EU ratchets up sanctions on Ivory Coast

European Union diplomats on Wednesday (29 December) agreed that member states would only recognise representatives of the Ivory Coast appointed by the widely acknowledged winner of the country's recent elections, Alassane Ouattara.The move aims to ratchet up pressure on incumbent president Laurent Gbagbo to step down.November presidential elections, already postponed since 2005, indicated a victory for Mr Ouattara of 54 percent of votes in a second round. However, the ruling social democratic Ivorian Popular Front of President Gbago contested the results and claimed to be a victim of electoral fraud.International observers rejected the claims and Mr Ouattara, a liberal and former International Monetary Fund economist, has been recognised as the victor by the EU, the UN, and the African Union. The Ivory Coast's membership of the AU has been suspended as a result of Mr Gbago's refusal to accept the results of the election.Ambassadors from the bloc's 27 states on Wednesday also approved an expansion of a list of Ivorians banned from travelling to the EU, including key supporters and government and military officials.The EU sanctions follow initial travel restrictions slapped on Mr Gbago and 18 members of his coterie agreed by European foreign ministers on 13 December.

The full travel ban list now totals 61 figures.

Additionally on Wednesday, Ivorian expatriates entered their country's embassy in the European capital and attempted to remove portraits of the incumbent leader.An asset freeze and support for the United Nation's existing peacekeeping force in the country were also discussed by EU diplomats.

Soldier Attacked at Entrance to Kiryat Arba

An Israeli soldier was attacked and wounded by Arabs on Thursday evening at the entrance to Kiryat Arba.According to reports, the Arabs hit the soldier with various objects and threw a glass bottle at him, injuring him in the head.The assailants were arrested and turned over to the police for questioning.Following the incident, Kiryat Arba local council members Bentzi Gofshtein and Yisrael Bramson called on the IDF to close Tzir Tzion (Zion Road) to Arab traffic. Don’t force us, the residents, to close the road, they said.Tzir Tzion, the road leading from Kiryat Arba to Hevron, was reopened to Arab traffic last summer, upsetting Jewish residents of Hevron and Kiryat Arba who warned that opening the road will lead to murder.The opening of the road, as well as the removal of dozens of other checkpoints, was done as part of Israel’s good-will gestures to the Palestinian Authority.Earlier on Thursday, Arab terrorists opened fire towards the community of Horesh Yaron in Binyamin. No one was hurt. IDF soldiers were searching for the shooters.

Thursday’s incidents occurred after the Israel Security Agency released its annual report which said that there was an overall decrease in the number of terror attacks against Israel in 2010, compared to 2009.The report said that there were 798 recorded terror attacks by Arabs in 2010, down from about 1,354 in 2009. Nine people were murdered by terrorists in 2010, and none of the terror attacks were suicide bombings. A delegation of Chassidic rabbis met this week with Hungarian President Pal Schmitt to talk about ways to fight anti-Semitism in the former Communist country. The Chabad-Lubavitch world movement, known for its international outreach to fellow Jews, is opening a new branch in the city of Debrecen as part of the effort to increase Jewish education and beef up Jewish identity. Rabbi Moshe Kotlarsky of Lubavitch World Headquarters met with President Schmitt in an hour-long discussion together with a delegation from the local Jewish community. Here, Schmitt affirmed following the meeting, [Chabad] always has an open door.Kotlarsky was in the country to mark the appointment of an eighth team of emissaries to join seven others who already are working in the country, all of whom are based in Budapest. Rabbi Shmuel Feigin and his wife Rivkah, both Israelis, are slated to open the new branch in Debrecen, Hungary's second-largest city after Budapest.Home to approximately 4,000 Jews, Debrecen also plays host to some 1,000 Israeli students who attend the medical school there.Who would have thought that from the ashes of the Holocaust and the suppressive Communist regime, Jews would once more gather in the Obuda synagogue, he told Lubavitch.com. He described the reemergence of Jewish life in the country as a spiritual renaissance.

CHICAGO (AFP) – A massive storm system blanketed the central United States on Thursday, whipping up blinding blizzards and dangerously frigid temperatures.The storm stretched from New Mexico to Minnesota and was expected to continue to dump heavy snow on the region on Friday and Saturday as it made its way slowly north into Canada.We're expecting almost a one-two punch across the middle part of the country over the next two days, said Bob Oravec, a forecaster with the National Weather Service (NWS).You might find localized areas that get as much as 18 inches (46 centimeters) of snow.The storm came as much of the northeast was still digging out from one of its worst blizzards in decades.Back to back storms are pretty typical for this time of year, said NWS forecaster Bob Oravec.Once the large scale pattern sets up you can be very stormy and have one after another, he told AFP.

