By now, you probably think your opinion of Goldman Sachs and its swarm of Wall Street allies has rock-bottomed at raw loathing. You're wrong. There's more. It turns out that the most destructive of all their recent acts has barely been discussed at all. Here's the rest. This is the story of how some of the richest people in the world – Goldman, Deutsche Bank, the traders at Merrill Lynch, and more – have caused the starvation of some of the poorest people in the world. It starts with an apparent mystery. At the end of 2006, food prices across the world started to rise, suddenly and stratospherically. Within a year, the price of wheat had shot up by 80 per cent, maize by 90 per cent, rice by 320 per cent. In a global jolt of hunger, 200 million people – mostly children – couldn't afford to get food any more, and sank into malnutrition or starvation. There were riots in more than 30 countries, and at least one government was violently overthrown. Then, in spring 2008, prices just as mysteriously fell back to their previous level. Jean Ziegler, the UN Special Rapporteur on the Right to Food, calls it a silent mass murder, entirely due to man-made actions.Earlier this year I was in Ethiopia, one of the worst-hit countries, and people there remember the food crisis as if they had been struck by a tsunami. My children stopped growing,a woman my age called Abiba Getaneh, told me.I felt like battery acid had been poured into my stomach as I starved. I took my two daughters out of school and got into debt. If it had gone on much longer, I think my baby would have died.Most of the explanations we were given at the time have turned out to be false. It didn't happen because supply fell: the International Grain Council says global production of wheat actually increased during that period, for example. It isn't because demand grew either: as Professor Jayati Ghosh of the Centre for Economic Studies in New Delhi has shown, demand actually fell by 3 per cent. Other factors – like the rise of biofuels, and the spike in the oil price – made a contribution, but they aren't enough on their own to explain such a violent shift.

To understand the biggest cause, you have to plough through some concepts that will make your head ache – but not half as much as they made the poor world's stomachs ache. For over a century, farmers in wealthy countries have been able to engage in a process where they protect themselves against risk. Farmer Giles can agree in January to sell his crop to a trader in August at a fixed price. If he has a great summer, he'll lose some cash, but if there's a lousy summer or the global price collapses, he'll do well from the deal. When this process was tightly regulated and only companies with a direct interest in the field could get involved, it worked.
Then, through the 1990s, Goldman Sachs and others lobbied hard and the regulations were abolished. Suddenly, these contracts were turned into derivatives that could be bought and sold among traders who had nothing to do with agriculture. A market in food speculation was born. So Farmer Giles still agrees to sell his crop in advance to a trader for £10,000. But now, that contract can be sold on to speculators, who treat the contract itself as an object of potential wealth. Goldman Sachs can buy it and sell it on for £20,000 to Deutsche Bank, who sell it on for £30,000 to Merrill Lynch – and on and on until it seems to bear almost no relationship to Farmer Giles's crop at all.If this seems mystifying, it is. John Lanchester, in his superb guide to the world of finance, Whoops! Why Everybody Owes Everyone and No One Can Pay, explains: Finance, like other forms of human behaviour, underwent a change in the 20th century, a shift equivalent to the emergence of modernism in the arts – a break with common sense, a turn towards self-referentiality and abstraction and notions that couldn't be explained in workaday English.Poetry found its break with realism when T S Eliot wrote The Wasteland. Finance found its Wasteland moment in the 1970s, when it began to be dominated by complex financial instruments that even the people selling them didn't fully understand.

