Fayyad: PA Already Moving to Make J'lem its Capital

Palestinian Authority Prime Minister Salam Fayyad used his weekly address to tell listeners the PA would be making unilateral moves to establish Jerusalem as the capital for a PA state.This despite claims by PA Chairman Mahmoud Abbas on Thursday that he is ready to sit down and talk peace with Israelis.Telling listeners the last two years [during which the PA adamantly refused to sit down and discuss peace with Israel -Ed.] had focused on resistance to Israeli occupation of eastern Jerusalem, Fayyad said that now it was time to focus instead on turning the city into a capital for a PA state.Fayyad said the PA is determined to improve services to residents of eastern Jerusalem, and to help institutions operating there, especially in health, law and education.Doing so would be a confrontational exercise in sovereignty over the city, which, without a negotiated settlement with Israel, would be a violation of the Oslo Accords agreement that brought the PA into existence in the first place, and enables its continuation.Fayyad said he hoped to stop the Israeli attempts to destroy the national dimension in the curriculum of Arab school children in Jerusalem.The PA has already allotted NIS 2m for materials and textbooks for Arab schools in eastern Jerusalem.The curriculum Fayyad hopes to implement in Arab schools in eastern Jerusalem -- which are funded by the Jerusalem municipality and the State of Israel Ministry of Education -- include PA Chairman Mahmoud Abbas' Holocaust denial dissertation, excerpts from the Protocols of the Elders of Zion, and the promotion of a jihad (religious war) against Israel's Jews.Fayyad added Jerusalem would be the symbol of peace and co-existence between religions and cultures.(IsraelNationalNews.com)

Abbas Vows to Continue Talks with Israel

Palestinian Authority Chairman Mahmoud Abbas has vowed to continue final status negotiations with Israel.Abbas, who also heads the PA's Fatah faction, said Thursday talks would continue despite a reconciliation deal reached with Hamas. The agreement is expected to lead to an interim government uniting the two rival factions.PA unity and talks with Israel, said Abbas, are two different matters.Earlier, a Hamas official told reporters that if and when the Gaza-based terrorist group re-joins the PA government, talks with Israel will stop.Abbas also slammed comments made by Prime Minister Binyamin Netanyahu, who said bluntly the PA would have to choose between unity and peace with Israel.Netanyahu warned Abbas in a recorded video message on Wednesday, You cannot have peace with both, because Hamas aspires to destroy the State of Israel... Hamas fires rockets at our cities and anti-tank missiles at our children... I hope the PA makes the right choice.Hamas is part of the Palestinian nation,responded Abbas a day later. Israel is just a partner. We want to work with both.Foreign Minister Avigdor Lieberman added his own warning Thursday to Abbas against the merger, saying it would prove to be a danger to Israel.The reconciliation deal involves freeing hundreds of Hamas terrorists from PA-Fatah jails in Judea and Samaria. Surprise Palestinian unity deal challenges Israel

JERUSALEM (Reuters) – Israel said on Thursday a Palestinian unity deal would sabotage prospects for peace and stemmed from panic by Hamas and Western-backed President Mahmoud Abbas over popular uprisings in Syria and Egypt.The surprise reconciliation between the Islamist group that runs Gaza and Abbas's Fatah movement that exercises limited self-rule in the West Bank presented a new challenge for Israel as it mounts a diplomatic drive against a Palestinian campaign to win U.N. recognition of statehood ambitions in September.The agreement between Fatah and the terror organization Hamas is a fatal mistake that will prevent the establishment of a Palestinian state and will sabotage chances of peace and stability in the region, Israeli President Shimon Peres said.Peres, a respected elder statesman, said in a statement he feared Hamas would ultimately take over the West Bank after a Palestinian election envisaged by the unity deal and that the influence of Hamas ally Iran would be strengthened as a result.Peace talks between Israel and Abbas's administration resumed in September in Washington but quickly fizzled after Prime Minister Benjamain Netanyahu refused to extend a partial building freeze in Jewish settlements in the occupied West Bank.Speaking publicly for the first time since the reconciliation pact was unveiled on Wednesday, Abbas signaled negotiations with Israel would still be possible during the term of a new interim government formed under the agreement.He said the Palestine Liberation Organization (PLO), which he heads and to which Hamas does not belong, would still be responsible for handling politics, negotiations.But Abbas said Palestinian unity is vital.

