ISAIAH 30:10-15

REBUILT 3RD TEMPLE

REVELATION 11:1-2

DANIEL 9:27
27 And he( THE ROMAN,EU PRESIDENT) shall confirm the covenant with many for one week:(1X7=7 YEARS) and in the midst of the week he shall cause the sacrifice and the oblation to cease,(3 1/2 yrs in TEMPLE SACRIFICES STOPPED) and for the overspreading of abominations he shall make it desolate, even until the consummation, and that determined shall be poured upon the desolate.

Who are the Priests?
The first kohen, the founder of the priestly clan, was Aaron, brother of Moses, of the tribe of Levi. All of Israel are descended from the twelve sons of Jacob. Jacob's third son was Levi, and Aaron was a fourth generation descendant of Levi.
Aaron and his four sons were designated as the first priests; Aaron served as the first High Priest. All of his male descendants were chosen by God to be priests forever; it is an eternal covenant. Thus even today, a kohen amongst the Jewish people is genealogically a direct descendant of Aaron.

Jerusalem—As the Jewish calendar passes Chanukah and continues into the month of Tevet, an unusual transformation unfolds. Less than two weeks ago, Jews worldwide were celebrating a holiday of victory and unity, of rebuilding and returning. Yet on the tenth day of Tevet, these same individuals are in mourning.Over two millennia ago, Asara b’Tevet was the beginning of the end of the first Temple, when Nebuchadnezzar, king of Babylon, began his siege on Jerusalem ending with the ultimate destruction of the holy structure and exile of the Jews from Israel. Even now, about 2600 years later, as the city that Nebuchadnezzar besieged has since been rebuilt and modernized, we still fast on this tragic day. To help those who have difficulty reconciling the conflicting feelings of destruction and reconstruction, JLBC visited Mechon Hamikdash (The Temple Institute), a unique organization whose sole purpose is to rebuild what has been twice destroyed—one piece at a time.Mechon Hamikdash is rebuilding the Bet Hamikdash in the belief that “if you build it, he (the Messiah) will come,” an idea backed by no less than 30 different positive commandments in Leviticus, and most commentators on the Torah and the Talmud.The Institute was founded by Rabbi Yisrael Ariel in 1987 in the Jewish quarter of Jerusalem’s Old City. Rabbi Ariel was among the first soldiers to reach the Temple Mount when it was liberated by General Motta Gur on June 7, 1967. He is now considered to be a foremost expert on everything related to the Bet Hamikdash, and opened the Mechon in the hope of realizing the dream of building the Third Temple.Rabbi Chaim Richman, the director of Mechon Hamikdash’s International Department, explained Rabbi Ariel’s mission: “In Exodus 25:8 G-d commands the Jewish People ‘And you shall make me a temple and I will dwell in it.’ This is a positive commandment… amongst tens of other action-oriented mitzvot (commandments) in the section. What does this mean exactly? That we should be as actively involved in the construction of the Holy Temple as possible.”The Institute strives to rebuild all of the utensils of the Temple, such as the Menora, Shulchan, Mizbeach, and even a model of the Aron Habrit. At first, many, especially those from Ultra-Orthodox communities, hesitated to embrace Mechon Hamikdash’s projects. However, as time has gone on, people have warmed up to this idea of reconstruction, to the extent that Mechon’s Menora is now on permanent display in the Kikar Hamenora (Square of the Menora) viewing area overlooking the Kotel and Har Habayit. Israeli politicians and dignitaries have also taken to visiting the Temple Institute to show their support.In addition to research and development in recreating the Temple artifacts, Mechon Hamikdash is dedicated to spreading awareness of the Bet Hamikdash, the political situations surrounding the Temple Mount and the future of the Jewish people. Rabbi Richman, scholar and veteran of the Temple Institute for over 25 years, heads a team of English-speakers that go on speaking tours throughout the United States and Israel’s Anglo communities, presenting in schools and synagogues.
They also have an extensive website featuring different resources on the history and future of Jerusalem and Israel, several video series hosted on YouTube and many different book series. Rabbi Richman told JLBC that he is in the process of filming several short videos on the halakha issues surrounding their projects and working on an English language book about rebuilding a Holy Temple. Both projects have been generously funded by a donor in East Brunswick, NJ.Rabbi Richman gave the JLBC his observations about Asarah B’Tevet:“Chanukah, which we just celebrated, is the only holiday on the Jewish calendar to bridge between two months. There is an idea that the monthly calendar is focused around its beginning, and it is no coincidence that the month where we mourn the beginning of the end starts with a bright beginning. In theory Tevet should be a happy month—the prophet Zecharia teaches that in the times of the final redemption, Asara B’Tevet will be a day of mourning that will become a day of celebration. Eventually, the destruction of the First Temple will be commemorated as a stepping stone for something bigger; the Third Temple.
“But, what’s stopping us? A pattern of complacency. We’ve become so used to mourning that we find it difficult to stop even though we now have a chance to rebuild. Tevet shouldn’t be focused on sadness, and if we focus our efforts on the rebuilding of the Holy Temple then next year, with God’s help, we will go from the holiday of Chanukah to the holiday of Asara B’Tevet.”“Even as we mourn the siege of Jerusalem and the start of the first expulsion, we can’t forget that the end the exile is near, and the final redemption is almost upon us. Mechon Hamikdash reminds us of the all-important lesson: “if you build it, he will come.”

