EU faces raft of open questions over diplomatic service

EUOBSERVER / BRUSSELS - Even if the EU succeeds in ratifying its newly agreed Reform Treaty in all 27 member states, the bloc is braced for further political wrangling over how to get its act together on foreign policy. One of the more high-profile projects in the treaty - the creation of an EU diplomatic service - is likely to cause strong political tension even after the treaty is scheduled to be in force in 2009, experts predicted during the launch of a new report by the Brussels-based European Policy Centre (EPC) last week. The treaty says the newly created diplomatic force – officially called European External Action Service - will assist the EU's future top foreign policy official, the High Representative for Foreign Affairs and Security Policy.

The newly-styled high representative will have a double hat and cover the existing posts of member states' foreign policy chief – currently Javier Solana – and the European Commission's external relations commissioner. Consequently, the EU diplomatic force will consist of officials from the secretariat of the EU Council (which is Mr Solana's office), commission staff as well as seconded diplomats from national capitals. But after the entering into force of the treaty - scheduled for January 2009 - it is likely to take years before the diplomatic service is fully up and running, as the treaty leaves several sensitive political decisions to fight over for EU capitals and institutions. The service is likely to employ thousands of staff - but its exact size and composition are still fully unclear, highlighted Wilhelm Schoenfelder, who until recently served as Germany's ambassador to the EU. What will be the share of member states, and how will be the share among member states? I don't know. These are all open questions.

Evident conflict

It will need to be high quality staff and we will need some high flyers from member states' ministries, said Brian Crowe, a former senior official at Mr Solana's secretariat, adding that commission staff are often not well trained enough in diplomacy. Putting this together is going to be a nightmare, Mr Crowe predicted. It also remains to be decided what institutional status the EU's diplomatic corps will have. There is broad agreement that it should not become a new institution but there is an evident conflict between the commission and the council on the precise settings of the service as both strive to preserve their respective structures and competences, the EPC report says.Staff rules are also an issue to be sorted out. Commission officials joining the service are used to high salaries and less used to regularly rotating posts abroad - but if they keep all their privileges this could cause the jealousy of flexible and less-well paid colleagues from national ministries.

Who will pay?

Meanwhile, national foreign ministries and the European Parliament are already worried that sensitive political and security positions will be prepared by the service behind closed doors and beyond their political influence - a concern which was highlighted at the EPC meeting. Mr Crowe, a former top aide to Mr Solana, said the service should have a confidential relationship with the high representative. Member states should not expect to see everything the External Action Service produces. You cannot run a foreign policy like that, he stated. Lastly, the cash for the whole project still needs to be scraped together. Up until now nobody has done any preparatory work for the budget, Mr Schoenfelder said, asking whether there is money enough in the EU's 2007-2013 or whether additional money is needed.

Preparatory work

The treaty says that preparatory work on the service should already start right after the signature of the document, scheduled for next month - and this could already prove to be a potential political minefield. Guenter Burghardt, a former EU ambassador to the US, warned that we have to make sure that there are no discussions taking place in the open air before the UK parliament has ratified the reform treaty and Ireland has held its treaty referendum early next summer, with both London and Dublin sensitive about foreign policy issues. But France, holding the EU presidency in the second half of next year, could cause upset by actively meddling in the preparations.On top of this, it is also not clear when the new high representative – who will make formal proposals on the organisation and functioning of the service once the treaty comes into force – will enter the fray.The new treaty is meant to come into effect in January 2009 - but a new European Commission - of which he or she will be a member - will be appointed only 11 months later, in November. I've heard that at least for the transitional period from January 2009 to November, Javier Solana will be in office, said Mr Schoenfelder, asking When will the decision take place – before the new commission takes office or only after? This is also decisive for the question when the service will start working, he added.

France's grand plans to kick-start a new era in European defence have sparked fears that they could undermine NATO. As EU peacekeepers prepare to head for Chad, President Sarkozy has called for more European military clout in order to lead similar missions elsewhere.