So what has this got to do with the bread on Abiba's plate? Until deregulation, the price for food was set by the forces of supply and demand for food itself. (This was already deeply imperfect: it left a billion people hungry.) But after deregulation, it was no longer just a market in food. It became, at the same time, a market in food contracts based on theoretical future crops – and the speculators drove the price through the roof. Here's how it happened. In 2006, financial speculators like Goldmans pulled out of the collapsing US real estate market. They reckoned food prices would stay steady or rise while the rest of the economy tanked, so they switched their funds there. Suddenly, the world's frightened investors stampeded on to this ground. So while the supply and demand of food stayed pretty much the same, the supply and demand for derivatives based on food massively rose – which meant the all-rolled-into-one price shot up, and the starvation began. The bubble only burst in March 2008 when the situation got so bad in the US that the speculators had to slash their spending to cover their losses back home.When I asked Merrill Lynch's spokesman to comment on the charge of causing mass hunger, he said: Huh. I didn't know about that.He later emailed to say: I am going to decline comment.Deutsche Bank also refused to comment. Goldman Sachs were more detailed, saying they sold their index in early 2007 and pointing out that serious analyses ... have concluded index funds did not cause a bubble in commodity futures prices, offering as evidence a statement by the OECD.How do we know this is wrong? As Professor Ghosh points out, some vital crops are not traded on the futures markets, including millet, cassava, and potatoes. Their price rose a little during this period – but only a fraction as much as the ones affected by speculation. Her research shows that speculation was the main cause of the rise.So it has come to this. The world's wealthiest speculators set up a casino where the chips were the stomachs of hundreds of millions of innocent people. They gambled on increasing starvation, and won. Their Wasteland moment created a real wasteland. What does it say about our political and economic system that we can so casually inflict so much pain? If we don't re-regulate, it is only a matter of time before this all happens again. How many people would it kill next time? The moves to restore the pre-1990s rules on commodities trading have been stunningly sluggish. In the US, the House has passed some regulation, but there are fears that the Senate – drenched in speculator-donations – may dilute it into meaninglessness. The EU is lagging far behind even this, while in Britain, where most of this "trade" takes place, advocacy groups are worried that David Cameron's government will block reform entirely to please his own friends and donors in the City.

Only one force can stop another speculation-starvation-bubble. The decent people in developed countries need to shout louder than the lobbyists from Goldman Sachs. Parliament delays crucial vote on European financial supervision

EUOBSERVER / STRASBOURG - MEPs have decided to delay a key vote on legislation setting up a new European financial supervisory framework, giving negotiators more time to reduce the policy gap between parliament and member states. Instead of voting on the overall legislative package on Wednesday (7 July), parliament will adopt a political declaration outlining its position regarding a series of new EU authorities to monitor Europe's banking, insurance and securities sectors.
Negotiators will then continue tough discussions with member states, represented by the Belgian EU presidency, so that the new laws can be agreed during a first reading, rather than the inevitable two if Wednesday's vote had gone ahead. European Commissioner Olli Rehn welcomed the decision. While I somehow regret that parliament will not be able to vote ... now, I am still delighted by the clear willingness shown by all to reach an agreement by September,he told MEPs on Tuesday. All sides are aware that a 1 January, 2011, deadline to have the new system up and running is in danger of slipping, creating a potential embarrassment as the United States prepares to push ahead with its own similar reforms later this month.MEPs made a number of concessions in late-night talks on Monday evening in a bid to close the gap with national governments, several of which are highly wary of handing the three new watchdogs tough powers to oversee Europe's financial sector.The package of legislation also involves the setting up a new European Systemic Risk Board (ESRB) to monitor for the build up of risks in the bloc's financial system as a whole.

The UK in particular does not want the three European authorities to be able to make decisions over the heads of national regulators, argueing that this could impinge on a member states' fiscal autonomy, forcing it to carry out a bank recapitalisation against its will, for example.EU leaders reached a political compromise in December, but MEPs subsequently slammed the deal as essentially giving national capitals a veto over decisions made by the authorities.Euro-deputies insist that the EU-level bodies must be given sufficient decision-making clout if Europe is to avoid a repeat of the recent financial crisis.The Council does not accept the direct supervision of European supervisory authorities and it does not accept binding decisions [by EU bodies] if there is a dispute between national supervisors, the parliament's Liberal leader, Guy Verhofstadt, explained on Monday evening after the talks broke down.

Concessions

The impasse comes despite suggestions that MEPs are willing to soften their demands in a number of areas, including their calls to have the new bodies based in Frankfurt, home of the European Central Bank. Another concession could entail allowing national governments to be the ones to decide when Europe's financial sector was in an 'emergency situation', a declaration that would confer on the ERSB extraordinary powers such as the ability to ban certain financial products or practices.MEPs had originally hope the ERSB or the European Commission could make the emergency call.Speaking in parliament on Tuesday, the EU's internal market and financial services commissioner, Michel Barnier, ramped up the pressure on member states to come to an agreement.The ball is in their court, said Mr Barnier, stressing that other EU legislation, including the regulation of credit rating agencies, depended on the swift implementation of the new authorities.This week's breakdown in talks means the topic is likely to gain a prominent position on the agenda of next week's meeting of EU finance ministers in Brussels.

