August 29-September 6, 2001: Bush Tries to Repair Relations with Saudis, But Policy Change Halted by 9/11 Attacks The Bush administration attempts to repair its relation with Saudi Arabia after a dramatic letter from Saudi Crown Prince Abdullah. On August 27, 2001, Abdullah, the de facto leader of Saudi Arabia, sent a message to President Bush threatening to end the Saudi alliance with the US because of what they see as US favoritism towards Israel (see August 27, 2001). Two days later, Bush sends a two-page letter to Abdullah: Let me make one thing clear up front: nothing should ever break the relationship between us. There has been no change in the strategic equation. I firmly believe the Palestinian people have a right to self-determination and to live peacefully and securely in their own state, in their own homeland, just as the Israelis have the right to live peacefully and safely in their own state. Journalist Bob Woodward will later note that this was a much bigger step than President Clinton had taken. Even as Clinton had tried to fashion a Middle East peace agreement as his legacy, he had never directly supported a separate Palestinian state. On September 6, Abdullah replies, Mr. President, it was a great relief to me to find in your letter a clear commitment confirming the principle in which the peace process was established. I was particularly pleased with your commitment to the right of the Palestinians to self-determination as well as the right to peace without humiliation, within their independent state.The Saudis appear appeased. [Woodward, 2006, pp. 77-79] Also on September 6, Bush holds a meeting with his top advisers and suggests a change of policy towards Palestine, including public support for a separate Palestinian state. However, days before Bush is to announce these new policies, the 9/11 attacks take place. None of the planned US policy changes materialize.

Text: Arab peace plan of 2002

This is the official translation of the Saudi-proposed Arab peace initiative adopted at the annual Arab League Summit in Beirut in 2002. The Council of the League of Arab States at the Summit Level, at its 14th Ordinary Session,

- Reaffirming the resolution taken in June 1996 at the Cairo Extra-Ordinary Arab Summit that a just and comprehensive peace in the Middle East is the strategic option of the Arab Countries, to be achieved in accordance with International Legality, and which would require a comparable commitment on the part of the Israeli Government.

- Having listened to the statement made by His Royal Highness Prince Abdullah bin Abdul Aziz, the Crown Prince of the Kingdom of Saudi Arabia in which his Highness presented his Initiative, calling for full Israeli withdrawal from all the Arab territories occupied since June 1967, in implementation of Security Council Resolutions 242 and 338, reaffirmed by the Madrid Conference of 1991 and the land for peace principle, and Israel's acceptance of an independent Palestinian State, with East Jerusalem as its capital, in return for the establishment of normal relations in the context of a comprehensive peace with Israel.

- Emanating from the conviction of the Arab countries that a military solution to the conflict will not achieve peace or provide security for the parties, the council:


1. Requests Israel to reconsider its policies and declare that a just peace is its strategic option as well.

2. Further calls upon Israel to affirm:

a. Full Israeli withdrawal from all the territories occupied since 1967, including the Syrian Golan Heights to the lines of June 4, 1967 as well as the remaining occupied Lebanese territories in the south of Lebanon.

b. Achievement of a just solution to the Palestinian Refugee problem to be agreed upon in accordance with UN General Assembly Resolution 194.

c. The acceptance of the establishment of a Sovereign Independent Palestinian State on the Palestinian territories occupied since the 4th of June 1967 in the West Bank and Gaza strip, with East Jerusalem as its capital.


3. Consequently, the Arab Countries affirm the following:

a. Consider the Arab-Israeli conflict ended, and enter into a peace agreement with Israel, and provide security for all the states of the region.

b. Establish normal relations with Israel in the context of this comprehensive peace.

4. Assures the rejection of all forms of Palestinian patriation which conflict with the special circumstances of the Arab host countries.

5. Calls upon the Government of Israel and all Israelis to accept this initiative in order to safeguard the prospects for peace and stop the further shedding of blood, enabling the Arab Countries and Israel to live in peace and good neighborliness and provide future generations with security, stability, and prosperity.

6. Invites the International Community and all countries and Organizations to support this initiative.

7. Requests the Chairman of the Summit to form a special committee composed of some of its concerned member states and the Secretary General of the League of Arab States to pursue the necessary contacts to gain support for this initiative at all levels, particularly from the United Nations, the Security Council, the United States of America, the Russian Federation, the Muslim States and the European Union.

Having considered further the situation in Palestine,

1. Expresses its deep appreciation of the progress achieved through the good offices of the late United Nations Mediator in promoting a peaceful adjustment of the future situation of Palestine, for which cause he sacrificed his life; and Extends its thanks to the Acting Mediator and his staff for their continued efforts and devotion to duty in Palestine;

2. Establishes a Conciliation Commission consisting of three States Members of the United Nations which shall have the following functions:

(a) To assume, in so far as it considers necessary in existing circumstances, the functions given to the United Nations Mediator on Palestine by resolution 182;(S-2) of the General Assembly of 14 May 1948;

(b) To carry out the specific functions and directives given to it by the present resolution and such additional functions and directives as may be given to it by the General Assembly or by the Security Council;

(c) To undertake, upon the request of the Security Council, any of the functions now assigned to the United Nations Mediator on Palestine or to the United Nations Truce Commission by resolutions of the Security Council; upon such request to the Conciliation Commission by the Security Council with respect to all the remaining functions of the United Nations Mediator on Palestine under Security Council resolutions, the office of the Mediator shall be terminated;

3. Decides that a Committee of the Assembly, consisting of China, France, the Union of Soviet Socialist Republics, the United Kingdom and the United States of America, shall present, before the end of the first part of the present session of the General Assembly, for the approval of the Assembly, a proposal concerning the names of the three States which will constitute the Conciliation Commission;

4. Requests the Commission to begin its functions at once, with a view to the establishment of contact between the parties themselves and the Commission at the earliest possible date;

5. Calls upon the Governments and authorities concerned to extend the scope of the negotiations provided for in the Security Council's resolution of 16 November 1948 and to seek agreement by negotiations conducted either with the Conciliation Commission or directly, with a view to the final settlement of all questions outstanding between them;

6. Instructs the Conciliation Commission to take steps to assist the Governments and authorities concerned to achieve a final settlement of all questions outstanding between them;

7. Resolves that the Holy Places - including Nazareth - religious buildings and sites in Palestine should be protected and free access to them assured, in accordance with existing rights and historical practice; that arrangements to this end should be under effective United Nations supervision; that the United Nations Conciliation Commission, in presenting to the fourth regular session of the General Assembly its detailed proposals for a permanent international régime for the territory of Jerusalem, should include recommendations concerning the Holy Places in that territory, that with regard to the Holy Places in the rest of Palestine the Commission should call upon the political authorities of the areas concerned to give appropriate formal guarantees as to the protection of the Holy Places and access to them, and that these undertakings should be presented to the General Assembly for approval;

8. Resolves that, in view of its association with three world religions, the Jerusalem area, including the present municipality of Jerusalem plus the surrounding villages and towns, the most eastern of which shall be Abu Dis; the most southern, Bethlehem, the most western, Ein Karim (including also the built-up area of Motsa); and the most northern Shu'fat, should be accorded special and separate treatment from the rest of Palestine and should be placed under effective United Nations control;

Requests the Security Council to take further steps to ensure the demilitarization of Jerusalem at the earliest possible date;

Instructs the Commission to present to the fourth regular session of the General Assembly detailed proposals for a permanent international régime for the Jerusalem area which will provide for the maximum local autonomy for distinctive groups consistent with the special international status of the Jerusalem area;

The Conciliation Commission is authorized to appoint a United Nations representative, who shall co-operate with the local authorities with respect to the interim administration of the Jerusalem area;

9. Resolves that, pending agreement on more detailed arrangements among the Governments and authorities concerned, the freest possible access to Jerusalem by road, rail or air should be accorded to all inhabitants of Palestine;

Instructs the Conciliation Commission to report immediately to the Security Council, for appropriate action by that organ, any attempt by any party to impede such access;

10. Instructs the Conciliation Commission to seek arrangements among the Governments and authorities concerned which will facilitate the economic development of the area, including arrangements for access to ports and airfields and the use of transportation and communication facilities;

11. Resolves that the refugees wishing to return to their homes and live at peace with their neighbours should be permitted to do so at the earliest practicable date, and that compensation should be paid for the property of those choosing not to return and for loss of or damage to property which, under principles of international law or in equity, should be made good by the Governments or authorities responsible;

Instructs the Conciliation Commission to facilitate the repatriation, resettlement and economic and social rehabilitation of the refugees and the payment of compensation, and to maintain close relations with the Director of the United Nations Relief for Palestine Refugees and, through him, with the appropriate organs and agencies of the United Nations;

12. Authorizes the Conciliation Commission to appoint such subsidiary bodies and to employ such technical experts, acting under its authority, as it may find necessary for the effective discharge of its functions and responsibilities under the present resolution;

The Conciliation Commission will have its official headquarters at Jerusalem. The authorities responsible for maintaining order in Jerusalem will be responsible for taking all measures necessary to ensure the security of the Commission. The Secretary-General will provide a limited number of guards for the protection of the staff and premises of the Commission;

13. Instructs the Conciliation Commission to render progress reports periodically to the Secretary-General for transmission to the Security Council and to the Members of the United Nations;

14. Calls upon all Governments and authorities concerned to co-operate with the Conciliation Commission and to take all possible steps to assist in the implementation of the present resolution;

15. Requests the Secretary-General to provide the necessary staff and facilities and to make appropriate arrangements to provide the necessary funds required in carrying out the terms of the present resolution.

UNITED NATIONS, Nov 12 (Reuters) - Israeli President Shimon Peres seized the rare opportunity of being in the same hall as Saudi King Abdullah on Wednesday to praise a Saudi peace initiative that he said had brought hope to the Middle East.Addressing a special high-level U.N. General Assembly meeting on dialogue between different religions, Peres termed some of the language in an Arab peace proposal based on the Saudi initiative inspirational and promising -- a serious opening for real progress.

It was a rare moment -- an Israeli head of state speaking directly to the Saudi Arabian leader, whose country does not recognize Israel. Egypt and Jordan are the only Arab countries to have signed full peace accords with the Jewish state.Israeli officials, including Peres, have previously said Israel was seriously reconsidering the 2002 Saudi peace initiative, which calls for full Arab recognition of Israel if it gives up lands occupied in a 1967 war and accepts a solution for Palestinian refugees.But this was the first time a representative of Israel was able to address Abdullah directly.Your Majesty, the King of Saudi Arabia, I was listening to your message,Peres said from the podium after the king spoke of the need for religious tolerance and said terrorism was the enemy of religion.I wish that your voice will become the prevailing voice of the whole region, of all people,Peres told Abdullah. It's right, it's needed, it's promising.