How can Europe have any political influence in the world and be a factor for peace if it can't even defend those who need protection? Mr Sarkozy recently pleaded to thunderous applause in the European Parliament. The French leader will make defence a key theme of his presidency of the EU next year, when he plans to boost its military capabilities.

More Europe, less NATO?

There's certainly no shortage of conflicts, be it Kosovo, Bosnia or the Caucasus, where more European involvement is needed and would be welcomed, believes Tomas Valasek, defence expert at the Centre for European Reform.But the majority of NATO states worry that greater French insistence for a bigger role for EU defence headquarters will ultimately undermine the North Atlantic Alliance.
NATO is already struggling to get its European members to contribute troops to its understaffed mission in Afghanistan. The fear is that this shortage will only get worse if more troops are pledged for European missions.

Nervous Britain

Britain, a key NATO ally, has already signalled its nervousness. Last week, it vetoed a deal on a long-term EU defence budget thereby blocking moves to improve military planning. The French move could also unsettle Washington which is still smarting from President Chirac's calls to challenge US dominance within NATO by bolstering European military capability.

France is due to provide the backbone of the troops with contributions from the Netherlands, Ireland, Austria, Sweden and Poland There is currently a shortfall of 10 helicopters, a third hospital facility and other support assets. But his successor has reframed the argument by saying he wants to complement, not rival, NATO; Mr Sarkozy wants France to become a full military member of the Alliance by 2009.Europe needs to either start taking control in NATO or risk becoming insignificant there, insists Phillipe Morillon, a retired French general and member of the EU Parliament:
We have to stand alongside our American friends but not be subject to an American Empire.

French power-grab?

The French push for a bigger defence role both within the EU and NATO begs the question whether this is just a power grab by hyper-president Sarkozy. Personality certainly plays a part, concedes Antonio Misseroli of the European Policy Centre.But polls show that two-third of Europeans do support a more active EU foreign policy. And that means being able to threaten, if not necessarily resort to, the use of force to bring about peace.

The full package

The EU can offer a unique package when it comes to peacekeeping, adds Kernel Edmund Sarani from the Slovenian Defence Ministry:Our strength is that we work on economic development and judicial and social reforms whereas NATO is really just a defence alliance. Kernel Sarani also adds that there are areas where NATO's presence would be unacceptable, such as the Middle East and parts of Africa.
Despite his good intentions, Mr Sarkozy will have to work hard to convince his more eurosceptic colleagues to cough up the funds needed to turn the EU into a new military force.The reluctance has been painfully illustrated with the Chad mission which is now at risk because of a lack of helicopters. France will have to make clear that if Europe really wants to get serious about defence, it has to get serious about paying for it.

Spanish King Juan Carlos calls to strengthen OSCE profile

Vienna - Spanish King Juan Carlos on Wednesday praised the Organization for Security and Cooperation in Europe (OSCE) for its perseverance in fighting terrorism and preserving security in Europe. The Spanish king was in Vienna to inaugurate the organization's new headquarters in the centre of the Austrian capital. Spain currently holds the annually-rotating chairmanship of the OSCE. Since 1975, the history of the OSCE has been that of ongoing negotiations, of an open dialogue that serves a community of values which has constituted a cornerstone of Europe's shared security, and a stimulus for greater democratization on the part of participating states, Juan Carlos told ambassadors from OSCE member states at a formal luncheon.

Challenges remained considerable, the king said, ranging from stability in the Balkans, the fight against terrorist barbarity to respect for human rights and fundamental freedoms. Juan Carlos stressed Spain's focus on the fight against terrorism. The OSCE's focus on human rights had in the past repeatedly triggered criticism, in particular from Russia and other former Soviet republics. The OSCE's election monitoring arm ODIHR last week announced it had to pull back from monitoring the December 2 Russian parliamentary elections on grounds of unprecedented restrictions by Russian authorities. From November 28 - 30 the OSCE will hold its annual ministerial council in Madrid. With its 56 member states, the OSCE is the world's largest regional security organization.