In the West Bank and Gaza Strip, Palestinians said the unity accord was born of a deep-seated popular desire to overcome the Hamas-Fatah divide and reflected frustration over the slow move toward statehood.The signing of the agreement is very, very good and I pray to God to make it succeed because we are one people in one trench, said Salman al-Dairi, 50, who described himself as a Fatah supporter in Gaza.Lieberman also said Abbas had leaned for years on Hosni Mubarak, the Egyptian president toppled by a pro-democracy revolt in February, and now felt his own position was shaky.The result, according to Lieberman, was an alliance between Palestinian factions that crossed a red line for Israel.He held out the possibility of withholding Palestinian tax revenues that Israel transfers to the Palestinian Authority and a suspension by Congress of crucial financial aid to Abbas's administration if it shares power with Hamas. Abbas has said he will not return to U.S.-sponsored peace negotiations until settlement-building is halted in the West Bank and in East Jerusalem, areas Israel captured in a 1967 war and which Palestinians want as part of a future state.

Israel has called that an unacceptable pre-condition, and has been urging Western governments to oppose Palestinian plans to ask the U.N. General Assembly in September to recognize a Palestinian state in all of the West Bank and Gaza. Next month, Netanyahu is due to address a joint meeting of the U.S. Congress, a speech that had been widely expected to include new, interim steps toward a peace agreement.Speaking on Wednesday after the unity deal was revealed, Netanyahu said: The Palestinian Authority must choose either peace with Israel or peace with Hamas. There is no possibility for peace with both.But Barak, who heads a small center-left faction in Israel's rightist coalition, questioned whether the Palestinian unity deal, which charts the formation of an interim administration and elections later this year, would be implemented.Hamas won the last Palestinian legislative election held in 2006. Danny Dayan: Admit Oslo Is Dead

Yesha Council Chairman Danny Dayan called on Prime Minister Binyamin Netanyahu to cancel his upcoming Bar-Ilan II speech and annex Area C in Judea and Samaria.The prime minister must cancel Bar-Ilan II and say one thing, Dayan said.That Bar-Ilan I is off the table - a Palestinian state will not arise.Bar Ilan I is a reference to a speech given by Netanyahu at Bar Ilan University in June 2009 which he laid out his criteria for the creation of a PA state.Among those criteria were the exclusion and destruction of Hamas, defensible borders for Israel, recognition of Israel as a Jewish state, and Jerusalem as Israel's united capital.On Wednesday PA Chairman Mahmoud Abbas agreed to admit Hamas to the PA, and PA Prime Minister Salam Fayyad said the PA would begin moving unilaterally to make eastern Jerusalem its capital.

Netanyahu's upcoming speech at Bar Ilan, dubbed Bar Ilan II by pundits, was expected to be an updated installment of his original Bar Ilan speech for the Israeli public before Netanyahu travels to the U.S. where he will address Congress.But Israeli politicians and pundits alike have been left guessing about the content of his Bar Ilan II speech as it comes after two years of stalled talks and the PA decision to abrogate the Oslo Accords and seek a unilateral declaration of PA statehood by the United Nations in September.Dayan says he hopes Netanyahu will seize the maximum benefit from new developments.There are now two crises,Dayan said.The PA has chosen to cancel all agreements with Israel and go to the U.N. and they also decided to admit Hamas to their ranks. Every crisis is also an opportunity. The prime minister should say he no longer consents to a PA state, that we are released from Oslo, and move to fulfull Zionist dreams.Dayan believes the annexation of Area C is now a required step. It's not enough for Israel say she no longer consents to a Palestinian state, but it's time to exert Israeli sovereignty and annex the open spaces and Jewish communities in Judea and Samaria. It is time we become citizens with equal rights like citizens in any other place in the country. The Palestinians launched a political war against us, but it's not strong enough in real terms to win.
Dayan called on politicians to restore the confidence and sense of security of Israelis in Judea and Samaria, who he says were often abandoned to the PA police under Oslo.I'm having a lot of meetings with Central Command and the commander in Judea and Samaria,Dayan said.And in meeting with them I begin with a warning about security cooperation with PA security forces. The notion is completely surreal and the proof is what we saw happen at Joseph's Tomb.Dayan argued that despite mistakes made since the Oslo Accords were signed, the Israeli army is a strong army and can solve the problems that now exist.