LIVNI PRAISES SAUDI INITIATIVE

Unlike Peres, the king did not directly refer to the Saudi initiative when addressing the assembly.The initiative's portrayal of our region's future provides hope to the people and inspires confidence in the nations, Peres told the audience, which included U.S. Secretary of State Condoleezza Rice and numerous Middle Eastern heads of state.Peres, whose position is largely ceremonial, holds little power. But Tzipi Livni, Israel's foreign minister and chief negotiator in talks with the Palestinians, joined Peres in praising the Saudis.The Saudi initiative itself is something that sent a very good message, Livni said at a news conference with Peres. Unfortunately, she said, the Arab proposal based on the Saudi plan was not as good, particularly on the issue of refugees.Livni, who could become prime minister after Israel's general election in February, added that Arab-Israeli peace needed to be hammered out in bilateral talks between Israel and the Palestinians and its Arab neighbors.Despite Peres' and Livni's newfound praise, Israel has never officially endorsed the Saudi initiative, citing reservations about refugees and Jerusalem.Peres said Israel was making progress in talks with the Palestinians and exploring the possibility of real peace with the Syrians, the last in the list of historic conflicts.However, there are those in our region who sow hatred and try to widen the abyss and erect barriers, those who seek to wipe out other people and encourage killing,Peres said.Disputes over Jewish settlements in the occupied West Bank, divisions among the Palestinians and Israel's recent political crisis have frustrated attempts by Washington to clinch an Israeli-Palestinian peace deal by the end of this year.U.N. Obama Favors Saudi Peace Plan For Israel/Palestine Conflict

Barack Obama is to pursue an ambitious peace plan in the Middle East involving the recognition of Israel by the Arab world in exchange for its withdrawal to pre-1967 borders, according to sources close to America’s president-elect. Obama intends to More..throw his support behind a 2002 Saudi peace initiative endorsed by the Arab League and backed by Tzipi Livni, the Israeli foreign minister and leader of the ruling Kadima party. The proposal gives Israel an effective veto on the return of Arab refugees expelled in 1948 while requiring it to restore the Golan Heights to Syria and allow the Palestinians to establish a state capital in east Jerusalem.

On a visit to the Middle East last July, the president-elect said privately it would be crazy for Israel to refuse a deal that could give them peace with the Muslim world, according to a senior Obama adviser. The Arab peace plan received a boost last week when President Shimon Peres, a Nobel peace laureate and leading Israeli dove, commended the initiative at a Saudi-sponsored United Nations conference in New York.

Peres was loudly applauded for telling King Abdullah of Saudi Arabia, who was behind the original initiative: I wish that your voice will become the prevailing voice of the whole region, of all people.A bipartisan group of senior foreign policy advisers urged Obama to give the Arab plan top priority immediately after his election victory. They included Lee Hamilton, the former co-chairman of the Iraq Study Group, and Zbigniew Brzezinski, a Democrat former national security adviser. Brzezinski will give an address tomorrow at Chatham House, the international relations think tank, in London. Brent Scowcroft, a Republican former national security adviser, joined in the appeal. He said last week that the Middle East was the most troublesome area in the world and that an early start to the Palestinian peace process was a way to psychologically change the mood of the region. Advisers believe the diplomatic climate favours a deal as Arab League countries are under pressure from radical Islamic movements and a potentially nuclear Iran. Polls show that Palestinians and Israelis are in a mood to compromise. The advisers have told Obama he should lose no time in pursuing the policy in the first six to 12 months in office while he enjoys maximum goodwill. Obama is also looking to break a diplomatic deadlock over Iran’s pursuit of nuclear weapons technology. A possible way forward, suggested last spring by Dennis Ross, a senior Obama adviser and former Middle East envoy, would be to persuade Russia to join in tough economic sanctions against Iran by offering to modify the US plan for a missile shield in eastern Europe. President Dmitry Medvedev signalled that Russia could cancel a tit-for-tat deployment of missiles close to the Polish border if America gave up its proposed missile defences in Poland and the Czech Republic.

Ross argued in a paper on How to Talk to Iran that if the Iranian threat goes away, so does the principal need to deploy these [antimissile] forces. [Vladimir] Putin [the Russian prime minister] has made this such a symbolic issue that this trade-off could be portrayed as a great victory for him. Ross and Daniel Kurtzer, a former American ambassador to Israel, accompanied Obama on a visit to Israel last July. They also travelled to Ramallah, where Obama questioned Mahmoud Abbas, the Palestinian leader, about the prospects for the Arab plan. According to a Washington source Obama told Abbas: The Israelis would be crazy not to accept this initiative. It would give them peace with the Muslim world from Indonesia to Morocco.Kurtzer submitted a paper to Obama on the question before this month’s presidential elections. He argued that trying to reach bilateral peace agreements between Israel and individual countries in the Middle East, was a recipe for failure as the record of Bill Clinton and George W Bush showed. In contrast, the broader Arab plan had a lot of appeal. A leading Democratic expert on the Middle East said: There’s not a lot of meat on the bones yet, but it offers recognition of Israel across the Arab world.Livni, the leader of Kadima, which favours the plan, is the front-runner in Israeli elections due in February. Her rival, Benjamin Netanyahu, the leader of Likud, is adamantly against withdrawing to borders that predate the Six Day war in 1967. Ehud Olmert, the prime minister, last week expressed his support for Israel’s withdrawal from the West Bank Golan and east Jerusalem.

JERUSALEM, March 26 (Xinhua) -- Israeli Prime Minister Ehud Olmert proposed to return 93 percent of the West Bank to the Palestinians and to handle the Jerusalem question under an international framework as his final offer, local news service Ynet reported Thursday.Olmert made the promises to Palestinian National Authority (PNA)Chairman Mahmoud Abbas during a meeting in September, said the report, quoting senior officials as saying that the pledges marked Olmert's final offer to end the conflict.

Executive Summary This Country Strategy Paper (CSP) for Israel covers the period 2007-2013. Support to Israel over thatperiod will be provided under the new European Neighbourhood and Partnership Instrument (ENPI) which is being established to provide assistance for the development of an area of prosperity and good neighbourliness involving the European Union and the partner countries covered by the European Neighbourhood Policy (ENP).1Under this new instrument, specific assistance is provided to all partner countries that have concluded an Action Plan with the EU to support the implementation of the Action Plan. Funding levels for Israel under the national ENPI envelope are currently estimated at €14 million for the period 2007-2013. Israel will also be eligible under the ENPI regional and cross-border cooperation programmes. Given the scope of the allocation, the most suitable approach seems to be to concentrate on support activities for the implementation of the Action Plan priorities, mainly in the form of institutional cooperation. The principal objective of EU-Israel cooperation is to develop an increasingly close relationship between the EU and Israel, going beyond previous levels of cooperation, including a significant level of economic integration, and a deepening of political cooperation including in the area of foreign andsecurity policy and in the resolution of the Middle East conflict and on human rights issues, on the basis of the EU-Israel Action Plan. EC support over the period covered by this strategy will aim at supporting the attainment of the above policy objectives. 3EUCOOPERATION OBJECTIVESOverall external policy goals of the EU The EU promotes its values and interests by operating as a global economic and political player, using various instruments ranging from the Common Foreign and Security Policy (CFSP), assistance and trade to the external dimension of the EU’s internal policies.In particular, the EU strives to promote prosperity, solidarity, security and sustainable developmentworldwide. It is of the utmost importance to the EU to define the right policy mix. That means that, in the light of the EU’s strategic external relations objectives, policy coherence needs to be ensured between all available instruments in dealing with Israel. Strategic objectives of EU/EC cooperation with Israel The EU/EC approach to cooperation with Israel is shaped by a combination of country-specific, regional and global strategic objectives: In the Association Agreement of 20 November 1995 the EU and Israel committed themselves to establishing a partnership which provides for close political and mutually beneficial trade and investment relations together with economic, social, financial, civil scientific, technological and cultural cooperation. The objective of the ENP, which was launched in the context of the 2004 enlargement round, is to share the EU’s stability, security and prosperity with neighbouring countries, including Israel, in a way that is distinct from EU membership. The ENP is designed to prevent the emergence of new dividing lines within and in the vicinity of Europe by offering neighbouring countries closer political, security,economic and cultural cooperation. It also addresses one of the European Union’s strategic objectives set out in the European SecurityStrategy of December 2003, namely to bolster security in the EU neighbourhood. ENP partners expect to gain closer cooperation with the EU, the chance to participate in EU programmes and a stake in the EU’s internal market. In the case of Israel, specific objectives have been established in the EU-IsraelENP Action Plan which was jointly endorsed in December 2004. Relations between the EU and Israel are also part of the Union’s wider efforts to contribute to a resolution of the Middle East conflict. The achievement of lasting peace in the Middle East is a central aim of the EU, whose main objective is a two-State solution leading to a final and comprehensive settlement of the Israeli-Palestinian conflict based on implementation of the Road Map, with Israel and a democratic, viable, peaceful and sovereign Palestinian State living side-by-side in peace within secure and recognised borders and enjoying normal relations with their neighbours.

ISRAEL’S POLICY AGENDAIsrael, from the outset, expressed a keen interest in the ENP as an opportunity to improve and deepen bilateral relations. This is reflected in significant mobilisation of staff both in the Israeli Ministry ofForeign Affairs and in line ministries to follow and support implementation of the ENP Action Plan. The ENP is perceived in Israel as a useful complement to the Barcelona process, with its tailor-madeapproach allowing a focus on areas which have not been at the centre of the regional process, and providing the option of moving at its own pace in those areas identified by the EU and Israel as priorities. Israel’s level of ambition with regard to the ENP can therefore be considered as high. In the trade field, in particular, much emphasis is put by Israel on the parallelism between themultilateral and the bilateral track. Given its high level of development, the character of its traderelations with the EU, and the significance of the high-tech sector, the Israeli economy faces challenges that are different in some respects from those of the other Euro-Mediterranean countries. The discussions on conformity assessment agreements are one example of this specificity which calls for acustomised approach by the EU. Moreover, Israel is one of only two non-EU countries that are fully associated to the EU’s framework programmes for research and technological development. Apart from trade and research and innovation, Israel has shown special interest on a wide spectrum of sectors, in particular in the area of justice, freedom and security, education, and networks. ISRAEL’S OVERALL POLITICAL AND ECONOMIC SITUATIONIsrael is a parliamentary democracy. It does not have a written constitution; instead the Declaration of Independence (1948), Supreme Court precedents and a series of Basic Laws provide the body of law. Israel declared itself a Jewish state, with its Declaration of Independence proclaiming equality for all citizens, irrespective of religion, race or sex. Israel’s overall political and economic situation is affected by the continuing conflict with the Palestinians and the state of relations with the Arab world in general. Israel has diplomatic relations with Egypt and Jordan following the conclusion of peace agreements in 1979 and 1994 respectively. The resurgence of suicide bombings since the beginning of the second Intifada in September 2000 is amatter of the highest security concern for Israel. Some of the measures taken by Israel in response tothis situation have been criticised by the UN and the EU as disproportionate or incompatible with its obligations under international law, inter alia in the latter’s recent General Affairs and ExternalRelations Council conclusions. In the context of the Israeli-Palestinian conflict, concerns have also been expressed with regard to the human rights situation. Israel is constructing a separation barrier whose purpose, according to the government, is to protect theIsraeli population against terrorist attacks. The route of the barrier has been criticized by the EU, as it is built partially on occupied Palestinian land; Israel has made some adjustments to the route of the barrierin response to the High Court ruling that the barrier should take into account humanitarian needs of the Palestinians, the impact of which on the humanitarian situation has been limited.