Weak dollar a problem for world economy - EU president Mon Nov 26

MADRID (AFP) - The dollar's weakness is a problem for the world economy while the euro's strength reflects confidence in the European economy, European Commission President Jose Manuel Barroso said in an interview published Monday. The fact that the euro reached such a level reflects the confidence in the European economy.., he told the Cinco Dias newspaper. What is a problem, without any doubt, is the weakness of the dollar.That concerns certain sectors of the economy, not only European, but in the world, he said.The interview took place on November 20, when the euro was around 1.47 dollars, the paper said.On Friday, the euro neared the 1.50 dollars for the first time after reaching a fresh historic high of 1.4967 against the US currency, which is suffering from expectations of slower economic growth and more rate cuts. Early Monday, the dollar was at 1.4808 euros.Barroso said he had total respect for the independance of the European Central Bank and total support for the ECB's reaction to the recent turbulence on financial markets.The bank has carried out several high-profile and controversial operations since financial markets were hit by turbulence following the collapse of the US market for high risk mortgages.The moves were aimed at ensuring that credit markets crucial to the global economy functioned smoothly.Barroso rejected suggestions that the strong euro was hurting European exports.The argument about the damage to exports caused by the level of the euro is not still valid, he said.German exports are very high, which indicates that there are other factors, in addition to the exchange rate, that have an influence, he said.It is with China that we have a trade balance problem.

A troika of the eurozone's economic policy chiefs -- ECB chief Jean-Claude Trichet, chairman of the Eurogroup of finance ministers Jean-Claude Juncker and EU Economic Affairs Commissioner Joaquin Almunia -- are to visit Beijing on Tuesday to discuss China's booming exports and state-controlled exchange rates.

Natan Sharansky launches campaign to protect the Holy City, briefs Joshua Fund supporters on importance of evangelical Christians joining with Jewish groups on this sensitive issue.

(Washington, D.C., November 26, 2007) -- The Bush administration's much-anticipated and highly-controversial Arab-Israeli peace conference opens tomorrow in Annapolis, Maryland. A great deal is at stake. The most contentious issue on the table: the future of Jerusalem. The government of Israeli Prime Minister Ehud Olmert is talking openly about the possibility of dividing the holy city and giving part of it to the Hamas-led Palestinian Authority.

This would be a mistake of colossal proportions. It would not send a message of goodwill and peace to Israel's enemies, as Olmert and his advisors hope. Rather, it would invite more attacks by radical Islamic jihadists who want all of Jerusalem, not just part of it. What's more, talk of dividing Jerusalem fuels the apocalyptic, genocidal ambitions of Iranian President Mahmoud Ahmadinejad and his colleagues who believe Israel's day of judgment is coming and that Shia Muslims are destined to annihilate Judeo-Christian civilization and gain control of Jerusalem for themselves, and soon.

Mr. President, don't divide Jerusalem. Don't consider it. Don't talk about it. Don't encourage others to talk about it. Doing so will bring war -- and a horrifying one at that -- not the peace that you seek. Rather, open tomorrow's conference by making it crystal clear that precisely because we want peace in the Middle East, the U.S. will not support any division of Jerusalem any more than we would support dividing Washington or London or Paris or Moscow with our enemies or our neighbors.

To stop Olmert, former Israeli Deputy Prime Minister Natan Sharansky last week launched a multi-million campaign to keep Jerusalem the eternal, undivided capital of the Jewish State. What's more, Sharansky is calling not only on the Jewish community worldwide to stand with him, but is also reaching out to evangelical Christians. On November 8th at the Inbal Hotel in Jerusalem, Sharansky briefed a Joshua Fund breakfast my colleagues and I organized with some 52 evangelical business and ministry leaders from the U.S., Canada, Germany and Australia. He made a powerful case for the centrality of Jerusalem in Jewish life and the reason Christians and Jews need to work together, shoulder to shoulder, to keep the city from being divided. As someone who helped Sharansky launch his first campaign to protect Jerusalem in September 2000, I join him again in calling on Christians all over the world to join his organization, One Jerusalem, and to sign his Jerusalem Petition, which reads:

* I support a unified Jerusalem under Israeli sovereignty, to ensure free and open access for all people to the holy sites of the three major religions - Christianity, Islam and Judaism.

