VATICAN CITY (AP) — Pope Benedict XVI announced Monday he would resign Feb. 28 because he is simply too old to carry on. Here is the text of his announcement, delivered to cardinals gathered for a ceremony to name three new saints.
"Dear Brothers,
I have convoked you to this Consistory, not only for the three canonizations, but also to communicate to you a decision of great importance for the life of the Church. After having repeatedly examined my conscience before God, I have come to the certainty that my strengths, due to an advanced age, are no longer suited to an adequate exercise of the Petrine ministry. I am well aware that this ministry, due to its essential spiritual nature, must be carried out not only with words and deeds, but no less with prayer and suffering. However, in today's world, subject to so many rapid changes and shaken by questions of deep relevance for the life of faith, in order to govern the bark of Saint Peter and proclaim the Gospel, both strength of mind and body are necessary, strength which in the last few months, has deteriorated in me to the extent that I have had to recognize my incapacity to adequately fulfill the ministry entrusted to me. For this reason, and well aware of the seriousness of this act, with full freedom I declare that I renounce the ministry of Bishop of Rome, Successor of Saint Peter, entrusted to me by the Cardinals on 19 April 2005, in such a way, that as from 28 February 2013, at 20:00 hours, the See of Rome, the See of Saint Peter, will be vacant and a Conclave to elect the new Supreme Pontiff will have to be convoked by those whose competence it is.Dear Brothers, I thank you most sincerely for all the love and work with which you have supported me in my ministry and I ask pardon for all my defects. Pope Benedict surprises world, steps down citing frailty

ROME (Reuters) - Pope Benedict surprised the world on Monday by saying he no longer had the mental and physical strength to cope with the demands of his ministry, becoming the first pontiff to step down since the Middle Ages and leaving his aides "incredulous".The 85-year-old German-born Pope, hailed as a hero by conservative Catholics and viewed with suspicion by liberals, said he had noticed that his strength had deteriorated over recent months.A Vatican spokesman said the Pope had not resigned because of "difficulties in the papacy" and the decision had been a surprise, indicating that even his closest aides were unaware that he was about to quit. The Pope does not fear schism in the Church after his resignation, the spokesman said.

STRING OF SCANDALS
The child abuse scandals hounded most of his papacy. He ordered an official inquiry into abuse in Ireland, which led to the resignation of several bishops.Scandal from a source much closer to home hit in 2012 when the pontiff's butler, responsible for dressing him and bringing him meals, was found to be the source of leaked documents alleging corruption in the Vatican's business dealings, causing an international furor.He confronted his own country's past when he visited the Nazi death camp at Auschwitz.Calling himself "a son of Germany", he prayed and asked why God was silent when 1.5 million victims, most of them Jews, died there during World War Two.Ratzinger served in the Hitler Youth during World War Two when membership was compulsory. With Benedict resigning, can Latin American claim papacy?

PARIS (Reuters) - With Pope Benedict's stunning announcement that he will resign later this month, the time may be coming for the Roman Catholic Church to elect its first non-European leader and it could be a Latin American.The region already represents 42 percent of the world's 1.2 billion-strong Catholic population, the largest single block in the Church, compared to 25 percent in its European heartland.After the Pole John Paul and German-born Benedict, the post once reserved for Italians is now open to all. Who gets the nod depends on the profile of the new pope that the cardinals who elect him at the next conclave think will guide the Church best.Two senior Vatican officials recently dropped surprisingly clear hints about possible successors. The upshot of their remarks is that the next pope could well be from Latin America."I know a lot of bishops and cardinals from Latin America who could take responsibility for the universal Church," said Archbishop Gerhard Mueller, who now holds the pope's old post as head of the Congregation for the Doctrine of the Faith."The universal Church teaches that Christianity isn't centered on Europe," the German-born archbishop told Duesseldorf's Rheinische Post newspaper just before Christmas.Swiss Cardinal Kurt Koch, head of the Vatican department for Christian unity, told the Tagesanzeiger daily in Zurich at the same time that the Church's future was not in Europe."It would be good if there were candidates from Africa or South America at the next conclave," he said, referring to the closed-door election in the Vatican's Sistine Chapel.Asked if he would vote for a non-European over a European candidate if they were equally qualified, he responded: "Yes."If the next conclave really is Latin America's turn, the leading candidates there seem to be Odilo Scherer, archbishop of the huge diocese of Sao Paolo, or the Italian-Argentine Leonardo Sandri, now heading the Vatican department for Eastern Churches.Peter Turkson from Ghana, now head of the Vatican's justice and peace department, is often tipped as Africa's frontrunner.

