QUEBEC - Prime Minister Justin Trudeau praised Quebec's approach to assisted dying on Friday as he and Premier Philippe Couillard hailed a new era of co-operation between Ottawa and the province.While the two leaders broached a slew of topics in a lengthy meeting, it was the thorny issue of dying in dignity that dominated a news conference that followed."I have always congratulated Quebecers and the national assembly for its responsible and rigorous approach to such a delicate and sensitive topic for so many people," Trudeau said."In our submission to the Supreme Court for a six-month extension beyond Feb. 6, we are very open (to the idea) that the (court) consider the fact that Quebec has already established the kind of framework it asked the federal government and the provinces to establish."Quebec has shown exactly what the Supreme Court wanted to see."The high court struck down the prohibition on doctor-assisted dying last February and gave the federal government a year to come up with a new law recognizing the right of clearly consenting adults who are enduring intolerable physical or mental suffering to seek medical help in ending their lives.Trudeau's Liberal government is seeking a six-month extension on the court's deadline which, if granted, would give it until August to come up with a new law.Quebec's own law on medically assisted dying went into effect Thursday and will remain so at least until Dec. 18, when the Quebec Court of Appeal is to hear arguments on a lower court ruling which suspended some key aspects of the law.The body that oversees Crown prosecutors in Quebec announced Thursday it will not file charges against any medical personnel who help people die so long as evidence shows the patient was ''not in a situation of vulnerability.'' The stance came a day after provincial Justice Minister Stephanie Vallee issued guidelines to prosecutors. Trudeau was asked Friday whether he believes a Quebec doctor who now helps someone die is violating the Criminal Code."It's certainly important we have a Criminal Code that applies across the country," he replied."But we know very well that on many issues, be it the legal age for buying alcohol or sentences for young offenders, there are various solutions propsed by the provinces that don't violate the Criminal Code." Couillard also defended the law and said that if a doctor does not want to help somone die, he needs to refer the case to a colleague."The law was well prepared," the premier said.Their other topics of discussion included the economy, infrastructure, federal transfers, climate change, financial aid to Bombardier Inc. and Quebec's place in Canada.Couillard said both men agreed a lot of work needs to be done on the environment as Trudeau is expected to convene premiers to conference on the matter in 90 days."Over and above that, there are a lot of things we can do right now by choosing the right priorities now when we invest in infrastructures, to have a significant impact on our (greenhouse gas) emissions," Couillard said."If we choose to invest wisely in public transit, electrification of transport, biofuels, other types of initiatives that will by themselves lower the emissions, it's a very significant gesture."As for Quebec's place in Canada, Trudeau said it's important but that he and Couillard have always agreed that their priorities lie elsewhere such as economic development and climate change."But as I've always said, I'm open to discussing various topics such as ways of getting Quebec and Quebecers more involved in the future of Canada," he said, adding there is no timetable for any talks aimed at getting Quebec to sign the Constitution.Regardless, both men agreed the election of their respective Liberal governments will result in a different dynamic between the two jurisdictions."We are really entering a new era of co-operation between Ottawa and Quebec," Trudeau said.

CLEVELAND (Reuters) - Fetal remains from three Planned Parenthood facilities in Ohio were sent to companies that then disposed of them in landfills in violation of state administrative rules, Ohio Attorney General Mike DeWine said on Friday.DeWine, who launched a state investigation after an anti-abortion group released videos it said showed Planned Parenthood officials negotiating prices for fetal tissues, said his probe found no indication that affiliates in Ohio sold fetal tissue."Disposing of aborted fetuses from an abortion by sending them to a landfill is callous and completely inhumane," DeWine said in a news release. "It is important the public be aware that these practices are taking place at these Ohio facilities."Stephanie Kight, president and chief executive officer of Planned Parenthood Advocates of Ohio, questioned the report."These new allegations by the attorney general that we are improperly disposing of fetal tissue are flat-out false," Kight said in a statement."Planned Parenthood handles medical tissue like any other quality health care provider," she said. "Our agreements with vendors all require them to follow state law, and dispose of tissue accordingly. If they are not, then I will take swift action."DeWine's spokesman Dan Tierney said that while Planned Parenthood contracts with medical waste companies to handle the fetal remains, the three affiliates have the obligation as surgical facilities to ensure humane disposal.The violation, if proven, is administrative and not criminal. DeWine, a Republican, turned the findings over to the Ohio Department of Health to seek an injunction against Planned Parenthood to halt the practice at the facilities in Bedford Heights, Cincinnati and Columbus, Tierney said.Governors in several states have sought to strip funding from Planned Parenthood over the reports of alleged tissue sales. Planned Parenthood has denied any illegal payments and has challenged attempts to stop Medicaid funding for its services that do not include abortions in several states.DeWine's announcement comes weeks after a gunman attacked a Planned Parenthood clinic in Colorado, killing three people and injuring nine others. BRUSSELS, Today, 09:29-The European Union is considering a plan to introduce a permanent external border control force that could be deployed if it deems that a member state is in need of help to police its frontiers even without the EU country’s consent, the Financial Times and The Wall Street Journal reported Friday (11 December).The migration crisis has exposed the bloc’s leaky external border control, and the Paris attacks, where two suspects entered the EU posing as refugees, added to the anxieties about external border checks.There have been repeated calls by EU leaders to step up efforts to police external borders as almost a million people looking for refuge enter the bloc, according to figures by the UN’s refugee agency. However, handing over a core sovereign power from member states to the EU, with the commission, the bloc’s executive, deciding to deploy the new border force, might be a tough sell.It will have to be agreed by the EU member states, and in the process the proposal might be watered down.Just last week Greece accepted the EU’s help in foreign border guards patrolling the Aegean islands, but only after much foot- dragging, and following threats that they might be pushed out of the Schengen passport-free zone.The EU Commission is to set out the proposal, pushed by Germany and France next week (15 December), ahead of the meeting of EU leaders in Brussels.Frontex, the EU’s current border control agency based in Warsaw, can only co-ordinate border protection, not enforce it. The proposed beefed-up border force would have its own border guards and equipment, and would not need to rely on member states’ contributions. The new force would be a permanent border and coast guard with a pool of 2,000 staff that could be deployed within days.It would not need an invitation from the member state it is set to be deployed to, ultimately the EU Commission would decide on their mobilisation after consulting member states.The new border guard force would operate in countries that are part of the border-free travel zone, Schengen. It includes non-EU Norway, Iceland and Switzerland, but does not include the UK and Ireland.Weak external border controls have prompted questions about the Schengen area’s viability, a prized achievement of the bloc, as migrants and refugees manage to travel freely once they enter the EU.Some have argued that only a commonly managed external border control system can save the Schengen passport-free travel zone.