EUOBSERVER / BRUSSELS – After having forced extra privacy provisions into an EU-US deal on bank data snoops, the European Parliament is bracing itself for an even tougher battle on US access to personal information on air passengers.The EU parliament came to prominence in February when it used its new Lisbon Treaty powers to veto international agreements involving transfers of data by striking down the so-called Swift deal.The Swift pact - which allows US agents to sift EU bank data for evidence of terrorist financing - is now expected to pass a second vote on Thursday (8 July) with no problems after the EU commission inserted extra privacy provisions.

But an upcoming vote on the Passenger Name Record (PNR) scheme, which obliges every airline flying into or via the US to hand in all personal data on its passengers, is likely to prove tricky.The vote on the PNR will be more difficult, because our objections are stronger, Dutch Liberal MEP Sophie in't Veld, the parliament's rapporteur on PNR, told Euobserver after returning from an exploratory visit to the US last week.Similar to the bank data arrangement, PNR was set up in the aftermath of the 2001 terrorist attacks on Washington and New York, initially as a provisional deal which became a fully-fledged agreement. An EU court struck down the pact in 2006 after the European Parliament challenged its legal basis. A new deal was put in place in 2007 for seven years, but after the coming into force of the Lisbon Treaty, the legislature's consent is needed afresh.Ms in't Veld explained that instead of striking down PNR shortly after the entry into force of Lisbon last December, MEPs have given the EU commission the chance to first draw up a general mandate on PNR agreements and civil liberties safeguards which cane be used to amend the US pact. The commission proposals are due in autumn. We agreed to postpone the vote as a courtesy gesture, but that means we need an improved deal. All I hope is they are sensible enough to involve the parliament [in crafting the new mandate],Ms in't Veld said.Aware that the implications of a No vote would be greater than in the Swift case, with European carriers losing their licence to fly into the US, Ms in't Veld said she hope[s] it doesn't come to it.As it stands, the PNR deal allows US police, FBI and other intelligence gathering agencies to look at the personal data not only in terrorism cases, but also for serious crimes - a disputed term, which in the US refers to cross-border crimes punishable by at least three years in prison. When in one incident a child was taken back to Europe by its non-custodial parent, US authorities tracked the two down via PNR on charges of child abduction, despite the fact that in the EU this is not considered a serious crime.

We have to take a close look at the proportionality of this program. It's tough to asses, we are only given anecdotal cases, but there is a big difference between looking for known suspects and searching for potential criminals, the Dutch MEP said. Another sticking point is the data retention period of 15 years for all personal profiles, which are set up automatically whenever someone books a transatlantic flight, as well as the difficulty of changing or deleting data, for instance if a person is mistakenly put on a watch list.According to US officials, around 2,000 suspects are apprehended yearly thanks to the PNR scheme. PNR is an important tool. Last year, one third of the indiviuals identified as being involved in a nexus of terrorism came from PNR data, David Heyman, a senior advisor on counter-terrorism policies in the Department of Homeland Security told journalists in Washington during a briefing on 21 June.He said so far the European Commission has not indicated it wants to renegotiate the agreement, but added that the Obama administration is fully aware of the new powers acquired by the European Parliament.

We are aware of the post-Lisbon institutional changes. Europe is a complicated place, there are multiple layers of government, but the US is fully engaged with the EU,he said.

NEW YORK (AFP) – New York roasted in record temperatures Tuesday as a heat wave rolled across the eastern United States, pushing power companies to the limit and driving residents to municipal cooling centers.The National Weather Service measured 103 degrees Fahrenheit (39.45 Celsius) in Central Park in mid-Manhattan, easily breaking the 101 degrees record set for July 6 back in 1999.Soaring temperatures, often in the triple-digit range, also afflicted Washington, DC; Richmond, Virginia; Philadelphia, Pennsylvavia; and reached as far as Montreal, Canada.Electricity use surged through the densely populated eastern seaboard of the United States region as office buildings reopened after the long July 4th Independence Day weekend.Con Ed, a major utility company in the New York area, urged energy conservation during what was expected to be record demand for power, with customers putting air conditioners on overdrive and raiding freezers and fridges for refreshments.The National Weather Service issued a heat advisory, saying that heat and high humidity could prove dangerous for young children and the elderly.The NWS warned residents to drink plenty of fluids, stay in an air-conditioned room, stay out of the sun and check up on relatives and neighbors.Excessive heat advisories also were posted in New York City and Philadelphia, where authorities opened cooling stations -- air-conditioned rooms in schools and other neighborhood buildings where residents could get out of the cauldron.