If the conclave tilts to the Old Continent, Vatican watchers say Angelo Scola of Milan is in pole position.Vienna Cardinal Christoph Schoenborn, a former student and close ally of Benedict, is also considered a strong candidate.
FRONTRUNNERS FOR NOW
While there are no official candidates, here are "papabili" (potential popes) the most frequently mentioned recently. The list is in alphabetical, not in order of their chances, and will probably change between now and when the conclave is held, most likely in March.
- Joao Braz de Aviz (Brazil, 65) brought fresh air to the Vatican department for religious congregations when he took over in 2011. He supports the preference for the poor in Latin America's liberation theology, but not the excesses of its advocates. Possible drawbacks include his low profile.
- Timothy Dolan, (USA, 62) became the voice of U.S. Catholicism after being named archbishop of New York in 2009. His humor and dynamism have impressed the Vatican, where both are often missing. But cardinals are wary of a "superpower pope" and his back-slapping style may be too American for some.
- Marc Ouellet (Canada, 68) is effectively the Vatican's top staff director as head of the Congregation for Bishops. He once said becoming pope "would be a nightmare." Though well connected within the Curia, the widespread secularism of his native Quebec could work against him.
- Gianfranco Ravasi (Italy, 70) has been Vatican culture minister since 2007 and represents the Church to the worlds of art, science, culture and even to atheists. This profile could hurt him if cardinals decide they need an experienced pastor rather than another professor as pope.
- Leonardo Sandri (Argentina, 69) is a "transatlantic" figure born in Buenos Aires to Italian parents. He held the third-highest Vatican post as its chief of staff in 2000-2007. But he has no pastoral experience and his job overseeing eastern churches is not a power position in Rome.
- Odilo Pedro Scherer (Brazilia, 63) ranks as Latin America's strongest candidate. Archbishop of Sao Paolo, largest diocese in the largest Catholic country, he is conservative in his country but would rank as a moderate elsewhere. The rapid growth of Protestant churches in Brazil could count against him.
- Christoph Schoenborn (Austria, 67) is a former student of Pope Benedict with a pastoral touch the pontiff lacks. The Vienna archbishop has ranked as papal material since editing the Church catechism in the 1990s. But some cautious reform stands and strong dissent by some Austrian priests could hurt him.
- Angelo Scola (Italy, 71) is archbishop of Milan, a springboard to the papacy, and is many Italians' bet to win. An expert on bioethics, he also knows Islam as head of a foundation to promote Muslim-Christian understanding. His dense oratory could put off cardinals seeking a charismatic communicator.
- Luis Tagle (Philippines, 55) has a charisma often compared to that of the late Pope John Paul. He is also close to Pope Benedict after working with him at the International Theological Commission. While he has many fans, he only became a cardinal in 2012 and conclaves are wary of young candidates.
- Peter Turkson (Ghana, 64) is the top African candidate. Head of the Vatican justice and peace bureau, he is spokesman for the Church's social conscience and backs world financial reform. Among U.S. evangelicals, surprising support for immigration reform

