Much has been made about the secretive nature and lack of transparency surrounding efforts by the U.S. and Canada to create a North American security perimeter. With several high-level meetings in the last month, not to mention all the behind the scenes negotiations, it is expected that an action plan will be unveiled at some point in September. From a U.S. perspective, it is security which is driving the agenda, while on the Canadian side, facilitating trade and easing the flow of goods across the border is the focal point. Any deal reached will build off of past initiatives and be used to advance economic, energy and security integration between the two countries.During a bilateral meeting in early August, U.S. Secretary of State Hillary Clinton and Canadian Foreign Affairs Minister John Baird discussed issues pertaining to the Middle East and the Western Hemisphere. Also high on the agenda was U.S.- Canada relations. This included the declaration, Beyond the Border: Shared Vision for Perimeter Security and Economic Competitiveness issued by U.S. President Barack Obama and Canadian Prime Minister Stephen Harper back in February of this year. At a news conference following her meeting with Minister Baird, Secretary Clinton stressed that, it’s critical that we ensure our border remains a safe, vibrant connector of people, trade, and energy. And today, the minister and I discussed other ways to expand trade and investment; for example, by reducing unnecessary regulations.It is interesting that Clinton brought up energy as this is also an intrical part of North American integration which is being further advanced through the U.S.-Canada Clean Energy Dialogue, as well as other initiatives.

Another issue that came up during Clinton and Baird’s meeting was the proposed Keystone XL pipeline. If approved, it would carry oil sands crude from the province of Alberta and pass through the U.S. states of Montana, South Dakota, Nebraska, Kansas to delivery points in Oklahoma and Texas, at the Gulf of Mexico. While addressing a question at a joint news conference about delays on coming to a decision on the pipeline, Secretary Clinton said, We are leaving no stone unturned in this process and we expect to make a decision on the permit before the end of this year.Several months back, the Environmental Protection Agency expressed concerns about environmental impacts associated with the project, as well as the level of analysis and information being provided. With the State Department’s recent release of its Final Environmental Impact Statement, the Keystone XL pipeline has moved one step closer to a final decision. The review period will now go, beyond environmental impact, taking into account economic, energy security, (and) foreign policy.While there continues to be vocal opposition to the project, it is being touted as important for future U.S. energy security.In May of this year, the House Energy and Commerce Subcommittee on Energy and Power held a series of hearings which among other things, examined legislation concerning the North American-Made Energy Security Act. The bill called on, the President to expedite the consideration and approval of the construction and operation of the Keystone XL oil pipeline.With regards to oil consumption, it acknowledged that, While a significant portion of imports are derived from allies such as Canada and Mexico, the United States remains vulnerable to substantial supply disruptions created by geopolitical tumult in major producing nations.It goes on to say.The development and delivery of oil and gas from Canada to the United States is in the national interest of the United States.The bill also stated,Continued development of North American energy resources, including Canadian oil, increases domestic refiners’ access to stable and reliable sources of crude and improves certainty of fuel supply for the Department of Defense.In other words, more Canadian oil is needed to fuel the U.S. war machine. This all ties in with the perimeter security deal and further removing trade barriers. It is part of U.S. efforts to secure more access and control of Canadian resources.

The Regulatory Cooperation Council (RCC) was created at the same time as President Obama and Prime Minister Harper signed the Beyond the Border declaration. The RCC aims to further advance regulatory harmonization in a wide range of areas. While the border security and regulatory cooperation discussions are separate, they do go hand in hand. In June, the RCC held its first meeting which centered around the development of a joint action plan and the creation of working groups in key sectors. The Terms of Reference for the RCC establishes the mandate and principles by which it will carry forth. When an action plan is completed it, will outline activities for a period of up to two years. At the end of the two-year period, Canada and the United States will review the work of the RCC and consider the adoption of a new Action Plan.While this is a bilateral initiative, The United States and Canada will seek, to the extent possible, to coordinate the RCC’s activities with the work of the U.S.-Mexico High-Level Regulatory Cooperation Council when the three governments identify regulatory issues of common interest in North America.At some point, these dual-bilateral councils could come together to form a single continental regulatory body.On August 15, 2011, U.S. Secretary of Homeland Security Janet Napolitano met with Canada’s Public Safety Minister Vic Toews, to discuss the ongoing partnership between the United States and Canada to work collaboratively on our shared vision for perimeter security and strengthen information sharing to better combat cross-border crime, while expediting legitimate trade and travel.The bilateral meeting was an opportunity to review progress being made on an action plan that is being developed by the Beyond the Border Working Group. The Toronto Star reported that Napolitano and Toews also discussed increasing joint border operations such as the Shiprider program which allows law enforcement officials from both countries to operate together. Secretary Napolitano explained. We’re looking at expanding that kind of basic concept to other areas where we can do more by way of joint law enforcement operation, intelligence gathering and … joint policing.This would also further build off of the Integrated Border Enforcement Team Program, a bi-national initiative which is comprised of both Canadian and American law enforcement agencies. Eventually, you could see the creation of a joint U.S.-Canada organization managing the border.

Following his meeting with Secretary Napolitano, Minister Towes also announced that Prime Minister Harper and U.S. President Obama will meet in early fall where they will be updated and provide further directions on plans for a North American security perimeter. There are fears that any deal reached could be lopsided with Canada giving up more than it gains. Over the last number of years, Canada has already enacted many U.S. security measures. As part of a continental security perimeter arrangement, Canada could be forced to comply with any new U.S. requirements, regardless of the risks they may pose to privacy and civil liberties.