White-out conditions led to a massive pile-up on a Fargo, North Dakota freeway involving about 100 vehicles, local media reported.At least two people were taken to hospital and rescue crews had trouble getting to all the cars and trucks because the road was such a mess of jumbled vehicles.Highways were closed across the eastern part of the state and officials warned people to stay off the roads whenever possible.Visibility is zero. People in Phoenix were stunned at the sight of snow-type flurries that the National Weather Service said were a combination of hail and snow that melts before it hits the ground.Drivers wanting to know how to get around the storms overwhelmed an Arizona hotline that provides automated updates on road conditions. State Department of Transportation spokesman Timothy Tait said the line took in 1.2 million calls in a 12-hour span Thursday.

Dorothy Brooks, of Dallas, was creeping along Interstate 40 at 20 mph on her way to Las Vegas, passing vehicles stuck on the side of the road, when she pulled into a Bellemont gas station to wait out the storm.It's devastating, she said, above the cry of a 9-month-old baby she was pushing through the aisles. LEGASPI (AFP) – Two people were killed and about 4,000 forced to flee their homes as monsoon rains brought flash floods and landslides to the region southeast of the Philippine capital, officials said Thursday.An 80-year-old woman and her 50-year-old son were swept away by rushing waters as they crossed a spillway to reach an evacuation centre late Wednesday, said Joey Salceda, governor of the affected province of Albay.We evacuated them early in the morning but apparently the old woman and her son returned home to get some personal belongings. Before twilight, they were returning to the evacuation centre and got stuck on the spillway, Salceda said.Heavy rain continued to fall on Albay and other parts of the Bicol region for the sixth straight day, increasing the danger of landslides and floods and forcing more people to be moved out of their homes, Salceda told AFP.The government had begun evacuating people from areas prone to flooding and landslides as early as December 24, he said. But more people will likely be moved as the weather bureau forecasts rain until January 2, the governor added.We are right now transferring a whole village -- 533 people -- to an evacuation site, Salceda said.Some villagers insist on returning to their houses to watch over their property or get personal items despite the danger, the governor said.The Albay government was preparing a New Year celebration for the evacuees, consisting of food and entertainment, to convince them not to leave evacuation centres, he said.

200,000 people affected by flooding in Australia

BRISBANE, Australia – More than 200,000 people have been affected by relentless flooding in northeast Australia, with the flood zone now stretching over an area bigger than France and Germany combined, officials said Friday.Thousands of homes and businesses across Queensland state have been inundated with water after days of pounding rain caused swollen rivers to overflow. The entire population of two towns was forced to evacuate as water swamped their communities, cutting off roads and devastating crops.Northeastern Australia often sees heavy rains and flooding during the Southern Hemisphere summer, but the scope of the damage from the recent downpours is extremely unusual, Queensland Premier Anna Bligh said.This is without a doubt a tragedy on an unprecedented scale, Bligh told Australian Broadcasting Corp. We now have 22 towns or cities that are either substantially flooded or isolated because the roads have been cut off to them. That represents some 200,000 people spanning an area that's bigger than the size of France and Germany combined.

Thousands of people have been evacuated from their homes this week. In the central Queensland town of Emerald, around 1,000 people were evacuated in the last 24 hours.
The town was facing the prospect of food shortages, power outages and sewage-contaminated floodwaters, county mayor Peter Maguire said. Three evacuation centers have been set up to help displaced residents.Weather across most of the state was drier on Friday, but river levels were still rising in some areas.Bligh warned that drenched communities could be stuck under water for more than a week, and cleanup efforts were expected to cost billions of dollars.Rockhampton, a city near Queensland's coast, was bracing for a deluge of river water heading its way. Roads and railway lines were expected to be cut off by Saturday, and the city's airport planned to shut down over the weekend.Officials were evacuating residents on Friday, starting with the elderly and those living in low-lying areas.There were concerns over food supplies in the city, with many stores already sold out of bread, milk and fresh meat, Rockhampton Mayor Brad Carter said.Gary Boyer, regional manager of supermarket chain Woolworths, said the company was sending 43 trucks full of supplies into Rockhampton on Friday.