WASHINGTON (Reuters) - Thou shalt compromise, at least on immigration reform.
That is the message being heard from some leading evangelicals in the United States. After decades of promoting traditionally conservative causes like opposition to abortion, many evangelical leaders are now wielding their formidable influence to persuade Republican lawmakers to back one of President Barack Obama's top priorities.With Hispanic attendance at their churches rising, these evangelicals are among the loudest advocates of a U.S. immigration reform. A group of pastors has launched a 40-day campaign to have churchgoers pray, read scripture passages about welcoming the stranger and lobby their members of Congress, many of them in the conservative South."We have pastors preach in pulpits to parishioners in Alabama, Georgia, Arkansas, Mississippi, Texas - in all the wonderful red states across America," that aiding immigrants, illegal or not, is a Christian duty, said Rev. Samuel Rodriguez, one of the country's most prominent Hispanic evangelicals.While evangelicals have been a major force in Republican politics for years, Republican lawmakers will take some persuading to back the sort of immigration reform supported by President Barack Obama, which includes a "pathway" to citizenship for immigrants in the country illegally.
Conservatives in the Republican-controlled House of Representatives want to focus the debate initially on securing the border with Mexico and making sure illegal immigrants are not rewarded with an amnesty.
"Some of them don't necessarily see or acknowledge the changing demographics or the electoral merits of passing immigration reform, but I do think that many of these religious leaders could push them in that direction by really referencing the humanitarian interest, or moral argument," said Republican strategist Ford O'Connell.Rodriguez and other pastors are speaking to members of Congress "on a daily basis" to ask them to legalize the status of 11 million undocumented immigrants.Targeted lawmakers include Judiciary Committee Chairman Rep. Bob Goodlatte of Virginia, who chaired a House hearing on immigration last week, and Rep. Raul Labrador of Idaho - a leading Tea Party thinker on immigration.Unlikely as it may have seemed at the height of the "culture wars" of the last two decades, these evangelicals are attempting to nudge Republicans to the center. The effort is well timed, coming as the Republican Party strives to improve its appeal to Hispanic voters who went solidly Democratic at 2012 elections."This is one area where social conservative input is extremely welcomed by the Republican Party," said O'Connell.Pastors are asking worshippers to email their lawmakers and tell them: "I am a Christian, a conservative and I vote. I want you to support immigration reform this year," said Rodriguez.
RARE BIPARTISAN FORAY
Support for an immigration overhaul among Christian conservatives has been growing over time. In 2011, the 16 million-member Southern Baptist Convention - the country's largest Protestant body - called for "a just and compassionate path to legal status" for illegal immigrants while urging the government to secure U.S. borders.A Public Religion Research Institute poll in 2010 showed white evangelicals support, by a margin of 2-1, an immigration reform that would allow illegal immigrants to become Americans.After the election, a group of evangelical leaders signed a letter to Obama endorsing "a path toward legal status and/or citizenship" for immigrants. Among the signers was Tim Daly, president of the Focus on the Family ministry.
Immigration is providing a rare foray into bipartisanship for evangelical veterans of fights over gay marriage and abortion like lawyer Mathew Staver, vice president of Liberty University, founded by evangelical leader Jerry Falwell in Lynchburg, Virginia. Staver's Liberty Counsel group threatened to sue a Florida library in 2000 for promoting witchcraft by encouraging young people to read a Harry Potter novel.As recently as last November 8, Staver wrote on Liberty Counsel's website that Obama won re-election because, "Millions of Americans looked evil in the eye and adopted it."But now he acknowledges that Obama deserves credit, along with the Republican head of the House Judiciary Committee and Senators from both sides of the aisle, for drawing up plans for an immigration overhaul."I think it is incumbent upon us to work together and I applaud the bipartisan committee in the Senate and I applaud the leadership of Bob Goodlatte," Staver said. "I applaud President Obama too, I just don't want to use this as a political ping pong..But any talk of an alliance between the White House and evangelicals to win immigration reform is stretching it.Christian conservatives strongly oppose a proposal by Obama to give spousal visas to same-sex foreign partners of American gays and lesbians. And evangelical leaders disagree among themselves on whether to grant undocumented immigrants the full right to U.S. citizenship or allow them some other, more limited, legal status in the United States.Neither option is acceptable to some conservative evangelicals, like Iowa pastor Cary Gordon who opposes loosening immigration laws and accuses his co-religionists of "unbiblical naivete."
'I WAS A STRANGER'
Much of the Christian case for helping illegal immigrants is based on stories of Biblical "immigrants" like Abraham and Moses and passages such as Matthew 25:35: "I was a stranger and you invited me in."
"The scriptures command us to take care of the immigrant. It's not just one verse here or there, it's a repeated command throughout the Biblical text," said Matt Soerens of the World Relief organization, who lectures churches on immigration.U.S. Representative Doug Collins, an Air Force Reserve chaplain, says hospitality to foreigners is fine but must be balanced with respect for immigration laws."Scripture also teaches very clearly that there is government and civil authority and that there is an understanding of rule of law," said Republican Collins, who sits on the House Judiciary Committee.He represents a strongly conservative district in Georgia which has seen a spike in undocumented workers in the poultry and construction industries and opposes giving illegal immigrants a path to citizenship.The evangelicals' pro-immigration passion reflects changes in the conservative Christian movement which, while still predominantly white, has taken on a Latin tinge.Rodriguez, the pastor, who heads a U.S. Hispanic organization with 40,000 member churches, gave a benediction at the Republican National Convention in Tampa last year.While some two-thirds of U.S. Latinos are Catholic, Hispanics form the fastest-growing group in evangelical churches and are seen as a bulwark against dropping attendance.Rodriguez put the number of Hispanics in the United States who are either "born-again" or evangelical Christians at between 10 million and 16 million, and growing fast.
While numbers are hard to come by, "there are lots of indirect pieces of evidence" that point to the growth of Latino evangelicals, said Victoria DeFrancesco Soto, who studies Hispanic politics.Six percent of evangelicals were Latinos in 2007, according to a Pew Forum on Religion and Public Life poll. Eight percent of evangelical or "born-again" voters in a Reuters/Ipsos exit poll at last November's election said they were Hispanic.Worshipping together with newly arrived Christians - as well as the new emphasis on Biblical teachings on immigration - is melting conservatives' doubts about illegal immigrants, said Danny Carroll, an Old Testament professor at an evangelical seminary in Colorado.He is part of a congregation at a church in Aurora that is attended mostly by white Americans on Sunday mornings. In the afternoons, the church then hosts separate services with their own pastors for Hispanic, Korean, Filipino and Russian immigrant groups
"Once a quarter, all these congregations get together for a worship service so all of a sudden you are sitting next to someone with a different face, different color, different language. Israeli and Jewish leaders praised outgoing Pope Benedict XVI Monday for working to strengthen relations between Catholics and Jews.Israeli President Shimon Peres, a Nobel peace laureate, said he was “saddened” to hear of Benedict’s departure, and praised the outgoing pope for boosting ties between the Vatican and the Jewish state.“Under his leadership the Vatican has been a clear voice against racism and anti-Semitism and a clear voice for peace. Relations between Israel and the Vatican are the best they have ever been and the positive dialogue between the Catholic Church and the Jewish people is a testament to his belief in dialogue and cooperation,” Peres said.Benedict, 85, announced Monday he would step down from the post on February 28, a highly unusual move he attributed to his advanced age.Israel Chief Ashkenazi Rabbi Yona Metzger, saying the pontiff heralded in an age of unparalleled Jewish-Catholic relations.
“During his tenure the Rabbinate and the Church enjoyed better relations than ever before,” Metzger said. “He deserves great credit for the advancement of relations between all religions.”Benedict, who was a member of the Nazi’s Hitler Youth as a teenager, was the third pope to visit Israel, coming in 2009 after a visit to the Auschwitz Birkenau death camp in Poland.

The visit drew a lukewarm response from officials at Jerusalem’s national Yad Vashem Holocaust memorial, who found Benedict’s speech lacking. His call for a Palestinian state also put a damper on the trip for some.
Danny Ayalon, a former deputy prime minister who represented Israel in talks with the Vatican over its status in the Holy Land over the past four years, said Benedict was perhaps treated unfairly over his Nazi past.
“He was conscripted and did not volunteer … his family and (he) himself actually showed objection to the Nazi regime. I believe he did redeem himself,” said Ayalon. “I have learned to appreciate his spiritual prominence and also his friendship … to the Jewish people.”Some Jews were incensed at Benedict’s constant promotion toward sainthood of Pope Pius XII, the World War II-era pope accused of having failed to sufficiently denounce the Holocaust and protect Jews. And they harshly criticized Benedict when he removed the excommunication of a traditionalist British bishop who denied the Holocaust.Yet like his predecessor John Paul II, Benedict made reaching out to Jews a hallmark of his papacy. His first official act as pope was to send a letter to Rome’s Jewish community and he became only the second pope in history, after John Paul, to enter a synagogue.British chief Rabbi Lord Jonathan Sacks, who is also stepping down, said Benedict was a “compassionate individual who carried with him an aura of grace and wisdom.”
Sacks said in a statement on his website that he was “honored” to have welcomed the pontiff to Britain in 2010 and spend time with him on a visit to Rome in 2011. “I saw him to be a man of gentleness, of quiet and of calm, a deeply thoughtful and compassionate individual who carried with him an aura of grace and wisdom. I wish him good health, blessings and best wishes for the future,” Sacks said in a statement.
The Catholic leader announced his shock decision in Latin during a meeting of Vatican cardinals on Monday morning. A concave to elect a new Catholic leader will be held in March.Benedict called his choice “a decision of great importance for the life of the church.”