Coin World reports that the feds are looking to seize liberty dollars from collectors and those using the coins instead of inflation-ridden Federal Reserve notes.Officials with the U.S. Attorney’s Office said on August 24 that the coins are contraband. The Secret Service, the federal agency responsible for confiscating counterfeit money, did not provide any definitive comments concerning under what circumstances Liberty Dollars would be seized, according to Paul Gikes of Coin World.
The coins are illegal even if they are not used for barter, the feds insist. Jill Rose, chief of the August 24 that the Liberty Dollar medallions are confiscable as contraband if they are being exhibited for educational purposes or held privately.
Rose was the lead prosecutor in the Bernard von NotHaus case. Von NotHaus is the creator of the Liberty Dollar. He was convicted by the feds in March on multiple charges involving the alternative currency that competes with fiat money distributed by the privately owned Federal Reserve. During the trial it was determined that Liberty Dollars are counterfeits, contraband and subject to seizure.Von NotHaus was convicted by a jury after the feds successfully argued that Liberty coins are counterfeits because they include the words Trust in God, similar to the words In God We Trust on Federal Reserve coins. He faces up to 15 years in jail, a $250,000 fine, and may be forced to give $7 million worth of minted coins and precious metals – weighing 16,000 pounds – to the government.

The prosecution and conviction of von NotHaus was politically motivated. He is the founder of NORFED, the National Organization for the Repeal of the Federal Reserve and the Internal Revenue Code.Following the verdict against von NotHaus, the government characterized him as a domestic terrorist.Attempts to undermine the legitimate currency of this country are simply a unique form of domestic terrorism, said U.S. Attorney Tompkins. While these forms of anti-government activities do not involve violence, they are every bit as insidious and represent a clear and present danger to the economic stability of this country,she added. We are determined to meet these threats through infiltration, disruption, and dismantling of organizations which seek to challenge the legitimacy of our democratic form of government.(Emphasis added.)The Liberty Dollar raid was indistinguishable from similar raids conducted by Soviet and Chinese communist officials against private businesses operating in those countries,writes Jacob Hornberger. Unfortunately, in the post-9/11 world in which we now live, anything goes as far as federal power is concerned. The heavy-handed, perhaps even fraudulent, Soviet-style attack on NORFED is proof-positive of that.According to Rose and the government, the Liberty Dollar is a pyramid scheme imbedded with fraud that had nothing to do with barter or trade. Barter is an equal and knowing exchange,which the Liberty Dollar is not, Rose and the government claim.

Coin World had previously published comments from the U.S. Attorney’s Office in Charlotte stating that while mere possession of Liberty Dollar medallions was not a violation of federal statutes, actual use or intent to use them in the manner for which von NotHaus was convicted would be considered a violation.Glen Kessler, assistant special agent in charge in North Carolina for the U.S. Secret Service, told Coin World that the Secret Service is duty-bound to confiscate Liberty Dollars.
George Ogilvie, the public affairs officer for the federal agency, told the publication the Secret Service had no comment on the matter.It now appears the feds are moving to criminalize mere possession. Collectors are now at risk, especially if they oppose the Federal Reserve and are politically active.

Palestinians see progress in EU stance on UN bid

The Palestinian leadership sees progress in the European Union's position on its plan to seek UN membership next month, a senior PLO official told AFP on Sunday.
There is progress in the European stance and a willingness to coordinate with the Palestinian leadership over the type of resolution we are looking for, said PLO secretary general Yasser Abed Rabbo a day after president Mahmud Abbas met in Ramallah with EU foreign policy chief Catherine Ashton.Central to the talks in the West Bank town was the Palestinian plan to seek full membership in the United Nations when its General Assembly meets next month in New York despite Israeli and US opposition.We will inform them of every move and we won't surprise them with anything, Abed Rabbo said.We have seen progress in the European position which is demonstrated through the EU's willingness to coordinate over the PLO's steps in going to the UN, he said.Ashton arrived in the region on Saturday for a three-day visit aimed at pushing Israel and the Palestinians to resume direct negotiations, which have been on hold since last September in an intractable dispute over Jewish settlement building.Abbas said on Sunday that success in his UN bid would change the status of the Israeli-Palestinian conflict under international law.International recognition of our state based on the 1967 borders will make it a state under occupation. It will change the legal formula of our situation, Abbas said in a joint interview with Jordan's Al-Dustur daily and Qatar's Al-Watan newspaper, without elaborating.During talks with Abbas on Saturday evening, Ashton said the EU position would depend on the wording of the Palestinian proposal to be presented to UN chief Ban Ki-moon on September 20, Palestinian negotiator Saeb Erakat told AFP.

Abbas told her that European support for the bid was crucial in order to safeguard the peace process, Erakat said.The president asked the EU to do everything to help us because the Palestinian bid is a way to preserve the peace process and the two-state solution and is based on international law and UN resolutions,he said.We are facing an Israeli government which refuses to acknowledge the two-state solution based on the 1967 borders, and refuses to stop settlement activities so the international community must help and support us in this bid, Erakat said.Europe is currently divided over the Palestinian bid for UN membership, with Germany and Italy publicly opposed to the move, while Spain has said it will vote in favour; Britain and France are keeping their cards close to their chests.Shortly before meeting Ashton, Abbas said that seeking UN membership was a direct result of the world's failure to help the Palestinians secure their legal rights.We are going to the UN to ask for full membership for a Palestinian state. We wouldn't be going if the international community had given us a solution which complied with international law -- one based on the 1967 borders and a halt to settlement activity,he said in a speech to religious leaders in Ramallah.But without that, we will go to the UN, he said, while stressing that the bid would not prevent a return to the negotiating table.Regardless of the outcome at the UN, there are issues that cannot be solved without negotiating,he said.Our decision does not seek to isolate Israel, nor to enter into a confrontation with the United States. A new poll whose results were released on Monday has found that most youth in Israel tend to identify with the right side of the political map.According to the results reported on Channel 10 News, 17% of high school students believe that Israel’s next Prime Minister should be Avigdor Lieberman (Yisrael Beiteinu). Lieberman is followed by journalist Yair Lapid (who has not officially announced he is running for politics but who has openly expressed his desire to rebuild his late father’s, Tommy Lapid’s militantly secular, left-of-center Shinui party), who got 13%. Current Prime Minister Binyamin Netanyahu received only 8%.

