Second Sabotaged Ship Bows Out of Flotilla

An Irish ship, the MV Saoirse, will not take part in the planned flotilla in support of the murderous and rapacious Hamas regime in Gaza. The ship has been sabotaged, according to one of its intended passengers.Speaking with the Irish Times last night from the Turkish port of Göcek, Fintan Lane of Irish Ship to Gaza organization said that the ship could not sail because it had been dangerously sabotaged.He said that the ship’s captain noticed that there was something wrong with it Monday. Divers subsequently found that a piece was missing from one of the propeller shafts.This was the type of sabotage that endangered human life, Lane told the Times.They put divers under the boat who cut a piece out of the propeller shaft. That means that the damage would have happened gradually and what would have happened eventually is that the propeller would have come up through the bottom of the boat, caused a flood in the engine room and would have caused the boat to sink.

Six of the 20-plus crew who had been due to set sail on the boat intend to join an Italian-based vessel instead. These include Lane, former Ireland rugby player Trevor Hogan, Socialist Party MEP Paul Murphy, Libyan-born Irish citizen Hussein Hamed and Derry-based Sinn Féin councilor Gerry MacLochlainn.Lane said the damage to the ship was similar to that caused to the Swedish ship the Juliano, which flotilla organizers claim was sabotaged in the Greek port of Piraeus by hostile divers.There are eight other vessels that plan to sail to Gaza in the flotilla, which claims to be humanitarian in its outlook but which, in fact, supports the right of Hamas child-killers to import arms without Israeli interference.According to the organizers, the Italian ship Stefano Chiarim will carry the most passengers with 65 people; Canadian ship Tahrir will carry 48 passengers and an American vessel, which is currently detained in Greece, will carry 40 passengers.An additional five ships are expected to depart from Spain, France, Greece, Sweden and Norway. Organizers expect 292 participants and 36 members of the press.(

Asian stocks rise as Greece nears debt resolution

BANGKOK (AP) — World markets moved higher Thursday as investors await Greece's final stamp of approval on a package of harsh austerity measures aimed at preventing the heavily indebted country from defaulting.Oil prices hovered above $94 a barrel while the dollar sank against the euro and the yen.European shares were higher in early trading. Britain's FTSE 100 was 0.7 percent higher at 5,896.51 and Germany's DAX rose 0.2 percent to 7,311.88. In Paris, the CAC-40 was up 0.4 percent at 3,938.93.
Wall Street was set for a higher opening, with Dow Jones industrial futures 0.2 percent higher at 12,239 and S&P 500 futures 0.2 percent up at 1,306.10.Asian markets closed higher, with Japan's Nikkei 225 rising 0.2 percent to close at 9,816.09. Electronics giant Sony Corp. jumped 3 percent and Mazda Motor Corp. added 1.9 percent.Hiroshima-based Mazda launched sales of its Demio, known as Mazda2 overseas, in Japan on Thursday, offering a version packed with Skyactiv technology. The Skyactiv Demio gets as much as 30 kilometers a liter (71 miles per gallon), according to Mazda.South Korea's Kospi rose 0.3 percent to 2,100.69 and Hong Kong's Hang Seng was 1.5 percent higher to 22,398.10. Australia's S&P/ASX 200 rose 1.7 percent to 4,608.00.

Banking shares in Asia followed their U.S. counterparts higher. Hong Kong-listed Agricultural Bank of China, the country's biggest rural lender, rose 2.3 percent. China Construction Bank Corp. gained 1.9 percent. National Australia Bank Ltd. was 1.8 percent higher and Mitsubishi UFJ Financial Group Inc. climbed 2.1 percent.
Greece's approval on Wednesday of austerity measures needed to avert default next month was a decisive step for the country to get the next batch of bailout loans from international creditors and was met with relief in markets. Another bill has to be passed Thursday for the government to secure the money.Investors are going to the market to pick up good bargains that have surfaced over the past few days of selling,said Lee Kok Joo, head of research at Phillip Securities in Singapore.Mainland Chinese shares rose as investors interpreted the upbeat news from overseas as cause for an improved outlook for the Chinese economy.The Shanghai Composite Index gained 1.2 percent to 2,762.08. The Shenzhen Composite Index gained 1.4 percent to 1,155.89. Shares in coal, steel and insurance led the gains.Trading volume rose today and the rally could last a few days. On Wall Street, stocks closed higher for the third day in a row Wednesday. The Dow Jones industrial average rose 0.6 percent to close at 12,261.42. The Standard & Poor's 500 index rose 0.8 percent to 1,307.41. The Nasdaq composite rose 0.4 percent, to 2,740.49.Financial companies in the S&P 500 rose 2.1 percent after Bank of America Corp. reached an $8.5 billion settlement with investors over claims it sold them bad loans. The investors said Bank of America violated agreements with them by selling them low-quality mortgage-backed securities that lost value when the housing market collapsed. Much of the losses stem from BofA's 2008 purchase of the troubled lender Countrywide.Bank stocks also got a lift from news that the Federal Reserve plans to limit the fees banks can charge retailers for swiping debit cards to 21 cents. That's higher than the 12 cents the Fed first proposed.Benchmark crude for August delivery was 32 cents lower at $94.45 per barrel in electronic trading on the New York Mercantile Exchange. The contract settled at $94.77 per barrel on the Nymex on Wednesday.The euro rose to $1.4484 from $1.4428 late Wednesday. The dollar weakened to 80.40 yen from 80.91 yen.

Brussels seeks financial tax in new EU budget

EUOBSERVER / BRUSSELS - Future EU spending is set to increase, focusing marginally less on agriculture and more on research, education and transport, according to European Commission proposals for the next seven-year budgetary period (2014-2020).

The draft budget also includes controversial proposals for EU own resources, including a tax on financial transactions and an EU-wide value-added tax (VAT).
Presenting the document in Brussels late on Wednesday evening after an all-day negotiation with colleagues, European Commission President Jose President Jose Manuel Barroso hit out at early objections from member states.This is an extremely serious, credible proposal, and to say no to something which was only adopted two or three hours ago is not serious or credible,he told reporters.Shortly beforehand, a spokesman for the British government blasted the budget proposals as unrealistic after Britain, France and Germany last December called for a nominal freeze in future EU spending to match national austerity measures. Denmark and Sweden were also quick to criticise the plans.Under the commission blueprint, EU spending would rise to €971.52 billion over the seven-year period, with €1,025 billion pledged in commitments. This compares with €925.5 billion and €975.77 billion under the current period (2007-2013), although there is little change in terms of gross national income (GNI).Strongly defended by French President Nicolas Sarkozy during a recent trip to Brussels, the budget for the EU's common agricultural policy (CAP) is set to remain largely the same, although its share of the multi-annual financial framework (MFF) would decrease from 39.4 percent to 36.2 percent.The current two-pillar structure of the CAP will be maintained, with €281.8 billion pencilled in for direct payments to EU farmers (pillar 1), and €89.9 billion for rural development projects (pillar 2). Critics say the policy is wasteful and prevents developing countries from exporting agricultural produce to the EU on a level playing field, while supporters say it helps maintains the high quality of European products and protects the social fabric of rural areas.

