While stopping short of fully endorsing the Arab Peace Initiative, Prime Minister Benjamin Netanyahu said Thursday that he welcomed the general idea behind it — a regional agreement between Israel and the moderate Arab states.The Arab Peace Initiative, originally proposed by Saudi Arabia in 2002, has many problematic aspects to it, the prime minister said, such as its call for an Israeli withdrawal from the Golan Heights and the return of Palestinians refuges to Israel. “There are positive aspects and negative aspects to it,” he told Israeli diplomatic correspondents at a rare on-record briefing. “This initiative is 13 years old, and the situation in the Middle East has changed since it was first proposed. But the general idea — to try and reach understandings with leading Arab countries — is a good idea.”In the framework proposed by the initiative, all Arab and Islamic states would establish normal diplomatic relations with Israel after the successful conclusion of the peace process with the Palestinians.The Israeli government has never fully endorsed the plan. But Netanyahu has repeatedly stated that given Iran’s nuclear and regional aspirations, the moderate Arab states and Israel have a common enemy and grounds for increased cooperation.Speaking at the Israel Defense Forces headquarters in Tel Aviv on Thursday, the prime minister also sought to explain the apparent disparity between his pre- and post-elections statements regarding Palestinian statehood.“Before the elections, I was asked in an interview [about the possibility of a Palestinian state coming into being on my watch], and I replied that I don’t estimate it will happen. I don’t think it will happen,” he said. “After the elections, they jumped on it, so I explained my position.”At no time did he rescind his agreement in principle to the creation of a Palestinian state, as long as it was demilitarized and recognized Israel as the Jewish homeland, Netanyahu asserted. “I did not renounce the idea, but I explained what’s the problem with it,” he said. “If the Palestinians change their positions, that it’s a different situation.”(In an interview with the NRG news site a day before the March 17 elections, Netanyahu was asked whether there would be no Palestinian state on his watch, to which he replied, “Indeed.”) Netanyahu on Thursday said there are several core problems that stand in the way of a peace treaty with the Palestinians, such as Jerusalem, which he said “will not be resolved – we’ll set this aside.”However, the most important question was security, he said. “One of the key questions will be who guarantees the security of the territories that Israel is ready to vacate?”Under every scenario in which Israel withdraws from parts of the West Bank, only the IDF will be able to guarantee Israel’s safety, the prime minister said. Israeli troops will have to stay in the West Bank “for an extended period of time,” he said.Asked by The Times of Israel about Friday’s scheduled vote on expelling Israel from FIFA, the governing body of world soccer, Netanyahu said that any effort to harm Israel would eventually hurt the organization. “This would be FIFA’s downfall,” he said.FIFA is currently in the midst of a massive corruption scandal, which has thrown world soccer into chaos.If FIFA were to kick out Israel, he added, other countries would soon follow, and the politicization of the sport would eventually destroy the organization. Netanyahu vowed to fight the motion to expel Israel if it passed.He also spoke about his opposition to the nuclear deal that six world powers are currently negotiating with Iran. “We will fight this agreement. I really think it’s dangerous,” he said.Israel rejects the prospective agreement for three reasons: For one thing, even if Iran honors the agreement, when it elapses after a decade Tehran will be in a position to build as many uranium enrichment centrifuges as it pleases, which “is dangerous to the security of Israel and the entire Middle East,” Netanyahu said.Second, the deal, which the world powers are trying to finalize before a June 30 deadline, would lift sanctions, filling Iran’s coffers with billions of dollars that it would then use to augment its belligerent policies in the region and its support for terrorism worldwide, the prime minister argued.Finally, Netanyahu lamented the deal’s verification mechanism, which in his eyes is sorely insufficient. It will be very difficult to detect if Iran violates the agreement and seeks to break out toward nuclear weapons capability, he said.