AFTER ANNAPOLIS: WHAT NOW FOR ARAB-ISRAELI PEACE?

(Washington, D.C., November 28, 2007) -- How should we assess the Annapolis conference? First, the good news:

* President Bush, to his great credit, is doing everything he possibly can to keep another horrible war from breaking out in the epicenter. I don't think in the end he will be successful, but I strongly applaud him for trying. He is following the words of Jesus, "Blessed are the peacemakers." With great difficulty, he brought together senior leaders from almost 50 countries -- including Syria, including the head of the Arab League, and including the Secretary-General of the Organization of the Islamic Conference -- in the hopes of jump-starting a new dialogue for peace. I, for one, am grateful for his efforts.

* The U.S. emerged once again as a global agenda-setter, working hard to build a global alliance of moderate, peaceful, reformer Muslim leaders against the radical Islamic jihadist leaders that Iran is trying to pull together into an alliance against Israel and the West.

* Syria's participation in the Annapolis conference, which infuriated Iran, was particularly welcome. Tensions along the Golan Heights are running high. War clouds between Damascus and Jerusalem are clearly building. The fact that Syria was willing to meet in a diplomatic setting like this is good news. It may not ultimately be enough to prevent a war, but it is still a welcome development.

* The Israelis and the Palestinians are going to begin regular peace talks beginning December 12. This, too, is good -- though Prime Minister Olmert must strongly and firmly insist from the outset that talks absolutely cannot continue if southern Israeli towns like Sderot continue to be hit by rockets and mortars. The shelling must stop immediately. The first provision of the Road Map to Peace was Israeli security. Nothing else should be discussed until the border is quiet.

* President Bush did not publicly pressure Olmert to divide Jerusalem, and Olmert did not publicly immediately put Jerusalem on the table. This, too, is good, though I suspect it's only temporary. Still, let's take one day at a time.

Now, the bad news:

* A process is now in place that will, in fact, steadily and dramatically increase international pressure on Israel to give up something tangible (land, sovereignty) for something historically elusive, at best (recognition by the Islamic world and, of course, peace). If Israel is not careful, she could end up feeling forced to give away the store.

* We know by his previous statements and those of his advisors that Prime Minister Olmert is already disposed to give away nearly all of the Biblical heartland of Judea and Samaria, commonly known as the West Bank, as well as up to half of Jerusalem. He is going to have plenty of opportunities to thus respond to this growing international pressure in the weeks and months ahead. This is a serious concern.

* It is not clear that Mr. Olmert has learned the lessons of Israel's withdrawal from southern Lebanon in 2000 or her withdrawal from Gaza in 2005. Rather than Israel receiving recognition and peace in return for such land giveaways, the radical jihadist group Hamas took over Gaza and is steadily consolidating its power in the West Bank. What's more, Israel was attacked by some 4,000 rockets and missiles from Lebanon in 2006 and by more than 2,500 rockets and mortars from Gaza over the past two years. Land for peace worked with Egypt in 1979. Israel did not have to give up land for peace with Jordan in 1994, and that peace treaty has held. Is there evidence that giving up land will bring about true and lasting peace with the Palestinians in 2007 or 2008? Sadly, no.

* The very fact that the Israelis are talking about giving up land and dividing Jerusalem is a sign of blood in the water to her enemies, not a good thing when you're surrounded by sharks. Iranian President Mahmoud Ahmadinejad is already organizing a conference of terrorists as an alternative to Annapolis. He and his genocidal cronies will do everything they can to sabotage any prospect for peace, however slim, and then say, See, we told you so! Now it's time for war. Ahmadinejad sees Olmert and his government as weak, exhausted, and doomed to collapsed. He said as much yesterday after a cabinet meeting in Tehran. It is impossible that the Zionist regime will survive, Ahmadinejad insisted. Collapse is in the nature of this regime because it has been created on aggression, lying, oppression and crime. Moreover, Ahmadinejad believes the winds of history are at his back. He believes he is doing Allah's will to obliterate Israel and annihilate Judeo-Christian civilization as we know it. Annapolis will very likely serve as a catalyst to him to get his nuclear weapons program complete, take care of Israel once and for all, to bring about the global carnage and chaos necessary to usher in the coming of the Mahdi.