EU funding makes it less expensive than 27 national agricultural policies, said Barroso, stressing the added value of the EU budget in general. A further €376 billion would go to boosting underdeveloped areas under the commission plans, with co-financing requirements relaxed for countries receiving funding support such as Greece.The main winners under the draft plans are transport, energy and information technology projects, together with research and education. The European Neighbourhood Policy is also to be boosted in the wake of the Arab Spring, with the commission pledging to maintain overseas development ahead as the clock ticks towards a 2015 deadline for completion of the Millennium Development Goals.The proposal places funding for an international nuclear fusion project (ITER) outside the main financial framework. ITER was a programming headache, said EU budget commissioner Janusz Lewandowski.It is an international commitment with explosive costs, so it should be a commitment of member states.

Own Resources

As well as changes to the expenditure side, the commission documents also include two options to increase EU 'own resources', controversial in some member states who fear it will curb their control over the EU institutions.Lewandowsk said a tax on European financial transactions could enable the EU to raise up to 40 percent of its own revenue by 2020. While Germany and France have backed the move, Britain fears it would cause an exodus of activity from the London's financial heartland unless implemented at a global level.But Barroso insisted that the EU should not wait any longer, arguing that a unilateral European initiative would increase the chances of agreement at G20 level. The fact that some banks continued to pay huge bonuses was simply out of line with reality and unfair for society, he said.A second option would see the creation of a EU-wide sales tax. The new VAT would be levied at a fixed percentage by governments and transferred directly to EU coffers. Current member state contributions based on VAT would be abolished.The commission also said that it wanted to simplify the rebate system through a new practice of annual lump-sum reductions for Germany, Britain, Sweden and the Netherlands.After a legendary battle with other member states, former British prime minister Margaret Thatcher won an annual adjustment in 1984 to compensate for the fact that Britain paid more into EU coffers than it received. The cheque is currently worth over €3 billion a year.Wednesday's proposals are only the start of a lengthy negotiation between member states and the European Parliament over the future EU spending plan, with a final agreement expected at some point in 2012.MEPs have already insisted that they want a five percent increase in the long-term budget, with the incoming Polish EU presidency planning to hold a meeting between all parties late this autumn.

Commission unveils austerity package for EU officials

EUOBSERVER / BRUSSELS - The European Commission has proposed to get rid of 5 percent of EU officials and to make remaining staff work longer in a show of fraternal feeling with crisis-hit member states.The proposals come as part of Brussels' blueprint for the EU budget for the 2012 to 2020 period, out on Wednesday (29 June).
Commenting on the plan commission head Jose Manuel Barroso said: European institutions should ... show solidarity with European citizens, in an era where rigorous cost savings and maximum efficiency are demanded at all levels.The 5 percent cut would see around 2,500 fonctionnaires pensioned off or let go when their contracts expire over a five year period from 2013 onward.The other 47,500-or-so staff will be made to work at least 40 hours per week instead of the current 37.5 hours with no extra pay. Their retirement age will also go up from 63 to 65 years and the number of special holidays designed for officials to visit their home countries will go down from six days a year to two.Administration commissioner Maros Sefcovic said the measures will save an extra €1 billion. No-one will be dismissed or forced to retire,he added.The commission proposal is a launching pad for talks with member states which normally take over a year to reach agreement.EU officials expect capitals to push for a 10 percent or more reduction in EU staff. Some believe this would force the EU to close peripheral institutions, like the Committee of the Regions. But others say there is enough general flab to remove. We could get rid of 10 percent or even more without really affecting the way parliament works, a European Parliament contact said.

Press literature accompanying the budget proposal attacked myths about the EU, such as the notion that the EU costs too much.Salaries are paid to staff delivering and managing valuable EU policies that have a direct positive impact on citizens. Think of air traffic liberalisation, passenger rights or cheaper roaming charges, it said.
Senior EU civil servants can trouser over €16,000 a month while paying a nominal internal tax.But trade unions note that many junior staff earn just €1,400 or less and work on short-term contracts, with EU jobs becoming less appealing to top talent in member states.The commission on Wednesday said EU administration costs, including the cost of running and leasing EU buildings, will be €62.6 billion in 2011. Just over €10 billion will go on pensions for retired officials and €1.3 billion or so will pay for European schools, which educate children of EU staff.

EUOBSERVER / BRUSSELS - Opposition leader Jaroslaw Kaczynski has depicted the Polish government as being grossly incompetent and dangerously close to Russia in its handling of the Smolensk tragedy.A parliamentary committee dominated by Kaczynski MPs will on Thursday (30 June) publish a first draft of its report into the 2010 plane crash which claimed the life of Jaroslaw's brother, Lech, the then Polish president, and 95 officials and family members.The report conclusions - seen by EUobserver - speak of gross negligence and even hint at Polish collusion in a Russian plot to put the plane in danger and then to cover up what really happened.

It ultimately blames Russia for not closing the Smolensk airport despite thick fog.
But it also says Polish PM Donald Tusk gave Lech Kaczynski a faulty plane which had been tinkered with by a Russian firm with links to the Kremlin. It notes that a Polish spy arranged the ill-fated trip, which had low-level security. And it accuses Tusk of letting Russia destroy evidence and then of lying about it to press and to parliament.The intensity [of the disinformation campaign] and all that was linked to its wide dissemination shows an element of some kind of preparation, Jaroslaw Kaczynski said at a press conference in Warsaw on Wednesday.The Kaczynski attack is aimed at scoring points in the Polish general election in October and comes at a sensitive moment for the Tusk administration.The Smolensk findings are being released one day before Poland takes over the rotating EU presidency on 1 July. The Kaczynski press conference had simultaneous English translation and was web-streamed to a room in the European Parliament in Brussels, where Kaczynski MEPs invited every reporter in town.Mateusz Kochanowski, a Kaczynski party spokesman in the EU assembly, told EUobserver the publication of the report had nothing to do with the presidency. Kaczynski himself on the day wished the presidency success and said Poles should stand together in the international arena.For their part, Polish officials say the report is part of normal democratic debate, which can in any country spill into international fora.The Smolensk assault is not an isolated incident and Warsaw is not as blase as it makes out, however.When Kaczynski MEPs last week invited Roman Catholic radio-evangelist Tadeusz Rydzyk, a political ally, to the EU parliament, the priest said that Tusk's Poland is becoming an uncivilised and totalitarian country.The Polish foreign ministry reacted by sending a note to the Vatican asking it to make sure, in the words of ministry spokesman Marcin Bosacki, that they will prevent these kinds of statements in future.Speaking to the Polish parliament on Tuesday about the importance of the EU presidency to Poland in reputational terms, foreign minister Radek Sikorski said: We are fully aware that every one of our mistakes, whether of substance or organisation, will be painfully visible and could have more important consequences than in normal times, outside the presidency, both for the reputation of Poland and our position vis-a-vis our European partners.

