We need to invest in a European identity'

BRUSSELS - The European Parliament is trying to cultivate a European identity, with top officials saying that it is the only way to ensure a lasting union between member states.National systems have very much invested in constructing their own identity, Klaus Welle, the secretary general of the European Parliament told an audience at the Centre for European Policy Studies, a think-tank, on Thursday (29 March).If we want to build a lasting union of solidarity we also need to invest in European identity. We need to understand history as European history and not just as compilation of national histories.Referring to his native Germany, Welle noted that people speak of the country as if it has existed forever. But the modern German state was created in 1871. Before that there was the German Confederation, which also included Prussia and Austria.Up until Napoleon's time, there used to be around 300 German-speaking statelets under the Holy Roman Empire.

It [1871] is very recent. We have reconstructed our own history as if we have always had a nation state which is completely false and untrue, he added.In order to stabilise identity, we have created national museums, we have created national curricula, we have reconstructed national history.The parliament is now seeking to carry out a similar exercise.The recently-opened Parliamentarium - a visitor-cum-exhibition centre - is one attempt to contribute to a European identity. There are others in the pipeline. A House of History - the brainchild of former parliament president Hans Gert Poettering - is due to open in 2014. The parliament is also rediscovering the fact that it owns the house lived in by Jean Monnet, one of the founding fathers of the European Union.The issue of European identity is a touchy subject. MEPs have often referred to the need for countries to make sure that European history is part of national curricula.But the suggestion alone raises heckles about interference from Brussels. The European Commission, which has the sole right to propose laws, has no real power in education matters, which remain in the hands of member states.Much of the identity debate - which also encompasses European values and culture - is bound up in the discussion on how most average Europeans feel removed from Brussels.Many of the laws governing their lives emanate from the EU capital. But most people are hard-pressed to name their local MEP or explain what the European Commission does. Politicians compound the feeling by heaping blame on Brussels for a variety of problems, while many media report on the EU from their national point-of-view only.Welle - a powerful man in the EU bubble, whose job is to ensure the smooth running of the parliament - is currently overseeing an exercise of self-examination by the parliament.He is compiling a study on where his institution should be in 2025. It was partly prompted by the fact that parliament now has real powers in the EU legislative process but voters turn out in ever-fewer numbers at European elections.The last one - in 2009 - saw just 43 percent of EU citizens bother to cast a ballot. In some countries the number fell below 20 percent.

EU opts for minimal increase on eurozone firewall

COPENHAGEN - Finance ministers meeting in Copenhagen Friday (30 March) are set to agree on a German-led minimalistic increase in the eurozone's bail-out capacity, even as strikes in Spain and coalition disagreements in Italy could drive debt costs up to bail-out territory once more.Speaking at a conference at Copenhagen University on Thursday evening, German finance minister Wolfgang Schauble referred to a total of €800 billion that the eurozone has and will make available to fight contagion and protect its stability.It's convincing, it's sufficient. We will have a similar protection by the International Monetary Fund as we got in the last two years and then I think we can be optimistic that it can work. It's a good solution and I think we should all get behind it,he said.A break-down of the figure, however, shows that there is no new money committed to the new permanent bail-out fund - the European Stability Mechanism (ESM) to be set up in July and gradually reach a firepower of €500 billion over the next three years.The only concession Berlin is willing to make is not to subtract from these €500 billion the existing programmes for Ireland, Portugal and Greece covered by the temporary European Financial Stability Facility (EFSF) and amounting to €200 billion.In his calculation, Schauble also added the first Greek bail-out of €109 billion which was funded via bilateral loans in 2010, a few months before before the EFSF was set up.