* Russia has announced that it is going to host a post-Annapolis summit soon. President Vladimir Putin can't stand the notion that President Bush has emerged in recent years as the game-changer in the Middle East. Putin wants that role for himself. The difference is Bush wants to support the Reformers, while Putin is siding with the Radicals. We must watch carefully to see how Putin reacts to Annapolis and what new initiatives he might try to put on the table. One possibility: a Middle East nuclear weapons-free zone that would seek to turn the world's attention away from Iran and put the spotlight on disarming Israel.

Where do we go from here?

* Let me start by saying I believe the Israeli public sincerely wants peace with the Palestinians. They sincerely want the Palestinian people to run their own affairs, govern their own lives, raise their children in peace and safety, and have a growing economy that can bless and benefit everyone in the region. I wholeheartedly share this desire.

* That said, we must be clear: Hamas does not want peace with Israel. Hamas wants what Iran wants: the annihilation of Israel. And Hamas is calling the shots in the West Bank and Gaza. Palestinian Authority Chairman Mahmoud Abbas (aka, Abu Mazen) is a weak figurehead right now. His Fatah/PLO organization is withering beneath him. It may not be long before it completely collapses and Hamas takes full control in the West Bank as it has in Gaza. Should Israel really be negotiating with terrorists? Should we really risk putting the Christian holy sites of Jerusalem under the control of radical Islamic jihadists. Look what's happening to Christians in Gaza. They are being attacked, harassed, persecuted and even martyred. Muslims who don't subscribe to the full Hamas agenda have been slaughtered on the streets of Gaza. Journalists are being kidnapped there. Under no circumstances should such a fanatical group of people be allowed to control the West Bank or any piece of Jerusalem. It is insane to think otherwise.

* President Bush should, therefore, take an historic trip to Israel soon and address the Israeli Knesset (parliament) in Jerusalem. He should make clear to the Islamic world that the U.S. stands with Israel and that we will do nothing to compromise her safety or security.

* The President and Congress should also make it clear that the U.S. considers Jerusalem the eternal, undivided capital of the Jewish State of Israel. We should move our Embassy there immediately. This would send a clear and powerful message to Israel's enemies that Jerusalem is not a Thanksgiving turkey to be carved up, slice by slice.

* We should recruit more people to sign Natan Sharansky's online petition to protect Jerusalem and keep it unified. See below to visit www.onejerusalem.org.

At yesterday's meeting between Israeli and Palestinian leaders at Annapolis, Maryland, both parties expressed the determination to bring an end to bloodshed, suffering and decades of conflict between our peoples and agreed to vigorous, ongoing and continuous negotiations aimed at ending their age-old conflict.A wide range of opinion has been expressed about what happened at Annapolis, some of it reservedly optimistic, some harshly critical. In order to help you better understand what happened, we’ve assembled a collection of news, opinion, and official documents. Amid the differences of opinion, I believe there are certain principles those of us who love Israel can agree on as prerequisites to lasting peace. Israel must not be forced by the U.S. or any other party to make unwarranted concessions, especially those that could jeopardize her security. Israel must remain the Jewish state, even as she provides freedom and equality for her Arab citizens. Cessation of Palestinian terror attacks against Israel is non-negotiable.Whether or not the Annapolis conference will lead to a final agreement that respects these requirements and Israel’s need for peace and security remains to be seen. For now, it is our duty to remain informed, and follow the news closely. And, of course, let us continue our fervent prayers for wisdom and strength for Israel’s leaders and for the safety of the Israeli people and, as ever, for the peace of Jerusalem.