New York's health and emergency management departments issued heat tips including keeping strenuous activity to between 4:00 and 7:00 am.The city government suggested residents without air conditioning at home either visit cooling centers or spend the day in the mall, museum or movie theater.For millions of children on summer vacation, splashing in city fountains and the time-honored option of tapping into fire hydrants provided instant relief.In a bid to prevent the illegal opening of hydrants, New York fire houses were issuing spray caps designed to keep the gush to a manageable level.Heather Buchman, a meteorologist for AccuWeather.com, warned on the website of a dangerous heat wave both for people and infrastructure.In addition to putting stress on people and their health, the intense heat will also place a higher demand on power grids due increased usage of air conditioning. NEW YORK – The East Coast cooked under an unforgiving sun Tuesday as record-toppling temperatures soared to 100 or higher from Virginia to Massachusetts, utility companies cranked out power to cool the sweating masses and the unlucky sought any oasis they could find.The temperature hit 103 degrees in New York City and 102 in Philadelphia, breaking records for the day, both set in 1999. The temperature also soared past the century mark in Boston, Washington and Newark, N.J., and broke records in Providence, R.I., and Hartford, Conn.In downtown Philadelphia, pedestrians and drivers appeared to move a little more slowly amid the high humidity, blazing sun and baking sidewalks. Robert McCarron, 44, wore a navy suit and tie as he walked four blocks from a downtown subway station to an office building where he was due for a job interview.If I was going to a job, you'd better believe I wouldn't be wearing a suit, he said.This is rough, and it's only going to get hotter.After an extended Fourth of July weekend when temperatures inched into at least the 90s from Maine to Texas, The National Weather Service issued heat advisories until Wednesday night for much of the Northeast and mid-Atlantic, including an excessive heat warning for the Philadelphia area.

With people cranking up their air conditioning, energy officials predicted near-record demand for power. Utilities and regional electrical system operators cited ample generation capacity and expected no major blackouts, though, and just a smattering of power failures were reported.Even so, those without air conditioning were left to cope as they could. On the baking streets of the Bronx, 14-year-old Miguel Pena and 13-year-old Vincent Quiles walked their bicycles up a steep hill, white handkerchiefs around their heads to keep the sweat out of their eyes.Man, this stinks,Miguel said. We just got out of school and this is supposed to be when we have fun, but this is too much. We thought it would be cooler on the bike, but now we're going home. In New York, 13 firefighters were treated at a hospital after suffering dehydration and exhaustion while battling a blaze in Queens. The 42-year-old lieutenant governor of Massachusetts spent Monday night in a hospital after marching in five parades in 90-degree heat. Deaths blamed on the heat included a 92-year-old Philadelphia woman whose body was found Monday and a homeless woman found lying next to a car Sunday in suburban Detroit.In Washington, where the thermometer climbed to 100 degrees by mid-afternoon, President Barack Obama warned reporters about to leave the Oval Office: Stay cool out there. Teen swept away in creek amid Okla. City flooding

OKLAHOMA CITY – Emergency crews rescued stranded motorists and several children in a house trailer from flooded Oklahoma City streets but were searching for a teenage boy swept away by a creek.Oklahoma City Police say two teens were swept away by high water Tuesday when they either jumped or fell into the creek at a city park.A 14-year-old was rescued downstream, but his 13-year-old companion hadn't been found Tuesday evening.The National Weather Service issued a flash flood warning for several counties in the area after a storm system quickly dumped 2 inches of rain on some parts of the region. Some streets and parts of an interstate were closed.
Earlier, six people suffered minor injuries when high winds collapsed a tent that was to house a concert at an area casino.