There are an additional three percent who mentioned Kahane, [Baruch] Marzel and [National Union MK Michael] Ben Ari, Professor Camille Fuchs of Tel Aviv University, who conducted the poll, told Channel 10.The poll also found that the youth would give the Likud party 26 seats in the next election, Kadima would receive 23 seats, Yisrael Beiteinu would receive 22 seats, and the Labor party would receive only five seats.75% of the teenagers polled said they are opposed to removing Israel’s naval blockade of the Gaza Strip and 60% believe Israel would be better off by giving up on a peace agreement with the Palestinian Authority that would include giving Jerusalem’s Arab neighborhoods to the PA.On another major issue, 83% of the youth said they would prefer that Israel not sign a peace treaty with Syria if it calls for the return of the Golan Heights.We’ve tried reaching peace agreements and it hasn’t worked, one teenager told Channel 10.Maybe we need to take measures that are more aggressive.MK Michael Ben Ari (National Union) welcomed the results and said, Israeli youth is a healthy youth and the left and the media cannot spoil it. The youth has had enough of surrender and humiliation and they want a different policy toward the enemy.

Rehn questions political appetite for eurobonds

EU monetary affairs commissioner Olli Rehn has questioned whether euro countries are really prepared to accept the loss of national fiscal power that would come with the introduction of eurobonds - deemed by many as the principle means of exiting the eurozone debt crisis.The path to eurobonds would be long and difficult, the commission indicated Monday (ec.europa.eu)Speaking on Monday (29 August) of the rather high expectations surrounding eurobonds - which would lead to the mutualisation of eurozone debt - Rehn warned it would mean substantially reinforced fiscal surveillance and policy coordination.This would have unavoidable implications for fiscal sovereignty, which calls for a substantive debate in euro area member states to see if they would be ready to accept it,he told the European Parliament’s economic and monetary affairs committee.Illustrating the lengthy process that would be involved, Rehn said the commission is preparing a report on the different scenarios for how eurobonds could work in practise and would only take further steps if common ground between euro countries could be found.Eurobonds have been held up as something of a panacea for the ailing eurozone as it would lower the borrowing costs of struggling member states.But Berlin, already struggling domestically to win approval for a second bailout to Greece, has so far kept the issue off the agenda, amid fears that its own relatively favourable borrowing costs would be driven up.

Critics also suggest that free-spending countries will have no incentive to tighten their purse-strings if bonds are issued collectively in the eurozone.
The six-pack.With the idea of eurobonds raising the question of how far member states are ultimately prepared to integrate to help solve the eurozone crisis, speakers during Monday’s especially-convened meeting were quick to point to the symbolic as well as practical importance of getting agreement on issues already on the table.Polish finance minister Jacek Rostowski said a quick deal was needed on the so-called six-pack of economic governance legislation, designed to prevent such a crisis ever happening again.Currently stuck in the legislative process due to a dispute between MEPs and governments over how automatic sanctions for misbehaving states should be, Rostowski said it was a litmus test for the EU.If there is no agreement, he said, it would put in doubt the whole community method - pooling of national sovereignty - as it would have been seen to have failed in such dramatic times.Meanwhile, eurozone chief Jean-Claude Juncker sought to convince MEPs that member states were near to putting out a fire on another front.He told them that euro area states are very close to finding a solution that would meet Finland’s demand for Greek collateral in return for getting the second €109 billion bailout, agreed in July.Noting that he was not happy with Helsinki’s request, Juncker said he expected agreement by the middle of September.People shouldn't think that the collateral guarantee difficulties will stop us from implementing the July 21 decisions, he said, after Finland’s move risked derailing the second bailout agreement and deepening the eurozone crisis still further.

CHARLOTTE, N.C./HONG KONG (Reuters) – Bank of America Corp is selling about half its stake in China Construction Bank for $8.3 billion, in its latest effort to shed assets and boost capital.A group of investors is buying 13.1 billion CCB shares from Bank of America, with the deal expected to close in the third quarter. The U.S. bank declined to name the investors but two sources said Singapore state fund Temasek was among the buyers.Bank of America needs to boost capital by some $50 billion in the coming years to meet new global rules, according to multiple analyst estimates.CCB is the second-largest bank by market value in the world, and Bank of America's ties with the Chinese bank are seen as an important source of future growth, particularly as economic growth in the United States is likely to be tepid for now.Bank of America's willingness to sell part of its CCB investment as soon as it was contractually able to shows how far it must go to meet new capital requirements, analysts said.Bank of America's decision to sell that stake is wrong strategically in the long run, but they need money, said Josef Schuster, founder of Chicago-based IPO research and investment house IPOX Schuster.The bank has said it can raise the capital it needs through earnings and selling off assets, but a number of investors have expressed concern that the bank will need to issue more common shares.Those dilution concerns helped push the bank's shares this month to their lowest level in two-and-a-half years. Investors are also concerned about the bank's potential losses from mortgages and related litigation. Bank of America's 2008 purchase of Countrywide has brought it billions of dollars of losses and legal payouts.

Bank of America shares gained 8.1 percent to close at $8.39 on Monday.A $5 billion investment from Warren Buffett's Berkshire Hathaway last week stopped the fall in Bank of America's shares.For CCB, analysts said the sale helps soothe investor worries about when a sale might take place.This removes an uncertainty that's been hanging on China Construction Bank for a while now, said Ivan Li, deputy head of Hong Kong research at Kim Eng Securities.In the CCB deal, Bank of America sold each share for HK$4.93, an 11 percent discount to the Chinese bank's most recent closing price of HK$5.55.As lock-up provisions expire on a number of Chinese financial stocks, big investors will have the contractual right to start selling shares. Fears of those transactions have weighed on the sector, along with concerns about the Chinese economy's growth trajectory.

Bank of America will record a $3.3 billion gain in the third quarter as a result of the sale, and a $3.5 billion increase to its core capital under current rules, a spokesman said.Under proposed Basel III rules, the sale will generate an $8.3 billion gain for Bank of America.The deal could add 0.3 percent to the bank's core capital until current industry rules and 0.2 percent under proposed Basel III rules, wrote David George, Robert W. Baird & Co bank analyst, in a research note to clients.
For Basel III, the bank's tier one capital levels after the deal are about 5.7 percent, while the bank is targeting somewhere around 6.75 percent or 7 percent by 2013, George said.In recent weeks, Bank of America has also agreed to sell an $8.6 billion Canadian credit card portfolio to TD Bank Group and is in talks to sell $1 billion of real estate assets to Blackstone Group.In the last six quarters, Bank of America has generated some $30 billion of proceeds from asset sales.Fears about the bank's ability to meet its capital requirement have cut the bank's stock price by a third since the beginning of August, including a 20 pct plunge on August 8.

