Brussels (AFP) - The EU's "game of thrones" is nearing an end after the naming of a new president and diplomatic chief, with the rest of the incoming Brussels regime set to be decided in coming weeks.Jean-Claude Juncker, the head of the EU's executive body, will unveil his new team in early September, aiming to strike a delicate balance of politics, geography and gender.The two top roles were filled on Saturday when Polish premier Donald Tusk was appointed president of the European Council -- which brings together the leaders of the 28 EU states -- and Italian Foreign Minister Federica Mogherini was named head of the foreign affairs service.But with key economic jobs up for grabs in a team that will dictate European policy for the next five years, member states are still battling behind the scenes for a bite of the cherry.And the EU is almost as in thrall to historical rivalries and power struggles as the fantasy world of cult US television show "Game of Thrones".Next week, Juncker will meet each country's nominee as he finalises his team for the European Commission. Belgium has yet to name a candidate as it is locked in negotiations to form a coalition government. Juncker is then expected to name his team on September 9 or 10, according to EU officials. But the choices are fraught with pitfalls.Regional rivalries have mostly been dealt with, as Tusk's appointment will please newer eastern members and Juncker, the former prime minister of Luxembourg, will see that smaller countries are represented.But politically, Europe's centre-left will want more important portfolios after winning only one of the top three jobs in the form of Italy's Mogherini.Gender is also a problem, with member states so far ignoring Juncker's call to nominate more women, and Juncker saying he may compensate by giving more major portfolios to women.The next hurdle comes in September and October when the European Parliament grills the candidates. It may try to flex its muscles by knocking back controversial nominees.Finally, on October 20-23 parliament will vote on the whole line-up. Socialists have threatened to veto any commission with less than the nine women in the current set-up.The new commission takes office on November 1, while Tusk succeeds current European Council president Herman Van Rompuy a month later.The last piece of the puzzle falls into place in mid-2015 with the naming of the head of the Eurogroup, the club of finance ministers from the 18 nations that use the euro -- which is Juncker's old job.Spain's Luis de Guindos, a conservative backed by Berlin, is expected to take over from social-democrat Jeroen Dijsselbloem of the Netherlands.But Dutch premier Mark Rutte has suggested Dijsselbloem may try for another term, setting up another battle.

BRUSSELS - EU leaders on Saturday (30 August) agreed to appoint Polish PM Donald Tusk as the next EU Council president and Italian minister Federica Mogherini as the bloc's new foreign affairs chief.Outgoing council head Herman Van Rompuy praised Tusk’s pro-European credentials and for the way he steered Poland through the economic crisis, noting that it was the only EU economy which kept growing while most suffered recession.Tusk said his appointment comes at a time when "eastern European expertise will be badly needed in Europe" and that he will seek an EU consensus on how to handle the Russia-Ukraine conflict.As he will also chair summits of eurozone leaders only, Tusk added that Europe should not be divided into “separate clubs” and that he would not have taken the post if there was to be a separate, eurozone-only chairman.Amid criticism from some EU states on his weak English, he threw in an English pun: “Nothing is good enough for Europe, including my English, and I will polish my English … So don’t worry”.German chancellor Angela Merkel also voiced approval.“It is good that Europe will have such a highly qualified and motivated European, 25 years after the collapse of the Berlin wall, 25 years after the end of the Cold War”, she said in a brief statement.Tusk, 57, is the second Polish politician to get a high-level EU job after Jerzy Buzek, also a former PM, led the European Parliament between 2009 and 2012.Speaking to EUobserver after the announcement, a Polish diplomat said: “I feel happy. Not just happy. ’New generation’

The other appointment, Mogherini, looked impossible less than two months ago when leaders had a first stab at filling the two top jobs.Mogherini, 41, faced a wall of opposition from eastern member states for lack of experience and Russia-friendliness.But with Tusk tipped for the council job, opposition faded, while Mogherini on Saturday promised to represent "all member states and all EU citizens" in her work.She said she has worked in foreign policy for 20 years in various capacities - including with civil society - and that she represents "a new European generation”.Switching from English to French, she quoted an EU founder, Robert Schuman, who said "peace can't be safeguarded without creative efforts”.Recalling her controversial trip to Moscow in July, she noted that her first trip after Italy took up the rotating EU presidency was to Kiev.She also said the Moscow visit was "co-ordinated" with outgoing EU foreign policy chief Catherine in a bid to "facilitate a form of dialogue” with Russia, which, later on, “failed”.