DUBAI, United Arab Emirates – BP's embattled CEO is in Abu Dhabi to meet business partners amid speculation that the oil giant is looking to drum up cash to cover clean up costs from the Gulf of Mexico oil spill.Chief Executive Tony Hayward arrived in the Emirati capital Tuesday and would be staying a couple of days, BP spokesman Andrew Gowers said. He would not say whether Hayward planned to sit down with the region's powerful investment funds.He's visiting partners as he does from time to time. He's conducting normal business, Gowers said.Hayward has been criticized for his handling of the oil spill in the U.S., and in recent days has traveled to other countries where BP operates to reassure the company's partners of its commitments.BP has a long-standing partnership with the Abu Dhabi National Oil Co., which is responsible for producing crude oil in the Arab emirate. Abu Dhabi is the capital of the seven-state UAE federation, and holds the bulk of the OPEC member's oil wealth.Hayward's visit comes as speculation swirls that BP might be looking for investment partners from the oil-rich Middle East.Abu Dhabi is home to some of the Arab Gulf's most influential sovereign wealth funds. Last week, I interviewed Mother Jones' Mac McClelland, who has been covering the BP oil spill in the Gulf since the first day it happened. She detailed how local police and federal officials work with BP to harass, impede, interrogate and even detain journalists who are covering the impact of the spill and the clean-up efforts. She documented one incident which was particularly chilling of an activist who -- after being told by a local police officer to stop filming a BP facility because BP didn't want him filming -- was then pulled over after he left by that officer so he could be interrogated by a BP security official. McClelland also described how BP has virtually bought entire Police Departments which now do its bidding:One parish has 57 extra shifts per week that they are devoting entirely to, basically, BP security detail, and BP is paying the sheriff's office.Today, an article that is a joint collaboration between PBS' Frontline and ProPublica reported that a BP refinery in Texas spewed tens of thousands of pounds of toxic chemicals into the skies two weeks before the company's rig in the Gulf collapsed. Accompanying that article was this sidebar report:A photographer taking pictures for these articles, was detained Friday while shooting pictures in Texas City, Texas.

The photographer, Lance Rosenfield, said that shortly after arriving in town, he was confronted by a BP security officer, local police and a man who identified himself as an agent of the Department of Homeland Security. He was released after the police reviewed the pictures he had taken on Friday and recorded his date of birth, Social Security number and other personal information.The police officer then turned that information over to the BP security guard under what he said was standard procedure, according to Rosenfield.

No charges were filed.

Rosenfield, an experienced freelance photographer, said he was detained shortly after shooting a photograph of a Texas City sign on a public roadway. Rosenfield said he was followed by a BP employee in a truck after taking the picture and blocked by two police cars when he pulled into a gas station.According to Rosenfield, the officers said they had a right to look at photos taken near secured areas of the refinery, even if they were shot from public property. Rosenfield said he was told he would be taken in if he declined to comply.ProPublica's Paul Steiger said that the reporting team told law enforcement agents that they were working on a deadline for this story about that facility, and that even if DHS agents believed they had a legitimate reason to scrutinize the actions and photographs of this photographer, there was no reason that should have included sharing them with a representative of a private company.These are true police state tactics, and it's now clear that it is part of a pattern. It's been documented for months now that BP and government officials have been acting in unison to block media coverage of the area; Newsweek reported this in late May:As BP makes its latest attempt to plug its gushing oil well, news photographers are complaining that their efforts to document the slow-motion disaster in the Gulf of Mexico are being thwarted by local and federal officials -- working with BP -- who are blocking access to the sites where the effects of the spill are most visible. More than a month into the disaster, a host of anecdotal evidence is emerging from reporters, photographers, and TV crews in which BP and Coast Guard officials explicitly target members of the media, restricting and denying them access to oil-covered beaches, staging areas for clean-up efforts, and even flyovers.

The very idea that government officials are acting as agents of BP (of all companies) in what clearly seem to be unconstitutional acts to intimidate and impede the media is infuriating. Obviously, the U.S. Government and BP share the same interest -- preventing the public from knowing the magnitude of the spill and the inadequacy of the clean-up efforts -- but this creepy police state behavior is intolerable. In this latest case, the journalists were not even focused on the spill itself, but on BP's other potentially reckless behavior with other refineries, and yet there are DHS agents and local police officials acting as BP's personal muscle to detain, interrogate, and threaten a photographer. BP's destructive conduct, and the government's complicity, have slowly faded from public attention, and there clearly seem to be multiple levels of law enforcement devoted to keeping it that way, no matter how plainly illegal their tactics are.