Palestinians to reject Kerry peace plan, launch diplomatic war on Israel’

The Palestinian leadership has reportedly decided to reject Secretary of State John Kerry’s proposals for an Israeli-Palestinian peace deal and instead launch a global diplomatic and legal assault on Israel.The Palestinian Authority is currently setting up teams to wage diplomatic war against Israel in “every conceivable” forum, including pushing for boycotts of Israel and seeking legal rulings against Israel via international courts in The Hague, Israel’s Channel 2 news reported Friday night.Unless Kerry significantly changes the current formulation of his proposals, the report said, the Palestinians will reject his overtures, confident that much of the international community will consider them to be the injured party and hold Israel responsible for the failure of peace efforts.The Palestinians are furious that Kerry is offering them a state “with no borders, no capital, no [control over] border crossings… and without Jerusalem,” the TV report said, quoting Palestinian sources.On Jerusalem, rather than the complete control that Palestinian Authority President Mahmoud Abbas is demanding over all areas of the city captured by Israel in the 1967 war, including the Old City, Kerry is merely offering the Palestinians a capital based in one of the city’s outlying neighborhoods such as Isawiya, Abu Dis (where construction of a Palestinian parliamentary building was begun in 2000), Beit Hanina or Shuafat.The TV report came a day after the former Palestinian negotiator Nabil Shaath made plain the Palestinians’ anger with Kerry, by publicly accusing the secretary of endorsing Israel’s demands on two central issues in the peace talks: The recognition of Israel as a Jewish state and a continued Israeli security presence in the Jordan Valley. The PA has repeatedly rebuffed these two demands. “The two issues have never been in our agenda: the Jewishness of the state [of Israel] and the Jordan [Valley],” Shaath said.Palestinian sources told AFP in early January that Abbas rebuffed pressure from Kerry to recognize Israel as a Jewish state. They also said the secretary was proposing a joint Israeli-Palestinian presence to control the West Bank-Jordan border, where Israel has insisted on continued IDF control. Abbas previously sought an international military presence on the border, with no Israeli involvement.
Last month, the Palestinians reportedly rejected a proposal by Kerry for an Israeli security presence in the Jordan Valley for the first 10 years after the signing of a peace deal.Neither Kerry’s security proposals, nor his evolving framework deal for ongoing talks, have been made public, but leaked details indicate Israel and the Palestinians are at odds over almost all key issues — notably including the status of Jerusalem, Palestinian refugee demands, border demarcations, land-swap arrangements, and security proposals. Current talks are set to end in April; Kerry wants the framework deal inked in the near future, as a basis for extending the talks.Last week, Abbas hardened his stance on the demand for a “right of return” for Palestinian refugees.
Israel’s government, for its part, recently announced plans to build 1,400 new homes over the pre-1967 lines, and Prime Minister Benjamin Netanyahu on Thursday accused the international community of “hypocrisy” for its opposition to the expansion of existing settlements, which he said did not impede peace efforts.Netanyahu has accused the Palestinians of being intransigent in the negotiations, while Israel has released 78 long-time Palestinian prisoners, most of them terrorists convicted of murdering Israelis, in the course of the talks, and has agreed to free a further group of 26 such convicts in the coming months.
All such disputes notwithstanding, the US Ambassador to Israel, Dan Shapiro, said earlier this month that the Kerry framework proposal would be presented soon. Kerry has made 10 visits to the region this year, and an eleventh trip is expected soon.Earlier this week, Israel’s Defense Minister Moshe Ya’alon was quoted accusing Kerry of pursuing an accord with an “inexplicably obsessive” and “messianic” zeal, and describing the secretary’s security proposal as “not worth the paper it is printed on.” Ya’alon did not deny the statements, but issued an apology. Kerry, in turn, said he would not let “one set of comments” deter him from his efforts.

