Israel to decide on settlement university


JERUSALEM (AP) — In the fraught atmosphere of the Israeli-occupied West Bank, an approaching decision on whether to award coveted university status to a college has taken on powerful political overtones.For critics of Israel's policy of settling Jews in the West Bank, the upgrade of the "Ariel University Center of Samaria" into a permanent university would be a strong signal of what they say is creeping annexation of the hilly territory.For its supporters, upgrading the institution will be a crowning jewel of the government's commitment to holding the West Bank, the heartland of biblical Judaism, captured by Israel along with east Jerusalem in the 1967 war."Most dramatically, this has a symbolic significance that no settlement has," said political scientist Yaron Ezrahi of Hebrew University. "It's an attempt to legitimize the occupation."Of Israel's more than 120 Jewish settlements, Ariel holds special significance.With 19,000 people, it is one of the largest settlements built on occupied territory claimed by the Palestinians. Positioned deep in the West Bank, its removal is seen as essential to the viability of a future Palestinian state, since annexing it to Israel would also take a significant wedge of land with it to connect with Israel proper.
But its huge population and developed infrastructure, including a theater, sports complex and four-lane highway, would make it extraordinarily difficult to uproot. An upgrade to the college would give a symbolic depth to the feeling of permanence."Ariel is here to stay. There's no reason to treat it differently from Tel Aviv," said settler leader Naftali Bennett. "Long ago, it should have become a university."A government committee headed by the education minister is expected to decide next month on the upgrade.The Ariel institution has operated for 30 years in some form, ultimately growing into a college of some 12,500 students. It is open to all Israeli citizens, including Arabs. But like other Israeli universities, it is closed to the 2.5 million Palestinians in the West Bank.The school was given temporary university status five years ago, according to school officials, with a July 15, 2012, deadline to make a decision on giving it permanent recognition. In the meantime, its faculty was tasked with proving that it could produce university-worthy education.Permanent status would give the institution access to additional state funding and allow more collaborative work with other Israeli universities. Most critically, though, it would be a symbolic victory in the school's struggle for recognition.Israel Education Minister Gideon Saar favors the upgrade, according to his spokeswoman, Lital Apter-Yotzer. She said he would support the application as long as it meets academic requirements and doesn't take away existing funding for the country's other universities."From the academic point of view, we are eligible to get permanent status as a university," Yigal Cohen-Orgad, the school's dean, said proudly.But the decision will not rest on academic considerations alone: An upgrade would likely trigger international condemnations and enrage the Palestinians.Most of the international community considers the settlements illegitimate and a chief obstacle to Palestinian statehood."Any step of this kind would be a further consolidation of illegal settlements," said Palestinian spokesman Ghassan Khatib.Settlements are at the heart of the current impasse in Mideast peace efforts. Talks broke down more than three years ago, and the Palestinians have refused to return to negotiations while Israel continues expanding its settlements. More than 500,000 Israelis now live in the West Bank and east Jerusalem, claimed by the Palestinians.Joining Israeli academia would put the Ariel school in some prominent company. All but one of Israel's eight universities rank in the world's top 500, according to the Academic Ranking of World Universities, a respected ranking service.But some, including professors at other Israeli universities, fear it will tarnish Israeli academia and perhaps jeopardize international funding, staff and research exchanges.Pro-Palestinian activists say if the institution is recognized, they will push harder than ever for a boycott of Israeli academia by firmly demonstrating links between the country's military occupation and academia.The symbolism of a university, the activists say, is more powerful than a mere college."It will open the doors even more widely to the general boycott of Israel and all its institutions that are part of its system of oppression," said Omar Bargouti, a Palestinian activist in the global movement to promote boycotts and sanctions against Israel.The movement's chief concrete success so far was to influence the University of Johannesburg in South Africa to cut its institutional agreements to Israel's Ben Gurion University in March 2011. It has also promoted boycott debates onto Western campuses.A petition condemning the upgrade plans drew some 1,000 signatures from Israeli academics, said Nir Gov, associate professor of chemical physics at Israel's Weizmann Institute of Science, and a sharp critic of Israel's policies against Palestinians.Academics fear tens of millions of dollars of European and U.S. research grants might be at stake if they are compelled to work with a future Ariel University.They cite the case of Israeli theater companies that were forced to perform in Ariel's year-old theater. At that time, hundreds of artists protested against the move, saying they did not agree with Israel's settlement policy. The culture minister responded by threatening to cut the funds of any theater company that did not comply.The European Union will not fund projects based out of West Bank settlements, said EU spokesman David Kriss. A U.S. spokesperson did not comment.Even if there is no official boycott, Israeli academics may be less likely to be accepted at international conferences, their scholarly articles could be rejected, and so could their applications for sabbaticals in prestigious universities abroad, said Menahem Klein, political science professor at Bar Ilan University."Of course it will not happen overnight," Klein said. "It might take a few years, but ... it may lead to very bad consequences for Israeli universities. This will make a connection between academia and occupation."

Palestinians may accept non-member state status at UN: Abbas


The Palestinians, who saw their full United Nations membership blocked by a US veto threat, may accept non-member state status, Palestinian president Mahmud Abbas said Friday.He told reporters during a Paris visit that if Israel did not resume peace negotiations, "we will of course go to the (UN) General Assembly to obtain non-member status, as was the case for Switzerland and the Vatican".The Palestinians applied for full membership of the UN last September but application hit deadlock at the Security Council where the United States threatened to veto any recommendation in support of the Palestinian bid.The United States and Israel argue that only direct Palestinian-Israeli talks can produce a definitive peace accord.French President Francois Hollande, who met Abbas during his Paris visit, said Friday that "we must do everything to facilitate the recognition of a Palestinian state via a negotiated process".Direct talks between the Israelis and Palestinians on a peace deal remain in deep freeze after grinding to a halt in late 2010 over the issue of Jewish settlement construction.