Portfolio battle begins

Part of the debate on Tusk-Mogherini was linked to portfolios in the new European Commission, to be led by Luxembourg’s Jean-Claude Juncker.Finnish PM Alexander Stubb on Saturday, after meeting with centre-right leaders and Juncker, said "part of the discussion was about commissioner posts”.He said Finland wants "a very strong position for former [Finnish] prime minister Jyrki Katainen - after all he has been finance minister for four years and prime minister for three years. He's highly qualified for any high position”.Juncker will next week hold hearings with all commissioner candidates and is to finalise a list of names by Friday, before seeking approval for his choice from EU countries’ ambassadors.Juncker met Mogherini on Saturday ahead of the summit, with his spokeswoman tweeting a picture and saying that he was "interviewing" her already.He is to finalise the allocation of portfolios on 8 or 9 September and submit the names-and-portfolios list to the European Parliament, which will grill the candidates, including Mogherini, later next month before voting Yes or No on the new commission in October.

BRUSSELS - EU leaders have given Russian president Vladimir Putin one week to stop attacking Ukraine or face more sanctions.The latest ultimatum came after Ukrainian president Petro Poroshenko personally told the 28 presidents and PMs at a summit in Brussels on Saturday (30 August) that he is a hair’s breadth away from “full-scale war” with his neighbour.The summit conclusions corroborated his claim that last week saw an open “aggression by Russian armed forces on Ukrainian soil”.The conclusions tasked the European Commission to present new sanctions options “within a week” and said they will include “a provision on the basis of which every person and institution dealing with the separatist groups in the Donbass [east Ukraine] will be listed”.They did not spell out what will prompt the EU decision, referring only to “the evolution of the situation on the ground”.“There is no precise criterion”, EU Council chairman Herman Van Rompuy told press.For her part, German chancellor Angela Merkel noted that the Russian army’s incursion into Ukraine marks “a new step in the escalation”.She added the upcoming sanctions will target the same areas as the previous round: Russia’s financial sector; exports of dual-use goods; sales of oil-drilling technology; and arms sales. "But we didn't go into details tonight. We didn't talk about names or specific measures", she said.
The one-week lag is designed to give Poroshenko a chance to propose a new peace plan in Kiev on Monday.It will give EU countries’ experts time to haggle over details of the EU measures, with France, for one, keen to make sure new sanctions do not stop it from delivering warships to Russia.French president Francois Hollande said the delay will also give European leaders a chance to co-ordinate with Nato partners at the alliance’s summit in Wales on Thursday and Friday.Some EU countries, including Cyprus, Hungary, and Slovakia, voiced scepticism on further EU action.But others, such as Lithuania, wanted to go much further.Lithuanian president Dalia Grybauskaite told media that Russia “is in a state of war against countries that want to be closer to the European Union and that means, practically, that Russia is in a state of war against Europe. Putin called it a tsarist-era term for land that now forms southern and eastern Ukraine. Ukrainians consider the term deeply offensive and say it reveals Moscow's imperial designs on their territory.Moscow has long called for Kiev to hold direct political talks with the rebels. Kiev says it is willing to have talks on more rights for the south and east, but will not talk directly to armed fighters it describes as "international terrorists" and Russian puppets that can only be reined in by Moscow.The deputy leader of the rebel Donetsk People's Republic, Andrei Purgin, said he was due to participate in talks in the Belarus capital Minsk on Monday. NEW ADVANCE