A new intelligence assessment has concluded that the United States is the target of a massive, sustained cyber-espionage campaign that is threatening the country’s economic competitiveness, The Washington Post reported, citing unnamed officials.According to the newspaper, the National Intelligence Estimate identifies China as the country most aggressively seeking to penetrate the computer systems of American businesses and institutions to gain access to data that could be used for economic gain.The document, according to the The Post, identifies energy, finance, information technology, aerospace and automotive companies as the most frequent targets of cyber-attacks.Outside experts have estimated the damage to the United States economy in the tens of billions of dollars, the paper said.The National Intelligence Estimate names three other countries -- Russia, Israel and France -- as having engaged in mining for economic intelligence, but makes clear that cyber-espionage by those countries pales in comparison with China's effort, the paper noted.The Obama administration is trying to counter the electronic theft of trade secrets by lodging formal protests, expelling diplomatic personnel, imposing travel and visa restrictions, and complaining to the World Trade Organization, according to The Post.Cyber-espionage is “just so widespread that it’s known to be a national issue at this point,” one administration official, speaking on the condition of anonymity, told the paper.
The Washington Post and The New York Times have both recently announced that Chinese hackers have breached their computer systems, breaking in and stealing the passwords of high-profile reporters and other staff members.

JERUSALEM (AP) — An Israeli official says the government has given final approval for construction of 90 new homes in a West Bank settlement, a move that could cause tensions with the U.S. ahead of President Barack Obama's visit to the region.The official says the homes were first announced last year in an agreement with Jewish settlers in exchange for evacuating an unauthorized West Bank outpost. The government published its final approval on Sunday.The official spoke Monday on condition of anonymity because he is not authorized to talk to the media.Anti-settlement activist Hagit Ofran says construction could begin within weeks. That means the work could coincide with Obama's visit.Obama has criticized settlement construction in the West Bank and east Jerusalem, territories claimed by the Palestinians.

The international Israel advocacy organization StandWithUs has teamed up with Bridge Houston to counter an anti-Israel billboard that has been erected in Texas.The new ad encourages the public to "Tell Congress Not to Support Palestinian Groups Like Hamas Because They Don't Want Peace” and directly opposes the anti-Israel that calls for an end to military aid to the Jewish state.In July, 2009, the two organizations partnered in responding to a series of "Pray For Gaza" ads that were placed after Operation Cast Lead.
The StandWithUs/Bridge Houston billboards depicted Israeli and Arab children with their arms intertwined and stated, "Save Gaza From Hamas. Teach PEACE Not Hate." "Unfortunately, nothing has changed. Anti-Israel groups continue their campaign to try and undermine American support for Israel by spreading lies and misconceptions about the Jewish state,” said CEO of StandWithUs, Roz Rothstein.”They continue to disregard important obstacles to  peace, such as Hamas. It's impossible to make peace with a group that teaches its children to hate Jews and that Israel does not exist.”“Blaming Israel alone for the lack of peace ignores Palestinian extremism," she said.

U.S. Northeast digs out from blizzard, tornado strikes in South

CAMBRIDGE, Mass./NEW YORK (Reuters) - The U.S. Northeast was digging out on Sunday after a blizzard dumped up to 40 inches (one meter) of snow with hurricane force winds, killing at least nine people and leaving hundreds of thousands without power.As the Northeast cleared roads and shoveled out, another storm bore down on the Northern Plains and tornadoes threatened the Southeast in a weekend of extreme weather across the United States.A tornado which appeared to be a mile wide touched down in Hattiesburg, Mississippi, causing significant damage, said Anna Weber of the National Weather Service. South Dakota officials closed a 150-mile (240-km) stretch of Interstate 90 in the center of the state. They also closed 75 miles of Interstate 29 in the state's northeastern corner near North Dakota.Officials said motels and other facilities along Interstate 90 were filling up with travelers trying to avoid the heavy drifting and near-zero visibility."Travel will be difficult to impossible at times on other highways in many areas of South Dakota," state transportation officials said in a statement.