Of course we made mistakes and will pay them a price, Dayan said philosophically.We were wrong. But we should not scare ourselves. We should now restore confidence. If Hamas will take over the cities of Judea and Samaria, we must make it clear we will go back to them - Hevron, Shechem, and Ramallah - and return them to Israeli control.
We need to pressure Netanyahu to use the situation to Israel's advantage... to declare the Oslo process, which was the biggest strategic mistake Israel ever made, dead. We've paid with over 1,000 dead already. Withdraw immediately the government's assent for a PA state. The army needs to announce all security cooperation agreements are off and take full responsibility for all Israeli citizens' security today, not tomorrow.This is the responsibility of political leadership,Dayan said.The prime minister is the one who must take the decision. IMF in talks with Portugal as long as necessary

WASHINGTON (AFP) – The International Monetary Fund will negotiate the terms of a financial rescue with Portugal as long as it takes to reach an agreement, an IMF spokesman said on Thursday.Negotiations are ongoing and will continue as long as needed, spokesman David Hawley said at a news briefing at the IMF headquarters in Washington.All parties involved understand the importance of reaching an agreement. I don't want to be drawn on a date specific, Hawley added.Officials from the troika of the European Central Bank, European Union and IMF are currently in Lisbon negotiating the terms of financial rescue package expected to total nearly 80 billion euros ($118 billion).Portugal's outgoing Prime Minister Jose Socrates said on Thursday the bailout plan should be drafted by mid-May to present to eurozone finance ministers on May 16.

DAMASCUS (Reuters) – The Muslim Brotherhood called on Syrians to take to the streets ahead of Friday prayers and help the besieged city of Deraa, where a rights group said civilian deaths from a tank-backed army attack rose to 50.It was the first time that the Brotherhood, ruthlessly crushed along with secular leftist movements under the rule of late President Hafez al-Assad, had called directly for protests in Syria since pro-democracy demonstrations against Assad's son, President Bashar al-Assad, erupted six weeks ago.A declaration by the Brotherhood, sent to Reuters by its leadership in exile Thursday, said: Do not let the regime besiege your compatriots. Chant with one voice for freedom and dignity. Do not allow the tyrant to enslave you. IAEA Confirms Syria Tried to Build Nuclear Reactor

Vienna-based International Atomic Energy Agency (IAEA) head Yukiya Amano on Thursday said for the first time Syria had tried to build a nuclear reactor at the site Israeli warplanes destroyed five years ago, the Associated Press reports.Syria has refused follow-up access to the international nuclear watchdog agency for two years to the remains of a complex that was being built at Dair Alzour in the desert when Israel bombed it to rubble in 2007.IAEA officials recently carried out an inspection of another Syrian plant earlier as it seeks to reinvigorate its stalled probe into suspected covert Syrian nuclear activity.The inspection is being conducted as planned, an IAEA official said, giving no further details.The IAEA visit to the Homs acid purification plant in western Syria was prompted by U.S. intelligence suggesting Syria had tried to build another nuclear reactor suited to producing plutonium for atomic bombs.Syria denies any nuclear weapons ambitions, but confidential IAEA reports from 2004 indicate the Homs site has had several tons of uranium concentrates, or yellowcake, as by-products. PLEASANT GROVE, Ala. – Firefighters searched one splintered pile after another for survivors Thursday, combing the remains of houses and neighborhoods pulverized by the nation's deadliest tornado outbreak in almost four decades. At least 291 people were killed across six states — more than two-thirds of them in Alabama, where large cities bore the half-mile-wide scars the twisters left behind.The death toll from Wednesday's storms seems out of a bygone era, before Doppler radar and pinpoint satellite forecasts were around to warn communities of severe weather. Residents were told the tornadoes were coming up to 24 minutes ahead of time, but they were just too wide, too powerful and too locked onto populated areas to avoid a horrifying body count.These were the most intense super-cell thunderstorms that I think anybody who was out there forecasting has ever seen, said meteorologist Greg Carbin at the National Weather Service's Storm Prediction Center in Norman, Okla.If you experienced a direct hit from one of these, you'd have to be in a reinforced room, storm shelter or underground to survive, Carbin said.The storms seemed to hug the interstate highways as they barreled along like runaway trucks, obliterating neighborhoods or even entire towns from Tuscaloosa to Bristol, Va. One family rode out the disaster in the basement of a funeral home, another by huddling in a tanning bed.