Israel, once a traditional economy based on agriculture, light industry and labour-intensive production, evolved in the 1980s and 1990s into a knowledge-based economy, with internationally competitive services and industrial sector, investing 4,6% of GDP in Research & Development in 2004, making itone of the world’s biggest investors in R&D in GDP terms. The Israeli government continues to implement its Economic Recovery Plan, which it started in 2003, reducing corporate and income taxes, reforming the capital market, promoting foreign investment in Israel, and preparing tax reform to improve the competitiveness of the Israeli system. It also continues to implement welfare reform. The reduction of social transfers as part of this reform was aimed at increasing participation in the labour market. It has however also contributed to Israel’s position as one of the countries with the widest social gaps among developed countries. The EU is Israel’s largest trading partner. Israel is one of the EU’s biggest trading partners in the Euromed area, with total trade amounting to almost € 23 billion in 2005. The EU is the leading source of imports for Israel, and its second most important destination for exports. Excluding diamonds, total trade with the EU represented 35% of Israel’s total trade. Israel’s trade deficit with the EU amounts to 45% of its total trade deficit. The EU and Israel have officially launched the negotiations on the liberalisation of trade in services,agricultural products and processed agricultural goods. The services sector represents 77% of Israel'sGDP and already constitutes around one third of Israel's export. Similarly, services account for around three quarters of the EU's GDP. Trade in services is therefore instrumental in strengthening economic activity, attracting investment and enhancing the dynamics of the economy. OVERVIEW OF PAST AND ONGOING ECCOOPERATION (EXPERIENCE AND LESSONS LEARNT) To date, Israel has not received bilateral assistance owing to its high level of economic development.2Consequently, EC/EU cooperation with Israel has been limited to: programmes in support of civil society, mainly in the context of the EU Partnership for Peace programme and the European Initiative for Democracy and Human Rights regional programmes under MEDA. Given that Israel has not previously benefited from EU support, it does not have experience in the management of EU funding. Participation in regional activities has frequently proved difficult for Israeli representatives in theabsence of bilateral diplomatic relations between Israel and some Euromed partner countries. With the creation of the ENPI, a limited bilateral financial allocation for Israel has been set aside forthe first time to support the implementation of the ENP Action Plan. Given the scope of the allocation, the most appropriate approach seems to be to concentrate on targeted support activities for the implementation of the Action Plan priorities, mainly institutional cooperation through Twinning/Twinning light. 2Israel has received and continues to receive substantial bilateral assistance from the United States. The United States Congress approved aid for 2006 of $3. 16 bn. It is made up of $ 2. 28 bn of military aid, (mainly buy-back), $ 600 mfor joint defence projects and $280 m for civilian aid

EC RESPONSE STRATEGY The principal objective of cooperation between the EU and Israel is to develop an increasingly close relationship, going beyond past levels of cooperation towards gradual economic integration and deeper political cooperation, including on the Middle East peace process and on human rights issues. Against the background of the high level of economic development, the maturity of Israeli public institutions, and the limited scope of the bilateral allocation, EU cooperation with Israel places the emphasis on support measures for the implementation of the ENP Action Plan. The identification of priorities will be guided by the policy objectives defined in the jointly agreed EU-Israel Action Plan and will focus on those areas which are in the EU’s strategic interest and consistent with Israel’spriorities. Priorities for EC support will be identified on an annual basis in close consultation with the Israeli authorities. The focus of the EC’s activities should be to support regulatory approximation of Israeli legislation to EU legislation with a view to facilitating and improving cooperation. Possible areas for cooperation might include justice, freedom and security, networks, and people-to-people contacts and exchanges (including in the context of the Tempus and Youth in Action as well as the Erasmus Mundus programme). These areas were among those discussed and identified as priorities by both sides in the relevant subcommittee meetings. EC support under the bilateral allocation will be complemented by regional and interregional allocations and EIB activities, in particular in the areas of transport, energy and environment. It will also add to possible sub-regional activities. Support under the bilateral allocation in this context will aim to accompany and underpin EIB lending activities in particular to facilitate work on convergence of technical and legal frameworks. The volume of EIB loans currently envisaged in these sectors is around €500 millions. At the Barcelona Euro-Mediterranean Summit in November 2005, partners collectively committed to endorse a feasible timetable to depollute the Mediterranean Sea by 2020.3The EC response strategy for Israel could support national and regional measures that contribute to attaining the goals of Horizon 2020, which are to tackle all the major sources of pollution including industrial emissions, municipal waste and particularly urban waste water. 3Successful achievement of the goal to reduce pollution levels will require a combination of both regional and national actions with the support of all actors in the Mediterranean. In addition to regulatory convergence and general reform ofenvironmental administrations, investment projects financed by the International Financial Institutions can beencouraged through targeted investment preparation and support (such as interest rate subsidies).

JERUSALEM – Israel has successfully tested a high-tech system designed to protect civilians from rocket attacks by militant groups in Gaza and south Lebanon, the Defense Ministry said.Defense officials said Friday in the wake of the test that the Iron Dome system's development is on schedule and will likely meet its target date of 2010, when it is due to begin shooting down incoming rockets fired by Gaza militants.

A ministry statement released Thursday evening said that in a series of tests this week the system faced rockets of the type fired by Palestinian and Lebanese militants, and operated successfully regarding the targets of the test.The statement termed the tests a milestone.It did not say specifically what the tests entailed and stopped short of saying the Iron Dome had actually shot rockets down with an interceptor missile, which it is designed to eventually do.The officials, speaking on condition of anonymity in line with defense ministry regulations, said there has yet to be an intercept by the system.They have said in the past that the first intercept is expected at the end of 2009.Developed at a cost of over $200 million, the system is intended to eventually fire missiles that home in on incoming short and medium-range rockets of the type used by militant groups Hamas and Hezbollah.Hamas and other Palestinian militant groups have launched thousands of rockets into Israel from Gaza since 2001, sparking numerous Israeli military incursions, most recently the devastating three-week Gaza war that ended Jan. 18. FARGO, N.D. – Thousands of shivering, tired residents got out while they could and others prayed that miles of sandbagged levees would hold Friday as the surging Red River threatened to unleash the biggest flood North Dakota's largest city has ever seen.The agonizing decision to stay or go came as the final hours ticked down before an expected crest Saturday evening, when the ice-laden river could climb as high as 43feet, nearly 3 feet higher than the record set 112 years ago.It's to the point now where I think we've done everything we can, said resident Dave Davis, whose neighborhood was filled with backhoes and tractors building an earthen levee. The only thing now is divine intervention.Even after the floodwaters crest, the water may not begin receding before Wednesday, creating a lingering risk of a catastrophic failure in levees put together mostly by volunteers.National Guard troops fanned out in the bitter cold to inspect floodwalls for leaks and weak spots, and residents piled sandbags on top of 12 miles of snow-covered dikes. The freezing weather froze the bags solid, turning them into what townspeople hoped would be a watertight barrier.Hundreds more Guard troops poured in from around the state and neighboring South Dakota, along with scores of American Red Cross workers from as far away as Modesto, Calif.Homeowners, students and small armies of other volunteers filled sandbags in temperatures that barely rose into the double digits.The river swelled Friday to 40.67 feet — more than 22 feet above flood stage and beyond the previous high-water mark of 40.1 feet in 1897. The White House said it was monitoring flooding in North Dakota and Minnesota, and President Barack Obama has dispatched the acting head of the Federal Emergency Management Agency to the region. White House spokesman Robert Gibbs said Obama has personally spoken with the governors of both states and with Fargo's mayor. The president called North Dakota Sen. Kent Conrad on his cell phone during a news conference in Bismarck on flooding problems there and in Fargo. If there's anything more that we can do, we will do it, Obama said after Conrad held the phone up to a microphone. Authorities in Fargo and across the river in Moorhead — a city of about 30,000 people — expanded evacuations Friday across several blocks. About 2,600 households in Moorhead — about a third of the city — were asked to leave their homes. Hundreds more in Fargo were asked to evacuate.

Some residents were roused from their sleep around 2 a.m. Friday and told to leave after authorities found a leak in a dike. They expected to be able to patch it securely.More than 100 inmates were taken from the county jail in Fargo to other lockups in the region, and Moorhead planned to evacuate the police station because of encroaching floodwaters. U.S. Sen. Byron Dorgan said Northwest Airlines was sending two jetliners to move hospital patients to safer areas. The effort to fortify flood-prone neighborhoods took place around the city, with officials building a contingency dike system as a second line of defense should the river breach riverside neighborhoods. But some residents were left between the two sets of dikes. There are people who are angry about being on the wrong side of the dike,said Tim Mahoney, a Fargo city commissioner whose home is in one of the wrong-side neighborhoods. We have a 500-year flood that we're combatting, and we think we're doing as well as we can, Mahoney said.Residents in another of those neighborhoods placed pumps in their yards in hopes of keeping water out of their homes. Tina Kraft took everything of value or importance in her basement and first floor and moved it upstairs. We've prepared for it as best we can,she said. We really just have to be ready for our house to be flooded.Deanne Mason and her husband were awakened by the sound of backhoes and tractors building the backup dike. I'm not so worried about losing my house, she said. It's just stuff. But it's emotionally draining to watch this.In the small town of Oakport Township just north of Moorhead, fire crews watched as a fire destroyed a home surrounded by sandbags that protected it from floodwaters. Clay County Emergency Operations Center spokesman Dan Olson said fire crews couldn't get closer than 200 feet from the home because the area around it was so flooded. No injuries were reported and the cause of the blaze was not immediately known.On the Canadian side of the northern-flowing Red River, ice-clogged culverts, ice jams and the rising river threatened Manitoba residents. EAGLE RIVER, Alaska – Alaska's Mount Redoubt continued its volcanic explosions Friday, sending ash clouds as high as 50,000 feet above sea level and prompting drivers to head to the auto parts store for new air filters.The National Weather Service said most of the ash was expected to fall to the north, but trace amounts of ash from eruptions on two Friday and smaller ones overnight could fall on Anchorage itself.Since the series of eruptions began Sunday night, the volcano has had several bursts. One on Thursday sent ash 65,000 feet high. The last time the volcano had erupted was during a four-month period in late 1989 and early 1990.Two mudflows produced by the volcano Friday were moving down a slough and tributary toward the Drift River Terminal, where 6.2 million gallons of oil is stored, said Chris Waythomas, a geologist with the Alaska Volcano Observatory.A concrete-reinforced dike is holding the mud back and protecting the terminal's oil storage tanks from damage.

The Coast Guard said the plan was to keep the oil in the tanks instead of draining it.

The oil is safe where it is at right now,said Coast Guard Cmdr. Joseph Losciuto.

Closer to Anchorage, the concern Friday was ash, a fear that proved mostly unfounded. There were no immediate reports of ash falling in the city.Airborne volcanic ash, even in relatively small amounts, can damage airplane and automobile engines. Because of the eruptions, Alaska Airlines, the state's largest carrier, said there were limited flights in and out of Anchorage.Cissy Matson, manager for the NAPA Auto Parts store in suburban Eagle River, said dozens of people had come in Thursday asking about air filters and it looked like it would be another busy day Friday.Early Friday morning, Matson was outside the store giving Becki Ezzell a quick lesson on where to put the new air filter she was buying for her 20-year-old daughter's car.I know that ash chokes off the air to the engine and it just stops. That would be very scary for her,Ezzell said.Ezzell had another worry, too: The eruption had stranded her husband at the Minneapolis airport. They were just getting on the plane and it blew, Ezzell said.He thought he was on his way home.Still, Ezzell, who has lived in Alaska since 1969, said she's seen far worse when it comes to volcanoes exploding and spewing ash.

The SDR is an international reserve asset, created by the IMF in 1969 to supplement the existing official reserves of member countries. SDRs are allocated to member countries in proportion to their IMF quotas. The SDR also serves as the unit of account of the IMF and some other international organizations. Its value is based on a basket of key international currencies.