We could imagine other ways to do that. It could be an emergency brake," a European diplomatic source was quoted as saying by the AFP.The mechanism would amount to a limitation of free movement in the EU and would require a delicate legal wording to be in line with EU law.But in an interview to the Spectator weekly, Cameron warned that migration would be a key issue in the upcoming EU referendum he will organise in June or September next year."I think with both the eurozone crisis and the migration crisis, the short term impact is for people to think: ‘Oh Christ, push Europe away from me. (Reuters) - The U.S. Missile Defense Agency said it successfully completed the first intercept test for Lockheed Martin Corp's land-based Aegis missile-defense system, which is due to be deployed in Romania. The primary objective of the test, which used Raytheon Co's Standard Missile-3 Block IB missile, was to assess the effectiveness of the Aegis Ashore capability, the agency said in a statement.The system uses identical set-ups to those used aboard Aegis Ballistic Missile Defense (BMD) vessels, the primary sea-based component of the U.S. missile defense system. UNITED NATIONS (Reuters) - The United States and Russia blamed each other on Friday for the continued conflict in Ukraine, with Washington accusing the Kremlin of attempting to suppress public discussion of facts about the nearly two-year-old war.The mutual accusations came during a meeting of the U.N. Security Council on Ukraine, a session that was delayed for an hour and a half after Russia insisted U.N. Assistant Secretary-General for Human Rights Ivan Simonovic should not brief the 15-nation council.In the end, Simonovic spoke during the meeting, though Russian United Nations Ambassador Vitaly Churkin made clear his displeasure. He said human rights discussions belong in Geneva at the Human Rights Council.Churkin also criticized U.S. Ambassador Samantha Power's handling of the rotating presidency of the Security Council this month, saying she has "introduced wrong elements."On Thursday, China and Russia tried unsuccessfully to block a U.S.-organized council meeting on alleged human rights abuses in North Korea."Washington is playing a destructive role" in Ukraine, Churkin said.Fighting between Ukrainian troops and pro-Russian rebels seeking independence from Kiev erupted in April 2014. Moscow (AFP) - An upscale Russian store chain apologised on Thursday for selling chopping boards with an image of US President Barack Obama as a monkey, after the US embassy reacted furiously.The product features a family of monkeys, with an image of Obama's face superimposed onto that of the smallest primate. The store chain on Thursday announced it had pulled the item from its shelves, saying it had not been aware of Obama's image."Sales of the chopping boards have been stopped," Valentina Moiseyeva, a spokes woman for the Bakhetle supermarket chain, TASS agency reported."We are sorry that such product was on our store shelves. For us it is unacceptable that a store is used as a place for political provocation," Moiseyeva said, adding that the supermarket had lodged a formal complaint against the boards' supplier.The board is styled as a calendar for 2016, the year of the monkey according to the Chinese zodiac.The Bakhetle chain is based in Russia's traditionally Muslim region of Tatarstan but has stores throughout the country."Disgusting to see that such blatant racism has a place on Russian store shelves," Will Stevens, the spokesman for the US Embassy in Moscow, wrote on Twitter.Stevens later posted a picture of the chain's apologetic comment, adding in a tweet: "Thank you to colleagues in Bakhetle for issuing an apology... We appreciate this."The scandal broke out after one customer purchased the chopping board in a store in Tatarstan's main city Kazan and took pictures that went viral.Racist outbursts against Obama -- who is often demonised and ridiculed by pro-Kremlin figures -- have grown common in Russia in recent years, even from public figures.In 2013 Irina Rodnina, a former Olympic gold medallist and now a lawmaker with majority party United Russia, posted a collage on Twitter showing Barack and Michelle Obama looking at a banana.She deleted the image later and claimed her account had been hacked.