UPDATE: More evidence here (h/t bamage):Journalists who come too close to oil spill clean-up efforts without permission could find themselves facing a $40,000 fine and even one to five years in prison under a new rule instituted by the Coast Guard late last week.It's a move that outraged observers have decried as an attack on First Amendment rights. And CNN's Anderson Cooper describes the new rules as making it very easy to hide incompetence or failure. . . .[S]ince oil spill response operations apparently covers much of the clean-up effort on the beaches, CNN's [] Cooper describes the rule as banning reporters from anywhere we need to be. . . .A willful violation of the new rule could result in Class D felony charges, which carry a penalty of one to five years in prison under federal law.The new rule appears to contradict the promises made by Adm. Thad Allen, the official leading the Coast Guard's response to the oil spill.Media will have uninhibited access anywhere we're doing operations, except for two things, if it's a security or safety problem, Allen told ABC News in June. . . .[T]o create a blanket rule that everyone has to stay 65 feet away from boom and boats, that doesn't sound like transparency, [said Cooper].The rule has come under severe criticism not only from journalists but from observers and activists involved in the Gulf Coast clean-up.

With this, the Gulf Coast cleanup operation has now entered a weird Orwellian reality where the news is shaped, censored and controlled by the government in order to prevent the public from learning the truth about what's really happening,writes Mike Adams at NaturalNews. . . .Reporters have been complaining for weeks about BP, the Department of Homeland Security and the Coast Guard working to keep reporters away from wrenching images of oil-covered birds and oil-soaked beaches.We've frequently heard excuses that the Federal Government has little power to do anything to BP, but they certainly seem to have ample power to do a great deal for them. And, as we find in so many realms, it's impossible to know where government actions end and corporate actions begin because the line basically does not exist.

Ms Fu Ying made the comments in an interview with EUobserver in Strasbourg on Tuesday (6 July), ahead of a series of meetings with senior European Parliament officials.I think the misunderstanding is strong on the European side and is growing on the Chinese side as well, said Ms Fu, whose portfolio includes handling her country's relations with Europe and Taiwan. Since 2008, the perceived China-bashing sentiment of European countries has hurt China and Chinese people, explained Beijing's most senior female official, whose previous positions include three years as ambassador to the UK. We feel that we have reached a no-return point, and from now on the ground is paved for the final launch of the reactor.He said the plant’s reactor passed the last pre-launch test on Wednesday and it is ready to come on-line later in the summer.Russia has been building the nuclear facility since 1994, and its vested interest in Iran’s nuclear power plant has conflicted with Western pressures to back harsh sanctions aimed at halting the unsupervised development of nuclear projects. China has invested heavily in several plants under construction and has balked at tough sanctions.Iran has denied charges by Israel and the United States that Iran is using developing capability to produce a nuclear warhead that can be used to attack Israel. Obama Backs Down from Changing US Policy on Israeli Ambiguity

U.S. President Barack Obama has climbed down from the limb on which he changed a long-standing American policy that accepts Israel’s ambiguity on whether it has nuclear capability.He clearly stated a retreat from his position on Tuesday, telling Prime Minister Binyamin Netanyahu that the United States will not encourage a Non-Proliferation Treaty (NPT) conference unless all countries feel confident that they can attend and on condition that Israel is not singled out.Several weeks ago, President Obama ignored Israeli warnings and backed a United Nations resolution for a nuclear-free Middle East that singled out Israel but did not mention Iran. In his remarks following Tuesday’s 80-minute meeting with Netanyahu at the White House, the president implied that he will continue the policy of accepting Israel’s ambiguity. President Obama stated. We strongly believe that, given its size, its history, the region that it’s in, and the threats that are leveled against us – against it, that Israel has unique security requirements. It’s got to be able to respond to threats or any combination of threats in the region.Another strong indication of the retreat came from a report Wednesday by Army Radio, which said that the United States sent Israel a secret letter that respects Israel’s being a non-signatory to the Nuclear Proliferation Treaty (NPT). The IDF-operated station said the letter to Israel guarantees the sale of materials used for nuclear technology and which usually are not transferred to countries that have not signed the NPT.