Why was the SDR created and what is it used for today?
The Special Drawing Right (SDR) was created by the IMF in 1969 to support the Bretton Woods fixed exchange rate system. A country participating in this system needed official reserves—government or central bank holdings of gold and widely accepted foreign currencies—that could be used to purchase the domestic currency in world foreign exchange markets, as required to maintain its exchange rate. But the international supply of two key reserve assets— gold and the U.S. dollar—proved inadequate for supporting the expansion of world trade and financial development that was taking place. Therefore, the international community decided to create a new international reserve asset under the auspices of the IMF. However, only a few years later, the Bretton Woods system collapsed and the major currencies shifted to a floating exchange rate regime. In addition, the growth in international capital markets facilitated borrowing by creditworthy governments. Both of these developments lessened the need for SDRs. Today, the SDR has only limited use as a reserve asset, and its main function is to serve as theunit of account of the IMF and some other international organizations. The SDR is neither a currency, nor a claim on the IMF. Rather, it is a potential claim on the freely usable currencies of IMF members. Holders of SDRs can obtain these currencies in exchange for their SDRs in two ways: first, through the arrangement of voluntary exchanges between members; and second, by the IMF designating members with strong external positions to purchase SDRs from members with weak external positions.

SDR valuation
The value of the SDR was initially defined as equivalent to 0.888671 grams of fine gold—which, at the time, was also equivalent to one U.S. dollar. After the collapse of the Bretton Woods system in 1973, however, the SDR was redefined as a basket of currencies,today consisting of the euro, Japanese yen, pound sterling, and U.S. dollar. The U.S. dollar-value of the SDR is posted daily on the IMF's website. It is calculated as the sum of specific amounts of the four currencies valued in U.S. dollars, on the basis of exchange rates quoted at noon each day in the London market.

The basket composition is reviewed every five years to ensure that it reflects the relative importance of currencies in the world's trading and financial systems. In the most recent review in November 2005, the weights of the currencies in the SDR basket were revised based on the value of the exports of goods and services and the amount of reserves denominated in the respective currencies which were held by other members of the IMF. These changes became effective on January 1, 2006. The next review by the Executive Board will take place in late 2010.

The SDR interest rate
The SDR interest rate provides the basis for calculating the interest charged to members on regular (non-concessional) IMF loans, the interest paid and charged to members on their SDR holdings, and the interest paid to members on a portion of their quota subscriptions. The SDR interest rate is determined weekly and is based on a weighted average of representative interest rates on short-term debt in the money markets of the SDR basket currencies.

SDR allocations
Under its Articles of Agreement, the IMF may allocate SDRs to members in proportion to their IMF quotas. Such an allocation provides each member with a costless asset on which interest is neither earned nor paid. However, if a member's SDR holdings rise above its allocation, it earns interest on the excess; conversely, if it holds fewer SDRs than allocated, it pays interest on the shortfall. The Articles of Agreement also allow for cancellations of SDRs, but this provision has never been used. The IMF cannot allocate SDRs to itself.

There are two kinds of allocations:

General allocations of SDRs have to be based on a long-term global need to supplement existing reserve assets. General allocations are considered every five years, although decisions to allocate SDRs have been made only twice. The first allocation was for a total amount of SDR 9.3 billion, distributed in 1970-72. The second allocation was distributed in 1979-81 and brought the cumulative total of SDR allocations to SDR 21.4 billion. A proposal for a special one-time allocation of SDRs was approved by the IMF's Board of Governors in September 1997 through the proposed Fourth Amendment of the Articles of Agreement. This allocation would double cumulative SDR allocations to SDR 42.8 billion. Its intent is to enable all members of the IMF to participate in the SDR system on an equitable basis and correct for the fact that countries that joined the Fund after 1981—more than one fifth of the current IMF membership—have never received an SDR allocation. The Fourth Amendment will become effective when three fifths of the IMF membership (111 members) with 85 percent of the total voting power accept it. Currently, 131 members with 77.68 percent of total voting power had accepted the proposed amendment. Approval by the United States, with 16.75 percent of total votes, would put the amendment into effect.IMF EXTERNAL RELATIONS DEPARTMENT.

China Chastises West in Leadership Bid Before G-20 (Update1)

March 27 (Bloomberg) -- China is scolding the world before the Group of 20 meeting next week, telling the largest countries to spend more on stimulus and fix their financial supervision. Central bank Governor Zhou Xiaochuan yesterday lambasted governments that failed to emulate China’s decisive action to spur economic growth. Earlier this week he suggested creating a new international reserve currency to rival the dollar. Evidence that China’s 4 trillion yuan ($585 billion) stimulus package is taking effect is emboldening the nation’s leaders to dictate their vision for a new world economic and financial order. Premier Wen Jiabao said this month he was worried about the value of China’s $740 billion in U.S. Treasury holdings and asked for a guarantee of their safety. China can stand up and say,Our policies have worked, we have stabilized our economy first,said Glenn Maguire, chief Asia-Pacific economist at Societe Generale SA in Hong Kong.China is positioning itself to have a much more significant role and influence at this G-20 meeting than it has at any other international forum in the past.Leaders of the 20 largest industrial and developing nations meet in London on April 2 to look for ways to alleviate the global financial crisis and strengthen international regulation. The World Bank this month said the global economy will probably shrink for the first time since World War II.

China Recovery?

China’s leaders, including Zhou and President Hu Jintao, will be able to justify their policy prescriptions by pointing to signs of recovery in their economy, which last year surpassed Germany’s to become the world’s third-largest by output. Urban fixed-asset investment jumped 26.5 percent in the first two months from a year earlier, new bank lending quadrupled in February and vehicle sales rose 25 percent the same month. The 30 percent gain in the Shanghai Composite Index this year makes it the best-performing among 89 benchmark measures tracked worldwide by Bloomberg.

The government has taken prompt, decisive and effective policy measures, demonstrating its superior system advantage when it comes to making vital policy decisions,Zhou wrote in an article published on the central bank’s Web site yesterday. 20 Million Jobless

China’s 6.8 percent expansion in the fourth quarter from the same period a year earlier lagged behind its 9 percent growth for all of 2008 and 13 percent for 2007. Exports have dropped at a record pace, forcing thousands of factories to close and leaving about 20 million migrant workers jobless. That hasn’t stopped a steady stream of instructions to the rest of the world in recent days. Governments need to step up economic stimulus to restore market confidence and fend off trade protectionism, Finance Minister Xie Xuren said in a statement yesterday. Wang Qishan, China’s vice premier, called on the G-20 to set a timetable to modify voting at institutions like the International Monetary Fund to give developing countries more say in global financial affairs, in an article published in the Times today in London. The U.S. is injecting $787 billion into its economy while European stimulus totals 400 billion euros ($542 billion), almost all from individual nations rather than the European Union.

U.S. Complacency

China’s central bank yesterday blamed the financial crisis on complacency and a conviction in the U.S. and developed economies that markets always correct themselves.Market forces, if unchecked, will lead to asset bubbles and ultimately a disastrous market clearing in the form of a financial crisis like the current one, the research arm of the People’s Bank of China said in a separate article published on its Web site yesterday. A lack of coordination among regulatory agencies and communications between regulators and central bankers and finance ministers in some advanced countries” hampered efforts for a financial rescue, the research arm said.

China’s lecturing comes after decades when leaders focused on their own economy and let the U.S. and its allies set the international norms on financial regulation, said Charles Freeman, a former top trade negotiator who covered China at the U.S. Trade Representative’s office in Washington.

Earth Hour to turn the world dark on Saturday

NEW YORK - The world will go dark on Saturday night beginning from New Zealand's remote Chatham Islands and then spreading to thousands of cities, towns, and landmarks in observance of Earth Hour.On Saturday, the World Wildlife Fund is promoting Earth Hour, which is the WWF’s plea to people around the world to turn off their lights at 8:30 p.m. local time for an hour in order to raise awareness for action on climate change.The slogan for the event is, Your light switch is your vote, and they claim that, switching off your light switch is a vote for Earth, according to their site. Their goal is to inspire one billion people worldwide to participate.

About 2,800 cities in 83 countries — including 250 in the United States — had signed up, according to Dan Forman, a spokesman for World Wildlife Fund.Some symbolic monuments of large cities have also pledged to participate including the St. Louis Gateway Arch, the Golden Gate Bridge, the Eiffel Tower, New York City's Empire State Building, Egypt's Great Pyramid of Giza and many other iconic structures.Even companies are getting involved with Coca-Cola offering to turn off its big signs around the world, including a marquee in New York's Times Square.Meanwhile, United Nations Secretary-General Ban Ki-moon recently pledged his support for Earth Hour, saying it has the potential to be the largest demonstration of public concern about climate change ever attempted.

European NATO members at odds over strategic priorities

EUOBSERVER / BRUSSELS – NATO is increasingly lacking solidarity and unity of vision over future strategic options, such as its relation with Russia and enlargement, a study issued by the Hague Centre for Strategic Studies, a Dutch think-tank, shows.

Issued just a week ahead of NATO's 60th anniversary summit, the study, Finding a path away from NATO de-solidarisation is aimed at feeding into the drafting of the alliance's new strategic concept, which dates back to 1999. The 26 NATO heads of state and government are set to start work on a new concept at the summit.Challenged by new problems such as the economic crisis, the race for Arctic resources, and a resurgent Russia and China, NATO is facing the strategic necessity of reconciling its traditional role – providing for the security of its members – with that of coping with these new challenges, the report highlighted.Carried out amongst 300 experts and students on transatlantic security, the study was launched on Thursday (27 March) at the Security and Defence Agenda, a Brussels-based think-tank that focuses on EU-NATO issues. The biggest thorn in NATO-Russian relations, enlargement to Georgia and Ukraine, has been put off for now, yet allies have committed to their membership at some point in the future.

Speaking at the event, Hungarian ambassador to NATO Zoltan Martinusz pleaded in favour of NATO's enlargement policy, which saw his country join after the fall of the Iron Curtain.NATO has a strong role in promoting transformation and change, and the political transformation of Eastern Europe was one of the historic successes of NATO, done a hundred percent by political, not military means,Mr Martinusz said.The Hungarian diplomat dismissed the idea that eastern European members refused to transform their forces to be more expeditionary and deployable abroad, but preferred to keep more static troops which could defend them from a classical terrestrial invasion, alluding to the one Georgia faced last summer when after Tbilisi's attack on South Ossetia, the Russian army invaded its territory with tanks.We don't have static forces anymore. The Italian leader has already set the cat amongst the pigeons in the European Parliament's centre-right grouping, the European People's Party-European Democrats (EPP-ED), in which Il Popolo della Liberta is set to be the largest party after June.

The largest national delegation in the grouping, Germany's Christian Democrats and their Bavarian cousins, the Christian Social Union, are expected to shrink following the EP elections and the UK Conservatives have announced they are to exit the group. Meanwhile, the entry of the Alleanza Nazionale into the EPP under umbrella of Il Popolo della Liberta significantly beefs up the Italian delegation in the centre-right grouping.Mr Berlusconi's bloc is testing its predicted new bulk, having this week sent a letter to other EPP national delegations announcing that he will be supporting MEP Mario Mauro for the presidency of the chamber.The move threatens to scuttle the gentleman's agreement between the EPP and the Party of European Socialists (PES), the second largest political family in the house, that Polish centre-right MEP Jerzy Buzek would be president for the first two and a half years of the five-year presidential term, and Martin Schulz, the German Social Democrat leader of the PES would be president for the remaining half term.