WASHINGTON (Reuters) - U.S. Secretary of State Condoleezza Rice on Wednesday named retired Marine Gen. James Jones as her special envoy for Middle East security, focusing on Palestinian and Israeli security issues. Building security in the Middle East is the surest path to making peace in the Middle East and General Jones is the best individual to lead our efforts in this essential endeavor, said Rice, with Jones at her side.Jones, a general schooled in diplomacy who was NATO Supreme Allied Commander in Europe until 2006, takes on the job following the U.S.-hosted Middle East conference in Annapolis, Maryland, on Tuesday that revived Israeli-Palestinian peace talks.Rice said Israelis must be confident that a Palestinian state would increase their security.

He (Jones) will work with Israelis and Palestinians on the full range of issues and he will work to strengthen security for both sides, she said.Jones, who has publicly critical of the Bush administration's handling of the Iraq war and its chaotic aftermath, said he was looking forward to his new post.It is critically important. It's great to see our country play such an important leadership role and I look forward to doing whatever I can to assist, Jones said of his new job.Jones is expected to have a broader mandate than U.S. Gen. Keith Dayton, the U.S. security coordinator between the Israelis and the Palestinians.

State Department spokesman Sean McCormack said Jones would look at security issues not only between Israel and the Palestinians but also with others in the region such as Jordan and Egypt.We need an experienced leader who can address the regional security challenge comprehensively and at the highest levels and can provide the full support of our government to the partners as they work to meet their responsibilities, said Rice.At Tuesday's conference, Israeli Prime Minister Ehud Olmert and Palestinian President Mahmoud Abbas said their goal was to reach an agreement before the end of next year.But Olmert has said Israel will not carry out any future peace deal until the Palestinians meet their security obligations under the stalled 2003 U.S.-backed road map peace plan. New Jewish Congress is Launched, Sets New National Agenda

(IsraelNN.com) The New Jewish Congress was launched in Jerusalem on Tuesday - the same day as the Annapolis summit, whose defeatism it seeks to fight. Organizations, speakers and supporters from across the spectrum of nationalist, right-wing and religious thought were present at the Renaissance Jerusalem Hotel to take part in the opening sessions. Though many of the participants have been at many right-wing gatherings before, a sense of cautious enthusiasm that this could really be it was palpable.

The plenary session was chaired by Congress co-organizer Prof. Hillel Weiss of Bar Ilan University. Others responsible for organizing the Congress were Katy Cohen and Prof. Arieh Zaritzky, while a fourth co-organizer, Dr. Gadi Eshel, read aloud the Congress charter, entitled: The Eternal People in an Eternal Covenant in the Land of Israel. Excerpts:

G-d commanded the land of Israel to the People of Israel as a heritage - to settle it, to walk through it, to love even its dust, to know it, to observe the Torah in it, to long for it throughout 2,000 years of Exile. And when the time of the Return to Zion came, we were to ingather our dispersed exiles into it, take the barely-alive remnants of Israel and revive them upon it, raise pioneers in it, settle it with brides and grooms, children, families and communities, build upon it towns and factories, preserve it, rejoice in its rebuilding, build in it a national home that would be a light unto the nations - and to establish G-d's Holy Sanctuary in its heart, Jerusalem, Zion, on Mt. Moriah.

Everything is interwoven and inseparable - the tradition of Israel, the holiness of the Land, the unity of the Jewish People in Israel and abroad, defense and security, and life of creativity and deep bonds with the land.

Every community that we plant throughout the land strengthens the roots of the Eternal Nation's Eternal Covenant here - while at the same time preventing it from being bound by Auschwitz borders. Let us not fool ourselves: Auschwitz borders invite Auschwitz - not only for the Jews in Israel, but for Jews everywhere, and for all of humanity!

It cannot be that a temporary rule in the State of Israel will steal from the People of Israel its land, will conspire to expel them and give it away to a foreign nation - our bitterest enemy...

Any traitorous or anti-Semitic declaration that emanates from the second Munich conference, wherever it is held, has no value whatsoever. The Nation of Israel and its State must shred it into the trash bin of history.

Rabbi Dov Lior

Kiryat Arba Chief Rabbi Dov Lior said that the Jewish People are required to both settle the Land and conquer it, and that the latter command involves military force, with all the associated risks. For many years we did not have the ability to fulfill this Torah commandment, but now we can - and so we must! We must not fear the threats of the evil ones, but we must rather persist, and not allow the weakness of our government to become a weeping for generations.