In Concord, a small town outside Birmingham that was ravaged by a tornado, Randy Guyton's family got a phone call from a friend warning them to take cover. They rushed to the basement garage, piled into a Honda Ridgeline and listened to the roar as the twister devoured the house in seconds. Afterward, they could see outside through the shards of their home and scrambled out.The whole house caved in on top of that car, he said.Other than my boy screaming to the Lord to save us, being in that car is what saved us.Son Justin remembers the dingy white cloud moving quickly toward the house.To me it sounded like destruction, the 22-year-old said.It was a mean, mean roar. It was awful.At least three people died in a Pleasant Grove subdivision southwest of Birmingham, where residents trickled back Thursday to survey the damage. Greg Harrison's neighborhood was somehow unscathed, but he remains haunted by the wind, thunder and lightning as they built to a crescendo, then suddenly stopped.Sick is what I feel, he said.This is what you see in Oklahoma and Kansas. Not here. Not in the South.Alabama Gov. Robert Bentley said his state had confirmed 204 deaths. There were 33 deaths in Mississippi, 33 in Tennessee, 15 in Georgia, five in Virginia and one in Kentucky. Hundreds if not thousands of people were injured — nearly 800 in Tuscaloosa alone.Some of the worst damage was about 50 miles southwest of Pleasant Grove in Tuscaloosa, a city of more than 83,000 that is home to the University of Alabama. The storms destroyed the city's emergency management center, so the school's Bryant-Denny Stadium was turned into a makeshift one. School officials said two students were killed, though they did not say how they died. Finals were canceled and commencement was postponed.

Tuscaloosa Mayor Walter Maddox told reporters that police and the National Guard will impose a curfew at 10 p.m. Thursday, and 8 p.m. the next night. Authorities have been searching for survivors so far, but Maddox said they will begin using cadaver dogs on Friday.A tower-mounted news camera in Tuscaloosa captured images of an astonishingly thick, powerful tornado flinging debris as it leveled neighborhoods.
That twister and others Wednesday were several times more severe than a typical tornado, which is hundreds of yards wide, has winds around 100 mph and stays on the ground for a few miles, said research meteorologist Harold Brooks at the Storm Prediction Center.There's a pretty good chance some of these were a mile wide, on the ground for tens of miles and had wind speeds over 200 mph, he said.The loss of life is the greatest from an outbreak of U.S. tornadoes since April 1974, when the weather service said 315 people were killed by a storm that swept across 13 Southern and Midwestern states. Brooks said the tornado that struck Tuscaloosa could be an EF5 — the strongest category of tornado, with winds of more than 200 mph — and was at least the second-highest category, an EF4.Search and rescue teams fanned out to dig through the rubble of devastated communities that bore eerie similarities to the Gulf Coast after Hurricane Katrina in 2005, when town after town lay flattened for nearly 90 miles.In Phil Campbell, a small town of 1,000 in northwest Alabama where 26 people died, the grocery store, gas stations and medical clinic were destroyed by a tornado that Mayor Jerry Mays estimated was a half-mile wide and traveled some 20 miles.We've lost everything. Let's just say it like it is, Mays said.I'm afraid we might have some suicides because of this.President Barack Obama said he would travel to Alabama on Friday to view storm damage and meet Bentley and affected families. As many as a million homes and businesses there were without power, and Bentley said 2,000 National Guard troops had been activated to help. The governors of Mississippi and Georgia also issued emergency declarations for parts of their states.We can't control when or where a terrible storm may strike, but we can control how we respond to it,Obama said.And I want every American who has been affected by this disaster to know that the federal government will do everything we can to help you recover and we will stand with you as you rebuild.The storm prediction center said it received 164 tornado reports around the region, but some tornadoes were probably reported multiple times and it could take days to get a final count.