MAGEE, Miss. – Residents in a tornado-ravaged community took advantage of clearing skies Thursday to collect family keepsakes and begin cleaning up from a storm that left 28 injured and dozens of homes and businesses flattened across south-central Mississippi.But Magee, a town of about 5,000 in Mississippi's pine forests, may not have much time to begin serious cleanup as another storm system with the potential for more destruction was expected late Thursday or early Friday.While families were busy moving debris from around homes and covering exposed ceilings, the steady grinding of chain saws echoed through the community as utility crews cleared fallen trees from power lines.Magee Mayor Jimmy Clyde said the community was in the early stages of assessing the destruction from a pre-dawn twister that smashed through dozens of homes and apartment duplexes and damaged two churches.This is like reliving Hurricane Katrina all over again and that's no fun, Clyde said as office phones rang constantly with reports of storm-damaged neighborhoods and lost power and water service.We got hit back then and we've really been hit now.Officials believe 36 homes, a church and a business were destroyed in Simpson County, where Magee is located, and another 86 homes and structures were damaged. Across the state, 43 structures were destroyed and another 146 were damaged by at least five confirmed tornados.Phillip Runnels spent the afternoon sifting through what was the barely recognizable remains of his mother's mobile home on Mississippi 28.

His mother, Pamela McCallum, 48, was in good condition after being airlifted to the University of Mississippi Medical Center in Jackson. Her boyfriend, Larry Pearson, 58, was also injured and was in fair condition.She's in pretty bad shape and Mr. Larry, he's in worse shape,Runnels said as he continued his inspection.The twister smashed through Magee around 1:30 a.m. as severe thunderstorms rumbled across the Southeast. Power blackouts affected tens of thousands of Louisiana residents and authorities reported damage to some Alabama homes. Georgia residents also braced for potentially heavy rains.

There were no immediate reports of deaths.

Mississippi's governor declared a state of emergency in Simpson County. At least nine counties reported damage Thursday. An elementary school was closed in Amite County in southern Mississippi after high winds tore off part of its roof.The Salvation Army and other aid organizations hurried warm meals and supplies to stricken areas.We're getting a lot of help in here,Clyde said.That's the thing about Mississippi. Everybody just helps each other in times like this.Clyde said homes in some areas were basically leveled and damage was extensive just outside the city limits.Jeff Giachelli, 48, said he and his wife, Cappy, were asleep when the storm hit. He called to his wife when the windows of their red-brick home shattered. His roof also had been sheared off.We got in the closet and it just collapsed, he said.In a nearby neighborhood, several brick duplex apartments were smashed and cars were flipped upside down.Stephanie Malley, 35, cried as she looked at the shell of her home, its roof gone. She awoke when flying debris hit her in the back. She grabbed her 11- and 13-year-old sons and pulled them into a bathroom. We stayed in the bathroom for a long time until everything started coming down,Malley said.

Her 11-year-old needed nine stitches for a cut on his leg. Nearby houses were marked with red spray paint to show that emergency workers who dug through the rubble didn't find any injured or dead residents.The nearby Corinth Baptist Church was so shattered that only the doors to its sanctuary were left standing, she said. Members of the 100-year-old church stepped around the red brick rubble and walked through a cemetery where tombstones were knocked to the ground. A white church van was overturned. There were still plans to hold Sunday services in the parking lot, however. Our church is still here, because our church is the people, but the building is gone,said member Charlene Loyd. Another tornado touched down Wednesday in Mississippi's Lauderdale County, heavily damaging nine homes and a business, but causing no injuries, officials said.In Baton Rouge, La., the roof over Louisiana State University's $3.1 million indoor football practice field was damaged overnight by a passing storm. FARGO, North Dakota (AFP) – With rapidly rising floodwaters lapping at sandbag dikes and scores of rural homes surrounded, North Dakota scrambled Thursday to reinforce defenses against what is forecast to be its worst floods in recorded history.

Officials have had to blow up ice jams with explosives and rescue trapped residents by boat and helicopter as ice and snow clogged waters swamped the flat prairie state.
A heavy blizzard knocked out power and dumped wet snow and freezing rain Wednesday, making many roads impassable and saturating the already sodden earth.It's uncharted territory,Fargo Mayor Dennis Walaker said. If nature has anything else to throw at us, it'd have to be a tornado.President Barack Obama issued a federal disaster declaration for 34 counties and two Native American reservations as nearly the entire state remained under a major flood warning.Low-lying homes across the region were evacuated as rivers and creeks spilled over their banks, though damage for now was largely restricted to water in basements.Several bridges and roads were already closed due to flooding as an unusually heavy snowpack began to melt on top of land that has not yet fully thawed.The state has turned into a fishing pond and can't absorb any more snow or rain, said Patrick Slattery of the National Weather Service.

The biggest threat was the Red River, which runs along the North Dakota-Minnesota border and flows northward to Canada. In 1997 massive flooding from the river forced tens of thousands of people from their homes -- an event looking to be eclipsed by this weekend.It was already 20 feet (six meters) above flood levels in Fargo and was forecast to rise several more before cresting on Saturday.Fargo -- a city of about 92,000 -- was most at risk as it has not developed the extensive flood protection systems of upriver cities like Grand Forks and Winnipeg, Canada.Thousands of volunteers, many in the city's Fargodome arena, filled 2.5 million sandbags to build miles of dikes as tall as a four-story building to hold back the rising river, which was at nearly 39 feet (11.9 meters) deep Thursday.But just as the exhausting bag-by-bag work seemed close to completion, forecasters raised their predicted crest level by a possible three feet.Conditions on the Red River at Fargo have grown increasingly dangerous over the past 24 hours, the weather service said in a bulletin late Thursday.The river is currently approaching record levels and showing no sign of slowing, it said, warning that flows upstream of the city have produced unprecedented conditions and the river is expected to behave in ways never previously observed.The crest could reach as high as 43 feet (13.1 meters) by Saturday and continue at that level for three to seven days, the weather service predicted.In 1897 the Red River reached a record 40.1 feet (12.2 meters) in Fargo. The massive 1997 flood sent waters here to 39.57 feet (12 meters) high.Officials began distributing evacuation plans and building a secondary system of dikes to protect against potential breaches after the cold weather has weakened the integrity of the dikes, which must now be raised by another foot.

But they promised residents they were not giving up.

We will defend every house, said deputy mayor Tim Mahoney, who noted that the river is already lapping at the sandbag dike in his own backyard. The state capitol of Bismark was granted some relief Thursday when the Missouri river levels fell back below flood stage after army specialists used explosives, sand and salt dropped from helicopters to break up a massive ice jam. But large swaths of the city remain under an evacuation order and several stranded residents had to be rescued. About 50 homes north of Winnipeg, Canada were flooded when an ice jam held up the flow of the Red River, local media reported.It will take at least a week for the crest to reach the Canadian border because of the flatness of the land, the weather service predicted.

More snow was forecast to fall on the Red River valley in the coming days and rain could worsen flood conditions next week.

FARGO, North Dakota (Reuters) – North Dakota and Minnesota girded for the worst flooding in years, which could prompt farmers to cut spring wheat plantings by as much as 500,000 acres in the four main wheat-producing U.S. states.Fargo, N.D. was expecting a 41-foot crest on the Red River by Saturday that would break a 112-year-old record.Farmers still able to seed a crop will look hard at soybeans, which can be planted as late as early June, experts said.This isn't good news for wheat, Joel Ransom, an agronomist in cereal crops at North Dakota State University, said over the phone as he heaved sandbags onto a dike at the Red River in Fargo.Due to lower wheat prices, the North Dakota Wheat Commission already was expecting wheat plantings from North Dakota, Minnesota, Montana and South Dakota to drop sharply to 12.3 million acres from 12.8 million last year.That spring wheat reduction may now double, with another 500,000 former wheat acres planted instead with later-seeding crops like soybeans, sunflowers and dry beans, or not planted at all, said Jim Peterson, marketing director of the farmer-run commission.The U.S. Agriculture Department has predicted that at least 1 million acres in North Dakota will go unseeded this spring.

Producers want to grow a crop, that's how they generate their income, but if you just perpetually get stuck all the time or you mud a crop in ... it's like playing in the mud when you're a kid, Peterson said. Some farmers may switch to corn that has a shorter growing season, Peterson said.

The long-range forecast is no source of comfort.

March through May is expected to be wetter and cooler than last year, said Tim Hanagan, an analyst for Alaron Trading.Because of the supply and demand ratio and economics it makes sense for farmers in the northern tier of states to switch to soybeans, Hanagan said.Wheat has been a popular crop choice in the northern half of North Dakota, with corn and soybeans dominating the south, Ransom said.In Fargo, volunteers from as far away as Minneapolis scrambled to raise dikes another three feet to hold the river back after the crest forecast rose.Western North Dakota, out of the reach of the Red River, is also fighting floods because of ice jams on the Missouri River. ANCHORAGE, Alaska – Alaska's Mount Redoubt erupted several times Thursday, spewing a more than 12-mile-high cloud that could drop ash on Anchorage for the first time since the volcano began erupting Sunday night.The Alaska Volcano Observatory said the first eruption around 8:30 a.m. shot an ash cloud about 30,000 feet in the air, and a second eruption about an hour later sent ash 65,000 feet high — the highest cloud since the eruptions began. Five to 10 smaller eruptions followed, with none of their plumes surpassing 20,000 feet.The largest eruption caused a mud flow into the Drift River near the base of the volcano.Before Thursday's eruptions, the volcano had been relatively quiet for more than a day.We can have these large explosions pretty much any time, said Stephanie Prejean, an observatory seismologist. We don't know how long this will continue.When Redoubt last erupted 20 years ago, it went on for four months.

The National Weather Service said prevailing winds were expected to carry ash from the larger eruption east across Cook Inlet toward some of Alaska's larger communities. An ash fall advisory for the western Kenai Peninsula covers the towns of Kenai, Soldotna and Cooper Landing.The weather service said a trace of ash was reported south of Kenai and at its airport, but it wasn't expecting any significant accumulation from Thursday's eruptions.Ash dropped Thursday afternoon on Homer, a tourist and fishing town at the southern tip of the Kenai Peninsula.Juxia Scarpitta, owner of Halcyon Heights Bed and Breakfast in Homer, said the ash had obliterated her view of the bay and turned the snow into what looked like a carpet covered with gray dots.It is falling pretty fast,she said.Anchorage spokeswoman Jenny Evans said the state's largest city, roughly 100 miles northeast of the volcano, could see trace amounts of ash.Alaska Airlines canceled all flights to and from Anchorage until sunrise Friday, and all planes at Elmendorf Air Force Base in Anchorage were either placed in shelters or moved to other bases. The National Weather Service also issued a flash flood warning for the Drift River, near the volcano. Eruptions can cause snow and ice to melt on the mountain, resulting in flooding along the river that drains from the mountain.Research geologists with the U.S. Geological Survey have said a lot of snow and ice remains on the mountain, increasing the danger from mud flows that already have downed hundreds of trees and carved a huge gouge out of a glacier.The mud flows also have littered the airport at the Drift River Terminal, a Chevron-operated facility that has been shut down but still has 6.2 million gallons of crude stored in two tanks. Until the airport runway is cleared, it is unusable.Prejean said it was not known if the mud flow produced Thursday reached the oil storage facility.Eleven employees were evacuated from the terminal Monday. Lana Johnson, a consultant for Cook Inlet Pipeline Co., said two crews reached the terminal by helicopter on Thursday but were evacuated when the volcano erupted. Previous flights had indicated that the oil storage tanks were not damaged and surrounding berms and dikes to contain any spilled oil were also OK.