Mob attacks women at Egypt anti-sex assault rally


CAIRO (AP) — A mob of hundreds of men assaulted women holding a march demanding an end to sexual harassment Friday, with the attackers overwhelming the male guardians and groping and molesting several of the female marchers in Cairo's Tahrir Square.From the ferocity of the assault, some of the victims said it appeared to have been an organized attempt to drive women out of demonstrations and trample on the pro-democracy protest movement.The attack follows smaller scale assaults on women this week in Tahrir, the epicenter of the uprising that forced Hosni Mubarak to step down last year. Thousands have been gathering in the square this week in protests over a variety of issues — mainly over worries that presidential elections this month will secure the continued rule by elements of Mubarak's regime backed by the ruling military.Earlier in the week, an Associated Press reporter witnessed around 200 men assault a woman who eventually fainted before men trying to help could reach her.Friday's march was called to demand an end to sexual assaults. Around 50 women participated, surrounded by a larger group of male supporters who joined to hands to form a protective ring around them. The protesters carried posters saying, "The people want to cut the hand of the sexual harasser," and chanted, "The Egyptian girl says it loudly, harassment is barbaric."After the marchers entered a crowded corner of the square, a group of men waded into the women, heckling them and groping them. The male supporters tried to fend them off, and it turned into a melee involving a mob of hundreds.The marchers tried to flee while the attackers chased them and male supporters tried to protect them. But the attackers persisted, cornering several women against a metal sidewalk railing, including an Associated Press reporter, shoving their hands down their clothes and trying to grab their bags. The male supporters fought back, swinging belts and fists and throwing water.
Eventually, the women were able to reach refuge in a nearby building with the mob still outside until they finally got out to safety."After what I saw and heard today. I am furious at so many things. Why beat a girl and strip her off? Why?" wrote Sally Zohney, one of the organizers of the event on Twitter.The persistence of the attack raised the belief of many that it was intentional, though who orchestrated it was unclear.
Mariam Abdel-Shahid, a 25 year-old cinema student who took part in the march, said "sexual harassment will only take us backward.""This is pressure on the woman to return home," she said.Ahmed Mansour, a 22 year-old male medical student who took part in the march, said there are "people here trying to abuse the large number of women protesters who feel safe and secure. Some people think it is targeted to make women hate coming here.""I am here to take a position and to object to this obscene act in society," he said.
Assaults on women Tahrir have been a demoralizing turn for Egypt's protest movement.During the 18-day uprising against Mubarak last year, women say they briefly experienced a "new Egypt," with none of the harassment that is common in Cairo's streets taking place in Tahrir. Women participated in the anti-Mubarak uprising as leading activists, protesters, medics and even fighters to ward off attacks by security agents or affiliated thugs. They have continued the role during the frequent protests over the past 15 months against the military, which took power after Mubarak's fall on Feb. 11, 2011.But women have also been targeted, both by mobs and by military and security forces in crackdowns, a practice commonly used by Mubarak security against protesters. Lara Logan, a U.S. correspondent for CBS television, was sexually assaulted by a frenzied mob in Tahrir on the day Mubarak stepped down, when hundreds of thousands of Egyptians came to the square to celebrate.In a defining image of the post-Mubarak state violence against women, troops dispersing a December protest in Tahrir were captured on video stripping a woman's top off down to her blue bra and stomping with their boots on her chest, as other troops pulled her by the arms across the ground.That incident prompted an unprecedented march by some 10,000 women through central Cairo in December demanding Egypt's ruling military step down in a show of outrage.In contrast, the small size of Friday's march could reflect the vulnerability and insecurity many feel in the square, which was packed with thousands of mostly young men by nightfall Friday. Twenty rights groups signed on to support the stand and hundreds more vowed to take part, according to the Facebook page where organizers publicized the event, but only around 50 women participated.Sexual harassment of women, including against those who wear the Islamic headscarf or even cover their face, is common in the streets of Cairo. A 2008 report by the Egyptian Center for Women's Rights says two-thirds of women in Egypt experienced sexual harassment on a daily basis. A string of mass assaults on women in 2006 during the Muslim feast following the holy month of Ramadan prompted police to increase the number of patrols to combat it but legislation providing punishment was never passed.After Friday's attack, many were already calling for another, much larger stand in the square against such assaults.Another participant in Friday's march, Ahmed Hawary, said a close female friend of his was attacked by a mob of men in Tahrir Square in January. She was rushed off in an ambulance, which was the only way to get her out, he said. After suffering from a nervous breakdown, she left Cairo altogether to work elsewhere in Egypt."Women activists are at the core of the revolution," Hawary said. "They are the courage of this movement. If you break them, you break the spirit of the revolution."

Merkel speaks out for two-speed Europe

BRUSSELS - German Chancellor Angela Merkel has said she will use the gathering of EU leaders at the end of the month to push ahead with plans for a political union, including more sweeping powers to Brussels.
"We do not just need a currency union but also a so-called fiscal union - more common budget policy," she told Germany's ARD television early Thursday (7 June).She emphasised that a political union was also necessary: "That means that step-by-step in the future we have to give up more powers to Europe and grant Europe more oversight possibilities."While there has been a concerted effort over the last two years to make sure that all 27 member states are on board when it comes to further integration steps, Merkel said ambitious states should not be held up by recalcitrants.While it should be made possible that all member states take part "we should not stay still because one or other [member state] does not yet want to join in," said the Chancellor, making the clearest case yet for a two-speed Europe in matters of economic integration.
While these statements and similar comments she has made in the past are raising expectations about what the 28 June summit in Brussels can achieve, the German leader cautioned against thinking that it would lead to a big bang solution for the European Union.But even despite Merkel's traditional down-playing of expectations ahead of an EU meeting - the summit is increasingly taking on a high-stakes feel.It will take place after the Greek elections (set to determine the immediate future of the country in the eurozone) and the French parliamentary elections (freeing up President Francois Hollande from the domestic political arena).
Senior EU officials are working on plans to increase EU integration, including a banking union - seen as necessary to ensure the future survival of the single currency.While Berlin has been leading the eurozone's aid response to troubled eurozone countries such as Greece, Ireland and Portugal, it is now also leading the debate on further political integration.This push to give more powers to the EU level - part of Berlin's attempt to make sure countries keep their budgets in order in the future - is likely to expose deep fault-lines among member states.France's response will be of particular interest.Traditionally, the Franco-German engine has driven the EU forward. However, when it comes to the details, Paris has always been reluctant to give over-arching powers to the European Commission.