Israel's not having signed the NPT has been used by Iran as a response to international demands that it submit to United Nations inspection of its nuclear projects, which are assumed by Israel and the United States to include the production of a nuclear warhead.The Army Radio report said that the secret letter specifically includes terminology that the United States considers Israel to be a responsible state that behaves in moderation relative to its capabilities.A U.S. embassy spokesman in Tel Aviv told Israel National News, We don’t comment on diplomatic correspondence and whether it exists or not.(IsraelNationalNews.com)

Israel keeping flotilla ships until inquiry ends By IAN DEITCH, Associated Press Writer - JULY 7,10

JERUSALEM – Israel will hold on to the six ships from the international flotilla that sought to break Israel's blockade of the Gaza Strip at least until it completes its investigation into a deadly raid on one of the vessels, the Defense Ministry said Wednesday.Israel towed the boats to a northern port days after naval commandos stormed the ships, killing nine Turkish activists on board the lead vessel. Some boats remain moored in Haifa port with cargoes of cement and steel still on board, a Defense Ministry spokesman said.Although Israel has said the soldiers acted in self defense, the bloodshed provoked an international outcry that forced Israel to it to ease the Gaza blockade.But it has rebuffed pressure from the United Nations and Turkey to agree to an international inquiry. Instead, it has formed its own commission, headed by a retired Israeli Supreme Court Justice Yaakov Turkel, to conduct a limited investigation of the raid. Its deliberations are expected to take months.One thing is certain. Nothing will be done with these ships until after the Turkel inquiry because they might want to inspect them, Defense Ministry spokesman Shlomo Dror said.

On Sunday, Channel 10 TV showed footage of Israeli fisherman fishing off the flotilla's Turkish lead ship, the Mavi Marmara. All the deaths during the raid took place on that vessel, where activists clashed with the commandos. Each side has accused the other of attacking first.The raid has battered already strained relations between Israel and Turkey, once a strong ally in the Muslim world.Ceylam Ozem, a spokeswoman for the Turkish Embassy in Tel Aviv, said her government has asked from day one for the ships to be returned. They are Turkish owned. The Israelis have still not answered our demand, she said.Israel, along with Egypt, imposed the blockade on Gaza after the Islamic militant Hamas, which has killed hundreds of Israelis, violently wrested control of Gaza in 2007.Hamas authorities on Wednesday arrested five suspected collaborators with Israel in a campaign against informers in the Gaza Strip, a Hamas security official said. The overnight arrest raids began three months after two collaborators were executed.Collaboration is viewed as an especially serious offense in Palestinian society.The Hamas official spoke on condition of anonymity because he was not authorized to discuss the arrests.

In another sign of Hamas' stranglehold on the territory, the group said it blocked what would have been the first shipment of West Bank newspapers since the group's June 2007 takeover.The West Bank, run by rivals of Hamas, has banned Hamas newspapers since 2007.Also Wednesday, the United Nations said in a new report that Israel's West Bank separation barrier is making it increasingly difficult for Palestinians living nearby to reach farm lands or health services.Farmers who own land in the area between the barrier and the Israeli frontier have to pass through gates and need to obtain special permits from the Israeli military.The U.N. said the permits are increasingly difficult to obtain and the 57 gates are not always open. This has severely curtailed agricultural practice and undermined rural livelihoods, the report said.Israel started building the barrier in 2003 after a series of Palestinian suicide attacks that killed hundreds of Israelis. Israel says the barrier remains an important security element. Israeli Foreign Ministry spokesman Yigal Palmor rejected the report. We have already enough proof that (the U.N.) would much rather see more bombings on Israeli territory than acknowledge that anything Israel does to prevent these attacks could be legitimate,he said. In July 2004, the International Court of Justice said in an advisory ruling that the barrier must be tore down because it runs through occupied land. Israel rejected that. WASHINGTON (AFP) – Israeli Prime Minister Benjamin Netanyahu headed to the United Nations Wednesday to meet UN chief Ban Ki-moon, saying he could perform miracles to hammer out a peace deal if all sides come together.After his warm White House talks with US President Barack Obama, Netanyahu told ABC television he wanted to reach an agreement acceptable to Israelis with Palestinian president Mahmud Abbas.We want President Abbas to grasp my hand, get into a room, shake it, sit down and negotiate a final settlement of peace between Israel and the Palestinians, he told the US news channel.He added he was confident a Middle East peace deal, which has eluded successive Israeli, Palestinian and US leaders for over six decades, could be struck.

US President Barack Obama this week expressed hope that direct talks would start before the end of September after a White House meeting with Israeli Prime Minister Benjamin Netanyahu.Netanyahu says he is ready to meet Abbas at any time and Israeli Defence Minister Ehud Barak said Wednesday he could see direct negotiations getting under way within a few weeks.But the Palestinians have yet to commit to direct talks, accusing Israel of undermining the atmosphere with continuing settlement activity on occupied Palestinian land.Obama said he hoped progress towards direct negotiations from indirect US-brokered proximity talks between Israelis and Palestinians would render an October 1 deadline for ending a partial Israeli settlement freeze irrelevant.My hope is that once direct talks have begun, well before the moratorium has expired, that that will create a climate in which everybody feels a greater investment in success,he said.