A new year has begun at the United Nations, and this one is dedicated to Palestinian solidarity.As promised in resolution A/68/12, 2014 is The International Year of Solidarity with the Palestinian People (IYSPP) at the United Nations.Thursday marked the official launch of the initiative, coinciding with the 2014 session of the Committee on the Exercise of the Inalienable Rights of the Palestinian People.Israeli ambassador to the UN Ron Prosor lambasted the event, declaring the United Nations a “mechanism which serves Palestinian propaganda.”“Rather than putting an end to the provocative Palestinian campaign against Israel,” he continued in an official statement to the media, “the UN provides a stage for these performances.”The purpose of the event, according to the UN website, is “to promote solidarity with the Palestinian people as a central theme, contributing to international awareness of (a) core themes regarding the question of Palestine, as prioritized by the Committee, (b) obstacles to the ongoing peace process, particularly those requiring urgent action such as settlements, Jerusalem, the blockade of Gaza and the humanitarian situation in the occupied Palestinian territory and; (c) mobilization of global action towards the achievement of a comprehensive, just and lasting solution of the question of Palestine in accordance with international law and the relevant resolutions of the United Nations.”The resolution was adopted by the General Assembly on November 26 2013 by 110 votes to 7, with 56 abstentions. Australia, Canada, Israel, the Marshall Islands, Micronesia, Palau, and the United States voted against.“While Palestinians seek the UN’s solidarity,” Prosor’s statement argued, “they continue to educate an entire generation to hate Israel and deny the connection between the Jewish people to their homeland. The time has come to stop this hypocrisy and ask why there is no solidarity with the Israeli victims of terrorism and their families.”

Foreign Minister Avigdor Liberman ordered his ministry Friday morning to summon the ambassadors from the UK, France, Italy, Germany and Spain to Jerusalem, in order to protest what he called “one-sided” policies against Israel.These policies, evidently relating to Israel’s settlement-building, are “unacceptable, and give the sense that they are just looking for ways to blame Israel,” read a statement released Friday by Liberman’s office.Liberman also instructed his office to tell the European ambassadors that Israel is making a major effort to enable the talks with the Palestinians to continue, and that their countries’ policies harm the chances of reaching a settlement between the sides.The move comes a day after Israeli ambassadors in several European capitals, including London, Rome and Paris, were called in by their host countries to hear complaints over last week’s announcement from the Ministry of Housing and Construction that it had approved tenders for 1,400 new housing units in the West Bank and East Jerusalem.The announcement had been expected after Israel released 26 long-serving Palestinian prisoners in late December, part of a deal made last summer when Israeli-Palestinian peace talks resumed.In addition, Prime Minister Benjamin Netanyahu said Thursday that expanding existing Jewish settlements does not impede the peace talks with the Palestinians.“I don’t think it’s an obstacle to peace at all,” Netanyahu said at an event organized by the Government Press Office in Jerusalem. “Because the fact is that Jews live here on this land. I mean, what do they want, an ethnically cleansed state? They want to uproot people? I don’t think that’s going to advance peace.”Netanyahu said the move by some EU states to summon Israeli ambassadors was hypocritical:
“The European Union called in our ambassadors in the EU because of the construction of a few houses? When did the EU call in the Palestinian ambassadors to complain about the incitement that calls for Israel’s destruction? When do the Palestinian ambassadors get called in to hear complaints about the fact that security officers in the Palestinian security forces are participating in terrorist attacks against innocent Israelis?”

Addressing foreign journalists and diplomats at the event, Netanyahu also said that condemnations of Israeli settlement expansion during the current US-brokered peace talks are unfair, because it was known in advance that construction would continue even during the negotiations.“We’re keeping in line exactly with the understanding that we undertook at the beginning of the talks,” the prime minister said, asserting that it was “clear that Israel undertook no restraints” on construction. “That was understood,” he expressed. “So when people tell me that these negotiations are hampered by this, [they need to remember] that was part of the deal. Unspoken, unwritten, informal, everybody will say that they oppose it, but it was very clear.”
Earlier in the week, a US official denied claims that the settlement plan announcement had been coordinated with the US.

According to Housing Ministry spokesman Arik Ben Shimon, 801 units were approved for West Bank settlements in the latest building plans, including 227 in Efrat, 169 in Elkana and 40 in Ariel.
In addition, Karnei Shomron would see an additional 86 units, Alfei Menashe 78, Adam 75, Beitar Illit 24, and Emanuel 102.The Jerusalem neighborhood of Ramat Shlomo, over the Green Line, would receive another 600 units.Raphael Ahren contributed to this report.

The Chief Rabbinate of Israel has reached an agreement with the main American Orthodox rabbinical association to automatically accept letters from council members vouching for the Jewish status of Israeli immigrants.The agreement, described as “historic” in a news release Thursday from the Rabbinical Council of America, comes after the Chief Rabbinate refused to accept status letters from Rabbi Avi Weiss, an Orthodox rabbi and council member who has sparked controversy for ordaining women clergy and founding the “open Orthodox” rabbinical school Yeshivat Chovevei Torah. The rabbinate’s refusal sparked widespread outrage, ultimately leading it to reverse course.Under the terms of the agreement, letters vouching for Jewishness will still be prepared by individual rabbis, but the RCA will issue, upon request from the rabbi, a supporting document directly to the Chief Rabbinate. The RCA endorsement will assure the letter is accepted immediately and without question.Situations in which conversion or divorce are involved will be reviewed by the Beth Din of America, according to the RCA release. Rabbis who are not members of the RCA may also seek similar endorsements.“Since the earliest days of the RCA we have worked together with the Chief Rabbinate of Israel,” RCA President Rabbi Leonard Matanky said in a statement. “We are proud that we can expand that partnership to better serve our constituents and resolve issues that might appear before the Chief Rabbinate.

