Toronto Police have recovered the video that appears to show Mayor Rob For smoking crack cocaine, Toronto police Chief Bill Blair said Thursday.“The video files depict images that are consistent with what has previously been reported” in the media, Blair said at a news conference on the heels of a release of documents used by police to obtain search warrants during their summer investigation.“I have no reason to resign,” Ford said at a raucous 2:30 p.m. press conference despite calls from several councillors for him to step down.He said he would continue returning phone calls. Under a barrage of shouted questions from reporters, he left within two minutes.“I wish I could defend myself, unfortunately I can’t because it’s before the courts right now,” was his first statement.Ford has since May refused to comment on the video “that I have never seen or does not exist.”Blair also said alleged drug dealer and Ford friend Alexander “Sandro” Lisi, 35, was arrested Thursday morning and has been charged with extortion.The Star earlier reported that Lisi, who was arrested Oct. 1 on drug charges, was involved in attempts to recover the video.Ford himself has been the target of a police investigation that witnessed and photographed him in months of on-the-ground and airplane surveillance taking part in meetings with Lisi, according to the documents, released on orders of Superior Court Justice Ian Nordheimer.Only half of the 500 pages have been released. The other half will be the subject of legal arguments to be submitted by Nov. 8.Blair told reporters they recovered two videos from a computer hard drive on Oct. 29 that are relevant to their investigation. At least one will eventually be presented in court. The Star has been told by sources that the 90-second video its reporters saw was an edited version of the original.“It’s safe to say the mayor does appear in the video,” Blair told reporters.
Blair said he has seen the video. His reaction? “As a citizen of the city, I am disappointed.”The files had been deleted but were recovered by police. There is no indication that the video was doctored, Blair said.Based on the video, Blair said, there is nothing now that would support laying a criminal charge against Ford.
Ford emerged from his home around 9:45 a.m. Thursday morning and walked toward waiting reporters and photographers yelling “Get off my driveway” repeatedly before getting into his SUV and driving away.
The details of an extensive police investigation into Ford’s drug activities come six months after two Toronto Star reporters saw a video showing the mayor, obviously impaired, smoking what appears to be crack cocaine and making homophobic and racist slurs.In a heavily censored portion of the document, police said that the day after the world learned news of the video that appeared to show Ford smoking crack cocaine, top homicide detective Sgt. Gary Giroux was assigned to “investigate the existence of a cellular phone containing a video of Ford smoking crack cocaine.”The search warrant documents contain allegations that have not been tested in court. The only charges laid in the matter involve Lisi and dry cleaner Jamshid Bahrami, who were swept up in the Oct. 1 raid.“We continue to gather information,” when asked if the probe was still ongoing, Blair said.In the hour after news broke about the video, Lisi feverishly worked his phone, calling an alleged Dixon gang member and a resident of the now notorious 15 Windsor Rd. drug house where Ford was photographed with Anthony Smith, Monir Kassim and Mohammad Khattak.
Three copies of that photograph appeared in documents, described as information to obtain (ITO) a warrant.The newly released documents gave a detailed glimpse into Ford and Lisi’s activities on the evening of May 16 when online gossip site Gawkerand the Star wrote about the video.At 8:18 p.m. — just 10 minutes before Gawker published its story online — Mayor Ford called Lisi. They spoke for 40 seconds.
For the next 45 minutes, Lisi feverishly contacted an unidentified number, trading nine texts and four calls.
He then called Fabio Basso, who lives at 15 Windsor Rd. The call lasted just eight seconds.Lisi also called Liban Siyad, an alleged member of the Dixon City Bloods arrested during the June 13 Project Traveller raids on Dixon Rd. The two spoke twice in a matter of minutes.The only other call police noted in its allegations was 24-second conversation apparently between Lisi and an anger management centre.Lisi worked late throughout the night, repeatedly calling Basso, whose home, according to several sources, was the setting of the alleged crack video.From 2:21 a.m. to 10:28 a.m., Lisi furiously texted and called people, specifically David Price, one of Ford’s top aides and long-time friend, police said in their allegations.Ford called Lisi for the first time nearly 21 hours after news broke about the crack video. The call lasted 22 seconds. Ford called back a minute later from his home phone and cell. The two talked three more times that evening before Lisi spoke to Mohamed Siad, the alleged gang member trying to sell the video. Lisi spent the next day talking to Ford, Siad and another alleged member of the Dixon gang.A day after the Star revealed that drug dealers were shopping around a video appearing to show Ford smoking crack cocaine, Price contacted the mayor’s then-chief of staff, Mark Towhey, and asked “hypothetically” what the mayor’s office would do if Price had been told where to find the video.“Towhey had suspicions that Sandro was a drug dealer,” the document said.Towhey asked Price to look into Lisi but Price not able to find out much about him. Both had concerns about Lisi; Towhey was concerned because Lisi was the driver the night of the Garrison Ball, the documents said.Police generated a “timeline of Rob Ford related information” during their investigation. In this heavily redacted section, it said: “On April 9, police surveilled 15 Windsor, believed to be a crack house. Looked like drug trafficking going on ... “No known persons observed.” No arrests that day.And later, “A unified search query of Mayor Rob Ford does not reveal that his phone was reported stolen.”The documents said: “Confidential source tells police Det. Const. Clarke that 15 Windsor Drive (sic) is a ‘trap’ house. The house belongs to a couple of crack heads but Dixon guys go there often to ‘chop’ crack or just hang out and get drunk.“The source advises that they have seen the following people at this address: Liban Siyad, Abdhullahi, Monir Kassim, Ahmed Dirie, Anthony Smith.”Kassim was also arrested during Project Traveller on weapons and drugs charges. Smith was shot dead on March 27. Khattak, who was injured in the Smith shooting, was arrested during Project Traveller.From March 18 to June 24, Lisi had phone conversations with Ford and two of the mayor’s special assistants — Thomas Beyer and Chris Fickel, according to the documents.On the same phone, Lisi also spoke with Fabio Basso, who lives at 15 Windsor Rd.
Between Aug. 7 and Sept. 13, Lisi had telephone calls with Ford almost daily, often multiple times a day.
In the 44 days, Lisi and Ford had 349 “points of telephone contact,” the documents said.Ford helped Lisi escape police surveillance at least once, letting his friend sneak into City Hall’s underground employee parking lot, according to allegations in the police’s ITO.On Wednesday, July 24, a detective sergeant with the force’s mobile support unit followed Lisi as he weaved his way through side streets near the Westway.
Lisi “was followed to the downtown core where he began to circle the area of Bay Street and Queen Street West, executing U-turns on several occasions,” the police said.Lisi eventually dipped into the underground lot at City Hall. Ford, waiting at the entrance, “swiped him into the controlled access area,” the police said.
That night, Ford and Lisi watched the Blue Jays lose 3-8 to the Los Angeles Dodgers, police said.
The documents included several images of Ford and Lisi at that game.The next day, police again used the plane for surveillance, the documents said. They saw Lisi and an unknown male passenger drive to the TTC Wilson yard and in to what appeared to be a fenced in and secure parking lot (signed “Authorized Person Only/No Trespassing).The unknown man got in a white Ford Explorer. Lisi was followed back to his home, the documents said.Lisi also had contact with members of Ford’s staff, including Price, current executive assistant Tom Beyer, current special assistant Xhesjo Hasko and former special assistant Chris Fickel.
During their June 15 surveillance of Lisi, police alleged in the documents they observed him drive a red Mustang to the Metro grocery store at Royal York Road and Trehorne Drive. Lisi parked, stood outside the main doors, “scanning the parking lot while on his cellular phone,” then met a man walking a dog. That man was later identified as Thomas Beyer, executive assistant to the mayor. Both men got into Beyer’s vehicle and drove to Lisi’s Mustang, which Lisi gets into.On June 28, Toronto police Det. Shertzer and Det. Const. Davey interviewed Fickel.According to the documents, Fickel told police that the mayor and Lisi spent a lot of time together until “media release events [crack video scandal].”“Fickel does not know where the mayor got marijuana from but has heard that ‘Sandro’ may be the person who provides the mayor with marijuana and possibly cocaine.”Fickel told investigators that Ford met Lisi through Don Bosco football coach Payman Abdoodowleh, a man with numerous convictions including three assault convictions, a break and enter and assault with a weapon.The former staffer added that Aboodowleh “said that he was mad at Lisi because he was fuelling the mayor’s drug abuse.”There are also multiple examples of on-the-ground surveillance in the documents, in which a pattern emerged of meetings at an Esso station just 350 metres from Ford’s home.