Van Rompuy to draft plan for deeper economic union

BRUSSELS - EU leaders have tasked council chief Herman Van Rompuy with drafting a plan on deepening the eurozone's economic union, potentially via an inter-governmental treaty.After more than five hours of talks on the need to strengthen growth policies while sticking to the already strengthened deficit rules, EU leaders on Wednesday night (23 May) agreed to come back to these issues at a formal summit on 28 June.
"Our discussion also demonstrated that we need to take the economic and monetary union to a new stage. There was a general consensus that we need to strengthen the economic union to make it commensurate with the monetary union," Van Rompuy said during a press conference at the end of the meeting.
The former Belgian premier added he would work on a report for the June summit with the heads of the European Commission, the European Central Bank and the chairman of eurozone finance ministers.In recent weeks, European Central Bank chief Mario Draghi has called for a 10-year plan on how to achieve closer fiscal and political union in the eurozone. Economics commissioner Olli Rehn has also indicated he will table ideas in this direction.Van Rompuy explained his report would not be the definitive plan on deeper economic union, but just an outline of the "main building blocs and the working method to achieve this objective."
Back in 2010, when he co-ordinated a similar exercise on stronger sanctions for deficit sinners in the eurozone, Van Rompuy hit a wall when it came to German-led demands for an EU treaty change. With the UK vetoing a treaty change last year and the Czech Republic opting out, an inter-governmental treaty on fiscal discipline was signed in March among 25 member states.Van Rompuy said any new legal changes would try and stick to the current EU treaties, but "other hypotheses" such as a new inter-governmental agreement were also on the table.He placed the issue of eurobonds as part of this long-term effort of shaping a deeper economic union, a compromise stance reflecting Germany's willingness to consider this French-led idea only if a stricter economic governance is in place."Colleagues expressed various opinions such as eurobonds in a time perspective or integrated banking supervision and resolution and a common deposit insurance scheme," he said, noting that none of the topics was dealt with in detail"Tonight's meeting was about putting pressure, focussing minds and clearing the air," Van Rompuy summed up, adding that the discussion about growth and jobs is not new and neither should it lead to scrapping budget rigour and deficit reduction.Leaders welcomed a deal between ambassadors and the European Parliament on so-called project bonds - a funding scheme to start in a pilot phase this summer, aimed at spurring investments in southern countries.A deal on energy efficiency and the single market, as well as agreeing the one issue hampering the implementation of a single EU patent among 25 member states should also be achieved at the June summit. The patent scheme is being held hostage by bickering among France, Germany and the UK on where to have the headquarters for the patent court.EU leaders also used the opportunity to tell Greece that they want the country to stay in the eurozone as long as it respects its commitments."Continuing the vital reforms to restore debt sustainability, foster private investment and reinforce its institutions is the best guarantee for a more prosperous future in the euro area. We expect that after the elections, the new Greek government will make that choice," Van Rompuy said in reference to the 17 June elections which could bring in an anti-bail-out government fuelling fears of a Greek exit from the eurozone.Despite the message of support, eurozone chief Jean-Claude Juncker confirmed Wednesday reports that officials are preparing contingency plans for a Greek exit from the eurozone.

Hawkish step on EU borders outrages MEPs

BRUSSELS - EU countries have given themselves more freedom to block passport-free travel, causing outrage among MEPs.Member states can close their borders for up to 30 days if there is a serious threat to internal security (such as major sporting events), up to 10 days in urgent cases (terrorist attacks) and up to six months if persistent problems exist at external borders.Under the old system, in place since 2006, member states were allowed to impose border controls in urgent cases for only up to five days.Additionally, if a member state fails to control its external EU border, then its peers may on the basis of a European Commission proposal, recommend for neighbours to reintroduce border controls as a fall-back.The ministers also excluded the European Parliament from co-decision on issues dealing with external borders, giving it observer status only. Schengen will therefore effectively remain an inter-governmental treaty based on peer assessment.An EU source told EUobserver that smaller member states, including Belgium and Romania, defended the parliament's right to deliberate on Schengen.But pressure from France, Germany and the Netherlands "forced their hand" and everybody voted against the MEPs in the end."This is essential for the trust of our citizens and to ensure that we keep our area of free movement vibrant and viable," said Dutch interior minister Gerd Leers, referring to the Schengen treaty which governs the system.
The changes have riled MEPs across most of the political spectrum.Martin Schulz, the President of the European Parliament, said it "disrespects parliament's powers and is a step in the wrong direction on Schengen."The centre-right EPP group said it wants the European Court of Justice to examine its legality. Hannes Swoboda, the Austrian head of the centre-left S&D group called it "hypocrisy ... They [EU capitals] say they want more Union and yet they do less Union." Liberals called it an act of "war" against MEPs.

Smell of death lingers at Syrian massacre village


BEIRUT (Reuters) - The smell of burnt flesh hung in the air and body parts lay scattered around the deserted Syrian hamlet of Mazraat al-Qubeir on Friday, U.N. monitors said after visiting the site where 78 people were reported massacred two days ago.The alleged killing spree on Wednesday underlined how little outside powers, divided and pursuing their own interests in the Middle East, have been able to do to stop increasing carnage in the 15-month-old uprising against President Bashar al-Assad.A day after Syrian armed forces and villagers had turned them back, the unarmed U.N. monitors reached the farming settlement of Mazraat al-Qubeir, finding it deserted but bearing signs of deadly violence.One house was damaged by rocket fire and bullets, U.N. spokeswoman Sausan Ghosheh said. Another was burnt, with bodies still inside. "You could smell dead bodies and you could also see body parts in and around the village," Ghosheh told reporters after returning to Damascus.BBC reporter Paul Danahar, who accompanied the monitors, said it was clear "terrible crime" had taken place.In one house he saw "pieces of brains lying on the floor. There was a tablecloth covered in blood and flesh and someone had tried to mop the blood up by pushing it into the corner, but seems they had given up because there was so much of it around".Danahar's Twitter report added: "What we didn't find were any bodies of people. What we did find were tracks on the tarmac (that) the U.N. said looked like armored personnel carriers or tanks."Ghosheh said Mazraat al-Qubeir, which has a population of around 150 people, was empty on Friday, but people from neighboring villages arrived to give their accounts."The information was a little bit conflicting. We need to go back, cross-reference what we have heard, and check the names they say were killed, check the names they say are missing".Many Syrian civilians are fleeing their homes to escape widening fighting between security forces and rebels, the Red Cross said, while the outside world seems unable to craft an alternative to envoy Kofi Annan's failing peace plan."Some say that the plan may be dead," Annan said before meeting U.S. Secretary of State Hillary Clinton in Washington."Is the problem the plan or the problem is implementation?" he asked. "If it's implementation, how do we get action on that? And if it is the plan, what other options do we have?"
Activists say at least 78 people were shot, stabbed or burned alive in Mazraat al-Qubeir, a Sunni Muslim hamlet, by forces loyal to Assad, whose minority Alawite sect, an offshoot of Shi'ite Islam, has dominated Syria for decades.Syrian authorities have condemned the killings in Mazraat al-Qubeir and another massacre of civilians in Houla two weeks ago, blaming them on "terrorists".The conflict is becoming increasingly sectarian. Shabbiha militiamen from the Alawite community appear to be off the leash, targeting Sunni civilians almost regardless of their part in the uprising.Opposition activists said those killed in Mazraat al-Qubeir had not previously been caught up in the conflict.