"A large number of colleagues are aware of issues of workplace bullying, isolation and desolation for those serving in their vocation. This has been an ongoing concern for us for many years now," said Rev. Jim Evans, Unifaith's interim president. "We’ve looked at various ways to address what could happen in terms of advocacy and professional development for those who are indeed in desperate circumstances."According to Evans, he and volunteers from the United Church have spent a decade educating colleagues in self-care and social unionism, communicating with church people across the country, and researching concerns regarding benefits, pensions, church closures and other issues."The institutional church was not able to do much for us," Evans said. "They could pray for us, but in terms of providing effective, approved accountability to uphold the values and policies of safety and job security and protecting [us] … from workplace violence and harassment, it was very limited."Nora Sanders, the general secretary of the United Church of Canada, said church membership has declined by about 20 per cent since 2004 and that between 50 and 60 churches are closing every year. All of that is affecting job security for the clergy."So I suspect the issues this group has raised are part of a bigger picture that's under review in our church right now, of our structures and how we do our work to make sure our resources are focused on the work of faith," she said.

Community chapter, not a local

The new national faith workers association was formed under the Unifor banner but is not a local. Instead, it's a community chapter.On its website, Unifor describes community chapters as "a new form of union membership that aims to reach out to groups of workers that are generally excluded from union membership."Potential groups may include those in workplaces where organizing campaigns have not yet succeeded; workers in precarious jobs; unemployed workers; students and any other group of workers hoping to improve their economic and social conditions.Community chapter members still pay dues: a minimum of $5 a month for "non-waged members" and a $10 minimum for waged members.
The Unifaith movement is a national initiative with members across Canada."To be in solidarity with our clergy brothers and sisters is an opportunity for us to do something that is going to change those realities," Evans said of the problems clergy face in the church.

No strikes

Community chapters don't negotiate collective bargaining agreements with any employer. Evans said there is no chance of a strike at any time.Evans said "part of the goal" is to get enough members to sign union cards to be certified under labour legislation to negotiate collective agreements with the United Church."Many would joke about clergy marching around churches. That’s not an approach we would take," Evans said. "We work with our congregation. We serve our congregation. Our employment is with the United Church of Canada."Rev. Janet Walker doesn't think a union is necessary, though."If our focus is only on ourselves, we're missing what our ministry is," she said. "I guess that's why, for me, I haven't had an interest in looking at what this union is about. I'm more focused on what we can do for others."

Silvano Tomasi stressed this today, during the presentation of the Holy See’s report to the UN Committee which has been investigating the Holy See’s compliance with the U.N. Convention on the Rights of the Child. The questions UN experts addressed to the Vatican, focused on paedophilia cases and abuse of minors which took place in the Churches of Ireland, Spain and Mexico (particularly the abuse committed by the founder of the Legion of Christ, Marcial Maciel Degollado). The questions had been sent to the Vatican in writing a few months ago and asked again in live streaming from Geneva. The Holy See’s session with the UN Committee will last the whole day.The Vatican signed the Convention in 1990 and in 2001 it signed another two “optional protocols”. In accordance with protocol, the Holy See sent a written response to the UN’s questions last November. But these responses were sent on the premise that bishops and religious superiors were not representatives or delegates of the Pope and therefore the questions relating to specific abuse cases reported in Catholic institutions around the world are not related to the Holy See’s respect for the Convention. In December, this sparked criticisms from some associations that support victims of paedophilia. “It’s easy to criticise though sometimes criticisms are based on reality; all crimes are bad but when children are involved they become all the more serious,” Tomasi told Vatican Radio. “But the accusation made against the Holy See of obstructing justice seems rather groundless to me.”During today’s hearing, Tomasi reminded the Committee of the measures the Vatican has taken both internally and internationally in recent years to combat this “sad phenomenon”. The Vatican diplomat stressed John Paul II and Benedict XVI and Francis’ efforts in dealing with this issue and stressed that there is no justification for any kind violence or exploitation directed at children,” either inside or outside the Church. The Catholic Church wishes to be “an example of best practice” in the prevention of abuse, as required by the UN Convention. The Vatican representative recalled that last December Pope Francis decided to set up an “ad hoc” Commission for the prevention of sex abuse by priests against children. Speaking to Vatican Radio, the Vatican spokesman Federico Lombardi recalled the frequent images of Pope Francis with children and asked: “Who among the heads of the 193 States that adhere to the Convention on the Rights of the Child is as efficient [as Francis is] in sending out such a powerful message of love for children, not just to his fellow countrymen but to the whole world?”During this morning’s hearing, Tomasi underlined that as of last December, when the Vatican sent its written response to the Committee, “citizen of the Vatican City State has been under investigation for allegedly sexually abusing children outside the Vatican City State.”  This was an implicit reference to the case of the Polish former Apostolic Nuncio to the Dominican Republic, Jozef Wesolowski, who is currently under investigation both in the Dominican Republic and in Poland. He was dismissed as Vatican representative and recalled to Rome on 21 August. When asked about the Vatican’s refusal to extradite Wesolowski, Tomasi told the UN Committee that under the new laws introduced by Pope Francis, given his diplomatic role, Wesolowski will be tried in the Vatican (and therefore not extradited). The former Nuncio will not only be tried under Canon Law by the Congregation for the Doctrine of the Faith, but also under criminal law by the Vatican Tribunal. The investigation is underway and will be handled “with the severity it deserves.”The Vatican delegation led by Tomasi, is made up of Auxiliary Bishop Charles Scicluna of Malta ho for many years was the Congregation for the Doctrine of the Faith’s Promoter of Justice on paedophilia cases during the pontificate of Benedict XVI, Christophe El-Kassis, a Secretariat of State official, Vincenzo Buonomo, Professor of International Law at the Pontifical Lateran University and Jane Adolphe, who teaches law at the Ave Maria School of Law in the United States.