EU holds on to IMF chairmanship

EUOBSERVER / BRUSSELS - French finance minister Christine Lagarde has been appointed as the new chief of the International Monetary Fund (IMF) at a time of unprecedented economic turmoil in the eurozone.The Washington-based institution's 24-member board maintained a tradition begun after World War II by picking the European candidate over Mexican central bank governor Agustín Carstens. The appointment of a woman to run the IMF for the first time in its history is a novelty, however.The results are in: I am honoured and delighted, Lagarde said via twitter on Tuesday evening (28 June). She will start her five-year term next Tuesday, taking over from her compatriot, Dominique Strauss-Kahn, who resigned amid rape allegations.

The congratulations began pouring on Tuesday.

US treasury secretary Timothy Geithner praised Lagarde's exceptional talent and broad experience ... at a critical time for the global economy.European Commission president Jose Manuel Barroso said the 55-year-old French lawyer is an excellent choice.Mexico's Carstens won the support of Australia and Canada. Reports suggest that recent weeks have seen growing disquiet inside the IMF over the its lending to Greece, as anti-austerity protests increase in the embattled European state.Despite a €110 billion EU-IMF aid package for Athens last year, the centre-left government is widely expected to ask for a second bail-out if it survives Wednesday's vote.Tackling the financial implications of the Arab Spring and simmering tensions over global exchange rates are also among the issues to tackle early into Lagarde's term.Faced with a daunting set of tasks, Lagarde indicated that she is keen to meet with the fallen Strauss-Kahn.I want to have a long talk with him, because a successor should talk with their predecessor,she told French television channel TF1.I can learn things from what he has to say about the IMF and its teams.

Nationalist Critics: Mayor Nir Barkat has Turned to the Left by David ben Yacov JUNE 30,11

The Chairman of the East Jerusalem Public Complaints Bureau, Aryeh King, affiliated with the National Union-National Religious Party, castigated the decision of Jerusalem Mayor Nir Barkat to appoint left-wing Meretz party council member Meir Margalit to handle the ultra-sensitive East Jerusalem file in the municipality.It has become clear that the Mayor is a dangerous left-wing supporter. This disproves any attempts to paint him orange [the color theme of the secular and religious activity against the Gush Katif expulsion, ed.] or associate him with the right-wing. Anyone who appoints a Meretz representative is not in the right-wing.King warns that Barkat may yet endanger the city. He is of the dangerous type, like Olmert and Sharon, like those who pose as innocent. Barkat has swerved to the left, and has therefore appointed a Meretz rep.According to King, Barkat acts on behalf of the Arabs in Jerusalem:Barkat will not sign East Jerusalem demolition orders against illegal construction. He refuses to allocate funds to bring tourists to the Mount of Olives. The Mayor cancels construction plans at the North Jerusalem Atarot industrial zone. The system is helmed in by the [now] left activist, Nir Barkat. He belongs to the Peace Now camp, and wants to divide the city with the Palestinians. It’s time we learn from getting constantly slapped in the face, and stop believing leaders who don a skullcap before elections and embrace rabbis.

Aryeh King has recently opposed the legalizationof 95% of some 200 illegal Arab structures in the East Jerusalem Silwan neighborhood. he has also opposed the construction of a commercial center on the Mount of Olives, in the heart of biblical Jerusalem, and the construction of a large mosque near the gravesite of the late PM Menachem Begin which has been suspended as a result.Municipal Council member, lawyer Yair Gabbai, and the Jerusalem municipality representative on the Planning and Zoning District Committee, calls upon the city’s religious Zionist voters to boycott Barkat after his decision:He has broken all of his pre-election promises. This appointment was to go to right-wing rep Yakir Segev, but Barkat signed a coalition deal with Meretz and intends to appoint Dr. Meir Margalit to the position instead.
Gabbai claims that Margalit belongs to the extreme left-wing:He leads the Committee against the Demolishing of Homes, an organization that supports a boycott of Israel, and rebuilds East Jerusalem court-order demolished homes. He will be in a position to approve or deny demolishing in East Jerusalem, and this is a severe conflict of interests. From now on, the municipality representative on any possible forum will be a Meretz man in favor of the division of the city. He has been defaming the State of Israel for years, and will now decide on East Jerusalem projects. The Mayor has made a left turn, and the public should relate to him accordingly.The Meretz left-wing party that Dr. Meir Margalit belongs to, supports a Palestinian state, the dismantling of most of the Jewish towns in Judea and Samaria, and the division of Jerusalem.The Mayor has defended the unity of Jerusalem in the past, especially with regard to the building freeze insisted upon by US President Obama. He was responsible for security coordination over a number of years, is deeply acquainted with the heads of the Palestinian security services, and has been responsible for an uncompromising war against terror and terrorist infrastructures throughout Judea and Samaria.During the worst years of terrorism, he headed the operational region responsible for destroying Hamas military infrastructure throughout Judea and Samaria. GE and Partners Invest in Israeli Water Tech Company

An American company will help fund an Israeli company that uses microbial fuel cells to turn waste water into an energy source, reported on Tuesday.
According to the report, Energy Technology Ventures, a joint venture of GE, NRG Energy and ConocoPhillips, has decided to invest an undisclosed amount in the Israeli company Emefcy Ltd. This is Energy Technology Ventures’ first investment in a non-U.S.-based company and is also its first investment related to water.Emefcy was founded in early 2008 by serial water technology entrepreneurs Eytan Levy and Ronen Shechter. The company is marked as one of the most promising water technology start-up companies and has received technology leadership awards such as The Guardian’s Cleantech 100, Global Water Technologies top 10, Artemis Top 50 and more.