For example, just before 4 p.m. on Sept. 8, after calls were placed to Lisi from the mayor’s Deco label business and his car’s On Star system, the pair met at the Esso gas station near Ford’s home.Police watched as Ford entered the gas station, bought a newspaper and a Gatorade, then waited in his car. When Lisi arrived at 4 p.m., Ford went into the gas station again to use the washroom without speaking to Lisi, who backed his Range Rover up besides the mayor’s vehicle.Ford got back in his car, the pair rolled down their windows, talked briefly, and then left.The documents detail another meeting at the Esso station around 5:40 p.m. July 1. The gas station’s security footage shows Ford arriving in his black Escalade heading straight to the station’s bathroom. Lisi drove up, apparently texting someone on his phone while holding an envelope.
Lisi entered the Esso and “searches around the refrigerators,” police said, before picking up a few Gatorades and a bag of chips. He left and was caught on security cameras standing near the mayor’s vehicle, holding the envelope.“Lisi appears to be looking around, possibly scoping out the area,” the document said.“He walks along the passenger side of the Mayor’s Escalade and walks out of (the security camera’s) frame. He is not seen again.”Around the same time, Ford left the washroom and bought a Gatorade and pack of gum. He spent about 10 minutes in the store.On July 11, Lisi put a package or envelope in Ford’s car at the Esso station at 5:44 p.m. Three minutes later, Ford leaves the gas station, gets into his Escalade and drives away. Ford had made two short calls to Lisi before the encounter, the documents said, and Lisi called Ford on his OnStar car phone at 5:56 p.m. They spoke for less than four minutes.The documents detailed a police background search that revealed Lisi had been charged but not convicted of 10 other offences between 1997 and 2009. They ranged from mischief and harassment to possession of a schedule II substance.
“Lisi is related to someone that went to high school with (David) Price and (Rob’s brother and city councilor) Doug Ford. Lisi’s relative, a cousin, is Joe Malfera,” the document said.In a letter submitted to the courts June 13 as part of Lisi’s sentencing for threatening to kill a young woman, Mayor Ford submitted a letter of reference to the court as did Joe Malfara (as it is spelled in the letter). In his letter, Malfara said he owns and operates a garage and gas station at 165 Rogers Rd. and has employed Lisi part-time between 2001 and 2009 and that Lisi has “conducted himself professionally and respectfully during his employ.”Surveillance on the ground and in the air on June 26 tracked Lisi and an “unknown male” as they drove a red Mustang from Lisi’s house to a soccer field at Renforth Drive and Centennial Park Gate.Lisi met Ford, who was watching a soccer game, the police documents said.Lisi returned to the Mustang and retrieved a white plastic bag from behind the driver’s seat. The bag “already contained items in it, as it appeared to be weighted,” the documents said.Lisi grabbed some cans of Minute Maid from the trunk and put them in the same plastic bag, walked to Ford’s Escalade, put the bag in the front and walked back to Ford, the documents said.
Police surveillance also included following Ford and Lisi to a local park.On Aug. 13, police followed Lisi and Ford to Weston Wood Park, where the pair “met and made their way into a secluded area of the adjacent woods,’ according to details in the documents.Police watched the two men for about an hour, then Lisi and Ford left the park and both got into their vehicles and drove away.Police entered the park and a “vodka and juice bottle were seized from this spot. So as not to reveal that the original bottles were seized replacement bottles were left behind.”Before the meeting, Lisi had received a call from a cellphone “associated” with Deco Adhesive Products, according to the documents.Under the section called “Biography/Background of Mayor Rob Ford,” the document notes Ford’s political history and philosophy, community service, volunteer work, football coaching career and football foundation.The documents quoted a police source as saying, “Whenever the Mayor gets Leaf tickets or something similar in nature he takes Lisi. Lisi normally drives the Mayor to these events.“Nico Fidani (a former junior staffer of the mayor’s) had brought up concerns that Lisi was providing the Mayor with illegal drugs. Fidani thought that Lisi would drive the Mayor around to ‘hot spots’s and facilitate getting drugs for the Mayor.“Fidani thought Lisi was addicted to drugs,” the police documents alleged.Outside his home Thursday morning, a visibly angry Ford shouted at reporters: “What don’t you understand? Get off my property.”Ford only said “thank you” in response to questions about whether he is the focus of a police drug investigation.As journalists backed onto the sidewalk, Ford yelled “Get off my property” several times and waved a handful of dress shirts he was carrying, as if to shoo them away from his black Cadillac Escalade. He also pointed at his roof, warning reporters there was a camera installed.The documents suggested police Project Traveller wiretaps also picked up details of meeting between Gawker’s John Cook and tipster who claimed to have an “associate” in possession of the video.
For Ford, the tough campaigner who leads Ford Nation, it remains to be seen whether the fact that police surveillance teams spent the summer watching him consort with drug and weapons dealers will have an impact on the former Scarlett Heights football player’s popularity. Olivia Chow, John Tory, Karen Stintz, and other potential mayoral candidates are waiting in the wings. Ford, who proudly says he has never given up on anything, has warned the election will be a “bloodbath” and that his fellow candidates will “bring up everything.”It all began with news of a video shot somewhere near the Dixon Rd. apartments, site of the Project Traveller raids.Ford is pictured alone in the video, shot on a drug dealer’s iPhone. A voice off camera goads the mayor into making comments. Justin Trudeau’s name is mentioned, and Ford calls him a “fag.” The use of Trudeau’s name gives a hint to timing of the video, which is also still a mystery. Trudeau was in the news for the Patrick Brazeau boxing match in early 2012, and in the news in early fall 2012 for his leadership battle.Intensely loyal to family and close friends, Ford has surrounded himself with a group of yes men who are equally loyal. When Lisi was arrested, Ford made a point of saying he does not “throw my friends under the bus.”But it is a small group, and it was unclear from Wednesday’s court hearing if Lisi is still a Ford ally.What is clear is that Ford and Lisi spent a terrific amount of time together. They met four times a week outside Lisi’s home just east of the Dixon Rd. apartments that were the epicentre of the Project Traveller guns and drugs raids.We now know that Lisi and Mohamed Siad, who wanted to sell the crack video, were close. Did Siad supply drugs to Lisi? That was likely a question police tried to answer.
We also know that a six-man Toronto police “spin team” spent hundreds of hours watching and following Lisi and Ford. They used cameras mounted on telephone poles, tracking devices on cars, listening devices and even a Cessna airplane flying low over Etobicoke, so low that people the Star interviewed said there was no doubt the cops were watching.A “pole camera” installed around July 18 on Madill Street to monitor Lisi’s home could be accessed remotely online by officers, the documents said.On July 23, the camera caught Ford arriving outside Lisi’s house around 9:30 p.m. in his Escalade and walking toward Lisi’s house. At 11:10 p.m. Ford and Lisi are filmed walking together toward the Escalade. The mayor drove off.
Ford may have known he was being watched during an Aug. 18 meeting with Liso in the parking lot of Scarlett Heights Entrepreneurial Academy, the documents said.The meeting ended when a police surveillance vehicle in the area was “spotted.” The mayor and Lisi drove out in their vehicles at a “high rate of speed.”
Lisi also displayed counter surveillance techniques (frequently stopping his car, turning into random parking lots and driving the other way, etc.) while police followed him.On Sunday June 16, police documents said they observed Lisi leave his home in a red Mustang, “performing counter surveillance measures” before returning home on Madill Street.Police said they saw a black Cadillac Escalade circle the streets around Madill. Officers traced the licence plate to Deco Adhesive Products, a business owned by the Ford family. Officers followed the black SUV as it headed away from the Madill Street area and identified Ford as the driver.A day later, police watched Lisi leave home and go to nearby townhouse complex at Islington Ave. and Dixon Rd. Several minutes later, Lisi was seen leaving the backyard of townhouse on Sweet Pea Path.
Lisi was followed to Richview Plaza, where he was seen entering Richview Cleaners and leaving carrying a pizza box. Police followed Lisi back to his neighbourhood.The police document notes wryly, “Through the research I conducted I conclude that Richview Cleaners only specializes in dry-cleaning and is not in the food industry.”The Ford family’s black Escalade pulled into Lisi’s driveway. Officers followed the Escalade when it left and identified Ford as the driver.After that June 17 surveillance, police discussed the difficulties of seeing “where Lisi is going or what he is doing” and the possibility of getting a “tracking warrant and or the plane.”The documents note a CCTV camera appeared to have been installed over the garage doors of Lisi’s home. The camera faced the driveway but police weren’t sure if it was recording.olice obtained a warrant to search a house and detached garage at 82 Thirty-Ninth St., the documents said. Eastern Taiwan rocked by magnitude 6.3 earthquake; no casualties reported