Scicluna: Holy See had “very positive dialogue” with UN Committee for Rights of the Child

gerard o'connell rome The Maltese bishop, Charles Scicluna, former prosecutor at the Congregation for the Doctrine of the Faith of clergy who sexually abused minors, was part of the Holy See delegation that appeared before the UN Committee on the Rights of the Child in Geneva on January 16. In this interview by telephone from Geneva, he spoke about the day-long session with the UN body that attracted so much interest internationally.  He says it gave the Holy See an opportunity to respond to the Committee’s concerns regarding child abuse, to reaffirm its commitment to protect children and minors throughout the Catholic Church and all its institutions, and explain how it is doing so.

Q.  Could you sum up how the meeting went?
A. It was a very interesting dialogue and the Committee had the opportunity to express its concerns and they are concerns that we share. And so I think it has been a very positive dialogue because the Holy See, as sovereign of Vatican City State and as central organ of government of the Catholic Church around the world, shares the high values of the Convention on the Rights of the Child.  The Committee is very anxious to promote these values and we are on the same page.  We had the opportunity, which was I think very important, to express our commitment with the teachings and the guidance of the recent Holy Fathers on the question of the sexual abuse of minors by clergy.  And we are also very grateful for the input of the Committee; that input will also help the setting up the working of the Commission for the Protection of Minors announced by the Holy Father at the beginning of December.
 
Q.  The Committee raised many tough questions in today’s session. You were asked: given the ‘zero tolerance’ policy why were there efforts to ‘cover up’ and obscure cases of the abuse of minors by clergy?
A.  I think that ‘cover-up’, meaning the obstruction of justice, has to be addressed by the domestic laws of the countries where it happens.  It is not the policy of the Holy See.  And to the extent that it is a crime in the sovereign territories of the different countries it should be prosecuted, irrespective of whoever is guilty of the crime of the obstruction of justice.
 
Q. Another question is where responsibility lies in the Catholic Church when priests or those working for the Church abuse minors?
A.  The principle that we promote, and which is so very clear even in Canon Law, is the principle of personal liability. Canon 128 of the Code of Canon Law expresses in a very clear way the fact that every person who creates damages is liable to compensate that damage. In the section on penal procedures in the Canon Law there is also an allowance for an action which the third party or the victim brings asking for damages.  This is also something that is accepted when it comes to the administrative decisions taken by Church personnel if there are damages, they have to be compensated.
 
Q.  According to media reports, you explained to the Committee that the Vatican, the Holy See, is not responsible for what priests actually do, for example, in Ireland, in America or Australia.
A.  I think that is also a very important principle of Holy See policy and it corresponds to structure of the Catholic Church and also to the principle of personal responsibility for crime and delict.
 
Q.  As I understand it, the Committee was trying to understand how such abuse of minors by clergy could happen in the Catholic Church worldwide and to such an extent.
A. I think the abuse done by Catholic clergy and religious for so many reasons does get the headlines, and even one case of abuse is one too many. There is, as Benedict XVI said in his interview book - the Light of the World, the mystery of evil and sin. I also think that deficits in human formation have to be addressed and the good news is that they are being addressed.  The John Jay Report about the causes (of abuse) indicates also deficits in the human formation, but this is already something that for a number of years now has been addressed in the training of future priests and religious.
 
Q.  Victims’ organizations and the victims themselves were very happy to see the Holy See brought before the Committee, and felt that this is, at least, a step towards recognizing the sufferings they have been through and the failure of the Church to protect or listen to them in so many instances.  How do you see it?
AI think that moving forward should never imply forgetting deficits in the approach that needed to be changed.  So we are looking forward but we should never repeat mistakes that have been done in the past. The Holy See has been called to this meeting with the Committee on the Rights of the Child as a routine meeting.  In this session of the Committee other countries have also been called to dialogue with the Committee, and these include Russia, Germany and Yemen. So this is a normal routine meeting. It is obviously the international level in which the Holy See operates, and the moral authority which it has, that attracts so much attention.  So I don’t think there was as much press attention to the Yemen dialogue yesterday as we have with the Holy See today, and I wonder if there will be such media attention tomorrow when it is the turn of Germany.