TAPPING INTO GROWTH IN 2005

Temasek has a history of buying CCB shares. In November, it bought Bank of America's entitlement to buy 1.79 billion CCB shares in the Chinese bank's rights offering.The Singapore fund has another link to Bank of America -- Greg Curl, the U.S. bank's former chief risk officer, is now president, overseeing the financial services sector for the fund.A Temasek spokesman declined to comment.Before CCB's IPO in 2005, Bank of America paid $3 billion for a 9.9 percent stake in the Chinese bank.At the time, then Bank of America Chief Executive Kenneth Lewis said the partnership was designed to give the bank increased access to roughly 1.3 billion Chinese consumers, while CCB would benefit from Bank of America's U.S. retail banking experience.The U.S. bank increased its holdings in following years to 25.6 billion shares, including 23.6 billion that came out of lock-up on August 29. Strauss-Kahn returns to IMF, gets warm applause

WASHINGTON (Reuters) – Former IMF chief Dominique Strauss-Kahn apologized to the institution's staff in his first return visit since charges of sexual assault against him were dropped last week. He was greeted with warm applause.Strauss-Kahn, who was with his wife French TV personality wife Anne Sinclair, drove himself to the headquarters of the International Monetary Fund and met briefly with his successor and fellow French national Christine Lagarde.He later addressed a packed auditorium out of reach of the cameras of televisions crews and photographers who had camped outside the IMF all day waiting for the former director.He received a very warm welcome, said Paulo Nogueira Batista, who represents Brazil and a group of eight Latin American countries, after the meeting.It reflects the fact that he is very much appreciated in the institution, Nogueira Batista said, adding: People clapped for very long periods.Another witness, who asked not to be identified, said staff broke into spontaneous applause before Strauss-Kahn began speaking. He did not talk about his court case but did note that the U.S. justice system had been fair, the witness said.The IMF said the visit by Strauss-Kahn was personal and arranged at his request.His visit to the IMF had been greeted ahead of time with dismay by some IMF staff, while others said they felt sorry for Strauss-Kahn and wanted to pay tribute to his time at the helm of the global lender.Strauss-Kahn led the IMF, the world's economic firefighter, as managing director for four years before he resigned on May 18 after his shock arrest in New York on criminal charges of sexual assault and attempted rape involving a hotel maid.In a dramatic development last week, prosecutors asked that the charges against him be dismissed after they lost faith in the credibility of his accuser, an immigrant from Guinea.Strauss-Kahn had been expected to be voted France's next president in the 2012 election before his arrest.

PIMCO says betting against debt was a mistake: report

NEW YORK (Reuters) - Bill Gross, the manager of the world's largest bond fund, feels like crying in his beer for having bet so heavily against U.S. government-related debt earlier this year, the Financial Times reported on Monday.Showing a more bearish view on the U.S. economy, Gross said PIMCO had initially dumped all of its U.S. debt holdings in March as he expected economic growth to be higher, resulting in inflation down the road.That decision greatly undermined the performance of PIMCO's Total Return Fund . As Treasuries prices rallied, the fund lost 0.97 percent in the past four weeks, while the benchmark Barclay's U.S. Aggregated Bond Index rose 0.23 percent in the same period, according to Lipper data.So far this year, the fund has returned 3.29 percent, less than the 4.55 percent recorded by the Barclay's benchmark index.When you're underperforming the index, you go home at night and cry in your beer, the Financial Times, in its online edition, quoted Gross as saying. It's not fun, but who said this business should be fun. We're too well paid to hang our heads and say boo hoo.Gross, who oversees $1.2 trillion at PIMCO, said it was pretty obvious he wishes he had more Treasuries in his portfolio right now.I get that it was my/our mistake in thinking that the U.S. economy can chug along at 2 per cent real growth rates. It doesn't look like it can.When U.S. Treasuries yields fell to 60-year lows earlier this month, Gross said investors were pricing a higher probability of recession in the United States. Spring floods cost Arkansas farmers millions in lost income Reuters By Suzi Parker – AUG 29,11

LITTLE ROCK, Ark (Reuters) – Arkansas farmers suffered a severe blow from this spring's floods and stormy weather, with crop damage costing them $335 million in lost farm income, a study released on Monday said.Rice crops were the hardest hit in the state, where the weather also cost the state nearly 2,150 full- and part-time jobs, according to the University of Arkansas Division of Agriculture review.The planting window was just made too vulnerable when these floods came, university economist Eric Wailes told Reuters. By the time the floods were over, they couldn't replant.Arkansas ranks first among the six major rice-producing states, accounting for approximately 48 percent of U.S. rice production, according to the Arkansas Rice Federation.Much of the rice crop planted before the floods was drowned by standing water in fields, with lost income amounting to nearly $142 million.The study showed that based on initial estimates, economic losses because of flooding also include a reduction of about $102 million in labor income and a decline of $181 million to the gross state product.Agriculture accounts for one in six Arkansas jobs. Wailes said the jobs lost likely won't be replaced this year. Farmers are currently facing multiple additional issues due to extreme heat and drought that followed the floods.

