still closed between Interstates 20 and 26 due to flooding and overall poor road conditions.Officials are warning residents not to try to drive through or around standing water and debris that have covered many roadways. There have been at least 10 deaths in South Carolina since the storms started last week, while there have been two storm-related deaths in North Carolina.
5:15 a.m.-Officials across South Carolina are imploring people to donate water to residents in the state's flood-ravaged capital city area.Spartanburg County Sheriff Chuck Wright said in a news release overnight that his officers took 7,000 bottles of water to Lexington County on Monday, and they were all distributed in two hours.He says his officers are accepting more donations until noon Tuesday and will take them down to the Columbia area.Along South Carolina's southern coastline, the towns of Bluffton and Hilton Head Island are asking residents to drop off water donations at the Beaufort County Association of Realtors office.And in Aiken, sheriff's deputies are seeking donations of bottled water and packaged supplies to send to first responders in the area.Water has been shut off for many residents in the Columbia area due to multiple water main breaks in the wake of historic flooding. People who do still have water service are being asked to boil it for at least one minute before drinking or cooking.
4:30 a.m.-South Carolina is expecting sunshine Tuesday after days of wet weather, but it will take weeks for things to return to normal from a historic rainstorm.Even as the rain tapered off, officials warned of the likelihood of new evacuations. That was illustrated Monday afternoon when an evacuation was ordered in one of two towns east of downtown Columbia where two dams were breached.Gov. Nikki Haley warned communities downstream that a mass of rainwater working its way toward the low-lying coast could cause more flooding and displace more residents.At least 12 weather-related deaths in two states were blamed on the vast rainstorm, including those of five people who drowned in their cars in Columbia alone.A solid week of rainfall also sent about 1,000 to shelters and left about 40,000 without drinkable water.

SANTA CATARINA PINULA, Guatemala (AP) — Guatemalan officials weighed what to do with the site of a massive, acres-wide mudslide that might still hold hundreds of bodies and a surrounding area of largely untouched homes that has been declared uninhabitable.Simply too vast to excavate fully, there may come a point — as in the past — where officials simply end digging efforts at the site and declare the area where the unrecovered bodies lie a de-facto graveyard, their buried houses becoming their final tombs.Officials are also considering what to do with residents of the Cambray community on the outskirts of Guatemala City whose houses escaped Thursday's massive landslide but whose neighborhood has now been declared uninhabitable by Guatemala's National Disaster Reduction Commission, known as the Conred."They told us they have to get organized, they have to buy land" for us, said Clara Elena Solorzano, 40, who had lived in the neighborhood for 17 years in a house built by her husband. "Also that they're getting money together to buy us homes, but nothing concrete."As the death toll rose to 152 late Monday, questions mounted about why people were allowed to build homes at the base of a dangerous hillside next to a small river.The disaster reduction commission said it had warned of the risk Cambray faced since last year and had recommended that residents be relocated.But Solorzano and 26-year-old Sonia Hernandez, who had 10 family members displaced by the landslide and five from another house missing, both said they were never warned of any danger."If we had been warned of the danger we were running we never would have bought" in the neigh borhood, Hernandez said. "We practically bought our own tomb."Many Cambray residents were staying in shelters. Some 187 people waited on cots inside the Salon Municipal, an auditorium the town usually employs for events and parties. Displaced families could find food, medical services, activities for children and psychological services there.Most people there were homeowners, and said they built their homes with all the proper permits. JACKSONVILLE, Fla. - On a vessel taking on water and listing to one side, buffeted by 50-foot waves and winds estimated at up to 140 mph, life rafts can be torn apart and lifeboats become impossible to drop into the sea.For the crew of the El Faro cargo ship, who trained regularly in calm waters to handle the lifeboats, the situation would quickly have become desperate."Sometimes circumstances overwhelm you. You can do all the planning you want," said Steven Werse, a ship captain and secretary-treasurer of the Master Mates and Pilots Union in Linthicum Heights, Maryland. The union is not affiliated with the El Faro's crew or owners."Without power, the ship is really at the mercy of the sea," Werse said.On Monday, four days after the ship vanished, the Coast Guard concluded it sank near the Bahamas in about 15,000 feet of water. One unidentified body in a survival suit was spotted, and the search went on for any trace of the other crew members. The search continued Tuesday.A team from the National Transportation Safety Board in Washington was on its way to Jacksonville on Tuesday morning to study the El Faro debris, conduct interviews, and look at documents to find out what went wrong and how to