The mammoth storm over the weekend stretched from the Great Lakes to the Atlantic and covered several spots in the Northeast with more than 3 feet of snow. Connecticut, Rhode Island and Massachusetts took the brunt of the blizzard.The Connecticut town of Hamden had 40 inches and nearby Milford 38 inches, the National Weather Service said.New York Governor Andrew Cuomo said 675 pieces of equipment and 975 personnel had been dispatched to help Suffolk County, making up the eastern half of Long Island, dig out of 3 feet of snow.The storm "effectively shut down the entire region," Cuomo said in a statement.Amtrak ran a limited train service between New York and Boston on Sunday and a regular Sunday schedule from New York to the state capital in Albany.The Massachusetts Bay Transportation Authority said it had resumed limited service on Sunday afternoon and would return to regular service on Monday.The Rhode Island Public Transit Authority and Connecticut Transit said service would remain suspended on Sunday.The storm dropped 31.9 inches of snow on Portland, Maine, creating "whiteout conditions," said city spokeswoman Nicole Clegg, 42. "It's the biggest I've seen since I was a little girl."Clegg said most city roads had been cleared by Sunday night, and city employees were set to begin plowing Portland's "100 miles of sidewalks."
Winds gusted to 83 miles per hour (134 kmph) at Cuttyhunk, New York, and brought down trees across the region.The storm contributed to at least five deaths in Connecticut and two each in New York state and Boston, authorities said.The two deaths in Boston were separate incidents of carbon monoxide poisoning in cars, an 11-year-old boy and a man in his early 20s. The boy had climbed into the family car to keep warm while his father cleared snow. The engine was running but the exhaust was blocked by snow, said authorities.
In Rutland, Vermont, the snow helped solve a crime, said Rutland police Sergeant James Tarbell. After a burglar alarm went off at a gas station in the small hours of the morning, police found a broken window and discovered someone had stolen cartons of cigarettes, said Tarbell.A trail of footprints in the snow led the police to a nearby street, where they found a 42-year old man shoveling snow."It was an ungodly hour to be shoveling snow," Tarbell said. HALIFAX—A major snowstorm is bearing down on Atlantic Canada today, prompting dozens of flight cancellations and knocking out power for thousands in western Nova Scotia and New Brunswick.
Environment Canada has issued blizzard warnings for Nova Scotia and much of eastern New Brunswick, with 30 to 40 centimetres of snow expected in some regions by Sunday morning.The national forecaster says the blizzard conditions — the product of two fierce snowstorms that are combining — will also bring 20 to 30 centimetres of snow to Prince Edward Island.Newfoundland is also expecting a blanket of snow — up to 45 centimetres by Sunday night.Nova Scotia Power says 21,000 customers are without electricity in the province's Annapolis Valley and on the South Shore, where forecasters have warned that higher than normal water levels could cause flooding.New Brunswick Power says on its website that roughly 1,100 customers, most of them in the Rothesay area, are without power.Most of today’s flights have been cancelled at Halifax Stanfield International Airport, and all Marine Atlantic crossings have been cancelled.Few cars could be seen on the roads in downtown Halifax Saturday morning as blowing snow whipped through the streets, creating near white-out conditions.A storm hit southern Ontario and Quebec on Friday, leading to at least three Ontario deaths — two on the roads and an 80-year-old woman who was shovelling her driveway.
Another storm has hammered the northeastern United States, where half a million homes and businesses are without power after half a metre of snow fell in Connecticut.

Tornado rakes southern Mississippi, damages university

TUPELO, Mississippi (Reuters) - A swarm of tornadoes tore through several counties in southern Mississippi and Alabama on Sunday, injuring at least 10 people and ripping apart hundreds of homes and other buildings, including parts of the University of Southern Mississippi, authorities said.The Forrest County seat of Hattiesburg, Mississippi, and the adjacent town of Petal, both about 100 miles southeast of Jackson, the state capital, bore the brunt of storms that struck less than an hour before dark.The tornado that plowed through the Hattiesburg area was believed to have reached three-quarters of a mile in diameter at times, said Anna Weber, a National Weather Service meteorologist.The weather service counted three separate twisters in south-central Mississippi on Sunday evening, Weber said.In neighboring southwestern Alabama, authorities reported a flurry of seven tornadoes across three counties, including one that damaged 46 homes in Clark County, Weather Service meteorologist Keith Williams said.About 100 houses or more were damaged or destroyed in Petal, Mississippi, alone, and several businesses were hard hit there as well, including a hardware store reduced to rubble, Mayor Hal Marx told Reuters.He said a number of residents suffered minor injuries but no one was reported seriously hurt. "Mostly people are just shaken up and in shock," he said.Jeff Rent, a spokesman for the state Emergency Management Agency, said he had reports of at least 10 people injured throughout four stricken Mississippi counties, including eight who were taken to hospitals in Marion County.Emergency management officials said no firm estimates of property losses were immediately available. Power outages were widespread.
UNIVERSITY CAMPUS AND HIGH SCHOOL HARD HIT
CNN broadcast photos of several homes in Hattiesburg badly mangled from the storm, some with roofs and exterior walls ripped open.Emergency management spokesman Greg Flynn said a search-and-rescue team from the nearby town of McComb was being called in to help look through debris for anyone who might be trapped.On the Hattiesburg campus of the University of Southern Mississippi, alma mater of retired National Football League star quarterback Brett Favre, the storm damaged several buildings, including a performing arts center and an alumni house, the university said in a statement.The twister also heavily damaged a high school stadium complex and blew a truck onto the school's baseball diamond, officials said.Kris Walters, 40, a Baptist minister for the USM campus, said he and two of his children took shelter in a closet with a mattress on top of them until the storm passed, adding that his house escaped serious damage."I have lived here 40 years, and this is the first tornado I have ever seen like this," he told Reuters.Joby Bass, a university professor interviewed on CNN, said the porches on his house "peeled off" and trees toppled onto his roof as he and his dogs huddled in a closet for safety."A lot of houses on this street are completely roofless," Bass said. He said the campus was largely empty because students had an extended weekend to celebrate Mardi Gras. The university said no injuries were reported on campus.Video footage showed what appeared to be a large, gray tornado, filmed from a distance, churning through town as a cloud of debris swirled around it.
Rent, the state emergency management spokesman, said Mississippi Governor Phil Bryant had declared a state of emergency in four Mississippi counties - Forrest, Lamar, Marion and Lawrence - and other areas hit by the storms.The Hattiesburg area also suffered heavy property damage from Hurricane Katrina in 2005.