Emefcy’s technology uses the principle of a fuel cell to generate electricity directly from the water. Tropical Storm Arlene makes landfall in Mexico

MIAMI – Tropical Storm Arlene made landfall early Thursday on Mexico's central Gulf coast near Cabo Rojo with maximum sustained winds of 65 mph (100 kph).Authorities in the states of Veracruz, Tamaulipas and San Luis Potosi prepared for possible flooding as rain began falling along the coast Wednesday. Officials warned residents about impending winds and rain.Officials said 6 inches (150 millimeters) of rain were possible in northern Veracruz state. Some isolated mountainous areas inland could get up to 15 inches (375 millimeters) of rain, the U.S. National Hurricane Center in Miami said.Forecasters said extreme south Texas also could get rain.Arlene, the first named storm of the Atlantic hurricane season, was expected to weaken later Thursday and dissipate on Friday, the hurricane center said.Early Thursday, the storm was centered about 35 miles (55 kilometers) north of Tuxpan, Mexico, and moving west near 9 mph (15 kph).The main threat to Mexico comes from heavy rains that could cause flash floods and mudslides in 13 states, the government said.If heavy rains hit the state of Tamaulipas, they would fall on soil dried out by the most severe drought to hit the area in 50 years. First named Atlantic storm eyes Mexican coast

XALAPA, Mexico (AFP) – Mexico's Gulf coast was on high alert Wednesday as the first named storm of the Atlantic hurricane season took aim at a region still recovering from the worst floods on record last year.Tropical Storm Arlene was packing sustained winds of 60 miles (95 kilometers) per hour and heavy rains, and the Miami-based US National Hurricane Center forecast it would strengthen before making landfall early Thursday near the border of Tamaulipas and Veracruz states.The state of Veracruz is on red alert, the region's Civil Protection director Laura Gurza told a news conference.The northeast state of Tamaulipas was on a slightly less urgent orange alert.Gurza said however that forecasters were expecting Arlene not to strengthen to a hurricane, but instead make landfall as a tropical storm.State-run oil firm Petroleos Mexicanos (Pemex) had also issued an alert for its facilities on the Gulf of Mexico, ensuring that safety measures were implemented for its platforms and that all transport and delivery ships were secured.Arlene was some 150 miles (240 kilometers) east of the town of Tampico at 5:30 pm (2230 GMT) and churning westward at five miles (seven kilometers) per hour, the NHC said.

PORT-AU-PRINCE, Haiti (AP) — Evidence strongly suggests that a United Nations peacekeeping mission brought a cholera strain to Haiti that has killed thousands of people, a study by a team of epidemiologists and physicians says.The study is the strongest argument yet that newly-arrived Nepalese peacekeepers at a base near the town of Mirebalais brought with them the cholera, which spread through the waterways of the Artibonite region and elsewhere in this impoverished Caribbean country.The disease has killed more than 5,500 people and sickened more than 363,000 others since it was discovered in October, according to the Haitian government.Our findings strongly suggest that contamination of the Artibonite (river) and 1 of its tributaries downstream from a military camp triggered the epidemic, said the report in the July issue of Emerging Infectious Diseases, a journal of the U.S. Centers for Disease Control and Prevention.The article says there is an exact correlation in time and place between the arrival of a Nepalese battalion from an area of its South Asian homeland that was experiencing a cholera outbreak and the appearance of the first cases in the Meille river a few days later.The remoteness of the Meille river in central Haiti and the absence of other factors make it unlikely that the cholera strain could have come to Haiti in any other way, the report says.

In an email U.N. mission spokeswoman Sylvie Van Den Wildenberg didn't comment on the findings of the article published in the CDC journal, referring only to a study released in May by a U.N.-appointed panel.That panel's report found that the cholera outbreak was caused by a South Asian strain imported by human activity that contaminated the Meille river where the U.N. base of the Nepalese peacekeepers is located. The study also found that bad sanitation at the camp would've made contamination of the water system possible.But the U.N. report refrained from blaming any single group for the outbreak. While no other potential source of the bacteria itself was named, the report attributed the outbreak to a confluence of circumstances, including a lack of water infrastructure in Haiti and Haitians' dependence on the river system.The panel's report was ordered by U.N. Secretary-General Ban Ki-moon as anti-U.N. protests spread in Haiti and mounting circumstantial evidence pointed to the troops.Before that, for nearly two months after the outbreak last October, the United Nations, CDC and World Health Organization refused to investigate the origin of the cholera, saying that it was more important to treat patients than to try to figure out the source.The article published in the CDC journal comes as health workers in Haiti wrestle with a spike in the number of cholera cases brought on by several weeks of rainfall. The Greek contingent was to sail on Tuesday but several vessels faced last minute problems with official paperwork, putting off the departure until Wednesday or Thursday.When we met with the Greek authorities it was clear they were under heavy pressure. We were even told internally that the Israeli government has warned Greece they would press European countries not to give it financial aid. It's hard to resist that kind of pressure, she said.Greek and Israeli authorities denied the report.That is not true,Greek foreign ministry spokesman Gregoris Delavekouras told this website. EU to Greece: No more solidarity if you vote No

EUOBSERVER / BRUSSELS - On the eve of perhaps the most significant vote in the Greek parliament since the return of democracy to the country in 1974, the European Commission has warned Greek deputies that if they do not vote the right way, then everything changes as to whether EU solidarity continues.The Greek parliament opened debate on Tuesday (28 June) on a draconian package of public spending cuts, structural reforms and a massive €50 billion sell-off of state assets imposed by international lenders. The Greek parliament is due to vote on the mid-term package on Wednesday and hold a second vote on its implementation on Thursday.In a stern public statement issued the same day, EU economics commissioner Olli Rehn said there are only two options for the country: pass the mid-term package or default.The only way to avoid immediate default is for parliament to endorse the revised economic programme,he said in a communique read out to reporters by his spokesman, Amadeu Altafaj-Tardio.To those who speculate about other options, let me say this clearly: there is no Plan B to avoid default.In recent weeks, a range of commentators, including mainstream and heterodox economists have recommended a range of other paths out of the crisis than those on the table.The EU executive however dismissed such ideas as unrealistic.According to press reports over the last hours, there seems to be an illusion that there will be other plans on our desk, Altafaj-Tardio told reporters.This should be clear in all journalists, politicians and markets' minds.Pressed whether the commissioner's words meant that if the vote is defeated, Greece will be allowed to go bankrupt, the spokesman said: If Greece does everything to take the objectives set a year ago, then EU solidarity continues. If not, then of course everything changes.He refused to answer whether a country can default and still be a member of the eurozone.We are not putting ourselves in a scenario without Greece at this point in time,he said.