A strong earthquake hit eastern Taiwan on Thursday, shaking buildings over a wide area including the capital. There were no immediate reports of serious damage or casualties.The U.S. Geological Survey said the earthquake struck at 7:02 p.m. and measured magnitude 6.3. It was centred in a remote mountainous area 45 kilometres south-southwest of the coastal city of Hualien at a depth of just 12 kilometres, it said.
Buildings swayed for more than 10 seconds and startled residents ducked for cover in Taipei, the capital, which is about 150 kilometres from the epicentre.Taiwan’s railway administration immediately suspended train service while it checked for any possible damage to tracks.Local TV channels reported that there appeared to be almost no damage in Hualien. However, it could take some time for the full impact of the quake to be evaluated because of the remoteness of the epicentre.Earthquakes frequently rattle Taiwan, but most are minor and cause little or no damage.However, a magnitude-7.6 earthquake in central Taiwan in 1999 killed more than 2,300 people.

Pope Francis is ranked ‘the 4th most powerful’ person in the world after Presidents Putin (Russia), Obama (USA), and Xi Jinping (China), by Forbes, the prestigious US business magazine

gerard o'connell ROME Pope Francis is the 4th ‘most powerful’ person in the world according to Forbes, the prestigious American business magazine, which has just released the names of those it ranks as ‘the 72 most powerful people’ on planet earth in 2013.Forbes ranks him immediately after the Presidents of Russia, the USA and China.  It is a most extraordinary result for this humble leader of the Catholic Church who has never in his life sought position, power or status, has always lived as a poor man and, until his election as Pope used public transport, shuns mundane events and gives priority attention to the world’s poor.Russia’s President Vladimir Putin was given the number 1 position in the Forbes list, followed by US President Barack Obama and Chinese President Xi Jinping, in the number 2 and 3 slots respectively.  Germany’s Chancellor Angela Merkel came in at Number 5, and is rated as the most powerful woman in the world.
Each year Forbes provides a ranking of the heads of state, financiers, philanthropists and entrepreneurs “who truly run the world”. It lists one for every 100 million of the world’s inhabitants, and since there are today 7.2 billion people on earth today,  it has come up with what it considers the 72 ‘most powerful’ among them. 
Unlike Pope Francis who considers “power as service”, Forbes uses far different criteria to define ‘power’.  It outlines these criteria in an article published on-line October 30, in which it announced the 72 names. It explains that its editors measure ‘power’ along ‘four dimensions’.  First, they evaluate “whether the candidate has power over lots of people”. Next they assess “the financial resources controlled by each person, and see if they are relatively large compared to their peers”. Then they determine “if the candidate is powerful in multiple spheres”, being powerful in just one area is often not enough. Lastly, “they make sure that the candidates actively use their power.”To calculate the final rankings, Forbes’ editors rank all the candidates under consideration – hundreds of them- in each of those ‘four dimensions of power’, and then average the individual rankings into a composite score.








Jewish groups launch pro-circumcision task force

Panel convenes in Brussels in response to Council of Europe’s decision condemning practice as a physical ‘violation’

Responding to recent attacks in Europe on ritual circumcision, Jewish groups convened a special task force in Brussels to mount a “proactive defense” of the practice.“The days of waiting around to firefight individual attacks on brit milah are over,” said Philip Carmel, European policy adviser for the European Jewish Congress, in reference to the non-medical circumcision of 8-day-old Jewish males for religious reasons.
Carmel was speaking at a gathering of 12 members of the special task force that convened for the first time in the Belgian capital on Wednesday in response to the Oct. 2 passage of a resolution at the Council of Europe calling male ritual circumcision a “violation of the physical integrity of children.”The resolution followed a slew of motions and statements against circumcision in Scandinavia by some prominent parties from across the political spectrum, as well as health and child welfare officials.Carmel said the meeting was the first gathering of its caliber in defense of brit milah in Europe and included representatives from the European Jewish Congress, the Conference of European Rabbis, Milah UK and The Union Of Mohalim in Europe. Also attending he said were representatives of the French, Dutch and Austrian Jewish communities, as well as legal and medical experts.“The next step is to go out with a message in defense of freedom of religion in media, EU member states and pan-European organizations,” Carmel said, adding that the advocacy campaign will continue in parallel with efforts to “standardize the practice of brit milah in Europe.”
“For too long, European Jewry has been reactive to sporadic attacks on religious practices,” said Moshe Kantor, president of the European Jewish Congress. “However, the enemies of Jewish tradition are becoming more united and coordinated, and so we must create a unified, coordinated and long-term strategic response to these attacks.”

The curious Israeli half-battle against ‘Palestinian incitement’

Netanyahu warns repeatedly that Palestinian children being taught to hate Israel ‘lays the groundwork’ for continued terrorism. So why isn’t he reviving the joint panel designed to counter the malaise?