In fact, Brooks said 50 to 60 reports — from the Mississippi-Alabama line, through Tuscaloosa and Birmingham and into Georgia and southwestern Tennessee — might end up being a single tornado. If that's true its path would be one of the longest on record for a twister, rivaling a 1925 tornado that raged for 219 miles.Brooks said the weather service was able to provide about 24 minutes' notice before the twisters hit.It was a well-forecasted event,Brooks said.People were talking about this week being a big week a week ago.Gov. Bentley said forecasters did a good job alerting people, but there's only so much they can do to help people prepare.Carbin, the meteorologist, noted that the warning gave residents enough time to hunker down, but not enough for them to safely leave the area.You've got half an hour to evacuate the north side of Tuscaloosa. How do you do that and when do you do that? Knowing there's a tornado on the ground right now and the conditions in advance of it, you may inadvertently put people in harm's way,he said.Officials said at least 13 died in Smithville, Miss., where devastating winds ripped open the police station, post office, city hall and an industrial park with several furniture factories. Pieces of tin were twined high around the legs of a blue water tower, and the Piggly Wiggly grocery store was gutted.It's like the town is just gone, said 24-year-old Jessica Monaghan, wiping away tears as she toted 9-month-old son Slade Scott. The baby's father, Tupelo firefighter Tyler Scott, was at work when the warning came on the TV.

It said be ready in 10 minutes, but about that time, it was there,Monaghan said. She, Slade and the family's cat survived by hiding in a closet.At Smithville Cemetery, even the dead were not spared: Tombstones dating to the 1800s, including some of Civil War soldiers, lay broken on the ground. Brothers Kenny and Paul Long dragged their youngest brother's headstone back to its proper place.Unlike many neighboring towns, Kenny Long said, Smithville had no storm shelter.You have warnings,Long said,but where do you go? Some fled to the sturdy center section of Smithville Baptist Church. Pastor Wes White said they clung to each other and anything they could reach, a single mass of humanity as the building disintegrated around them.The second story is gone, the walls collapsed, but no one there was seriously hurt. The choir robes remained in place, perfectly white.Seven people were killed in Georgia's Catoosa County, including in Ringgold, where a suspected tornado flattened about a dozen buildings and trapped an unknown number of people.It happened so fast I couldn't think at all, said Tom Rose, an Illinois truck driver whose vehicle was blown off the road at I-75 North in Ringgold, near the Tennessee line.Catoosa County Sheriff Phil Summers said several residential areas had nothing but foundations left, and that some people reported missing had yet to be found. When the first of three storms hit and uprooted trees in her yard, she figured the funeral home would be a safer place for her two children. As shingles began sailing past the window, she headed for the basement.That's what saved her, I guess, Moore said. It was over in just a matter of seconds. She called 911 and emergency crews had to help her get out.The storm system spread destruction from Texas to New York, where dozens of roads were flooded or washed out.In a large section of eastern Tennessee, officials were looking for survivors and assessing damage. In hard-hit Apison, an unincorporated community near the Georgia state line where eight people died, about 150 volunteers helped with the search.It was unclear how high the death toll could rise. In Mississippi, Lee County Sheriff Jim Johnson and a crew of deputies and inmates searched the rubble, recovering five bodies and marking homes that still had bodies inside with two large orange Xs.I've never seen anything like this,Johnson said.This is something that no one can prepare for.