However, a eurozone source close to talks on the subject confirmed to EUobserver that there are indeed half-formed ideas about emergency measures to take in the event that the Greek parliament votes down the measures.It would be extremely irresponsible if there were no Plan B. There have been discussions on what to do, a contingency plan in the event that Greece doesn't vote the right way, said the contact.Ideas include a show of public support, possibly with the European Financial Stability Fund directly purchasing Greek government debt - an option that has until now been forbidden.One idea would involve allowing Greece to miss a payment and the EFSF then swooping in and buying up debt at a significantly discounted rate, but with very strict conditions.Another possibility is that Greece could return to the private sector for funding, although such a move would entail borrowing at acutely high rates.A market analyst speaking to this website also confirmed that in theory, there is nothing preventing Athens from selling debt to private creditors, at least for a short period.In the event of a failed vote, Greece could still make the repayments due in July and August by borrowing in the short-term money market, albeit at a very steep interest rate, Sony Kapoor, the director of international economic think-tank Re-Define, told EUobserver.This would buy two more months of negotiation time.In the same statement, the commissioner again told opposition forces to drop their resistance to the mid-term package and forge the necessary political consensus.Rehn appeared to respond to critics alarmed at the unprecedented interference by Brussels in domestic party politics, a phenomenon that has accelerated over the course of the year as the EU has successfully intervened to force cross-party consensus in three member states around election times, in order to prevent results from upsetting the economic apple cart.He stressed that he fully respects the prerogatives and the sovereignty of the Greek parliament. He also insisted, against criticisms from the left that working people, pensioners and the poor are being hit hardest by the austerity measures: This is about social justice, saying that the mid-term package fights tax evasion and supports honest work.

Rolling black-outs

The austerity has provoked furious country-wide resistance to the measures. A two-day general strike was launched on Tuesday.According to on-the-ground reports, industrial action managed to paralyse much of the country although demonstrations were substantially smaller than during the last, one-day general strike, with an estimated 25,000 gathered in front of the parliament building.Flights were largely grounded as air traffic controllers struck, while electric company workers have maintained rolling blackouts throughout the country. Most large private-sector enterprises and public-sector services were shut down, but many small and medium-sized businesses continued to operate as usual, with workers afraid for their jobs if they participate.Meanwhile, violent skirmishes broke out in the capital between police and protesters, with extensive use of tear gas and stun grenades. Some 18 people have been detained, according to police, and four arrested.Trade unions are set to march on the parliament in the evening.

European bankers mull French plan for Greek rollover

EUOBSERVER / BRUSSELS - European lenders are considering the first draft of a plan put forward by French banks for a rollover of some 70 percent of the banks' holdings of Greek debt.Unveiled by French President Nicholas Sarkozy on Monday (27 June), the plan would involve private bondholders agreeing to re-invest back in Greece half the amount of their holdings as they matured, swapping the debts for new longer-dated bonds.The maturity on the new bonds remains up for discussion, with some German sources saying the suggested extension to 30 years is too long, but the aim is to partially free the country from having to repay its debts in the near term, relieving some pressure from the insolvent nation.A further 20 percent of debts coming due would be invested in triple-A bonds via a special purpose vehicle.EU nations are hoping to convince private creditors to engage in such voluntary rollovers amounting to around €30 billion, representing just under a third of the amount of a potential second bail-out of the country.The French scheme was considered alongside other options at a meeting in Rome on Monday night of some of the most powerful figures in international banking, with executives flying in to talks with eurozone and European Central Bank representatives regarding the voluntary rollover.Organised by the Institute of International Finance, the world's global association of financial institutions, the meeting was hosted by Vittorio Grilli, the Italian Treasury chief and head of the EU Economic and Finance Committee

EU officials have confirmed that discussions on a voluntary rollover have already been taking place with Belgian, Dutch and German banks.However, other bondholders, including pension funds and central banks would also need to be convinced of rollover plans.Such schemes, however voluntary, may in any case provoke credit ratings agencies to declare a Greek default, as the Fitch agency announced it would do last week.European leaders are confident that they can cobble together a plan that is sufficiently voluntary that such a credit event will not happen.They are confident, not 100 percent, but they think they can pull it off,one EU official told EUobserver.The talks came ahead of a crucial vote in the Greek parliament on a package of €28 billion in cuts and €50 billion in public asset sell-offs. Discussion on the programme begins on Tuesday, with a vote on Wednesday. A second vote on a plan for implementing the programme will be held Thursday.Unions launched a two-day general strike on Tuesday in opposition to the mid-term Greek plan while a number of government deputies began to wobble in public as to whether they would support the measures.The ruling Pasok party has a slim, five-seat majority.

Financial crisis saw massive drop in EU investment

EUOBSERVER / BRUSSELS - The worldwide financial crisis, which erupted in late 2008, saw foreign investors massively cut their flow of money to the EU.The European Commission put out the figures, covering 2010, on Monday (27 June), on the eve of a vote by Greek MPs on further austerity cuts designed to win credibility among institutional lenders like the International Monetary Fund, and the private sector.
The numbers show that foreign direct investment (FDI) to the EU, which includes investment in foreign businesses but not purchases of sovereign debt, fell from €216 billion in 2009 to €54 billion in 2010.The steepest fall came from offshore financial centres, which injected €46 billion into the EU economy in 2009 and just €4 billion the year after. The biggest overall drop came from the US, from €97 billion to €28 billion. Investment from Switzerland and Russia also plunged. But inflows from Canada (up €16 billion) and China (up €12 billion) went up.Luxembourg - a financial services centre - took a big hit as the EU's largest normal recipient of outside money.The commission report said the overall drop continues the trend of recent years and noted that FDI into the EU was eight times higher in 2007, before the crisis struck, than in 2010.EU investors also tightened their purse strings.

EU investment around the world in 2010 fell from €281 billion to €107 billion. EU companies held back money primarily from offshore investment centres and the US. But investment also plummeted in Switzerland, going from €44 billion in 2009 to a net extraction of €7 billion.EU outward investment was five times lower than in 2007.

Iran fires missiles in second day of war games

TEHRAN (Reuters) - Iran's Revolutionary Guards tested 14 missiles on Tuesday, the second day of war games intended as a show of strength toward enemies Israel and the United States.The Iranian-made surface-to-surface missiles, with a maximum range of 2,000 km (1,250 miles), were fired simultaneously at a single target, the official IRNA news agency reported.Commander Amir Ali Hajizadeh, head of the Revolutionary Guards' aerospace division, emphasised Iran's preparedness to retaliate against Israel and U.S. interests in the event of any attack.The range of our missiles has been designed based on American bases in the region as well as the Zionist regime, Hajizadeh told the semi-official Fars news agency.The United States and Israel have said they do not rule out military strikes on Iran if diplomatic means fail to stop it developing nuclear weapons. Tehran says its nuclear program is geared to producing electricity, not atom bombs.IRNA said the Guards fired nine Zelzal missiles, two Shahab-1s, two Shahab-2s and one upgraded Shahab-3 missile. Iranian officials have previously announced that the Shahab 3 can reach targets up to 2,000 km (1,242 miles) away, putting Israel and U.S. bases in the Gulf within reach.