On October 28, 1998, Prime Minister Benjamin Netanyahu sat down at the White House next to his greatest foe, Palestinian Authority President Yasser Arafat. Under the tutelage of US President Bill Clinton, the two leaders grudgingly signed the Wye River Memorandum, paving the way for the implementation of the Interim Agreement, the second phase of the Oslo Accords.Netanyahu was hardly eager to follow through with the despised territorial withdrawals and prisoner releases prescribed by the Oslo Accords, which were inherited from the Rabin government. But at least, in return for his compliance, the Palestinians were to issue a decree “prohibiting all forms of incitement to violence or terror” and a trilateral committee would be formed, tasked with monitoring and combating Palestinian hate speech.Fifteen years later, now in his third term as prime minister, Netanyahu still invokes Palestinian incitement as a key stumbling block to peace, scarcely missing an opportunity to publicly lambaste the PA for inciting to violence against Israelis.
Earlier this month, Netanyahu told his cabinet that “ongoing incitement” in “official Palestinian media” was behind an attack against a 9-year-old girl in Psagot (the perpetrator of which has not yet been caught). In a letter to US Secretary of State John Kerry in August, Netanyahu claimed that Palestinian children were taught to hate Israel, “laying the groundwork for continued violence and terror.”Judging by some of the material emerging from Palestinian media, Netanyahu may have a good point. On September 13, for instance, PA Religious Endowments Minister Mahmoud Al-Habash glorified the deceased Hamas spiritual leader Ahmad Yassin on Palestinian public television, calling him “a figurehead of Palestinian patriotism,” Palestinian Media Watch found. Israel considers Yassin to be responsible for dozens of Hamas terror attacks costing the lives of hundreds.

In a second recent report, PMW found that a children’s magazine associated with the PA saw fit to cite well-known sayings attributed to Adolf Hitler. Anti-Israel and anti-semitic entries abound on websites and Facebook pages associated with Fatah, Mahmoud Abbas’s political movement.But what exactly constitutes Palestinian incitement? Calls for violence, or — more broadly — any negative characterization of Jews or Israelis by Palestinians? Does the incitement have to appear in “official” media (an elusive term in itself) to merit official Israeli concern and protest, or can it appear anywhere? These are some of the questions which the trilateral committee created at Wye — comprising a media specialist, a law enforcement representative, an educational specialist and an elected official from each side — was meant to grapple with.But in its roughly two years of activity, the committee never reached agreement on these questions. Boaz Ganor, a counter-terrorism expert at the Interdisciplinary Center in Herzliyah (IDC), who was appointed by then foreign minister Ariel Sharon to head the subcommittee on incitement in textbooks, said that the committee was doomed from the start due to the “extremist” personalities of Israeli team head Uri Dan and Palestinian team head Marwan Kanafani.“Under Uri Dan, the committee didn’t really function. In diplomatic language we say ‘the importance of the meeting was in its very existence,” Ganor told The Times of Israel. “We didn’t even agree on the basic question of what constitutes incitement. For weeks we tried to define what it even is.
“Very quickly the entire process became a boxing match in a bid to win points with the Americans,” Ganor said, recalling an event where the Palestinian delegation chief revealed his tactic of stymieing the talks.
“As he was enjoying a meal during one of the meetings, Marwan Kanafani exposed the secret of how he explodes the meetings, saying that when he doesn’t want any progress to be made, he changes the subject to Ariel Sharon,” Ganor said. “Something along the lines of ‘that’s incitement? What Arik Sharon says is incitement!’ Immediately Uri Dan would lose his temper and start shouting and blaming, and the whole thing would collapse.”While deeply skeptical of the Oslo process, Ganor, for his part, said he told his American counterpart that if the only outcome of Oslo would be the removal of incitement from school textbooks, “the entire process — even if it does not produce peace right now — would be worthwhile.”“The problem was one of good faith; there was nothing wrong with the mechanism. The main blame lies undoubtedly with the Palestinians, but the [Israeli] committee heads didn’t regard this as something which was meant to examine us [as well]. Arafat’s decision to appoint Marwan Kanafani was effectively a decision to bury the committee, but the fact that Uri Dan was put on the other side didn’t add to its success.”Good faith is essential if incitement is to be curbed, agreed Tel Aviv University political psychology professor Daniel Bar-Tal, who recently led a study which found that blatant dehumanization and delegitimization are all but absent from Palestinian and Israeli textbooks. Netanyahu’s government, he said, uses the “incitement card” as a public relations tool rather than viewing it as a genuine stumbling block which must be addressed in the service of peace-building.“In Israel we encounter this repetitive claim of [Palestinian] incitement in order to delegitimize the Palestinian side and mobilize the Israeli public and international community,” Bar-Tal told The Times of Israel. “This doesn’t mean that so-called incitement doesn’t exist on both sides.”In the absence of a bilateral mechanism to define and tackle incitement, nongovernmental organizations such as Palestinian Media Watch and MEMRI have blossomed, directly conveying their (sometimes controversial) findings to Israeli decision-makers. In Netanyahu’s last government, the resources of the Ministry of Strategic Affairs were also utilized to document and present evidence of official and non-official Palestinian incitement. According to Palestinian Media Watch, Israeli negotiator and Netanyahu associate Yitzhak Molcho brought with him a book penned by the organization to a meeting with Palestinian negotiator Saeb Erekat in Jordan in January 2012.At a meeting with Israeli parliamentarians earlier this month, PA President Mahmoud Abbas acknowledged that incitement still permeates Palestinian media and called on Netanyahu to reactivate the defunct trilateral incitement committee.It is Netanyahu, Bar-Tal insisted, who consistently refuses to reconvene the trilateral committee. A second source, an insider who has discussed the issue with the prime minister, confirmed that Netanyahu has shown no enthusiasm for reactivating the committee.‘Very quickly the entire process became a boxing match in a bid to win points with the Americans,’ Ganor said.“This indicates that his intentions are not so pure,” Bar-Tal said. “There are hundreds of experts in Israel on this subject, but neither Netanyahu nor Sharon would appoint any of them [to the committee].”A spokesman at the Prime Minister’s Office refused to address the reasons for the committee’s inactivity.Some Israelis involved in past negotiations are adamant that incitement is still being used by the Palestinians to fuel a possible future confrontation with Israel.“The story of PA incitement should be understood as a way of guarding the flame of possible armed resistance if Israel doesn’t follow through with its part in the political process,” said Colonel (res.) Shaul Arieli, who headed the Interim Agreement Administration under prime minister Yitzhak Rabin and later became a driving force in the Geneva Peace Initiative.“You can’t reach reconciliation early without trusting that the other side will deliver. [Palestinians] need to maintain a mobilized society at a certain level, and they do so in this way,” Arieli told The Times of Israel.He added, however, that Palestinian incitement — troubling as it may be — should not stunt Israel’s bid to reach an agreement with the Palestinians.“At the end of the day, when an agreement is signed, [incitement] will become marginal. With an agreement we can move to the second stage of the process, namely reconciliation. That’s when the national narratives of both sides should be dealt with, no earlier.”Ganor of the IDC disagreed.“It’s much easier to deal with tangible issues like borders, lines, and colors on a map than with nebulous issues like the definition of incitement,” he said. “However, I think we cannot advance to true peace — even if we agree on this border or that — without uprooting incitement. The two elements must go hand in hand.”

