KIEV, Ukraine (AP) — Russia is launching artillery attacks from its soil on Ukrainian troops and preparing to move heavier weaponry across the border, the U.S. and Ukraine charged Friday in what appeared to be an ominous escalation of the crisis.Russia accused Washington of lying and charged Ukraine with firing across the border on a Russian village. It also toughened its economic measures against Ukraine by banning dairy imports.Andriy Lysenko, a spokesman for Ukraine's National Security and Defense Council, said five salvos of heavy rockets were fired across the border near the town of Kolesnikov in the Luhansk region in the country's east. A border crossing point near Marynovka was fired on twice with mortars, also from the Russian side, while Ukrainian forces shot down three Russian drones, Lysenko said.If true, the allegations mean Moscow is playing a more direct role in the fighting than it has been accused of up to now — a dangerous turn in what is already the gravest crisis between Russia and the West since the end of the Cold War.In addition, Col. Steve Warren, a Pentagon spokesman, said that the U.S. has seen powerful rocket systems moving closer to the Ukraine border and that they could be put into the hands of the Russian-backed separatists as soon as Friday.It wasn't clear what those developments mean for the international investigation into the downing of Malaysia Airlines Flight 17. U.S. authorities believe the separatists shot it down with a missile, perhaps in the mistaken belief it was a military plane.A small group of Dutch and Australian investigators combed the sprawling, unsecured field where the plane came down on July 17, taking notes and photos as their governments prepared police detachments they hope can protect the crash site and help bring the last of the 298 victims home.Britain's U.N. He spoke at a security forum in Aspen, Colorado.In another development, CNN said pro-Russian rebels abducted one of its local freelancers on Tuesday outside the separatist-controlled city of Donetsk and was still holding him on Friday.Anton Skiba had worked for the network for only a day when he was seized as he and other members of a CNN crew returned to their hotel from the jetliner crash site.CNN said the abductors first accused Skiba of "terrorism" and of using his Facebook page to post cash rewards for killing separatists. Later they dropped that accusation and said he was being questioned for using identification with different last names. BRUSSELS - The European Commission is preparing legislative on four types of economic sanctions likely to be imposed on Russia on Tuesday.A meeting of EU ambassadors (Coreper) on Friday concluded that legal texts should be prepared for all four areas presented in a draft paper by the EU commission: restricting access to EU capital markets for Russian state-owned banks and companies, as well as banning trade in arms, sensitive technologies and goods that can be used both for civilian and military purposes.This marks the so-called stage three of a sanctions regime on Russia which were for a long time taboo in EU quarters, with diplomats quipping that leaders would only go to "stage 2.99999" rather than adopt sanctions that could hurt their own economies.But the mood shifted dramatically with the downing of the Malaysia Airlines plane on 17 July, where 298 passengers, mostly EU citizens, lost their lives after being hit by a Russian missile, believed to be fired by pro-Russian separatists in Ukraine.Foreign ministers meeting on Tuesday decided on the four areas where economic sanctions could be applied and according to an EU diplomat "we have been on auto-pilot ever since," with no country raising any objections to the "stage three" of sanctions.EU diplomats in the so-called Relex counsellors group will have a first look at the texts on Monday and relay potential changes to the EU capitals before EU ambassadors are to look at the texts and possibly approve them on Tuesday.A political nod from EU capitals is still required before the sanctions are formally adopted.Earlier this week, there was speculation that an extra summit of EU leaders might still take place on this topic.But in a letter sent by EU council chief Herman Van Rompuy to capitals, and seen by EUobserver, he opts for the so-called written procedure in adopting the sanctions."The preparation of the legal acts will be finalised in the next few hours and will be presented to Coreper with a view to approving them by Tuesday 29 July. I would like to ask you that you instruct your ambassador in order to complete an agreement by this date," the letter reads.Van Rompuy said the economic sanctions package "strikes the right balance when it comes to cost/benefit ratio and scalability/reversibility over time. It should have a strong impact on Russia's economy while keeping a moderate effect on EU economies."The planned arms embargo will only apply to future contracts, as will capital market restrictions.This means that both London - where most of the financial transactions in the EU are carried out - takes a smaller hit and also that France can go ahead with its controversial delivery of two Mistral warships to Russia.According to an EU source, France was not the most vocal in insisting on the arms ban not to apply to existing contracts, rather eastern EU member states, who still have to get Russian spare parts for their Soviet-era tanks, planes and equipments.Van Rompuy also mentions two more concessions: "The measures in the field of sensitive technologies will only affect the oil sector in view of the need to preserve EU energy security" and "the prohibition of dual-use technology exports will be limited at this stage to military end-users."
