OTTAWA (Reuters) – Canada's largest opposition party said on Monday it was prepared to bring down the government later this week unless it received details of planned improvements to the jobless benefits system.The House of Commons is due to vote on budget estimates this Friday and if all three opposition parties vote against the financial measures, the minority Conservative government will be defeated and Canada will head to its fourth election in just over five years.Liberal Party leader Michael Ignatieff -- who has been openly mulling whether to defeat the Conservatives over their handling of the economic crisis -- said the government's performance had not been good enough.Prime Minister Stephen Harper said last week said he would bring in unspecified improvements to the Employment Insurance system later this year.

Ignatieff -- who says the benefits should be paid out faster and to more people -- insisted on seeing Harper's proposals soon.I am demanding that he present his proposals ... Uncertainty over legal format of Irish Lisbon guarantees

EUOBSERVER / BRUSSELS – EU foreign ministers discussed the legal guarantees being sought by the Irish government on the Lisbon Treaty on Monday (15 June) but disagreement remains over how they will be presented.The Irish government is keen that the legal guarantees in the areas of taxation, neutrality and social affairs be attached as protocols to the next available treaty – possible Croatia's accession treaty – and then ratified by all member states, enshrining the guarantees into European law.However some member states – such as the UK – fear this could reopen the domestic debate on the Lisbon Treaty. They are instead pushing for a legal declaration from EU leaders at a European Council later this week (18-19 June).Czech European Affairs Minister Stefan Fule confirmed on Monday that a number of details related to the guarantees – including their legal form – needed further discussion.

Member state ambassadors to the EU will attempt to iron out as many of the remaining issues as possible when they meet on Tuesday, in order to: ensure a smooth passage for the required guarantees during the European council,said Mr Fule. Very good progress has been made and we are well on track to reach agreement at this week's European Council,he said.Reaching consensus this week is important not only for Ireland but for the whole of Europe.Speaking to journalists after the meeting, Irish Foreign Minister Micheal Martin said the response to the draft texts has been very positive so far and that he was quietly confident that Ireland would secure the legally binding guarantees it was seeking.

Different concerns

The Irish government is keen to come away from this week's meeting of EU leaders with enough to convince Irish voters to back the treaty in a second referendum likely to take place in September or October.A majority of Irish voters rejected the Lisbon Treaty in a referendum last June while all other member states ratified the document via national parliaments. However recent polls in the country suggest public opinion is now in favour of the treaty, with the change of heart largely attributed to the financial crisis and subsequent recession that have hit the small, open economy particularly badly.Other member state governments insist the wording of the Irish guarantees must not create unwanted complications in their own constituencies. The red line will be not to open the ratification of the Lisbon treaty and not to go beyond what was agreed at the December European summit,said Mr Fule on Monday. An EU official close to negotiations said bilateral discussions in recent weeks had helped ease a lot of member state concerns related to the guarantees, and that these tended to vary from country to country. The text of the legal guarantee on neutrality and defence issues has been of particular interest to other neutral member states. The text on the declaration of workers rights has been of interest to a lot of member states as well,the official said.

Ireland is also issuing a non-binding declaration on workers' rights.

The legal guarantees on neutrality and social affairs are intended to be Irish specific, addressing concerns over abortion and a threat to Ireland's traditional position of neutrality amongst other issues. The Treaty of Lisbon does not provide for the creation of a European army or for conscription to any military formation, says a draft copy of the guarantees.It does not affect the right of Ireland or any other member state to determine the nature and volume of its defence and security expenditure and the nature of its defence capabilities.The guarantee on taxation relates to all member states. Nothing in the Treaty of Lisbon makes any change of any kind for any Member State, to the extent or operation of the competence of the European Union in relation to taxation,says the draft.

Barroso could be voted down by MEPs on procedural grounds

EUOBSERVER / BRUSSELS – Any attempt by EU leaders this week to formally nominate Jose Manuel Barroso for a second term as European Commission will come a cropper in the European Parliament on procedural grounds, a senior MEP warned on Tuesday (16 June).

Daniel Cohn-Bendit, head of the Greens faction, said he believed there was a sufficient majority in the EU assembly to block Mr Barroso when the issue goes to vote in mid-July.If we are to vote in July, then the debate will be on procedure, he said, adding that an alliance of Liberal Democrats, Greens, Socialists and the far left would be enough.Parliament is up in arms because a decision this week by EU leaders to formally back Mr Barroso would fall under the current Nice Treaty rules, whereas it voted in May by overwhelming majority to appoint the commission president under the yet-to-be-ratified Lisbon Treaty.The fate of the Lisbon Treaty is set to become clearer in October, when Ireland votes on it in a referendum. All other member states have completed parliamentary ratification.If the Council decides under the Treaty of Nice to formally decide to nominate Barroso, then the Council on 17 July risks finding itself with a negative vote, not on Barroso, but on procedure, said Mr Cohn-Bendit. He indicated that if the parliament did not stand up for itself now, then it would be downtrodden by member states and the commission for its whole five-year mandate.His warning comes just days after that of Poul Nyrup Rasmussen, head of the European Socialists, who also warned EU leaders to be careful and to respect the parliament.

Mr Cohn-Bendit dismissed arguments that not giving a clear signal on a possible second mandate would give a lameduck feel to the remaining months of the current commission, due to finish in October.However, the Green MEP, a fierce critic of Mr Barroso, admitted that by September some new names might have emerged.He said he had a few ideas for candidates himself – alluding to both Mr Rasmussen and former Belgian prime minister Guy Verhofstadt – but said it was too early to reveal them.If we put the names into the ring now we'll blow them out of the water.The issue is shaping up to be a real political tussle among member states themselves and with the parliament.

Incoming EU presidency Sweden says it wants full formal backing for Mr Barroso so it has a real partner to work with on major issues such as climate change when it takes over on 1 July.But Germany and France are reluctant to do this so they continue to have leverage over Mr Barroso when it comes to choosing portfolios for their future commissioners as well as over any plans he has for the commission's five year programme.The issue will be played out at the two-day council in Brussels, beginning Thursday. In the face of strong opposition from the parliament, EU leaders are set to give Mr Barroso only political backing at the summit. They are then due to consult political leaders in the parliament next week.The question is whether there will still be an attempt to give Mr Barroso legal certainty in July after the concerns of different factions in the parliament have been taken into account.For his part Mr Barroso has urged to EU leaders to take a decision on the issue at the summit. He is due to reveal some of his ideas on a commission programme to the summit on Thursday.