Crops aside from rice fared better but were still hit hard. Farming income from soybeans was expected to drop by $61 million, cotton by $44 million, and wheat by $20 million because winter wheat is planted in November. Those crops were more mature when the floods struck.The study reported that farmers replanted three to four times as repeat storms wiped out their crops.The floods also destroyed the land structure for farming, which meant farmers had to reshape their land. Private levees were leveled by floods and have to be rebuilt. Grain storage units were underwater for a long time, so some remaining rice from last year's crops couldn't reach the market.Turtles, displaced from their normal habitat, also moved near rice crops and destroyed some of them after the floods.Chuck Wilson at the University of Arkansas Rice Research and Extension Center said about 125,000 to 150,000 acres of rice were lost this year to the floods. MONTPELIER, Vt. – The full measure of Hurricane Irene's fury came into focus Monday as the death toll jumped to 38, New England towns battled epic floods and millions faced the dispiriting prospect of several days without electricity.From North Carolina to Maine, communities cleaned up and took stock of the uneven and hard-to-predict costs of a storm that spared the nation's biggest city a nightmare scenario, only to deliver a historic wallop to towns well inland.In New York City, where people had braced for a disaster-movie scene of water swirling around skyscrapers, the subways and buses were up and running again in time for the Monday morning commute. And to the surprise of many New Yorkers, things went pretty smoothly.But in New England, landlocked Vermont contended with what its governor called the worst flooding in a century. Streams also raged out of control in upstate New York.In many cases, the moment of maximum danger arrived well after the storm had passed, as rainwater made its way into rivers and streams and turned them into torrents. Irene dumped up to 11 inches of rain on Vermont and more than 13 in parts of New York.

We were expecting heavy rains, said Bobbi-Jean Jeun of Clarksville, a hamlet near Albany, N.Y. We were expecting flooding. We weren't expecting devastation. It looks like somebody set a bomb off.Meanwhile, the 11-state death toll, which had stood at 21 as of Sunday night, rose sharply as bodies were pulled from floodwaters and people were electrocuted by downed power lines.The tally of Irene's destruction mounted, too. An apparently vacant home exploded in an evacuated, flooded area in Pompton Lakes, N.J., early Monday, and firefighters had to battle the flames from a boat. In the Albany, N.Y., suburb of Guilderland, police rescued two people Monday after their car was swept away. Rescuers found them three hours later, clinging to trees along the swollen creek.It's going to take time to recover from a storm of this magnitude,President Barack Obama warned as he promised the government would do everything in its power to help people get back on their feet.For many people, the aftermath could prove more painful than the storm itself.In North Carolina, where Irene blew ashore along the Outer Banks on Saturday before heading for New York and New England, 1,000 people were still in emergency shelters, awaiting word on their homes.At the same time, nearly 5 million homes and businesses in a dozen states were still without electricity, and utilities warned it might be a week or more before some people got their power back.

Airlines warned it would be days before the thousands of passengers stranded by Irene find their way home. Some Amtrak service in the Northeast was suspended. Commuter trains between New Jersey and New York City were not running. Trains between the city and its northern suburbs were also disrupted.Kris and Jennifer Sylvester of Brooklyn sat on a bench in the town center in Woodstock, N.Y., with luggage at their feet and their daughters, aged 4 and 9, holding signs reading, Need a Ride 2 NYC and Help Us, No Bus, No Train.They rode Amtrak out for a long weekend in the country, but were unable to get home.We're hoping for anything,Jennifer Sylvester said.In Vermont, the state's emergency management headquarters stood empty, evacuated because of river flooding from Irene's heavy rains. Rescuers used a boat and bucket loaders to pluck seven people from a swamped mobile home park in Lyndonville.In upstate New York, authorities were closely watching major dams holding back drinking water reservoirs.

Throughout the region, hundreds of roads were impassable because of flooding or fallen trees, and some bridges had simply given way, including a 156-year-old hand-hewn, wooden, covered bridge across Schoharie Creek in Blenheim, N.Y. In all, more than a dozen towns in Vermont and at least three in New York remained cut off by flooded roads and bridges.Still, there were glimmers of good news. In Pennsylvania, the Delaware River largely remained in its banks, cresting several feet lower than feared. The forecast for flooding on the Mohawk River in New York also eased at Schenectady, N.Y., where officials had worried that high water might threaten the city's drinking water and sewage treatment plant.Early estimates put Irene's damage at $7 billion to $10 billion, much smaller than the impact of monster storms such as Hurricane Katrina, which did more than $100 billion in damage. Irene's effects are small compared to the overall U.S. economy, which produces about $14 trillion of goods and services every year.While hard-hit regions, such as the North Carolina coast, will suffer from lost tourism, rebuilding homes, repairing cars, and fixing streets and bridges should provide a small boost to economy, experts said.Irene was also good for business at Fantastic Kids Toys in New York City, where sales of board games and arts-and-crafts items surged on Friday and Saturday. People were buying anything to keep their kids busy, owner Steve Reis said.
Many people were surprised by the destruction that Hurricane Irene wrought in communities far inland. But National Weather Service records show that 59 percent of the deaths attributed to hurricanes since the 1970s have been from freshwater flooding.As for why the flooding was so bad this time, Shaun Tanner, a meteorologist with the forecasting service Weather Underground, noted that August had been unusually wet, and Irene's sheer size meant huge amounts of rain were dumped over a very large area.More attention should have been paid to the torrential rain that Irene was going to dump not only on coastal areas, but also inland. WILMINGTON, North Carolina (Reuters) – Communities along the Atlantic coast and inland grappled on Monday with the lingering effects of Hurricane Irene as flooding, storm debris and road closures dimmed Labor Day holiday weekend tourism prospects for some.Mandatory evacuations remained in effect for parts of eastern North Carolina, where 210,000 remained without power and dozens of roads were closed or impassable due to downed trees and power lines, the governor's office said.Flooding posed a threat to inland counties that had received up to 15 inches of rain, state officials said. Homes and other structures along the Northeast Cape Fear and Tar rivers were at risk.Flooding remains a serious concern for a number of areas down east, said Governor Beverly Perdue, who toured storm-damaged areas and requested a federal disaster declaration for seven coastal counties.Despite the damage, most of North Carolina's 300 miles of coast will be open for business as the Labor Day weekend approaches, officials said.Northern portions of the state's Outer Banks began to reopen to tourists on Monday, but southern parts of the barrier islands remained closed after Irene severed some beach communities' only road access to the mainland.North Carolina Department of Transportation spokesman Steve Abbott said engineers were looking at whether they could make a temporary fix to a highway breached by seawater and broken at several points, cutting off access south of Rodanthe.State ferries that serve those areas were limited to critical personnel.
They're trying to figure out the best, safest way to get that road open, Abbott said.
John Bone, president of the Outer Banks Chamber of Commerce in Kill Devil Hills, said tourists were already returning after the upper Outer Banks escaped major damage.We were very fortunate in many respects,he said.It could have been a lot worse.