Sanctions effect on national deficits
Other concerns expressed by member states, notably the impact of the sanctions on their economies, will be closely scrutinised by the EU commission, Van Rompuy wrote.Southern member states, notably Italy, would like to see the sanctions impact taken into account when the EU commission evaluates their economic policies in regards to budget deficit and debt and the so-called European Semester, according to a source familiar with the Coreper talks on Friday.The EU ambassadors on Friday also formally adopted the inclusion of 15 names and 18 entities on an existing blacklist, that was to be published later that day in the Official Journal.

BRUSSELS - Europeans are feeling a bit more positive about the EU than they were late last year but well over a third still feel "neutral" about it while a quarter feel outright negative about it.The Eurobarometer survey, published Friday (25 July), showed that 35 percent of citizens feel positive about the EU, up 4 percentage points on autumn 2013 - the most significant increase between surveys since 2006/7.While 25 percent have a "very negative" view of the EU, this represents a 3 percent drop since the last survey and continues the downward trend from a high of 29 percent in 2012 at the height of the economic crisis.Just over half (52%) feels their voice does not count in the EU down from 66 percent last year while the number believing their voice is heard has leapt by 13 points to 42 percent, something the pollsters suggest is due to the May EU elections to the European Parliament – held just before the survey.But the EU average hides large differences between member states. Three-quarters of Cypriots (75%) don't think their voice is heard, while a similar feeling of being disregarded at the EU level is felt by the Czechs, Latvians and Greeks (74% each) and by the Italians (73%).At the other end of the scale the Swedes, Danes and Dutch are most inclined to feel they are being listened to in Brussels.Meanwhile, trust at both the EU and the national level remains low, clocking in at 31 percent for the European Union. In 2007, before the economic crisis started, trust in the EU was 57 percent.There is a wide spread among member states in attitudes about the future of the EU with almost two thirds of Greeks (56%) - whose country is undergoing harsh EU-imposed austerity measures in return for a bailout - "totally pessimistic" about the EU.They were joined in their pessimism by the UK (45%), the only other country where more felt a black outlook than a positive outlook about the EU.Germans topped the league of those feeling their economy was "good" (84%) followed by Denmark, Luxembourg, Sweden and Malta.The same was true of only four percent in Spain, Greece and Portugal while in France, the eurozone's second biggest economy, eight percent felt the country's economy was good.The biggest drop in positive feelings about the economy was in Finland down 11 percentage points (to 36%) since last autumn.The single currency is viewed in a positive light by most Europeans (55%), ranging from a high of 88 percent in eurozone state Estonia and a low of 16 percent in the UK, which does not have the euro.Latvia, which joined the single currency in January 2013, saw the biggest increase in support since autumn (15 percentage points to 68%) while Lithuania, on course to join it in 2014, also saw a jump in support of 10 points to 50 percent.Germany, which has paid out the most towards bailouts, remains largely in favour of the euro (75%) while support has risen in struggling and bailed-out periphery countries, Portugal, Cyprus and Greece.More Europeans (47%) feel the crisis has reached its peak in terms of job loss than feel the worst is yet to come (44%). Overall eight states, including Germany, Spain and the UK, saw a switch from the majority view being optimistic rather than pessimistic.French people are the most anxious about the future. Only 34 percent feel the jobs crisis has peaked compared with 60 percent who are bracing themselves for a darker economic future. Italy is the other major euro state where there are more pessimists (48%) than optimists (47%).