EU-Israel meeting ends with no progress on upgrade

EUOBSERVER / BRUSSELS - Israeli foreign minister Avigdor Lieberman ended his first EU visit on Monday (15 June) evening without securing a previously planned upgrade in EU-Israel relations.EU foreign ministers in Luxembourg earlier in the day had said that an offer by Israeli leader Benjamin Netanyahu to create a demilitarised Palestinian state was welcome but insufficient to warrant any significant advance in bilateral relations.The phrase repeatedly used by EU officials - echoing similar language from Washington - was that Mr Netanyahu's offer, made during a speech on Sunday night, was a good step,but only a step.The EU welcomes the initial step following the Israeli policy review announced by Prime Minister Netanyahu, of a commitment to a peace that will include the creation of a Palestinian state,said Czech foreign minister Jan Kohout, whose country currently holds the EU's six-month rotating presidency.It is very important that we see from the new Israeli government and the prime minister for the first time the mentioning of the two-state solution. This is a very important first step,EU external relations commissioner Benita Ferrero-Waldner told reporters.

But EU ministers reminded Israel that it must also stop building Jewish settlements on occupied Palestinian land, describing the activity as illegal under international law.The Council [of Ministers] is deeply concerned by the recent increase in settlement activities, house demolitions and evictions in the Palestinian territories, especially in East Jerusalem. The EU re-iterates that settlements are illegal under international law and constitute an obstacle to peace,the ministers said in a statement.We have insisted on the freezing of settlements. We hope very much this will be a reality, said the EU's chief diplomat, Javier Solana. UK foreign minister David Miliband also said Israel must deliver a complete freeze on settlements. The EU diplomats underlined that Israel's blockade of aid deliveries to Gaza is another pre-condition for peace. According to Oxfam, Israel blocks the entry of all items but emergency food aid, arresting development in the strip. In March 2009, the government of Israel prevented US-funded food parcels from entering Gaza due to the inclusion of canned tuna, biscuits and jam. They were added to a long list of items under review, which included wooden toys and maths and science kits.Some EU ministers on Monday questioned the Israeli prime minister's commitment to a two-state solution.The fact that he uttered the word state is a small step forward, said Swedish foreign minister Carl Bildt, adding: whether what he mentioned can be defined as a state is a subject of some debate.French foreign minister Bernard Kouchner too was sceptical that Mr Netanyahu's speech was a genuine endorsement of a viable state for the Palestinians.Without a Palestinian state there is no chance for peace in the region,he said.

Franco Frattini, the former EU commissioner and current foreign minister of Italy - which has been one of Israel's strongest backers in the Council, described the Israeli leader's wording over Jerusalem as worrying.Mr Netanyahu had reiterated his government's stance that Jerusalem is the united capital of Israel,- dashing Palestinian hopes they could one day situate their own capital in occupied East Jerusalem.We must say quite clearly today there can only be talk of an upgrade when the peace process is on its way,said Luxembourg foreign minister Jean Asselborn,and for that we need a few steps more.

Nimer Hamad, senior political adviser to PA President Mahmoud Abbas, also said the PA is not concerned about Netanyahu's policies since Abbas relies on American support for key Palestinian demands. During Netanyahu's speech Sunday, the Israeli leader called for a demilitarized Palestinian state and said Jerusalem would always be united under Jewish sovereignty. Hamad countered: No matter what is the position of the Israeli government and no matter what are the statements of Netanyahu, what counts is what was promised to us by Obama, which is totally the opposite [of Netanyahu's positions].We received encouraging signs from the Americans that we should not take seriously into consideration Netanyahu's speech,Hamad said. Hamad said the Obama administration holds views that strongly differ from Netanyahu's. The U.S. is committed to the evacuation of settlements (in the West Bank),he said. We know from what we understand that also Jerusalem will be determined in the final negotiations that will take place on the basis of an international community that doesn't recognize eastern Jerusalem as part of the state of Israel.The Abbas adviser claimed the Obama administration understands that the Israeli policy is dangerous not only for the region but also for the U.S.Hamad said Netanyahu's speech was destructive for the peace process.

He surmised the Israeli leader's statements were in the first level directed to his partners in the government and the radicals in Israel.Separately, a top PA official, speaking to WND from Ramallah on condition his name be withheld, said the Palestinians never felt strong like we are feeling now.That PA official claimed the Palestinians never felt like we had a sympathetic administration like there is now in Washington.We know also that Netanyahu will be obliged to carry out the vision of the U.S., which is right now closer to ours than to Israel,he said. In a speech branded as a response to Obama's Mideast policies, Netanyahu on Sunday called for the immediate resumption of peace talks with the Palestinians. The Israeli leader said he would support a demilitarized Palestinian state if the Palestinians meet certain conditions, such as first combating terror and recognizing Israel as a Jewish state.

Netanyahu's remarks were a departure from recent statements in which he refused to tacitly endorse a Palestinian state. To achieve peace, courage and honesty are necessary from both sides,Netanyahu said.The Palestinians must say,Enough with this conflict. We recognize Israel's right to exist and want to live by their side.He continued,A public Palestinian recognition of Israel as a Jewish nation-state is a prerequisite for regional peace.For peace, Netanyahu said,we must ensure that Palestinians have no weapons and the opportunity to create pacts with hostile forces. In a section of his speech that likely did not sit well with Hamas' Yousef, Netanyahu said that Israel would not negotiate with terrorists who wish to destroy it and said that Palestinians must choose between path of peace and Hamas. Addressing the issue of Jewish communities in the strategic, biblical West Bank, Netanyahu stated,In the interim there is no intention to create new settlements or expand existing towns, while not preventing the natural needs of settlers, who are not enemies.Netanyahu was alluding to continuing natural growth, or adding housing units to settlements to accommodate for the existing settlement population. He is openly defying the Obama administration's strong call for an end to all settlement activity, including natural growth.

There were several aspects to Netanayhu's speech that were direct responses to Obama's address to the Muslim world in Cairo two weeks ago. During his address, Obama pointed to Israeli West Bank settlements as specifically undermining efforts to achieve peace.Netanyahu today stated, Let me use the most simple words – the root of the struggle is the refusal to recognize Israel as the Jewish state. The initial Arab refusal was to a Jewish state in any location, before Israeli presence in the West Bank.The closer we get to an agreement with the Palestinians, the further it is rejected,Netanyahu continued. We tried a withdrawal with an agreement, without one, a partial withdraw and we offered a near-complete withdraw. We uprooted Jewish settlers from their homes, and received a barrage of missiles in return.Also in his address, Obama indicated Israel's creation was a response to anti-Semitism in Europe, culminat[ing] in an unprecedented Holocaust.Netanyahu pointed out the Jewish people have been linked to the land of Israel for over 3,000 years.