Q. The media attention is great because of the international nature of the Holy See, and because none of these other states hold themselves up as a moral authority.
A.  That also means that the Holy See has a great responsibility to give clear guidance on this issue of the protection of children from abuse.
 
Q.  What were you able to guarantee the Committee in this regard today, and what does it say you still have not done?
A. I think that this commitment of the Holy See has to seep through to the local Churches and on the local level, because every commitment of the Holy See has to be lived at the local level and by the local Catholic community. So I think it is very important that the Holy See - through the leadership of Pope Francis and the Roman Curia, and also through the Apostolic Nuncios and the departments of the Holy See-, helps the local Churches assimilate the values of the Convention of the Rights of the Child and also the determination shown by the teaching of the recent Pontiffs on the question of child protection.
 
Q.  In other words, so that it is clearly seen that the abuse of minors is not only a sin, it is also a crime that has to be prosecuted.
A.  Yes, definitely so, and that is the responsibility of the state where the crime occurs.  When it comes to Canon Law, there is also a responsibility when it comes to the community (to ensure) that an offender is not in a leadership role if he constitutes a risk to minors.
 
Q.  What about the accountability of bishops? I mean what happens to bishops who fail to protect children, or cover up? Failure here has been one of the problems highlighted by many victims and their organizations.
A.   Bishops are accountable to God and to their local churches, and I think it has to be very clear under this policy of the Holy See that child protection is an integral part of pastoral stewardship.
 
Q.  What has this Committee asked you to do, or where has it said that something is not being done and you need to do more?
A. One of the interesting ideas that has emerged from this meeting is that it would be good to create a data base that would help a unified response when it comes to individuals who are mobile from one diocese to the other and from one country to the other, and I think that this is something that could be considered.  I think that there are so many points that came up at this meeting that actually reinforce the Holy See’s commitment and are well taken and serve as an encouragement of the policy of the Holy See as expressed in the circular letter from the Congregation for the Doctrine of the Faith on 23 May 2011. 
 
Q. Some of the critics in Geneva say there isn’t really transparency at the Vatican, at the Holy See yet. What would you say to them?
A.  I think transparency and accountability – and I would put them together - are a work in progress.
 
Q.  What stands out from today’s meeting?
A.  I think that the input of the Committee is very important because I think we are all in agreement that the Holy See could help the local Churches provide an example of best practice in questions of child protection.
 
Q.  News media report from Geneva that the Holy See was grilled by the Committee, and at one stage you responded that “The Holy See gets it”.  Do you think the Committee is satisfied with the Holy See’s response?
A.  I am very grateful for very frank way that concerns were expressed by the Committee, because this is also a sign of great trust in the capacity of the Holy See to be a leader.
 
Q.  This was your first experience coming before such a Committee.  What is your take on it?
A.   I think this was a very important moment where the international community engaged the Catholic Church which is a mammoth on the international level and has such an important contribution to make to so many local communities.  It was, I think, a very important meeting because it was dealing with concerns that are enshrined in the Convention on the Rights of the Child and that are also the concerns of the Catholic Church, and there is this meeting of commitment and, I would say, of resolve to protect the integrity of minors on the physical, psychological and spiritual level.
 
Q.  Since some 600 cases of abuse are reported to the Vatican every year, were you able to convince the Committee that the Holy See and the Catholic Church has a foolproof situation?

Though stretched by its war alongside Assad, targeted by extremist Sunnis, and losing popularity, Nasrallah’s group deepens its hold near the Israeli border

This week brought more wonders from the new and utterly unpredictable Middle East.Just a few months ago, an Islamist regime hostile to Israel ruled Egypt. In the blink of an eye, a group of officers grabs power — with popular support –, manages to pass a new constitution by a referendum, and becomes Israel’s closest ally in the region.Last summer, the Syrian civil war was about to end with an American operation that wouldn’t leave much of the Assad regime behind. Now the Syrian Army is standing firm, and so is its president. But he’s losing his chemical weapons and the opposition is slowly crumbling, leaving behind a massive vacuum which al-Qaeda-linked global Jihadist groups are rushing to fill. Last week alone, 700 people died in the infighting between the various opposition factions, causing many Syrians to long for the quiet days before the civil war.Meanwhile, Lebanon’s Hezbollah and Israel, while emphatically still bitter enemies, suddenly find themselves confronting a common enemy in the form of radical Sunni Islam. On Thursday, three Lebanese were killed in a car bomb next to a government building in the city of Hermel on the Syria-Lebanon border. Earlier in the week, the Abdullah Azzam Brigades, linked with al-Qaeda and active in Lebanon, took responsibility for two recent suicide attacks in Beirut — in Dahiyah and at the Iranian Embassy. The group, whose leader Majid al-Majid died two weeks ago under mysterious circumstances while in detention in a Lebanese hospital, promised to continue in the path of its commander: “We will strike Iran and its party [Hezbollah] and the aggressive Jews in order to protect the Sunnis.”
These are not empty slogans. Israeli security forces have obtained explicit evidence of attempts by members of global jihadist groups in Lebanon to attack both Hezbollah and Israeli targets, and even to try to create new tensions between the two. For example, extremist Sunni militants, in a group that calls itself Ziad al-Jarrah, received arms from al-Qaeda members in Syria that were intended for use against Hezbollah. Some of the rockets were indeed fired at Dahiyah, the Hezbollah stronghold, but in August the rest were fired at Nahariya, in northern Israel.For now, at least, the bulk of the global jihadist groups’ activities are focused on Hezbollah. But it is not impossible that in the future, members of these groups will escalate their fighting against Israel, in order to further raise tensions between Israel and Hezbollah, and even drag the two sides into a military conflict neither side wants.