TUSCALOOSA, Alabama (Reuters) – Tornadoes and violent storms tore through seven Southern states, killing at least 306 people and causing billions of dollars of damage in one of the deadliest swarm of twisters in U.S. history.President Barack Obama described the loss of life as heartbreaking and called the damage to homes and businesses nothing short of catastrophic. He promised strong federal support for rebuilding and plans to view the damage on Friday.Over several days this week, the powerful tornadoes -- more than 160 reported in total -- combined with storms to cut a swath of destruction heading west to east. It was the worst U.S. natural disaster since Hurricane Katrina in 2005, which killed up to 1,800 people.In some areas, whole neighborhoods were flattened, cars flipped over and trees and power lines felled, leaving tangled wreckage.While rescue officials searched for survivors, some who sheltered in bathtubs, closets and basements told of miraculous escapes. I made it. I got in a closet, put a pillow over my face and held on for dear life because it started sucking me up,said Angela Smith of Tuscaloosa, Alabama, one of the worst-hit cities.In Birmingham, Alabama, which was also hard hit, Police Chief A.C. Roper said rescue workers sifted through rubble hand to hand on Thursday to pull people from destroyed homes.We even rescued two babies, one that was trapped in a crib when the house fell down on top of the baby," Roper said in an interview on PBS NewsHour.

Tornadoes are a regular feature of life in the U.S. South and Midwest, but they are rarely so devastating.Wednesday was the deadliest day of tornadoes in the United States since 310 people lost their lives on April 3, 1974.Given the apparent destruction, insurance experts were wary of estimating damage costs, but believed they would run into the billions of dollars, with the worst impact concentrated in Tuscaloosa and Birmingham.In terms of the ground-up damage and quite possibly the insured damage, this event will be of historic proportions, Jose Miranda, an executive with the catastrophe risk modeling firm EQECAT, told Reuters.

ONE OF THRE WORST

I think this is going to rank up as one of the worst tornado outbreaks in U.S. history, said Federal Emergency Management Agency director Craig Fugate.Fugate spoke in an interview with CNN from Alabama, where his agency said the tornadoes killed at least 204 people. There were still unconfirmed reports late on Thursday of entire towns flattened in northern parts of the state, Fugate said.We're still trying to get people through rescues and locate the missing, he said.In preliminary estimates, other states' officials reported 33 killed in Mississippi, 34 in Tennessee, 11 in Arkansas, 14 in Georgia, eight in Virginia and two in Louisiana.The mile-wide monster twister that tore on Wednesday through Tuscaloosa, home to the University of Alabama, may have been the biggest ever to hit the state, AccuWeather.com meteorologist Josh Nagelberg said.Obama said he would visit Alabama on Friday to see the damage and meet the governor. He declared a state of emergency for Alabama and ordered federal aid. I want every American who has been affected by this disaster to know that the federal government will do everything we can to help you recover, and we will stand with you as you rebuild,Obama said at the White House.Miranda said estimated costs would be in the same ballpark as an Oklahoma City tornado outbreak in 1999 that caused $1.58 billion of damage and a 2003 tornado outbreak in Kansas, Missouri, Arkansas and Oklahoma that caused $4.5 billion of damage.The Browns Ferry nuclear power plant in Alabama was expected to be shut for days, possibly weeks, as workers repaired damaged transmission lines.But the backup systems worked as intended to prevent a partial meltdown like the nuclear disaster in Japan.The rampaging tornadoes and violent storms destroyed 200 chicken houses that held up to 4 million chickens in Alabama, the No. 3 U.S. chicken producer.They also battered a local coal mine.Up to 1 million people in Alabama were left without power.Daimler said it had shut down its Mercedes-Benz vehicle assembly plant in Tuscaloosa until Monday due to the tornadoes, but the plant itself sustained only minor damage.