RAMALLAH, West Bank (Reuters) – Palestinians voiced dismay on Monday over terms Benjamin Netanyahu set for a peace deal but the Israeli leader won guarded approval in Washington and Brussels for at least accepting Palestinian statehood.In a speech on Sunday, Netanyahu responded to weeks of U.S. pressure by endorsing for the first time establishment of a Palestinian state, on condition Israel received international guarantees in advance that the new nation would be demilitarized.Palestinians were disappointed by Netanyahu's demand that they recognize Israel as a Jewish state and his failure to halt Jewish settlement expansion in the occupied West Bank.Salam Fayyad, prime minister in the Western-backed government of Palestinian President Mahmoud Abbas, said Netanyahu's speech dealt a new blow to efforts to salvage the peace process, and has undermined the possibility of resuming negotiations based on its terms of reference.Netanyahu failed to meet the expectations of the international community and did not commit to obligations outlined in a 2003 U.S.-sponsored road map for peace, he said.But U.S. President Barack Obama said he saw positive movement in Netanyahu's speech and again urged Israel to halt settlement construction.Both sides are going to have to move in some politically difficult ways in order to achieve what is going to be in the long-term interests of the Israelis and the Palestinians and the international community,Obama said. On the Israeli side, that means a cessation of settlements.

The European Union described the speech as a step in the right direction but said it was not enough to raise EU-Israel ties to a higher level.The Foreign Ministry of Russia, a member of the quartet of peace negotiators, noted with satisfaction Netanyahu's adherence to the establishment of peace in the Middle East and his readiness to restart the negotiations immediately.However, Egyptian President Hosni Mubarak said in remarks to troops that the call to recognize Israel as a Jewish state increases the complexity of the matter and aborts the chance for peace.Palestinians argue that granting such recognition would effectively rule out any return of Palestinian refugees to what is now Israel.

DIFFERENCES

Interviewed on U.S. television, Netanyahu said he hoped to narrow differences with Obama over settlements.Obama has called for a full settlement freeze, in line with the road map, but Netanyahu wants building to continue in existing West Bank enclaves.

President Obama and I are trying to reach a common understanding on this,Netanyahu told NBC television.I think we'll find some common ground.He pledged to keep all of Jerusalem as Israel's capital -- defying Palestinians' claim on the city -- and hedged on whether Israel would ever remove West Bank settlements.He also ruled out the admission of Palestinian refugees to Israel proper and said Abbas must impose his authority over the breakaway Hamas Islamists ruling the Gaza Strip.An Arab League spokesman described Netanyahu's proposal as an attempt to embarrass Arab states by presenting them with impossible conditions.He proposed this project so that the Palestinians and Arabs would reject it, as well as the international community,the spokesman was quoted as saying by Egypt's state news agency. Palestinian negotiator Saeb Erekat said mediators should challenge Netanyahu on whether he was prepared to tackle territorial issues such as borders, Jerusalem and settlements. Netanyahu is talking about negotiations about cantons -- the canton of the state of Palestine, with a flag and an anthem, a state without borders, without sovereignty, without a capital,Erekat said.Netanyahu's speech met circumspection across the political spectrum in Israel, which has seen almost two decades of stop-start talks about a two-state solution, a concept the right-wing Likud party chief had long balked at endorsing.

Current Department of Defense anti-terrorism training course material states that the exercise of First Amendment rights in the U.S. constitutes terrorist activity.The ACLU has written to the DoD regarding its Antiterrorism and Force Protection Annual Refresher Training Course, which advises personnel that political protest amounts to low-level terrorism.It has come to our attention that the Department of Defense’s Annual Level I Antiterrorism (AT) Training for 2009 misinforms Department of Defense (DoD) personnel that certain First Amendment-protected activity may amount to low level terrorism The ACLU writes.We are writing to ask that you take immediate steps to remedy this situation.the letter to acting Under-Secretary Gail McGinn states.A PDF of the ACLU’s letter also contains print outs of the relevant sections of the course material.

The training introduction reads:

Anti-terrorism (AT) and Force Protection (FP) are two facets of the Department of Defense (DoD) Mission Assurance Program. It is DoD policy, as found in DoD I 2000.16, that the DoD Components and the DoD elements and personnel shall be protected from terrorist acts through a high priority, comprehensive, AT program. The DoD’s AT program shall be all encompassing using an integrated systems approach.The first question of the Terrorism Threat Factors, Knowledge Check 1 section reads:Which of the following is an example of low-level terrorism activity? Select the correct answer and then click Check Your Answer.Attacking the Pentagon IEDs Hate crimes against racial groups Protests .In order to proceed, users must give the correct answer as Protests.According to the document, all DoD personnel are required to complete the course on a yearly basis.The ACLU points out that although in and of itself the classification of protest as terrorism is deeply disturbing, it is even more alarming when viewed in the context of the Pentagon’s long term efforts to crack down on organized dissent.The surveillance and pre-emptive arrest of protesters, on charges of domestic terrorism, at last year’s RNC by the FBI is also cited by the ACLU.Other precedents that the ACLU neglected to mention in it’s letter include, most recently, the fact that the FBI were spying on Tea Party protesters nationwide.

One week prior to those revelations, we also reported that the Maryland National Guard was put on alert in anticipation of the nationwide protests, while a Homeland Security spokesman refused to deny that protesters would be under surveillance from the DHS.The Maryland National Guard issued a Force Protection Advisory on April 11 which warned the National Guard to be on alert during the Tea Party protests because Guardsmen and Guard facilities might become targets of opportunity. The contact point for the document was listed as the Antiterrorism Program Coordinator.The advisory was almost exactly the same as a United States Army Reserve Command Force Protection Advisory that was issued last November before the nationwide End the Fed protests, warning that protesters were congregating across the country to demonstrate against the private Federal Reserve.Over the last few years we have seen countless examples of security assessment reports from the likes of the Department of Defense, the Department of Homeland Security and the FBI, as well as police training manuals, which state that anti-war protesters, gun owners, veterans, Ron Paul supporters and those who merely cite the Constitution should be equated with extremists.The continued surveillance of protesters, in addition to the ongoing agenda to equate dissent with terrorism, highlights the fact that the architecture of the police state, which was massively expanded under George W. Bush, has not been dismantled or relaxed by an Obama administration that promised change,If anything, it has only grown bigger.The Obama administration’s announcement that the illegal warrantless surveillance of American citizens, a program initiated under Bush, will continue and in fact intensify under Obama, is another shining example of the fact that - no matter who is in power and no matter the political persuasion of those being watched -all Americans who have the temerity to exercise constitutional rights are considered dangerous and worthy of being targeted by the federal government with surveillance tools supposedly introduced to fight terrorists.

Last week President Obama appointed yet another czar with massive government power, answering only to him. Even before this latest appointment, the top-ranking Democrat in the Senate wrote President Obama a letter saying that these czars are unconstitutional. President Obama’s czar strategy is an unprecedented power grab centralizing authority in the White House, outside congressional oversight and in violation of the Constitution.As of last week, Czar Kenneth Feinberg has the authority to set the pay scale for executives at any company receiving government money (and how many aren’t, these days?). Czar Feinberg has the power to say that someone’s pay is excessive, and to make companies cut that pay until the czar is pleased.Congress did not give Czar Feinberg this authority. For that matter, Congress has not authorized any of the czars that President Barack Obama has created. Over the past thirty years presidents have each had one or two czars for various issues, and once the number went as high as five. But now, by some counts President Obama has created sixteen czars, and there may be more on the way. Each of these has enormous government power, and answers only to the president.Ever since this practice of appointing czars began years ago, it has always been considered possible that they are all unconstitutional. But it never built to a critical mass to elicit a court fight. These czars were few and far between, and rarely did anything that seriously ruffled any feathers. But President Obama has taken this to an unprecedented level, to the point where these appointments are dangerous to our constitutional regime.