Johnson said there was monitoring equipment at the terminal that could be read remotely, and the system indicated the tanks were holding the oil. Sara Francis, spokeswoman for the U.S. Coast Guard, said the safest place for that oil to be right now is in those tanks.Since the first series of eruptions Sunday night and early Monday morning, the volcano has had several smaller bursts with most ash falling on sparsely populated areas northwest of Anchorage. Some people in more populated areas were nervous about getting a dusting from Thursday's eruptions. Scarpitta, the B&B owner, said she's expecting the arrival of visitors from another disaster area — along North Dakota's Red River, where a historic crest was expected Saturday and thousands of sandbaggers were trying to prevent widespread flooding. Scarpitta said a family was coming so one of them can celebrate his birthday in Alaska. He is still coming right now. I advised him to get trip insurance,she said.

Video footage of a suspected mass grave site at the National Memorial Cemetery in Phoenix, Arizona, has surfaced on YouTube. I am still skeptical about the mass graves being used for civilians, H5N1 victims, writes wokeuplastweek, who posted the video. I’m not denying that it could be of dual-use, but I don’t find it to be likely for this particular issue. Looking at the statistics on current living veterans, it would make sense that they would need this many graves. Many WWII, Korean, and Vietnam Vets are getting up there in age. Williams of the Daily Newscaster reported on an Indiana county municipal official in the vicinity of Chicago who stated FEMA inquired to where mass graves could be placed in the county. FEMA indicated the site would take bodies from other locations around the country. In addition, FEMA said the county should prepare a plan to vaccinate the entire population within 48 hours.

Brown tells MEPs ahead of London G-20 summit: We need a new consensus for our times
Europe must take the lead in finding solutions to the global crisis at next week's G20summit, British prime minister Gordon Brown told MEPs in a speech in Strasbourg on Tuesday that was warmly welcomed by leaders of the main political groups. The group leaders of the smaller political groups questioned whether the UK's economy was well placed to recover. Europe uniquely placed to lead the world through global crisis, says Brown.

Today we enjoy a Europe of peace and unity which will truly rank among the finest of human achievements and which is today a beacon of hope for the whole world, the British prime minister told the House. He was proud to say that Britain today was a country not in Europe's slipstream but firmly in its mainstream. Europe was uniquely placed to lead the world in meeting the challenges of globalisation precisely because it had achieved the greatest and biggest single market in the world, the most comprehensive framework of environmental protection, the world's biggest programme of aid and the most comprehensive social protection anywhere in the world.However, he stressed, our whole experience as a European Union is that liberty, economic progress and social justice advance together or not at all and he wished to discuss how applying those values could help Europe and the world rise to the four great challenges of globalisation: financial instability, environmental degradation, extremism and the threats it brings to security, and growing poverty in the world.

Globalisation has violated moral boundaries

Let us be honest with each other: our global economic system has not just developed but been distorted in ways that run contrary to the values we celebrate and uphold in every other part or our lives, said Mr Brown.Just as globalisation has been crossing national boundaries - we know it has been crossing moral boundaries too.He therefore proposed that Europe take a central role replacing the Washington consensus with a new consensus for our times.First, he stressed, protectionism must be rejected as protectionism is the politics of defeatism, retreat and fear and in the end protects no-one at all. Turning to constructive moves, Mr Brown called for every continent to make the changes to its banking systems, cooperate in setting global standards for financial regulation and inject resources into their economy.

Amid the crisis, the world's poorest people must not be forgotten

Among other measures, he called for the end for offshore tax havens, recognition that any fiscal stimulus to the economy can be twice as effective in every country if it is adopted by all countries, and efforts to build a low carbon recovery.He also stressed that the countries of eastern and central Europe who are facing particular strains due to a flight of capital will not be abandoned, saying We will not walk away from you at your time of need.The need too maintain aid to poorer countries was another point emphasised by the prime minister, who pointed out that half a million more children are dying as a result of the global crisis.He repeated his well-known appeal for the world to make poverty history.Lastly, Mr Brown stressed the importance of EU-US cooperation on all fronts, saying the most urgently needed gift of such cooperation would be more jobs, more businesses, more trade, as together we meet and master the greatest challenges of our time.It is better to aim too high and fall short than aim too low and succeed, he said, quoting the saying attributed to Michelangelo.

EP President welcomes Brown's active international leadership

In his introduction, European Parliament President Hans-Gert Pöttering had said the G20 summit offers a vital opportunity for the leaders of both the industrialised world and the emerging economies to work together on a common agenda for immediate economic stability - and longer-term recovery.He continued As chairman of the G20, Gordon Brown has been offering active international leadership, at what is proving to be one of the most difficult times in recent history and added I have always believed that it is vital that Britain plays a committed role as a central player in the European Union. We strongly welcome your determination to play such a role.

European Commission President

I am confident that the G-20 summit, under Prime Minister Brown's leadership, will be a success said Commission President José Manuel BARROSO, reminding the House that the initiative for a global response had come from Europe, and that the EU has a particular responsibility in the summit.A unified message and proactive agenda for simultaneously stimulating the economy and regulating all financial players, from banks to hedge funds to new rules on credit rating agencies, should come out of the London summit, he said. We need to reject all forms of economic nationalism and protectionism, and to reaffirm our commitment to the Millennium Development Goals,he stressed.This severe slowdown calls for a co-ordinated response, to move the frontiers of financial regulation, from which no financial product, institution, market, or jurisdiction should be exempt, said the President, adding that the coming weeks would bring proposed rule changes on hedge funds, private equity and executive pay, to be followed by proposals for a new supervisory system.These actions are only a means to an end: improving people's wellbeing, he said, stressing the need to mitigate the effects of the economic downtown on employment.

European Parliament political group leaders

Joseph DAUL (EPP-ED, FR) pointed out that the crisis had started in the USA, and stressed that Europe will be strong only if it speaks with a single voice at the summit. The G-20 leadership provided by Presidents Barroso and Sarkozy of France had helped restore order to a system that had got out of control, he said. Mr Daul then cited the latest IMF figures on the UK and Hungary as a cause of concern - as a former fireman, he said, he had too often seen fires spread to neighbouring houses.

Before the left-wingers start telling us we must spend money we don't have, please note that it was this that led to the problems of the 1980s, said Mr Daul, nonetheless acknowledging that Mr Brown's government had not been in power at the time.It was the market economy that boosted West Europeans' average income by 40% in 40 years and gave them 2% average annual growth, he continued, noting that this had not happened behind the Berlin Wall.The banks had to be supported to prevent their customers from losing everything, and the recovery programme, together with single market leverage, will help to overcome the crisis, he added, advising Mr Brown to avoid slogans such as 'British jobs for British workers', and remember you are a true European.The Commission must ensure that laws are enforced to make the market free and fair, and the Basel II requirements must be put into effect, he concluded.Mr Brown's speech was a courageous, brilliant description of the way to go, and we subscribe to every word, said Martin SCHULZ (DE) for the Socialist group.

Speaking on behalf of the UEN, Brian CROWLEY ( IE) commended Prime Minister Brown on presenting a case which offers a bridge between Europe and America with regard to some of the problems and difficulties that lie before us.However, he stated that despite the global financial crisis,we should not be allowed to forget the successes of the past fifteen years.Brian Crowley advocated building a financial system based on the successes of the past, recognising the failures that had been made and ensuring that we can chart an ambitious plan forward for a global recovery. Above all, the new financial system should guarantee better things for people not markets.

Monica FRASSONI (Greens/EFA, IT) called for Mr. Brown to back up his speech with actions to bring the UK into the euro or to end some of the UK's opt outs saying the UK was on the wrong side of the argument.Ms Frassoni also called for an end to, rather than a regulation of speculative funds, and for a reduction in the incomes of those who speculate.She pushed for the UK to take more concrete actions on the environment, as currently only 7% of investment is going into green investments.She also spoke out strongly on the forthcoming Copenhagen summit stating that without strong financial commitments,[it] is doomed to failure….along with our ambitions for climate change.

Francis WURTZ (GUE/NGL, FR) stated that since the fall of the Berlin wall, the EU finally gave free rein to unbridled capitalism, which has since outpaced its creators.He called for more humility from public leaders concerning the economic crisis, highlighting the attitude the President of Morgan Stanley Asia who recently stated that We are all responsible: the financial institutions, the regulators, the rating agencies, the management boards, the politicians, the central banks (...) and we all have to assume that collectively.In light of the financial crisis, Mr Wurtz reiterated the call to put people first, which he claimed would represent a Copernican Revolution in relation to what the dominant financial system has become.

Nigel FARAGE (IND/DEM, UK) accused Mr. Brown of breaking a specific manifesto pledge to have a referendum on the Lisbon Treaty, claiming that such an action devalued democracy.He stated that a clear majority of the British people want us to have friendship and free trade with the European Union, but do not want us to be members of this political union.He called for the people of Europe to be able to decide their own destiny, rather than having it done through parliaments like this or parliaments like Westminster.

Daniel HANNAN (UK), of the non-aligned MEPs, criticised Mr Brown for saying one thing here and another thing to your electorate.He argued that the UK was in the worst position of any country in the G20, saying our country as whole is in negative equity and has a budget deficit of 10% more than Pakistan's.He described Mr Brown as the devalued Prime Minister of a devalued government.

PM Brown's response

Prime Minister Brown stressed three points in his response to the debate.First,it is important that the world comes together to deal with this crisis, he said, and Europe had already led the way with certain practical measures. Second, global cooperation must take place not just over banking institutions but also on fiscal policy and trade.We need a global trading environment that is free and fair, he said.Third, to have global solutions we need strong global institutions. Gordon Brown today issued an impassioned plea to the European Union to use the lessons of the continent's bloody history to guard against economic protectionism.In his first speech to the European parliament, the prime minister declared that Europe's history showed that erecting national barriers to trade only leads to retreat and fear.I know that the temptation for some is to meet this new insecurity with retreat, to try to feel safe by attempting to pull up the drawbridge or turn the clock back, Brown told MEPs.But I tell you if there's anything we know from history it's that protectionism is the politics of defeatism, retreat and fear and in the end protects no one at all.The prime minister addressed the European parliament in Strasbourg just after lunchtime today on the first leg of a five-day tour that will take him to New York, Brazil and Chile. Brown will meet a series of world leaders to prepare the ground for the G20 summit he will chair in London next week.Brown used today's speech to highlight one of his key messages for the G20: that Europe and the US should work ever more closely in piloting a way out of the worldwide downturn.