Hezbollah’s multiple challenges

The challenges facing Hezbollah and its leader Sheikh Hassan Nasrallah these days are complex. It is waging nothing less than a war in Syria, fighting alongside President Bashar Assad’s forces. It constantly maintains and seeks to boost its military capabilities for another conflict with Israel. And it needs to counter the growing terror threat it faces inside Lebanon.As if didn’t have enough problems, on Thursday the trial of those accused of killing Rafik al-Hariri, the former Lebanese PM, opened at the International Criminal Court in The Hague. All the suspects are active in Hezbollah.Theoretically, Hezbollah has the military power to take over Lebanon by force. But as it looks at the new reality in Iraq, in which Sunni terrorists attack Shiites almost every day, it evidently understands that grabbing power might not be the smartest move right now.
In the meantime, the people suffering from Hezbollah’s policies in Syria are primarily the group’s core supporters, Lebanese Shiites, who woke up one sunny morning to a new reality, in which they find themselves targets for suicide attacks and rocket launches.

One day recently, a false rumor spread that seven car bombs were heading along Dahiyah’s main street — named after Hadi Nasrallah, Hassan Nasrallah’s son — and to the main mosque in the al-Hadath neighborhood. The previous day, a rumor spread about a car bomb in al-Merija, a neighborhood in Dahiyah. The rumors, widely publicized on social media, detailed the types of cars and even their license plate numbers. All false, but enough to make the terrified residents close their stores and clear the streets.

Digging in along the Israeli border

From the Israeli side of the border, even with an untrained eye, it was possible to see the woman walking close to the Shiite village of Maroun-a-Ras. She was making her way from the village to the grave of a sheikh on its slopes, which almost touch the Israeli border. The sheikh’s grave is said to have special powers for barren women.It was in this village that the first major land battle of the 2006 Second Lebanon War unfolded. Five soldiers from the IDF’s Egoz unit were killed in the fighting. Since then, Hezbollah has been barred from the area by UN Security Council Resolution 1701. But its fighters are in Maroun-a-Ras nonetheless, as well as in the other villages across south Lebanon.From the Israeli side, too, it’s hard to miss the golden dome in the village — a model of the Dome of the Rock, built with Iranian money as part of the “Museum of the Resistance” that commemorates the war — from the Hezbollah perspective, of course. Until not long ago, a large Iranian flag flew here. But increasingly vocal allegations by some parts of the Lebanese public, that Hezbollah has become an Iranian agent, caused the flag to be taken down.You can make out three towers as well, with bridges connecting them, and a long tunnel where visitors can see the remains of equipment that the IDF left behind. The museum displays, among other items, a Merkava tank that was hit and abandoned in Lebanon.Hezbollah members don’t move around in uniform, in organized fashion, but it’s obvious to IDF forces on the border that they are there. The Israelis know the vehicles they move in; when a “TV crew” arrives in the area and doesn’t act like a television crew, it is clear who they are. On more than one occasion, Hezbollah activists have dressed as shepherds. But when three “shepherds” move around with just 15-20 sheep, and without much success in controlling them, they tend to stand out.Right at the border fence, Hezbollah members have hung a metal sign featuring the pictures of six Lebanese killed on Nakba Day — when Palestinians and their supporters mark the catastrophe of Israel’s establishment — a year-and-a-half ago. On the sign, the phrase, “They are definitely returning,” is written in sloppy Hebrew. Last Nakba Day, the Lebanese Army deployed in the area and prevented protesters from reaching the border, thwarting a planned joint demonstration with a group of Israeli Arabs.The call of the muezzin is audible from Israel too, calling believers to a special class on the Prophet Muhammad after the evening prayer.Hezbollah still enjoys considerable support of its activities for the local population, but it is no longer as popular as it was right after the 2006 war. The war it is waging in Syria has a cost, and not only in bodies. Hezbollah has become non grata in some non-Shiite villages. Its members were chased out of the Sunni village of Marwahin.
The bitterness created by its involvement in the Syrian civil war doesn’t endanger the organization, but it is also not only limited to Sunni villages. At a recent funeral in the Shiite city of Bint Jbeil for a Hezbollah fighter killed in Syria, cries denouncing the organization were heard.To date, around 300 Hezbollah fighters have been killed in Syria, almost half the number of approximately 700 who died in the Second Lebanon War.
In the meantime, Hezbollah is preparing. Despite the number of casualties in Syria, despite the resources its conflict with Israel require, and despite its deteriorating status in the Arab world in general and in Lebanon in particular, the organization is showing no signs of wilting.It has sent one-third of its fighting force to Syria, while more than a third continue to prepare for another round of hostilities against the IDF.It is not really trying to hide the massive excavations underway in Shiite towns and villages in the south, where it stores thousands of rockets — recent Israeli estimates talk of 100,000 rockets in Hezbollah hands — and where it is possibly trying to dig a tunnel it can use for an attack inside Israel. Bulldozers and heavy engineering equipment are working overtime in Shiite villages, and the organization offers to build shelters inside residents’ homes, in order, among other reasons, to convince them to stay instead of flee when the next conflict erupts. These engineering efforts are clear to the watching Israeli defense establishment, and the current estimate is that a key part of the fighting in the next war will be in built-up areas, and not in the “nature reserves” as in 2006.For Israel, the Hezbollah threat is not limited to just the “next war.” A recent promise to avenge the blood of its senior commander Hassan Laqis, killed in Beirut last month — Hezbollah blames Israel — by one of the organization’s spokesmen, Ibrahim al-Amin, editor of the newspaper al-Akhbar, is not regarded as an empty threat. “Wait and see,” he wrote. “I expect blood on the southern border.”Doubtless there are senior figures pressing Hezbollah Secretary-General Hassan Nasrallah to respond to the assassination, in order to deter Israel from carrying out more of the same.Nasrallah said in one of his recent speeches that Hezbollah “has an old, new, and renewed score to settle” with Israel. It may not be seeking a wide confrontation with the IDF at present, but that does not mean it will not try to initiate limited attacks — the kind that can hurt Israel badly without leading to war.