This has become too much for the longest-serving senator in U.S. history to stomach. Democratic Senator Robert Byrd is the president pro tempore of the U.S. Senate. Even though Senate rules vest most powers in the Senate majority leader, the president pro tempore is a constitutional officer, and third in line to the U.S. presidency (after the vice president and the Speaker of the House). This office is held by a Democrat, who has been serving in the Senate since before Barack Obama was even born.Senator Byrd wrote a letter to President Obama in February, criticizing the president’s strategy of creating czars to manage important areas of national policy. Senator Byrd said that these appointments violate both the constitutional system of checks and balances and the constitutional separation of powers, and is a clear attempt to evade congressional oversight. (Didn’t this White House promise unprecedented transparency?)

And Senator Byrd is exactly correct. The Constitution commands that government officers with significant authority (called principal officers) are nominated by the president but then are subject to a confirmation vote by the U.S. Senate. And principal officers include not only cabinet-level department heads, but go five levels deep in executive appointments, to include assistant secretaries and deputy undersecretaries.Inferior officers are appointed either by the president, cabinet-level officers, or the courts. But even then, the Constitution specifies that only Congress can authorize the making of such appointments. For these inferior officers, only Congress can create their offices, and also specify who appoints them. And such officers are still answerable to Congress. They are subject to subpoena to testify before Congress, and Congress holds the power of the purse by making annual appropriations for their division or program.White House officials, by contrast, cannot be compelled to appear before Congress and testify. They are alter-egos of the president himself, and as an agent of the Executive Office of the President they are entirely removed from Congress, and not answerable to Congress in any way. That was why during the Bush administration White House Chief of Staff Josh Bolten, Senior Advisor Karl Rove, and Counsel Harriet Miers could not be compelled to testify to Congress when President Bush invoked executive privilege (a battle they may well have won if they pressed their case all the way to the Supreme Court). Senior presidential aides advise the president alone, and the separation of powers forbids congressional interference in that relationship.But that’s the problem with these czars. The president can have any advisors he wants, people who privately advise him or meet with others on his behalf, but have little or no actual authority to exert government power on anyone. These czars, however, are directly dictating policy, impacting millions of lives in the way that few assistant secretaries or deputy undersecretaries do.The Founding Fathers specifically wrote the Constitution in a way to deny such absolute power to emanate from one person. That was why they required that no principal officers could exercise any power unless the U.S. Senate decided to confirm them. That was also why they specified that even for inferior officers only Congress could create their positions and could still require them to answer to Congress. The Founding Fathers were specifically blocking the type of centralized power that President Obama is currently exerting.Fortunately, there is a remedy. Any person on the receiving end of an order from any of these czars has standing to challenge their constitutionality in court. Any person whose pay is deemed excessive by Kenneth Feinberg, or affected by any other czar, could file a federal suit asserting that the order is an unconstitutional exercise of government power, and have a court both invalidate the order and hold that the position itself doesn’t legally exist. Then everyone could just ignore these czars, because they would simply be private citizens, without the authority to order any of us to tie our shoes.Let the lawsuits begin.

VANCOUVER - British Columbia and Alberta dispatched hundreds of firefighters in an attempt to contain fires this weekend. Nineteen forest fires were burning around B.C. Sunday, with the two largest fires continuing to grow, while Alberta reported over 130wildfires since Friday.Swirling winds are making the movement of the massive forest fire burning near Tyaughton Lake, west of Lillooet, unpredictable in B.C.. Winds were blowing at 30 to 40 kilometres per hour Sunday.Firefighters will be doing hourly weather readings. Safety is their top priority, said fire information officer Elise Riedlinger.The focus Sunday was on the 80-square-kilometre fire's eastern and northeastern flanks along Marshall Lake and Liza Lake, where homes are located, she said. The area is about 250 kilometres north of Vancouver.That is where the fire is most active and challenging,Riedlinger said.In all 255 firefighters were working on the blaze and Riedlinger said the fire is likely to continue growing.In Alberta lightning and hot temperatures were proving a tinderbox throughout the province's northern forests, according to Alberta Sustainable Resource Development.

The province said 138 wildfires started in Alberta's forest protection area since Friday, and 127 have been contained or extinguished.The remaining 11 fires were located north of Edmonton near Slave Lake, Lac La Biche, and Fort McMurray.The largest, 45 kilometres north of Calling Lake, was approximately 25 square kilometres in size.Over 300 firefighters, 22 air tankers and 45 helicopters were battling the blazes in Alberta.Vancouver Sun and Edmonton Journal,Canwest News Service.

An active couple of days possible in the weather center, starting with this afternoon. Noted below, the Storm Prediction Center has issued a slight risk for SEVERE storms this afternoon and evening. This is mainly for two reasons. One is for pop up storms this afternoon that could be strong or severe. The other reason is for ongoing storms in the Midwest, which could move into our area later today into tonight.Today:Tuesday:Forecasting storms in the summer is always a challenge. Models seem to do poorly on the development of clusters of strong storms and the direction they move in. So really, we wait. Noted below, the models suggest the upper level winds would steer storms in our direction, however the question is, will they stay together or fall apart by the time they make it to the TN Valley. Again, we will look for the possibility of the storms later today into this evening. A few pop up storms are possible with the daytime heating. In both cases, damaging winds and heavy rain are the main threats.Models indicate that the setup for Tuesday is relatively the same, and with that, we will keep storms in the forecast. Again, we wait and see if a cluster of storms will impact us later in the day. Take note of the HEAT building to the southwest as a ridge of high pressure strengthens.By Wednesday, the ridge begins to take over, shifting the storm track to the north. This means our chances for rain decrease, while our afternoon highs increase. Highs on Wednesday will reach the low 90s and the higher humidity remains in tact.By the end of the work week. The ridge of high pressure is in control and we could see the hottest weather of the year. YEKATERINBURG, Russia – Russia played regional power broker Monday, hosting China and Central Asian nations for a summit that highlights the Kremlin's efforts to maintain clout in former Soviet territory and raise its profile in Afghanistan.Moscow is expected to use the meeting of leaders from the Shanghai Cooperation Organization to try to cement the six-nation group as a counterbalance to the U.S. presence in strategic Central Asia.Russian President Dmitry Medvedev opened the two-day meeting by saying the group would discuss the global financial crisis as well as the key issue the organization was created to address: regional security.Our organization has been created quite recently, but it has scored quite serious progress, he said.Late Monday, Medvedev had what he called a most productive and useful meeting with Afghan President Hamid Karzai and he promised that Russia will help Afghanistan create an efficient political system.We are very thankful for the assistance that Russia has given Afghanistan,Karzai responded,particularly over the last seven years, during this difficult period of history when we have been fighting terrorism.At a meeting later with Pakistani President Asif Ali Zardari, Medvedev said all nations needed to work together to fight terrorism — a call he repeated after he, Zardari and Karzai held a final meeting together.Many issues including the most difficult challenges our nations are facing today, such as terrorism and crime, can only be fought with collective efforts,Medvedev said.If we can create efficient workable trilateral mechanism, that will benefit our nations.The 8-year-old Shanghai Cooperation Organization is dominated by Russia and China and includes Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan, with countries such as India, Iran and Pakistan holding observer status.