One idea pushed by southern countries - to have the remaining €240 billion in loan guarantees in the EFSF not terminated once the ESM comes into force - is still being debated.An EU official briefing journalists on Wednesday said there are two camps. On the one side are the maximalists such as France and the southern countries wanting the EFSF to be kept alive as long as possible at its full capacity on top of the ESM.But Germany, the Netherlands, Finland and Austria warn that such big financial commitments will backfire as markets will start wondering about the financial stability of the donors.Asked about the possibility to extend EFSF's lifespan beyond next year, Schauble said that attention should focus on the ESM, a stable mechanism,rather than the EFSF which was a fragile construction.The sooner we have the stable construction in place, the better,he said, adding that Berlin had agreed to pay already this year €8.7 billion representing 40 percent of its €22 billion share to the cash fund in Luxembourg.Unlike the EFSF loan guarantees, which show up in the countries' debt statistics once a bail-out is paid, the ESM is funded partly with cash - €80 billion - while the rest remains in national treasuries as callable capital not showing up in the debt statistics.Will it be an additional burden for the national treasuries? For sure. The question is how you manipulate the statistics. The EFSF already increased the debt-to-GDP ratio. ESM funding is just hiding the debt,Carsten Brzeski, chief economist at ING Bank told EUobserver.

Spanish troubles

Meanwhile Spain's budget cuts - required under the strengthened EU deficit rules - have been met with general strikes.On Thursday, Spanish police clashed with demonstrators during a day of general strike in protest at the austerity measures and planned labour market reforms, with Prime Minister Mariano Rajoy to unveil a revised budget on Friday.German finance minister Schauble said that Rajoy had promised to stick to the reforms regardless of the strikes he foresaw.We have to tell the Greek and Spanish people that we'll secure stability in the eurozone as a whole but that the condition is to regain competitiveness,he said.Spain's difficult policy choices, along with first signs of disagreements in the Italian governing coalition over labour market, reforms spell troubles ahead, one EU source told this website.The problem is if Spain can't stick to the adjustment programme it just agreed to and Italy gets in trouble again - we've seen Monti already facing coalition problems over labour reforms and if France after the elections can't meet the 2013 deficit requirements, we're back to square one, markets will go mad again - perhaps even before summer.

EU ambassadors returning to Belarus

BRUSSELS - EU ambassadors are to return en bloc to Belarus shortly after the Easter break, unless President Alexander Lukashenko does something drastic in the meantime.
EU diplomats say the decision was made behind closed doors in Brussels earlier this week.Inshallah. I do not have my instructions yet, but I expect to get them on Monday (2 April),one EU country's Belarus ambassador told this website.The EU envoys left in February in an act of solidarity with the EU and Polish ambassadors in Minsk, who were kicked out by Lukashenko.Quite a bit has happened in Belarus-EU relations in the past four weeks.The EU imposed more sanctions, including on a close friend of Lukashenko (but they let one of his key firms off the hook). Lukashenko executed two young men he called terrorists but everyone else calls innocent. And he made a list of some 150 dissidents who are not allowed to leave the country.This [the EU envoys' return] will happen if the Belarusians behave correctly. Of course, this raises the question of what is correctly? But normally, it should happen, another EU diplomat said.Lukashenko on Wednesday stopped three dissidents - Alyaksandr Atroshchankau, Syarhei Kalyakin and Anatol Lyabedzka - from going to a symposium with EU commissioner Stefan Fuele in Brussels.One Belarusian activist said the Fuele event was in result full of pro-Lukashenko lobbyists.It was not enough to stall the EU ambassadors' return. But if something more serious happens - for instance, if hunger-striker Syarhey Kavalenka dies - the ambassadors could stay away.

The EU diplomat quoted above said the ambassadors' return should not be seen as a political reward:We are ready to impose more sanctions if the situation does not improve.A third EU diplomat said: It helps us to work more effectively in Belarus, to have better quality reporting, if the ambassadors are there.

Polish minister: EU and Nato might fall apart

BRUSSELS - Polish foreign minister Radek Sikorski has said the EU could unravel and the US might quit Nato, leaving Poland alone to face an increasingly assertive Russia.He painted the black scenario in a speech to MPs in Warsaw on Thursday (29 March), at a time when other EU leaders are saying the worst of the financial crisis is over.Noting that the US is already more interested in the Pacific than in Europe and that EU countries are becoming more selfish, he outlined a future in which open borders and open labour markets are dismantled, less money goes into the EU budget and important projects - such as the European External Action Service - become completely eroded.Tired by parsimony on defence budgets and Europe's general inefficiency, the US leaves Nato. The post-Western vacuum is filled by Russia in the east and by China in Asia. Transformational crises continue in the Arab world [but] Europe no longer sets a good example. And where is Poland in this black vision? Left to its own devices, on the periphery of a Europe mired in lethargy. Struggling with unfinished modernisation and deprived of a solid basis for national security.Sikorski outlined the risk in order to justify giving more sovereignty to Brussels to create a lasting political union.He said Warsaw still wants to join the euro, but that profligate countries, such as Greece, must pay a price for their bad ways.