The past week has seen Ukrainian forces flee in the path of a new rebel advance, drawing concern from Ukraine's Western allies, who say armored columns of Russian troops came to the aid of a rebellion that would otherwise have been near collapse.European Union leaders agreed on Saturday to draw up new economic sanctions against Moscow, a move hailed by the United States, which is planning tighter sanctions of its own and wants to act jointly with Europe.German Foreign Minister Frank-Walter Steinmeier saw a possible link between the fighting around Mariupol and the Crimean peninsula, which is under Moscow's control but has no land border with Russia."It doesn't appear to be ruled out that Russia is trying to make land connections to organize supplies for the population of Crimea," he was quoted by the Maerkische Allgemeine newspaper as saying in an interview. "Russian land bridges and corridors would be just as illegal and deplorable as its annexation of Crimea."Some residents of Mariupol have taken to the streets of the port to show support for the Ukrainian government as pro-Russian forces gain ground. Many others have fled from the prospect of an all-out assault on the city of nearly 500,000 people."We are proud to be from this city and we are ready to defend it from the occupiers," said Alexandra, 28, a post office clerk wearing a ribbon in blue and yellow Ukrainian colors."We will dig trenches. We will throw petrol bombs at them, the occupiers," she said. "I believe our army and our (volunteer) battalions will protect us."The separatists claimed another victory with what they said was the withdrawal of Ukrainian soldiers from the airport at Donetsk, the main city in the industrial southeast.Alexander Zakharchenko, prime minister of the "Donetsk People’s Republic", told reporters in the city: "They (the Ukrainians) raised a white flag, we ceased fire."He said the rebels had yet to consolidate control over the airport: “The airport is not their territory any more but neither it is ours yet... We will slowly take it back.”

TROOP SWAP

The swap of soldiers overnight at the frontier was a rare gesture to ease tension, but Kiev and Moscow have given starkly opposing accounts of how their troops came to be on each other's territory. A Russian commander said an unspecified number of Russian paratroops were swapped for 63 Ukrainian soldiers. Kiev said the Russian soldiers numbered nine.Kiev and its allies in Europe and the United States say the new rebel offensive has been backed by more than 1,000 Russian troops fighting openly to support the insurgents. The rebels themselves say thousands of Russian troops have fought on their behalf while "on leave".Reuters journalists on the Russian side of the border have seen Russian troops showing signs of having returned from battle, with their insignia removed or rubbed out.Despite the evidence, Moscow denies its troops are fighting in Ukraine and says a small party of soldiers crossed the border by accident. Russian Major-General Alexei Ragozin said the paratroops were handed back after "very difficult" negotiations.

SANCTIONS

The United States and EU have gradually tightened economic sanctions against Russia, first imposed after Moscow annexed Crimea following the ousting of Kiev's pro-Russian president by protesters.So far, however, the measures have done little to deter Putin, who gave a typically defiant public appearance on Friday in which he described Russians and Ukrainians as "practically one people" and compared Kiev's attempts to recapture rebellious cities with the Nazi invasion of the Soviet Union.Russia is a strong nuclear power, and foreigners should understand that "it's best not to mess with us", he said.Moscow has responded to sanctions by banning the import of most Western foodstuffs and shutting down McDonald's restaurants. The moves reinforce a sense among Russians that they are isolated from a hostile world, as in Cold War days.Agreeing the Western sanctions has been tricky, not least because the 28-member EU must take decisions by consensus and many of its countries depend on Russian energy resources.Nevertheless, the EU has gone further than many had predicted, agreeing to impose sanctions on Russia's financial and oil industries last month after the Malaysian airliner was shot down over rebel territory, killing nearly 300 people, most of them Dutch.EU leaders agreed on Saturday to ask the executive European Commission to draw up more sanctions measures, which could be adopted in coming days.The White House praised the move to "show strong support for Ukraine's sovereignty and territorial integrity". Fighting continued to the north of Amerli in several villages."Security forces and militia fighters are inside Amerli now after breaking the siege and that will definitely relieve the suffering of residents," said Adel al-Bayati, mayor of Amerli.It was hailed as a huge strategic victory for the Iraqi security forces and the militia fighters who joined them after a summer that saw the Islamic State lead other Sunni armed groups in seizing almost one-third of the country's territory."Amerli's battle is a golden victory registered by the Iraqi security forces who are still fighting the terrorist groups in north and south areas of Amerli," said military spokesman Qassim al-Attta.Atta described Amerli as a launching pad to retake the northern province of Salahuddin, including its capital, which was captured by IS in June."The next step will be holding the ground tightly and liberating all the areas which link Amerli to Salahuddin," Atta said on state television. "Our forces will gather in thousands in Amerli to march towards Tikrit."While Kurdish fighters, backed by US air strikes, had beat back the Islamic State after losing terrain in August, the collection of Shi'ite security forces and militias had yet to score a significant military win.The advance of the Iraqi forces in Amerli comes after the U.S. military carried out air strikes overnight on IS militant positions near the town and airdropped humanitarian supplies to the trapped residents there. More aid was dropped from British, French and Australian planes.The Pentagon said the warplanes hit three Humvee patrol vehicles, a tank and an armed vehicle held by militants in addition to a checkpoint controlled by the group, according to the military's Central Command, which runs U.S. operations in the Middle East.