DEADLY VIOLENCE
Some 300 U.N. observers are in Syria to monitor a truce between Assad's forces and rebels that Annan declared on April 12 but was never implemented.Now reduced to observing the violence, they have already verified the massacre in Houla, a town where 108 men, women and children were slain on May 25. The U.N. peacekeeping chief said Syrian troops and pro-Assad militia were probably responsible.As more and more civilians flee their homes to escape fighting, sick or wounded people are finding it hard to reach medical services or buy food, said a spokesman for the International Committee of the Red Cross (ICRC) in Geneva.Protests and strife erupted across Syria on Friday.Fierce gunfights between security forces and rebels broke out on Friday on the streets of the Syrian capital Damascus, residents and activists said, an increasingly common occurrence in a city formerly considered a bastion of presidential control."The gunfire is so loud I think some bullets could have hit the house. I'm afraid to go out to see what is happening," one resident said. Activists said rebels attacked security barracks and shabbiha gunmen had been called in to help confront them.There was no overall casualty figure from the clashes but the Syrian Observatory for Human Rights said three people were killed in the capital's Qaboun district. It also reported a large explosion in eastern Damascus.The state news agency said "terrorists" caused a fire in Qaboun's electricity station, which serves the Damascus region, knocking out four transformers and cutting power to some areas.
Electricity Minister Imad Khamis said the fire caused $3 million of damage and would take three days to repair.One resident said a large sports venue, the Abbasid stadium, had been transformed into an army barracks as the military tried to reinforce the capital, and that increasing numbers of checkpoints had been set up.Earlier, a car bomb aimed at a bus carrying security men exploded in a Damascus suburb, killing at least two, the Syrian Observatory for Human Rights watchdog said.Another car bomb hit a police branch in the northwestern city of Idlib, killing at least five people, it said.Elsewhere, government forces shelled and then tried to storm the rebel-held district of Khalidiya in the central city of Homs, the heart of the revolt against Assad, the British-based Observatory said.Activists said 10 rockets a minute crashed into Khalidiya in one of the fierce bombardments to hit Homs. Videos posted on the Internet showed plumes of grey smoke rising from buildings.Activist footage of protests said to be in the northern city of Aleppo showed crowds fleeing from tear gas and gunfire.In Deraa, the southern birthplace of the uprising, Syrian forces pounded rebel hideouts in the rugged Luja area, after many soldiers had defected, activists and residents said."The Syrian people are bleeding," Ban said at the United Nations on Thursday, warning of an "imminent" civil war.

U.S. PRESSURE
There is little sign of the firm action he called for from a world divided between Assad's opponents and countries such as China, Russia and Iran that are deeply suspicious of Western and Arab states determined to unseat the Syrian leader.China again urged both sides to comply with Annan's peace plan, which Assad and his foes had accepted, although the rebels said this week they were no longer bound by the truce.
Russia and China have twice vetoed Western-backed Security Council resolutions critical of Syria, whose security forces have killed at least 10,000 people, by a U.N. count, while losing more than 2,600 of their own, according to Damascus.Stepping up U.S. pressure on Russia to support a Syrian transition that would include Assad's exit from power, State Department official Fred Hof met Russian Deputy Foreign Ministers Gennady Gatilov and Mikhail Bogdanov in Moscow.Bogdanov said Annan's plan, which does not directly call for Assad's departure, could be adjusted to improve implementation but its core elements must remain.
He has said Moscow would be open to a negotiated Yemen-style power transition in Syria, referring to a deal under which Yemeni leader Ali Abdullah Saleh stepped down in February after a year of unrest.
Moscow and Beijing have decried the killings of civilians, but resist any plan for coerced political transition, let alone military intervention - not that the West is ready for this.Clinton has said her country is willing to work on a broad conference on Syria's political future, as long as Assad goes.She has criticized the idea, favored by Annan and Moscow, of a contact group that would bring together major powers as well as regional ones, including Iran, a strategic ally of Assad with much at stake in Syria and neighboring Lebanon.