Medvedev also was expected to meet with Iranian President Mahmoud Ahmadinejad. The Iranian leader postponed his arrival in this Ural Mountains city until Tuesday, according to the Iranian Embassy in Moscow, during protests in Iran over his bitterly disputed re-election.Amid efforts by Washington and Moscow to improve strained ties, the summit will be watched for signs of stronger support from Russia and its neighbors for American-led operations in Afghanistan. That will be a signal of the depth of Russia's determination to mend fences with the United States at a time of warming relations between the two countries.While Moscow and its neighbors have stressed solidarity with the West on the need for stability in Afghanistan, Kremlin critics say they have used their combined clout in the past to confound U.S. efforts.

In 2005, the Shanghai Cooperation Organization supported Uzbekistan's eviction of U.S. forces from a base supporting operations in Afghanistan. In February, Kyrgyzstan announced it would evict U.S. forces from their only other Central Asian base — a decision widely seen as influenced by Russia. U.S. officials have said there is still hope for a deal to keep use of the Manas base.Karzai has appealed to Kyrgyzstan to let coalition forces continue using Manas, and the Afghan leader could meet his Kyrgyz counterpart for talks during the summit.Kremlin foreign affairs adviser Sergei Prikhodko said Sunday that the Shanghai Cooperation Organization has seen more transparency" from the administration of President Barack Obama on U.S. policy toward Afghanistan and Pakistan. The niches of interaction with Western countries, including the U.S., may be widened,he said.Russia and the Central Asian countries already have allowed the transport of non-lethal military supplies across their territory.
Prikhodko did not say what the nations might do to increase cooperation, but made it clear they want a greater say in resolving the situation in Afghanistan.

Prikhodko also said the leaders will discuss broader security issues and the global financial crisis, as well as the situation on the Korean peninsula, but that no major statement on North Korea's nuclear activity was expected. The summit will be followed late Tuesday by the first full-fledged summit of BRIC, a group linking the emerging economies Brazil, Russia, India and China. Medvedev may repeat Russia's call for a new global reserve currency to augment the dollar, but Russia's finance minister over the weekend suggested that the dollar would remain the currency of choice for years to come.

Build-up to financial dogfight continues

EUOBSERVER / BRUSSELS – European leaders added to the growing rhetoric on financial regulation on Tuesday (16 June) as the EU prepares for a leaders' summit later this week where the topic is likely to generate heated debate. By the end of this week, the European Council must give a clear mandate to the European Commission to start the urgent creation of two institutions,said Belgian Prime Minister Herman Van Rompuy.Firstly, a powerful and effective European Systemic and Risk Council centred around the European Central Bank. Secondly, a European system of supervisors having the power of binding mediation,he said. Mr Van Pompuy was speaking at the launch of a Belgian report on a new financial architecture, whose drafting committee was chaired by the noted economist Alexandre Lamfalussy.The UK and a number of other non-eurozone states harbour strong concerns over precisely these two issues – with Mr Van Rompuy's remarks likely to be seen as a direct challenge to the UK's position. London is concerned that if the chairmanship of the ESRC – a proposed new body designed to monitor overall risk levels in the European financial system – is taken up by the president of the ECB as the commission proposes, then its influence as a non-eurozone member state will be weakened. Likewise, commission proposals to give powers of binding mediation to three new European-level authorities that will oversee national regulators in the areas of banking, insurance and securities have not found favour in Europe's financial capital. As the ultimate responsibility for bank bail-outs lies with member states, the new authorities should not have the power to over-rule national regulators, argues London.

Commission speed

The commission plans for financial supervision propose a faster timetable than the report – drafted by Bank of France governor Jacques de Larosiere - upon which they are based. Given the urgency of the situation, the commission has proposed to go further than the Larosiere report by accelerating the implementation of the new architecture,said commission president Jose Manuel Barroso on Tuesday. Assuming EU leaders can reach an agreement on the outstanding issues, the commission says it will come forward with legislative proposals this autumn so that a new financial architecture can get up and running in 2010.An ambitious proposal is now on the table …and the proposal deserves the full support of all member states,said Mr Barroso.

House of Lords critical of UK government

While pressure is mounting on the UK to back away from its current objections, the government came in for criticism from the House of Lords on Tuesday over its handing of the EU discussions. A new report released by the Lords EU committee accuses the government of being behind the ball-game at times, and said it must stand up for the UK's unique interest in financial services. The UK government must ensure these national interests are properly reflected in new regulations or in structural reforms,said the committee's chairman, Kenneth Woolmer.

Some Balkan countries may get EU visa-free travel within months

EUOBSERVER / BRUSSELS – The citizens of Macedonia, Serbia and Montenegro could be allowed visa-free travel to the European Union as early as the end of this year, EU foreign ministers said on Monday (15 June).The [EU foreign] ministers encouraged the European Commission to start dismantling the visa requirement for all countries that have met all benchmarks with a view of achieving a visa-free regime with them ideally by the end of this year, Czech foreign minister Jan Kohout, whose country presides over the EU until the end of this month, said at a press conference after the ministers' meeting in Luxembourg.EU candidate Macedonia is said to be the most advanced and to have met all necessary conditions - including document security, public order and security, external relations and fundamental rights - for its citizens to be allowed to travel visa-free into the European Union.Montenegro and Serbia have met the majority of the conditions and are expected to make further progress on the remaining ones by the end of the year.EU enlargement commissioner Olli Rehn welcomed the foreign ministers' decision. Today's council meeting brings some good news for the people of the western Balkans… The commission has for long been committed to visa-free travel for the peoples of the western Balkans. We know how important it is for them, especially for the younger generations, to be able to travel and study freely in the EU,he said. That's why the commission will press on with the aim to present a proposal for visa-free travel to the council [the member states] still before the summer break,he added.

After the commission makes its proposals, the European Parliament is to be consulted and then EU member states are expected to give a final green light to visa liberalisation for the most advanced countries before the end of the year.Albania and Bosnia and Herzegovina have made the least progress in this area and their citizens are not expected to get visa-free travel at this stage.For its part, Kosovo which last year proclaimed its independence from Serbia, is not yet included in the visa liberalisation dialogue.