U.S. ROLE CRITICAL

One Kurdish fighter on a base north of Amerli described the American role as critical in ending the siege."It would have been absolutely impossible without the American planes," the Kurdish peshmerga fighter said. IWAKI Japan (Reuters) - Like many of her neighbours, Satomi Inokoshi worries that her gritty hometown is being spoiled by the newcomers and the money that have rolled into Iwaki since the Fukushima nuclear disaster almost three and a half years ago."Iwaki is changing - and not for the good," said Inokoshi, 55, who echoes a sentiment widely heard in this town of almost 300,000 where the economic boom that followed the worst nuclear accident since Chernobyl has brought its own disruption.Property prices in Iwaki, about 60 km (36 miles) south of the wrecked nuclear plant, have jumped as evacuees forced from homes in more heavily contaminated areas snatch up apartments and land. Hundreds of workers, who have arrived to work in the nuclear clean-up, crowd downtown hotels.But long-time residents have also come to resent evacuees and the government compensation that has made the newcomers relatively rich in a blue-collar town built on coal mining and access to a nearby port. Locals have stopped coming to the entertainment district where Inokoshi runs a bar, she says, scared off by the nuclear workers and their rowdy reputation."The situation around Iwaki is unsettled and unruly," said Ryosuke Takaki, a professor of sociology at Iwaki Meisei University, who has studied the town's developing divide. "There are many people who have evacuated to Iwaki, and there are all kinds of incidents caused by friction."

HOSTS WEARY, GUESTS FRIGHTENED

Residents across Fukushima prefecture hailed the first wave of workers who arrived to contain the nuclear disaster in 2011 as heroes. Cities like Iwaki also welcomed evacuees from towns closer to the meltdowns and explosions.At the time, Japan's stoicism and sense of community were praised around the world for helping those who survived an earthquake and tsunami that killed nearly 19,000 and triggered explosions at the nuclear plant.But that solidarity and sense of shared purpose has frayed, according to dozens of interviews. Many Iwaki residents say they have grown weary of hosting evacuees in temporary housing.And the newcomers themselves are frightened, says Hideo Hasegawa, who heads a non-profit group looking after evacuees at the largest temporary housing complex in Iwaki."When they move in to an apartment, they don't talk to neighbours and hide," said Hasegawa, who works from a small office located between rows of grey, prefabricated shacks housing the evacuees. "You hear this hate talk everywhere you go: restaurants, shops, bars. It's relentless."The 2011 nuclear crisis forced more than 160,000 people in Fukushima prefecture to evacuate and leave their homes. Half of them are still not allowed to return to the most badly contaminated townships within 20 kms (12.4 miles) of the destroyed plant known as the exclusion zone. Since April, the government has allowed some residents to return to parts of the evacuation zone. But the area remains sparsely populated and riddled with hot spots where radiation is as much as four times the government’s target for public safety.Work crews in white decontamination suits have poured radiation-tainted topsoil and debris into black-plastic bags piled at improvised storage sites on roadsides and public parks awaiting a shift to a more permanent nuclear waste dump.By contrast, Iwaki has prospered. On a recent Saturday, parking lots near downtown were packed – along with restaurants near Taira, the city's downtown. Chuo-dai Kashima, a newly developed area in Iwaki where many of the temporary housing units have been built, saw an almost 12 percent rise in land prices in the past year, according to government data. That was among the highest increases across Japan and behind only Ishinomaki, Miyagi, a coastal city that was destroyed by the 2011 tsunami and has only just begun to rebuild.