New settlement plans panned by US, Palestinians

The US State Department and the Palestinian Authority on Wednesday denounced Israel’s announcement that it would expedite several settlement expansion plans, with Ramallah saying the move “destroys the peace process.”Prime Minister Benjamin Netanyahu and Interior Minister Gideon Sa’ar on Wednesday agreed to expedite four East Jerusalem construction plans, including one which would significantly expand the size of Ramat Shlomo, with the addition of 1,500 homes. The move was seen as a response to the release of Palestinian prisoners from Israeli prisonPalestinian Authority President Mahmoud Abbas’s spokesman, Nabil Abu Rudeina, was quoted by AFP saying the move “destroys the peace process and is a message to the international community that Israel is a country that does not respect international law”.Hamas spokesman Sami Abu Zuhri railed against both Israel and the Palestinian Authority on Wednesday, saying the ongoing peace negotiations are responsible for “now providing [Israel] with a cover for these crimes.”In Washington, State Department spokeswoman Jen Psaki said, “We do not consider continued settlement activity or East Jerusalem construction to be steps that create a positive environment for the negotiations.”UN Secretary General Ban Ki-moon was also critical, saying in a statement issued Wednesday that he “deplores” Israel’s announcement of settlement construction plans.He said the move was “contrary to international law and constitutes an obstacle to peace.”“Any measures that prejudge final status issues will not be recognized by the international community,” Ban said. While he noted his appreciation that Israel “took a difficult step in continuing to release Palestinian pre-Oslo prisoners in the face of deep domestic opposition,” the secretary general said he “expects the parties to take every possible step to promote conditions conducive to the success of the negotiating process and to refrain from actions that undermine trust.”Ofir Akunis, a lawmaker from Netanyahu’s Likud Party, said construction also had been approved for several West Bank settlements.
“The building in Judea and Samaria will continue and be intensified,” said Akunis, using the biblical term for the West Bank.In addition, he told parliament that Netanyahu had given orders to “advance plans” for more than 2,000 homes in a longer list of settlements across the West Bank.Philip Gordon, Washington’s National Security Council coordinator for Middle East policy, told the audience at the American Task Force on Palestine’s annual gala that “The United States does not accept the legitimacy of continued Israeli settlement expansion,” in an apparent reference to Israel’s new housing starts.Among the projects set to be pushed through, according to Tuesday night’s decision, is a plan to approve 1,500 new apartment units in Ramat Shlomo, and a measure to allow construction of additional rooms in existing apartments in the neighborhood.
Announcement of construction in Ramat Shlomo, a northern Jerusalem neighborhood situated over the Green Line, precipitated diplomatic tension between the US and Israel during Vice President Joe Biden’s visit in March 2010.Netanyahu and Sa’ar also gave the green light for advancing a tourism and archaeology center adjacent to the City of David — the site of an ongoing archaeological dig and a political flashpoint on the slopes below the Temple Mount — and a national park on Mount Scopus’s eastern slopes.It remains to be seen whether Netanyahu’s efforts to offset right-wing criticism of the prisoner release through settlement construction will prove successful. Last week the pro-settlement Jewish Home party said in a statement that “the attempt to link the release of the murderers to construction tenders is manipulative and morally wrong. It will be better if the prime minister does not release murderers and does not build. This looks like a despicable attempt to free murderers and tarnish the settlement enterprise.”An Israeli official last week said the Americans and Palestinians were aware of the Israeli building plans, which were made clear before peace talks resumed in the summer.The Palestinians consider settlements a major obstacle to establishing a state that includes the West Bank and East Jerusalem, territories Israel captured from Jordan in the 1967 Six Day War. Israel has since built widely over the Green Line inside Jerusalem, and at dozens of settlements in the West Bank, constructing homes for some 550,000 Israelis.Just after midnight on Tuesday, thousands of Palestinians gathered in Ramallah to greet 21 prisoners released from Israeli custody to the West Bank as part of arrangements for the ongoing Israeli-Palestinian peace talks. Huge explosion reported at Syrian air defense base

Unconfirmed reports suggest a missile strike from Mediterranean Sea; social media explodes with posts blaming Israel

A Syrian air defense base near the coastal city of Latakia was reportedly destroyed Wednesday night, with multiple Syrian and Lebanese sources speculating that an Israeli strike from the Mediterranean was to blame.
The Syrian Observatory for Human Rights reported a loud explosion in a Syrian army base, and Twitter users quoted eyewitnesses who said the blast occurred near Snobar Jableh, just south of the city.Unconfirmed reports suggested the explosion was the result of a missile strike from the sea. And social media exploded with posts alleging that Israel was responsible.The coastal strip of Syria, encompassing the cities of Tartous, Latakia and Baniyas, is part of a predominantly Alawite portion of the country which remains loyal to the Assad regime.Earlier on Wednesday the Lebanese government news agency reported six Israeli aircraft flying through Lebanese airspace along the coast north of Beirut.

Releasing terrorists is good, but approving new Jewish construction in Jerusalem is wrong, according to the head of the United Nations.Secretary General Ban Ki-moon, in a statement he released on Wednesday, condemned Israel’s announcement that it will build 1,500 new housing units in the Jerusalem neighborhood of Ramat Shlomo.“Settlement activity is contrary to international law and constitutes an obstacle to peace. As expected, Israel has been widely condemned for approving new construction in the Jerusalem neighborhood of Ramat Shlomo.The Palestinian Authority accused Israel on Wednesday of “trying to wreck peace talks” with plans to build 1,500 new homes in the neighborhood, often erroneously described by anti-Israeli media as an "illegal settlement in east Jerusalem".A spokesman for PA Chairman Mahmoud Abbas, Nabil Abu Rudeina, was quoted by AFP as having said Israel’s move "destroys the peace process and is a message to the international community that Israel is a country that does not respect international law."Plans to build the homes in Ramat Shlomo were made public almost immediately after Israel freed 26 terrorist murderers as a “gesture” to Abbas in order to continue the renewed peace talks.Later a senior Israeli official confirmed to AFP that Prime Minister Binyamin Netanyahu and Interior Minister Gideon Saar had "agreed on four building plans in Jerusalem."The PA was not the only one to condemn the building. A group of protesters made a last-ditch effort to stop the government from freeing convicted terrorist murderers on Tuesday night by blocking the road out of Ofer Prison with their bodies.Activists previously attempted to prevent the release by appealing to the Supreme Court, but the court rejected their petition.
Among those who took part in Tuesday night’s protest was former Member of Knesset Michael Ben-Ari. In a post to Facebook, Ben-Ari explained the protest, “We’re against freeing terrorists, and in favor of killing them.”Ben-Ari wore a keffiyeh – a traditional Arab headscarf – to the protest. A journalist asked him why he was wearing it, he reported.“I answered, ‘So that I can get rights, too,’” he said.“The state of Israel is engaged in affirmative action for Arabs only,” he accused. “It releases murderers only if they are Arab.”
“Maybe we should buy keffiyehs for all of the men, and hijabs for all of the women, and go wild,” he suggested.Ben-Ari led the Otzma Leyisrael party in the last elections. The party fell 9,000 votes short of entering Knesset.The outspoken former MK has remained in the public eye with controversial protests and high-profile activism, including a protest against “Sudan city” in Tel Aviv and a confrontation with anti-Israel protesters in Tel Aviv.