Some of the worst devastation occurred in Tuscaloosa, a town of about 95,000 in the west-central part of Alabama, where at least 37 people were killed, including some students.It sounded like a chain-saw. You could hear the debris hitting things. All I have left is a few clothes and tools that were too heavy for the storm to pick up. It doesn't seem real, said student Steve Niven, 24.I can buy new things but you cannot replace the people. I feel sorry for those who lost loved ones, Niven told Reuters.The campus of the University of Alabama, home of the famous Crimson Tide football team, was not badly damaged, but some students were killed off campus, Bentley said.Shops, shopping malls, drug stores, gas stations and dry cleaners were all flattened in one section of Tuscaloosa.Alabama's governor declared a state of emergency and deployed 2,000 National Guard members. President Barack Obama’s appearance Wednesday in the White House briefing room to present a documented rebuttal of suspicions that he was not born on U.S. soil was more than just a surprise. It was a decisive new turn in the centuries-long American history of political accusation and innuendo.By directly and coolly engaging a debate with his most fevered critics, Obama offered the most unmistakable validation ever to the idea that we are living in an era of public life with no referee — and no common understandings between fair and unfair, between relevant and trivial, or even between facts and fantasy.Lurid conspiracy theories have followed presidents for as long as the office has existed. Yet even Obama’s most recent predecessors benefited from a widespread consensus that some types of personal allegations had no place in public debate unless or until they received some imprimatur of legitimacy — from an official investigation, for instance, or from a detailed report by a major news organization.There are no more arbiters of truth, said former White House press secretary Robert Gibbs. So whatever you can prove factually, somebody else can find something else and point to it with enough ferocity to get people to believe it. We’ve crossed some Rubicon into the unknown.It’s hard to imagine Bill Clinton coming out to the White House briefing room to present evidence showing why people who thought he helped plot the murder of aide Vincent Foster— never mind official rulings of suicide — were wrong. George W. Bush, likewise, was never tempted to take to the Rose Garden to deny allegations from voices on the liberal fringe who believed that he knew about the Sept. 11 attacks ahead of time and chose to let them happen.Obama did something like the equivalent of this, by releasing complete documentation from his Hawaii birth, then making a sober West Wing appearance to explain himself.

He did so, senior Obama advisers say, because of the radical reordering of the political-media universe over the past 15 years, or so. The decline of traditional media and the rise of viral emails and partisan Web and cable TV platforms has meant the near-collapse of common facts, believed across the political spectrum.It did not matter that news organizations had debunked the notion that Obama was born overseas (which would have made him constitutionally ineligible for the presidency). Polls showed a startling percentage of Americans still either believed the myth or were unconvinced.In response, Obama tried to ignore the issue, or tried to shame commentators who took it seriously. Or he tried to make fun of the whole fuss, by cueing up a rendition of Bruce Springsteen’s Born in the USA to mark his appearance at the Gridiron Dinner last month.On Wednesday, he finally gave in and affirmed a new truth of politics in the Internet era: Nothing can be dismissed and anything that poses a political threat must be confronted directly.We’re dealing with a lot of the same things Clinton and frankly Bush dealt with, but we’re dealing with them at 1000 times the speed and with fewer referees, said Dan Pfeiffer, the White House communications director. That is the downside of the disaggregation of the media. If you don’t want to believe what someone is telling you, you can go somewhere else. If you believe beyond a shadow of a doubt that the president is not American, you can go somewhere to find somebody to validate that.Another top Obama adviser singled out some of the forces behind the new rules.Clinton never had to deal with a fully formed Internet, the adviser said. Drudge’s power was born out of the revelations of 1998. A fully automated cable TV universe with the Internet is something that he never had to deal with.Joe Lockhart, who was Clinton’s White House press secretary, said: You’ve lost the ability to starve a story to death. So what you have to do is raise the price of those who are making the charges. If Donald Trump is out there saying this, you’ve got to make him pay a price for throwing a bomb before too much collateral damage is done.The days of not elevating an opponent or refraining from punching down are gone.You literally can’t laugh anything off, Lockhart said.There’s nothing neutral in politics. It’s either helping you or hurting you. You’ve got to make sure it’s helping you or you’re going to lose.