AFTERMATH A MIXED BAG

Officials in neighboring Virginia also had a positive outlook about the upcoming holiday weekend.We have had some minor beach erosion ... but the beaches actually opened yesterday and the water quality is back to where it was, Virginia Beach Fire Department spokesman Tim Riley said. All the hotels are open, and we're planning for a big Labor Day.The state had its worst storm damage in Richmond and other inland locales rather than on the coast. About 550,000 customers remained without power mid-Monday, down from 1.1 million customers who lost power in the second-largest outage in Virginia history, Governor Bob McDonnell told reporters.He said he saw a lot of downed trees, flooded roads and some damaged piers during an aerial tour over Virginia Beach, where winds peaked at 69 mph, and surrounding areas.Moderate flooding was expected in Virginia on Tuesday when the Nansemond and Blackwater rivers crest, officials said.As severe flooding wreaked havoc across Vermont and New Jersey, Atlantic City casinos along the shore were allowed to reopen at noon on Monday.Caesars Entertainment Corp, which includes the hotels and casinos of Caesars, Harrah's, Bally's and Showboat in Atlantic City, was still calculating how much the storm cost in lost revenue, spokeswoman Jennifer Weissman said.Having to close our casinos the weekend before Labor Day in Atlantic City is significant to our business,she said.However, we are fully expecting a very successful Labor Day weekend.New Jersey Governor Chris Christie said beaches in his state were in good shape apart from some minor erosion, and officials in Long Island, New York, expected all the beaches there to reopen in coming days.In the resort town of Ocean City, Maryland, officials reopened the city and beach to the public on Sunday and lifted all restrictions on swimming as of Monday afternoon.The eye of Hurricane Irene passed within 50 miles of Ocean City on Sunday. Iran won't stop uranium enrichment program

TEHRAN, Iran (AP) — Iran won't stop uranium enrichment activities the U.N. has demanded it halt, the country's nuclear chief said Monday.Iran says it needs stockpiles for a medical research reactor, and that the level of enrichment — up to 20 percent — is far below the more than 90 percent needed to build a nuclear weapon. But U.S. officials have expressed concern Iran is taking steps toward greater enrichment.Iran denies claims by the U.S. and its allies it seeks to build a nuclear weapon.The official IRNA news agency on Monday quoted nuclear chief Fereidoun Abbasi as saying that Iran will continue to enrich uranium to 3.5 percent in its main uranium enrichment plant in Natanz but will carry out 20 percent enrichment activities at its underground Fordo site.IRNA also quoted Abbasi as saying Iran had asked the International Atomic Energy Agency to provide documentation of accusations about its nuclear program so that we can examine them.He added: These allegations must be limited and not continue. We are not required to respond should thousands of claims be raised regarding our country's nuclear issue.The International Atomic Energy Agency claims that Iran continues to stonewall attempts to follow up on information it has received from member states that points to possible experiments with a nuclear weapons program.Iran accuses a few arrogant countries — a phrase it often uses to refer to the United States and its allies — of providing misinformation and false information to the IAEA.

Terror groups based in Gaza have acquired anti-aircraft and anti-tank rockets from Libya during its six-month civil war, Israeli officials told Reuters on Monday.The officials said the weapons from Libya have enlarged but not significantly improved the arsenal in Gaza. They emphasized that while the rebellion against Muammar Qaddafi has stirred concern abroad about the fate of Libya’s chemical weapons stockpiles, there is no indication Hamas or other Gaza-based terror groups have sought these.They noted, however, that an inflow of SA-7 anti-aircraft missiles and rocket-propelled grenades (RPGs) has been detected as entering Gaza. One official described an overland supply route that opened up between eastern Libya, after it fell to the rebels, and the Gaza Strip via Egypt.We've been seeing more SA-7s and RPGs coming across,the official told Reuters, adding: It’s not a major qualitative enhancement for them.Another Israeli official told the news agency that thousands of the weapons had reached Gaza in recent months but did not provide figures on how many had originated in Libya.Smuggling of weapons meant for Gaza terror groups is a major concern for Israel, particularly with the anarchy in the Sinai Peninsula and the infiltration of terror groups into the region following the fall of Hosni Mubarak.Egypt, which has been attempting to crackdown on terror groups in the Sinai, deployed 1,500 more troops in the region on Monday following an agreement with Israel to increase the number of Egyptian troops in the peninsula’s areas B and C.
The entire area is on alert, and the IDF has beefed up its presence in the south amid a report that Islamic Jihad terrorists from Gaza are planning to attack from the Sinai Peninsula in Egypt.

Gaddafi family members flee to Algeria without him

TRIPOLI (Reuters) – The wife of Muammar Gaddafi and three of his children took refuge in Algeria on Monday but the whereabouts of the former strongman himself remained a mystery a week after rebels drove him from power.Algeria's Foreign Ministry said Gaddafi's wife Safia, his daughter Aisha and his sons Hannibal and Mohammed had entered Algeria on Monday morning.The development threatened to create a diplomatic rift just as the rebel National Transitional Council (NTC) worked to consolidate its position as Libya's new government.An NTC spokesman accused Algeria, Libya's western neighbor, of an act of aggression and said the council would seek to extradite the Gaddafis.A senior rebel officer also said Gaddafi's son Khamis, a feared military commander, had been killed in a clash outside of Tripoli. The report could not be independently confirmed.Meanwhile rebel forces converged on Gaddafi's hometown of Sirte from east and west, intent on seizing one of his last bastions of support either by force or by negotiation.Muammar Gaddafi's whereabouts have not been known since Tripoli fell to his foes and his 42-year-old rule collapsed a week ago after a six-month uprising backed by the West and several Arab nations.Algeria's acceptance of Gaddafi's wife and offspring angered the rebel leadership, who want him and his entourage to face justice for years of repressive rule and who fear that he could orchestrate a new insurgency unless he is captured.We have promised to provide a just trial to all those criminals and therefore we consider this an act of aggression,spokesman Mahmoud Shamman told Reuters. We are warning anybody not to shelter Gaddafi and his sons. We are going after them...to find them and arrest them.