Israel announces east Jerusalem construction

JERUSALEM (AP) — Israel on Wednesday announced new construction in east Jerusalem — an area the Palestinians demand for their future state — just hours after it freed a group of Palestinian prisoners as part of a deal to set peace talks in motion.The building is seen as an attempt by Prime Minister Benjamin Netanyahu to make up for the prisoner release, for which he has been sharply criticized at home. The prisoners were jailed for deadly attacks on Israelis.Interior Ministry spokeswoman Lital Apter said Wednesday that a total of four projects are being promoted, including 1,500 housing units in Ramat Shlomo in east Jerusalem and the development of an archaeology and tourism site near Jerusalem's sensitive Old City.The release of 26 Palestinians after midnight Tuesday was the second of four prisoner releases meant to restart Israeli-Palestinian talks in an effort to reach a final agreement between the two sides.The Palestinians had long refused to resume peace negotiations with Israel unless it ends construction in territories that Palestinians seek for their state. Israel refused, insisting that settlements and other core issues, including security, should be resolved through negotiations.The prisoner release was part of an agreement brokered by U.S. Secretary of State John Kerry, which brought Israel and the Palestinians back to the negotiating table after a five-year hiatus. Relatives of those killed had appealed against their release and held protests.Among those freed Wednesday were prisoners jailed for the killings of Israelis, including a reservist and a Nazi death camp survivor, according to a list provided by Israel's prison service. Many of the killings occurred before the beginning of Israeli-Palestinian peace talks in 1993.

WASHINGTON (JTA) — The United States strongly condemns settler violence and does not accept the legitimacy of West Bank settlement expansion, a top Obama administration official told an American Palestinian group.Philip Gordon, the National Security Council coordinator for Middle East policy, emphasized perceived Israeli transgressions in describing the difficulties afflicting renewed Israeli-Palestinian peace talks in an address Tuesday evening to the annual gala dinner of the American Task Force on Palestine.“The United States does not accept the legitimacy of continued Israeli settlement expansion,” Gordon said, an apparent reference to new housing starts announced by Israel in recent weeks.Citing attacks by settlers on Palestinian olive groves, he said, “We also strongly condemn settler violence.”Much of Gordon’s speech was focused on economic development. Gordon praised both sides for renewing talks and for confidence building measures, noting that Israel has released prisoners convicted of terrorist attacks and that the Palestinians have suspended bids to achieve statehood recognition.However, in citing elements that do not create a “conducive atmosphere” for the talks, he did not mention Israeli complaints about the Palestinians, including a spate of recent attacks and the Israeli sense that Palestinians are not doing enough to stem incitement.He praised Israel for removing some restrictions inhibiting Palestinian movement in the West Bank, but called on it to do more.The ATFP is a leading advocate for a two-state solution, and works closely with a broad array of Jewish and pro-Israel groups. Hebrew newspapers highlight two controversial security issues Wednesday — the release of 26 Palestinian security prisoners in the framework of negotiations with the PA, and cuts in the defense budget that will lead to thousands of IDF layoffs.Thousands of Palestinians gathered in Ramallah in the early hours of Wednesday morning to greet 21 prisoners released from Israeli custody to the West Bank as part of arrangements for the ongoing Israeli-Palestinian peace talks. Five other Palestinian prisoners were released earlier in Gaza. All 26 were convicted murderers, most of them jailed for crimes committed before the 1993 Oslo Accords.
The move, the second in a series of four planned releases as part of US-brokered peace talks with the Palestinians, raised ire in Israel’s right wing and among victims of terror, and set passions aflame in the cabinet, which approved the move Sunday night over the objections of the Knesset’s hawks.Yedioth Ahronoth has a picture below the fold on the front page of what appears to be a young Palestinian man, wearing a keffiyeh around his face and holding up blood-stained hands. It turns out the man is an Israeli protesting the prisoner release.Its coverage begins on page 4, where Yedioth recounts the last-minute efforts by families of terror victims to get the Supreme Court to postpone the release. The move was rejected by the court.The paper carries two short opinion pieces by Israelis whose family members were killed by prisoners set free last night. Giora Pomerantz, whose brother Amnon was killed in a 1990 lynch in the al-Bureij refugee camp — and one of whose killers was freed early Wednesday — wrote in support of the release. “I fought in all of the wars from the Six Day War until Lebanon. Only someone who doesn’t know war is capable of sending someone else to fight for him. I am willing to pay the enemy so there will be peace. Because my brother was murdered, I am ready to pay the price. My brother’s murderers sat in prison for more than 20 years. If they return to terror after their release, they will get what is coming to them from us.”Gila Molcho takes the opposing side. Her brother, Ian Feinberg, was serving as a lawyer helping the EU support the Gazan economy when three Palestinians, including the security guard at the site, burst into his office and slit his throat. “Three times the country betrayed me and my brother — in the Shalit deal, in the first release, and now (when one of Feinberg’s killers was freed). I did not go and demonstrate against the Shalit deal because I could not look Aviva Shalit in the eyes and tell her I am against the release of her son. I went through hell, but I kept my lips sealed. But when my brother’s blood and memory are trampled in an empty gesture, I cannot stay silent any longer. Someone needs to stop the madness.”Maariv leads with Chief of Staff Benny Gantz’s criticism of the defense cuts, though it does give the prisoner release front page treatment. The daily adds that the prisoners had to sign an agreement that they would not return to terror. “One should remember that a similar prediction [that they wouldn’t return to terror] was given on the eve of the Shalit deal, but in fact many released terrorists returned to terror activities, and ten of them have been returned to Israeli prisons,” it reports.Haaretz runs analyses from Ramallah and Gaza on the eve of the release, with Amira Hass reporting on the lack of excitement in Ramallah about the move. She writes that Palestinians are instead worried about “the abundance of collective problems that affect every family. For example, the fate of the Palestinian refugees left behind in Syria; Israel’s success in ignoring the international position and continuing the building of settlements…; the dangers from settlers facing harvesters and farmers; the salaries that are never guaranteed to be paid in a given month; the social, political, and economic collapse in East Jerusalem and its detachment from the rest of the West Bank; the blockade on Gaza that has only gotten worse since the Egyptian revolution; and the internal Palestinian political splintering whose end is nowhere near.”
Zvi Barel writes on the nadir of Hamas’s popularity and the growing movement to topple its government in Gaza. Iran and Hamas have split over Syria, Egypt under the military has turned its back, and the money sent by Qatar doesn’t come close to meeting the movement’s needs. And now, there are internal threats, especially from the Tamrod Gaza movement. That movement, which took its name from the Egyptian youth movement that toppled the Morsi government, “plans mass protests on November 11, the anniversary of Yasser Arafat’s death. On the website of Tamrod Gaza they are already urging Gazans to prepare a week’s worth of food beginning November 11 and to stay at home out of fear of an attack from armed Hamas forces.” According to the movement’s spokesperson, Tamrod Gaza “is planning to cause the fall of the Hamas government, primarily because of its oppressive governance and because ‘it has become Israel’s defense wing.’”Israel Hayom covers the prisoner release on its front page, but focuses on the settlement building the government will approve in a nod to critics on the right. “In parallel with the release: Construction of 1,500 new units,” blares the headline. Jerusalem, Maale Adumim, Beitar Illit, Ariel, and Karnei Shomron will see new construction, according to the article, in addition to a further 2,000 units in the Jordan valley, Samaria, and the Binyamin region near Jerusalem.“According to a government source, the move is coordinated with the Americans. He said, ‘It was clear on the eve of the start of the negotiations that Israel will not accept any limits on settlement building.’”The Hebrew press also covered the battle over the defense budget. IDF Chief of Staff Lt. Gen. Benny Gantz is expected to request an extra NIS 4.5 billion ($1.28 billion) for the defense budget at Wednesday’s cabinet debate, arguing that the army would have to cut training programs if it doesn’t receive the extra allotment from the Finance Ministry.At a ceremony honoring Bedouin soldiers Tuesday, Gantz said that he would fight any attempts to cut the salaries or pensions of career soldiers. “I will not under any circumstances harm the basic rights of career soldiers,” he said. “Any harm done to you, any defamatory remark directed toward you, harms Israel’s security.”“You serve — you are not workers — and you don’t have a union, don’t have tenure, and are not allowed to organize. We don’t need organizations and we won’t deal with our people through lawyers…You answered the call. Career soldiers — every Israeli knows it is their right to live in security, and to know that [you] do not go on strike — regardless of what happens,” said Gantz, according to Maariv.Haaretz combines its coverage of the defense budget with two other stories from the IDF. An internal IDF study found that Ethiopian soldiers continue to do poorly on IDF entrance exams, which keeps them out of officers’ school, the pilots’ course, and intelligence. In addition, hundreds of Haredi yeshiva students received draft notices for the second time, calling on them to show up at the draft center within the next month, after their previous notices were delayed. It is possible, Haaretz writes, that these notices will be delayed as well as the Knesset grapples with the question of the ultra-Orthodox draft.