But he made clear that Europe first needs to work as one – and avoid protectionism – if it is to have credibility on the world stage. LONDON (Reuters) - A G20 summit next week will test leading countries' appetite to fight climate change after spending trillions bailing out banks and shoring up the global economy.The April 2 meeting in London of leaders of major developed and emerging economies aims to battle a financial crisis.British Prime Minister Gordon Brown, hosting the meeting, also wants to coordinate economic stimulus spending on a global response to climate change.If the summit fails to widen its agenda to green spending that would be seen at best as a wasted chance, and at worst evidence of waning enthusiasm to sign this year an ambitious pact to replace the Kyoto Protocol after 2012.We need a very clear signal that the G20 views this as broader than fixing a financial crisis, said Achim Steiner, executive director of the UN Environment Program.When you see $100 billion going into rescuing one or two companies you have to ask yourself is this the most rational way of dealing with a (climate) threat that will have far greater economic consequences and human suffering.The London meeting coincides with a resumption next week of U.N.-led climate talks in Bonn, Germany, meant to lay the foundations for a new climate treaty in Copenhagen in December.G20 powers could confirm next Thursday their commitment to forge a new climate treaty in Copenhagen, and urge spending wherever possible of a $2 trillion-3 trillion global stimulus on green causes, analysts say.The United States, the Europe Union, China and South Korea have led green spending plans of $300 billion-500 billion, or about 15 percent of wider economic stimulus plans, to boost low-carbon technologies, improve efficiency and protect the environment.

Much of that will be spent in the next two years.

Some analysts and green groups argue that is not enough, wary that future climate spend will be hamstrung by rising public debt, and worried that some planned projects such as road building will lock in future carbon emissions.

A United Nations document on climate change that will be distributed to a major environmental conclave next week envisions a huge reordering of the world economy, likely involving trillions of dollars in wealth transfer, millions of job losses and gains, new taxes, industrial relocations, new tariffs and subsidies, and complicated payments for greenhouse gas abatement schemes and carbon taxes — all under the supervision of the world body.Those and other results are blandly discussed in a discretely worded United Nations information note on potential consequences of the measures that industrialized countries will likely have to take to implement the Copenhagen Accord, the successor to the Kyoto Treaty, after it is negotiated and signed by December 2009. The Obama administration has said it supports the treaty process if, in the words of a U.S. State Department spokesman, it can come up with an effective framework for dealing with global warming.The 16-page note, obtained by FOX News, will be distributed to participants at a mammoth negotiating session that starts on March 29 in Bonn, Germany, the first of three sessions intended to hammer out the actual commitments involved in the new deal.In the stultifying language that is normal for important U.N. conclaves, the negotiators are known as the Ad Hoc Working Group On Further Commitments For Annex I Parties Under the Kyoto Protocol. Yet the consequences of their negotiations, if enacted, would be nothing short of world-changing.Getting that deal done has become the United Nations' highest priority, and the Bonn meeting is seen as a critical step along the path to what the U.N. calls an ambitious and effective international response to climate change, which is intended to culminate at the later gathering in Copenhagen.

Just how ambitious the U.N.'s goals are can be seen, but only dimly, in the note obtained by FOX News, which offers in sparse detail both positive and negative consequences of the tools that industrial nations will most likely use to enforce the greenhouse gas reduction targets.The paper makes no effort to calculate the magnitude of the costs and disruption involved, but despite the discreet presentation, makes clear that they will reverberate across the entire global economic system.Among the tools that are considered are the cap-and-trade system for controlling carbon emissions that has been espoused by the Obama administration; carbon taxes on imported fuels and energy-intensive goods and industries, including airline transportation; and lower subsidies for those same goods, as well as new or higher subsidies for goods that are considered environmentally sound.Other tools are referred to only vaguely, including energy policy reform, which the report indicates could affect large-scale transportation infrastructure such as roads, rail and airports.When it comes to the results of such reform, the note says only that it could have positive consequences for alternative transportation providers and producers of alternative fuels.In the same bland manner, the note informs negotiators without going into details that cap-and-trade schemes may induce some industrial relocation to less regulated host countries. Cap-and-trade functions by creating decreasing numbers of pollution-emission permits to be traded by industrial users, and thus pay more for each unit of carbon-based pollution, a market-driven system that aims to drive manufacturers toward less polluting technologies.The note adds only that industrial relocation would involve negative consequences for the implementing country, which loses employment and investment. But at the same time it would involve indeterminate consequences for the countries that would host the relocated industries.

There are also entirely new kinds of tariffs and trade protectionist barriers such as those termed in the note as border carbon adjustment— which, the note says, can impose a levy on imported goods equal to that which would have been imposed had they been produced domestically under more strict environmental regimes.Another form of adjustment would require exporters to buy [carbon] offsets at the border equal to that which the producer would have been forced to purchase had the good been produced domestically.The impact of both schemes, the note says, would be functionally equivalent to an increased tariff: decreased market share for covered foreign producers. (There is no definition in the report of who, exactly, is foreign.) The note adds that If they were implemented fairly, such schemes would leave trade and investment patterns unchanged.Nothing is said about the consequences if such fairness was not achieved.Indeed, only rarely does the information note attempt to inform readers in dollar terms of the impact of spillover effects from the potential policy changes it discusses. In a brief mention of consumer subsidies for fossil fuels, the note remarks that such subsidies in advanced economies exceed $60 billion a year, while they exceed $90 billion a year in developing economies.But calculations of the impact of tariffs, offsets, or other subsidies is rare. In a reference to the impact of declining oil exports, the report says that Saudi Arabia has determined the loss to its economy at between $100 billion and $200 billion by 2030, but said nothing about other oil exporters.One reason for the lack of detail, the note indicates, is that impact would vary widely depending on the nature and scope of the policies adopted (and, although the note does not mention it, on the severity of the greenhouse reduction targets).

But even when it does hazard a guess at specific impacts, the report seems curiously hazy. A climate change levy on aviation for example, is described as having undetermined negative impacts on exporters of goods that rely on air transport, such as cut flowers and premium perishable produce,as well as tourism services.But no mention is made in the note of the impact on the aerospace industry, an industry that had revenues in 2008 of $208 billion in the U.S. alone, or the losses the levy would impose on airlines for ordinary passenger transportation. (Global commercial airline revenues in 2008 were about $530 billion, and were already forecast to drop to an estimated $467 billion this year.)In other cases, as when discussing the increased costs of traditional exports under a new environmental regime, the report confines itself to terse description. Changes in standards and labeling for exported goods, for example,may demand costly changes to the production process.If subsidies and tariffs affect exports, the note says, the economic and social consequences of dampening their viability may, for some countries and sectors, be significant.Much depends, of course, on the extent to which harsher or more lenient greenhouse gas reduction targets demand more or less drastic policies for their achievement.And, precisely because the Bonn meeting is a stage for negotiating those targets, the note is silent. Instead it suggests that more bureaucratic work is needed to deepen the understanding of the full nature and scale of such impacts.But outside the Bonn process, other experts have been much more blunt about the draconian nature of the measures they deem necessary to make effective greenhouse gas reductions.In an influential but highly controversial paper called Key Elements of a Global Deal on Climate Change, British economist Nicholas Lord Stern, formerly a high British Treasury official, has declared that industrial economies would need to cut their per capita carbon dioxide emissions by at least 80% by 2050, while the biggest economies, like the U.S.'s, would have to make cuts of 90 percent.Stern also calls for immediate and binding reduction targets for developed nations of 20 percent to 40 percent by 2020.To meet Stern's 2050 goals, he says, among other things, most of the world's electricity production will need to have been decarbonized.Click here for Stern's paper.http://www.foxnews.com/story/0,2933,510937,00.html .By way of comparison, according to the U.S. Department Of Energy, roughly 72 percent of U.S. electrical power generation in 2007 was derived from burning fossil fuels, with just 6 percent coming from hydro-power and less than 3 percent from non-nuclear renewable and other sources. HARARE (AFP) – The IMF said Wednesday it will only provide aid to Zimbabwe once the unity government meets key conditions, dealing a blow to efforts to secure billions of dollars in aid to revive the economy.Prime Minister Morgan Tsvangirai, who took office last month in a unity government with long-time President Robert Mugabe, has made a priority of trying to restore ties with international lenders.The International Monetary Fund sent a mission to Zimbabwe just one month after Tsvangirai took office, and members of his party had hoped that a new economic revival plan would convince the IMF to resume its lending.But after its two-week mission, the IMF laid out a series of conditions for Zimbabwe to again receive financial and technical assistance, saying Harare must establish a track record of solid policies, win donor support and a resolve outstanding debts, including its arrears to the Fund.IMF staff stand ready to continue to assist the authorities through policy advice, it said in a statement.Neighbouring countries have also called on the IMF to restore Zimbabwe to its good books, as southern African leaders prepare to meet Monday to discuss how to deliver economic aid to the country.The IMF mission was the first to Zimbabwe since 2006, when Mugabe's government narrowly averted expulsion from the body over some 125 million dollars in arrears.The Fund has long criticised Mugabe's economic policies but had praise for the efforts of the new unity government.

The decision to allow Zimbabweans to conduct their daily business in foreign currency had already helped stop hyperinflation and strengthened the credibility of the government's reform programme, it said.The national statistics office said Tuesday that US dollar prices for local goods has fallen slightly since January. The now-worthless local currency has disappeared from the streets.The IMF statement noted the dramatic worsening of Zimbabwe's humanitarian crisis last year, when a cholera epidemic erupted killing more than 4,000 people and chronic food shortages deepened, leaving seven million people in need of aid -- from a population estimated as low as nine million.A steep decline in economic activity and public services contributed to a significant deterioration in the humanitarian situation in 2008, it said.Last year, Zimbabwe's economy contracted 14 percent, it added, after shrinking by 40 percent from 2000 to 2007.To ensure an improvement in the delivery of the public services and the humanitarian situation, the government would need to mobilise significant donor financial support and contain the wage bill, it said.It also praised moves to abolish price controls and lift restrictions on current account transactions.Going forward, strengthening the investment climate, ensuring protection of property rights and maintaining wages at competitive levels will be essential for increasing domestic and foreign investment, it added.Finance Minister Tendai Biti, Tsvangirai's top aide, told reporters that Zimbabwe needs eight billion dollars to rebuild shattered infrastructure -- including the collapsing sanitation system, which allows cholera to thrive.The government needs an additional 100 million dollars a month just to keep running, but is collecting only 20 million dollars a month in revenue, he said.

Biti acknowledged international criticism of the new government, but insisted that the power-sharing regime needed to succeed. We also know this government has its own problems. LONDON (Reuters) – Former U.S. Federal Reserve Chairman Alan Greenspan recommends graduated capital requirements for banks to cut back their size.New regulatory challenges arise because of the recently proven fact that some financial institutions have become too big to fail as their failure would raise systemic concerns, he writes in Friday's Financial Times.The solution is to have graduated regulatory capital requirements to discourage them from becoming too big and to offset their competitive advantage.Greenspan is widely blamed for allowing financial firms to outgrow government oversight and in October last year he acknowledged that he was partly wrong to resist the regulation of some securities.He said in Friday's FT that while regulators could enforce collateral requirements, they could not fully forecast if, for example, sub-prime mortgages would turn toxic.(Reporting by Ben Deighton, editing by Carol Bishopric)

TORONTO (Reuters) – The government of Ontario said on Thursday it would run budget deficits for the next six years as it spends heavily on infrastructure and cuts some taxes to offset the impact of the global financial crisis on its export-oriented economy.Ontario, the Canadian province hardest hit by the global economic slowdown, said it will run a deficit of C$14.1 billion for the 2009-10 fiscal year, a figure that the Liberal government said it plans to reduce each year before balancing the budget by 2015-16.Ontario is in the middle of a global and financial storm not of our making, Ontario Finance Minister Dwight Duncan said during a news conference. Ontario families are feeling the impact. Our job as a government is to take immediate action to create jobs now.Duncan acknowledged several challenges facing Ontario, including a sharp downturn in demand for the vehicles produced by the province's auto industry, and the pressing global financial meltdown that has crimped exports to the United States, Canada's biggest trading partner.To help kick start the battered economy back to growth, the province has committed C$32.5 billion in infrastructure spending that it expects will create more than 300,000 jobs over the next two years to build roads, transit, hospitals and schools.During the first two months of 2009, Ontario shed 106,000 jobs. The unemployment rate rose to 8.7 percent in February from 7.2 percent in December.The budget also included a proposal to harmonize Ontario's 8 percent sales tax with the 5 percent federal goods and services tax, a move the government says will help businesses become more competitive.The new sales tax structure will increase prices for a number of consumer items. To help individuals adjust, Ontario will send residents who qualify payments totaling C$1,000 in three installments over a one-year period starting in mid-2010.Ontario said the budget includes C$4.5 billion in tax cuts for businesses over three years, which it says will make companies more competitive with their U.S. peers. There will also be C$10.6 billion in income tax cuts over the same period to help people adjust to the new sales tax structure.The province, which relies heavily on manufacturing and the export of autos and auto parts to the United States, predicted its economy would start to recover in the second half of 2009, but that it will still shrink by 2.5 percent for the year.It expects the economy will return to growth in 2010 with real gross domestic product rising to 2.3 percent and then to 3.3 percent in 2011.