The bond market is telling us that there could be hard economic times ahead and that deflation, for the time being, is more of a threat than inflation. -Leading indicators are also pointing to possible economic weakness ahead. -The Euro zone is being pulled apart by the economic asymmetry of its members, the less productive among them (Greece, Spain, Ireland, Portugal and Italy) being unable to keep pace with the very productive German economy. -The U.S. money supply M3 is contracting. -The Chinese bubble is dangerously approaching the bursting point. -And, the deflation of debt all over the place threatens to plunge the world economy into a deflationary tailspin. —In this context, there is a good chance of a double-dip recession next year, in 2011.Readers of this blog know where I stand on this issue. One year ago, on July 10, 2009, when everybody and his uncle was declaring the recession over and the return of business as usual, I wrote a piece announcing that my analysis was pointing out to ten years of economic hardship entitled We are in the Midst of the Great Baby-Boomers Economic Stagnation of 2007-2017 I wrote then that many observers think that prosperity is around the corner and that this recession, like others since World War II, will end as soon as the stock market, as a leading indicator, recovers and people start spending again. This is a myopic view of the current economic big picture.Let us keep in mind that in May of 1930, President Herbert Hoover was also proclaiming that the danger … is safely behind us. This was ten years too early for such a declaration. Just as in the 1930s, the U.S. economy and many part of the world economy suffer from a debt overhang that usually takes at least ten years to correct. When overall debt is four times larger than the economy, as it is the case today and as it was close to being the case in the 1930s, a debt deflation becomes unavoidable.

Economic booms built on a mountain of debt, some of which is fraudulent and speculative debt, tend to end badly. The higher the debt mountain relative to the real economy, the more serious is the following economic meltdown. This is because an unsustainable debt level means that some of the investments and projects thus financed make no economic sense and no sufficient income can be forthcoming to service and repay the debts. The first consequence is excess capacity and falling asset prices. The second consequence is an unavoidable liquidation of debts and a debt deflation. The third consequence is economic stagnation.The danger that accompanies a protracted period of debt-liquidation and debt deflation after a binge of over-indebtedness is well known in economics. In 1933, Yale economist Irving Fisher published his debt-deflation theory of economic depressions. The core of the theory is that over-indebtedness leads to deflation, which in turn leads to an economic contraction. Fisher summarizes the links between debt liquidation and economic contraction in nine interacting steps:

1- Debt liquidation leads to distress selling.
2- Contraction of deposit currency, as bank loans are paid off, and to a slowing down of the velocity of circulation of money.
3- A fall in the level of prices.
4- If the fall of prices is not interfered with by reflation or otherwise, this is followed by greater fall in the net worth of business, precipitating bankruptcies.
5- This leads to a like fall in profits.
6- A reduction in construction, output, trade and in employment of labor results.
7- Losses, bankruptcies and unemployment lead to pessimism and loss of confidence.
8- The result is hoarding and a contraction in bank credits, which contribute in slowing down even more the velocity of circulation of money.
9- The overall deflation causes a fall in the nominal or money interest rates accompanied by a rise in the real or commodity rates of interest as prices fall.

A similar self-reinforcing spiral-down of debt-deflation and economic contraction can be feared in the coming years as the level of debt to the economy goes from about four times the economy to a more manageable two times the economy. In other words, it should not take more than $1.50 or $2 of new debt and credit to generate one dollar of new output. When it takes more debt than that to generate new production, this is an indication that the economy is becoming over-leveraged with debt.Judging by the pronouncements made by leaders at the recent G8 and G20 meetings in June, and their collective commitment to cut governments’ deficits in half by 2013, I don’t think that politicians fully understand the danger presently facing the world economy. In fact, any new shock hitting the world economy, economic or political, risks accelerating the collapse of the debt house of cards, with dire consequences for production and employment.Austerity fiscal measures may raise government efficiency, but they are not what will cushion the real effects of the debt deflation. Both reflationary monetary policies and overall stabilization policies are needed, especially in the banking sector, in order to make sure that producers and employers are not frozen out of new bank credit.