Zero result on Slovenia – Croatia

Meanwhile a question mark is still hanging over Croatia's EU membership bid due to a long-lasting border dispute with Slovenia.Meetings on Monday between the two countries' foreign ministers and Mr Rehn, as well as between Mr Rehn and the foreign or EU ministers of France, the Czech Republic and Sweden – the so-called presidential trio – again failed to bring any progress in the two neighbouring countries' row.
Today we didn't find a solution, and we agreed to continue with our discussions, Croatian foreign minister Gordan Jandrokovic said after the talks.His Slovenian counterpart Samuel Zbogar said that Mr Rehn's updated proposal included some Slovenian suggestions and that it now needed to be discussed with Slovenia's government and parliament.Now both ministers are going to consult further back home and we will continue our work in the course of this week, most likely on Wednesday ahead of the European Council,commissioner Rehn told journalists. Our productivity could be higher but at least we are doing a very thorough work with my colleagues, he added.Mr Kohout said he remained optimistic about an eventually positive outcome, but admitted it was increasingly likely that Croatia would neither open nor close a chapter before the end of the Czech EU presidency at the end of this month.Due to circumstances which were not in the hands of the presidency… I cannot exclude that it will be at the end zero [chapters],the Czech foreign minister said.But still we have two weeks time, we are making… any possible effort and so… I am still optimistic on that,he added.Croatia aims to end its EU accession negotiations by the end of this year and become a full EU member by 2011, a timetable that is now under increasing pressure.

EU regional funding has little impact on economic recovery

EUOBSERVER / BRUSSELS – Regional policy currently accounts for the biggest slice of the general EU budget, but these funds alone are not enough to tackle the effects of the recession across the EU, experts say.The total money available for regional policy between 2007 and the end of 2013 is €347 billion, with over 80 percent of this earmarked for the EU's poorer regions. The rest is aimed at boosting competitiveness and innovation in the bloc's wealthier countries.The main objective of regional funding is to reduce the economic and social gap for regions below 75 percent of the bloc's average GDP. This objective, called convergence,applies to virtually the whole territory of eastern Europe with a few exceptions, such as Prague or Budapest.

Portugal, southern Italy, most of Greece, four regions in Spain and two in England, Malta, as well as the French overseas territories are also included.Poland will receive the biggest amount of the seven-year regional funding - €67.2 billion. Most of the money is aimed at improving the country's infrastructure, for instance by tripling the length of highways and rail tracks, increasing the share of renewables from 2.9 percent in 2005 to 8.5 percent in 2013, as well as creating 3.5 million jobs.

The poorest EU member states, Bulgaria and Romania, also put their main priorities in building much needed roads and basic infrastructure such as sewage systems and water treatment plants.Yet the targets set out by the national governments were drafted well before the current economic crisis hit.In response to the crisis, the EU commission had to relax some of the funding rules earlier this year, in order to give cash-strapped member states more flexibility and upfront payments. Last month, the EU executive also suggested member states should allow projects aimed at tackling unemployment – funded from the EU's social fund worth some €10 billion a year – to be fully reimbursed in the coming two years. Up to now, member states were obliged to pay between 15-50 percent of the grants themselves.But the amounts made available for social issues remain far too small to make a difference in the current economic crisis, experts say.The reform of structural funds was done when there was no crisis and when they had to meet other priorities, Monika Mura, an expert on regional policy from the University of Bristol, told this website. Now with the crisis the priorities should shift more towards unemployment. The EU commission is not going to save Europe from the recession, there are many other institutions – national governments, the European Central Bank, countries like the US – which will contribute to the recovery. But correcting the funds could offer some help. If the funds were bigger, it would be even better,she said.Ms Mura said regional policy was initially drafted on the assumption that geographical distance from more developed regions can become a handicap for the less developed ones.It is now time to shift the paradigm from infrastructure to unemployment, but also social issues in general, she concluded.

A spokesman with the EU commission said that EU's regional policy was flexible, decentralised and responsive and that the broad priorities set out in 2007 – job creation, innovation and competitiveness remain the right priorities.If a country wants to change its so-called operational programmes – the broad frameworks under which concrete projects were financed - it must get the approval of the commission first, he added.

Errors and irregularities

Regional projects financed in the previous seven-year budget of the EU (2000-2006) were marred by errors and irregularities. The Court of Auditors estimated in its last report that at least 11 percent of the total amount reimbursed (in 2007) should not have been reimbursed.Misspent money is claimed back from member states, last year the EU commission almost tripling the amount retrieved from bad regional projects. Almost €900 million was claimed back in 2008, compared to €287 million in 2007.The most common errors made by member state authorities include awarding contracts without a proper tender or with insufficient supporting documentation, or overestimating payment claims.The EU executive has strengthened the rules and now requests each member state to pre-audit their operational programmes and authorities dealing with the EU funds.

National legislation hampers Polish projects

In the biggest recipient, Poland, current delays in EU-funded infrastructure projects are mainly due to national legislation issues, Mariusz Mielczarek, representing the Polish region of Lodz in Brussels told EUobserver.In all Polish regions we find the biggest difficulties arising from state aid rules and environmental law. With the U.S. Treasury now printing the nearly $2 trillion in government bonds needed to finance the Obama administration's anticipated $1.8 trillion 2009 budget deficit, the incident has raised eyebrows around the world,Corsi wrote. The bonds appeared to include 249 certificates U.S. Federal Reserve bonds worth $500 million each plus various other U.S. government securities worth a billion dollars each, including what are known as Kennedy Bonds bearing a portrait of President John Kennedy on the front and a shuttle launch on the reverse. Italian authorities have not yet determined whether the bonds are real or fake,Asia News reported in breaking the story,but if they are real the attempt to take them into Switzerland would be the largest financial smuggling operation in history.If they are fake, Asia News continued,the matter would be even more mind-boggling because the quality of the counterfeit work is such that the fake bonds are undistinguishable from the real ones.