NTC chairman Mustafa Abdel Jalil called on the Algerian government -- which has not recognized the council as Libya's legitimate authority -- to cooperate with it and hand over any of Gaddafi's sons who is on its wanted list.Asked if he knew where Gaddafi senior was, he told al- Jazeera TV: If we knew where Gaddafi was now our revolutionaries would be on their way to capture him. We have no information that Muammar Gaddafi is in Libya or in any other place.Earlier on Monday, Jalil appealed to NATO to keep up its air campaign in support of the rebels, saying Gaddafi was still a threat.NATO warplanes have struck at Sirte, on the Mediterranean coast, in recent days and Britain said its aircraft also attacked artillery units of Gaddafi forces near Sidra, west of the oil town of Ras Lanuf.

LAST STAND AT SIRTE?

Whether or not Gaddafi is hiding in Sirte to make a last stand, the city would be a strategic and symbolic prize for Libya's new rulers as they tighten their grip on the vast North African country.Rebel forces were advancing toward Sirte from east and west even as contacts continued for its surrender. Their eastern column had pushed past the village of Bin Jawad and secured the Nawfaliya junction By Monday.
Marwan Mustapha, an ambulance worker at Nawfaliya, said: God willing, the rebels will enter the city without bloodshed and the negotiations will have succeeded. But if they have to enter by force, there will be blood.In the desert to the south, Gaddafi loyalists were also holding out, notably in the city of Sabha.But the death of Gaddafi's son Khamis, if confirmed, would be a serious blow to any chance of a military fight back.Colonel Al-Mahdi Al-Haragi, chief of the rebels' Tripoli Brigade, said he had confirmation that Khamis was badly wounded in a clash near Ben Walid. He was taken to hospital but died and was buried in the area, Al-Haragi said.

Rebel military spokesman Colonel Ahmed Bani told Al Arabiya TV that the rebels also believed Gaddafi's intelligence chief Abdullah al-Senussi was killed on Saturday along with Khamis,We have almost certain information that Khamis Gaddafi and Abdullah al-Senussi were killed on Saturday by a unit of the national liberation army during clashes in Tarhouna (90 km southeast of Tripoli),Bani said.A U.S. official said Washington could not independently confirm Khamis' death but similar information was being received from reliable sources.Khamis has already been reported killed twice during the uprising only to re-emerge.Earlier on Monday, prosecutor Luis Moreno-Ocampo of the International Criminal Court had said he may apply for an arrest warrant for Khamis.Human Rights Watch said members of the Khamis Brigade, which he commanded, appeared to have carried out summary executions of prisoners whose bodies were found in a warehouse in Tripoli.The Hague-based ICC has already approved arrest warrants for Muammar Gaddafi, his son Saif al-Islam, and Senussi on charges of crimes against humanity.

The NTC, now recognized as Libya's legitimate authority by more than 40 nations, was working to establish control in Tripoli after days of chaos and clashes with remaining Gaddafi loyalists.The council, whose leaders plan to move to Tripoli from their Benghazi headquarters this week, is trying to impose security, restore basic services and revive the economy.Gunfire echoed occasionally across the city but aid agencies reported medical and other services were beginning to function again.

All the years I have been in office, that is to say the last ten years, have been years of tension, endless violence and interruptions of normal life that damage the status of Israel’s sovereignty, all coming from the Gaza Strip. For half of that time, the IDF was in control of the Gaza Strip and during the second half of it, the IDF gave up control the Strip. I was witness to varying ways of dealing with the problem by different governments: unilateral measures, negotiations, military operations.I have consistently refrained from overstepping the boundary of my job, and have concentrated on one topic only: how to achieve a situation where my residents will be happy people, who believe in living in the area, and how to see to it that more and more young people want to come live here with us and feel that they have made the right decision in doing so.Regional Council heads do not give advice to Prime Ministers, because by definition I believe that the government must make decisions using a broader point of view than I can have.The Shalit’s are allowed to campaign single-mindedly for their son’s return, but the government has to decide what to do on the basis of the longterm results of its actions. That’s how I feel about the situation in the south. One has to listen to our distress, but make decisions based on the overall situation and future developments.

I don’t have the overall picture, that’s why I see it from a different angle. I can, however, make clear to the government the cost to my region of not achieving quiet. We don’t even have two successive weeks of quiet here, and I say this with absolute certainty. There are tens of incidents every month. And there is a price tag for this lack of calm.As long as the population can live with the fact that it is being fired upon, the government can provide answers in the form of protective measures.
However, once the people living here cannot live with this kind of reality anymore, the government will have to find another answer. At present, people still are willing
There is no Hollywoody happy end here.to live in the area surrounding Gaza and the area is thriving and developing. If things change, the government will have to assess the situation and decide if a military operation is in order.It is possible that the desire to keep our relations with Egypt on an even keel is more important than reacting to the fire. If we had all the facts that the Prime Minister has before him, I could answer more clearly.In addition, I was for the disengagement and I still am. If we take over Gaza, I don’t see how we will ever get out of there. There is no Hollywoody happy end here, and that is why, having no other choice, I am willing to accept the fact that we live in a complex reality, and that for the good of the state of Israel we have to pay a certain price.