IDF Chief of Staff Lt. Gen. Benny Gantz was set to request an extra NIS 4.5 billion ($1.28 billion) for the defense budget at a cabinet debate on Wednesday afternoon, arguing that the army would have to cut training programs if it doesn’t receive the extra allotment from the Finance Ministry.In May, the government set the IDF budget at NIS 51 billion ($14.5 billion). The military took a cut of NIS 3 billion from its 2014 budget, but is now arguing that the cuts will actually amount to NIS 7.4 billion due to factors beyond the IDF’s control, such as higher electricity costs and taxes, payments for injured soldiers and additional benefits for career soldiers due to the rising retirement age.For its part, the IDF says it has done its part to live up to its end of the budget, making cuts to its workforce and, in June, halting operational activity for reservist units for the rest of this year.Defense Minister Moshe Ya’alon, a former IDF chief of staff, has come out on the military’s side in the debate.“The treasury is exploiting the public mood, which can harm our career soldiers,” he said in a Knesset committee hearing Monday. “At the next hearing on the defense budget, the Treasury will require us to dismiss 4,500 career soldiers, and there won’t be a public outcry as there was when Teva [Pharmaceuticals] threatened to lay off 800 employees.”The Finance Ministry contends, however, that Ya’alon initially supported the budget cuts, and that at the moment there is no excess fat to trim from the budget. New cardinals and a Consistory on reform on the way in February

Pope Francis is to hold a meeting with all cardinals in Rome to discuss reforms with them.As Vatican Insider wrote in a recent article, 120 cardinals eligible to vote according to the limit set by Paul VI. In February 2014 there will be 14 vacancies waiting to be filled by new cardinal electors below the age of 80 and this figure will rise to 16 at the end of March. So this is the number of cardinal electors Francis will be able to create.In the Roman Curia there are three prelates who are cardinals but do not have the biretta: the Prefect of the Congregation for the Doctrine of the Faith, Gerhard Ludwig Müller, the new Prefect of the Congregation for the Clergy, Beniamino Stella and the new Secretary of State, Pietro Parolin. The leaders of a number of archdioceses (Turin and Venice in Italy) which traditionally produced a lot of cardinals have not been given the biretta. It is too early, however, to make any predictions.In the next few months the Curia’s structures and organisation will be radically reshaped and the process of confirming and replacing members will be complete. It is not known for certain what criteria Francis will use when selecting the new cardinals.On 19 and 20 February, two days before Francis names the new cardinals, he will be meeting cardinals in Rome for talks. By then, the eight-member Council in charge of looking into Curia reform will have met three times and it is possible that this is one of the things that will be discussed during the meeting. But a month or so after the consistory, another important meeting is due to take place: the Extraordinary Synod of Bishops on the Family. This is another element that could be discussed at February’s meeting.

The reform will aim to improve coordination between the Pope’s different “ministries” and to ensure more fluid communication between the Pope and the various heads.”The time and energy John Paul II spent on travelling led him to “reduce the number of meetings he held with his collaborators.” Hence the need to revive these, hence the need for a “coordinator”, whom Errázuriz prefers to call “Secretary General of the Curia”.Reforms will also involve the internationalisation of the Curia. Errázuriz pointed out that only 3 out of the 50 cardinals who work with the Pope are Latin American. This is completely “disproportionate” and “must change”. “Not only are there few Latin American successors to the apostles, there are also few cardinals from other non European continents.” The aim of the reforms will also be to make the whole Curia structure more flexible. The Chilean cardinal asked himself whether “the Roman Curia needed to be so large” and whether some roles could be moved away from the centre, Rome, and passed onto diocesan bishops.
The Pope would also like women to play a greater role in the decision-making process and this will be taken into account when reforming the Secretariat of State for example. Its name will probably change to “Papal Secretariat”.Errázuriz, who turned 80 in September, said that it its upcoming meetings (at the beginning of December and end of February), the G8 will be examining the Curia’s various bodies.

Turkey on Tuesday formally opened the world's first sea tunnel connecting two continents, fulfilling a sultan's dream 150 years ago in a three-billion-euro mega project driven by the Islamic-rooted government.The 13.6-kilometre (8.5 mile) long tunnel linking Istanbul's European and Asian sides includes an immersed tube tunnel which officials say is the world's deepest at 60 metres (nearly 200 feet) below the seabed.

BRUSSELS - A majority of member states are said to back a proposal for a European public prosecutor after they failed to meet a deadline to submit counter arguments.Member state national parliaments had until Monday (28 October) midnight to submit any complaints or concerns on setting up a EU-wide prosecutor tasked to tackle fraud committed against the EU budget.“A clear majority of member states have not issued reasoned opinions and can thus be counted among the probable participants to the European public prosecutor's office,” Mina Andreeva, European commission justice spokesperson, said in an email on Tuesday.A minimum of nine member states is needed to launch the office.Monday’s missed deadline means 17 have now demonstrated tacit support with only 11 member states opposed.Parliaments in Cyprus, Czech Republic, France, Hungary, Ireland, Malta, the Netherlands, Romania, Slovenia, Sweden, and the UK, issued the complaints.Both the UK and Ireland, along with Denmark, already said they would not participate when they opted out of the idea during talks on the EU's Lisbon Treaty.Andreeva said with the member state positions clarified, EU lawmakers would now push forward with the proposal, first announced in July, with an aim to have it launched in 2015.The prosecutor would have the power to conduct, prosecute, and bring to justice its own EU-wide investigations in co-ordination with member state authorities against people suspected of defrauding the EU.Its initial role to tackle EU fraud could later be expanded to other areas.

Russia denies Italian reports it spied on G20 leaders

ROME/MOSCOW (Reuters) - Russia has denied reports that its intelligence services spied on hundreds of foreign delegates at a Group of 20 summit in St Petersburg in September using gifts such as teddy bears, diaries and free USB keys.Quoting a report from the European Council's security office to Italian intelligence services, Italy's Corriere della Sera daily has reported this week that at least 300 such devices were issued at the September 5-6 summit and were revealed to be spy gear during security debriefing sessions last month.