Countries - unlike Poland - which neglected reforms, which lived above their means, funded over-generous welfare and pension systems and lost the trust of markets, now risk losing the ability to control their own financial and economic policies,he said. There's nothing wrong with that ... no country has the right to live at the expense of others.The minister also named Poland's top allies inside and outside the EU.Our most important partner in Europe, due to the size of our trade relations, but more and more due to our similar economic culture and political conceptions, is Germany ... It's hard to get anything through in the Union without Germany, he noted.

He said France is beginning to recognise Poland's contribution to creating strong European leadership.But he could not resist boasting that Polish five-year bond costs are now lower than French ones.He noted that Poland works arm-in-arm with Sweden on reforming post-Soviet countries. But he had harsh words for the UK and for Hungary.He said Poland is disappointed the UK does not want to build joint EU defence capabilities and that pro-EU-defence countries should trigger the enhanced co-operation clause in the Lisbon Treaty to go ahead anyway.He said that Hungary - under fire for Prime Minister Viktor Orban's right-wing reforms - carries the responsibility for the reputation of our whole region in terms of respect for democratic norms.Outside the Union, he said our most important partner is still the United States.He added that Poland will continue to work on reconciliation with its past tormentor, Russia. But he indicated that pulling Ukraine out of Russia's sphere of influence is a higher priority.Ukraine remains our most important non-Atlantic strategic partner. We are still ready to support it, if it really chooses a European path. We appeal to the Ukrainian authorities to create [the right] political conditions - part of which are proper treatment of the opposition and the quality of electoral and judicial processes - for the signature and entering into life of its association agreement with the Union,Sikorski said.

Land Day turned violent Friday when Arabs began hurling Molotov cocktails and stones at soldiers near the Kalandia checkpoint north of Jerusalem.The riots began after Friday afternoon Muslim prayers – often a starting point for violence – when dozens of masked Arab youths began rioting at the checkpoint.Soldiers responded with teargas and deployed the Skunk – a vehicle loaded with canons spraying a noxious-smelling liquid. A machine that transmits high frequency sound waves was also employed.Israel Radio reported several protesters were lightly injured in the clashes and taken to the hosptial. Hamas parliament member Ahmed Atoun was lightly injured when he was struck in the head by a stone hurled by the rioters.A video uploaded to the IDF Spokesperson's YouTube channel showed rioters in Bethlehem hurling stones and firebombs at an IDF watchtower. Hundreds of Arabs gathered near the Nablus Gate in Jerusalem in an attempt to stage an illegal march, but were stopped by police. Numerous arrests were reported.Some 200 people attended a parade marking Land Day in Kafr Kanna near Nazareth, where no violence was reported.

Meanwhile, Jordanian news sites reported some 20,000 people are gathering in order to take part in the massive march towards the Israeli border. According to reports, 4 rabbis from the extreme anti-Zionist Neturei Karta sect were marching with them.
The stridently pro-Hizbullah Lebanese newspaper As-Safir reported 120 Hamas-provided buses will be transporting protesters to the Israeli border to participate in the Global March on Jerusalem.Friday’s violence was widely expected by security officials who deployed on Thursday thousands of additional troops and police officers in anticipation of trouble.Palestinian Authority enclaves in Judea and Samaria were also cordoned off.IDF chief of Staff Benny Gantz and Israel Police commissioner Yochanan Danino on Friday personally toured potential hotspots to make first hand security assessments.At least 15 people were killed in clashes with Israeli soldiers when they tried to cross the Syrian and Lebanese borders with Israel in May protests over Israel’s creation in 1948.In June, Israeli troops killed 23 infiltrators who crossed into the no-man’s land between Israel and Syria as a part of violent protests against Israel's presence in the Golan Heights since 1967.