PROVINCES AWASH IN RED INK

The province said it will have a deficit of C$12.2 billion in 2010-11, a figure it expects to steadily decline to C$3.1 billion in 2014-15 before returning to balance in the following fiscal year.The infrastructure spending in the short term will help but the true stimulus is going to be when the U.S. picks up, said Derek Burleton, economist at Toronto-Dominion Bank.For the first time Ontario, once the country's richest province, will receive a handout in 2009-10 from a federal program designed to help poorer provinces.For the 2008-09 fiscal year that ends March 31, the Liberal government projects a C$3.9 billion deficit. Final figures for the year will be released this summer.The Ontario deficit is expected to be the biggest among Canada's provinces, many of which have already issued a budget deficit warning or rolled out a red ink budget.The much smaller province of Newfoundland and Labrador forecast a 2009-10 deficit of C$750 million in its budget on Thursday. Ontario said its net debt, the difference between its total liabilities and financial assets, would rise to C$169.8 billion in 2009-10 and to C$189.5 billion in 2010-11 from C$149.4 billion in 2008-09. The province also said its debt financing program will total C$34.8 billion in 2009-10and C$34.3 billion in 2010-11.Ontario government debt underperformed following the release of the budget. ECB ready to help European businesses

EUOBSERVER / BRUSSELS - The European Central Bank gave its strongest indication to date on Thursday (26 March) that it is ready to step in and help European businesses that are struggling from a shortage of credit and are unable to get bank loans to finance their activities. ECB Vice-president Lucas Papademos said the bank was actively considering a programme to start buying European corporate debt in a bid to get the market flowing again. It may be warranted that the central bank purchases private sector bonds in the secondary market in order to enhance its liquidity, said Mr Papademos.Such a move, known as quantitative easing, would help SMEs and larger European companies who are currently finding it difficult to fund further investment.

It has to be kept in mind that this is a possibility, he said, adding no decisions have been made taken over the need or the extent of such a possible intervention.The US Federal Reserve, the Bank of England, the Bank of Japan and the Swiss National Bank have all adopted varying policies of quantitative easing in recent months to fight the current financial crisis. However the policy of buying corporate bonds is more problematic in the EU as member states are likely to compete over which companies should receive the funds. Mr Papademos also indicated that the ECB was considering lengthening its lending period to other banks. This will reduce the uncertainty they face with regard to the funding and help with extending more credit over longer periods to the private sector,he said. Mr Papademos stressed that because of the especially important role of the banking system in Europe, current ECB measures and other measures that we may take in the future concentrate on helping banks provide liquidity. He pointed out that since the crisis had started the ECB has pumped huge amounts of liquidity into the financial sector in the form of loans in an attempt to unblock lending.As a result that the ECB's balance sheet has increased by 70 per cent.Mr Papademos was speaking at the European Business Summit in Brussels and was joined on the panel by the EU's industry commissioner Guenter Verheugen.Mr Verheugen said that despite the extensive action taken by the ECB in recent months, the list of companies coming to him with complaints of credit shortages was growing.

Trade chiefs call on G20 leaders to reach Doha deal

I would ask them to complete the Doha round,said EU trade commissioner Catherine Ashton when asked by attendees at the European Business Summit, currently taking place in Brussels, what she hoped the G20 leaders of industrialised and developing nations would agree at their meeting on 2 April in London. She added that 85 percent of the deal was already negotiated and businesses around the world should remind their governments that the deal would be good for them. Pascal Lamy, who heads the World Trade Organisation, said G20 leaders from the more developed countries should consider the problems currently faced by emerging nations. Please think about developing countries,he said, adding that they were suffering from a crisis they did not cause. The conclusion of the Doha deal is the only bit of blue sky for developing countries in this world. We must make sure they can trade their way out of the crisis.

A report this week by the World Trade Organisation predicted that world trade levels would fall by nine percent in 2009 and that developing countries would suffer particularly badly.Critics of the WTO however argue that far from benefiting developing countries, the body is biased toward rich countries and multinational corporations and harms rather than aids development in the global south.

Barroso hopeful of progress on EU-Turkey talks

EUOBSERVER / BRUSSELS – Turkey's accession talks with the EU may move a small step forward before the Czech EU presidency ends in June, European Commission President Jose Manuel Barroso said on Thursday (26 March).We are hoping to open at least two chapters ... during the Czech presidency, Mr Barroso told journalists after meeting Turkish President Abdullah Gul in Brussels.Mr Gul's visit was the first ever visit of a Turkish president to the EU commission and it was a very comprehensive meeting in a family atmosphere,both leaders said at a joint press conference.The project of negotiations is moving along with the [final] objective of full membership, Mr Gul said.Turkey has been an official EU candidate since 1999 and opened accession negotiations with the bloc in 2005.But only ten chapters of its 35-chapter accession package have been opened so far, with just one successfully closed.Mr Barroso called on member states to hurry up with opening the energy chapter of the negotiations with Turkey, which is currently being blocked by Cyprus.Relations between the two countries are tense, as Turkey does not recognise the Greek Cypriot government in the southern part of the divided island and is also the only country to recognise its northern Turkish Cypriot region.The commission's position is clear – we should go ahead with this, we should open the chapter on energy. There are still some difficulties in the Council [representing the EU member states], we hope that this question can be solved [during the Czech EU presidency],he said.Earlier this month, Czech deputy prime minister Alexandr Vondra said opening this chapter would be a priority for his country's time at the helm of the EU.

The chapter is seen as particularly important as Turkish Prime Minister Recep Tayyip Erdogan had earlier made the bloc nervous by indicating Ankara may reconsider its support for the EU-backed Nabucco pipeline if it is not unblocked shortly.The Nabucco plan proposes a 3,400 km pipeline from Turkey's eastern border to Austria that would transport up to 31 billion cubic metres of gas per year from Azerbaijan, Turkmenistan and Iran.It is seen by the EU as a key tool to diversify gas supplies, especially in the aftermath of the Russia-Ukraine gas crisis earlier this year which saw gas deliveries to several member states interrupted.Turkey has since softened its position and promised Brussels it would not hinder Nabucco, as it is a commercial, not a political project.The two other chapters Prague is hoping to open before 30 June cover social policy, employment and taxation.

Clinton: NKorea plan to fire missile provocative

MEXICO CITY (AP) - Secretary of State Hillary Rodham Clinton on Wednesday warned North Korea that firing a missile for any purpose would be a provocative act that would have consequences.North Korea is loading a rocket on a launch pad in anticipation of the launch of a communications satellite between April 4 and 8, U.S. counterproliferation and intelligence officials said. North Korea announced its intention to launch the satellite in February, but regional powers worry the claim is a cover for the launch of a long-range missile capable of reaching Alaska.Clinton told reporters during a visit to Mexico City that the U.S. believes the North Korean plan to fire a missile for any purpose would violate a U.N. Security Council resolution barring the country from ballistic activity. She linked a missile launch to the future of talks between the U.S., North Korea and four other nations aimed at ending North Korea's nuclear weapons program.We have made it very clear that the North Koreans pursue this pathway at a cost and with consequences to the six-party talks, which we would like to see revived, Clinton said.We intend to raise this violation of the Security Council resolution, if it goes forward, in the U.N., she said. This provocative action in violation of the U.N. mandate will not go unnoticed and there will be consequences.National Intelligence Director Dennis Blair said earlier this month that all indications suggest North Korea will in fact launch a satellite. However, North Korea faked a satellite launch in 1998 to cloak a missile development test.In 2006, North Korea launched a Taepodong-2 that blew up less than a minute into flight.Both the satellite launch rocket and long-range missile use similar technology, and arms control experts fear even a satellite launch would be a test toward eventually launching a long-range missile.South Korea, the U.S. and Japan have urged North Korea to refrain from launching a satellite or missile, calling it a violation of the Security Council resolution. North Korea insists it has the right to develop its space program and on Tuesday warned the U.S., Japan and its allies not to interfere with the launch.In Seoul, the Defense Ministry and the National Intelligence Service said Thursday that they cannot confirm whether the North has loaded the rocket on the launch pad.South Korea's chief nuclear envoy, Wi Sung-lac, said Wednesday after returning from talks with his Beijing counterparts that a launch would trigger a response.

If North Korea launches rocket, certain countermeasures are unavoidable,he said. He refused to elaborate, saying the measures, including any sanctions, would be discussed among U.N. LeMiere said that once the rocket is mounted, scientists would need at least a week to fuel and carry out tests before any launch. TOKYO (AFP) – Japan gave its military the green light on Friday to shoot down any incoming North Korean rocket, with tensions high ahead of a planned launch that the US and allies say will be an illegal missile test.Japanese and US warships have already deployed ahead of the April 4-8 window, when the secretive North has said it will launch a communications satellite.Pyongyang has said any move to shoot it down would be an act of war.But South Korea, Japan and the United States have all warned the North that any launch would be unacceptable, amid fears the regime is actually intending to test a long-range missile that could reach North America.The security council in Japan, where pacificism has been official policy since the end of World War II, decided ahead of time to shoot down any incoming missile that could hit its territory rather than wait until a launch.The security council this morning decided to issue a destruction order in advance, said Defence Minister Yasukazu Hamada.

JERUSALEM – The Israeli military on Thursday disputed Palestinian claims that most of the people killed in the recent Gaza Strip war were civilians, claiming the vast majority of the dead were Hamas militants.Israel says the three-week offensive was aimed solely at Hamas militants, while Palestinians say hundreds of people were killed by an overwhelming show of force that showed little regard for civilians.Maj. Avital Leibovich, an army spokeswoman, said Thursday that the military had completed an investigation and determined that a total of 1,166 Palestinians were killed in the operation. It found that 709 were Hamas militants, while 295 were civilians, including 89 minors and 49 women. It was unclear whether another 162 men who died were militants or civilians.The figures clashed with numbers released last week by the Palestinian Center for Human Rights, which said 1,417 people were killed, including more than 900 civilians. Its toll included the names and ages of all of the dead.The Israeli military said it also had a list of names, but the army did not provide it to reporters.The Palestinian center Thursday called the Israeli report a deliberately manipulative attempt to distort the reality of the offensive and to disguise Israel's illegal actions.