In Washington, the U.S. State Department reminded Iran that U.N. Security Council Resolution 1929 bars it from any activity related to ballistic missiles that can carry nuclear weapons, but declined to say if it believed any of those tested were nuclear-capable.That there is a U.N. Security Council resolution that precludes them from any activity related to ballistic missiles capable of delivering nukes is an important red line for us, State Department spokeswoman Victoria Nuland told reporters.A long-time enemy of the United States, Iran has been emboldened by what it perceives as U.S. military defeats in neighboring Iraq and Afghanistan. Both countries are still home to large U.S. troop numbers and Washington has other bases in the Gulf that Iran could choose to target.The Americans have reduced our labors, Hajizadeh told Fars. Their military bases in the region are in a range of 130, 250 and maximum 700 km in Afghanistan which we can hit with these missiles.

While Hamas had no problem drafting Mickey Mouse – thinly disguised as “Farfur” the mouse – to indoctrinate toddlers in Gaza to join the jihad against Israel, Muslims in Egypt have called a boycott against the Christian Copt owner of a communications company who insulted Islam by dressing Mickey up in Muslim garb.Fifteen lawyers are suing businessman Naguib Sawiris for publicizing a photo of Mickey Mouse wearing a white robe and a beard, together with an image of Minnie Mouse wearing a full-face veil. The lawyers, along with dozens of Muslim clerics, have called for Egyptians to cut their contracts with Sawiris' Mobinil and Orascom cellphone companies.Islamists, many from the ultraconservative Salafi sect, have opened numerous Facebook pages calling for a boycott. If you’re a real Muslim ... boycott his (Sawiris’) products if you love your religion. We have to cut the tongue of any person who attacks our religion,says the page of one group.Other groups, with titles like We Hate You Mickey Sawiris,have garnered thousands of page views for their sites. In a television interview, top Muslim cleric Mazen el-Sersawi accused Sawaris of fomenting tension between Muslims and Coptic Christians, who have clashed on numerous occasions in recent months, leaving dozens wounded and several dead. How can a man like this make fun of Muslims, in a country on the brink of sectarian discord,el-Sersawi said in the interview.

Sawaris, for his part, issued an apology via his Twitter account, writing, I apologize for those who don’t take this as a joke. I just thought it was a funny picture; no disrespect meant! I’m sorry.Speaking Sunday at a meeting of political activists, Sawaris added, We should not limit Islam to a beard or veil.The apology has not calmed tensions, however, and a protest outside Orascom headquarters is planned for later this week. Naguib Sawaris' family is considered one of the wealthiest in Egypt. Sawaris was very active in the campaign to oust Hosni Mubarak; an avowed secularist, he founded the Free Egyptian political party, which plans to run in the upcoming elections.(

Israel Tourists Boycotting Turkey

Israeli tourists have gone cold Turkey, avoiding a country which is suffering a 59 percent decrease in visits from Israel to the once-popular vacation spot before Ankara turned a cold shoulder to its former friend.The decrease in the first five months this year compares with a 133 increase in 2010, when compared with the same period the previous year, Turkey’s Hurriyet newspaper reported.Only 30,000 Israel tourists visited Turkey between January and May of this year, compared with 72,500 the previous year. The sharp decline accelerated in May, when the decrease was more than 60 percent.Turkey and Israel enjoyed friendly relations until two years ago, when Turkish Prime Minister Recep Tayyip Erdogan decided to join international condemnation of Israel for the counterterrorist Operation Cast Lead campaign against Hamas terrorists. Retired Judge Richard Goldstone, who authored a damning report of Israel for the United Nations, has since admitted that many of his accusations were wrong.

Turkish-Israeli relations sank to new depths after the flotilla clash in May 2010, when Turkish members of the terror-linked and Turkish-based IHH group clubbed, shot at and kidnapped Navy commandos who boarded their boat to prevent it from approaching Hamas-controlled Gaza.Nine IHH members were killed in the clash. The angry reaction from Ankara, accompanied by several extremely anti-Semitic presentations on television, has led many Israelis to look for different countries for vacationing.(

Tropical Storm forms in Gulf; heavy rains expected

MIAMI – Forecasters say Tropical Storm Arlene has formed in the Gulf of Mexico but is not likely to threaten the U.S. coast.The government of Mexico on Tuesday issued Tropical Storm warnings for the northeastern coast from Barra De Nautla north to Bahia Algodones. The storm is predicted to hug much of the coast over the next few days.The National Hurricane Center in Miami, Fla., says Arlene is about 280 miles (450 kilometers) east-southeast of Tampico, Mexico. The center had maximum sustained winds of 40 mph (65 kph). It is the first named storm in the Atlantic this season.
The main threat to Mexico is heavy rains that could cause flash floods and mudslides. Forecasters say extreme south Texas also could get some rain from the system.

More flooding woes along the Missouri, Souris rivers

OMAHA, Neb (Reuters) – Missouri River floodwaters lapped at a nuclear power plant north of Omaha, Nebraska, on Tuesday and have cracked more defenses downstream after weeks of sustained pressure on levees running hundreds of miles.And in Minot, North Dakota's fourth largest city, the roughly 12,000 displaced residents watched Souris River flooding slowly recede and began to look toward recovery.Up and down the Missouri River from North Dakota to Missouri, residents on Tuesday said they were just plain tired -- tired of sandbags, tired of water, tired of worrying.We've just got water. And, it's not going away, said Tony Mangan, 50, whose family has lived in the South Dakota river town and capital of Pierre, since 1987.You sense there is a weariness out there. People are tired.Flood defenses have protected downtown Pierre. Griffin Park and Steamboat Park at the river's edge have flooded, with water running over the amphitheater main stage at Steamboat Park.Across from Yankton, South Dakota, Don Edwards said he has spent thousands of dollars on sandbags and rock material known as rip-rap to keep his Murdo's Aten Resort eatery open in Nebraska barely three miles downstream from Gavins Point Dam.The river is about 2 feet below the deck, Edwards said of the restaurant's wooden deck overlooking the Missouri River.Normally it's about 12-15 feet below the deck.If it comes up any more, we are all in trouble.Several inches of rain over the weekend caused storm sewer backups in Omaha and across the Missouri River in Council Bluffs, Iowa. Some businesses and residents were forced out on the east side of Omaha temporarily.Federal officials said Tuesday they were reinforcing 2.1 miles of levee in Council Bluffs where they had found seepage or sand boils on a dozen sections.