Rabbi Lior praised the Congress as a welcome attempt to prevent our destruction and to return to real Zionism. The Land of Israel is something that can unite all sections of the nation - but not when our students can go through 12 years in our educational system and then feel they have to take off for India to find themselves. ... We are in a situation that I would not describe as a dead-end, but rather one in which we do not currently see the way out. When in such a predicament, we learn from our forefathers that we must be strong and emphatic, as Joshua and Caleb were, about our rights to this Land!

MK Aryeh Eldad

MK Aryeh Eldad (National Union) took a slightly revolutionary approach: Yes, we had a large protest rally yesterday, but the tone was one of conciliation and loving everyone - to the extent that even members of the coalition government were able to come and speak of the dangers of Annapolis, even though they themselves are sitting in the government and building the scaffolding on which will be built the gallows on which we are all to hang, Heaven forbid! During the Disengagement, we called for civil disobedience, and it didn't happen; we called for refusal of orders, but only a few responded; we called to cut the fences in Kfar Maimon, but the public-minded leadership didn't allow it... When Olmert returns from Annapolis and will start paying his debt to the Americans by destroying outposts such as Migron or Assaf [43 and 17 families, respectively, both of them in critical locations north of Jerusalem - ed.], if we don't use the tools of this Congress to make a real fight and to capture the leadership, then we will become irrelevant.If we don't use the tools of this Congress to make a real fight and to capture the leadership, then we will become irrelevant.

Dr. Yossi Ben-Aharon

Arab affairs expert Dr. Yossi Ben-Aharon: The test of this generation is the Land of Israel. Uprooting a Jew from his home or his land is a crime against the Jewish people's link with the Land, and this is therefore the challenge we face... A true opposition, if we had one, would announce clearly that it is not obligated by whatever is decided in Annapolis. We must declare with a loud voice: This government's vows are not our vows, and its obligations are not our obligations!

Chabad Rabbi Shalom Wolpe

Rabbi Shalom Wolpe, a Lubavitcher who heads the Task Force to Save the Land, surprised some with his remarks: The Rebbe [Rabbi Menachem M. Schneerson] said that saving lives is more important than the sanctity of the Land, and that if giving away the Western Wall would save even one life, we should give it away. But the bottom line is that giving away even a small part of the Land is itself dangerous to our national existence here, and is therefore forbidden... Some say that we are not Zionists. I say that if Zionists are those who wish to give up the Land, then we are truly anti-Zionists... If Olmert returns from Annapolis with a promise to establish a Palestinian state, we must establish our own new state in Judea and Samaria. We must fight Amona-style; we must refuse orders to expel Jews; and we must make it clear that if Olmert wishes to expel Jews from Judea and Samaria, no one leaves in one piece!

Attorney Elyakim HaEtzni

Attorney Elyakim HaEtzni, a long-time ideologue of the Yesha Council and now one of its strong opponents, said, Forty nations were invited to Annapolis - but one people who was not represented was the Jewish People! Yes, Israel was there, but not the Jewish People. I do not mean this lightly. Both the Balfour Declaration and the British Mandate spoke of the bonds between the Land and the Jewish Nation - but today, such a formulation would not be accepted by Israel's Supreme Court! The State of Israel no longer carries out reverse discrimination in favor of the Jews, as it was created to do, but rather expels Jews, wants Arabs on the Jewish National Fund board, and the like. Who will defend the Jewish Nation?! I say that if Zionists are those who wish to give up the Land, then we are truly anti-Zionists.

Botanist Mordechai Kislev

Botanist Prof. Mordechai Kislev of Bar Ilan University enthralled his listeners by speaking of the discovery of a grassy growth called smoke raiser. He explained that when it is added to burning incense, it causes the smoke that arises to do so in a straight column - precisely how the Talmud describes the smoke emanating from the incense in the Holy Temple. The discovery was made in Jordan, and he is about to depart for Egypt to corroborate reports of a similar discovery there.