Stop Worrying About the World’s Reaction

We don’t need an extensive military operation because we have enough tools with which to punish Hamas without endangering the lives of any soldiers. I wonder where our Katyushas have disappeared to; where are our mortars, our artillery and our airplanes? The IAF can act in a more efficient manner, and not damage just real estate, so that we can punish the Hamas much more severely. I understand that we have a government which is very fearful of public opinion and of the media. Perhaps it is afraid of UN condemnation.But Hamas includes civilians in its actions. We have proof that Hamas terrorists surround themselves with children and fire rockets to which the IDF refrains from reacting – it is this we have to show the world and the UN.Instead of us running to shelters, let them run at the sound of announcements of Red Alert.We have to say that if our citizens don’t live in tranquillity, there is no help for it, neither will theirs. Instead of us running to shelters, let them run at the sound of announcements of Red Alert.We must understand that in the Middle East, those who refrain from responding are seen as weak, and weakness invites immediate attack.That is why we have to put a stop to our righteousness , the most extreme righteousness in the entire Middle East, while Hamas keeps millions of Israeli residents in constant and immediate danger.Today it is not just Kassams that Hamas has in its stockpiles, but over 100 much improved missiles. Since we were promised that after the Oslo Accords there would be no Katyushas on Ashkelon, we now call them by the laundered word Grads , when they are actually just improved Katyusha rockets.In my opinion, destroying three shopping malls in Gaza will do the job without a single IDF infantry man entering the area. In the past we had no problem with destroying a mall or airport there, but now we are afraid the world will say that we are condemning the Gazans to starvation.

Destroy the Terrorist Entity
Israel is once again being dragged into the game of Indian wrestling with a terrorist enemy. The time has come to stop tactical power plays and start developing long term strategy to eliminate the roots of terror. Conditions are ripe to go out to war (not just an operation) to destroy the Iranian terrorist entity called Hamastan.

The war should have three stages:Stage one– a military procedure that must end with the capture of the head of the snake, the military bunker under the Shifa Hospital in Gaza, and with the elimination of all the military and political heads of the murderous Arab organizations in Gaza.The Cast Lead Operation proved that the myths about difficult hand to hand fighting in built up areas and of the strength of Hamas were false.All those who fear the IDF getting stuck in a bloody mess should recall that the Cast Lead Operation proved that the myths about difficult hand to hand fighting in built up areas and of the strength of Hamas were false myths that had no connection to reality. At this point, UNRWA should stop being an independent organization and join the international UN organization for aiding refugees.Stage Three: Building and development. An operation called ten fingers will establish ten strips of Jewish settlement across the Gaza strip from east to west, rebuild the 23 communities that were destroyed and add another 27 new ones, adding up to a total of 50 settelements.

Simultaneously, Israel must begin digging the Sea Canal starting at the General’s Outpost west of Rafiah. It will be built along the Philadelphia Corridor, and go on across the width of the Negev up to the Dead Sea. It will be deep and wide and form a massive obstacle preventing infiltration from northern Sinai to Israel.Without vision, a nation cannot live (Proverbs 29,18)is a crucial saying to remember. We will pay a heavy cost in blood if we put off bold action.

There are a lot of people out there who think that, just because Medicaid is jointly run by the states and the feds, that states have a great deal of flexibility in how they administer the program. As Harold Pollack happily puts it in The New Republic, In practice, states already enjoy great flexibility, with the Obama administration sending many signals that it is wiling to grant more.The logic of Harold’s argument is clear: if states already enjoy great flexibility, there’s no need to give them more flexibility in the form of block grants. Doing so would only give state governments more incentive to make deeper cuts. So I thought I would share with you an example of how ludicrously inflexible Medicaid really is: an example from Illinois, President Obama’s home state.Illinois has one of the most expansive Medicaid programs in the country, with annual state and federal spending of $15 billion. That compares to a state budget of $33 billion. In the Land of Lincoln, you can qualify for Medicaid if your income is under 200 percent of the federal poverty level—$44,700 for a family of four. Children qualify at 300 percent of FPL. One out of every five Illinoisans is on Medicaid, including one-third of all Illinois kids.

But in order to prove that you’re eligible for Medicaid in Illinois, all you have to do is provide a single pay stub. If that pay stub happens to be artificially low, suggesting a lower income than you actually have, it still counts as proof of Medicaid eligibility. As to proving Illinois residency? The nice people of Illinois merely ask that you write down your address. As a result, people earning more than the Medicaid threshold, and people who don’t even live in Illinois, are collecting Illinois Medicaid funds.So in January, the State of Illinois, under a Democratic House, a Democratic Senate, and a Democratic Governor, passed a landmark Medicaid reform bill aimed at fixing this and other problems with the program. The new law required the state’s Medicaid recipients to provide a month’s worth of pay stubs, instead of just one, in order to provide evidence of residency and income. Not a big deal, you might think.You’d be wrong. In July, the federal Centers for Medicare and Medicaid Services informed Illinois that the seemingly innocuous reform violated federal law, because Obamacare doesn’t allow states to restrict Medicaid eligibility, and this reform, they decided, was an eligibility restriction. From the Chicago Tribune:One of the long-sought goals of Illinois Medicaid reforms enacted this year was to require more proof that people lived in Illinois and that their incomes were not too high to qualify for the state and federal health care program for the poor.Illinois wanted more proof of residency than the current requirement that calls for little more than writing down an address, officials said. The new Illinois law also asked for a month’s worth of pay stubs instead of just one paycheck to show income eligibility. That requirement, officials said, was aimed at lessening the chance that a person could become eligible simply by using a particularly small paycheck to make his overall income look smaller than it is.

The federal government denied the Illinois plans because states are not allowed to put in place procedures that are more restrictive than they were on March 23, 2010, the day Democratic President Barack Obama signed the sweeping federal Affordable Care Act.Frankly, this is what enrages people,said Illinois Senate Minority Leader Christine Radogno, R-Lemont. If all we want to do is find out if people are actually eligible for the services, and the federal government is telling us we can’t do that, that’s absolutely ridiculous.Sen. Radogno is right—it is absolutely ridiculous. And it’s just one example of the dysfunctional way we run Medicaid today. The money that Illinois wastes on ineligible Medicaid recipients could be better spent helping the truly needy. When Democrats in Washington stop Democrats in Illinois from enacting basic Medicaid reforms, the system is broken.Block grants are the fulcrum of Medicaid reform. By giving states control over Medicaid dollars, the program can be run more efficiently, directing more resources to those who truly need them, thereby improving Medicaid’s disastrous health outcomes. Liberals are always telling us about wasteful health-care spending. So why not let those closer to the problem try to do something about it?