Intense shelling of southern Syrian city kills 15


BEIRUT (AP) — Syrian troops shelled the southern city of Daraaa early on Saturday, killing at least 15 people, activists said. And in Damascus, residents spoke about a night of shooting and explosions in the worst violence Syria's capital has seen since the uprising against President Bashar Assad's regime began 15 months ago.The latest escalations in different parts of Syria are another blow to international envoy Kofi Annan's peace plan, which aims to end the country's bloodletting. Annan brokered a cease-fire that went into effect on April 12 but has since been violated hundreds of times and never properly took hold.The U.N. said several weeks ago that at least 9,000 people have been killed since the crisis began in March last year while Syrian activists say the violence has claimed the lives of more than 13,000 people.Damascus resident and activist Maath al-Shami said clashes between rebels and troops in the city's neighborhoods of Qaboun and Barzeh lasted until about 1:30 a.m. Saturday.On Friday, government troops clashed with rebels from the Free Syrian Army in Damascus' Kfar Souseh district in some of the worst fighting yet in the capital. The clashes were a clear sign that the ragtag group has succeeded in taking its fight to the regime's base of power.Since the start of the uprising, Damascus had been relatively quiet compared with other Syrian cities. The capital and the northern city of Aleppo, the country's largest, are under the firm grip of Assad's security forces."Yesterday was a turning point in the conflict," said al-Shami via Skype. "There were clashes in Damascus that lasted hours. The battle is in Damascus now."Al-Shami added that troops shelled Qaboun and Barzeh with tanks until after midnight Friday adding that at least four people were killed. Al-Shami added that tanks withdrew before sunrise Saturday and the area has been relatively quiet.Another resident in the capital, who refused to be identified for fear of reprisals, said "we spent a night of fear." The resident added that the shooting and explosions in the capital "were the worst so far."To the south, in Daraa, the Britain-based Syrian Observatory for Human Rights said 17 people were killed in the shelling, while the Local Coordination Committees said 15 civilians lost their lives. Both groups said dozens of people were also wounded in the shelling early Saturday.Daraa is the city where the uprising against Assad's regime first erupted in March 2011. A Daraa-based activist, Adel al-Omari, said the shelling of the city's Mahata area began randomly and lasted until after midnight."People were taken by surprise while in their homes," said al-Omari, adding that regime targeted the neighborhood with mortars.The LCC said that the dead included a father and his two children of the Abazeid family whose home was destroyed by the shelling. The group added that five of the dead were members of the Daloua family.The LCC and the Observatory also reported shelling and clashes in the central city of Homs, one of the main battlegrounds of the uprising.On Friday, U.N. observers entered a farming helmet in the central province of Hama where activists said nearly 80 people were massacred on Wednesday. A U.N. spokeswoman said the observers could smell the stench of burned corpses and saw body parts scattered around the deserted village of Mazraat al-Qubair.
The observers were blocked by government troops and residents, and coming under small arms fire when they tried to enter the area on Thursday.The scene held evidence of a "horrific crime," said U.N. spokeswoman Sausan Ghosheh.The U.N. team was the first independent group to arrive in Mazraat al-Qubair, a village of about 160 people. Opposition activists and Syrian government officials blamed each other for the killings and differed about the number of dead.Activists said that up to 78 people, including women and children, were shot, hacked and burned to death, saying pro-government militiamen known as "shabiha" were responsible. A government statement on the state-run news agency SANA said "an armed terrorist group" killed nine women and children before Hama authorities were called and killed the attackers.
Ghosheh, the U.N. observers spokeswoman, said the residents' accounts of the mass killing were "conflicting," and that they needed to cross check the names of the missing and dead with those supplied by nearby villagers. Mazraat al-Qubair itself was "empty of the local inhabitants," she said.

Setbacks for EU diplomacy on Iran and Syria

BRUSSELS - Leaked letters show that EU mediation on Iran's nuclear programme is being bedevilled by time-wasting.EU foreign affairs chief Catherine Ashton is trying to organise a new round of talks on Iran in Moscow in her role as envoy for the "E3+3" group involving France, Germany and the UK plus China, Russia and the US.But a letter by Ashton deputy Helga Schmid to Iranian diplomat Ali Bagheri dated 4 June indicates that Iran is only open to talks on protocol for the meeting instead of details on UN monitoring.
"Unfortunately, in [the previous talks in] Baghdad, Iran was not prepared to take up our suggestion to enter into discussions on the substance of the proposal," Schmid said in her note, leaked in The Guardian newspaper on Thursday (7 June)."You and I had numerous phonecalls and long meetings toward this end. Brussels hits out at 'nutty NGOs' and corporate sharks

BRUSSELS - The European Commission has said EU freedom of information rules should be tightened up because corporate lawyers and NGOs abuse the system.Its spokesman, Antony Gravili, told EUobserver on Wednesday (6 June) that most requests to see internal EU documents come from "lawyers for big corporations" and "nutty NGOs" instead of concerned EU citizens."Lawyers involved in big competition cases try to get commercially sensitive information through the back door ... If they got it, the victims would go straight to court to sue us for millions and they would win," he said."Nutty NGOs say things like: 'Please send us details of every email, every phonecall or note ever written at any level on this subject from 2001 to 2006' ... When a desk officer writes a paper, they want to see it after he's written the first sentence before going on his coffee break," he added."As soon as our response comes, it goes in the bin and they send their next request. They think its funny to waste officials' time."The commission in 2008 put out draft new rules to replace a 2001 regulation on the subject.It put out another draft in 2011 to extend existing rules to all EU institutions, such as the European Central Bank and EU agencies, to comply with the Lisbon Treaty.
Both bills are being blocked by the EU parliament, which says they are a step backward on transparency, however."We have said over and over that every document, every single sentence that would have been released under the old regime would still be released under the new one ... We are just trying to bring extra clarity. The debate is infantile and some people need to grow up," Gravili said.Diplomats from EU member states will on Friday debate a new Danish EU presidency proposal designed to end the stalemate.
A contact familiar with the Danes' latest draft said it has more relaxed wording on documents in competition cases, infringement procedures, appointment of senior officials and legal advice from EU institutions.
While the previous draft spoke of "block exemptions" for the papers, the new version says the documents "shall be presumed as being" out of bounds if the EU institutions can demonstrate it would cause harm to release them, shifting the burden of proof from applicants to officials.A small minority - Estonia, Finland, Sweden and the Netherlands - are pushing for what they say is more transparency. But the majority of member states want to see tighter rules.A Swedish contact noted: "We still don't like it [the new draft], but it's better." An Estonian source said: "We do agree that it is better. But we should keep in mind that the Lisbon Treaty clearly demands more transparency."If member states endorse the new Danish draft on Friday, Denmark will resume talks with MEPs next week.