JNF, Fenton, Davidi

Naftali Karni of the Jewish National Fund and Elad city planner Aya Greenfeld spoke of their program to sell the entire Holy Land as a historic and holy site, for both internal-educational and international-tourism purposes.

Jerusalem City Council member Mina Fenton discussed the dangers of missionary Christians in the Holy City.

Alon Davidi of Sderot reminded the participants that the ideals of the Land of Israel cannot be taught in a vacuum: My neighbors are mainly concerned about Kassam rockets landing in their homes; you cannot come and talk to them right now about the Land of Israel.

Prof. Eidelberg

Prof. Paul Eidelberg, speaking in English, said that the main problem in Israeli public life is its undemocratic political system: The MKs are not directly elected by the citizenry, and are therefore not accountable. Ben-Gurion himself realized this after about two elections, and deplored the system. The people of Israel are not apathetic; they're simply powerless! We are unable to have influence. We need just one person who will be strong enough to lead this revolution and effect the change! His impassioned speech swept up at least one woman, who asked, Why don't you lead us? Rabbi Yoel Schwartz

Rabbi Yoel Schwartz of Yeshivat Dvar Yerushalayim, a well-known expert in many fields of Torah who has written over 200 books on Jewish law and thought, shared several thoughts:

We must believe in ourselves and in our ability to effect change. This is why on Chanukah we are not permitted to light torches, but rather simple, individual candles - to show the power of the individual....

Those who live outside Israel must either move to Israel, or else perpetuate their bonds with Israel by setting aside a charity box in which they place a dollar or two every day for each family member, that they will then use either to fund their Aliyah [immigration], or for some other Israel-related use. This will be their daily reminder and link with the Holy Land...

Why is it that public trust in the law system in Israel drops from year to year? It's simply because it's not our Jewish law system; it's not what we received at Mt. Sinai, but something put together from foreign sources. We must revive Jewish Law in our modern State of Israel. But how can this be done? After all, the Torah says that a thief is punished only by paying back double - and one who commandeered property must only return what he took! What will be with all the gangsters under such a system? The answer is that in the Jewish system, children learn these laws from a very early age - first from the Torah, then the Mishna, then the Gmara. They are steeped in the idea that one must be more careful not to cause damage than to be caused damage. When a society is steeped in such values, there is barely any need for all these laws - because people simply don't steal! Only when a society is taught foreign values is there a need for such strict laws. The Torah, too, allows us to enact different regulations when there is a need...

The Seven Noachide Commandments must be taught, disseminated, and encouraged throughout the world. Both Christians and Moslems understand their importance; a leading Moslem sheikh in Italy is in favor, and I have translated my book on the importance of the Noachide Commandments into Arabic - and I have been told, though I don't know it for a fact, that two terrorist attacks have already been prevented because of this book...

Rabbi Dov Stein of the Sanhedrin

Sanhedrin secretary Rabbi Dov Stein said, It would appear that one is not allowed to ask Halakhic questions on the topic of state-and-politics, such as refusal of army orders, of any rabbi who receives his salary from the government - for he is, unwillingly, beholden to those who pay his salary, and therefore may not be able to answer correctly.

Other speakers included philospher Ohad Kamin, military historian Uri Milstein, Col. (ret.) Moti Yogev, Prof. Menashe Harel, Rabbi Yishai Baavad, former MK Sha'ul Yahalom, VAT founder Shifra Hoffman, Honenu legal rights organization founder Shmuel Medad, Rabb Chaim Richman of the Temple Institute, Moshe Feiglin, and many more.Respondents are asked to list the five issues or problems they feel require urgent attention and for which they would be willing to be active.

An organization called Tzibur Bnei Yisrael (Community of the Children of Israel) was also present, seeking to advance its newest project, entitled The Top Five. Respondents are asked to list the five issues or problems they feel require urgent attention and for which they would be willing to be active. Issues could include corruption in government, widening socio-economic gaps, education, apathy regarding the Land of Israel, decreasing religious awareness, lack of Gentile awareness of the Noachide commandments, and more.