prevent such incidents in the future."It's just a tragic, tragic situation," NTSB Vice Chairman Bella Dinh-Zarr told reporters before departing Washington. Asked whether she was surprised no survivors have yet been found, she said: "We have survival factors as a major part of our investigation."Survival suits are designed to help seafarers float and stay warm. Some water had entered through a hatch that popped open, but the captain told company officials the crew was pumping it out.The Coast Guard was unable to fly into the ship's last known position until Sunday, because of the fierce hurricane winds.Bernard Ferguson, a commercial fisherman who was at his home on Crooked Island during the hurricane, said it must have been a nightmare for the crew."It's impossible for any kind of vessel to take that kind of beating for that length of time, maybe an hour or two, yes," Ferguson said. "But taking 36 hours of beating, there's no way."Anxious family members, gathered at the Seafarers union hall in Jacksonville, tried to remain optimistic, but some wondered why the ship sailed into such a potent storm."What we've all questioned from the very start is why the captain would take them through a hurricane of this magnitude, or any hurricane," said Barry Young, uncle of crew member Shaun Riviera.Fedor said the National Transportation Safety Board and Coast Guard will investigate the sinking. Luke Sarker, 52, suffered minor injuries when three men attacked him with a knife at his home in the northwestern district of Pabna, police official Siddikur Rahman said.Sarker, the pastor of Faith Bible Church, said the men had phoned him about two weeks ago saying they wanted to visit him to learn about Christianity.After they arrived at his home on Monday, the men suddenly attacked him with a knife and tried to slit his throat, Sarker said by telephone. But as he shouted, his wife came to his rescue and the men fled. Police later recovered a motorbike from outside his home.On Tuesday, police arrested a member of the Islami Chhatra Shibir, the student wing of the opposition Jamaat-e-Islami political party, related to the attack on the pastor. NEW YORK, N.Y. - Cybercrime costs are climbing for companies both in the U.S. and overseas amid a slew of high-profile breaches, according to research released Tuesday.A sixth-annual study by the Ponemon Institute pegged the average annual cost of cybercrime per large U.S. company at $15.4 million. That's up 19 per cent from $12.7 million a year ago.It also represents an 82 per cent jump from Ponemon's inaugural study six years ago.Individually, cybercrime costs for the U.S. companies surveyed varied dramatically, ranging from $1.9 million to $65 million. And the average cost of a cyberattack on a U.S. company rose 22 per cent to $1.9 million from $1.5 million.Globally, the average annualized cost of cybercrime increased 1.9 per cent from last year to $7.7 million."As an industry we're getting better, but attacks are becoming much more invasive and sophisticated," said Andrzej Kawalec, chief technology officer for Hewlett-Packard Co.'s HP Enterprise Security, which sponsored the study and sells cybersecurity services to businesses.The study examined the total cost of responding to cybercrime incidents, including detection, recovery, investigation and incident-response management. BRUSSELS (Reuters) - NATO on Tuesday rejected Moscow's explanation that its warplanes violated the air space of alliance member Turkey at the weekend by mistake and said Russia was sending more ground troops to Syria and building up its naval presence.With Russia extending its air strikes to include the ancient city of Palmyra, Turkish President Tayyip Erdogan said he was losing patience with Russian violations of his country's air space."An attack on Turkey means an attack on NATO," Erdogan warned at a Brussels news conference.NATO Secretary-General Jens Stoltenberg said the alliance had reports of a substantial Russian military build-up in Syria, including ground troops and ships in the eastern Mediterranean."I will not speculate on the motives ... but this does not look like an accident and we have seen two of them," Stoltenberg said of the air incursions over Turkey's border with Syria. He noted that they "lasted for a long time".The incidents, which NATO has described as "extremely dangerous" and "unacceptable", underscore the risks of a further escalation of the Syrian civil war, as Russian and U.S. warplanes fly combat missions over the same country for the first time since World War Two.The Russian Defense Ministry had said that an SU-30 warplane had entered Turkish air space along the border with Syria "for a few seconds" on Saturday, a mistake caused by bad weather. NATO says a plane also entered Turkish air space on Sunday, an incident Russia says it is looking into.Separately, a U.S. official told Reuters the incursions lasted more than a few seconds and described Moscow's assertion that the incursions were an accident as "far-fetched".Stoltenberg said the U.S.