Insight: Vatican bank-money, mystery and monsignors

VATICAN CITY (Reuters) - For a financial institution whose ATMs offer Latin as a language option, whose offices are below the pope's windows and where tellers work under the gaze of crucifixes, one might assume the Vatican bank would have a dispensation from earthly travails.But new judicial woes and internal upheavals at the bank, officially known as the Institute for Works of Religion (IOR), have raised new hurdles for the Vatican, just as it entered the final stretch of years of efforts to join the international club of financial righteousness.On May 24, in the type of corporate drama rarely seen in the Vatican, Ettore Gotti Tedeschi, 67, the Italian president of the IOR, stormed out of the bank's executive offices.He had spoken for 70 minutes non-stop in the boardroom to defend his management but left in a huff when it became clear that the other four board members were intent on approving a no-confidence motion against him.Gotti Tedeschi, a conservative Catholic who heads the Italian retail unit of Spain's Banco Santander, went to his car in the Sixtus V Courtyard and left the Vatican via the nearby Saint Ann's Gate, receiving a customary crisp salute by a Swiss Guard oblivious to the drama that had just unfolded."During the deliberations, at 4:00 p.m., you abandoned the premises of the Institute without notice and without waiting to receive notice as to the results of the no-confidence vote," says a memorandum of the meeting seen by Reuters.A day after the astonishing arrest of the pope's butler in an affair of purloined documents, and 30 years after a Vatican-linked financier known as "God's Banker" was found hanged from a bridge in London, the last thing the Holy See needed was more headlines about its bank, housed in the 15th-century Tower of Nicholas V, which Pope Benedict can see from his bedroom window.For the past two years the Vatican, a 108-acre sovereign city-state surrounded by Rome, has been pulling out all the stops to make the "white list" of states that comply with international standards against tax fraud and money laundering.

THE T-WORD
Recently, the T-word - transparency - had become a mantra in the Vatican, which hoped a decision by European financial institutions would soon allow it to put its bank's often murky past behind it for good.
But since May 24, the T-word has been wielded as a weapon by both Gotti Tedeschi and those who showed him the door."I have paid the price for transparency," Gotti Tedeschi told Reuters just a few minutes after the no-confidence vote.Board members who voted him out said the opposite was true."Categorically, this action by the board had nothing to do with his promotion of transparency," said Carl Anderson, one of the five external financial experts who make up the board."In fact, he was becoming an obstacle to greater transparency by his inability to work with senior management," Anderson, the American head of the worldwide Catholic charity group, Knights of Columbus, told Reuters.Another person familiar with the matter said: "It was not a question of 'let's plot the demise of this man', as Italian newspapers might lead one to believe. There were many pleas from many people saying, 'Come on, you have to start acting like a president'."The confidential memorandum listed nine reasons for the move against Gotti Tedeschi. It accused him of failure to carry out basic duties, failing to attend board meetings, "progressively erratic personal behavior" and "exhibiting lack of prudence and accuracy in comments regarding the institute".But the memo gave a clue to something perhaps more worrying: "Failure to provide any formal explanation for the dissemination of documents last known to be in the president's possession."The careful wording appeared to be used so as not to accuse Gotti Tedeschi of personally leaking documents but suggesting they may have reached the media through an intermediary.

THE BUTLER AND THE BANKER
Gotti Tedeschi's abrupt departure came one day after Pope Benedict's butler, Paolo Gabriele, was arrested in the most clamorous chapter so far of the so-called "Vatileaks" scandal, in which sensitive documents have appeared in the media since January, including some related to the IOR's transparency bid.That bid began late in 2010, when the Vatican, the world's smallest state, with around 500 residents, drafted new financial transparency laws and set up internal regulations to make sure its bank and all other departments adhered to international standards on money laundering and terrorism financing.The move was an attempt to make the "white list" of the Paris-based Financial Action Task Force (FATF), a body that lists states according to their compliance with those standards.The Vatican established an internal Financial Information Authority (FIA) along the lines of other countries and promised to liaise with the FATF and law enforcement agencies.
But leaked documents appeared to show a conflict among top Vatican officials over just how transparent the bank should be about its dealings before the new laws came into force in 2011.In one letter, Cardinal Attilio Nicora, head of the new FIA, complained to Secretary of State Cardinal Tarcisio Bertone that a change in the FIA's charter had weakened its oversight powers and could be seen as a step backwards by European authorities.Both are members of the commission of five cardinals that oversee the bank and its board.
In another setback for the bank, JP Morgan closed the IOR's account in Milan in March this year because it felt the bank had failed to provide sufficient information on money transfers.A person in the Vatican close to the situation called JP Morgan's action "unjustified and taken after pressure from Italian regulators".

INTRIGUE
In the two weeks after Gotti Tedeschi left, the bank saga, combined with the arrest of the pope's butler, had already taken on the contours of a suspense-filled Machiavellian intrigue inside mediaeval walls. But more surprises were to come.Gotti Tedeschi, said by his friends to be nervous and shaken, had left Rome to seek solace in his home in the centre of the tranquil city of Piacenza in the northern Italian plains.At 5:30 a.m. on Tuesday, June 5, he was leaving his apartment in a centuries-old building with an internal cloister to drive to his office in Milan.Four members of Italy's financial police stopped him with a search warrant signed by Naples magistrates investigating a kickback scandal involving defense technology group Finmeccanica.
Gotti Tedeschi is a close friend of Finmeccanica CEO and Chairman Giuseppe Orsi, who is under investigation in the probe, and magistrates believed the former Vatican banker may have held documents relevant to the Finmeccanica probe.While looking for evidence in that case, police found a dossier compiled by Gotti Tedeschi concerning his nearly three years at the helm of the Vatican bank, according to judicial sources.His lawyer, Fabio Palazzo, said police had confiscated notes that his client believed would be useful to counter the accusations made by the board of the Vatican bank when it voted its no-confidence motion.
Rome magistrates flew up to Milan to question him about a separate money-laundering investigation that began in 2010 when they froze 23 million euros ($33 million) the IOR held in an Italian bank.The Vatican said at the time that its bank did nothing wrong and was merely transferring its own funds between its own accounts in Italy and Germany. The money was released in June 2011, but the investigation is continuing.