Netanyahu to discuss Iran, Syria, Palestinians with Obama

JERUSALEM (Reuters) - Iran's nuclear ambitions, the civil war in Syria and stalled Israeli-Palestinian peace efforts will top the agenda of U.S. President Barack Obama's visit to Israel, Prime Minister Benjamin Netanyahu said on Sunday."It is a very important visit that will emphasize the strong alliance between Israel and the United States," Netanyahu, who has had a testy relationship with Obama, told his cabinet.The White House announced on Tuesday that Obama plans to visit Israel, the West Bank and Jordan this spring, raising prospects of a new U.S. push to restart Israeli-Palestinian peace efforts frozen for the past two years.
The White House gave no exact dates for the trip, Obama's first to Israel since taking office. Israel's Channel 10 television station cited unnamed sources in Washington last week saying the visit to Israel would start on March 20.In public remarks at the cabinet session, Netanyahu put Iran at the top of his list of talking points with Obama and referred only in general terms to peace efforts with the Palestinians, stopping short of setting a revival of bilateral negotiations as a specific goal of the visit."The president and I spoke about this visit and agreed that we would discuss three main issues ... Iran's attempt to arm itself with nuclear weapons, the unstable situation in Syria ... and the efforts to advance the diplomatic process of peace between the Palestinians and us," Netanyahu said.U.S.-hosted negotiations between Israel and the Palestinians collapsed in September 2010 in a dispute over Israeli settlement-building in the occupied West Bank, land captured in a 1967 war and which Palestinians seek as part of a future state that includes Gaza and East Jerusalem.
Obama and Netanyahu discussed the coming trip in a January 28 telephone call.
COALITION TALKS
The visit will take place only after Netanyahu puts together a new governing coalition following his narrower-than-expected victory in Israel's January 22 election.Netanyahu, who heads the right-wing Likud party, has begun talks with prospective political partners and still has up to five weeks to complete the process.
Citing the dangers Israel faces from the "earthquake that is happening around us", a reference to Arab upheaval in the region and the prospect of a nuclear-armed Iran, Netanyahu said Obama's visit now was particularly important.Obama's tensions with Netanyahu have been aggravated by the Israeli leader's demands for U.S. "red lines" on Iran's nuclear program - something the president has resisted, though he has said military options are on the table if sanctions and diplomacy fail.Iranian President Mahmoud Ahmadinejad said on Sunday that Tehran would not negotiate about its nuclear program under pressure, and would talk to its adversaries only if they stopped "pointing the gun".Iran dismisses Western suspicions that its nuclear program is aimed at building weapons. Syrian army, rebels clash in Damascus

AMMAN (Reuters) - Troops loyal to Syrian President Bashar al-Assad fought rebels in Damascus for control of an area just east of the city center on Monday, moving tanks to defend their lines as their opponents also struck targets elsewhere in the capital.Residents and activists said the army of President Bashar al-Assad sent armored reinforcements to Jobar, a Sunni Muslim district adjacent to the city's landmark Abbasid Square after rebels took over a loyalist position in the area, the third since fighters pushed into Jobar last week, they said.However, Assad's forces remained well dug in in the center. "The main battle is taking place in Jobar," an opposition activist in Damascus named Amer said. "The rebels appear to be advancing in the eastern sector. But the center of Damascus is crisscrossed with concrete barriers and security is deployed everywhere; we cannot say that they (the rebels) have a real active present in the center."He said the army appeared to be under so much pressure in Jobar that it had moved tanks there from the southwestern suburb of Daraya, near the highway to the Jordanian border, where it has been battling rebels for two months.A video posted by a group known as Liwa al-Islam, one of the opposition fighting units around Damascus, showed its members firing a rocket they claimed had a range of 60 km (35 miles), an apparent marked improvement in the arsenal of the opposition.Sham News Network, an opposition group of media activists, said rebels overran an army barracks in Jobar and had attacked a roadblock in Afif neighborhood overnight. Diplomats: Iran restarts uranium fuel conversion

VIENNA (AP) — Diplomats say Iran has started changing some nuclear material that could be used for weapons into another form but in amounts too small to reduce concerns about its atomic program.
They say it is changing small amounts of 20-percent uranium into reactor fuel. That 20 percent material is only a technical step away from weapons-grade uranium.Tehran last year converted close to 100 kilograms (220 pounds) of 20-percent uranium into reactor fuel before stopping.The diplomats said Monday conversion had restarted but remains vastly outpaced by 20-percent production.Experts estimate that Iran could have enough 20-percent uranium for one bomb by summer if further enriched.The diplomats are close to the International Atomic Energy Agency. They demanded anonymity because they are not authorized to discuss the issue.