-led alliance had not received "any real explanation" from Russia about the incursions.AIR SPACE VIOLATIONS-Disagreement over the air space violations came after disputes over the exact aims of the Russian air campaign. Moscow says it is attacking Islamic State but the West has accused it of striking other rebel groups to prop up its ally Syrian President Bashar al-Assad.In a further incident, a MIG-29 fighter of unknown nationality and Syria-based missile systems "interfered" with eight Turkish F-16 jets patrolling along the Syrian border on Monday, the Turkish military said.According to a statement, the MIG-29 locked its radar onto the Turkish patrol for 4 minutes 30 seconds. The same planes were also harassed by a Syria-based missile system for 4 minutes 15 seconds. These are not the first such flashpoints. A Turkish jet was shot down by the Syrian air force in 2012 over the Mediterranean and earlier this year Turkey shot down a Syrian helicopter which Ankara said had violated its airspace. Russia's NATO envoy said the alliance was using the accidental incursion to distort the aims of Moscow's air campaign in Syria, according to the TASS news agency."The impression is that the incident in Turkish air space was used to plug NATO as an organization into the information campaign waged by the West to distort the aims of the operations carried out by the Russian air force in Syria," Alexander Grushko was quoted as telling reporters in Brussels.The United States, leading the coalition attacking Islamic State in Syria and Iraq, wants to avoid being drawn into a proxy war with Russia.With that in mind, Russia's defense ministry said it agreed in principle with U.S. proposals on coordinating military flights in Syria. The ministry said it was ready to hold talks with Turkey to avoid "misunderstandings" over Syria and it invited foreign military officers to Moscow for talks on how best to fight Islamic State.Russian President Vladimir Putin has said he will not put ground forces in Syria, where the civil war has killed 250,000 people. Dubai (AFP) - Iran's landmark nuclear deal will lift economic growth in the war-plagued Middle East next year as the rolling back of sanctions brings a rebound in oil exports, the IMF said Tuesday.But the outlook for this year has worsened over the past six months, partly because of the conflicts raging in Yemen and Libya, the International Monetary Fund said in its semi-annual World Economic Outlook.But growth in the Middle East and North Africa will "pick up substantially in 2016, supported by accelerated activity in the Islamic Republic of Iran," it said."The lifting of sanctions... should allow for a recovery in oil production and exports," it added, while predicting "a gradual improvement in the outlook for countries severely affected by conflicts, such as Iraq, Libya and Yemen".Regional growth is seen slowing to 2.3 percent this year from 2.6 percent in 2014, before rebounding to 3.8 percent in 2016.Oil exporters, which include the Gulf states, Iran, Iraq, Yemen, Libya and Algeria, account for most of the weakness in growth this year."Spillovers from regional conflicts and intensified security and social tensions are weighing on confidence and holding back higher growth," the IMF said."Low oil prices are taking a toll on the outlook for oil exporters," it added, projecting oil prices will average $52 a barrel this year.Iran's economy is set to grow a meagre 0.8 percent this year but expand a healthy 4.4 percent in 2016 following the agreement reached between Tehran and major powers in July.The deal seeks to curb Tehran's nuclear programme in exchange for the lifting of crippling international sanctions."Without sanctions, the Islamic Republic of Iran is expected to increase its capacity to 500,000 to 800,000 barrels a day within two years," IMF said.Another bright spot for next year is Iraq, OPEC's second largest crude exporter, which is expected to see a 7.1 percent expansion, following zero growth this year.OPEC kingpin Saudi Arabia, the largest economy in the region, is forecast to grow by 3.4 percent this year followed by 2.2 percent next year, the IMF said.The economy of impoverished Yemen, where pro-government troops backed by an Arab coalition are battling rebels who control large parts of the country, is expected to expand 11.6 percent in 2016 after a 28.1 percent crash this year.

Nairobi (AFP) - More than 114,000 people have fled war-torn Yemen, and the figure could reach at least 200,000 by the end of 2016, aid officials said Tuesday.Fighting escalated in March when Saudi-led airstrikes began targeting Yemen's Huthi rebels to defend embattled President Abedrabbo Mansour Hadi."Close to 70,000 people fleeing the crisis have arrived in Djibouti, Ethiopia, Somalia and Sudan," the UN refugee agency (UNHCR) and International Organization for Migration (IOM) said in a statement."Up to 44,080 people are reported to have arrived in Saudi Arabia and Oman."The IOM said the number of people fleeing Yemen to neighbouring nations could rise to over 200,000 by the end of next year."Refugees and migrants arrive after many hours at sea often traumatised and exhausted, with few personal belongings, and in urgent need of food, water and emergency healthcare," top IOM official Ashraf El Nour said, at a meeting in the Kenyan capital to coordinate the response to the crisis."The most pressing response therefore is to address their basic needs, and to register and provide documentation to enable access to essential services."The UN says the Yemeni conflict has killed about 5,000 people and wounded 25,000, among them many civilians. Tens of thousands of Somali refugees have also fled back home from Yemen, adding to three million already in need in the Horn of Africa nation.Most of the Somali refugees, who originally fled hunger and conflict in Somalia before being caught up in war in Yemen, have crossed the Gulf of Aden by boat to the Horn of Africa country's northern Somaliland and Puntland regions.