GOD'S BANKERS
No one doubts that since its founding on February 11, 1887, by Pope Leo XIII and its restructuring by Pope Pius XII in 1942, the bank has sometimes strayed from the narrow, virtuous path of ethical banking.
"The IOR has been accused of everything from helping rich Italians avoid taxes to laundering money for the Mafia and for people who wanted to pay bribes to Italian politicians," Father Tom Reese wrote in his landmark 1996 book "Inside the Vatican".The IOR's most infamous entanglement with scandal involved the collapse 30 years ago of the Banco Ambrosiano, with its lurid allegations about money-laundering, freemasons, mafiosi and the mysterious death of Ambrosiano chairman Roberto Calvi.The IOR held a small stake in the Ambrosiano, then Italy's largest private bank, and investigators alleged that it was partly responsible for the Ambrosiano's fraudulent bankruptcy.The IOR denied any role in the collapse but paid $250 million to creditors in what it called a "goodwill gesture".Several investigations have failed to determine whether Calvi, who was found hanging under Blackfriars Bridge near London's financial district, killed himself or was murdered.The events earned Calvi the epithet "God's Banker" and despite the passing of three decades, the long shadow of the affair still hangs like an albatross around the bank's neck.
Some ask why the Vatican needs a bank at all. For money, under an agreement with the European Union, it simply uses the euro used in Italy.The bank's official purpose, according to the Vatican yearbook, is to "safeguard and administer" money and real estate entrusted to it by "persons or organizations whose purpose is works of religion or charity".Religious orders of priests and nuns, dioceses around the world, Catholic charity groups and Vatican employees can have accounts there.Supporters of the Vatican bank say the pope needs an independent financial institution to run the 1.2 billion member Church and keep it free from politically motivated attempts to curtail its work by controlling its money flow.The bank's independence was fundamental, for example, in the movement of funds to keep churches in the Soviet bloc alive during the Cold War.Not a few people in the Vatican believe IOR is a target of politically or financially motivated attacks by special interests who would have a lot to gain, financially or ideologically, if the IOR ceased to exist."I can think of a number of Italian banks who would love to manage the Vatican bank's billions of dollars in assets," said one person familiar with the situation.Those people also see what they call "disproportionate scrutiny" on the part of the Bank of Italy, Italy's central bank, which requires Italian commercial banks to show what is known as "enhanced due diligence" in their dealings with IOR.

WAITING FOR MONEYVAL
Retail clients - be they Vatican cardinals or cleaners, priests or postal workers - enter the bank through the base of the Tower of Nicholas V. Glass enclosed metal detectors give way to a few steps leading up to the main banking hall, whose teller slots are arranged in a semicircle.But the serious business is done in the "back" offices on the tower's upper floors, where managers sit in modern offices. That is where board members, cardinals and lawyers are working to put the bank's image problems behind it.The next hurdle the bank faces is that of MONEYVAL, short for the Committee of Experts on the Evaluation of Anti-Money Laundering Measures and the Financing of Terrorism.MONEYVAL, which was established by the Council of Europe in 1997, is a monitoring mechanism that aims to ensure that its 47 member states across the continent have in place effective systems to fight money laundering and terrorism financing and comply with international standards.Following a Vatican request, a MONEYVAL team visited last November and again in March and is now drafting a report which is due to go before the MONEYVAL plenary in July.The report will rate the Vatican's compliance with international standards according to four levels - compliant, largely compliant, partly compliant and non compliant - and will include an action plan with recommendations.
Other organizations, such as the FATF, use the MONEYVAL assessment to place states on black, grey or white lists."There is a commitment that we are going to be on the white list," said Anderson, the board member who signed the board's no-confidence memorandum against Gotti Tedeschi."We are going to continue doing everything necessary to reach that standard. BRUSSELS - The Fitch ratings agency on Thursday (7 June) downgraded Spain to close to bail-out territory due to its banking troubles, uncertainty surrounding Greece and "policy missteps at European level."
Fitch cut the Spanish rating by three notches to "BBB," just one level above so-called non-investment grade status which indicates a high risk of default.The New York-based agency said the downgrade came as the cost of rescuing Spain's troubled banks is now estimated at between €60-€100 billion, compared to previous estimates of €30 billion. With recession, a high level of debt and contagion from Greece adding to the mix, Spain is likely to see further downgrades, Fitch says.The agency also blamed the brinkmanship of EU leaders in dealing with the crisis."The dramatic erosion of Spain's sovereign credit profile and ratings over the last year in part reflects policy missteps at the European level that in Fitch's opinion have aggravated the economic and financial challenges facing Spain as it seeks to rebalance and restructure the economy," it said.It added that the absence of a "credible vision" for reforming the eurozone and of bail-out funds large enough to protect Spain from market speculation contributed to worsening Madrid's standing.Its downgrade includes expectations that Spain will ultimately receive financial support to recapitalise its banks, "though not necessarily a full-fledged policy-conditional external funding programme."EUobserver understands that a eurozone deal likely to be agreed will have the Luxembourg-based European Financial Stability Facility - a temporary bail-out fund worth €440 billion in loan guarantees - channels bonds to a government-owned bank rescue fund in Spain.The same move, to the tune of €48 billion, was carried out last month for Greek banks.But unlike Greece, Spain would not receive a full-blown bail-out involving IMF involvement and troika inspectors to supervise reform implementation,Madrid's bail-out-lite is expected to be announced in the coming weeks, once its funding needs are officially confirmed by the International Monetary Fund and two independent audits.So far, Spain can still borrow from markets, as proven on Thursday in a closely-watched bond auction worth €2.1 billion. The auction saw strong demand, even though the interest rate (6%) was higher compared to two months ago (5.7%).With Spain the fourth-largest economy in the eurozone, leaders are framing Madrid's problems as a make-or-break moment for the eurozone.
"We are in a real stress moment ... [we are] going through crucial weeks both for the EU and the single currency," Luxembourg Prime Minister Jean-Claude Juncker said in Brussels on Thursday during a press conference."These are crucial days and weeks," he added.