At the Fort Calhoun Nuclear Power Station north of Omaha, which has been shut since April for maintenance, officials expect to replace by the end of next week an inflatable barrier that deflated on Sunday sending a rush of water toward the plant.
The breach temporarily interrupted some electrical power but emergency generators restored power later that day and there was no threat to sensitive facilities.
Although the plant is surrounded by water, its flood defenses have nearly eight feet of space from current river levels, officials have said.Record water releases to relieve pressure on six reservoirs from Montana through South Dakota have strained flood defenses and the Missouri River continued to breach levees along the northern Missouri and Kansas border.About 300 or 400 people have been forced from homes in Winthrop, Missouri, and in nearby Lewis and Clark Village since Monday afternoon because of a 150-foot wide levee breach, said Bill Brinton, Buchanan County emergency management director.Water was nearly as high as the eaves Tuesday on some year-round and vacation homes at Sugar Lake due to the breach, Britton said. High water closed the Amelia Earhart Bridge over the Missouri River connecting Missouri to Atchison, Kansas.Downstream, St. Joe Casino and Remington Nature Center in St. Joseph, Missouri, were closed after parking lots flooded.St. Joseph's levees have 10 to 15 feet of room above current river levels, Brinton said.I feel pretty good about our levees but you never know what's going to fail or pop, Brinton said.


In Minot, the Souris River had receded on Tuesday by barely a foot from the weekend crest that smashed a 130-year-old record by nearly four feet. It is forecast to stay above the prior record until the Fourth of July and it could be weeks before residents can survey the heaviest damage.Only about 375 of the roughly 4,100 structures damaged in Minot were covered by flood insurance. City officials have said at least half the structures had extensive damage and there may be high demand for temporary housing.We are looking at about four different tracts of land in town, in this area, that are very good size because the destruction is just unbelievable down in the valley, Minot Mayor Curt Zimbelman told reporters on Tuesday.A few hundred people have stayed in area shelters and many others have stayed with friends, family and neighbors. Officials urged them to register with the Federal Emergency Management Agency as it prepares for longer term housing.North Dakota Governor Jack Dalrymple on Tuesday picked National Guard Major General Murray Sagsveen to coordinate statewide flood recovery efforts. Sagsveen also directed Grand Forks recovery efforts from a devastating 1997 flood.Sagsveen told reporters it would be a long-term process of recovery for North Dakota's flooded communities, but said he believed Grand Forks came out of the 1997 flood a far more beautiful, vibrant city than it was before.This is a disaster, but I am very hopeful that coming out of this, Minot will be even more robust than it is right now, Sagsveen said. LOS ANGELES (AFP) – American pop star Lady Gaga is accused of misrepresenting charitable donations from wristbands sold to benefit tsunami and earthquake victims in Japan earlier this year.The complaint, filed in a Michigan court on Friday by 1800lawfirm, says the star as well as her record label, Universal Music Group, and the Bravado International Group, lacked transparency surrounding the amount of money that was raised from sales of the wristbands and whether those funds were 100% allocated to earthquake and tsunami victims.After the earthquake and tsunami disasters in March 2011 that devastated Japan, Lady Gaga created the rubber wristbands and the singer's website advertised that all proceeds from sales of the wristband would benefit victims.The white rubber bracelets were sold for $5 and inscribed in red with the phrase, We pray for Japan,in English and Japanese.While we commend Lady Gaga for her philanthropic efforts, we want to ensure that claims that all proceeds will be donated to Japan?s earthquake relief efforts are in fact true, said one of the plaintiff's lawyers, Alyson Oliver, in a press release.The suit alleges that the singer and her partners added additional shipping charges in excess of the amount required to ship the wristbands based on their weight, and retained a portion of the shipping charges,according to court documents.This misguided lawsuit is without merit and unfortunately takes attention away from the kind deeds of the fans around the world who are supporting the people of Japan,said Lady Gaga's spokeswoman, Holly Shakoor in an email to AFP.

The entire $5 donation made with the purchase of each bracelet is going to support the disaster relief. No profit is being made on shipping costs. Sales tax charges were made in accordance with local legal requirements,she added.The lawsuit seeks damages,including a return of all amounts paid for the products,according to the press release.According to Japanese media, Lady Gaga has so far donated approximately $3 million to disaster zones in the northeast of Japan, most of that from the sale of the wristbands.The star was in Tokyo last weekend for a charity concert organized by MTV Video Music Aid Japan.

Radioactive water leaks from Japan's damaged plant

TOKYO (Reuters) – Tons of radioactive water were discovered on Tuesday to have leaked into the ground from Japan's Fukushima nuclear plant, the latest in a series of leaks at the plant damaged in a March earthquake and tsunami, the country's nuclear watchdog said.More than three months after the disaster, authorities are struggling to bring under control damaged reactors at the power plant, 240 km (150 miles) north of Tokyo.About 15 metric tons of water with a low level of radiation leaked from a storage tank at the plant on the Pacific coast, the Nuclear and Industrial Safety Agency said.Plant operator Tokyo Electric Power Co (Tepco) said it was investigating the cause of the leak which was later repaired.Vast amounts of water contaminated with varying levels of radiation have accumulated in storage tanks at the plant after being used to cool reactors damaged when their original cooling systems were knocked out by the March 11 disaster.Dealing with that radioactive water has been a major problem for Tepco, which is trying to use a decontamination system that cleans water so it can be recycled to cool the reactors.

But the system has encountered technical glitches and officials have said the water could spill into the Pacific Ocean unless the system was operating properly.The system was halted an hour and a half after it started on Monday because of a water leakage.Tepco fixed the problem and restarted the system on Tuesday afternoon, said Junichi Matsumoto, an official at the utility.(Reporting by Shinichi Saoshiro and Yoko Kubota; Editing by Michael Watson and Robert Birsel)

US nuclear material safe despite wildfire: officials

LOS ANGELES (AFP) – Radioactive material stored at the top US nuclear laboratory is safe despite a threatening wildfire which has closed the Los Alamos National Lab (LANL) until Wednesday and forced thousands to evacuate, officials said.All nuclear and hazardous materials, including those at the lab's principal waste storage site known as Area G, are accounted for and protected, authorities said Tuesday on the official New Mexico Fire Information website.Water tanks at the lab's wild land fire helicopter landing pad are re-filled in preparation for today's firefighting activities, they said about the historic lab where the atomic bomb was developed during World War II.The laboratory's website confirmed that the facility would remain closed until at least Wednesday, and that firefighters have ordered thousands to evacuate the nearby town of Los Alamos, where 42 percent of the lab's 11,800 employees live.Only employees on an essential-duties access list will be permitted back onto laboratory property during the closure, as notified by their line management,LANL said.