THE NEW MILLIONAIRES

At the heart of the tensions is an unresolved debate about how much people across Fukushima should be compensated for the suffering, dislocation and uncertainty that followed the nuclear accident.Some Iwaki residents grumble they are being forced to shoulder the burden of hosting evacuees who receive far more compensation from the government and do not have to pay rent on their government-provided prefab temporary homes.In January 2013, vandals threw paint and broke windows on cars parked in evacuee housing at multiple locations. Less than a month earlier, someone had painted graffiti reading, "Evacuees Go Home" at the entrance to a city office.Tokyo Electric Power, the operator of the Fukushima plant, has paid almost $41 billion in compensation as a result of the nuclear accident. Payments vary depending on the amount of radiation recorded in a particular area, a system that evacuees have complained appears arbitrary. A family of four in one part of an evacuated town might receive $1 million, while a similar family in a less contaminated part of the same evacuated town would get just over half of that amount, according to data from Japan's trade ministry.The radioactive plume that erupted after a partial meltdown at the Fukushima plant travelled northwest, missing Iwaki. Most of Iwaki's residents evacuated for a while, but most then returned. Their compensation was also limited: the majority received about 120,000 yen ($1,200) each. Many established residents in Iwaki complain government payouts to the newcomers have been frittered away on luxury cars and villas, locally dubbed "disaster relief mansions.""The food the evacuees eat and the clothes they wear are different," said Hiroshi Watahiki, 56, a chiropractor in Iwaki. "They can afford it from their compensation funds. They have time and money to go gambling since they're not working."A poll in January by Takaki showed residents had conflicting feelings about the evacuees. More than half of those surveyed expressed sympathy for them, but 67 percent also said they "feel envious of their compensation." The tensions are unlikely to be resolved any time soon.The government is planning to build 3,700 permanent apartments to replace the temporary units for evacuees, most of them in Iwaki. REYKJAVIK, Iceland (AP) — Lava fountains danced along a lengthy volcanic fissure near Iceland's subglacial Bardarbunga volcano Sunday, prompting authorities to raise the aviation warning code to the highest level and close the surrounding airspace.The red warning code — the highest in the country's alert system — was raised early Sunday after the eruption in the Holuhraun lava field, about five kilometers (three miles) north of the Dyngjujoekull glacier. The warning was lowered 12 hours later as visibility improved and it was clear that no volcanic ash was detected.The country's meteorological agency said scientists were monitoring the ongoing eruption."Visual observation confirms it is calm, but continuous," the weather agency said on its website.Sunday morning's eruption at about 0500 GMT (1 a.m. EDT) followed a smaller one in the same site on Friday that also prompted authorities to briefly raise the aviation warning code to restrict flights in the area. Thousands of small earthquakes have rocked the region in recent days, leading to concerns that the main volcano may erupt.The aviation warning meant that no flights were allowed in the airspace north of the fissure eruption area, up to 6,000 feet (1.1 miles) from the ground. Aviation officials said the restrictions do not affect commercial flights, which fly much higher than that.Authorities said lava fountains of about 50 meters (165 feet) high erupted Sunday from the fissure, estimated to be almost a mile (1.6 kms) long.The fissure eruption appeared about 40 kilometers (28 miles) from the main Bardarbunga volcano, which lies under the vast Vatnajokull glacier that dominates the eastern corner of Iceland.Though remote and sparsely populated, the area is popular with hikers in the summer. Officials earlier evacuated all tourists in the region after intense seismic activity there.Although Sunday's fissure eruption was more powerful than the one on Friday, experts say the situation is contained and is unlikely to result in the same level of aviation chaos as 2010. In April that year, an eruption at the Eyjafjallajokull volcano wreaked havoc on millions of travelers. More than 100,000 flights were canceled after officials closed Europe's air space for five days out of fear that volcanic ash could damage jet engines.Dave McGarvie, a volcanologist at Britain's Open University, said the fissure eruptions produce only very small amounts of ash — they produce mostly lava — and are highly unlikely to cause any aviation disruption."It's good news in the sense that it appears to be very small, very contained. It's not spreading under the glacier — if it did you'll get a lot of flooding," he said.He said Icelandic authorities are mostly concerned that the main volcano under the ice cap will erupt, but there are no signs so far that this is imminent.___Sylvia Hui contributed to this report from London.