Lockhart’s observation hinted at one reality of modern politicians in this anything-goes environment. Much as they bemoan the freak show for inserting once-fringe players a central role in the debate, most successful national figures also use this phenomenon to their advantage.Republican operatives in Washington, for instance, commonly roll their eyes or groan in discomfort at the most florid rhetoric of conservative commentators like Glenn Beck, fearing it paints the party broadly as less than serious or responsible. But they relish the way Beck and ideological confederates excite the GOP base, a contributing factor in the party’s strong performance in 2010. Democratic professionals, meanwhile, may not have publicly embraced the controversy over alleged gaps in George W. Bush’s Vietnam-era service in the National Guard, but they enjoyed it when liberal commentators waved that flag. Obama, likewise, regularly calls upon both parties to lower their voices and work more constructively with one another. The reality, though, is his team enjoys giving the stage to the GOP’s most divisive voices. Early in Obama’s term, Gibbs and former White House chief of staff Rahm Emanuel took to calling Rush Limbaugh the de facto leader of the Republican Party.In what may explain why Obama himself took to the cameras, Pfeiffer noted that pushing back against fringe voices can be more difficult within the confines of the presidency.In campaigns, you have more tools to combat viral rumors, he said.You’ve got thousands of volunteers, you’ve got paid media. But in government, it’s more challenging.So, Gibbs noted, the president has to consider taking steps he never would have in the past and appearing on shows like Oprah and David Letterman and networks like ESPN.

It’s hard to see a president doing those things 10 or 20 years ago, but it’s become almost a requirement now, he said.The difficulty, Gibbs continued, is knowing where to draw the line. Will the president, for example, now release his college transcripts because Trump is suggesting he benefited from affirmative action? Does it become incumbent to prove everything wrong? he asked.You have to be very careful to not fall into that trap because you’ll spend all of your time and energy chasing your own tail.Pfeiffer said that the release of the long-form certificate will help settle the issue among those Americans who are open-minded about the issue. There will be some segment of the population who will believe what they’re going to believe, regardless of anything else,he said.But for the majority of the country, we have the capacity to correct the record and convince people of the truth. It’s not as easy as it used to be, but it’s possible.It may be easier under some theory for us to get reelected now, but [the issue] has made it harder to get things done, Pfeiffer said. Instead of debating issues, a huge chunk of time and energy was being used to talk about the president’s birth certificate.As Obama alluded to in his remarks Wednesday, the White House recognized that the attention paid to the president’s citizenship was taking its toll on their ability to communicate.

Republicans, however, suspect that Obama had been riding a tiger that was showing signs of getting hungry.The president himself has hoped Republicans would continue to talk about it, thereby damaging their own credibility,said Republican strategist Karl Rove. It was a useful diversion.But take a look at recent polls, Rove added. The problem was the view was taking hold among independents. He got worried it was about to spin out of control.The Republican suggested it was cynical of Obama to wait until now to disclose the long-form.He had the ability to release it last year and end the issue, but he wanted to play rope-a-dope with Republicans,Rove said.

Pfeiffer denied any gamesmanship.Up until a month ago, nobody really asked for the long-form,he said.It was fringe. It was a settled issue for 99 percent of the country.Rove also said that while most mainstream Republicans have distanced themselves from birtherism, some Democrats didn’t do the same about whether Bush knew about Sept. 11.Our situation was different than this because you had guys like Howard Dean saying that was an interesting theory,the Republican recalled.Other Republicans acknowledge the difficulty of communicating a message at a time when the line between fact and fiction is blurred.It’s a terrible problem for the body politic,said former Bush press secretary Ari Fleischer.People like me who have been or are in the arena have an obligation to speak out against people in both parties who push untruths.But Fleischer noted that just because politicians now have a harder time getting through via a fractured news media to a public that’s susceptible to believe conspiracy theories, that doesn’t mean it’s always bad for the candidate on the receiving end.The political discourse is much worse now, but that’s not always to the detriment of the so-called victim,he said.In this case, President Obama came out looking better.Lockhart agreed, recalling some of the conservatives who tormented his boss.Look at the rogue’s gallery of Clinton accusers,he said.Most of them blew themselves up.And Lockhart noted that even now, the most hardcore of the birthers still won’t be satisfied.They’ll probably ask for the first diaper, he said.They’ll want to see the DNA.