Italian law limits to 10,000 euros per person the amount of money that can be imported or exported without declaring the sum. The penalty for violating this law is 40 percent of the money seized which would make the fine $38 billion in this incident. U.S. government bonds in billion dollar denominations are not considered negotiable by ordinary citizens, Corsi noted. Such bonds are typically bearer-bonds issued by the U.S. government only to banks and foreign governments that seek to purchase the bonds to hold in their institutional asset portfolios. According to a press release issued by Guardia di Finanzia, the two Japanese smugglers were caught at an international railway station in Chiasso, on Italy's border with Switzerland. Arriving at the Chiasso railroad station on a train coming from Italy, the two 50-year-old Japanese men told customs they had nothing to declare. The Guardia di Finanzia, charged with detecting illegal trafficking in counterfeit money and drug money laundering, discovered the U.S. securities hidden in the bottom of a suitcase carried by the two Japanese men, in a secret compartment where a false bottom separated cache of bonds from personal items. The Guardia di Finanzia indicated Italian authorities were working to determine whether the bonds and the documentation accompanying them were authentic.No determination had yet been made whether the bonds were counterfeit, nor was any other information released about the identity or background of the two Japanese men apprehended in the incident. NEW YORK – Bad economic news and doubts about the market's ability to rally dealt stocks a huge setback.The Dow Jones industrials fell 187 points Monday, their biggest drop since April 20. All the major market indexes fell more than 2 percent.Trading volume was light, suggesting an absence of buyers rather than a flood of sellers rushing to dump stocks, but the pullback nonetheless was another sign that the market's spring rally has stalled.The slide began in Asia and Europe and spread to the U.S. as a strong dollar pushed commodities prices sharply lower. Stocks of energy and materials producers have been lifting the market in the past month so the drop in prices left stocks without an important leg of support.Meanwhile, new worries about the economy emerged after an index of manufacturing in New York indicated that demand weakened in June. The weaker report from the Federal Reserve Bank of New York ran counter to the gradual improvement traders have grown accustomed to with other economic readings.Analysts said stocks are also losing ground because investors are questioning what it will take to move the market higher. Ahead of Monday's slide, the S&P 500 had jumped 39.9 percent since skidding to a 12-year low on March 9. Investors have been betting on an economic recovery but questions about how long that might take are poking holes in the rally.The unease about the economy's recovery have kept stocks from rising as quickly in recent weeks as they did in March and April. The Dow and the S&P 500 index are up 12 of the past 14 weeks, and the last four straight weeks. But traders are having a harder time wringing advances from stocks as questions remain about whether unemployment, still-weak home prices and inflation will trip up a resurgence in the economy.

Harry Rady, chief executive of Rady Asset Management, said stocks have risen too fast given how troubled the economy remains. The market just seems to keep driving the car into the wall and then wonders why it can't keep driving,Rady said.The Dow fell 187.13, or 2.1 percent, to 8,612.13, and returned to a loss for the year. The broader Standard & Poor's 500 index fell 22.49, or 2.4 percent, to 923.72, and the Nasdaq composite index fell 42.42, or 2.3 percent, to 1,816.38. Both indexes still are showing a gain for 2009.Overseas trading was influenced by the dollar, which rose against most other major currencies following weekend comments from Russia's finance minister, Alexei Kudrin, that the greenback likely would remain the world's reserve currency.Investors have been worried in recent weeks that foreign governments would seek to spread their reserve cash holdings beyond the dollar. That would cut into demand for the currency.Commodities including oil tend to be a hedge against a weak dollar. So, when the greenback is stronger, investors feel less need to protect themselves against it and they start selling commodities. That in turn tends to pull down the stocks of basic materials producers who profit from higher prices.Overseas, Japan's Nikkei average lost 1 percent, while Britain's FTSE 100 fell 2.6 percent, Germany's DAX fell 3.5 percent and France's CAC-40 lost 3.2 percent.Bond prices mostly rose, driving yields down. The yield on the benchmark 10-year Treasury note, a benchmark widely used for setting home mortgage rates, fell to 3.72 percent from 3.80 percent late Friday.The dollar's rise helped send oil prices lower. Light, sweet crude fell $1.42 to settle at $70.62 per barrel on the New York Mercantile Exchange.

Investors often welcome falling commodities prices because the lower costs will have benefits across the economy. But traders have also been looking for gains in commodities because that could signal resources are becoming more scarce as demand improves.Commodities producers fell Monday. Aluminum maker Alcoa Inc. and Freeport-McMoRan Copper & Gold Inc. slid. Alcoa fell 78 cents, or 6.5 percent, to $11.21, while Freeport-McMoRan fell $3.37, or 5.8 percent, to $55.14.In corporate news, Goldman Sachs lowered its rating on Wal-Mart Stores Inc. to Neutral from Buy, seeing few catalysts that could push the stock higher. The retailer fell $1.38, or 2.8 percent, to $48.46.Nick Kalivas, vice president of financial research at MF Global, said traders are cautious ahead of quarterly earnings reports this week from Best Buy Co., FedEx Corp. and BlackBerry maker Research in Motion Ltd., all of which are important in their industries.It might keep us sideways or lower if we can't get some good news from some of these numbers,he said.Trading volume remained light Monday, as it has been for weeks. That indicates fewer traders are standing behind the market's moves. Volume does tend to slow in the summer as traders take vacations, but thin volume could indicate there is less conviction behind the market's moves. AIG lawyer: Ex-top exec plundered retirement plan By MADLEN READ, AP Business Writer JUNE 15,09

NEW YORK – The former top executive of American International Group Inc. plundered an AIG retirement program of billions of dollars because he was angry at being forced out of the company, a lawyer for AIG told jurors Monday at the start of a civil trial. Attorney Theodore Wells told the jury in Manhattan that former AIG Chief Executive Officer Maurice Hank Greenberg improperly took $4.3 billion in stock from the company in 2005, after he was ousted by the company amid investigations of accounting irregularities.Hank Greenberg was mad. He was angry, Wells said in U.S. District Court of the emotional state of the man who, over a 35-year-career, built AIG from a small company into the world's largest insurance provider. He said the saga is a story of anger, betrayal and cover-up.Wells said that Greenberg, within weeks of being forced out in mid-2005, gave the go-ahead for tens of millions shares to be sold from a trust fund. The fund was set up decades ago to provide incentive bonuses to a select group of AIG management and highly compensated employees that they would receive upon their retirement.Wells showed the jury several clips of Greenberg speaking on videotape about the responsibilities of the trust fund. He called it Greenberg's videotaped confession.Wells asked the jury to award AIG $4.276 billion and 185 million AIG shares.Greenberg, 84, has contended through his lawyers that he had the right to sell the shares because they were owned by Starr International, a privately held company he controlled.

Greenberg's lawyer, David Boies, told the jury in his opening statement the shares sold by his client did not belong to AIG.I disagree with a great many things that Mr. Wells said,Boies told the jury. He said a study of the documents in the case would prove that the shares sold by Greenberg did not belong to AIG.Look in this case not to what people said after this lawsuit started,Boies said. Look to what they said and did and wrote before the lawsuit started.Starr International was named after Cornelius Vander Starr, who created a worldwide network of insurance companies in the early 1900s.AIG maintains that Starr and Greenberg, his protege and successor, decided in the late 1960s to organize the various companies under one holding company, AIG.Starr International remained a private company and its shareholders decided in 1970 that the amount that its shares of AIG were worth above book value of about $110 million should be used to compensate AIG employees, AIG has said.The embattled insurer is trying to reclaim the money from Starr it says was wrongly pocketed through stock sales by Greenberg.The trial relates to events that occurred long before AIG found itself under attack earlier this year over its bonus program.