Conakry (AFP) - Working at breakneck speed, the nurses rush between departments at Guinea's largest hospital, wearing gloves they have bought at their own expense to protect themselves against the Ebola virus.The often chronically under-resourced staff of Donka hospital in the capital Conakry -- like health workers across west Africa -- sacrifice everything in the battle against a deadly epidemic, often their own lives.The World Health Organization said last week that more than 120 health workers across the region had died during the "unprecedented" outbreak which began early this year, and more than 240 had been infected."The outbreak of Ebola virus disease in west Africa is unprecedented in many ways, including the high proportion of doctors, nurses, and other healthcare workers who have been infected," the agency said in a statement.The toll on health workers is all the more the more devastating in the three worst-hit nations -- Guinea, Liberia and Sierra Leone -- where more than 1,500 people have died and where there are just one or two doctors for every 100,000 people.Sierra Leone, which had already lost its only virologist and other senior medics, reported the death of a third physician last week.A Senegalese WHO expert was also infected in Sierra Leone and was admitted on Wednesday to a hospital in the German city of Hamburg.

"One day, if God lets me live, when Ebola becomes a distant memory, I will explain to my grandchildren or great-grandchildren that this disease called Ebola shook the world in 2014," says Marie Fikhe, a nurse in charge of a department at Donka hospital.She is interrupted by ambulance sirens announcing the admission of a new case of Ebola, a fever which has killed more than half the people it has infected in the west African outbreak and is passed on via contact with bodily fluids."After every task, you have to change gloves and wash your hands, yet we are only given one pack a week, which is clearly insufficient," says Fikhe." Everybody knows that sponsors donate loads of them, so they should be used to treat patients... (yet) very often, after a few days, they can be found being sold on the local market."She recalls a colleague who died in the hospital's isolation centre because she had unwittingly contracted Ebola while nursing a woman everyone assumed had typhoid."It was right at the beginning, before the laboratory in Lyon discovered that the disease raging in the south was Ebola virus disease," Fikhe says.

Among the reasons for the heavy price paid by the medical profession, WHO cites the similarity between the early symptoms of Ebola and those of several infectious diseases endemic to the region, such as malaria, typhoid fever and Lassa fever.The agency also blames a "lack or misuse of personal protective equipment and the small numbers of medical personnel".In Donka hospital, a nurse who asks to be identified as "Dr Mara" underlines the problem."Look at my outfit. I had to buy it at my own expense... Mostly, I'll source decent white fabrics from the market and get them sewn by my tailor.""Even the gloves on the table there, it was me who bought them," insists the nurse, in between dashes to casualty, the pharmacy, the laboratory and the Ebola isolation unit, claiming to have to work without surgical spirit, soap or even water.One of her colleagues, Jacqueline Thea, a frail figure in overalls which are too big, says she remains in the job "because I do not want to escape my responsibilities, because I was sworn in, because I want to honour my children". "Otherwise I would have given up everything to go far away from here, away from Guinea," she says.