Queensland launched a disaster relief fund for flood victims with 1 million Australian dollars ($1 million) in state money. Prime Minister Julia Gillard pledged to match that amount with federal funds.Gillard was touring flooded communities on Friday, and planned to stop in Rockhampton later in the day.Earlier, she toured the city of Bundaberg, where about 60 people have taken shelter at an evacuation center.

Wall Street edges lower as year draws to a close

NEW YORK (Reuters) – U.S. stocks closed slightly lower on Thursday as a trio of better-than-expected economic data wasn't enough to entice buyers to take on much risk in a market sitting on strong gains just before the new year.The S&P 500 is up 6.5 percent so far this month, putting it on track for the best December since 1991.

Reports on the labor market, business activity and housing all showed surprising strength.New U.S. claims for initial unemployment benefits in the latest week dropped to the lowest level since July 2008, while a report from the Institute for Supply Management-Chicago showed business activity in the U.S. Midwest rose to its highest level since July 1988. November pending home sales also rose more than anticipated.The numbers were very strong this morning, but people are becoming more cautious since it's the end of the year, especially since we've already had a great run, said Bruce McCain, chief investment strategist at Key Private Bank in Cleveland, Ohio.Monster Worldwide Inc (MWW.N), an employment agency, rose 2.1 percent to $24.12 after the jobless data. The Dow Jones U.S. business training and employment agencies index (.DJUSBE) rose 0.3 percent.In a sign of investor anticipation of increased merger activity, Anadarko Petroleum Corp (APC.N) jumped 6.9 percent to $75.59 after the UK's Daily Mail reported BHP Billiton Ltd (BHP.AX) (BHP.N) may be lining up a $90 per share offer for the company.The Dow Jones industrial average (.DJI) was down 15.67 points, or 0.14 percent, at 11,569.71. The Standard & Poor's 500 Index (.SPX) was down 1.86 points, or 0.15 percent, at 1,257.92. The Nasdaq Composite Index (.IXIC) was down 3.95 points, or 0.15 percent, at 2,662.98.

Technical indicators such as the S&P 500's relative strength index and elevated levels of bullishness are leading some investors to call for a pullback.Though many predict stocks will pull back in January, Peter Kenny, managing director at Knight Equity Markets in Jersey City, New Jersey, does not see that happening until February.The common sense of the street is that we get pullback after this Santa Claus rally and a very strong run-up in the S&P since August, he said.But I don't think it will be in early January because everybody is expecting it.The S&P is up more than 14 percent since August, contributing to a reluctance to make large bets as light volume leaves the market more susceptible to volatility.February crude futures fell 1.9 percent to $89.35 per barrel after the latest U.S. inventory data, though the drop had little impact on energy companies.(Editing by Leslie Adler)

Dollar share of world reserves slips, total rises

NEW YORK (Reuters) – The dollar's share of known global currency reserves slipped in the third quarter, while total central bank holdings hit a record $9 trillion, International Monetary Fund data showed on Thursday.Between July and September, the U.S. dollar's share of the roughly $5 trillion of world reserves of which the composition is known fell to 61.3 percent from 62.1 percent in the prior quarter.

Overall reserve accumulation rose for a sixth straight quarter, soaring to a record $9 trillion as of September 30. The composition of roughly $3 trillion of that is unknown but thought to be heavily concentrated in U.S. dollars.The euro saw a modest boost in its share of known reserves to 26.9 percent from 26.5 percent and the yen's share rose to 3.6 percent from 3.3 percent.Central banks have long been underweight the yen in their reserve portfolios.The share of other currencies, which excludes the dollar, euro, yen, sterling and Swiss franc, rose to 4 percent from 3.8 percent in the second quarter of 2010.Interest has grown in currencies such as the Australian and Canadian dollars, which have risen in value this year along with commodity prices, and some central banks have talked of increasing allocation to these currencies as well as the yen.In the third quarter of 2009, the share of other currencies in known global reserves stood at 2.9 percent.Valuation effects were also responsible for some of the allocation shift; the U.S. dollar lost more than 11 percent against the euro and about 5.5 percent against the yen in the third quarter of this year.Worries about a euro-zone sovereign debt crisis eased in the third quarter, resurfacing only in November, while falling U.S. bond yields pushed the dollar down against the yen.(Editing by Padraic Cassidy)