The affair between the Hamas terror group and Iran may be over, but the Islamic Republic is still supplying weapons to Gaza, according to Amir Rapaport of the Israel Defense website.In a report Friday, Rapaport noted that the root of the conflict between the terror group and Iran lies with Syria.Iran and Hamas reached a point of conflict following Hamas’ unwillingness to support Bashar al-Assad’s actions against his own people, wrote Rapaport, also noting how Hamas has even begun to fold in on itself in Syria.The conflict between the parties revealed that the coordination that lasted several years between the two was not based on true love, but rather, a scorching hatred for Israel,wrote Rapaport.As a matter of fact, the people belonging to Hamas and Iran hate one another, primarily due to profound religious differences (the Iranian regime belongs to the Shiite faction of Islam, whereas Hamas is a devout Sunni movement).One of the ways the tension between Hamas and Iran is expressed, according to Rapaport, is in the fact that the Islamic Republic has not only completely halted funding to Hamas, but has also halted its supply of weapons to the terror group.

However, he noted, Iran is still supplying weapons to Gaza.The weapon arsenal it sends to the Gaza Strip is intended solely for the Palestinian Islamic Jihad and to organizations such as the Popular Resistance Committees,explained Rapaport.In return for their support, the organizations are asked to fire at Israel on occasion, such as in the southern round of fire from two weeks ago, and in the next round, which will probably happen soon.As far as Hamas is concerned, Rapaport noted, this is not a glorious period. He said that after the impressive accomplishment of the release of prisoners in the Gilad Shalit deal, the organization sunk into a difficult period, losing its popularity in Gaza to the Islamic Jihad, and finding it difficult to raise its head in Judea and Samaria.It is in this sector that Israel and the Palestinian Authority continue close intelligence cooperation intended to stop Hamas from organizing, he wrote.A recent expression of the tense relations with Iran was reflected in remarks recently made by a senior Hamas official, who claimed the terror group will not do Iran's bidding in any war with Israel.Salah Bardawil, a member of Hamas’ political bureau, said,If there is a war between two powers, Hamas will not be part of such a war.Hamas leader Mahmoud al-Zahar later sent two different signals, when he was asked whether the group would attack Israel if it launches a pre-emptive strike on Iran’s nuclear facilities.He first denied the group would get involved and told the BBC,We are not part of any political axis. Hizbullah leader Hasan Nasrallah accused Israel on Friday of wanting the issue of Palestine to be forgotten and said the resistance against Israel was still alive.
Speaking on the occasion of Friday’s Land Day, Nasrallah said Arab countries had the capabilities to liberate Palestine if they joined forces but said the will was absent.The [Arab and Muslim] nation is responsible for this and can be victorious given its capabilities which would enable the regaining of Jerusalem and Palestine, the Lebanon-based Daily Star quoted Nasrallah as having said.It has the capability to lift injustice and liberate religious sites but it hasn’t until now and it won’t, he added.Nasrallah then said,What do the occupiers and whoever is behind them want? They want the Palestinian people to forget about Palestine, for it not to be a priority anymore, to draw attention away from it, for its people to despair and accept the reality of what is left.He added that the Palestinian issue was still alive because of the resistance against Israel and the people’s sacrifices and perseverance.Two weeks ago Nasrallah congratulated the terrorist organizations in Gaza for causing half a million Israelis to spend days in shelters, as Gaza terrorists fired more than 200 rockets during a recent escalation in attacks.This is a great formula, he said in a radio speech and praised the people of Gaza for standing firm in the face of the Israeli airstrikes.Nasrallah also blamed Israel for the recent escalation in the south.In his speech on Friday, the Hizbullah leader also addressed the situation in Syria, his greatest ally, saying the regional and international efforts to end the crisis in Syria had swung away from the option of military intervention toward a political settlement.The options of military intervention, arming the opposition or sending in Arab troops are off the table, he said.Ever since Kofi Annan’s arrival in Syria, he has not relied on the Arab League initiative which means that [the Arab bid] is over,added Nasrallah.