UNESCO cancels event on Jewish ties to Land of Israel

Days before opening of Paris exhibit, UN cultural body bows to pressure from Arab states, who said it would harm peace talks

Days before it was scheduled to open, the UN Educational, Scientific and Cultural Organization cancelled an exhibit in Paris entitled, “The People, The Book, the Land: The 3,500-year relationship between the Jewish people and the land of Israel.”The exhibit, created by the Simon Wiesenthal Center, was co-sponsored by Israel, Canada, and Montenegro. SWC worked closely with UNESCO on the exhibit since 2011, when UNESCO accepted Palestine as a member state, the first UN body to do so.UNESCO President Irina Bokova decided to cancel the event after Arab states in UNESCO protested, arguing it would harm the peace process.The event was scheduled to run from January 21 through January 30 at UNESCO’s Paris headquarters. It has been repeatedly delayed for the past two years, with organizers repeatedly bowing to UNESCO demands to make changes in the displays and literature at the event.The Wiesenthal Center is slated to hold a press conference on Monday to discuss the cancellation.Nimrod Barkan, Israel’s ambassador to UNESCO, said that the excuse to shelve the event was “mean and stupid,” according to Israel Radio.In an interview with Algemeiner, SWC Dean Marvin Hier called the moved an “absolute outrage.”“The Arabs don’t want the world to know that the Jews have a 3,500-year relationship to the Land of Israel.”

Abdulla al Neaimi, president of UNESCO’s Arab group, wrote in a letter to Bokova that the ”subject of this exhibition is highly political though the appearance of the title seems to be trivial. Most serious is the defense of this theme which is one of the reasons used by the opponents of peace within Israel. The publicity that will accompany… the exhibit can only cause damage to the peace negotiations presently occurring, and the constant effort of Secretary of State John Kerry, and the neutrality and objectivity of UNESCO.”“For all these reasons, for the major worry not to damage UNESCO in its… mission of support for peace, the Arab group within UNESCO is asking you to make the decision to cancel this exhibition,” he concluded, according to Algemeiner.UNESCO decisions have long rankled Israel’s supporters.In 2012, UNESCO created a chair of Astronomy, Astrophysics and Space Sciences at the Islamic University of Gaza, which is closely linked with Hamas.Last October, UNESCO voted in favor of no fewer than six resolutions condemning Israel at its 192nd Session of the 56-member Executive Board in Paris.The US and Israel both stopped paying dues to the organization after it allowed the Palestinians in, and both countries lost their voting rights in November 2013. The suspension of US contributions, which accounted for $80 million a year — 22 percent of UNESCO’s overall budget — brought the agency to the brink of a financial crisis and forced it to cut or scale back American-led initiatives such as Holocaust education and tsunami research over the past two years.UNESCO’s core mission, as conceived by the US, a co-founder of the agency in 1946, was to be an anti-extremist organization. Now, it seeks to tackle foreign policy issues such as access to clean water, teaches girls to read, works to eradicate poverty, promotes freedom of expression and works to give people skills to resist violent extremism.