China's patience with North Korea wearing thin

DANDONG, China (AP) — China's patience with North Korea is wearing thin, and a widely-expected nuclear test by the latter could bring that frustration to a head.Beijing signaled its growing unhappiness by agreeing to tightened U.N. sanctions after North Korea launched a rocket in December, surprising China watchers with its unusually tough line, which prompted harsh criticism from Pyongyang.And while China isn't expected to abandon its communist neighbor, it appears to be reassessing ties a year after new North Korean leader Kim Jong Un took office. The question is for how long China, itself under new leader Xi Jinping, will continue to back North Korea's nettlesome policies."Perhaps Kim Jong Un thinks Xi Jinping will indulge him. Perhaps he's in for a surprise," said Richard Bush, Director of the Center for Northeast Asian Policy Studies at the Brookings Institution in Washington D.C.China is feeling spurned by Kim. Although China welcomed his ascension after his father died in December 2011 and maintained flows of aid and investment, Kim has ignored China's interests in a stable neighborhood with his two rocket launches and nuclear test plan. North Korea announced last month it would conduct a test to protest the toughened U.N. sanctions."At the start, China gave him a warm welcome and, I think, some aid. But we got no gratitude. They take us for granted," said Jin Canrong, an international affairs expert at Renmin University in Beijing. "China tried to get closer to him, but it was not successful. China has become very disappointed."Yet Beijing also sees Pyongyang as a crucial buffer against U.S. troops based in South Korea and Japan. It also deeply fears a regime collapse could send swarms of refugees across its border. For those reasons, Beijing is unlikely to cut Pyongyang adrift, even if it pushes North Korea harder to end its nuclear provocations and reform its broken-down economy."China's not ready to turn the support to North Korea switch to 'off' at this stage," said Roger Cavazos, a North Korea watcher at the Nautilus Institute for Security and Sustainability.
North Korea's apparent reluctance to reform its economy ranks among Beijing's biggest frustrations, and the thorny nature of the bilateral relationship is on show along the frigid Yalu River, which forms part of the border Chinese troops crossed to rescue North Korean forces during the 1950-53 Korean War.Last week, ahead of the Lunar New Year holiday, dozens of North Korean trucks lined up at a customs checkpoint in the northeastern Chinese border city of Dandong, loaded with bags of rice, cooking oil, cheap electronics and other daily items that their country's collapsed industry cannot produce enough of for its 24 million people.Further to the south, a much-heralded North Korean economic zone on a pair of islands along the Yalu remains a field of untrammeled snow behind a newly erected border fence, more than 18 months after it was opened with great fanfare.The Hwanggumphyong and Wihwa islands zone, one of two such establishments along the border, resulted from talks led by Chinese Commerce Minister Chen Deming and Jang Song Thaek, Kim's uncle and a top official in the ruling Korean Workers' Party who is thought to be pro-China. The two men attended the June 2011 grand opening accompanied by a brass band and the celebratory release of doves, giving rise to hopes that China's advice was having an impact on the North.
Yet area residents say they've seen no progress since then, while work on a towering bridge nearby, intended to supplement the rickety old one in Dandong, has slowed to a snail's pace. Dandong's city government has moved offices to the area, but the thickets of surrounding high-rise buildings remain unfinished and empty.
While Kim has made improving the economy a hallmark of his nascent rule, many analysts doubt that he will go too far with reforms for fear that change could lead to a loss of control, in turn threatening his authoritarian rule."There's nothing going on around here. North Korea is fine with taking Chinese aid and doing some trade, but its economy doesn't seem to be changing at all," said a Dandong businessman who trades with North Korea AND asked to be identified only by his surname, Qu.That leaves the new fence as the dominant feature along the border. Topped with rolls of barbed wire, it doubles up in places to form both an inner and an outer perimeter, with a strip of concrete in between for guards to patrol along.The intimidating barrier seeks to block the flow of illegal border crossers, typically those seeking food and work in China or an escape route to South Korea. It also symbolizes China's fears of instability in North Korea, a steel barrier to contain the chaos.China is widely credited with keeping its neighbor afloat, providing an estimated half million tons of oil to North Korea a year, along with copious amounts of food aid. Officially tolerated smuggling buttresses the formal trade between them, while North Korea earns much-needed hard currency from thousands of North Koreans who work in northeast China and a similar number of Chinese tourists and advisers visiting the other side. Chinese companies are also investing in North Korea's mines, although many complain of corruption and a lack of respect for contracts.Yet it remains unclear how much influence China has with North Korea. Despite Beijing's entreaties, Pyongyang has refused to return to Chinese-hosted six-nation nuclear disarmament talks that had won China credit as a responsible international power.
In a sign of China's rising pique, the Foreign Ministry recently took an unusual swipe at North Korea for spending on defense, rocket and nuclear programs instead of the economy. "We would also like to actively encourage the relevant country to develop economy and improve people's living conditions," Foreign Ministry spokesman Hong Lei told reporters late last month.Chinese media have also been running commentaries suggesting Chinese interests need not be held hostage by its desire for a stable North Korea.
"If North Korea ignores the persuasion and eventually carries out a third nuclear bomb test, it must pay a heavy price for it. The various kinds of aid it receives from China will be decreased for good reasons. Of this, we hope the Chinese government will warn North Korea in advance, so that they will not have other fantasies," the Global Times, a nationalist tabloid that often airs controversial views, said in a commentary last week.Another test may not be enough to push the new leadership into casting North Korea adrift, but China may employ tougher measures, given that it has already upped the ante by agreeing to the tightened U.N. sanctions. Scotland "new state" outside EU, U.N. if splits: Britain