Iran says nuclear site 'saboteurs' were thieves

Tehran (AFP) - Iranian Intelligence Minister Mahmoud Alavi said on Wednesday that four people accused of sabotaging one of the country's sensitive nuclear sites were only thieves, Mehr news agency reported.
"These four people were not saboteurs. They cut the fences and entered the area to collect scrap iron and steel and sell it on the market," Mehr quoted Alavi as saying."In fact, they were thieves not nuclear saboteurs," said Alavi, adding they were "villagers who had done this before".Alavi did not specify at which nuclear site the arrests were made.Iran's nuclear chief Ali Akbar Salehi said earlier this month that four people suspected of attempting to sabotage one of Iran's nuclear plants were arrested.On Wednesday he said: "If the intelligence ministry... says they are thieves, then we accept it, but what an interesting thief who dug under the concrete wall and tried to enter the site."Tehran is at loggerheads with world powers over its disputed nuclear programme, which the West and Israel suspect is aimed at making a atomic bomb despite the Islamic republic's repeated denials.In August last year, saboteurs blew up power lines supplying Iran's underground uranium enrichment plant at Fordo outside the central city of Qom.In 2010, a cyber-attack hit Iran's nuclear facilities. The Stuxnet virus was tailored specifically to target uranium enrichment facilities.
In recent years, Iran has detained a number of alleged US or Israeli agents accused of spying on, or attempting to sabotage, its nuclear programme.Several Iranian nuclear engineers have also been killed in what Tehran says were assassinations by foreign intelligence services.

Geneva II looks iffy due to Assad’s intransigence, and an Arab columnist accuses the PA of helping settlement expansion

Arab media on Wednesday focused on the hurdles placed by the Assad regime on the road to the Geneva II conference on Syria next month, following the sacking of deputy prime minister Qadri Jamil.“Assad serves a blow to Geneva II by firing Jamil,” reads the headline in the Saudi-owned daily A-Sharq Al-Awsat, featuring a photo of a pensive-looking Jamil against the backdrop of a portrait of the Syrian president.The report calls the move “a surprise,” explaining that Jamil, who deals with economic issues, was relieved from duty after meeting non-resident US ambassador to Syria Robert Ford in Geneva last Saturday. Damascus explained in a statement Tuesday that Jamil was sacked for his “absence from his place of work and for holding meetings abroad without coordinating with the Syrian government.”The London-based daily Al-Hayat notes that another significant event took place on Tuesday, when Damascus informed UN envoy to Syria Lakhdar Brahimi that it intends to participate in the Geneva II conference, on condition that “the discussion is between Syrians and under Syrian guidance.”Al-Hayat understands that statement as the regime’s insistence on leading the proceedings itself.“Moallem to Brahimi: The Geneva II conference will be purely Syrian,” reads the headline on the website of Al-Jazeera, a Qatari news channel staunchly supportive of the Syrian opposition.The channel’s video report features an affirmation by Brahimi that the conference is “essentially between Syrian sides,” amid the refusal of most fighting opposition factions on the ground to take part in it.
Meanwhile, days after the Syrian opposition asked the Arab League to fire Brahimi for his conciliatory stance toward the Assad regime and Iran, Saudi news website Elaph reports that the UN envoy has also alienated Gulf states, and especially Saudi Arabia.“Elaph has learned from Arab diplomatic sources that Lakhdar Brahimi has evoked dismay in these circles. Gulf states even consider him persona non grata following his statements about the essential and natural participation of Iran in Geneva II when he visited Tehran,” reads the report, featuring a close-up photo of a particularly grim Brahimi.Brahimi has said many times that he does not place much faith in the Geneva II conference, according to an editorial in the London-based daily Al-Quds Al-Arabi on Wednesday titled “Who wants to go to Geneva II?”
“This makes us wonder why he incessantly travels between Arab and foreign countries if he doesn’t have much hope in the political process,” the article says.Meanwhile, Syrian oppositionist Michel Kilo expresses concern that Arab interest has moved from Syria to Egypt over the past two months.“This perception, if it is true, reflects the confusion of Arab political priorities, which are deeply mistaken if they believe that what is happening in Syria is less important to the fate of Arabs than what is happening in Egypt,” writes Kilo.
“The crisis in Egypt is not of the same caliber as the one in Syria, and will not result in the terrifying outcome that the Syrian tragedy has produced. Anyone with two eyes can see this, and I don’t believe that the Gulf does not see what everyone else does.”

‘Palestinian Authority helps settlement expansion’

In a scathing critique of the Palestinian Authority, Al-Jazeera columnist Saleh A-Naami argues on Wednesday that the security cooperation between the PA and Israel has contributed to the growth of settlements in the West Bank.“There are those who argue that the PA has come to play a central role in strengthening the settlement project in the West Bank and occupied Jerusalem through its important and decisive role in improving the sense of security in the settlements, making them more attractive to new segments of Israeli society,” writes Naami.The joint Israeli-Palestinian crackdown on “resistance” activists in the West Bank has improved the “sense of personal security” of settlers, he adds.“The history of the struggle with the Zionist entity proves that Israel’s governing elite does not adopt political solutions when there is security,” Naami asserts.

Slowdown or showdown en route to new Iran sanctions bill

Obama administration steps up top-level push to delay additional sanctions legislation set to go through Senate

The administration’s strong push to delay sanctions legislation began Thursday, when Senate Democratic leaders were asked, during a meeting at the White House, to delay the bill’s progress in the Senate. The Senate Banking Committee had been expected to introduce the sanctions bill on the following Tuesday.
The bill was one of the topics on the table Tuesday evening as well, when the White House called in a number of American Jewish organizations’ leaders who have advocated for a tougher approach on Iran.
Among the organizations that participated was AIPAC, which has taken the lead in pushing for the new sanctions legislation in the House and the Senate. AIPAC officials would not comment as to whether they were explicitly asked during the hastily summoned meeting to ease up the pressure on senators to approve the legislation, but left-leaning Jewish groups who are less sanctions-enthusiastic said that they had not been asked to attend the meeting.Leaders of the Conference of Presidents of Major American Jewish Organizations, the Anti-Defamation League, the American Jewish Committee, and AIPAC met with National Security Advisor Susan Rice, Deputy National Security Advisors Antony Blinken and Ben Rhodes and Under Secretary of State Wendy Sherman, but none of the organizations emerged from the meeting publicly voicing promises to stop pushing for the new legislation.

Japan OKs fuel removal from pool at nuke plant

TOKYO (AP) — Japanese regulators on Wednesday gave final approval for removing fuel rods from an uncontained cooling pool at a damaged reactor building considered the highest risk at a crippled nuclear plant.Removal of fuel rods from the Unit 4 cooling pool is a first step in decommissioning the plant where three reactors melted down after the March 2011 earthquake and tsunami, a process expected to last decades.The Nuclear Regulation Authority said at its weekly meeting the proposal by the plant operator, Tokyo Electric Power Co., is appropriate and the removal can start in November as planned.The Unit 4 reactor was offline when the Fukushima Dai-ichi plant was hit by the disasters, but the building was damaged by hydrogen explosions and fire.TEPCO has reinforced the structure and says the building can survive a major quake, but the unit's unenclosed pool containing 1,533 fuel rods has caused international concern.
The company has prepared a massive, steel structure that comes with a remote-controlled crane to remove fuel rods, which would be placed into a protective cask and transferred to a joint cooling pool inside a nearby building, which is much lower and considered safer.The Fukushima plant has had a series of mishaps in recent months, including radioactive contaminated water leaks from storage tanks, adding to concerns about TEPCO's ability to safely close down the plant.