NYC at highest risk of hurricane losses: report

(Reuters) - When people think of hurricane damage they usually think of Miami or New Orleans, but a new report suggests the greatest financial risk of all may be much farther north: the greater New York City area.
Data analysis firm CoreLogic said in a new report released on Thursday that the U.S. metropolitan area at greatest risk, both in the number of properties affected and the potential value of damage, was New York City. For the firm's purposes, the area also includes Long Island and northern New Jersey."The summer of 2011 gave us some startling insight into the damage that even a weak storm can cause in the New York City metro area," CoreLogic vice president Howard Botts said."Hurricane Irene was downgraded to a tropical storm as it passed through New Jersey and New York City, but the impact of the storm was still estimated at as much as $6 billion."It is much more likely that a hurricane will make landfall in Miami than New York. In 2012, according to landfall tables from Colorado State University, the odds are 5.3 percent for Miami and 0.2 percent for New York City. Over 50 years, the odds rise to 95.5 percent for Miami and 6.6 percent for New York.Still, the risk is there, particularly from flooding. While most people associate hurricane damage with wind, the storm surge from rising waters caused by cyclones has just as much impact, if not more.
That was painfully evident to residents of the northeastern states in particular after last summer's Hurricane Irene. Although the insured impact of Irene on the New York City area was relatively limited, one of the insurance industry's nightmares has always been a major hurricane traveling up the Hudson River and striking the city and its environs.By some estimates, such an event could cause $100 billion just in insured losses, with economic damage some order of magnitude greater than that.CoreLogic estimated the property at risk in the New York City area was worth some $168 billion.In total, CoreLogic said, more than four million homes in the United States are at risk from flood damage related to hurricanes, with over $700 billion in property potentially vulnerable.There are 2.2 million homes worth more than $500 billion at risk along the Atlantic coast, with another 1.8 million homes worth $200 billion imperiled along the Gulf coast.About 35 percent of the at-risk homes are in the state of Florida alone and another 12 percent or so in Louisiana, the firm said. Weather center: 50 percent chance of El Nino later this year


  • NEW YORK (Reuters) - There is a 50 percent chance the feared El Nino weather pattern which can trigger droughts in Southeast Asia and Australia and floods in South America may strike later this year, the U.S. Climate Prediction Center warned on Thursday. In its strongest prediction so far that El Nino could emerge, the CPC said conditions are still expected to be neutral between June and August, but there is a 50 percent likelihood that El Nino will develop in the remainder of the year. The CPC issues an El Nino watch when conditions are favorable for the coming six months. In its last update in May, it said it was still uncertain if it would develop.
El Nino is a warming of sea surface temperatures in the tropical Pacific that occurs every four to 12 years and has far-ranging effects around the globe, particularly on food output.The CPC forecast will be closely watched by the U.S. crude oil industry as El Nino reduces the chances of storms in the Gulf of Mexico that could topple platforms and rigs there.Forecasters have already said they expect the Atlantic hurricane season, which started on Friday and runs to November 30, to be less active than last year.The phenomenon creates wind shear that makes it harder for nascent storms to develop into hurricanes in the Atlantic-Caribbean basin, but it also can produce drought and crop failure in parts of South Asia and unseasonably wet conditions in western coastal areas of South America.While drier conditions could benefit crops such as coffee and cocoa, which were hit by heavy rains last year, analysts have warned that prolonged heat can also hurt yields.Malaysia and Indonesia account for 90 percent of the world's palm oil supplies, while most of the world's rice is exported from Asia. Asia also produces nearly 40 percent of global wheat supplies and the bulk of natural rubber output.The last severe El Nino in 1998 killed more than 2,000 people and caused billions of dollars in damage to crops, infrastructure and mines in Australia and other parts of Asia.

Powerful storms damage homes in Colo., Wyo.

CHEYENNE, Wyo. (AP) — A rare, quarter-mile-wide tornado cut a swath across mainly open country in southeastern Wyoming, ripping off roofs and shingles, destroying outbuildings and derailing empty train cars.
The twister, which carried winds of up to 135 mph, was part of a powerful storm system that rolled through parts of Colorado and Wyoming on Thursday, packing heavy rains, high winds and hail. The storms followed a round of nasty late spring weather that pummeled the region.The tornado passed through a sparsely populated area near Wheatland, a small city about 70 miles north of Cheyenne. It left eight structures heavily damaged and caused lesser damage three structures, said Kelly Ruiz of the state's Office of Homeland Security.Some power lines also were downed. Only one person suffered minor injuries.Kim Eike said the tornado went right over her house, which was still standing, though battered."We lost a camper, it blew out the windows in our house, blew off the shingles clear down to the plywood, but we didn't lose the roof," Eike, whose property is about 8 miles south of Wheatland, said Friday.Eike was watching the twister with co-workers at First State Bank in Wheatland when one pointed out it was near Eike's house. She said the pig barn and door from the main barn also were lost.No one was home at the time, she said, noting that a couple in another house in the area rode out the storm in their basement.Don Farrier, a Wheatland restaurateur, said his house about 6.5 miles from Wheatland was damaged and will need a new roof. He said he lost some trees, and a shed on his property was knocked down.Farrier was at his restaurant when he saw the tornado and decided to drive toward his home."I stopped and watched it for a while," he said. "It sure wasn't moving very fast, but you could tell it was a big tornado for this part of the country."National Weather Service meteorologist Richard Emanuel said the tornado was a quarter-mile wide and stayed on the ground for much of its 20-mile path from west of Wheatland to northeast of Chugwater. The area is about 60 miles north of Cheyenne.Hail the size of golf balls also was reported in the Wheatland area, and 2-inch hail was reported in Laramie, the National Weather Service said.The tornado knocked over five empty cars on a Burlington Northern Santa Fe train near parked Wheatland, railroad spokesman Gus Melonas said.
Preliminary reports show Colorado was hit by 10 tornadoes during the past two days. The storms came at the peak time for such severe weather in the state. Severe thunderstorms normally become less common later in the month and in early July until summer monsoons start developing.At least seven homes were damaged in Elbert County on the plains southeast of Denver. County officials said two homes lost roofs and others had broken windows but the total damage was still being assessed.To the south, four buildings and a house in El Paso County were heavily damaged, the National Weather Service said.Laura Van Why said she and her husband Dennis, their 2-year-old son and two dogs hid under the stairs of their basement while the storm passed near Kiowa, Colo."It felt like forever," Van Why said. "It was like black out the windows."
Forecaster Jerry Claycomb with the National Weather Service in Cheyenne, said the same factors created the storms in both states.A low-pressure system stalled over northern Colorado and against the Laramie Range mountains southeast of Casper. That pulled up low-level moisture from the Gulf of Mexico from the southeast.High-level westerly winds combined with low-level southeasterly winds to create what Claycomb called "shear," which he said amounts to a turning in the atmosphere."It created these super cell thunderstorms over us, and those super cells created some tornadoes" he said.___Associated Press writer Rema Rahman contributed to this report from Denver.