LONDON (Reuters) - The British government on Monday intensified its campaign to stop Scotland leaving the United Kingdom, publishing a legal opinion saying it would forfeit its membership of international bodies such as the European Union if it chose independence.The pro-independence Scottish National Party (SNP) that runs Scotland's devolved government plans to hold a referendum on the politically sensitive and emotionally charged subject next year, and has played down the impact of a "Yes" vote on Scotland's international status.But the 57-page legal opinion - drafted for the British government by two independent experts on international law - said the implications could be far-reaching, likening the situation to the 1991 collapse of the Soviet Union when Russia was declared the USSR's legal successor but the 14 other Soviet states had to forge their international relations anew.The overwhelming weight of international precedent suggested Scotland would be legally deemed a "new state", it said - a scenario that would force it to re-apply to join international bodies such as the EU, the United Nations and NATO.The government's unusual decision to publish such an opinion reflects its concern that Scots may vote for independence, triggering the break-up of a United Kingdom comprising England, Scotland, Wales and Northern Ireland."If Scotland became independent, only the 'remainder of the UK' would automatically continue to exercise the same rights, obligations and powers under international law as the UK currently does, and would not have to re-negotiate existing treaties or re-apply for membership of international organizations," the government said.
CAMERON LEGACY
That is a position backed by European Commission President Jose Manuel Barroso who, when asked about Scotland, has repeatedly said that any new state that breaks away from an existing EU state would have to re-apply to join the bloc.Spain's government is facing a similar challenge with Catalonia, where at least one poll has shown that more than half of Catalonian voters would choose independence if given the chance.
Prime Minister David Cameron intervened in the British debate on Sunday, conceding that Scotland had what it takes to be an independent nation, but arguing it enjoyed "the best of both worlds" as part of the UK.
"Put simply: Britain works. Britain works well. Why break it?" he wrote in an article published in Scottish newspapers.Cameron's political future and historic legacy are on the line. He has pledged to contest the next British election in 2015 and his own Conservative party would never forgive him if he presided over the break-up of the UK.London's main parties are campaigning jointly against independence, knowing that Alex Salmond's SNP is a highly motivated political machine that will spare no effort to win a vote on its flagship policy.Tapping into an emotive cocktail of historical rivalry and a perception that the British parliament in London does not nurture Scotland's national interests, the "Yes Scotland" campaign wants independence to be a reality by 2016.Scottish secession could create serious problems for the remainder of the United Kingdom.Britain's Trident nuclear submarine fleet is based in Scotland, revenues from Scottish North Sea oil remain important to its coffers, and analysts say Britain would find it harder to maintain its voice in international bodies such as the U.N. Security Council as well as in European Union decision-making.

An SNP-backed working group is due to publish proposals on Monday setting out economic reform options for an independent Scotland.The SNP published a document this month suggesting the transition arrangements could be made relatively swiftly, and that Independence Day for Scotland could come in March 2016, a timetable opponents dismissed as unrealistic.Nicola Sturgeon, the SNP's deputy leader, told BBC radio on Monday that different legal experts gave different views on the international status of an independent Scotland."These are matters that will be settled not by law but by negotiation and agreement," she said. "If the UK government is really saying that they would, in the event of a yes vote, go out of their way to make life difficult for Scotland, not only is that very arrogant but it would also put them in a position of arguing against their own interest."Opinion polls suggest support for independence has stalled, with around one third or less of voters backing it and just under half opposing it. Rasmussen: 'Nato cannot act as the world's policeman'

BRUSSELS - Nato head Anders Fogh Rasmussen has said that the alliance would only take action against Syria if Turkey is attacked.Speaking to EUobserver in his office in Brussels last week, the secretary general of what calls itself "the word's most powerful military alliance," said he feels "frustration" when he hears about the "outrageous" human rights abuses being committed by Syrian forces.He said Nato is not going in because the UN has not asked it to.He noted that: "Even the Syrian opposition has not called on the international community to intervene militarily."But he said the "most important" reason is that it would do no good.
"It is my firm belief that any foreign military intervention would have unpredictable repercussions because Syrian society is very complicated, politically, ethnically, religiously and the regional context is very, very complex," Rasmussen noted."Foreign military intervention might not lead to a solution to the conflict, [it] might even make things worse," he added.He said things would be different if Syria attacked its neighbour and Nato member Turkey, however.Nato in January put Patriot missile-defence units on the Syria-Turkey border after Syrian artillery hit Turkish villages."The deployment of Patriot missiles serves as an affective deterrent and to de-escalate the situation along the border because the Syrians know they shouldn't even think of attacking Turkey … I can assure you that we stand ready to do what it takes to ensure the effective defence and protection of Turkey," Rasmussen said.He indicated that protecting Nato members is the alliance's top priority."Nato cannot act as the world's policeman. We cannot travel from country to country to solve every conflict. It's simply not possible," he said."The essence of being a defence alliance is that we are here to ensure the territorial defence of our member states," he added.He said the Mali conflict should also be taken care of by local forces.Nato member France is currently in a tricky position in Mali.In January, it went in alone to expel jihadist rebels from towns in the north. It is currently in command of both French and Malian soldiers. But in the past two weeks, Malian troops have murdered dozens of civilians on its watch.
Rasmussen said France was right to act.But he noted that neither France nor Nato is responsible for policing the situation in future."I don't see a role for Nato. The UN has adopted a resolution according to which an African-led force should take over … It [protection of civilians] is first and foremost a responsibility for the Malian authorities," he added.

Cold-War-days are gone

The US-dominated military alliance was created in the Cold War to protect the West from the Soviet Union.
Rasmussen warned that the US is taking less of an interest in European problems these days, however.
"You will still see the US engaged also when it comes to the resolution of conflicts in the European neighbourhood. But I think it's a long term trend that the US would expect the Europeans to enhance their engagement in the resolution of crises in the near neighbourhood of Europe," he said.He urged European Nato members to stop dependence on US help."The Europeans lack a number of critical capabilities. One thing is better capacity to gather intelligence and to do reconnaissance … air-to-air refuelling is another issue … and we [European countries] are still missing some capacity in strategic airlift," he said."If we are to maintain an American interest in the trans-Atlantic alliance, then the Europeans must also carry a fair share of the burden," he noted.EU countries this year plan to develop joint procurement of military equipment.
Some countries, such as France and Poland, also want a "European defence force" to guarantee European security with or without Nato support.When asked if Nato would back the creation of a parallel EU force, Rasmussen warned against "waste of resources," however."I'm not going to interfere with EU decisions of how Europe will structure its defence co-operation. But as a general remark, I think Europe first and foremost needs real military capabilities rather than new structures," he said.