Hamas is paving a new road near the Israeli border with the northern Gaza Strip which it says will be used to attack Israel in future conflict.In recent days heavy construction equipment has been operating on the Palestinian side of the border, several hundred meters from the security fence. Construction work is taking place across from the Israeli community of Nahal Oz.Former Hamas Interior Minister Fathi Hammad said Saturday the road was intended “to create for ourselves convenient opportunities to attack the Zionist enemy.”Israel security officials told the Ynet News website they were monitoring the road’s construction but said it did not seem to pose a security threat at this point.Defense Minister Moshe Ya’alon on Wednesday warned Hamas to rein in any attempts by Gaza terror groups to attack Israel, or “pay a heavy price,” after a rocket launched from Gaza hit near the town of Gan Yavne, outside Ashdod, causing neither casualties nor damage.Hamas leader Ismail Haniyeh dismissed the threat, asserting that an escalation of violence would ultimately hurt the Jewish state more than the residents of the Palestinian enclave.Meanwhile, Hamas arrested three members of the Islamic Jihad suspected of involvement in the attack, according to the Haaretz daily.“The enemy’s threats do not scare the Gaza Strip and do not scare the children of Gaza,” Haniyeh said, according to the Walla news site. “Gaza is able to build deterrence. A million people (across the border) panicked over one rocket. I believe they live under terror, rather than (the people of) Gaza.”Israeli Air Force jets responded to Wednesday’s attack by bombing four terror targets in Gaza. The army said the rocket was fired by Islamic Jihad activists due to an internal dispute in the organization.The projectile — a Grad missile — was located shortly after sirens sounded in the Lachish region and Ashdod.“Israel has no intention of ignoring attacks on its citizens,” Ya’alon said in a statement. “We will not abide any threat on the residents of the south. The new commander was supposed to start his new position on Tuesday officially, but his predecessor opposed it, sparking clashes between the two commanders’ supporters.The new commander’s men then kidnapped two operatives working under the former commander and, in retaliation, the predecessor’s followers decided to fire rockets at Israel.Escalating rocket fire from Gaza at Israel’s southern communities in 2014 was among the triggers of a bloody, two-month war between Israel and the armed factions in the Strip. During the conflict, Palestinians fired over 4,000 rockets at Israeli towns and cities, some of which reached Tel Aviv and as far north as Haifa’s suburbs.Tuesday’s attack marked the first time a Grad rocket, which can go farther than the smaller Kassams more commonly shot out of Gaza, had been fired at Israel since the summer war.Israel is wary of Gaza terrorist groups rearming after war. Iran said Saturday it would be “out of the question” for the UN atomic watchdog to question Iranian scientists and inspect military sites as part of a final nuclear agreement with world powers.“Interviews with scientists is completely out of the question and so is inspection of military sites,” senior Iranian negotiator Abbas Araqchi told state television.The head of the UN’s atomic watchdog Yukiya Amano told AFP in an interview this week that if Iran signs a nuclear deal with world powers it will have to accept inspections of its military sites.Araqchi’s comments come as Iran’s Foreign Minister Mohammad Javad Zarif and his US counterpart John Kerry were holding crucial talks in Geneva to try and hammer out a historic nuclear deal ahead of a June 30 deadline.Iran’s supreme leader Ayatollah Ali Khamenei last week ruled out allowing nuclear inspectors to visit military sites or the questioning of scientists.And Zarif has said the Additional Protocol of the Nuclear Non-Proliferation Treaty which Iran has accepted allows “some access” but not inspections of military sites.“Anyway we are continuing our negotiations in the framework of procedures predicted by the Additional Protocol. There isn’t and hasn’t been any agreement yet,” said Araqchi.“One of the questions we are discussing is how the Additional Protocol should be implemented,” he said.The protocol allows for snap inspections of Iran’s nuclear facilities, and if required, of its military sites. Prime Minister Binyamin Netanyahu, who has openly declared that he intends to work to expand his 61-member government, recently offered Yesh Atid chairman Yair Lapid to join the coalition, Channel 2 News reported on Thursday, citing unnamed sources in the political system.Netanyahu and Lapid met on Monday night for the first time since the elections in March but, according to the sources, the offer to Lapid was extended several days before the meeting.These sources told Channel 2 News that two of Netanyahu’s associates approached a senior member of Yesh Atid and made the offer, according to which Lapid would be appointed as Foreign Minister and his party would receive three ministerial portfolios.Also, according to the same sources, Netanyahu's associates offered Yesh Atid the chairmanship of two Knesset committees if it joins the coalition. Lapid's answer came immediately and he outright rejected the Likud’s proposal, according to Channel 2.Responding to the report, sources close to Netanyahu said, “This never happened”. Lapid has remained particularly vocal against the Netanyahu government since the March elections, threatening legal action over the expansion of the Cabinet and issuing a no-confidence motion shortly after the government was formed.In recent weeks there have also been reports that Netanyahu was planning to add Zionist Union chairman Yitzhak Herzog to the coalition and is saving the Foreign Ministry for him.Herzog has continuously denied the reports. In addition, he and other members of his party condemned Netanyahu’s new coalition, vowing to work to make sure it is short-lived.