The Las Conchas fire did not reach lab property Monday night after a small fire on the property was put out earlier that day, and no releases of radiological or other contaminants had been detected by LANL monitoring teams, officials said.We ordered the evacuation yesterday after the fire moved beyond our safety triggers and did a small incursion into LANL property that was aggressively fought by our county personnel with LANL support and the forest service helping us to extinguish the small area restoring our line,Los Alamos Fire Department's assistant chief Michael Thompson told AFP.Today we have predictions of more winds that will carry the fire further in the forest above the community and threaten the line that we have (protecting) LANL. We have had some time to prepare for this and now have the resources ready and will defend against the threat,he added.Radioactive materials are stored at the Laboratory for research purposes and the property also houses radioactive waste.LANL is operated by Los Alamos National Security, a partnership between the University of California, Bechtel National, the Babcock & Wilcox Company, and the Washington division of URS for the US Department of Energy.
Separately, US nuclear authorities were watching floodwaters threatening a nuclear power plant in Nebraska after a protective barrier collapsed.The 2,000-foot (607-meter) long barrier, holding back floodwaters from the Missouri river, collapsed early Sunday, threatening the Fort Calhoun nuclear power plant.This allowed floodwaters to surround the auxiliary and containment buildings, which are protected by design to a floodwater level of 1014 mean sea level,the US Nuclear Regulatory Commission said.The Missouri river was at 1,006.3 feet (306.7 meters), but river levels were not expected to exceed 1,008 feet, it added in a statement. The collapse also allowed floodwaters to surround the main electrical transformers, it said, adding that operators transferred power from offsite sources as a precautionary measure.The plant has been shut down since April 7 for refueling, it said.

Royal visit puts Canada's sense of self to a test

TORONTO (AP) — Decades have passed since Canadians abandoned the Union Jack and replaced God Save the Queen with O Canada, but the royalty-lovers among them are in for a thrill when Britain's newest royal couple come visiting on Thursday.Meanwhile, those who leaf through the government's updated guide to good citizenship will notice that the oath of allegiance to Queen Elizabeth II has been moved from the back of the pamphlet to the front.Royalty seems to be making a comeback of sorts in Canada.Part of it is simply the afterglow of the sumptuous wedding of Prince William to Kate Middleton two months ago. But something deeper is afoot than mere stargazing: Prime Minister Stephen Harper is the most pro-monarchy Canadian leader since the 1950s, and his ambition is to foster a national identity that is more conservative and more aware of its historical roots. He has just come out of a general election greatly strengthened, and now he gets to bask in the aura of William and Kate on their first official overseas trip as a married couple.He thinks that emphasizing Canada's monarchical traditions is key to refashioning Canadians' self-image,said Robert Bothwell, a professor at the University of Toronto.

Ordinarily, most Canadians are indifferent to the monarchy, even though 85-year-old Queen Elizabeth II is their titular head of state, is portrayed on their coins and stamps, and has visited them 22 times as head of state. But a royal visit usually brings out the crowds, and Heritage Minister James Moore reckons this one will be the most-watched in Canada's history.The monarchy is part of our fabric, part of our future and it's one of the central institutions to our identity as Canadians, Moore told The Associated Press.Many in the French-speaking province of Quebec disagree, and small groups have taken to the streets on past royal visits to show their displeasure. The visiting couple will be in Quebec City, where a militant French separatist group has vowed to demonstrate, and may face similar protests in Montreal.
The group's spokesman, college student Julien Gaudreau, said The monarchist symbol is a right-wing symbol ... It's not really democratic, it's not representative of the population.Overall, the antiroyal movement in Canada is minuscule, meaning that William, now 29, will almost certainly be king of Canada one day. One reason is that abolishing the monarchy would mean changing the constitution. That's an inherently risky undertaking, given how delicately it is engineered to unite a nation of 34 million that embraces English-speakers, French-speakers, indigenous tribes and a constant flow of new immigrants.The Duke and Duchess of Cambridge, as they are formally known, will encounter many of those faces of Canada during their nine days of travel, from the sub-Arctic to oil-rich Calgary, Alberta, from busy Montreal to bucolic Prince Edward Island of Anne of Green Gables fame. Harper, five years in office, will meanwhile be pushing ahead with his long-term goal of shifting the country's ideological bearings from center-left to center-right — a project that lays greater stress on such symbols as the monarchy, the military, hockey and the Arctic.When the updated guide for new immigrants was published in 2009, it was widely noted that the monarchy and armed forces overshadowed social programs such as universal health care, the pride of the left-of-center Liberal era typified by the late Pierre Trudeau.Harper harkens back to a 1950s conservative vision of Canada — none of the Trudeau-welfare state stuff, said Lawrence Martin, a political columnist for The Globe and Mail newspaper and author of Harperland: The Politics of Control.That's the type of identity that he's trying to forge here, which is a fair distance from the Liberal way. He likes to use the monarchy as a tool of that because it fits his vision of the country, distinct from the Liberal vision.Gerry Nicholls, who worked under Harper at a conservative think tank, said Harper previously wasn't a staunch monarchist, but that he values it as a conservative symbol.It plays into a larger strategy of creating this conservative ethos for Canada. But he as well as the opinion polls acknowledge it's not a hot-button issue.A poll of about 1,000 Canadians taken by Harris/Decima a year ago, just before the queen's last visit, showed 55 percent were aware she was coming. Fifty-two percent of those who were aware of the visit felt the monarchy is an important part of Canadian history, while 44 percent saw it as part of the colonial past. Margin of error was given as 3.1 percent.

In an interview, Manley said Canadians care much more about who wins hockey's Stanley Cup. I suspect that another country, perhaps Australia, is going to deal with this first. Then perhaps Canadians might consider it.Josh Upton, 21, of the Calgary branch of The Monarchist League of Canada, expects the William-and-Kate visit to strengthen Canada's ties with its sovereign.It's the new fresh face on the monarchy, he said. People are going to be more excited about it because they see the future of the monarchy in Canada in the duke and duchess.But Ameya Pendse, born in the U.S. to Indian parents and now a Canadian citizen, belongs to Citizens for a Canadian Republic, an anti-monarchy group.I've talked to many young kids and they say the queen shouldn't have any role in our society whatsoever, said Pendse, 18. We're paying millions of dollars for their stays in Canada and it's really disturbing.