The company was roundly criticized after it accepted $182 billion in federal aid and then paid out $165 million in bonuses to employees, including traders in the financial products unit that nearly caused the company to collapse.Before the jury was chosen Monday, U.S. District Judge Jed S. Rakoff said evidence in the trial could not include information about the government bailout. He also said the entire trial will last no longer than a month. Witnesses begin testifying Tuesday; Greenberg is among one of several witnesses expected to take the stand this week.

The trial features two legal heavyweights.

Boies argued on behalf of Democratic presidential candidate Al Gore before the U.S. Supreme Court during the disputed presidential vote in 2000. Wells was on the team of defense lawyers in 2007 for former White House aide I. Lewis Scooter Libby, who was convicted of perjury, obstruction and lying to the FBI about his role in leaking the name of a CIA operative to a reporter.

Speed of Iran vote count called suspicious By JASON KEYSER, Associated Press Writer JUNE 15,09

How do you count almost 40 million handwritten paper ballots in a matter of hours and declare a winner? That's a key question in Iran's disputed presidential election.

International polling experts and Iran analysts said the speed of the vote count, coupled with a lack of detailed election data normally released by officials, was fueling suspicion around President Mahmoud Ahmadinejad's landslide victory.Iran's supreme leader endorsed the hard-line president's re-election the morning after Friday's vote, calling it a divine assessment and appearing to close the door on challenges from Iran's reformist camp. But on Monday, after two days of rioting in the streets, he ordered an investigation into the allegations of fraud.Mir Hossein Mousavi, Ahmadinejad's reformist challenger, claims he was robbed of the presidency and has called for the results to be canceled.Mousavi's newspaper, Kalemeh Sabz, or the Green Word, reported on its Web site that more than 10 million votes were missing national identification numbers similar to U.S. Social Security numbers, which make the votes untraceable.It did not say how it knew that information.Mousavi said some polling stations closed early with voters still in line, and he charged that representatives of his campaign were expelled from polling centers even though each candidate was allowed one observer at each location. He has not provided evidence to support the accusations.His supporters have reported intimidation by security forces who maintained a strong presence around polling stations.Observers who questioned the vote said that at each stage of the counting, results released by the Interior Ministry showed Ahmadinejad ahead of Mousavi by about a 2-1 margin.That could be unusual, polling experts noted, because results reported first from Iran's cities would likely reflect a different ratio from those reported later from the countryside, where the populist Ahmadinejad has more support among the poor.Mousavi said the results also may have been affected by a shortage of ballot papers in the provinces of Fars and East Azerbaijan, where he had been expected to do well because he is among the country's Azeri minority. He said the shortage was despite the fact that officials had 17 million extra ballots ready.

Interior Ministry results show that Ahmadinejad won in East Azerbaijan.

The final tally was 62.6 percent of the vote for Ahmadinejad and 33.75 for Mousavi — a landslide victory in a race that was perceived to be much closer. Such a huge margin also went against the expectation that a high turnout — a record 85 percent of Iran's 46.2 million eligible voters — would boost Mousavi, whose campaign energized young people to vote. About a third of the eligible voters were under 30.Ahmadinejad, who has significant support among the poor and in the countryside, said Sunday that the vote was real and free and insisted the results were fair and legitimate.

Personally, I think that it is entirely possible that Ahmadinejad received more than 50 percent of the vote,said Konstantin Kosten, an expert on Iran with the Berlin-based German Council of Foreign Relations who spent a year from 2005-06 in Iran.
Still, he said, there must be an examination of the allegations of irregularities, as the German government has called for.But Iran's electoral system lacks the transparency needed to ensure a fair election, observers said. International monitors are barred from observing Iranian elections and there are no clear mechanisms to accredit domestic observers, said Michael Meyer-Resende, coordinator of the Berlin-based Democracy Reporting International, which tracked developments in the Iranian vote from outside the country.He noted that the election was organized and overseen by two institutions that are not independent, the government's Interior Ministry and the Guardian Council, a 12-member body made up of clerics and experts in Islamic law who are closely allied to the supreme leader Ayatollah Ali Khamenei.Iran's Interior Ministry released a breakdown of votes by province and city, but Meyer-Resende said that to be sure of the results, it must release data all the way down to the level of each polling station. One of the central questions was how 39.2 million paper ballots could be counted by hand and final results announced by authorities in Tehran in just over 12 hours. Past elections took at least twice as long. A new computerized system might have helped speed the process in urban centers, where most Iranians live, though it is unclear if that system was extended to every small town and village. And each ballot — on which a candidate's name was written in — would still have to be counted by hand before any data could be entered into a computer, aggregated and transmitted to the Interior Ministry in Tehran. I wouldn't say it's completely impossible,Meyer-Resende said.In the case of Iran, of course, you wonder with logistical challenges whether they could do it so fast.Susan Hyde, an assistant political science professor at Yale University who has taken part in election monitoring missions in developing countries for the Carter Center, agreed that would be uncharacteristically fast.If they're still using hand counting, that would be very speedy, unusually speedy,she said.

The Interior Ministry released results from a first batch of 5 million votes just an hour and a half after polling stations closed. Over the next four hours, it released vote totals almost hourly in huge chunks of about 5 million votes — plowing through more than half of all ballots cast. Arshin Adib-Moghaddam, a professor of Middle East politics at the University of London's School of Oriental and African Studies, said a major rigging process would require the involvement of powerful advisory bodies, including those in which one of the other candidates and a key Mousavi backer are prominent figures. Given that Mohsen Rezaei, one of the other presidential candidates, is the head of the powerful Expediency Council, for instance, it is highly unlikely that he wouldn't have received any information of such a strategic plan to hijack the election,Adib-Moghaddam said.

CAIRO – Iran's violence-tinged election dispute has pushed Supreme Leader Ayatollah Ali Khamenei, the state's most powerful figure, into the high-profile role of political referee.The 70-year-old cleric reigns over Iran's Islamic system as part pope, part commander in chief and one-man supreme court. While the world's attention has focused in recent years on the hard-line president, Mahmoud Ahmadinejad, much of the real power rests with the country's unelected supreme leader.Khamenei ordered an investigation Monday into fraud allegations in Ahmadinejad's re-election that have sparked the worst unrest in Tehran in a decade. The move came after Khamenei had urged the nation to unite behind Ahmadinejad a day after Friday's election and called the result a divine assessment.The probe by the Guardian Council, composed of clerics closely allied with Khamenei, illustrates the supreme leader's desire to avoid a drawn-out political battle that could endanger the stability and legitimacy of the country's Islamic theocracy. At the very least, the dramatic intervention could buy time in hopes of reducing the anti-Ahmadinejad anger.Khamenei is a hard-liner who has battled reformists in the past, and whose support helped Ahmadinejad first get elected in 2005. But analysts say he is also a political realist, and in the past he has made concessions to ensure his main goals — his own survival and that of Iran's cleric-run system.The current dispute, led by pro-reform candidate Mir Hossein Mousavi, who claims he is the rightful election winner, presents Khamenei with one of his biggest challenges yet — over the stability of the country's ruling system.
